This chapter details the model underlying the examination of similes in subsequent chapters. In order to investigate how an oral performer shows his competence, one can talk about the sources a performer utilizes without employing the concepts of tradition and innovation. This is a good thing because these terms get in the Homerist’s way. Here those words are set aside, and, taking a geographic approach to the elements an oral performer uses, the chapter speaks of the idiolectal, dialectal, and pan-traditional. These three categories constitute a spectrum of distribution. A performer reveals his competence by moving around on the spectrum of distribution and especially by deploying elements that falls on the shared (dialectal and pan-traditional) end of the spectrum. The chapter concludes by hypothesizing that similes help performers show off their movements on the spectrum of distribution.

Two discussions prepare for the argument that the Iliad poet and the Odyssey poet show their competence by producing similes that fall at different points on the spectrum of distribution. First, the consideration of a poet’s competence that emerges in archaic Greek hexameter poems encourages study of how the actual poet exhibits his competence. Second, the model of a spectrum of distribution interacts with current trends in Homeric studies, especially the research of John Miles Foley, Richard Martin, and Deborah Beck.

This chapter examines the Indian Constitution’s federal scheme. It begins with an overview of the basic features of the federal framework, with particular emphasis on distribution of powers—legislative, executive, and judicial—between the Central Government and the regional governments (that is, States), the supremacy of the Constitution, and dispute resolution mechanisms for evaluating the competence of the two governments for exercising their powers or functions. It then considers the centralised character of Indian federalism by focusing on the identity of States, legislative competence, and regional emergencies. The chapter concludes by reflecting on how the federal arrangement should be understood and judged.

Some idiolectal similes comprise an idiolectal vehicle and an unparalleled tenor, and other idiolectal similes comprise an idiolectal vehicle and a paralleled tenor. The Iliad poet and the Odyssey poet display their competence by at times generating similes that come down squarely on the idiolectal end of the spectrum of distribution and at times turning to similes that go from one end of the spectrum to the other.

This chapter presents detailed analyses of similes in five modern oral poetries. Examining the poet’s reliance on shared similes in the performances of two epic poems, The Epic of Pābūjī (Rajasthan, India) and The Guritan of Radin Suane (South Sumatra), prepares us to pay attention to shared similes when we see them alongside idiolectal similes. Next comes a demonstration of how Kyrgyz and Bosniac epic poets and composers of Najdi lyric poetry use similes to move around on the spectrum of distribution: they present shared and idiolectal similes. The chapter ends by considering the construction of similes as two-part units made up of a tenor and a vehicle: one thereby gains a greater appreciation for poets’ presentations of shared and idiolectal elements in the space of simile. In sum, poets present shared and idiolectal similes in order to show their competence in performance.

Few aspects of daily existence are untouched by technology. The learning and teaching of music is no exception, and arguably has been impacted as much or more than other areas of life. Digital technologies have come to affect music learning and teaching in profound ways, influencing everything from how we create, listen, share, consume, interact, and conceptualize musical practices and the musical experience. For a discipline as entrenched in tradition as music education, this has brought forth myriad views on what does and should constitute music learning and teaching. In order to tease out and elucidate some of the salient problems, interests, and issues, this volume sought to critically situate technology in relation to music education from a variety of perspectives: historical, philosophical, socio-cultural, pedagogical, musical, economic, policy, and so on, organized around four broad themes: (1) Emergence and Evolution, (2) Locations and Contexts: Social and Cultural Issues, (3) Experiencing, Expressing, Learning and Teaching, and (4) Competence, Credentialing, and Professional Development. The editors solicited essays from 22 “Core Perspective” and 19 “Further Perspective” authors based on their potential to contribute a diversity of perspectives on technology and music education in terms of gender, theoretical perspective, geographical distribution, and relationship to the field. The overall thrust was to provide contrasting perspectives and conversational voices rather than reinforce traditional narratives and prevailing discourses. This chapter examines the idea of separating distinct governmental functions into at least three branches (horizontal separation) as a means to safeguard individual liberty. The three branches of government have different functions: the legislature legislates, the executive branch executes the laws, and the judiciary administers justice. This corresponds to the functional distribution of essential governmental tasks and competences. The chapter explores how governments based on separated (or at least divided) powers work, in a perpetual balancing exercise as a result of the operation of checks and balances. Finally, it discusses independent agencies that are now routinely added to the old constitutional mix of powers and the problem of outsourcing public powers to private actors.

The chapter examines green business during the 1960s and 1970, decades of new environmental awareness. In organic food natural beauty, a number of commercially viable green businesses and brands began to be built, and distribution channels created. There was significant innovation in wind and solar energy in the wake of the first oil crises although they remained marginal in the energy industry. Green entrepreneurs still faced huge obstacles finding both capital and consumers. In the case of the capital-intensive solar energy business, the main solution was to sell start-ups to cash-rich oil companies. Green businesses clustered in hubs of environmental and social activism, such as Berkeley and Boulder in the United States, Allgäu in Germany, and rural areas of Denmark. These clusters enabled small firms to build skills and competences which could eventually be used to expand into more mainstream locations.

Bonobos and chimpanzees are two closely relates species of the genus Pan, yet they exhibit marked differences in anatomy, behaviour and cognition. For this reason, comparative studies on social behaviour, cognition and brain organization between these two species provide important insights into evolutionary models of human origins. This chapter summarizes studies on socio-communicative competencies and social cognition in chimpanzees and bonobos from the authors’ laboratory in comparison to previous reports. Additionally, recent data on species differences and similarities in brain organization in grey matter volume and distribution is presented. Some preliminary findings on microstructural brain organization such as neuropil space and cellular distribution in key neurotransmitters and neuropeptides involved in social behaviour and cognition is presented. Though these studies are in their infancy, the findings point to potentially important differences in brain organization that may underlie bonobo and chimpanzees’ differences in social behaviour, communication and cognition. Les bonobos et les chimpanzés sont deux espèces du genus Pan prochement liées, néanmoins ils montrent des différences anatomiques, comportementales et cognitives marquées. Pour cette raison, les études comparatives sur le comportement social, la cognition et l’organisation corticale entre ces deux espèces fournissent des idées sur les modèles évolutionnaires des origines humaines. Dans ce chapitre, nous résumons des études sur les compétences socio-communicatives et la cognition sociale chez les chimpanzés et les bonobos de notre laboratoire en comparaison avec des rapports précédents. En plus, nous présentons des données récentes sur les différences et similarités d’organisation corticale du volume et distribution de la matière grise entre espèces. Nous présentons plus de résultats préliminaires sur l’organisation corticale microstructurale comme l’espace neuropile et la division cellulaire dans des neurotransmetteurs clés et les neuropeptides impliqués dans le comportement social et la cognition. Bien que ces études sont dans leur enfance, les résultats montrent des différences d’organisation corticale importantes qui sont à la base des différences de comportement social, la communication et la cognition entre les bonobos et les chimpanzés.

This book explores emergency politics of international organizations (IOs). It studies cases in which, based on justifications of exceptional necessity, IOs expand their authority, increase executive discretion, and interfere with the rights of their rule-addressees. This “IO exceptionalism” is observable in the crisis responses of a diverse set of institutions including the United Nations Security Council, the European Union, and the World Health Organization. Through six in-depth case studies, the book analyzes the institutional dynamics unfolding in the wake of the assumption of emergency powers by IOs. Sometimes, the exceptional competencies become normalized in the IOs’ authority structures (the “ratchet effect”). In other cases, IO emergency powers provoke a backlash that eventually reverses or contains the expansions of authority (the “rollback effect”). To explain these variable outcomes, the book draws on sociological institutionalism to develop a proportionality theory of IO emergency powers. It contends that ratchets and rollbacks are a function of actors’ ability to justify or contest emergency powers as (dis)proportionate. The claim that the distribution of rhetorical power is decisive for the institutional outcome is tested against alternative rational institutionalist explanations that focus on institutional design and the distribution of institutional power among states. The proportionality theory holds across the cases studied in this book and clearly outcompetes the alternative accounts. Against the background of the empirical analysis, the book moreover provides a critical normative reflection on the (anti) constitutional effects of IO exceptionalism and highlights a potential connection between authoritarian traits in global governance and the system’s current legitimacy crisis.

Tree felling is a high risk activity. Many fatalities and serious injuries have occurred as a result of being struck by falling trees, dislodged tree limbs or other dangers in the area. Most of these accidents are caused by using unsafe felling techniques and not following safe work procedures. This manual will guide the faller to safer work techniques.
The manual is based on the national competency standards for the forest and forest products industry where tree-felling is covered using three categories: basic, intermediate and advanced. Basic tree felling applies to trees that are relatively small, with a single stem and no defects. Intermediate tree felling covers trees with single or multiple stems, limited defects, and lean and weight distribution that can be adapted to felling direction. Advanced tree felling applies to larger and more complex trees and includes trees deemed to be more hazardous.
Workplace safety, risk assessment and site preparation are included along with the theory, techniques and tools for each of the tree-felling categories.
