Abstract:
Digital transformation is a key driving force of open innovation to capture and transfer knowledge inside and outside of a company’s bounds. New challenges in organizing multiple knowledge flows imply the need for increased competences related to this paradigm of future employees. In this article, we organize and aggregate the competencies required for open innovation collaboration and develop a competence profile that organizes individual competencies in an open innovation context. Based on elements of the European Entrepreneurship Competence Framework, we delineate an OI Competence Profile and list the core competencies to manage and accelerate the inflow and outflow of knowledge. We explore this profile by comparing data from 2332 students from four European universities to find differences in the distribution of OI competencies between countries. The study contributes to understanding the individual competencies that target the future OI needs of companies necessary in the context of digital transformation. It also introduces an interdisciplinary approach to integrate the research streams of management practice, open innovation, and entrepreneurial education.

Abstract:
Applications of covariance Based SEM (CB-SEM) generally use the maximum likelihood, based upon the assumption on the normal distribution of data. One alternative that could be applied if the data were not normally distributed is estimation using Bollen-Stine bootstrap approach. In this study, the method is applied to reveal the influence of teacher competence, the principal competence, to the value of achievement of national education standards in secondary schools in Banyuwangi. The objective of this paper was to determine and analyze the relationship and to know the the most dominant indicators of measure latent variables between the the principal, teachers competences on national standards of educational attainment in secondary schools in Banyuwangi. The results indicate that all of the indicator of variables are valid and reliable to measure corresponding latent variables. Each latent variable has the most dominan indicator. For the principal competence latent variables the most dominant indicator is the entrepreneurial competence, for teachers competency the most dominant is personal competence, whereas for national education standards, the most dominant standard of facilities. Principal competence has indirect influence on national education standard achievement, but directly affect the competence of teachers. Teacher competence directly influence national education standards. Keywords: Power Competence Teachers, Competence Principal, National Education Standards, covariance Based SEM, Bollen-Stine Bootstrap Estimates

Karpa, Martha Ivanivna. "COMPETENCE APPROACH IN EUROPEAN PUBLIC ADMINISTRATION: ESSENCE AND DEVELOPMENT TRENDS (ARCHETYPAL ASPECT)." UKRAINIAN ASSEMBLY OF DOCTORS OF SCIENCES IN PUBLIC ADMINISTRATION 1, no. 14 (June 16, 2018): 132–43. http://dx.doi.org/10.31618/vadnd.v1i14.106.

Abstract:
The article reveals the main features of the competence approach in the practice of European public administration. The features of the competence approach in public administration are determined on the basis of analysis of the basic concepts of public administration. In the dynamics of the formation and development of popular theories of interaction between state and local authorities, such as the theory of a free community, community (public) and public and state (the theory of municipal dualism), we can trace a number of characteristic features of a competency approach, which manifests itself both through the general theoretical relations and manifestations, and through the practice of coexistence of public authorities. There is a problem of definition and distribution of public functions as a prerequisite for defining and shaping the competences of public institutions. An important issue in the context of a competent approach is the institutional consolidation of functions in the context of the existence of the basic models of territorial organization of power. In each of the varieties of the Governance concept (Responsive Governance concept, Democratic Governance concept, Good Governance concept), the specifics of the use of competencies are defined. The archetypal symbols in the European public administration are singled out using the analysis of competence in public administration in its main constituents. A brief description of the archetypal aspect of European public administration is given. The main components of competence are shown in connection with the existing archetypal symbols and the characteristic trends of their development. Their connection is shown according to the scheme “the entity component (who?) — the object component (what?) — the administrative component (how?) — the basis (in what environment?)”. Concerning the trends of development of a competence approach in the context of practice and theory of public administration, it is determined that modern concepts of public administration are characterized by shifting the balance between state and public institutions to the sphere of common goals and tasks, and thus responsibility. The joint activity of all subjects of society requires new forms of cooperation, definition of the spheres and subjects of each entity’s activity for effective cooperation, distribution of functions and competences of the entities, formation and consolidation of their status characteristics.

Abstract:
The article based on the analysis of scientific works on nature of conflicts proves that conflict can be considered from three different perspectives: as a psychological phenomenon under the influence of the human factor on the basis of disagreement; as an organizational and activity phenomenon based on the imbalance between a person and their environment; as a socio-philosophical phenomenon associated with the perception of conflict as a social anomaly. The chronology of scientific doctrines about the essence and nature of conflict, the reasons for its occurrence and ways to avoid and prevent it have been outlined. It has been determined that conflicts in the work community are one of the types of social conflicts, the nature of which is associated with the use of labour (with labour relations) and the relationship of professionals in the work community (cooperation, collective problem solving, the pair «manager-subordinate», unfair distribution of duties, rights, responsibilities, etc.). The essential significance of conflict competence has been characterized, and the importance of forming this competence of specialists in the work community has been emphasized. Conflict competence has been structured into competencies and components of a lower level. The componential and structural analysis of such a phenomenon of conflict competence with the aim of minimizing conflicts in the work community has allowed identifying the following components: motivational (emotional and volitional, and constructive competences); cognitive (normative, personal and creative competences); managerial (design, reflective, regulatory, situational and preventive competencies); social (behavioural and ethical competences).

Abstract:
The paper considers the methodological approaches to the description of the competency outcomes of education when implementing the federal standards of higher education on the example of the Sociology as an area of study. The authors have offered a methodic for assessment of the competences formation which is based on the so called indicators of achievement of each of the related competences and on the distribution of these indicators among all elements (modules) of the educational program of BA or MA in Sociology. In the paper, a list of indicators of universal (to be achieved in each higher education program regardless of the area) and general professional competences of the Bachelor’s and Master’s degrees in Sociology is proposed, as a result of monitoring and evaluation of several educational programs in the area of Sociology; moreover, the authors adduce the examples of content-related, concrete indicators of education called descriptors for competences. Besides, the paper describes the testing schemes which enable to adjust indicators of universal competences and to evaluate the level of competence of students who have completed the related educational level.

Abstract:
Rule of law requires a clear distribution of competences for the State institutions. Competence distribution is essential for separation of powers and hinders an antidemocratic accumulation of powers. The attribution of competences to State institutions by the Constitution regulates the reach, modality and procedure of the exercise of the competence. However, competences must be exercised in a way which is not detrimental to other institutions and the State as a whole. The inter-institutional obligation of mutual loyalty is a written or unwritten principle with high importance in European constitutionalism. The contribution treats with significant examples of this principle, as the “Organtreue” in the perspective of the German Federal Constitutional Court or the faithful cooperation principle in federal and regional systems. General aspects shall be pointed out which determine loyalty as a constitutional category.

Abstract:
An evolutionary game model shows how an equilibrium distribution of competence may evolve when members of a population prey on one another, but when predatory competence is costly to acquire. Under one interpretation, the competence distribution is an endogenously determined distribution of bounded rationality. An example shows how “tricksters” and “suckers” might coexist in the long run. The analysis leads to a curious result about a mixed equilibrium for a symmetric, zero-sum game. An increase in the costs of one or more competence levels has exactly zero effect on the fraction of the population at those levels. (JEL C79, D89)

Abstract:
The implementation of Regional Government is directed at accelerating the realization of community welfare through improving services, empowerment, and community participation. In an effort to achieve the above goals, apparatus with the right, professional and competent numbers are needed. In line with the principles of professionalism and objectivity that are required in the law on staffing matters, the Bureaucratic Reformation in the Regional Government needs to conduct competency-based Apparatus Resource Arrangements. Presidential Regulation Number 81 of 2010 concerning Grand Design of Bureaucratic Reform explains that the main problem of state apparatus HR is the allocation in terms of quantity, quality, and distribution of civil servants according to unequal territorial (regional), and low levels of civil servant productivity. Structuring the human resources of the apparatus has not been optimally implemented to improve professionalism, employee performance, and organization. The research method used is descriptive qualitative through (1) desk study (study of literature and documents) and (2) field study (field study) that uses observation and interview techniques. Competency-based Apparatus Resource Management implies the need for the availability of information relating to competence. In this case the two main pillars are the competencies required by the office, commonly referred to as Position Competency Standards and the competencies possessed by employees. Keywords: Apparatus HR Management, Employee Competence, Regional Apparatus HR.

Education has been adapting itself to the constant change and renewal of the world in every field. Higher education in Turkey also suffered from this situation and one of the steps taken to improve the quality of education must be included in the Bologna Process. This study examines the programme competencies of the undergraduate programmes of the classroom education in the seven selected universities, to make comparisons among the universities and to make arrangements. A case study was used in qualitative research methods. As a result, it was seen that there were mistakes in writing and expressing programme competences. Also, some of the universities have never implemented programme competencies, even when it is wrong to classify programme competencies into sub-dimensions as knowledge, skills and competence. Regulations can be made in terms of distribution in the sub-dimensions of language proficiency and competences in programme competencies, and seminars related to programme competencies can be given to universities. Keywords: Bologna Process, programme competencies, classroom education programme competencies, national qualifications framework for higher education in Turkey.

Abstract:
Problem statement. In realization of the person-oriented approach to higher education, one of its important aspects is often left unattended; namely, it is discrepancy between result-oriented formulation of competencies in federal educational standards and teacher’s activity aimed at processes of forming competence in students. Forming competence of a concrete discipline is reflexive that needs explication. The person-oriented approach in philological education presupposes forming a collective subject-oriented encyclopedic base - first in a teacher, then - in a student. The base can be formed by using traditional methods of research. The professional component of the person orientation can consist in the teacher’s choice of the amount and distribution of teaching material depending on a total amount of academic hours and on a concrete part of the competence formed. The pedagogical component is connected with the analysis of content of contact hours which determine optimal regard of personological parameters of the students as well as their reproduction-production skills. Purpose. The article is aimed at formulating an approach to forming professional competence of a future pedagogue of philology; the approach is based on the symbiosis of the principles of self-realization and of the classical approach to language teaching. Results. Principally important is a relation-activity idea providing for priority of the contentive factor in forming students’ professional competences. Detailed account is given to opportunities of reflexivisation of the Russian-language lexical representation of the logical notions ‘cause’, ‘result’, ‘purpose’, ‘concession’. Lexemic components of the manifestation of the concepts mentioned are described, which enhances the level of both teacher’s and student’s professional competence.

This paper explores how digital competence is conceptualized in recent revisions in the curriculum for Swedish compulsory school. Four themes are identified based on a thematic content analysis of the revisions in the subject descriptions: use of digital tools and media, programming, critical awareness and responsibility. The distribution of the thematic revisions differs among the subjects, but the most dominating theme, permeating all the subjects, concerns the tool-oriented use of digital tools and media. This strong dominance of operational perspective tends to narrow the conceptualization compared to international definitions and frameworks of digital competence.

Abstract:
In the last decade, the foundations of the digital economy have been formed with Internet platforms becoming its largest and most important segment. According to the authors, one of the key problems associated with the development of the digital economy and of Internet platforms is the diffusion of existing and generation of the new competencies. This is important both for platform users and partner companies. The article analyzes the role of platforms in this process and highlights the main channels for competence diffusion. Firstly, individual and, secondly, institutional dimensions of these processes are defined. In the first case, the authors elaborate on the ways of developing user competencies - both basic and specialized. In the second case, the article focuses on the distribution of organizational and institutional competencies, and best practices among partner companies and participants in corporate ecosystems of platforms. For the partners the primary conditions for acquiring new competencies depend, firstly, on a system of organizational and economic requirements of the platforms. Secondly — on specific digital interfaces. Growth and improvement of services, technology, dynamics and principles of platform market organization provide formation and diffusion of more complex economic and technical competences of digital economy. It is shown that a new powerful source of development and transfer of promising technological and economic competences within the extended platform ecosystems is also being formed. The scope of operations of modern digital platforms, their composition, engagement of all key groups of actors in the innovation processes (including consumers) create unique opportunities for further development of this area.

Abstract:
Purpose – The purpose of this paper is to understand how business process configurations influence motivation among process participants. Design/methodology/approach – An experiment was conducted in which business process rules complexity, work backlog, and case distribution method were manipulated. Participant motivation and its antecedents were measured using a survey. Findings – The study finds that business process configurations influence the motivation of process participants through their effect on perceived competence. Increasing business process rules complexity reduces competence. The effect of case distribution method on competence depends on backlog. Sequential distribution undermines competence in the presence of backlog, and enhances competence when backlog is absent. However, batch distribution results in higher competence in the presence of backlog than in its absence. Research limitations/implications – The study confirms the applicability of self-determination theory for analyzing the effect of work settings, including business process configurations, on employee motivation. The study further demonstrates the applicability of the task technology fit model in the context of business process automation. Practical implications – The study suggests that reducing process complexity through the use of information technology can benefit process participant motivation. Additionally, the study highlights the importance of case distribution method on performance expectations. Originality/value – While much of the extant research has considered the enhancement of business processes at the organizational level, this study examines how business process design can be used to preserve and potentially enhance the motivation of human process participants.

The Religious Court has changed in the way of the law paradigm change applied in Indonesia by applying the concept of separation of power, not distribution of power. Its status and position as the administrator of judicial power, has the independency at the moment because it is not under the executive power any longer. Its competence, has also changed with new competencies: syari'ah economy, the enactment of ancestry and adoption, and of hisab and rukyah. But the material law is not changed in either old or new competency. Because there is no change in law material, the judges perform not only as the law administrator but also as the law interpreter/ rechstvinding on law in book, law in concretto, and/or living law like in legal culture. Abstract:
Supply chain innovation has become the new pre-requisite for the survival of firms in developing capabilities and strategies for sustaining their operations and performance in the market. This study investigates the influence of supply and demand competence on supply chain innovation and its influence on a firm’s operational and relational performance. While the former competence refers to production and supply management related activities, the latter refers to distribution and demand management related activities. The current investigation further explores how well supply chain management processes are internally executed by the firm’s employees i.e. process compliance is observed as an enabler (moderator) on the relationship between supply chain competences and supply chain innovation. Further the model also explores the moderating influence of environmental uncertainty on the linkage between supply chain innovation and firm performance. The model is empirically validated based on perceptual data collected from 166 supply chain professionals through web based survey. Implications for both managers as well as practitioners are also provided.

Abstract:
Purpose This paper aims to investigate the influence of supply and demand competence on supply chain (SC) resilience and its impact on a firm’s operational and relational performance. While the former competence refers to production and supply management-related activities, the latter refers to distribution and demand management-related activities. Within this framework, process compliance, i.e. how well SC management processes are internally executed by the firm’s employees, is observed as an enabler (moderator) on the relationship between SC competence and SC resilience. Further the model also explores the moderating influence of environmental uncertainty (EU) on the linkage between SC resilience and firm performance. Design/methodology/approach Data were collected through a Web-based cross-sectional survey from SC professionals working in different industries at various designations. Further, the collected data were analyzed using partial least squares for hypotheses’ testing. Findings The findings suggest a positive influence of demand- and supply-side competences on SC resilience. Supply chain resilience was also found to have a positive influence on operational and relational performance. Further, process compliance was found to positively moderate the relationship between the competences and resilience. Lastly, the relationship between resilience and performance was found to gain momentum in the presence of EU. Research limitations/implication Data were collected from a single respondent per firm. Hence, future research should attempt to collect data from multiple respondents for increased generalization. Originality/value The study holds significance for academicians and practitioners, as it investigates the importance of supply- and demand-side competences on the development of SC resilience and its impact on performance. This investigation showed that building resilience in a SC is dependent on the degree to which firms are process-compliant. Further, it was empirically proved that resilience’s positive influence on performance increases more with the presence of uncertainties.

Abstract We used the basic principles of game theory to investigate development strategies for standards of professional competence in universities in the same geographic area, under conditions of non-uniform distribution of social demand preference. The results revealed that, under various conditions in our model, different approaches for differential strategies were selected by university U2 compared with university U1. Specifically, in the competition between U1 and U2, there is a differential strategy compression point of U2 to U1; When U2 universities choose the biggest differentiation strategy, university U1 also have differentiated strategy control points. Arbitrary decision-making of university U1 in relation to university U2 was based on the requirements of professional competence standards, according to the change of the social demand for professional competency standard, universities U2 will adopt the strategy of “no difference”, “maximum differentiation” and “comprehensive intermediate strategy”, respectively. The current results have theoretical implications for the selection of professional development and professional competence development strategies in asymmetric universities operating in the same geographic area.

Abstract:
One important aspect of the organization was maintaining employee presence and reviewing the organizational commitments held by each individual. High commitment made individuals concerned with the future of the organization and tried to make the organization a better direction, on the contrary, individuals with low commitment would prioritize themselves or their groups and did not have the desire to make the organization towards a better direction. High work competency, an employee would be able to do much for the organization, conversely with low competency an employee would not be able to complete his duties as well as possible, which ultimately hamper the achievement of organizational goals. The distribution of employee workload that had not appropriate can make employees not have less than optimal performance. Compensation could be an incentive for someone to do an activity to get the best results, compensation needed to be raised so that employees could carry out maximum performance. The purpose of this study was to analyzing and testing the effect of work competence and workload on organizational commitment through compensation to Civil Servants in the Regional Civil Service Agency of East Java Province. This research used a quantitative approach with an explanative design. The results of this study provided several conclusions, including: 1.) Work competence had a significant positive effect on compensation; 2.) Workload had a significant effect on compensation; 3.) Work competence had a significant positive effect on organizational commitment; 4.) Workload had a significant positive effect on organizational commitment; 5.) Compensation had a significant positive effect on organizational commitment; 6.) Abstract:
We report here, the effects of extended competency on larval survival, metamorphosis, and postlarval juvenile growth of four closely related species of tropical sea urchins,Echinometrasp. A (Ea),E. mathaei(Em),Echinometrasp. C (Ec), andE. oblonga(Eo). Planktotrophic larvae of all four species fed on cultured phytoplankton (Chaetoceros gracilis) attained metamorphic competence within 22–24 days after fertilization. Competent larvae were forced to delay metamorphosis for up to 5 months by preventing them from settling in culture bottles with continuous stirring on a set of 10 rpm rotating rollers and larval survival per monthly intervals was recorded. Larval survival was highest at 24 days, when competence was attained (0 delayed period), and there were no significant differences among the four species. Larvae that had experienced a prolonged delay had reduced survival rate, metamorphosis success, and juvenile survival, but among older larvae, Em had the highest success followed by Ea, Eo, and Ec. Juveniles from larvae of all four species that metamorphosed soon after becoming competent tended to have higher growth rates (test diameter and length of spines) than juveniles from larvae that metamorphosed after a prolonged period of competence with progressively slower growth the longer the prolonged period. Despite the adverse effects of delaying metamorphosis on growth parameters, competent larvae of all four species were able to survive up to 5 months and after metamorphosis grew into 1-month-old juveniles in lab condition. Overall, delayed larvae of Em showed significantly higher larval survival, metamorphosis, and juvenile survival than Ea and Eo, while Ec showed the lowest values in these performances. Em has the most widespread distribution of these species ranging from Africa to Hawaii, while Ec probably has the most restricted distribution. Consequently, differences in distribution may be related to differences in the ability to delay metamorphosis.

Abstract:
The number of single-child families has been rising steadily in recent years, resulting in a childhood absent of sibling relationships. Being an only child has been shown to have a negative impact on physical fitness, somatic fitness, and motor development. In this study, we aimed to understand how living with and without siblings can impact the motor competence of children. One hundred and sixty-one children (87 boys, 74 girls) from 3.0 to 6.0 years of age (34 only children, 125 siblings) and with no known motor or cognitive disability were assessed using the Motor Competence Assessment (MCA). Their standardized results on the three MCA subscales (stability, locomotor, and manipulative) and total MCA were used to group them into high, average, and low motor competence groups. Motor competence percentile distribution of the sibling and only child group condition was compared using chi-square tests. Results showed a significative and positive association between the sibling condition and the distribution between the three MC groups (chi-square = 6.29; p = 0.043), showing that children in a household with siblings, independent of their age and sex, show a clear tendency for developing better motor competence.

Abstract:
According to Bar-On and Parker (2011) emotional intelligence is a set of skills that positively influences a person's ability to adapt to environmental requirements. Parental competence is also defined as a function specific to parents, while also representing the style in which they fulfill their parental responsibilities. (Johnson et al., 2014) The main purpose of this study is to identify the relationship between parents' emotional intelligence and parental competence. The results obtained showed that parental competence does not depend entirely on the level of emotional intelligence of the parent. Following the distribution between the level of parental competence and the level of emotional intelligence, it was demonstrated that those parents who recorded a high score of parental competence (80-100 points), did not obtain the highest values of parental competence. Through the distribution of the values of the emotional intelligence coefficient according to gender, the female gender obtained higher values of emotional intelligence compared to the male gender. The positive value of the Pearson correlation coefficient of 0.12 indicates that the level of emotional intelligence of adults positively influences the perception of parenthood in the form of a reward. Emotional intelligence is also applicable in the field of parenting, helping to improve the perception of adults on the challenges encountered in the process of educating the child. This research provides new opportunities to investigate the impact that a parent's emotional intelligence and parenting skills have on a child's development.

Abstract:
In geotechnical reliability analysis, random volatility in marginal distributions of shear strength parameters has been rarely considered. Unfortunately, conventional marginal distribution models cannot characterize real probability distribution accurately, leading to considerable dispersion with incomplete probabilistic information. In this paper, an estimation methodology is proposed based on copula theory coupling information diffusion technique. Firstly, information diffusion distribution is extended to represent one-dimensional marginal distributions of shear strength parameters. Secondly, copula theory is employed to characterize the dependence structures among the parameters. Eventually, equivalent sample is yielded by information diffusion distribution that has been already established. A case study in Singapore is implemented to enunciate and validate the competence of the proposed method. The performances of the candidate copulas coupling different marginal distributions are further discussed. Results indicate that information diffusion distribution can efficiently capture the random volatility of real distributions of shear strength parameters and hold remarkable superiority in modeling marginal distributions. The equivalent sample, estimated by information diffusion technique in conjunction with Gaussian copula, has considerable consistency with original data. The proposed method can provide a reference to reliability analysis in geotechnical engineering.

Background and objective: To ensure high quality nursing education, a valid scale is needed to evaluate the core competences of nursing students. Insufficiencies of the Competency Inventory of Nursing Students currently used to measure competence in nursing students. The aim of this study was to revise Competency Inventory of Nursing Students and to validate its use for measuring competency in Junior college nursing students in terms of score distribution and dimensionality. Methods: The scale was refined in a series of three phases performed during 2015-2016 in Taiwan: (1) established the item set via literature reviews and content validity testing; (2) refined the item set based on self-reported data from 120 nursing students and confirmed the factor structure by confirmatory factor analysis in 244 nursing students; (3) established the validity and reliability of the final scale. Results: Analysis indicated that a 28-item scale with a 3-factor structure obtained the best fit to the data (χ2 = 752.56, p < .001, RMSEA = .069, SRMR = .043, CFI = .950, TLI = .946) and had an acceptable Cronbach α value (range .935 to .982). The strength of the inter-correlations among three latent variables was highly consistent with the conceptualization as a multifactorial construct. Conclusions and implications: The revised scale has satisfactory validity and reliability for measuring core competency in nursing students. Implications for practice: For employers concerned about the competency of recent graduates of associate degree nursing programs, the effective and comprehensive scale can be used for self-evaluation of competency in nurses and can also provide feedback for improving teaching and learning efficiency during the education of nurses.

An analysis of the responses provided by these industry experts led to identification of four dimensions of competences needed by teppanyaki chefs: knowledge, technique, affect and attitude. The K-S test involves using a z-test on ordinal variables for single samples to determine whether the sample distribution diverges from the frequency distribution. The z-score is greater than 1.96 which implies significance and consistency. Findings This study analyzed the responses provided by the interviewed experts to identify and extract competences for teppanyaki chefs. The extracted competences comprise four dimensions (knowledge, technique, affect and attitude), 16 work-related tasks and 74 skills items. Originality/value This study includes 16 work-related tasks, and 74 competences. The study recommends the establishment of an organization for competence certification to act as the authority for teppanyaki skill certification. Such an organization could utilize the results from this study as a reference, as could culinary departments at vocational institutes as well as other teppanyaki training courses offered in Taiwan.
