Abstract:
Digital transformation is a key driving force of open innovation to capture and transfer knowledge inside and outside of a company’s bounds. New challenges in organizing multiple knowledge flows imply the need for increased competences related to this paradigm of future employees. In this article, we organize and aggregate the competencies required for open innovation collaboration and develop a competence profile that organizes individual competencies in an open innovation context. Based on elements of the European Entrepreneurship Competence Framework, we delineate an OI Competence Profile and list the core competencies to manage and accelerate the inflow and outflow of knowledge. We explore this profile by comparing data from 2332 students from four European universities to find differences in the distribution of OI competencies between countries. The study contributes to understanding the individual competencies that target the future OI needs of companies necessary in the context of digital transformation. It also introduces an interdisciplinary approach to integrate the research streams of management practice, open innovation, and entrepreneurial education.

Abstract:
In the face of the challenges of the increasingly challenging economic downturn during the COVID-19 period, the economic growth rate was recorded lowest based on economic statistics 2020. Therefore, this study attempts to examine the level of entrepreneurial competence by using the entrepreneurial competency model which is opportunity competency, organizational competence, relationship competence, strategic competencies, commitment competencies, and conceptual competencies to explain some of the ways to improve business survival and success especially in the context of SMEs. This study uses a quantitative approach that is a survey method through the distribution of questionnaires. The study population is all SME entrepreneurs registered under FELDA throughout Malaysia. A total of 309 respondents were selected and sample selection through the simple random sample. The collected data were then analyzed using a 5-point Likert scale. The results show that the level of entrepreneurial competence among FELDA SME entrepreneurs is at a high level. This study illustrates that FELDA SME entrepreneurs have entrepreneurial competencies and this is the driver of their business success. The implications of the findings of this study are expected to help SME entrepreneurs maintaining competencies or skills in business. The findings of this study can also be used to assist SME entrepreneurs by adopting entrepreneurial features to manage the business to improve business performance for the future.

Applications of covariance Based SEM (CB-SEM) generally use the maximum likelihood, based upon the assumption on the normal distribution of data. One alternative that could be applied if the data were not normally distributed is estimation using Bollen-Stine bootstrap approach. In this study, the method is applied to reveal the influence of teacher competence, the principal competence, to the value of achievement of national education standards in secondary schools in Banyuwangi.The objective of this paper was to determine and analyze the relationship and to know the the most dominant indicators of measure latent variables between the the principal, teachers competences on national standards of educational attainment in secondary schools in Banyuwangi. The results indicate that all of the indicator of variables are valid and reliable to measure corresponding latent variables. Each latent variable has the most dominan indicator. For the principal competence latent variables the most dominant indicator is the entrepreneurial competence, for teachers competency the most dominant is personal competence, whereas for national education standards, the most dominant standard of facilities. Principal competence has indirect influence on national education standard achievement, but directly affect the competence of teachers. Abstract:
The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

Abstract:
The article based on the analysis of scientific works on nature of conflicts proves that conflict can be considered from three different perspectives: as a psychological phenomenon under the influence of the human factor on the basis of disagreement; as an organizational and activity phenomenon based on the imbalance between a person and their environment; as a socio-philosophical phenomenon associated with the perception of conflict as a social anomaly. The chronology of scientific doctrines about the essence and nature of conflict, the reasons for its occurrence and ways to avoid and prevent it have been outlined. It has been determined that conflicts in the work community are one of the types of social conflicts, the nature of which is associated with the use of labour (with labour relations) and the relationship of professionals in the work community (cooperation, collective problem solving, the pair «manager-subordinate», unfair distribution of duties, rights, responsibilities, etc.). The essential significance of conflict competence has been characterized, and the importance of forming this competence of specialists in the work community has been emphasized. Conflict competence has been structured into competencies and components of a lower level. The componential and structural analysis of such a phenomenon of conflict competence with the aim of minimizing conflicts in the work community has allowed identifying the following components: motivational (emotional and volitional, and constructive competences); cognitive (normative, personal and creative competences); managerial (design, reflective, regulatory, situational and preventive competencies); social (behavioural and ethical competences).

Abstract:
The paper considers the methodological approaches to the description of the competency outcomes of education when implementing the federal standards of higher education on the example of the Sociology as an area of study. The authors have offered a methodic for assessment of the competences formation which is based on the so called indicators of achievement of each of the related competences and on the distribution of these indicators among all elements (modules) of the educational program of BA or MA in Sociology. In the paper, a list of indicators of universal (to be achieved in each higher education program regardless of the area) and general professional competences of the Bachelor’s and Master’s degrees in Sociology is proposed, as a result of monitoring and evaluation of several educational programs in the area of Sociology; moreover, the authors adduce the examples of content-related, concrete indicators of education called descriptors for competences. Besides, the paper describes the testing schemes which enable to adjust indicators of universal competences and to evaluate the level of competence of students who have completed the related educational level.

Rule of law requires a clear distribution of competences for the State institutions. Competence distribution is essential for separation of powers and hinders an antidemocratic accumulation of powers. The attribution of competences to State institutions by the Constitution regulates the reach, modality and procedure of the exercise of the competence. However, competences must be exercised in a way which is not detrimental to other institutions and the State as a whole. The inter-institutional obligation of mutual loyalty is a written or unwritten principle with high importance in European constitutionalism. The contribution treats with significant examples of this principle, as the “Organtreue” in the perspective of the German Federal Constitutional Court or the faithful cooperation principle in federal and regional systems. General aspects shall be pointed out which determine loyalty as a constitutional category.

An evolutionary game model shows how an equilibrium distribution of competence may evolve when members of a population prey on one another, but when predatory competence is costly to acquire. Under one interpretation, the competence distribution is an endogenously determined distribution of bounded rationality. An example shows how “tricksters” and “suckers” might coexist in the long run. The analysis leads to a curious result about a mixed equilibrium for a symmetric, zero-sum game. An increase in the costs of one or more competence levels has exactly zero effect on the fraction of the population at those levels. (JEL C79, D89)

The implementation of Regional Government is directed at accelerating the realization of community welfare through improving services, empowerment, and community participation. In an effort to achieve the above goals, apparatus with the right, professional and competent numbers are needed. In line with the principles of professionalism and objectivity that are required in the law on staffing matters, the Bureaucratic Reformation in the Regional Government needs to conduct competency-based Apparatus Resource Arrangements. Presidential Regulation Number 81 of 2010 concerning Grand Design of Bureaucratic Reform explains that the main problem of state apparatus HR is the allocation in terms of quantity, quality, and distribution of civil servants according to unequal territorial (regional), and low levels of civil servant productivity. Structuring the human resources of the apparatus has not been optimally implemented to improve professionalism, employee performance, and organization. The research method used is descriptive qualitative through (1) desk study (study of literature and documents) and (2) field study (field study) that uses observation and interview techniques. Competency-based Apparatus Resource Management implies the need for the availability of information relating to competence. En farledsrestriktion innebär att vissa krav eller begänsningar sätts på fartygs manöverförmåga, antal assisterande bogserbåtar, största djupgående och liknande egenskaper för att få färdas i en specifik farled. Innan 2009 låg uppgiften att ta fram dessa restriktioner på Sjöfartsverket och det tillhörande Sjöfartsinspektionen. År 2009 bildades Transportstyrelsen och övertog då vissa delar av processen. Detta arbete handlar om vad denna omorganisation har fått för effekter på arbetsprocessen och dess resultat utifrån vad de som idag jobbar med den upplever. En kvalitativ intervjustudie med semistrukturerade intervjuer genomfördes med ett antal individer som dagligen arbetar med denna process. Resultatet målar upp bilden av en arbetsprocess som genomgått mindre förändringar men som på många sätt fortfarande är sig lik. De tillfrågade beskriver små skillnader i det praktiska, dagliga arbetet och den kommunikation som detta arbete kräver, men beskriver också en situation där förändringsarbetet fortfarande upplevs pågå och där vanor kring arbetsrutiner på många sätt lever kvar.
When entering a fairway in Swedish waters, vessels are affected by various restrictions. These restrictions are related to the draught of the vessel, its maneuvering capabilities and other factors which affect its capability to be conducted in a safe manner when inside the fairway. Prior to 2009, these restrictions were implemented by Sjöfartsverket (the Swedish Maritime Agency). In 2009, Transportstyrelsen (the Swedish Transport Agency) was created and took on the responsibility for some parts of the process behind developing these restrictions. In this study the focus is on the effects of this reorganization on the process itself from the viewpoint of those who are working with it. A qualitative study using interviews was conducted with people who are in daily contact with this work. The result shows a process that has undergone minor changes but is also in many ways still similar. The participants in this study describe smaller differences in the practical, daily work and the communication that this work requires, but they also paint a picture of a situation where the change is still happening and where old routines and habits still influence their work.

This study of contemporary jazz discourse and gender applies the techniques of critical discourse analysis, inspired by M.A.K. Halliday's systemic functional linguistics and Norman Fairclough's qualitative critical discourse analysis, to explicate the unequal distribution of power in society as represented by the institutions of jazz and mass media, in discourse about jazz vocal artists. Specifically, the study focuses on the way the genres of jazz CD review, jazz performance review, and interviews with jazz artists – disseminated via the institutions JazzTimes and Live New Orleans – represent the artists' identities, roles, achievements and skills. Following Norman Fairclough and the feminist scholar Mary Talbot, the study assumes that institutions of mass media not only discursively construct the gender of jazz vocal artists, but also represent the performers' achievement and skills from a hegemonic standpoint, reflecting the commonsense assumptions about women and men and their roles in patriarchal society.

A federação é forma de Estado moderna. Embora registre antecedentes, seu desenvolvimento efetivo resultou do processo histórico de formação dos Estados Unidos da América. Após a declaração de independência em relação à Inglaterra, os treze Estados soberanos formaram uma confederação para, unindo seus esforços, proverem a defesa externa. Os defeitos dessa associação exigiram sua revisão. O novo modelo deveria permitir a diversidade na unidade, instituindo um poder central dotado de competências que interessavam a todos os Estados e, assim, demandavam atuação uniforme, bem como mantendo a larga independência estadual, diretamente associada à proteção da liberdade individual. Nesse processo, a confederação foi superada pela federação, na qual os Estados perderam soberania, mas retiveram autonomia, característica mais relevante dessa forma de Estado. O ideário liberal contribuiu para que a esfera federal, inicialmente, tivesse poucas competências em contraste com os Estados. Com a passagem do Estado liberal para o Estado Social, no século XX, o intervencionismo estatal, voltado à diminuição das graves desigualdades econômicas e sociais, exige atuação federal mais incisiva e acaba por transformar a federação. O presente estudo se vale do critério da repartição de competências para, utilizando-se dos métodos constitucional e histórico-dedutivo, apurar que a centralização verificada na grande maioria das federações do mundo não resultou na aniquilação da autonomia estadual, havendo, nos Países analisados, equilíbrio federativo. Aplicando-se a mesma linha investigativa ao Brasil, verificou-se que a formação da federação brasileira foi fruto de processo histórico inteiramente diverso, no qual as antigas Províncias do Estado unitário imperial foram artificialmente transformadas em Estados, diretamente associados, pela vontade do poder central, na proclamação da República. Como decorrência, a autonomia estadual nunca foi um valor efetivamente protegido no Brasil. Associado ao intervencionismo do Welfare State e à ideologia do centralismo, isso conduziu à histórica centralização da federação no constitucionalismo brasileiro, que perpetua o desequilíbrio federativo e persiste na Constituição Federal de 1988, com a decisiva contribuição de parte da jurisprudência do Supremo Tribunal Federal.
Federation is a modern form of State. Despite of the antecedents, its actual development resulted from the historical process of formation of the United States of America. After the declaration of independence from England, the thirteen sovereign States formed a confederation in order to unite their efforts to provide external defense. The defects of this association demanded its revision. The new model should allow diversity in unity, establishing a central power with competences that interested to all States and, therefore, required uniform action, as well as maintaining the large state independence, directly associated to individual liberty. In this process, confederation was overcame by federation, in which the States lost their sovereignty but retained autonomy, the most relevant feature of this form of State. Mainly due to the liberal thought, the federal government has had, initially, few competences in contrast with States. Within the transition of liberal to social State, in the Twentieth Century, the interventionism, intended to reduce the economical and social inequalities, requires incisive federal action and ends up transforming the federation. With distribution of competences as criterion, this study uses the constitutional and historical-deductive methods to conclude that the centralization verified in most federations did not resulted in the annihilation of state autonomy, existing in the analyzed countries federative balance. Applying the same investigative method to Brazil, it was verified that the formation of the Brazilian federation was due to an entirely different historical process, in which the former Provinces of the imperial unitary State were artificially transformed in States, directly associated by the will of the central government, in the Republics proclamation. As a consequence, state autonomy has never been a value effectively protected in Brazil. Associated to the Welfare States interventionism and to the ideology of centralism, it conducted to the historical centralization of the federation in the Brazilian constitutionalism, that perpetuates the federative imbalance and persists in the Federal Constitution of 1988, with the decisive contribution from part of the decisions of Federal Supreme Court.

Fabricantes y detallistas pueden decidir permanecer separados verticalmente por motivos de eficiencia o estratégicos. Esta tesis se centra en analizar bajo qué circunstancias la decisión de integración vertical es más eficiente o más beneficiosa desde el punto de vista estratégico, en mercados en los que existe diferenciación horizontal o vertical entre detallistas. Se estudia el impacto de estas decisiones sobre los procesos de formación de precios y sobre la intensidad de la competencia entre detallistas en diferentes tipos de canales de distribución. Se presenta un análisis del efecto de las características del mercado final sobre las decisiones de fabricantes y detallistas acerca de la estructura contractual que dirige las relaciones entre ambos. Se plantean modelos de comportamiento de los agentes basados sobre la teoría de juegos que permiten proponer hipótesis de comportamiento de las empresas. Los resultados teóricos se contrastan empíricamente en el mercado de detergentes de Barcelona.
Manufacturers and retailers may choose to remain vertically separated either for strategic or for efficiency reasons. This doctoral dissertation focuses on analyzing under which circumstances the vertical integration decision is the most efficient or the most interesting from the strategic point of view. The impact of these vertical structure decisions on the processes of prices formation and on the strength of competition among retailing firms in the different types of channels of distribution is analyzed in a context in which vertical or horizontal differentiation among competing firms exists. The effect of the final market features on the agents' decisions about the contractual structure which regulates their vertical relationships is also performed. Each chapter presents a game theoretical model which represents the decision problems and constitutes the base for the formulation of hypotheses. The theoretical results are empirically tested in the laundry detergents market of Barcelona.

L'administration des structures du système éducatif camerounais en l’occurrence les établissements publics d’enseignement secondaire général obéit, dans son fonctionnement, à la logique bureaucratique. Elle correspond dans son organisation à une forme pyramidale propre à un État centralisé où tout est régenté par le sommet. Le pouvoir discrétionnaire y joue un rôle indéniable dans le choix des responsables. Malgré les évolutions que connait le pays, le pilotage des lycées et C.E.S. reste indissociable de cette approche managériale. Pourtant, son obsolescence semble prononcée à cause de l’option d’une structuration politique décentralisée. En effet, si la décentralisation et ses adjuvants requièrent des citoyens professionnels, ils revendiquent aussi des responsables aux compétences avérées. Nous suggérons, à propos des chefs d’établissement susmentionnés, le passage de la fonction à la profession. La professionnalisation qui est le présupposé de cet itinéraire ne saurait s’identifier à une simple prescription institutionnelle fondée sur une normalisation des pratiques du fait d’un référentiel de compétences. La conduite de ce travail de recherche a nécessité le recours aux outils méthodologiques essentiellement qualitatifs ainsi qu’aux sociologies de l’action et de la construction. La première, dans la dimension que défend Michel Crozier, nous offre les éléments d’analyse mais aussi des méthodes et des concepts favorisant la compréhension des jeux d’acteurs. La seconde, dans une perspective d’évolution de la fonction, grâce aux travaux de Richard Wittorski, vise l’implication de tous les acteurs notamment ceux jouissant des « compétences incorporées » pour une émergence des savoirs réels de la profession. Cette recherche a établi les différents gains qu’un tel processus peut procurer à toute la communauté éducative

This system is organized as a pyramid typical of that of a centralized system of governance which is a top-to-bottom approach. Discretional power plays an undeniable role in the appointment of officials. Despite the country’s evolution, the running of lycées and colleges remains intertwined to this management approach. And yet, its obsolete nature is glaring given the choice of a decentralized political structure. In fact, if the process of decentralization and all its accessories demand professional citizens, they also aspire to officials with established competences. In the case of these aforementioned school directors, we suggest a move from a position to a profession. Professionalization which is a prerequisite for this career path could not be limited to a mere institutional prescription based on the normalization of practises given a competences framework of reference. This research work required the use of mainly qualitative methodological tools as well as sociological action and construction tools. The first of them, in the dimension backed by Michel Crozier, provided us with analytical components as well as methods and concepts which will enhance the understanding of actors’ roles. The second one which is in line with an evolution in the position and gets its grounds from Richard Wittorski’s publications did target the involvement of all actors, especially those benefiting from ‘incorporated competences’. This study has portrayed the various benefits that such a process can bring to the entire educational community

Nous avons cherché à identifier les rôles des prestataires et à lier ces rôles avec la vision stratégique du prestataire, ses ressources et compétences, et les logiques des acteurs de la supply chain. Au cours de cette recherche, nous avons été amenés à spécifier la mutualisation logistique concertée, en identifiant trois grands types : la mutualisation concertée de type gestion partagée des approvisionnements mutualisés, la mutualisation concertée de type gestion mutualisée des approvisionnements et la mutualisation concertée « par synergie ». Suite à la confrontation de notre modèle théorique au terrain, nous avons construit trois modèles. Ces trois modèles mettent en perspective trois scenarii, avec pour chacun des rôles pour les prestataires de services logistiques de plus en plus spécifiques à acquérir ou assumer. Nous avons alors confronté les quatre grands rôles identifiés par la littérature à la réalité du terrain. Nous en avons déduit que les prestataires de services logistiques ne remplissent pas totalement ces quatre rôles et au contraire, sont peu actifs pour devancer les besoins de leurs clients. Nos trois scenarii nous conduisent non seulement à identifier trois types de prestataire mais aussi à identifier les ressources et compétences spécifiques à chacun des scenarii. Notre conclusion est que les prestataires peuvent jouer un rôle majeur dans l'émergence des solutions de mutualisation logistique concertée mais qui n'en saisissent que rarement l'opportunité
The current thesis concerns the role of the logistic service provider in the emergence of concerted logistic pooling solutions. We identified roles of services providers and linked them with their strategic intent, their resources and competencies, and the behavior of supply chain actors (suppliers, distributors, IT services companies, consultants). This thesis is structured around three literature reviews, each of them is developed in a chapter (resources and competences and strategic management; logistic pooling, logistic service and logistic service providers), a fourth chapter on our methodology (interpretativist and hypothetico-deductive) with cases study and a qualitative methodology. In the last chapter, we present the result of our empirical study, based on eight cases from the distribution sector.We had to specify the definition of logistic pooling and found three major types: concerted logistic pooling based on "gestion partagée des approvisionnements mutualisée", a second one based on "gestion mutualisée des approvisionnements", and a last one based on "synergy". Then we built three models each of them fitted three scenarios. These scenarios helped us discover for each of them the role of the logistic service providers and the specific resources and competencies they own in each case. We develop then a matrix with the different scenarios and the kind of resources and competencies to acquire to change of scenario and become more proactive in logistic pooling. Our conclusion is that logistic service providers can have a major role to play in the development of concerted logistic pooling solutions, but they rarely take the opportunity to do so

En une quinzaine d’année, l’évolution du cadre juridique et des pratiques de terrain ont permis l’émergence d’un bloc communal à deux niveaux. L’organisation administrative actuelle de ces structures témoigne de la volonté de faire coïncider, à l’échelle intercommunale, bassin de vie et circonscription administrative, afin de constituer de véritables « territoires ». Au cours de la dernière décennie, la possibilité de mutualiser les moyens au sein de chaque bloc communal a également été reconnue par le droit positif. The failure of voluntary groupings of communes in France has been an incentive to massively promote these groupings since 1999 throughout the longstanding formula of intermunicipal groupings with its own taxing power. In fifteen years, the evolution of the legal framework and local practices have enabled the emergence of a two-tier intermunicipal system. The current administrative organization of these structures displays the will to match the living area with the territorial administrative unit at the scale of the intermunicipal boundaries, in order to create genuine « territories ». During the last decade, the scope and effect to pool resources within the two-tier municipal units have also been recognized by positive law. However, the analysis of local practices shows that this objective of complementarity between the communes and their groupings proves insufficient in view of the current challenges, both democratic and financial

"The distribution of executive competencies in the autonomic state"

The aim of the doctoral thesis is the distribution of the executive competencies between the State and the descentralized authorities (Autonomic Comunities, Comunidades Autónomas). The first chapter is dedicated to the study of the antecedents and, concretely, the system introduced during the 2nd spanish Republic. In second chapter, a critical analysis of the system in force in the autonomic State is developed, preceded by a study of the reference models. The system's evolution constitutes the object of the third chapter, where the criteria favoring the present centralist conception and the available ways to a more autonomic system are examined. Chapter four tries to refute the leading conception understanding that executive competencies don't include substantive Administration's regulatory power, whereas the fifth is about the incidence of Internet and the information technologies in the distribution of the executive competencies.

This chapter details the model underlying the examination of similes in subsequent chapters. In order to investigate how an oral performer shows his competence, one can talk about the sources a performer utilizes without employing the concepts of tradition and innovation. This is a good thing because these terms get in the Homerist’s way. Here those words are set aside, and, taking a geographic approach to the elements an oral performer uses, the chapter speaks of the idiolectal, dialectal, and pan-traditional. These three categories constitute a spectrum of distribution. A performer reveals his competence by moving around on the spectrum of distribution and especially by deploying elements that falls on the shared (dialectal and pan-traditional) end of the spectrum. The chapter concludes by hypothesizing that similes help performers show off their movements on the spectrum of distribution.

This chapter presents detailed analyses of similes in five modern oral poetries. Examining the poet’s reliance on shared similes in the performances of two epic poems, The Epic of Pābūjī (Rajasthan, India) and The Guritan of Radin Suane (South Sumatra), prepares us to pay attention to shared similes when we see them alongside idiolectal similes. Next comes a demonstration of how Kyrgyz and Bosniac epic poets and composers of Najdi lyric poetry use similes to move around on the spectrum of distribution: they present shared and idiolectal similes. The chapter ends by considering the construction of similes as two-part units made up of a tenor and a vehicle: one thereby gains a greater appreciation for poets’ presentations of shared and idiolectal elements in the space of simile. In sum, poets present shared and idiolectal similes in order to show their competence in performance.

AbstractDespite the European passport granted to insurance intermediaries by the Insurance Mediation Directive (IMD) in 2002, the single market for insurance distribution remained very fragmented. In 2016, in order to promote the emergence of a genuine Single Market in insurance services, the Insurance Distribution Directive (IDD) introduced new rules on cross border insurance distribution and new division of competence between home and host Member State authorities. However, it failed to provide the necessary legal clarity on when an insurance intermediary is likely to be pursuing cross-border activities. This chapter will explore whether the IDD, together with the 2018 Decision of EIOPA’s board of Supervisors, have led or will lead to more market integration. This chapter also briefly analyses the possible impact of ‘Brexit’, that is, the leaving of the EU by the United Kingdom, on cross-border activities of insurance intermediaries.

AbstractThe chapter aims to analyse the recent reform of the EU regulatory framework as regards insurance-based investment products (IBIPs). The current regime provided for IBIPs offers stronger protection to all customers, regardless of the channel of distribution. In line with the EU plan to provide consistent cross-sectorial investor protection across all Member States, many IDD provisions are based on the corresponding MiFID II rules, even though some differences remain and should be further elaborated in connection with the inconsistencies, overlaps and gaps in the investor protection as far as the distribution of the IBIPs is concerned. Furthermore, several Member States have exercised the discretions recognised by the IDD as regards IBIPs mainly to gold plate investor protection measures. However, such an uncoordinated approach undermines the internal market’s objectives. Therefore, the chapter advises EIOPA to use its powers to coordinate Member States’ measures and ensure transparency about National Competent Authorities’ measures in this respect.

Norm-based assessment is under fire from some quarters because it is often unfair and is out of touch with the demands of the job market. Criterion-referenced assessment is touted as the answer by others but problems remain, in particular with regards to the maintenance of standards. This study examines the use of competency-based assessment in an undergraduate database course. The findings suggest that it is possible to create an assessment instrument that is relevant to particular skills required in the job market but does not inflate grades across the board. A remarkable idiosyncrasy emerges in that the distribution of scores assumes a bi-polar shape with a significant number of high grades and a significant number of grades at the lowest passing level or failing grades.

The object of study and work would be limited in this case to the creation of an own line of articles, complementary to the lines of which the professional is a representative, and to arrange with the online sales logistics platform the sale and distribution of the new product line. Abstract Increasing the complexity of engineering design projects expands of the diversity of required topic knowledge. Multi-disciplinary design processes have the need for expertise from multiple fields of study. In the context of mass collaboration within engineering design, positioning key members within multi-disciplinary teams is of great importance. Determining how each discipline impacts the overall design process requires an understanding of the mapping between competency and performance. This work explores this mapping through the use of predictive models composed of various regression algorithms. Design performance of students working on their capstone design project is analyzed and the relationship between individual competencies is compared against their overall project performance. Each competency and project is represented as a distribution of topic knowledge to produce the performance metrics. Following the automated topic extraction of the textual data, the regression algorithms are applied. Three topic models and five prediction models are compared for their prediction accuracy. From this analysis it was found that representing both input and output variables as a distribution of topics while performing a support vector regression provided the most accurate mapping between ability and performance.

Az elmúlt évtizedben már számos kutatás bizonyította, hogy a pedagógusok megváltozott feladatai és szerepei, a módszertani kultúra és a komplex szemlélet a digitális kompetencia fejlesztésével párhuzamosan megjelenik (Fehér, 1999; Kirschner-Woperies, 2003; Law, Chow és Yuen, 2005). A tanítási-tanulási folyamat résztvevőiként a pedagógusok is részesei a rendkívüli iramban változó lehetőségeknek, melyek az iskola különböző „valós és virtuális” terein egyre inkább biztosítottá válnak (UNESCO, 2011). 2020 márciusában 6 a koronavírus-járvány miatt bevezetett digitális munkarend által – korábban még nem tapasztalt módon – aktuálissá vált mindaz, amit a „távoktatás”, „digitális oktatás”, „otthontanulás” és szinonimáik képviseltek. A pedagógusok, diákok és szülők egyik napról a másikra kerültek át az osztálytermi környezetből a digitális platformok világába, megváltoztatva szerepeiket, feladataikat és kompetenciahatáraikat. Felmérésünk azzal a céllal készült, hogy feltárja a tanítók hogyan igyekeztek megtalálni a tantárgyi specialitásnak, informatikai tudásuknak, rendelkezésre álló eszközeiknek, a diákoknak és a szülőknek leginkább adekvát megoldásokat. Kutatásunkban kvantitatív módszert alkalmazva, online kérdőíves vizsgálattal mértük fel az 1-6. osztályban tanító pedagógusok véleményét és gyakorlatát a digitális munkarendben történő oktatással kapcsolatban (N=71). Előadásunk a tanítók által alkalmazott karanténpedagógiára vonatkozó öszszefüggésekre világít rá a következő aspektusokból: eszközök, internet a távoktatásban, a pedagógusok digitális kompetenciája, a tananyagok küldésének felülete, kapcsolattartás a tanulókkal és szülőkkel. Fókuszba kerültek az alkalmazott digitális platformok és eszközök, azzal a céllal, hogy feltárjuk az elmúlt időszakban aktuális alsó tagozatos oktatás és nevelés főbb aspektusait. A digitális munkarend, valamint az online eszközök kiválasztásának és kipróbálásának tanítói tapasztalatait is vizsgáltuk az önértékelésen alapuló tanítói digitális kompetenciák feltárása mellett. A kapott leíró statisztikai elemzések megerősítik, hogy a digitális munkarenddel kialakuló távolléti oktatási struktúra rendszerezettségében, illetve következetes használatában plasztikus eltérések jelentkeztek. Példaként említhető a kapcsolattartási mintázatok egyenetlensége és a formális (Kréta)/informális kapcsolattartási struktúra (Messenger/Facebook csoport) használatának eltérő megoszlása. Konkrét számadatokkal mérve a szülőkkel való kapcsolattartásban kiemelkedett az egyéb lehetőségek mellett a Facebook csoport (59%), és a Messenger (53%) használata a formális platformként említett Krétával (22%) szemben. Összefoglalva, az eredmények hozzájárulhatnak az általános iskolákban működő online oktatás gyakorlatának megismeréséhez, a pedagógiai praxis lehetőségeinek bővítéséhez, ugyanakkor megerősítjük Lévai (2016) felvetését is, miszerint a pedagógusok felelőssége számottevő és árulkodó abból a szempontból is, hogy mit mutatnak róluk digitális lábnyomaik, illetve az online elérhető felületek. ---- Lower-primary-school teachers’ digital educational experience: possibilities in lockdown induced pedagogy ----- The past couple decades have seen a parallel change in teachers’ tasks and roles, methodologies, educational approaches and the development of their digital competences (Fehér, 2009; KirschnerWoperies, 2003; Law, Chow and Yuen, 2005). Also teachers as participants of the teaching-learning process experience the rapid evolution of the possibilities in the real-life and virtual platforms of school (UNESCO, 2011). In March, 2020 unprecedentedly digital education was launched due to the coronavirus pandemic and “distance education”, “digital education”, “home schooling” (at present regarded as synonyms) had become reality. All at once, teachers, students and parents were transmitted from real-life classrooms into the world of virtual platforms, which modified their roles, tasks and competence boundaries. Our survey was conducted to explore how lower-primary-school teachers experimented to find the most adequate solutions related to the issues of their teaching areas and digital knowledge. Also, we aimed to detect the most characteristic challenges that the respondent teachers had to face during the lockdown period online education processes. Our quantitative research was conducted to collect data via an online questionnaire to elicit beliefs and practices of lower-primary-school teachers of 1-6-forms regarding their work during lockdown digital education (N=71). The main focus of our research was the interrelationships of lockdown induced pedagogy from the following aspects: tools in digital education, teachers’ digital competence (based on self-assessment), the platforms of sharing teaching contents and of contacting students and parents. The focal points of our study were the applied digital platforms and tools and to gain insights into the teachers’ digital competences based on their self-evaluation. We also explored the respondent teachers’ choices and experience regarding the online tools of digital education. The results of descriptive statistics showed that there were differences in the structure and consistent use of digital education during the lockdown. As an example, the distribution of the formal Kréta platform and other informal ones (Messenger/Facebook group) is uneven in terms of contact between teachers and parents. Also, the Facebook group (59%) and Messenger (53%) platforms outnumber the use of Kréta (22%) during teacher-parent communication. In sum, our results can contribute to a better understanding of the practice of online education at primary-schools, and also to the extension of the teaching repertoire in 1-6 forms. These findings are also compatible with Lévai’s (2016) results, that is teachers’ digital footsteps and the online platforms that they use can reveal a lot about them, which is a great professional responsibility.

Abstract:
The write-off of goods, especially in the fresh food supply chain, represents a significant cost to the company. The purpose of the research is to analyse the impact of the COVID19 epidemic in the fruit and vegetable distribution company and to determine the extent to which the epidemic in 2020 affected the company's operations and the amount of goods written off. Knowing the latter is the first step to improving processes and reducing costs in the company. The analysis was performed using a comparative study of data for 2019 and 2020. The total weight of goods sold in 2020 compared to 2019 fell by 28.6%. Similarly, in 2020 the total value of written-off goods decreased by 31.3%. Furthermore, factors influencing the value of writtenoff goods, such as the purchase value of products, the number of products, the number of orders per day and the number of employees (order preparation and weighting) were studied statistically. We found a relationship between the value of written-off goods and the number of employees and the number of products being prepared. The results represent an insight into the problem and serve as a starting point for optimizing the purchase of goods, the correct turning of stocks and work processes of employees in the warehouse, i.e. optimization of logistics processes in the company. Reducing the quantity of written-off goods is a long-term and demanding process, which significantly improves the company's profit.

Abstract:
Following the unceasing changes in power demand and the power utility structure in China, the load fluctuation characteristics of the power grid are gradually increasing. The capacity of the power grid’s peak-load regulation and transmission has become the bottleneck of nuclear power and intermittent renewable energy consumption. In some jurisdictions of China, the curtailment of the wind and solar power output is higher than 30%, and the unplanned halt of nuclear power plant operation happens periodically. These phenomena cause energy efficiency decreases and potential safety hazards for nuclear power generation units. How to increase the “flexibility” of the power system has become a main issue of China’s power grid that can contribute to the promotion of nuclear power plants’ production and reduce the curtailment of wind and solar energy. Based on China’s power grid structure, the power plants’ geographical distribution, the power plants’ operation characters, the power grid load characteristics, and the power grid operation modes, the performances of various types of power sources participating in daily load regulation are compared, including the peak-load regulation capacity, response characteristics, environmental benefits and economic benefits. On account of the above outcome, drawing on the experience of international research results and based on a feasible power plant’s load characteristics and operation economy, a strategy of power plants participating in peak-load regulation is proposed, and an evaluation index system is built. The strategy and index are both used to elevate the power grid’s power quality and operation economy, optimize the multi-energy coupling power supply model, and evaluate the PWR units’ core competence. A peak-load regulation strategy and policy proposal is concluded in the treatise.

Abstract This paper deals with a methodology to use rapid prototyping and tooling to aid the product development practice. Under the support of the distributive activity scheduling mechanism and the unified product data model, a closed loop is described, which consists of design-phase-oriented requirement analysis of RP/RT applications, multi-criterion decision-making mechanism for selecting the combination of materials, RP method, and RP process chain, process planning for rapid prototyping and tooling, data collections from RP manufacturing, design evaluations based on manufactured prototypes, as well as case-based learning from RP process chain. Here, quality function deployment is used for quality control and assurance of such a design closed cycle. Several such closed loops during product design procedure will make the product go to a optimal solution. In addtion, concurrence and competence issues inside a closed loop design evaluation cycle are also discussed. Finally, a conclusion about this methodology is drawn.
