Full textWhen entering a fairway in Swedish waters, vessels are affected by various restrictions. These restrictions are related to the draught of the vessel, its maneuvering capabilities and other factors which affect its capability to be conducted in a safe manner when inside the fairway. Prior to 2009, these restrictions were implemented by Sjöfartsverket (the Swedish Maritime Agency). In 2009, Transportstyrelsen (the Swedish Transport Agency) was created and took on the responsibility for some parts of the process behind developing these restrictions. In this study the focus is on the effects of this reorganization on the process itself from the viewpoint of those who are working with it. A qualitative study using interviews was conducted with people who are in daily contact with this work. The result shows a process that has undergone minor changes but is also in many ways still similar. The participants in this study describe smaller differences in the practical, daily work and the communication that this work requires, but they also paint a picture of a situation where the change is still happening and where old routines and habits still influence their work.

Full textFederation is a modern form of State. Despite of the antecedents, its actual development resulted from the historical process of formation of the United States of America. After the declaration of independence from England, the thirteen sovereign States formed a confederation in order to unite their efforts to provide external defense. The defects of this association demanded its revision. The new model should allow diversity in unity, establishing a central power with competences that interested to all States and, therefore, required uniform action, as well as maintaining the large state independence, directly associated to individual liberty. In this process, confederation was overcame by federation, in which the States lost their sovereignty but retained autonomy, the most relevant feature of this form of State. Mainly due to the liberal thought, the federal government has had, initially, few competences in contrast with States. Within the transition of liberal to social State, in the Twentieth Century, the interventionism, intended to reduce the economical and social inequalities, requires incisive federal action and ends up transforming the federation. With distribution of competences as criterion, this study uses the constitutional and historical-deductive methods to conclude that the centralization verified in most federations did not resulted in the annihilation of state autonomy, existing in the analyzed countries federative balance. Applying the same investigative method to Brazil, it was verified that the formation of the Brazilian federation was due to an entirely different historical process, in which the former Provinces of the imperial unitary State were artificially transformed in States, directly associated by the will of the central government, in the Republics proclamation. As a consequence, state autonomy has never been a value effectively protected in Brazil. Associated to the Welfare States interventionism and to the ideology of centralism, it conducted to the historical centralization of the federation in the Brazilian constitutionalism, that perpetuates the federative imbalance and persists in the Federal Constitution of 1988, with the decisive contribution from part of the decisions of Federal Supreme Court.

Full textManufacturers and retailers may choose to remain vertically separated either for strategic or for efficiency reasons. This doctoral dissertation focuses on analyzing under which circumstances the vertical integration decision is the most efficient or the most interesting from the strategic point of view. The impact of these vertical structure decisions on the processes of prices formation and on the strength of competition among retailing firms in the different types of channels of distribution is analyzed in a context in which vertical or horizontal differentiation among competing firms exists. The effect of the final market features on the agents' decisions about the contractual structure which regulates their vertical relationships is also performed. Each chapter presents a game theoretical model which represents the decision problems and constitutes the base for the formulation of hypotheses. The theoretical results are empirically tested in the laundry detergents market of Barcelona.

Full textThe management of schools in Cameroon’s educational system, notably government schools in the general secondary education, follows the bureaucratic logic pertaining to its functioning. This system is organized as a pyramid typical of that of a centralized system of governance which is a top-to-bottom approach. Discretional power plays an undeniable role in the appointment of officials. Despite the country’s evolution, the running of lycées and colleges remains intertwined to this management approach. And yet, its obsolete nature is glaring given the choice of a decentralized political structure. In fact, if the process of decentralization and all its accessories demand professional citizens, they also aspire to officials with established competences. In the case of these aforementioned school directors, we suggest a move from a position to a profession. Professionalization which is a prerequisite for this career path could not be limited to a mere institutional prescription based on the normalization of practises given a competences framework of reference. This research work required the use of mainly qualitative methodological tools as well as sociological action and construction tools. The first of them, in the dimension backed by Michel Crozier, provided us with analytical components as well as methods and concepts which will enhance the understanding of actors’ roles. The second one which is in line with an evolution in the position and gets its grounds from Richard Wittorski’s publications did target the involvement of all actors, especially those benefiting from ‘incorporated competences’. This study has portrayed the various benefits that such a process can bring to the entire educational community

Full textThe current thesis concerns the role of the logistic service provider in the emergence of concerted logistic pooling solutions. We identified roles of services providers and linked them with their strategic intent, their resources and competencies, and the behavior of supply chain actors (suppliers, distributors, IT services companies, consultants). This thesis is structured around three literature reviews, each of them is developed in a chapter (resources and competences and strategic management; logistic pooling, logistic service and logistic service providers), a fourth chapter on our methodology (interpretativist and hypothetico-deductive) with cases study and a qualitative methodology. In the last chapter, we present the result of our empirical study, based on eight cases from the distribution sector.We had to specify the definition of logistic pooling and found three major types: concerted logistic pooling based on "gestion partagée des approvisionnements mutualisée", a second one based on "gestion mutualisée des approvisionnements", and a last one based on "synergy". Then we built three models each of them fitted three scenarios. These scenarios helped us discover for each of them the role of the logistic service providers and the specific resources and competencies they own in each case. We develop then a matrix with the different scenarios and the kind of resources and competencies to acquire to change of scenario and become more proactive in logistic pooling. Our conclusion is that logistic service providers can have a major role to play in the development of concerted logistic pooling solutions, but they rarely take the opportunity to do so

Full textThe failure of voluntary groupings of communes in France has been an incentive to massively promote these groupings since 1999 throughout the longstanding formula of intermunicipal groupings with its own taxing power. In fifteen years, the evolution of the legal framework and local practices have enabled the emergence of a two-tier intermunicipal system. The current administrative organization of these structures displays the will to match the living area with the territorial administrative unit at the scale of the intermunicipal boundaries, in order to create genuine « territories ». During the last decade, the scope and effect to pool resources within the two-tier municipal units have also been recognized by positive law. However, the analysis of local practices shows that this objective of complementarity between the communes and their groupings proves insufficient in view of the current challenges, both democratic and financial

El capítulo primero se dedica al estudio de los antecedentes y, concretamente, al sistema implantado durante la II República española. En el capítulo segundo se realiza un análisis crítico del sistema vigente en el Estado autonómico, enmarcado en un estudio previo de los modelos de referencia. La evolución del sistema constituye el objeto del capítulo tercero, donde se estudian los criterios que han favorecido los desarrollos en clave unitaria y los mecanismos disponibles para caminar hacia una deriva más autonomista. El capítulo cuarto trata de rebatir la tesis mayoritaria, según la cuál las competencias ejecutivas no incluyen a la potestad reglamentaria substantiva, mientras que el capítulo quinto se plantea cual puede ser la incidencia de Internet y de las tecnologías de la información sobre el reparto del poder de administrar.
"The distribution of executive competencies in the autonomic state"
The aim of the doctoral thesis is the distribution of the executive competencies between the State and the descentralized authorities (Autonomic Comunities, Comunidades Autónomas). The first chapter is dedicated to the study of the antecedents and, concretely, the system introduced during the 2nd spanish Republic. In second chapter, a critical analysis of the system in force in the autonomic State is developed, preceded by a study of the reference models. The system's evolution constitutes the object of the third chapter, where the criteria favoring the present centralist conception and the available ways to a more autonomic system are examined. Chapter four tries to refute the leading conception understanding that executive competencies don't include substantive Administration's regulatory power, whereas the fifth is about the incidence of Internet and the information technologies in the distribution of the executive competencies.

ABSTRACT The purpose of this study is to investigate the correlation between the vocabulary competence of senior high school first graders in Taiwan and their commercial English textbooks. 314 students and three teachers participated in this study. Student subjects were required to take two tests, including vocabulary size and vocabulary knowledge. In addition, six commercial English textbooks were collected and their vocabulary distribution in different word levels was analyzed with the use of computer software NationRange12. On the other hand, this study interviewed three teachers in order to generalize their opinions in terms of vocabulary teaching. The major findings of the study are described as follows: 1. Only 8.9% of the participants passed the first 1,000-word level, which was seen as threshold for junior high school graduate, and the result of their vocabulary knowledge test indicated that, although most of the participants were able to recognize 80% of the test vocabulary, they could use 40% of the target words to compose sentences. 2. The vocabulary distribution in six commercial English textbooks (Volume I) for senior high school in this study is 84.4% in first 1,000-word level, 7% in the second 2,000-word level, and vocabulary belonging to the first, the second, and the third 1,000- word level make up of 92% of the textbook. 3. Teachers express that the vocabulary in English textbook should be in accordance with students’ competence. As for the gap, they explain that to some students the gap exists, but not to others, because students vary greatly. On the other hand, teachers agree that explicit vocabulary teaching is extremely important to students, such as learning of word structure and extensive reading.

In recent years, the growth of network traffic has been a major burden on network management, which is the critical component to provide user quality of experience (QoE). In particular, conventional traffic classification mechanisms, such as port traffic detection, deep packet inspection (DPI) are no longer adequate to provide preferential treatment to services effectively. Deducing the correlation of application traffic from limited packet information for classification purposes has become one of the most important concerns in network traffic management. In this regard, we propose a new application classification system called “Competent-classifier” (C-classifier). The proposed solution builds the Packet Size Distribution (PSD) to characterize the application traffic, and uses the Relative Entropy (RE) measurement to identify and classify the applications. The network traffic flows for different applications are analyzed, including both UDP and TCP-based application. Results showed that our proposed scheme performed the best. If the proposed C-Classifier scheme works with the Dynamic Bandwidth Allocation (DBA) mechanism, the QoE can be improved over the long term by taking into account the real resource requirements for each application and preventing other applications from stealing resources.

The purpose of this study is to investigate the connection and influential factors between the core competencies such as capability and resources, and competitive strategies in the distribute-channel industry. The research topics include three questions: What are the core competencies and competitive strategies in general merchandise store? What is the relationship between the core competencies and competitive strategies in general merchandise store? Do the characteristics of general merchandise stores affect the core competencies and competitive strategies? The results show that the core competencies can be divided into two categories: physical resources and intangible resources, while the core competencies can be further classified into six dimensions that are information management, market management, sales place management, customers satisfaction, human resource management, and financial risk management. Besides, three types of competitive strategies which include cost strategy, difference strategy, and focus strategy are defined subsequently. Moreover, using the analysis of one-way ANOVA method, the study finds that as the controlled variables such as company existed years, fixed capital, business capital, and the number of employees are varied, the core competencies and competitive strategies of company may change. However, the variable of business pattern does not significantly affect the company’s core competencies and competitive strategies. Finally, we conduct the process of correlation analysis and find that there is a highly positive relationship between core competencies and competitive strategy in general merchandise stores. It deserves to note that the relationship between capability and competitive strategy is higher than that of resource. The results also indicate that the needs for sufficient item variety, one-stop-shopping, good bargains, and comfortable place are important for a general merchandise store to pursuing long-term profits.

Human resources are an important factor for organization growth. From the enterprise’s point of view, it is important to let every one in the organization aware of the organization role and the job function of one’s position. This research focuses on the analysis of product manger’s competency in the industries of power transmission and electrical distribution. Due to frequent change of market’s need and technology evolution, competency demand for product manager in the industries of transmission and distribution chain companies vary with organization goal and strategy. Through research, we can understand the competency defined in the literature is not only explicit in feature requirements but also implicit in characteristics requirements. Besides being an important position in the organization, product manager must have a profound professional knowledge and skills to be competent. Therefore, the present research is the first in the last decade, and, I believe it will meet to the current needs of power transmission and electrical distribution industries. For classified out of the important "competency", does it possible meet enterprises’s requirement through existing training? Return to the definition of the "competency", review some of the factors in this research, we could provide some of particular training course to meet the competency of product manager in any category of K.S.A.O., where K is for knowledge, S is for skill, A is for attitude, O is for others (e.g.: experience…). Finally, the conclusion of present research expects to provide the industries of power transmission and electrical distribution with practical classification of reference.

This study is aimed at analyzing the cognition and the relationship between distributor’s co-opetition and enterprise core competencies in telecommunication. Base on the theoretical foundation of co-opetition by Brandenburger & Nalebuff and enterprise core competencies by Prahalad & Hamel to discover the characteristics and commentaries of this industry. The strategy of co-opetition must consider five essential PARTS (players, added values, rules, tactics, and scope); also enterprise core competencies must pass three trails such as its extendibility, distinctive and create customer value. The research is based on the qualitative case studies and quantification of questionnaires to analysis the change in year 2007 of telecommunication industry at Taiwan. Qualitative research is interviewed with high-level managers in Lemel Inc., Senao Inc. and Aurora Inc., to actual the status of telecommunication market. The acquired information was criterion of questionnaires. In total, 450 questionnaires were placed at the telecommunication companies as mentioned above, and the subjects were the staffs and the managers who are responsible for the distribution. Number of valid returned questionnaires is 303 and analyses through the SPSS software. Following results were obtained by the outcome and the qualitative information: 1. Overlapping and downsizing channel causes more competitive market nowadays. 2. Different backgrounds of distributors have variances with the essentials of co-opetition, though same cognitive on the enterprise core competencies. 3. Different backgrounds of distributors have variances in satisfaction among co-opetition and the enterprise core competencies. 4. The relationship between co-opetition and enterprise core competencies of distributor in telecommunication is correlated. The valuable suggestions for the telecom distributors are drawn from the findings as reference.

The result of analysis indicates that the strategic future development direction for a certain company is being determined its target customer, new product development, and both horizontal/vertical market development. Which can leads to increase in company’s sales revenue and profit. In terms of strategic execution, one must followed company’s goal and target, come up with competitive and effective strategic in order to be successful. This is a qualitative in-depth study focused on discussing about domestic semiconductor’s core capability and operation strategy. This topic cannot be conducted through quantitative study. One must need the experience and knowledge of this industry environment in order to effectively collect and analyze the results. Use specific corporation’s strategy as target for analysis, in order to under the industry’s current status, future development and strategic planning.

The aim of this study was to explore whether the profile of Industrial Power Distribution Technical Competency for vocational high schools achieve the requirements and expectations of the industrial enterprises. In this study, 173 electrical engineering teachers and 79 electrical enterprises persona were asked to complete questionnaires about Industrial Power Distribution Technical Competency . It was also aimed at evaluating the levels of difficulty, significance and needs of technical competency, which are stated in the vocational high school curriculum criteria. To fulfill goals mentioned above, the researcher analyzed literatures, participated meetings for specialized scholars and issued questionnaires. Based on the findings of this study, the conclusions and suggestions are described as follows: 1. In the “Profile of Industrial Power Distribution Technical Competency for vocational high school”, there are six items of duties, which are classified into thirty-two items of technological competency (tasks). 2. The three statistic indicators, “the levels of difficulty of techniques ”, “significance ” and “needs” will provide teachers reference to curriculum design when each technical competency become part of the vocational courses. The indicators also help as teachers decide the sequence of learning and the period of instruction. 3. More than half of the mechanical enterprises hold that there is a need for the industrial power distribution technicians of basic level. In addition, they also hold the view that their abilities of operating Programmable Logic Controller (PLC) and the application in industry ought to be enhanced. 4.Apart from providing educational authorities and curriculum specialists with references to revising vocational high school courses of Industrial Power Distribution Technical competency, this study can also be used in curriculum design and in the evaluation of instruction for mechanical engineering departments.

The company A was founded in Chiayi Taiwan in 1982. Initially it was a wholesale distributor. Now it has owned fifty chain stores all over Taiwan. Its earnings-per-share (EPS) was 4.24 in 2006 and became the profitability champion of Taiwan 3C distribution industry. The study adopted the case study method to explore why the company A has chosen the personal computer (PC) do-it-yourself (DIY) market. It was attributed to the existence the demand of DIY as well as the higher margin of selling PC components than selling a PC system. The company has developed its core competence of managing the complexities of PC DIY components via the strategies of developing tailor-made MIS and collaborative partnership with major suppliers, in addition to its focus on expanding chain stores in secondary cities/counties of Taiwan to create its own blue ocean.

How to increase the extent of sales competency and growth need strength of salespeople would affect individual or organizational performance strongly. This study intends correlating compensation structure with salespeople’s job performance. In this study compensation structure is independent variables, job performance is dependent variables, the distributive equity is a mediator. Besides, we defined the working experience and sales competency as a moderator between the compensation structure and distributive equity, and growth need strength is defined as moderator between the distributive equity and job performance. The subjects of this study are 548 salespeople of a department store in Kaohsiung. This research used the questionnaires. The data were analyzed by reliability analysis, factor analysis, one-way ANOVA and hierarchical regression analysis to discuss the relationships between compensation structure, distributive equity and job performance for salespeople. Besides, the mediating effect of distributive equity and the moderating effect of work experience, sales competency and growth need strength are also discussed. The findings of the study are as follows. (1) Job-based pay correlates positively with the internal equity perception; skill-based pay and performance-based pay correlates positively with the external equity perception. (2) The internal equity perception correlates positively and significantly with working efficiency and attitude, individual equity perception also has significantly positive correlation with job involvement and performance. (3) Mediating effect of distributive equity perception is not significant. (4) Working experience cannot generate moderating effect between compensation structure and distributive equity. (5) Correlation of job-based, skill-based and performance-based pay determined by sales competence and compensation structure creates intervention on perception of both external and internal equity. (6) Growth need strength and perception of external and internal equity under distribution equity also cause intervention on involvement in and performance of work. According to the results, we offer the following suggestions: (1) For retail counters, compensation structure and employees’ distribution equity perception should be highly regarded. Furthermore, strategies of recruitment should be enhanced, and a comprehensive system of on-job training shall be established in order to improve employees’ performance. (2) For salespeople at the retail counters, they should strengthen their competitiveness, understand the meaning of working as a salespeople, develop a correct attitude towards serving customers, and stick to the customer-oriented concept.

Full textThis report was created with the main objective of identifying, characterizing and analyzing the current state of the industry of heavy commercial vehicles in Portugal, so that this information can serve as a tool to aid the decision-making process at Auto Sueco Portugal. The structure of this work begins with a first chapter of Literature Review, which serves as the theoretical basis for the development of the Macro Environment ans Industry Analysis (chapter 2), Rivalry Analysis (chapter 3), Internal Analysis (chapter 4) and Strategic Suggestions (chapter 5). Alongside with the implementation of this document, it was also created an excel model for automatic generation of market shares data. A valuable practical tool that was later implemented in the company. The different analyzes included in this report, based on the input given from the work of various authors in the area of management, such as Michael Porter (1979, 1980, 1985, 1998) and Jay Barney (1991), made it clear that the domestic industry of heavy commercial vehicles is an unattractive industry and that the sources of competitive advantage of Auto Sueco have been losing relevance over the past few years. The impact of the macro environment forces and industry forces make the rivalry even more intense, mainly at the level of the product. Also the threat of entry of substitute products and the growing threat of market entry of potential competitors, as are Asian brands, make this industry even less attractive. The combination of all these forces has contributed to a considerable decrease in sales and consequently market share of the Auto Sueco Portugal. On the one hand, to cope with this mature industry and changes in consumer preferences, Auto Sueco Portugal should invest more in differentiation at the level of after-sales services and more specifically the level of financing services. At the level of communication there is also still room for investment at the domestic level. Moreover, the company could invest more internally, by implementing a Marketing Information System that could make constant and organized monitoring on the behavior and preferences of the consumers and the market. Through it, the organization could bring together the marketing and the sales department in order to get important feedback from outside the company and plan the implementation of sustained strategies.
