A disintegration of measure is a common tool used in ergodic theory, probability, and descriptive set theory. The primary interest in this paper is in disintegrating σ-finite measures on standard Borel spaces into families of σ-finite measures. In 1984, Dorothy Maharam asked whether every such disintegration is uniformly σ-finite meaning that there exists a countable collection of Borel sets which simultaneously witnesses that every measure in the disintegration is σ-finite. By a representation of a C*-algebra A on a Hilbert space H we mean a morphism : A → L(H). After summing up neccessary knowledge from the theory of Banach and Hilbert spaces and C*-al- gebras we show that for every C*-algebra a representation exists. This chapter discusses Germany's 2016 Integration Act, specifically the “Flüchtlingsintegrationsmaßnahmen” [Refugee Integration Measures], or abbreviated, the FIM program, as a case study to explore how integration measures affect social mobility of persons seeking protection. The chapter draws on interviews with 28 persons seeking protection (including refugees, otherwise protected, and asylum-seekers) and 10 representatives of non-governmental organizations working in the context of forced migration in Stuttgart and Regensburg, Germany. The collected data speaks to perceptions, challenges, and opportunities of the FIM program, as well as experiences of discrimination. By analyzing this empirical data and situating it in discourse on social mobility, the author shows that employment integration ‘at any cost', as exemplified by the FIM program, reinforces social disintegration and ethnic stratification.

Social, political, and economic changes in the countries of the former Soviet Union present a model for investigation of the impact of environment on suicide mortality during times of transition. Throughout the period of perestroika (1985–1990), when social changes were rapid, a significant decrease of suicide mortality was observed in all 15 republics of the USSR. One factor that contributed to the decrease was the antialcohol policy implemented in 1985 and suspended by 1989. Times of spiritual liberation, the aspiration of democracy, social optimism, and hopes for higher living standards could also have attributed to the suicide decrease. During 1990–1994, after the disintegration of the Soviet Union, the suicide rates in post-Soviet countries increased, with the exception of prevailingly Muslim Central Asiatic, and the Caucasus countries. The transitional period called for high adaptation capacity and the necessity of developing suicide prevention programmes to increase social support and re-education measures.

The pebble is on the beach, once more, unmarked by its brief contact with human sentience. Almost unmarked. The fingerprints that it lightly bears will, however, be washed away by the next tide. It has a long future, still, but probably not as a pebble—though quite how long it remains as a pebble may well depend on human action. Not on immediate, direct human action—whether it is scooped up by a digger and converted into concrete for a sea-front esplanade, for instance, or even collected as a souvenir by some passing tourist. Either of these fates should cause only a brief deflection from its long-term future (the esplanade is, after all, only a cliff to be attacked by the elements, while beach souvenirs are soon discarded). A larger perturbation of its trajectory more probably hinges on wider human effects—but more of that anon. We might assume, first, that nature runs its course. A pebble on a beach, its natural environment, is changing all the time. Not long ago, it was part of a slab of slate in a cliff, then it briefly became an angular chunk of rock, before the waves and water smoothed it down. They are still smoothing it, wearing away at it, making it smaller. Even the contact with human hands probably removed a grain or two. A pebble has the appearance of permanence, but it is not permanent. How long does it take to wear down a pebble? This can happen astonishingly quickly. Even over a single tide, being washed backwards and forwards by every incoming wave, a pebble can become detectably lighter—by less than one tenth of one per cent, admittedly, but that weight difference can easily be measured using modern electronic scales. Over a season, on an exposed part of the coast, a pebble can lose between a third and a half of its mass. The rates will vary—on a stormy day the banging of pebbles against each other can produce distinct percussion marks on their surfaces, while on a calm day the attrition rate will drop markedly. Night and day, though, the pebble is disintegrating.

These would necessitate a significant increase in the budget, a prospect which met with little enthusiasm on the part of richer northern members who would have to pay the bill. The issue was resolved during Germany’s Presidency of the Council in the first part of 1988. In effect, Germany agreed to meet the bulk of the bill in order to secure implementation of the single market. It was a critical moment in Chancellor Kohl’s elevation to the rank of European statesman. It also consolidated his alignment with a re-elected President Mitterrand and ultimately opened up the route which would lead to Maastricht. The central thesis of this book is that external events have always been a critical determinant of the process of integration. However, the declared perspectives of the principal players at the time may not be the best guide to this. So far this chapter has focused entirely on internal Community events, completely ignoring the external context. At one level it seems almost unfair to make the point that whilst the Community was largely absorbed with the single market and with the pre-negotiations which were to lead to the Maastricht Treaty, the external context was entirely and irrevocably changed by collapse of the Communist regimes in Central and Eastern Europe, the dismantling of the USSR and the end of the Iron Curtain and the Cold War. The consequential reunification of Germany meant a physical and geographical enlargement of the Community itself. The collapse of the Communist regimes and the disintegration of the Soviet Empire were unexpected events. It is easy enough to understand in retrospect why these developments took place, and some will argue that they were inevitable, but at the time of the SEA there was no statesman in Western Europe with any conception that the external context was about to change so rapidly.
