Abstract:
Visitors to the United States Library of Congress will find it in the midst of major expansions of three kinds – expansions to preserve what otherwise might be lost, to protect what it already has, and to make what it has more readily and widely accessible. One current kind of expansion takes the form of constructing a new complex of four buildings in the side of a mountain near the city of Culpeper in the state of Virginia, about an hour's drive from the library's main facilities in Washington, DC. This complex, named the Library of Congress Packard Center for Audio-Visual Conservation, will provide safe storage and new preservation and access systems for the film, video, and sound collections – 5.7 million items – administered by the library's Motion Picture, Broadcasting, and Recorded Sound Division. The library's second major current expansion consists of constructing off-site storage modules for other collections on the site of Fort Meade, a US Army installation in the state of Maryland, less than an hour's drive from Washington, DC. On this site, the library and its partners are finishing the third and fourth of a projected 13, high-density storage modules, designed to extend the life of parts of the library's holdings by a factor of six. The third major current expansion of the Library of Congress is on the Internet, where the library's website now offers some 10 million digitized items. Through financial and other partnerships, the library will continue to add to its online resources, and is working with UNESCO on a project to create a World Digital Library. This will be a collaborative virtual repository through which libraries worldwide provide access to rare, primary source materials, illustrating cultures in all parts of the globe, for the potential benefit of people everywhere.

Abstract:
Introduction. The paper deals with the issues of the propaganda system in the Soviet Occupation Zone in Germany (SOZ) between 1945 and 1949. Based on de-classified documents from Russian Archives propaganda organization, channels and methods of propaganda units of the Soviet Military Administration in Germany (SMAG) became a subject to study. The authors emphasize on control means towards German mass media and implementing the Soviet propaganda monopoly in East Germany. Methods and materials. The authors consequently analyze the main channels and methods of positive USSR image broadcasting: radio, press, SMAG propaganda unit lectures, people’s education system, activities of society for Soviet cultural studies, acquaintance trips of German delegations to the USSR, presentations of Soviet exhibitions and films. Analysis and Results. The authors come to a conclusion that the Soviet propaganda in East Germany had a low efficiency. It failed to establish a complete monopoly of Soviet propaganda units in East Germany. The SOZ population could access the propaganda from West Germany and West Berlin, which broadcast a radically negative image of the USSR. Besides, the units and institutions of the Group of Soviet Occupation Troops in Germany (GSOTG) created their own image of Soviet people, which was different from the ideal and broadcast one. Thus, it turned out to be impossible to provide the unification of the broadcast and perception of propagandist materials devoted to the USSR and its population. Soviet propaganda in Germany had gone through the transition by the late 1940s: division of Germany in two states appeared to be a reality, and the establishment of socialist society on Stalin’s model took place in East Germany. Ideological revisiting of the Soviet social constitution, and so its supremacy over the bourgeois one was to replace the conventional image of the country of total welfare and happiness.

Abstract:
Phonetics of Ukrainian dialects has long been and remains the object of analysis. Separate articles and thorough monographic studies confirm this. Researchers consider to describing the system-structural originality of speeches, establishing the composition of segmental units in different dialects, their significance in the phonological system of the dialect, systematizing knowledge about the manifestations and relationships of phonemes. Super segmental differences of Ukrainian dialects are insufficiently studied. Intonation is a collection of sound linguistic means that are used to express semantic, emotional, expressive and modal character of the phrase, communicative meaning and situational conditionality, stylistic color of the text and the individuality of dialect speakers’ expressive techniques. The value of intonation in organization of oral speech is determined by its function – segmentation, structuring and selection. The paper studies the intonation parameters that ensure the integrity of the text and perform the function of connecting its individual elements. The author described the super segmental organization of a dialect text, identified and explored prosodic means not only of a single word, phrase or phrase, described the relationship of these units within the text, taking into account its content and structure. The article focuses on the features of segmentation of the dialectal speech. This study shows the difference between real sound file and his fixing during an auditory analysis. Much attention is given to the difference between a syntax and real articulation of broadcasting. The study demonstrates that the intonation structure of the dialect text as a kind of spontaneous speech is peculiar. In dialect narratives, the relationship between syntax and pauses (as the most important markers of segmentation) is much more complex than in a read or pre-prepared text. In spontaneous dialect narratives, the correlation between content and form shifts due to the simultaneity and synchronicity of the processes of thinking, planning, and producing thought. In some parts of the text there is a violation of formal and grammatical connections, the boundaries of phrases / syntagmas are blurred, their prosodic design has no clear delimitative features, as in codified speech, which leads to variance in the division of the text into separate segments. Purpose Attendance at matches in the smaller European football leagues is challenged by the increased number of live broadcast matches, particularly covering the biggest leagues. The purpose of this paper is to analyse the effects of live broadcasting, match scheduling and other factors on stadium attendance in the top division of Norwegian football. Design/methodology/approach The analysis is based on a fixed effects regression model on attendance at match levels covering the period 2005 to 2011. Findings The main results show two different effects. While live broadcast domestic matches on “free TV” is positively correlated to stadium attendance, the increased number of “imported” matches from the big-five leagues is a substitute. Moreover, matches played on weekdays have a lower level of attendance than weekend matches. Practical implications The increased number of imported live broadcast football matches from the biggest European leagues influences and widens the financial gap between the biggest and the smaller football leagues. One possible solution for reducing the substitution effect from these matches is a more efficient match schedule in the Norwegian top division in football. Originality/value Norway has a small population with a high interest for football. This paper measures effects on attendance in the Norwegian top division in football matches with regards to the increased number of live broadcast matches both from the domestic league and from the big five football leagues.

Direct broadcasting through satellite raises a great problem if it is freed the information and programs without limits and restrictions, because it carries risks to the sovereignty of the receiving state. These risks caused by broadcasting programs and information that affect the political, social, cultural, economic, and other risks that befall the receiving country. This led to a conflict between the principle of state sovereignty and the principle of freedom of information flow which is the legal basis for freedom of direct satellite broadcasting and also led to the division of states between a supporter of freedom of direct satellite broadcasting and its primacy over the principle of state sovereignty and opposition to it. This research came to shed light on this problem of an attempt to address and resolve this conflict, by presenting the issue of freedom of direct satellite broadcasting and its impact on the sovereignty of the state within the framework of the rules of public international law to clarify the principles and provisions of international agreements and covenants and decisions related to this topic, as well as a preview of Juristic views and the states’ opinion.

This article examines the pervasive mechanisms of discrimination in Australian public broadcasting in the 1950s and 1960s and considers how concepts of femininity were engaged to maintain the sexual division of labour within one of Australia’s leading cultural institutions, the Australian Broadcasting Commission (ABC). Constructing a collective biography of female producers who challenged gendered work practices, it discusses the obstacles that confronted women in production and considers the social, economic and industrial factors that allowed certain women to become producers when many failed to escape the ABC’s typing pool. Referring to case studies derived from biographical memory sources and industrial documentation, this article historicises the careers of radio and television producers and contextualises their histories against data found in the 1977 Women in the ABC report, to re-imagine the nature of women’s work in Australian broadcasting in the post-war era.

Orthogonal Frequency Division Multiplexing (OFDM) merupakan suatu teknik transmisi yang menggunakan beberapa buah frekuensi pembawa (multicarrier) dalam satu saluran dimana setiap frekuensi pembawa tersebut saling orthogonal (tegak lurus). OFDM banyak dipakai untuk sistem komunikasi wireless mengingat kemampuan dari OFDM mengatasi multipath fading yang menyebabkan terjadinya intersymbol interference (ISI). Dampak dari ISI tersebut adalah penerima tidak dapat membaca sandi informasi dengan benar sehingga mengurangi performasi sistem komunikasi digital. Cara OFDM mengatasi ISI adalah dengan menggandakan simbol dan menambah simbol secara periodik yang digunakan sebagai guard interval. Penambahan dari guard band yang terlalu lebar bisa mengurangi throughput data yang dikirimkan. Fading juga menyebabkan amplitudo dan phasa berfluktuatif sehingga cara untuk mengatasinya adalah estimasi kanal (Channel Estimation) dengan menyisipkan simbol pilot pada pengiriman frame OFDM sehingga penerima dapat memperkirakan karakteristik kanal dan dapat mengembalikan data yang terkirim. CE terdiri atas comb-type pilot channel estimation dan block-type pilot channel estimation. DVB-T sebagai penyiaran televisi digital terestrial juga memakai OFDM dengan skema modulasi OFDM tambahan yaitu berupa pilot simbol atau yang lebih dikenal dengan estimasi kanal (Channel Estimation). Mengingat jumlah subcarrier dari DVB-T cukup besar jika dibandingkan dengan aplikasi lain yang menggunakan OFDM maka perlu dilakukan sebuah penelitian tentang analisa performasi penggunaan OFDM untuk sistem DVB-T terhadap perubahan guard interval, modulasi dan penggunaan kanal pada estimasi kanal tersebut.

Abstract Before the exponential diffusion of modern video broadcasting media, the history of forced migrations within Africa was mainly transmitted through the spread of individual and collective memories. Filming, instead, agglomerates memories and images by producing new overarching and often convincing interpretations of the past. This article describes how and why a documentary video on slavery in the Indian Ocean was produced and the reasons behind its narrative form. Stemming from the urge of people regarded as descendants of slaves to have their ancestral dances documented as proof of their origins, this documentary is the result of a long-range ethnographic encounter spanning time and space from the Juba River in Somalia to Malawi and the Niasa region of Mozambique. It was only audiovisual equipment like video cameras and computers that made such an amazing encounter possible.

The relations of meaning to the theme of movies they watch give you an idea about their opinions on the meanings contained in the movie scene. This study uses analysis reception Stuart Hall stated on the three main elements of meaning that is, the dominant meaning, the opposition of meaning and significance negotiations conducted by the subject studied. Construction of meaning built by the subject of research conducted with data triangulation technique, namely written questionnaires, interviews and discussions after watching the film so we get a more comprehensive picture of signification. The results showed that there are different meanings in one scene to scene ten dominated the meaning opposition to the meanings that awakened nature did the film. Next is the meaning of meaning on meaning construction negotiations in the tenth scene. Meaning become dominant meaning that does not give meaning to the subject of study of journalism movie theme. Penelitian ini berupaya untuk mengungkapkan resepsi mahasiswa broadcasting universitas mercu buana pada film jurnalistik, tujuan penelitian ini untuk mengetahui konstruksi makna isi film bertema journalism melalui tayangan film yang ditonton mereka, relasi pemaknaan dengan tema film yang mereka tonton memberikan gambaran tentang pendapat mereka pada makna-makna yang terdapat di dalam scene film. Penelitian ini menggunakan metode analisis resepsi Stuart Hall yang dinyatakan pada tiga elemen utama pemaknaan yakni, dominan makna, oposisi makna dan negosiasi makna yang dilakukan oleh subjek yang diteliti, konstruksi makna yang dibangun oleh subjek penelitian dilakukan dengan teknik triangulasi data, yakni daftar pertanyaan tertulis, wawancara dan diskusi setelah menonton film sehingga didapatkan gambaran pemaknaan yang lebih menyeluruh. Hasil penelitian menunjukan bahwa terdapat perbedaan pemaknaan pada scene satu hingga scene sepuluh yang didominasi pada pemaknaan opisisi terhadap makna-makna yang terbangun did alam film, pemaknaan berikutnya ialah pemaknaan negosiasi terhadap makna yang dibanun di dalam kesepuluh scene, pemaknaan dominan menjadi pemaknaan yang tidak memberikan arti kepada subjek penelitian terhadap tema film journalism.

Advances in wireless communications have enabled various technologies for wireless digital communication. In the field of digital radio broadcasting, several specifications have been proposed, such as Eureka-147 and digital radio mondiale (DRM). These systems require a new spectrum assignment, which incurs heavy cost due to the depletion of the available spectrum. Therefore, the in-band on-channel (IBOC) system has been developed to work in the same band with the conventional analog radio and to provide digital broadcasting services. This paper discusses the function and algorithm of the high definition (HD) radio frequency modulation (FM) digital radio broadcasting system. Content includes data format allocation, constellation mapping, orthogonal frequency division multiplexing (OFDM) modulation of the transmitter, timing synchronization, OFDM demodulation, integer and fraction carrier frequency (integer carrier frequency offset (ICFO) and fractional CFO (FCFO)) estimation, and channel estimation of the receiver. When we implement this system to the field programmable gate array (FPGA) based on a hardware platform, both theoretical and practical aspects have been considered to accommodate the available hardware resources.

The estimation of signal-to-noise ratio (SNR) is a major issue in wireless orthogonal frequency-division multiplexing (OFDM) system. In OFDM system, each frame starts with a preamble symbol that facilitates the SNR estimation. However, the performance of preamble-based SNR estimation schemes worsens in the fast-changing environment where channel changes symbol to symbol. Accordingly, in this paper, we propose a novel pilot-based SNR estimation scheme that optimally exploits the pilot subcarriers that are inserted in each data symbol of the OFDM frame. The proposed scheme computes the circular correlation between the received signal and the comb-type pilot sequence to obtain the SNR. The simulation results are compared with the conventional preamble-based Zadoff-Chu sequence SNR estimator. The results indicate that the proposed scheme generates near-ideal accuracy; especially in low SNR regimes, in terms of the normalized mean square error (NMSE). Moreover, this scheme offers a significant saving of computation over a conventional time domain SNR estimator.

In the traditional layered division multiplexing (LDM) system, by simply adjusting the injection level, the reception performance of the core layer (CL) mobile services will be decreased significantly, resulting in the deterioration of system coverage performance. Thus, it is necessary to improve the performance of the enhanced layer (EL) service reception without affecting the reception threshold of CL service. To achieve this, in this paper, an enhanced LDM (En-LDM) scheme that supports multi-service transmission is proposed for the next-generation broadcasting network. In this scheme, at the transmitter end, part of the low-density parity-check (LDPC) coded data stream of fixed service conveyed in the EL will be extracted out through puncturing, and then, it will be transmitted over the CL of the LDM signal along with the original CL data in a frequency domain multiplexing (FDM) manner. At the receiving end, the punctured data of the EL fixed service will be recovered with a higher signal-to-noise ratio (SNR). Compared to the traditional LDM scheme, the proposed En-LDM scheme can significantly improve the reception performance of fixed services without decreasing the SNR threshold of mobile services. Moreover, the En-LDM can achieve a higher channel capacity than that of the traditional LDM for both the fixed services and the overall services. The superiority of the proposed En-LDM scheme over the traditional LDM scheme is validated by the simulation under the additive white Gaussian noise (AWGN) and fading channels.

The role of the optical transmitter is to generate the optical signal, impose the information bearing signal, and launch the modulated signal into the optical fiber. The semiconductor light sources are commonly used in state-of-the-art optical communication systems. Optical communication systems has become one of the important systems after the advent of telephone, internet, radio networks in the second half of the 20th century. The development of optical communication was caused primarily by the rapidly rising demand for Internet connectivity. Orthogonal frequency-division multiplexing (OFDM) belongs to a wide class of multicarrier modulation. Orthogonal frequency-division multiplexing has succeeded in a wide range of applications in the wireless communication domain from video/audio digital broadcasting to wireless local area networks (LANs). Although their very low loss compared to that of the wireless counterpart, optical systems still need renovation for spans commonly less than150 Km. AbstractThis article discusses the role of territorial licences for feature films against the background of judicial and market developments in the EU. Currently, territorial licences are deemed a cornerstone of the exploitation and financing of films in Europe. However, current models of film financing are under increasing pressure both from market developments such as the turbulent growth of global online video platforms, and from developments in EU law aimed at removing national territorial barriers to the Single Market. Examples are the rule of Union-wide exhaustion of the distribution right, the EU Portability Regulation and the country of origin rules for satellite broadcasting and online simulcasting. EU competition law sets additional limits to grants of territorial exclusivity, and prohibits clauses in broadcasting and pay television licences that prevent or restrict “passive” sales to consumers/viewers in non-licensed territories. The freedom of right holders to preserve territorial exclusivity by way of contract is likely to become increasingly vulnerable to EU competition law, as underlying territorial rights no longer support territorial grants. For the film sector where territorial exclusivity remains indispensable, the European Commission could create specific competition law rules in the form of “block exemptions”. Language exclusivity – i.e. exclusive grants of rights for distinct language versions of a film – could provide a practical and legally more robust alternative to territorial licensing.

As the most popularly utilized broadcasting network, digital terrestrial television broadcasting (DTTB) can provide multimedia information coverage for the broad audience in a very efficient way because of its characteristic of wide-range coverage and mobile reception ability. After promulgating the first generation DTTB standard, digital terrestrial/television multimedia broadcasting (DTMB), in 2006, China began to research and develop the next generation DTTB standard, namely DTMB-advanced (DTMB-A), aiming to support higher spectrum efficiency and further improve transmission reliability. In 2019, DTMB-A was accepted by ITU as the second generation international DTTB standard (as System C). Similar to DTMB, time-domain synchronous - orthogonal frequency division multiplexing (TDS-OFDM) based multi-carrier modulation scheme is adopted by DTMB-A. Thanks to the more flexible frame structure, advanced error correction coding and improved constellation mapping, DTMB-A offers 30% higher transmission capacity than DTMB under the same transmission conditions. Thus, DTMB-A can support both fixed and mobile reception more efficiently, and provide users with higher quality services such as ultra-high definition television (UHDTV). This paper first gives details of key technologies at the transmitter of DTMB/DTMB-A and introduce core algorithms at the receiver. Both laboratory test and field trial results will then be provided and analyzed, especially for the application of 4K UHDTV and single frequency network (SFN).

Multiple transmission of heterogeneous services is a central aspect of broadcasting technology. Often, in this framework, the design of efficient communication systems is complicated by stringent bandwidth constraint. In wavelet packet division multiplexing (WPDM), the message signals are waveform coded onto wavelet packet basis functions. The overlapping nature of such waveforms in both time and frequency allows improving the performance over the commonly used FDM and TDM schemes, while their orthogonality properties permit to extract the message signals by a simple correlator receiver. Furthermore, the scalable structure of WPDM makes it suitable for broadcasting heterogeneous services. This work investigates unequal error protection (UEP) of data which exhibit different sensitivities to channel errors to improve the performance of WPDM for transmission over band-limited channels. To cope with bandwidth constraint, an appropriate distribution of power among waveforms is proposed which is driven by the channel error sensitivities of the carried message signals in case of Gaussian noise. We address this problem by means of the genetic algorithms (GAs), which allow flexible suboptimal solution with reduced complexity. The mean square error (MSE) between the original and the decoded message, which has a strong correlation with subjective perception, is used as an optimization criterion.

It has various applications like Digital Audio Broadcasting (DAB), Digital Video Broadcasting (DVB) and wireless LAN.OFDM technique is widely used in wireless communication system because of its very high data rate. The performance of FFT based OFDM system using Linear and cyclic channel coding and Constant Modulus Algorithm (CMA) equalizer is simulated using simulink model. The BER saving using the optimized proposed model with both linear and cyclic channel coding along with CMA equalizer is evaluated. The proposed work using cyclic channel coding with QPSK/QAM modulation and CMA as channel equalization under AWGN channel results in 52.6% and 96.3% BER reduction as compared to conventional OFDM model without channel coding, channel equalization and channel fading. So, CMA equalizer is used to enhance the performance of OFDM system.

Rauta-aika (The Age of Iron, 1982), a four episode TV-series produced by YLE – the Finnish Broadcasting Company, transported the audience into a world of fantasy by successfully mixing the Finnish national epic Kalevala with elements of the local Iron Age. This paper focuses on the dismantled film set of the Pohjola village at the Seinävuori Hill in Hämeenkyrö, documented using archaeological methods in 2012, from the perspective of material heritage. While the remains visible today at the Seinävuori Hill are scarce, they continue to give a context for various meanings and experiences assigned to this place in the recent and more distant past and hence impact the heritagisation of the place.

This article, which first appeared in Media Perspektiven 1 (1987), is published here for the first time in English. It offers an enlightening contemporary perspective, from the then German Federal Republic, on the innovation in European broadcasting which Channel 4 represented. It outlines the policy context which gave rise to the UK's fourth television channel and describes its unique, hybrid character as a commercial station funded by advertising revenue with a public service remit. It assesses the strengths and weaknesses of Channel 4's commissioning structure and identifies significant examples of its innovative programming, paying particular attention to its support for independent film. That emphasis is noteworthy since it was West German television's film-funding mechanism that provided the model on which Film on Four was based. The article recognises Channel 4's commitment to catering for minority audiences, to enabling broader access to programme-making and to commissioning work that was experimental in form and content. It is generous in suggesting that such a risk-taking cultural enterprise was only possible within the UK's mature and highly developed broadcasting ecology, but it remains cautious (perhaps presciently) of its sustainability in the expanding commercial marketplace of multi-channel television.
