Abstract:
The long period of Communist rule in Russia and eastern Europe provided the foundation for the development of sport in the region and the competitive boost for international success, especially in the Olympic Games. Traditional Cold War narratives have provided a framework for understanding the growth of sport in the region. However, these can have a distorting effect by neglecting Soviet Russia’s early attempts to find an alternate path to international competition, minimizing eastern Europe’s important contributions to international sport, and failing to find a place for soccer, a sport that does not fit the model of ideological competition. The relative scarcity of published English-language research provides great opportunities for future research in numerous subjects, including the popularization of tennis, exporting coaching knowledge, sport as a surrogate for anti-Soviet feeling, as well as studies of sport, gender, and race in contemporary Russia and eastern Europe.

Abstract:
The Monopolies Commission's Biennial Report XXIII, titled “Competition 2020”, analyses how distortions of competition in the internal market, which are caused by subsidies granted by third countries such as China, can be reduced. It proposes the introduction of an instrument that aims to control such third country subsidies. In the Corona crisis, competition law should continue to be applied with no compromises as to substantive law, and rescue packages granted by the State should be accompanied by measures to promote competition. With regard to the digital platform economy, the Commission endorses the introduction of ex ante regulation of dominant companies at EU level. The sector exemption for hospital mergers, as proposed in the context of the 10th amendment to the German Competition Act (GWB), is rejected. Further, the Report includes an analysis of the economic concentration in Germany and of the decision-making practice in competition law in the past two years.

Democracy requires some connection to the “will of the people.” But there are impediments to how that will is formed and how it is connected to public decisions. Efforts to manipulate public opinion, the competitive pressures of campaigns, discussions among the like-minded on social media, distortions of campaign finance all make it difficult for a mostly inattentive mass public to come to considered judgments. “Deliberative democracy” offers a useful method of supplementing our current political practices. There is a need for research and experimentation into entry points for a thoughtful and representative public voice. Such efforts provide a solution to a recurring dilemma—do we listen to the people and get the angry voices of populism or rely on widely distrusted elites and get policies that seem out of touch with the public’s concerns. Populism or technocracy? Deliberative democracy can provide a thoughtful and representative public voice.

Fiscal crises and sovereign default repeatedly threaten the stability and growth of economies around the world. This book provides a unified and tractable theoretical framework that elucidates the key economics behind sovereign debt markets, shedding light on the frictions and inefficiencies that prevent the smooth functioning of these markets, and proposing sensible approaches to sovereign debt management. The book looks at the core friction unique to sovereign debt—the lack of strong legal enforcement—and goes on to examine additional frictions such as deadweight costs of default, vulnerability to runs, the incentive to “dilute” existing creditors, and sovereign debt's distortion of investment and growth. It uses the tractable framework to isolate how each additional friction affects the equilibrium outcome, and illustrates its counterpart using state-of-the-art computational modeling. The novel approach presented here contrasts the outcome of a constrained efficient allocation—one chosen to maximize the joint surplus of creditors and government—with the competitive equilibrium outcome. This allows for a clear analysis of the extent to which equilibrium prices efficiently guide the government's debt and default decisions, and of what drives divergences with the efficient outcome. Providing an integrated approach to sovereign debt and default, the book is an ideal resource for researchers and graduate students interested in this important topic.

Rules controlling State aid and subsidies on the EU and the WTO level can have a decisive influence on both regulatory and distributive decision-making. This field of law has grown exponentially in importance and complexity over the past decades. Rules on State aid and subsidies control are one of the key instruments to ensure that public spending and regulatory measures do not lead to discriminatory distortions of competition. As a consequence, hardly any part of national law is free from review under criteria of State aid and subsidy regulation. In turn, State aid and subsidies law is linked to economic, constitutional, administrative law of the EU and the Member States as well as to public international law. This book provides expert opinion and commentary on the diverse dimensions of this complex and vital area of law. Critically analysing and explaining developments and current approaches in State aid law and subsidies, the chapters take into account not only the legal dimensions but also the economic and political implications. Depression and anxiety in college students have reached a crisis, and the prevalence continues to rise. The increasing distress of the current generation, Gen Z, and their greater openness to mental health care have overwhelmed college counseling services. Despite this sobering news, parents can play a critically important role in helping their children. This book describes a plan that parents can use for supporting and preventing depression and anxiety in young people. Each chapter concludes with practical strategies for parents. The book consists of four sections. The first section is a description of adolescent development and the types of depressive and anxious symptoms and disorders. The second section details the foundations that students need to move toward a successful college experience, including family support, communication skills, self-efficacy and problem-solving skills, self-regulation, and distress tolerance. Barriers to optimal development include underage substance use and unsafe sexual relationships. The third section examines vulnerabilities to depression and anxiety, including cognitive distortions, perfectionism, and the stress of being a sexual minority or overweight. Challenges faced by students who are seen as “different” are explored. The final section is a description of life on campus, including the stresses of college life and the opportunities to develop friendships, relationships with faculty, and a more meaningful view of the future. There are also chapters on how to access mental health services before and during college. The book concludes with a call to reduce stress on students and to challenge the competitive individualistic culture in which we live.
