Abstract:
Studying the problems related to the effectiveness of preventing disturbances in order to maintain public order and security at the Denpasar City Police Resort is the main focus of this study. To overcome this problem, this study was conducted using an empirical method. The main source of legal information How to Collect Legal Documents Through Interviews and analysis of legal documents through analytical descriptions The results of the study found that the effectiveness of security and public disturbance prevention operations in the Denpasar Police Resort area was still not as good as expected. And there are still many cases of security disturbances and chaos. Although the patrol facilities and infrastructure are adequate, patrol activities are not the most appropriate activities. And there are still many cases of security and order disturbances in Denpasar City, such as motorcycle theft. The Dalmas Patrol Unit of the Denpasar City Samapta Police faces obstacles in preventing serious theft through patrols, such as the lack of facilities and infrastructure that can support or be useful for carrying out the patrol mission itself. Including other obstacles such as bad weather conditions Reducing visibility during patrols And there are several areas that cannot be accessed for patrol activities.

Abstract:
Since the beginning of the first forms of human coexistence, the need for order and safety has undoubtedly become imperative. During the development of the state, the idea of public order was outlined in different ways, but it was always accompanied by the police law of the state. Until now, the consolidation of the state has relied on the maintenance of order and public safety. This concept is reflected in the state's focus on protecting social rights, life and integrity of citizens, compliance with established rules and other accepted values. Thanks to the authorities to which the state resorted, the priority of ensuring public order became satisfied, through the activities of preventing and countering antisocial phenomena. The complete realization of social equilibrium is disturbed by facts against which the forces must fix measures. Thus, the local police, one of the current institutions used by the state, constantly struggles with circumstances in which the action of law enforcement is required to restore peace. Whether acting alone or cooperating with other public safety maintenance forces, such as: the gendarmerie, the Romanian police, the courts, the local police respects a set of specific principles and rules that guide its activity in different fields. So, the duties of a policeman are reflected in the sectors of public order and peace, environmental protection, traffic on public roads, commercial activity, records of persons and other legally regulated areas. I believe that, for each area of activity, the police officer must follow a series of rules that protect him from errors in the intervention. The indispensability of knowing how to act in certain situations is determined by the fact that the legal provisions that illustrate the rights and obligations of the police officer do not subject to rules the difficulties regarding the procedures for intervention, behavior and reaction to incidents. The police force performs its service in the field, in particular, making direct contact with the population, and in this way it becomes the first frontier of confrontation with criminals. Therefore, the performance of a professional service is closely related to the manner in which a police officer acts in the interest of the community.

Abstract:
The importance of public transport systems continues to grow. These systems must respond to an increasing demand for population mobility and traffic disturbances. Rail transport networks can be considered as Discrete Event Systems (DES) with time constraints. The time factor is a critical parameter, since it includes dates to be respected in order to avoid overlaps, delays, and collisions between trains. P-time Petri Nets have been recognized as powerful modeling and analysis tools for railway transport systems. Temporal disturbances in these systems include railway infrastructure, traffic management, and disturbances (weather, obstacles on the tracks, malice, social movement, etc.). The developments presented in this paper are devoted to the modeling and the study of the robustness of the railway transport systems in order to evaluate the stability and the efficiency of these networks. In this study two robust control strategies towards time disturbances are presented. The first one consists of compensating the disturbance as soon as it is observed in order to avoid constraints violation. The second one allows generating, by the control, a temporal lag identical to the disturbance in order to avoid the death of marks on the levels of synchronization transitions of the P-time Petri net model.

Abstract:
This paper mainly proposes a new disturbance observer (DO) for a secure communication system (SCS) of the chaos-based system (CBS). First, the fractional-order (FO) Chen chaotic system is remodeled by a Takagi–Sugeno (T–S) fuzzy system with the aim of softening in calculation. Second, the robust fixed-time was designed to synchronize two nonidentical chaotic systems. Third, a new disturbance observer was proposed to compensate for the disturbance and uncertainty of the secure communication system. Fourth, the proof of the proposed method based on Lyapunov condition together with simulation are given to illustrate the correctness and effectiveness of the proposed theory. The tested disturbance on the public channel was mostly compensated by the appropriately estimated disturbance value. The states of master and slave systems (MSSs) were closed to each other in fixed-time. These factors are used to confirm that the symmetry of two chaotic systems were obtained by the proposed control methods.

The article addresses the issues concerning public order and public security. These two are the objects of the state administration that form separate legal institutes. The duties of the police include securing the rule of law, maintaining public order and security, preventing, detecting and investigating crimes. The police ensure safety of people and environment and prevent all violations of the law and disturbances by eliminating and investigating all such incidents. The tasks of the police are defined in the Police Act. The police cooperate with other authorities and local residents and communities in maintaining security. Objectives The purpose of this study is to find out the motivation and background for consignment support of new entrusted public child care center to support consignment, and to exploration of disturbance factors of publicness in the new entrusteded directors’s public child care centers management. Methods The participants in this study were three directors who entrusted a new public child care center in H-si, Gyeonggi-do. Data were collected through a total of three sessions of in-depth interviews, data on the experi-ences of in the new entrusteded directors’s were transcribed, read repeatedly, extracted with meaningful key-words, and analyzed qualitatively to derive research results. Results The results of this study are as follows. First, the motivation and background of the director of the new entrusted public child care center for fostering support was found to be support for entrustment to a stable public child care center due to changes in child care policy and anxiety about operating private daycare centers. Second, the directors of a newly entrusted public child care center found that the factors disturbance the publicness of run-ning the child care center after being appointed include concerns about systematic management of the newly en-trusted public child care center, recruiting and managing teachers, difficulties for parents trying to resolve com-plaints, found that the factors disturbance the and difficulties responding to related organizations. Conclusions In order to ensure the publicness of the management of public child care centers, it is necessary to continuously investigate the factors disturbance that the director of a newly entrusted public child care centers finds difficult, establish a system and training course to provide systematic support from new entrustment. A edu-cation program for new directors should be developed to overcome the difficulties that new directors face when running a public child care center for the first time and to solve the problems that directors face.

Abstract Since the last decades, natural disturbances in forests including protected areas have intensified. They have the potential to impact visual quality and safety of visitors as well as spread beyond protected area boundaries. While economic and ecological impacts are well studied, there is still a lack of work focused on human dimensions and social aspects. This study examines visitor perceptions towards bark beetle infestation in Tatra National Park, Poland. The findings, based on visitor surveys collected during the summer of 2014, indicate the significance of different factors influencing visitor attitudes towards the bark beetle. Age of visitors and importance of the bark beetle issue for them (based on subjective ratings of importance of bark beetle issue for respondents) are the most prominent variables. Also place of origin and environmental worldview were recognized as significantly important variables in accordance with similar studies. Results suggest management implications for park authorities including public relations and environmental education in order to increase knowledge and support for natural disturbance and ecological integrity policies in the national park.

Abstract:
Survival during the nonbreeding season, when mortality from food shortages and raptor predation is highest, influences shorebird population growth. These selection pressures, as well as anthropogenic influences, can shape wintering shorebird habitat use patterns. The western snowy plover (Charadrius alexandrinus nivosus) is a small shorebird that uses sand-spits, dune-backed beaches, open areas around estuaries for foraging and roosting. The Pacific Coast population of western snowy plovers is listed as a federally threatened species and a California Species of Special Concern. Previous studies suggest humans, dogs and corvids are sources of disturbance to plovers on public beaches. During 2014 to 2019, these disturbance factors were examined at Robert W. Crown Memorial State Beach in Alameda, California. In decreasing order of impact, the beach using public, corvids, and dogs were found to be the major stressors to over wintering plovers. Both the public and corvids respectively, resulted in disturbance and avoidance behaviors by plovers nearly 40% of the time. In 2015, the District created the Plover Protection Zone (PPZ) by installing symbolic fencing, signage, and establishing a volunteer team to monitor plovers and educate the public. In 2016, the potential prey abundance within the plover protection zone and areas directly north and south were examined using core samples and sticky traps. Statistical analysis showed a significant difference in the amount of macro-invertebrate prey available in the area used by the plovers as compared to other locations. Habitat choice and prey availability are vital to wintering shorebird. During this study, the wintering population of western snowy plovers increased from six to over 54 individuals.

TITLE: COLLECTIVE BEHAVIOR AND CAMPUS PUBLIC ORDER POLICING: A QUALITATIVE STUDY OF MIXED-ISSUE CAMPUS DISTURBANCES AT THREE MIDWEST PUBLIC UNIVERSITIES MAJOR PROFESSOR: Dr. Kathryn Ann Hytten The purpose of this qualitative study analyzed mixed-issue campus disturbance events at three similar public universities located in the Midwest region of the United States. Using a case study research design, the analysis draws from interviews conducted with campus police officers employed at the selected institutions assigned to work one or more disturbances during the last decade. A related purpose analyzed the element of space/location and territoriality where these disturbances occurred, including an assessment of the value and meaning of space to the police and how police use space to achieve public order maintenance objectives. As the primary social control agent, the police - through their interface with crowd participants - can influence positive or negative relationships that subsequently impact disturbance outcomes. The research methodology incorporated naturalistic qualitative methods including: (1) one-on-one interviews of 15 campus police officers - both front-line police officers and command officers divided among three campuses; (2) open source public documents such as task force reports and newspaper articles; and (3) closed-source documents, such as unpublished pre- and post-action reports completed by law enforcement or campus administration. Finally, I conducted field research observations of the disturbance locations combined with my own experience in campus law enforcement. Among some of the important findings are the importance of officer experience, consistent and recent training for officers in both traditional crowd control tactics, as well as crowd management skills, especially communication (accomplished through techniques such as dialogue policing and social media technology to recognize and mitigate triggering behaviors on both sides. Additional public order policing tactics include recognizing the importance of territoriality and the value of mitigating tactics such as crowd combing, and controlling space to reduce density. This study will support law enforcement officials in higher education with planning, developing and responding proactively to disturbances using public order policing strategies suitable for campus communities. Special emphasis is placed on the elaborated social identity model and the negotiated management model to explain police and crowd behaviors. Of value to crowd management practitioners is the critical need to interface crowd theory with practical public order policing techniques to develop an effective response.

La lutte contre les trafics de stupéfiants en France est menée, de manière générale par les institutions judiciaires et policières. Si elles mettent tout en œuvre pour contenir ce fléau, elles sont submergées par un ensemble de contraintes créant des distorsions dans leurs pratiques professionnelles. L’engagement politique européen et français n’est plus à démontrer tant les conséquences quotidiennes et médiatisées sur la société se succèdent. Se rapprochant de plus en plus d’un problème de trouble à l’ordre public, les enquêtes judiciaires sur les sujets des trafics de stupéfiants se révèlent être un amas d’investigations découlant d’un droit interne reconstruit par à coup jurisprudentiel issu des normes européennes. Les structures policières et judiciaires font état d’un arsenal de personnels qui couplés à des pouvoirs dérogatoires tirés des procédures liées aux délinquances organisées n’arrivent pas à résoudre cet échec mondial. En s’appuyant sur les efforts consentis par l’Europe et la France, l’étude permet de mettre en évidence une lutte contre les trafics des stupéfiants dotée d’immenses moyens manquant de coordination, qui, associés à des lois sévères envers les délinquants et s’opposant aux murs du respect des droits de l’Homme, reste sur des batailles perdues
The fight against drug trafficking in France is, in general, run by the judicial and policing institutions. While they are doing everything possible to stop this scourge, they are overwhelmed by a set of constraints that creates distortions in their professional practices.As proven daily by the media that reports on societal issues, the French and European political commitment can no longer be questioned. Becoming more and more of a public order issue, the judicial investigation is formed by various acts of investigations that are devised by the French internal law, that is itself built on the jurisprudence from the European criminal law. The Poli-cing and judicial structures, despite having access to an arsenal of police units with an extensive investigation power from the delinquency procedures, fail to solve this global fight. Supported by examples from efforts made by Europe and France, the study shows that there is indeed a fight against drug trafficking, however lacking coordination of the means in use, especially when the strict laws in place against delinquents conflict from time to time with those of the Human rights

Abstract:
The connection between the founders and relationship between church and state has become increasingly important in the late twentieth and early twenty-first century. Entire books are regularly published on the private religious thoughts and practices of many of the founding fathers; often times these works exist in order to support a closer relationship between Christian practice and piety and the government. Just as often, published works also draw on the ideas of the same founders in order to support a more concrete separation between religious thought and practice and governance. These "culture wars" are an emotive part of the present day political discourse; however, this thesis argues that attempts to fight the culture wars though the thought of the founders is factually erroneous and misguided because the context of the founders and their debates have been overly simplified or just plain lost. The link between religion and the political culture of the 1790s was a practical matter of governance and support for a larger ideal of consensus, not an expression of cultural preference as is common in present-day political discourse. The connection between the governing structure under the Constitution, a blessing upon that government from God, and the inculcation of Christian ideals into the public that support both religion and the government became increasingly important as the range of political and social opinions expanded in the 1790s. Contemporary political thought that places the intent of the founders at the center of political debate ignore the significant divisions among the founders' political, philosophical, and religious ideals. There is little unity in thought among the founders; they virulently disagreed about religion, politics, and the connection between them. Arguing the present day culture wars through the lens of the founders is emotive and politically effective, but without a full appreciation for the larger historical and intellectual contexts of the early republic and the concerns particular to that time an appeal to the wisdom of the founders on religion and its connection to American politics, this claim to political legitimacy is of dubious intellectual validity.

Background: People living with obesity frequently experience weight bias, stigma and discrimination, from childhood through all their lives. Wight bias are negative weight-related attitudes, beliefs, assumptions and judgments in society, that are held about people with obesity. Weight stigma is characterized by prejudiced, stereotyped, and discriminatory views and actions towards people with obesity, often fuelled by inaccurate ideas about the causes of obesity. Weight bias, stigma and discrimination usually lead to several physical, psychological and psychosocial consequences. Some of the consequences of weigh bias and stigmatization include increased chronic stress, cortisol levels, oxidative stress, and increased risk for obesity, diabetes, avoidance of healthcare, greater cardiovascular risks, psychological distress, anxiety, body image disturbance and depression. Weight bias can also have social and economic consequences, such as fewer opportunities for education and employment for people living with obesity. A fundamental driver of weight bias is a lack of public understanding of the complex and multifactorial nature of obesity. Public health strategies that focus on obesity as an issue of unhealthy eating and physical inactivity, and ignore biological, genetic, environmental and social contributors of obesity, can contribute to the lack of public understanding of the disease and can lead to people experiencing weight bias and stigma. Public health campaigns that promote negative attitudes and stereotypes toward people with obesity, are not only ineffective in motivating behaviour change but also end up labelling and stigmatizing individuals further. Conclusions: In order to reduce weight bias and stigmatization, public health professionals should be aware of and concerned about weight stigma and its consequences, while all health workers need to be educated and trained in reducing weight stigmatization and discrimination. Instead of using stigmatizing language and images, public health policy makers should develop people-centred policies that move beyond personal responsibility, recognize the complexity of obesity and promote health, dignity and respect, regardless of body weight or shape.

Regional rail transport, albeit a major element in public mobility, is frequently affected by great vulnerability to system failure. Hence it is worth developing suitable procedures to manage rail disruption appropriately. In the particular case of breakdowns, the latter may be managed by means of shunter locomotives or empty rail convoys if the faulty convoy is able to travel in non-autonomous conditions. Obviously, the use of rescue vehicles on the line generates a disturbance with related reductions in service quality. Against this backdrop, this paper has two main aims. First, we investigate the possibility of adopting some unconventional rescue strategies based on the use of operating rail convoys or maintenance vehicles, and propose a methodology, based on a micro-simulation approach, for accurately modelling interactions among all rail system components so as to optimise management in emergency contexts. The second aim is to identify suitable intervention strategies which provide the right balance between the swiftness of rescue operations and the disturbance inflicted upon rail services during failure management. Finally, the method is applied to the ‘Naples-Sorrento’ regional rail line in southern Italy in order to show the utility and feasibility of the suggested approach.

In this paper, for the first time, the fractional order disturbance observer (FO-DOB) is proposed for vibration suppression applications such as hard disk drive servo control. It has been discovered in a recently published US patent application (US20010036026) (Chen et al., 2001) that there is a tradeoff between the the phase margin loss and the strength of the low frequency vibration suppression. Given the required cutoff frequency of the low pass filter, also known as the Q-filter, it turns out that the relative degree of the Q-filter is the major tuning knob for this tradeoff. As a motivation for the fractional order Q-filter, a solution based on integer order Q-filter with a variable relative degree is introduced which is the key contribution of US20010036026. Then, a fractional order disturbance observer based on the fractional order Q-filter is proposed. The implementation issue is also discussed. The nice point of this paper is that the traditional DOB is extended to fractional order DOB with the advantage that the FO-DOB design is now no longer conservative or aggressive, i.e., given the cutoff frequency and the desired phase margin, we can uniquely determine the fractional order of the low pass filter.

This paper aims at evaluating the impacts of innovation promotion programs administrated by the Colombian Innovation Agency (COLCIENCIAS). Although the agency implements multiple programs, the focus of these research are on those programs that provide financial incentives for R&D (matching grants and contingent loans) and at the same time encourage the formation of linkages between firms, universities and other public research organizations. Different from previous evaluations, a nice feature of the current research is the possibility to use a very rich dataset in order follow-up the economic performance of the beneficiaries over a long period of time. The results show that after controlling for both observable and unobservable difference with the control group, COLCIENCIAS programs have been very effective in increasing firm labor productivity and that the main channel behind this result is product diversification (product innovation).
