Abstract Having experienced firsthand the catastrophic Great East Japan Earthquake and Tsunami of 2011, Tohoku University founded the International Research Institute of Disaster Science (IRIDeS) in 2012. IRIDeS staff, with a broad array of relevant specializations, conducts world-class research on disaster science and disaster mitigation in collaboration with organizations from many countries. As a member of IRIDeS, Prof. Osamu Murao, the founder and manager of the International Strategy for Disaster Mitigation Laboratory (ISDM), has conducted several international collaborative research projects. This chapter briefly reports on the activities of the IRIDeS and ISDM and highlights key factors for successful international collaborative research and exchange experiences with other countries. The author recounts his initial collaborative research experience in a long-term project examining Taiwan’s recovery from the impact of the 1999 Chi-Chi Earthquake which was the foundation of the international research collaboration at ISDM. The chapter concludes with a summary of the valuable lessons learned from the author’s participation in this research.

AbstractIn this chapter, we report the case of a co-design project undertaken in the Shimojin district that was severely damaged by the 2016 Kumamoto Earthquakes. We, IDS3, and local residents have not only attempted to recover the aforementioned district from the damages it suffered due to the earthquakes but also unite its entire community, which is currently suffering from population decline and aging. To supplement its local agriculture, we initiated the co-design project as a means to promote rice branding by adding value by utilizing the biodiversity in the district and transforming the district’s rice paddy fields into eco-friendly paddy systems. We were involved with the project since the consensus building phase owing to our co-design experience with regard to restoration planning at disaster restoration sites and knowledge about the district. We primarily conducted our research in three fields: (1) design of the recovery plan of eco-friendly paddy fields and agricultural ditches, (2) consensus formation for rice branding, (3) exploration of eco-friendly farming method suitable for the region under study.

This chapter introduces a governmentality approach to issues of risk and safety, and carves out an analytical framework that combines it with appraisal analysis. From the perspective of governmentality, responsibilisation is the social process whereby actors assign/assume various moral duties that benefit governing purposes. Institutions and organisations are also increasingly trying to involve and motivate people to manage risk themselves and thus ‘partner’ with them in large-scale tasks of improving health and safety. Appraisal analysis can help demonstrate how actors evaluate risks and safety measures and how they assume or resist positions of responsibility. The analytical model proposed more specifically aids an examination of how actors appraise (a) what are risks and what should be protected; (b) safety measures spanning collective and individual protection (or lack thereof); and (c) safety measures spanning behavioural prompts and risk elimination. Choices along these dimensions stand in a dialectical relationship to certain pervasive, global discourses of risk governance. Focus group discussions on a nuclear power plant (NPP) accident scenario are analysed, for which state agencies plan to recover contaminated neighbourhoods. The analysis shows that an enduring inconsistency in the policy of governing risk through the logic of recovery and individualised responsibility is a risk mitigation strategy that requires that the risk be considered tolerable by those who are to face it – a condition that is met only partially. It is therefore likely that such a policy will be met with resistance in the event of a nuclear accident, as it was after the Fukushima Daiichi disaster.

Abstract With the AGEO Project focused on the assessment and management of geohazards, particular attention was paid to Copernicus EMS, as it supports all phases of the emergency management cycle: preparedness, prevention, disaster risk reduction, emergency response and recovery. The uptake of the Copernicus EMS in the EU Atlantic Region from 2012–2022 is reviewed. Surveys undertaken during the AGEO project highlighting the perception and awareness of stakeholders, as well as their suggestions for improvements or new requirements, are summarised. Uptake of Copernicus and Earth Observation (EO) products in the frame of the citizen observatories on geohazards is also addressed. AbstractThe construction sector has a considerable impact on the environment in terms of both exploited natural resources and greenhouse gas emissions. Therefore, converting the production process from linear to circular is essential. In increasingly vulnerable human settlements, post-emergency recovery can become an opportunity to develop innovative circular design strategies. The research focuses on how to strengthen the resilience of risk-prone territories through pre-disaster strategic planning based on a systemic approach. Post-emergency management of 2009 and 2016–2017 earthquakes in the inner areas of Central Italy is assumed as a case study. In particular, the tender specifications that guided the recovery revealed a deep lack of preventive programmes on the post-use phase of the settlements, which remain suspended between temporary and permanent. Starting from the analysis, the paper proposes a matrix of alternative scenarios for the end-of-life of temporary structures. The matrix allows connecting the recovery phase with the objectives of social cohesion and territorial regeneration policies, adapting the response to the needs of the specific context. Assuming that the artefact’s technological requirements depend on the different perspectives of their life cycle, the scenarios are oriented towards different degrees of reversibility, addressing the complete disassembly, with the reuse and recycling of components, up to the reconversion of temporary assets as local facilities and as resources for green and digital transition. Integrating post-disaster into ordinary tools would trigger virtuous synergies to optimise public funding use. In this framework, post-disaster temporary housing can become a field of experimentation for disaster-resilient communities and circular economy.

AbstractDevOps is a team culture and organizational practice that eliminates inefficiencies and bottlenecks in the DevOps infrastructure. While many companies are adopting DevOps practices, it can still be risky. We conducted 26 interviews with DevOps professionals around the globe and found four major risks associated with DevOps practices: Organizational risks (Intra-organizational collaboration and communication, strategic planning), Social and cultural risks (Team Dynamics, Cultural shift), Technical risks (Integration, Build and test automation), Ethics and security breaches in DevOps environment (Ethical risks, Data collection ethics, Ethical decision making). Our research also identified several risk mitigation strategies namely continuous testing, using infrastructure as code, security audit and monitoring, disaster recovery planning, cross-functional training, proper documentation, continuous learning, continuous improvement etc. that companies can adopt for better performance and efficiency.

This evaluation examines the IDB's Country Program with Haiti for the 2007-2011 period. IDB's strategic positioning in Haiti during this period was affected by the materialization of risks identified in the 2007 Country Strategy.
