Library collections make the core of every library. The author investigates into the theoretical aspects of library collection development as promoted by modern Russian library studies. She specifies the series of principled rules which names and contents reflect both the current needs of libraries and their collections as well as researchers’ suggested solutions. Quite simple classification of library collection development principles is suggested: division them into general, or intrinsic to every library, and special principles - those realized by specific library types.

This paper is a recent ontological view of the concept of library computerization at a global perspective. The paper not only saliently x-rayed the processes involved with library computerization but also provided insight to the advantageous effect the novel trend has in eradicating illiteracy and promoting educational development through efficient library use especially among the developing countries of the world. Novel capabilities of library computerization such as increasing the moral/prestige of librarians, job creation/division of labor etc., vis-à-vis hindrances to actual library computerization were treated by the paper. However, that it is a global time bomb is factual as the paper portrayed the fact that it has universally breached the gap of educational development as obtained in the world between the most developed technological states and others.

Abstract:
Publications devoted to the organizational structure of library and information services are analysed. It is shown how the organizational structure of services has historically changed; in what periods, in addition to the Reading room, there appeared Lending department, Extension library service, Reference and bibliographic division, Mass work department, Media library, Center for legal and social information, Remote library service, etc. There are proved the reasons caused the emergence of new structural divisions: changes in society and culture, growth of the number of users, increase in demand for separate types of documents, etc. There are presented characteristic features of structuring within library and information services: the category of users, the form of service provided and terms of receiving the service, the area or subject of documents, the type of documents, the language of the document text, the function performed by the employee. The analysis of structure of library and information services of 55 regional libraries of the Russian Federation is presented. There are compared the structures of these libraries in 1980 and now. It is shown that changes in the structure of library and information services are associated with the use of modern information and communication technologies, certain steps in humanization of society in relation to people with disabilities and other socially vulnerable groups of the population, with the aim to preserve the tradition of reading, regional culture, culture of small peoples, as well as the need to attract a significant number of people to the library as an information and cultural centre, and to make it attractive for the young people.

One of the system-forming elements in the library sphere are central libraries of the Russian Federation subjects (national, territorial, regional), which provide methodical maintenance of library activities in their region. The main task of methodical centers is to develop and improve methods of work performed by library specialists. The Far Eastern State Scientific Library is the methodical center for public libraries in the Khabarovsk Territory. There is a specialized division – the Department of Research and Methodical work – in its structure. In the course of scientific and methodical activities, the division is implementing information, organizational, research and pedagogical functions, so the structure of the department includes a group of methodical maintenance, a group of specialists engaged in research work, and a licensed center for additional professional training. Well-organized professional communication is the key to the successful development of the region library sector. Consideration of methodological support as an activity to organize and maintain professional communication of library professionals will reveal how effectively such communication is organized, what types, forms and channels of communication are used in the process of methodological support of the library institution activities in the region. The Library gives great attention to the communication formation at various levels (interpersonal, group, mass), and strives to use all available forms (written, spoken, visual) and channels (spoken, document, electronic) of communication. The article objective is to elucidate the Library experience of methodical support of public libraries in the Khabarovsk Territory.

Highway engineering quality inspection and evaluation is a key link in highway engineering construction project quality control, and efficient and effective is essential to quality inspection and evaluation. Combined with the quality inspection and assessment standards, a standardized standard library was formed, and the engineering division was improved to achieve refined engineering division and rationalized engineering division. In the late 1920s, the New York Public Library received as gifts and on exchange a large collection of books, pamphlets and periodicals in the minority languages of the Soviet Union. These materials remained in storage in the Library's Annex—uncataloged, but not unclassified, albeit superficially—until the spring of 1994. These acquisitions also included materials in the languages of neighboring countries, as well as books for the well-established immigrant population in the Soviet Union speaking Estonian, Latvian, German, and Polish.

Cell lineage analysis with retroviral libraries suggests that clonal progeny disperse widely in rodent cortex. To determine whether widespread dispersion is a general mammalian plan and to investigate phylogenetic differences in cortical development, we analyzed cell lineage in the ferret, a carnivore and near relative of the cat. The ferret possesses a highly developed, folded cerebral cortex, characteristic of higher mammalian species. Progenitor cells of the ferret cerebral cortex were tagged with an amphotropic retroviral library encoding alkaline phosphatase, and sibling relationships were determined using the polymerase chain reaction. Neuronal clones were single neurons (52%) or large clones (48%; average, 7 neurons) containing neurons and glia in widespread cortical locations. Neuronal clones in the ferret labeled at middle to late neurogenesis (embryonic day 33–35) contained large numbers of neurons and showed little tendency to cluster. The large proportion of single neuron clones, contrasted with the large size of multicell clones, suggests that some progenitors divide asymmetrically, producing a postmitotic neuron and regenerating a multipotential cell.

Global Memory Net is a multi-year digital library project supported by the International Digital Library Programme of the US National Science Foundation. It has already digitally preserved and documented a number of art collections relating to indigenous groups, particularly in the Far East. So far it includes those of 56 ethnic groups in China and 54 minority ethnic groups in Vietnam; the Naxi Collection of the Library of Congress Asian Division; Taiwan Memory; and many others are included in its World Digital Collection which relate to relevant populations across the world. A more recent development is a partnership with UNESCO’s World Heritage Center: the establishment of the first virtual US World Heritage Digital Center, using Global Memory Net’s technology to provide multimedia and multilingual information on the 851 world heritage sites of 141 countries.

The issues of networked library interaction is examined and exemplified by the experience of the Pushchino Scientific Center Central Library (division of the Library for Natural Sciences of the Russian Academy of Sciences, LNS RAS). Ready-made software solutions designed by LNS RAS specialists enabled the participating libraries to implement computer-aided collection development system, union reference aids, online ordering, lending and refusal registration, digital resources access system. The authors focus, in particular, on specific networked interactions between the scientific library and users of its information services. Within the framework of the Library-Research Institute of Pushchino Center cooperation, the main efforts of the Library are focused on implementing modern network technologies, providing access to information resources, research information support, developing union Internet-based catalogs within the online order system, designing problem-oriented databases and maintaining current list of networked resources in physico-chemical biology. New library services are described, e.g. bibliometric and patent research, design and maintenance of the library website. Approaches to building network interaction with libraries of various types, institutions of memory (archives, museums, etc.), publishers’, and mass media, are discussed. The authors come to the conclusion that networked cooperation is efficient organizational and technological instrument to provide equal use opportunities for every member of library information network.

In an unpublished master’s thesis, Julia E. Moore described the history of toy libraries in the United States. According to Moore, the first known toy library appeared in Los Angeles in 1935 during the Great Depression to afford children free access to games and toys. Toy libraries became more widespread in the 1960s and 1970s as women increasingly entered the workforce, the number of preschools and daycare programs grew, and the Children’s Services Division (now ALSC) of the American Library Association supported the practice of loaning play materials. In the 1980s, lekoteks, or toy libraries that provide children with a disability access to specialized play materials and offer families professional advice about supporting their children’s development through play, were introduced to America. Today, supported by organizations such as the USA Toy Library Association (www.usatla.org), the National Lekotek Center (www.pgpedia.com/n/national-lekotek-center), and the International Toy Library Association (www.itla-toylibraries.org/home), thousands of toy libraries with widely varying missions exist worldwide.

Media convergence occurs and this makes researchers interested in seeing how group communication is carried out on BPPT TV in producing their programs. This paper find out the communication of the production team division and video editor in making the production of BPPT TV. The external system and the internal system of group communication they do. The research method used is a qualitative approach and descriptive qualitative method by collecting data obtained from direct observation (observation) and in-depth interviews with informants. Data obtained through library research and documentation from various media, both print and online. The results showed that three important elements in the George C. Homans group communication were all activities, interactions and feelings carried out by members of the Production Team and Video Editor in the production of BPPT TV. The element of activities that they do include group communication which is carried out from the pre, production to post-production stages. Nowadays the development of television is increasing rapidly.

Component-based development (CBD) can be an appealing proposition to globally distributed software development teams because of the almost endless possibilities to recombine and reuse components in new products. In particular, it has been suggested that CBD will improve globally distributed software development practices by allowing each site to take ownership of particular components, resulting in reduced inter-site communication and coordination activities. Such an approach may indeed overcome breakdowns in inter-site coordination efforts; however, it may also lessen opportunities to share knowledge between sites and may hamper opportunities to reuse existing components. A case study approach, exploratory in nature, was adopted to explore knowledge aspects in global component-based software development. Evidence collected at several globally distributed CBD projects suggests that the true potential of CBD, which mainly relates to reusing components, can also be achieved when components are developed in a joint manner (i.e. by several sites) by accessing and utilizing expertise regardless of its geographical location. To improve the rate of component reuse, the studied teams developed capabilities in three particular areas: inter-site coordination, communications, and knowledge management. The paper concludes by discussing the links between component reuse, CBD principles and organizational capabilities, and offers managers and engineers some guidelines to consider in their CBD projects.

Organizing library materials in libraries can not be separated from the implementation of the classification system used as the class determination until the alignment of the collection on the shelves will make it easier for librarians and librarians to search / retrieve the collection in the library. Application of Sistem Klasifikasi Perpustakaan Arkeologi (SPKA) in the library of Balai Arkeologi Daerah Istimewa Yogyakarta has been conducted since 1994. For this reason, the authors try to conduct research on the application of the classification system using descriptive method with qualitative approach. In the research, there were some constraints that is, overlapping major classes, improper subclass division, classification inconsistencies, the emergence of new classification numbers, inaccurate primary class changes, and the disappearance of several subclasses in the application of the classification system. All of these can be overcome if classifer is able to classify library materials consistently on the charts of the Sistem Klasifikasi Perpustakaan Arkeologi that has been agreed upon. Furthermore, in order to cope with the development of archeological sciences requires the application of the new Sistem Klasifikasi Perpustakaan Arkeologi chart.

<p>Writing in this paper aims to see further which role or expected role of part-time students or workers who calculate the time in collection management or collection development in the Directorate of Library UII Yogyakarta. This needs to be seen because there are still many universities in Indonesia that still lack librarians, while librarians themselves have been more involved in fields that can be termed managers. In this paper will be examined to what extent part-time students are involved in collection management, is it possible to develop it to assist in the collection policy domain. The method used in this study is qualitative by means of interviews and observations. Based on observations and interviews, the involvement of part time students in the collection management process in the UII Library Directorate is limited to assisting technical problems, for involvement in policies all handled by the leadership in this case is the Library Director and Division Head in the UII Library. In this research, the author sees that it can still be developed the participation of the involvement in the policy making process, as an example that part time students are also users so that their opinions or ideas can be raised from them to create a collection development policy that is flexible and user friendly.</p>

Purpose Business process modeling has been given great attention due to its crucial role in developing computer-based systems that support (and automate) organizational processes. In information systems, building the right process architecture is vital, since a poor division of organizational processes can lead to complex designs or incoherent structure. Moreover, process architecture acts as a “big picture” of what the organization does, and represents dynamic relationships between the existing processes, which, in turn, helps understand how the organization works (Ould, 2005). The paper aims to discuss these issues. Design/methodology/approach This paper discusses the derivation of a process architecture diagram (PAD) using the Riva method in detail, in contrast to the PAD developed using Architecture of Integrated Information Systems (ARIS). The information system selected as an example for this comparative study is in the context of academic libraries, embedding various yet generic library processes. Findings Organizational process architecture provides a basis for business management, based on specific framework supported by integrated tools and methods (Kozina, 2006). ARIS and Riva process architecture methods can be used to visualize and document organizational processes. Understanding the merits and weaknesses of each method is essential to identify possible areas of application. Research limitations/implications The processes selected were generic in most academic libraries not taking into consideration special personalized processes. These can be added though. Practical implications Both techniques are feasible and can be used to view and analyze library processes, allowing bridging the gap between theory and practice. Originality/value A number of process architecture methods are available, however, few studies focused on assessing these methods, and comparing some of them to find out how easy they are to be used in particular contexts, and whether they can be standardized.

The authors present his biographical data, data on the most important stages of his life and activity: study at the Moscow State Library Institute, postgraduate study, defence of the dissertation thesis “Organization of library service for rural population”, leadership of the newly organized library of the Lipetsk region; work as the Head of Department (then Division) of libraries of the Ministry of Culture of RSFSR, the Head of the Main information-computing centre for culture and arts of the Ministry of Culture of RSFSR, the Deputy Director for scientific and methodical work of the V.I. Lenin State Library of the USSR (nowadays — the Russian State Library, RSL), the research scientist in the Research Department of the RSL. The paper describes the general characteristic features of his administrative activity and scientific creativity. The authors emphasize his role in the centralization of the library network, creation of depository libraries, introduction of open access and computers in the librarianship, participation in the development of the “Regulations on Librarianship in the USSR” (1984), the laws “On Librarianship”, “On the Legal Deposit Copy of Documents”, etc. The paper considers the main works of E.A. Between 1800 and 1917 the music section at the Library of Congress grew from a few items in The Gentleman's Magazine to almost a million items. The history of this development provides a unique view of the infant discipline of musicology and the central role that libraries played in its growth in the United States. Between 1800 and 1870 only 500 items were acquired by the music section at the Library of Congress. In 1870 approximately 36,000 copyright deposits (which had been accumulating at several copyright depositories since 1789) enlarged the music section by more than seventy fold. After 1870 the copyright process brought an avalanche of music items into the Library of Congress. In 1901 Herbert Putnam, Librarian of Congress, hired American-born, German-educated Oscar Sonneck to be the second Chief of the Music Division. Together Putnam and Sonneck produced an ambitious acquisitions program, a far-sighted classification, cataloging, and shelving scheme, and an extensive series of publications. They were part of Putnam's strategy to transform the Library of Congress from a legislative into a national library. Sonneck wanted to make American students of music independent of European libraries and to establish the discipline of musicology in the United States. Through easy access to comprehensive and diverse collections Putnam and Sonneck succeeded in making the Library of Congress and its music section a symbol of the free society that it served.

Blue light (BL) plays an important role in regulation of the growth and development of aquatic plants and land plants. Aureochrome (AUREO), the recent BL photoreceptor identified in photosynthetic stramenopile algae, is involved in the photomorphogenesis and early development of Saccharina japonica porophytes (kelp). However the factors that interact with the SjAUREO under BL conditions specifically are not clear. Here in our study, three high quality cDNA libraries with CFU over 5 × 106 and a recombination rate of 100% were constructed respectively through white light (WL), BL and darkness (DK) treatments to the juvenile sporophytes. Based on the constructed cDNA libraries, the interactors of SjAUREO were screened and analyzed. There are eighty-four genes encoding the sixteen predicted proteins from the BL cDNA library, sixty-eight genes encoding eighteen predicted proteins from the DK cDNA library, and seventy-four genes encoding nineteen proteins from the WL cDNA library. All the predicted proteins are presumed to interact with SjAUREO when co-expressed with SjAUREO seperately. The 40S ribosomal protein S6 (RPS6), which only exists in the BL treated cDNA library except for two other libraries, and which is essential for cell proliferation and is involved in cell cycle progression, was selected for detailed analysis. We showed that its transcription was up-regulated by BL, and was highly transcribed in the basal blade (meristem region) of juvenile sporophytes but less in the distal part. Taken together, our results indicated that RPS6 was highly involved in BL-mediated kelp cellular division and photomorphogenesis by interacting with SjAUREO.

A cDNA library was assembled using mRNA of watermelon fruit. The cDNA library was normalized and subtracted by hybridization with leaf cDNA of the same watermelon cultivar (Illini Red). 1,046 cDNA clones were sequenced to identify genes associated with fruit development and quality. Of 1,046 cDNA clones sequenced, 832 were unique sequences and designated as expressed sequenced tags (ESTs). Of the 832 ESTs, 205 (24.6%) have not been reported in any other plant species. Additionally, 186 ESTs (22.4%) correspond to genes with unknown function, while 441 ESTs (53.0%) correspond to genes with known function in other plant species. These ESTs are mainly associated with primary metabolism, membrane transport, cytoskeleton synthesis and structure, cell wall and cell division, signal transduction, nucleic acid binding and transcription factors, and defense and stress response. Differential expression of the ESTs was examined using microarray analysis. About 200 (24%) of the 832 ESTs showed differential expression during the development and ripening of watermelon fruit. The ESTs were also screened for simple sequence repeat (SSR) motifs. Of 832 ESTs screened, 177 contain SSR motifs. Primer pairs are being designed for these ESTs, and will be used for development of EST-SSR markers and for mapping on a genetic linkage map constructed for watermelon. This study provides valuable information on genes controlling watermelon fruit development and quality.

In 1928, Maurice Holland, Director of the Engineering and Industrial Research Division at the US National Research Council, produced a paper on what he called the ‘research cycle’. He portrayed the development of modern industries as a series of sequential steps from basic research to commercialization of technological inventions. The present article documents the source or context of the research cycle, the arguments on which it relies, and the use to which it was put, namely persuading more industrialists to build research laboratories in order to accelerate the development of industry. It suggests that Holland turned a frequently heard but poorly formalized argument into a ‘theory’, paving the way for what came to be called ‘the linear model of innovation’.

While numerous qualitative social scientific analyses of (environmental) epigenetics have been published, we still lack a macro-level, quantitative assessment of the field of epigenetics as a whole. This article is aimed at filling this gap. Mobilizing an extended version of the Web of Science, we constituted a corpus of 199,484 documents (articles, reviews, editorial material, etc.) published between 1991 and 2017 and performed several scientometric analyses to map out the development and structure of the epigenetics field. Three main results were drawn from these investigations. First, contradicting the hope expressed by some social scientists that their disciplines will find solace in epigenetics’ social biology, it is striking that the scientists, journals and institutions that drive most of the research in the field are overall little concerned with social and environmental dimensions of gene expression. Second, and confirming existing qualitative analyses, we find that epigenetics is constituted by diverse networks of scholars, institutions and research specialties that enjoy relative autonomy from each other and approach epigenetics through different thematic interests, from cognitive functions to cancer, to DNA methylation in plants and molecular biology. Third, findings obtained from the bibliographic coupling showed that these different networks became more and more autonomous over the last decade, which suggests that we are currently witnessing the constitution of a scientific archipelago akin to that of behavior genetics (Panofsky, 2014: 33) rather than to a discipline per se. At the same time, this differentiation was less pronounced conceptually speaking, as we also observed a clear standardization of the keywords used in epigenetics articles between 1991 and 2017, with DNA methylation and RNAs serving as rallying signs for different communities of researchers.

Purpose – Collection development is a key function of the university library, and is a collaborative effort. The purpose of this paper is to show how the Cape Peninsula University of Technology divides the budget between departments in such a way that it is seen as supporting key university initiatives and strategies. Design/methodology/approach – The paper outlines the development of a formula to be used to divide the budget equitably as well as changes done. Findings – The factors needed to develop this formula were those seen as mutually important by both parties, and even changes in university strategy could be reflected by adjusting the statistics and divisions within the formula. Research limitations/implications – This study was restricted to only one institution. Originality/value – The value lies in showing how what is usually seen as a purely administrative or operational tool, the book collection budget, can also be used as a tool to show support for key institutional strategies and prove library support for wider institutional changes and initiatives.

From the very beginning of its existence, the Pauline Order paid attention to the need to educate and develop the intellectual life of its members. This resulted from the adoption of St. Augustine’s rule by the community, which in addition to the principles governing the common life also emphasized the intellectual formation of the friars by providing them with access to books. The fulfilment of the obligations resulting from the rule and the subsequent legislation of the convent meant that every Pauline monastery was equipped with a larger or smaller library. It was no different in the case of St. Martin's convent in Oporów, which had existed since 1453 thanks to the foundation of the brothers Piotr and Władysław from the powerful Oporowski family, with the Sulima coat of arms. The monastery library was probably established soon after the foundation of the monastery. It was used primarily by preachers, who prepared Sunday and Christmas sermons, as well as by other monks, if they were authorized to do so. The beginnings of the library are unknown due to the lack of sources from that period. Only the eighteenth-century catalogues of books shed light on the functioning of the library, albeit in a limited period of time 1711-1753. To this day, 13 library inventories have survived, providing welcome information about the intellectual life of the local Pauline monks, titles of books along with the names of the authors and the division of bibliographic material into various thematic categories. The image of the Oporów library is complemented by 47 old prints of Oporów provenience, which are now the property of the University Library in Warsaw. Although their number is insignificant and constitutes only a fraction of the former assets of the library, nevertheless it turns out to be helpful in the analysis of the resources of the Pauline library and the development of intellectual horizons of its users. The analysis of the preserved archival materials is the first attempt to restore the library of the Oporów monastery in the century preceding its irretrievable disappearance in the course of the convent’s annulment.

The article gives the first extensive review of the multivolume ‘Hermetic Library.’ It is stored in the Research Division of Manuscripts of the Russian National Library. This collection includes translations from European authors from Ancient Greece to the 18th century. Some manuscripts of the ‘Hermetic Library’ collection were believed by the Order of the Golden and Pink Cross to belong to the legendary Rosicrucians. The Order of the Golden and Pink Cross emerged in the 18th century within the Masonic movement. Until early 19th century the Order, mostly focused on alchemy, developed as a branch of Freemasonry. In 1782 the Order of the Golden and Pink Cross opened its subdivision in Russia. Having survived a number of prohibitions, the organization of Russian Rosicrucians continued until early 20th century. The ‘Hermetic Library’ is the largest literary heritage of Russian Rosicrucians. The ‘Hermetic Library’ was started by educator and book publisher N. I. Novikov in early 19th century. It was Europe’s largest collection of alchemical and Rosicrucian works of the time. The library was to be kept secret and be used for education of the Order members. Two collections of the library fell into hands of different groups of Rosicrucians. The Moscow collection was kept in Arsenyev's family. The Petersburg collection passed from hand to hand; in late 19th century it was put up for sale. Only after 1917 the two collections of the ‘Hermetic Library’ were acquired by libraries of Moscow and St. Petersburg. The study of the St. Petersburg collection shows that it was copied and translated by several Rosicrucians. After Novikov’s death in 1818, two different groups continued the library, and volumes following the 30th differ in content and design. Novikov’s library included manuscripts on the development of alchemy from Ancient Egypt and to 18th century Europe. They included the most important Rosicrucian works. 35 volumes of the St. Petersburg collection include 191 works. The volumes were compiled to insure consistent training of the Order adepts. The article analyses the St. Petersburg collection of the ‘Hermetic library.’ Within the frameworks of an article it is impossible to review the contents every volume. It offers a summary of the history of writing and storage of the library until the 20th century and an overview of the volumes’ design and layout, which allows to judge the overall design of the library. It also compares the St. Petersburg collection and the Moscow one.

Lesbian, Gay, Bisexual, Transgender and Queer (LGBTQ) Studies and the broader discipline of sexuality studies are multidisciplinary fields that require a different approach to collection development in academic libraries. Many library collections budgets reflect the traditional divisions by academic department, and multidisciplinary fields often transcend these conventional boundaries. The concept of one selector for one department, while being a well-established and practical approach to collection building, is limited in breadth and scope and is not necessarily suitable for multidisciplinary fields. This study uses citation analysis to assess the LGBTQ collection at Concordia University Libraries, to ascertain collection strengths and weaknesses, and to recommend collaborative collection development as a viable method of building an excellent collection in a multidisciplinary subject area.

Science and technology are composed of several regimes of production, each having its own research axis and mode of diffusion - the disciplinary regime, transitory regime, utilitarian regime, and transverse regime. This article discusses research-technology, an example of the transverse regime of cognitive and artefact production. Research-technologists stand between science and engineering, between academia and enterprise. They design and build a special category of instrumentation (open-ended, multi-purpose generic instrumentation) and they operate out of an interstitial arena that lies between the usual poles of interest and organization - university, firms, the state, military etc. By virtue of their interstitial position and development of generic multi-audience devices, research-technologists exhibit a highly dynamic division of socio-cognitive labor. They sometimes engage in boundary crossings, in order to acquire data for instrument design or for purposes of instrument diffusion. Conversely, they sometimes close borders, protecting themselves from the exogenous pressures of short-term audience demand. One sees that selective boundary-crossing is not inconsistent with community closure! This article outlines the history of research-technology in Germany and the US, shows how the research-technology perspective differs from the new orthodoxy in the sociology of knowledge, and points to how a better grasp of the workings of the division of socio-cognitive labor may prove fruitful beyond the sociology of science and technology.

It is, to say the least, rather startling that prior to the appearance of this new book by Stefan Reif, who is professor of Medieval Hebrew Studies at Cambridge University in England, the director of the Genizah Research Unit, and head of the Oriental Division at the University Library, there simply was no detailed history of the discovery of the Cairo Genizah and its transferal abroad. Neither had there been a convenient single survey of the broad range of its contents, nor a comprehensive mise au point of the century of scholarship in so many disciplines that has resulted from this unique treasure trove. Brief introductory sketches existed in the works of Paul Kahle and S. D. Goitein, and Norman Golb surveyed the first half-century of Genizah scholarship more than forty years ago in the journal Judaism (1957). But none of these provided the wealth of detail to be found in A Jewish Archive from Old Cairo.

Polycystic ovary syndrome (PCOS) is one of the most common endocrine disorders; it is characterized by polycystic ovaries, hyperandrogenism and chronic anovulation. To obtain a global view of those genes that might be involved in the development of this complex clinical disorder, we used recently developed cDNA microarray technology to compare differential gene expressions between normal human ovary and ovaries from PCOS patients. A total of 9216 clones randomly selected from a commercial human ovary cDNA library were screened. Among them, 290 clones showed differential expressions, including 119 known genes and 100 known or unknown expressed sequence tags (ESTs). Among 119 known genes, 88 were upregulated and 31 downregulated in the PCOS ovary, as compared with normal human ovary. These differentially expressed genes are involved in various biologic functions, such as cell division/apoptosis, regulation of gene expression and metabolism, reflecting the complexity of clinical manifestations of PCOS. The molecular characteristics established from our study will further our understanding of the pathogenesis of PCOS and help us to identify new targets for further studies and for the development of new therapeutic interventions.

The article analyses the conceptual idea, stages of formation, organizational and technological features of the Million Book Project. This is the original version of the multilingual full-text electronic library, the first stage of the more extensive program of Universal Digital Library. The aim of the project was to digitize one million books by 2007 and to provide free access to them. The project is interesting, firstly, as an early productive experience in creating a compact electronic library to optimize the educational process, and secondly, as an example of broad effective international cooperation in organization of information resources. The collection was based on “Books for College Libraries”, which is a special collection of educational scientific literature (50,000 titles), electronic copies of which were provided by the non-profit, membership, computer library service OCLC (Online Computer Library Center). The author considers the Project as an original model of international division of labour in the development of library information resources, when the scanning centres in India and China took over most of the work on digitization of books, including from the United States, and the Carnegie Mellon University, in cooperation with other American Universities, provided them with the necessary equipment and staff training. The Million Book Project is based on the original full participation, along with the library of Carnegie Mellon University and libraries of other American universities, of digital collections of India, China and Egypt. One of the strengths of the project is cooperation with the United Nations Food and Agriculture Organization (FAO), aimed at combating hunger, as well as with the National Agricultural Library of the United States in digitizing specialized literature on the modernization of agricultural, forestry and fish farming practices. The article also notes the significance of the project in the field of organizational and technological solutions related to the formation of the electronic library: it served as a test base for applied research in the field of improving scanning techniques, optical character recognition and automatic translation. Abstract:
Significant changes in the library network development of Tambov region have occurred as a result of reforming the administrative-territorial division. The counties and townships abolition has led to a change of the libraries typology. The Central Provincial Library was first transformed into the Central District Library (before 1934), then - into the Central Municipal one (until 1937), and, finally, to the Regional one (in 1937). A specific feature of the period under review was opening a central library in each district (with a network of mobile libraries), as well as the organizing stationary libraries at enterprises and large state- and collective-farms. Urban population was mostly served by a network of trade union libraries, rural inhabitants - by a library network of the People's Commissariat of Education. In 1940 the number of public libraries in Tambov region reached 552, including 453 ones in the countryside. The network of public (mass) libraries included the following libraries: state district ones - 42, state municipal ones - 4, state rural ones - 102, state children ones - 7, village state public library and reading rooms - 158, public libraries at the regional culture houses and other club facilities - 12, collective-farm ones - 56, trade union ones - 131, public libraries of other agencies and organizations - 27. Strengthening ideological pressure on library services resulted in the tightening of censorship, mass withdrawal of the ideologically harmful literature. Collections of seized books marked «do not give masses» were created in the libraries as special funds. New editions entered the region in a limited number. In general, in the 1930s the book composition in the library stocks of Tambov region is characterized by the following data by branches of knowledge: anti-religious literature was 2,2%, social studies - 19,5%, natural science - 4,6%, applied sciences - 6,2%, agriculture - 5,1%, history and geography - 6,5%, fiction - 28,7%, others - 27,2%. The total library fund had not enough fiction and books on natural history, book sections on technology and agriculture needed accession. By the beginning of 1941 the amount of the public libraries fund in Tambov region was totaled 843,948 copies. To improve significantly the level of library service the nation-wide measures have been taken, among them were the following: Library Campaign, All-Union Library Census, All-Union competition for the best area on performing the librarianship in the countryside. They were aimed at drawing public attention to the serious problems existed in the librarianship. However, the Library Campaign was not properly developed in Tambov region. Scanty funding, general unpreparedness, inadequate qualifications of librarians and other factors affected negatively to achieve this goal.

The article is devoted to the results of the research “Personnel of Methodologists of the Central Libraries of the Subjects of the Russian Federation”, conducted by the Center for Research on the Development of Libraries in the Information Society of the Russian State Library in 2017. The article presents the results of one of the aspects of the study related to the problems of education and professional development training of employees of methodical services of the Central Libraries of the Russian Federation. 97,9% employees of the methodical divisions have higher education that demonstrates high educational status of the methodical personnel. At the same time, almost one third of the staff does not have the specialized library training. Non-core education is represented by various disciplines, mainly of humanitarian area. Participants of the research also noted the discrepancy between the education of graduates of library qualification and modern requirements of methodical activities and the great need for continuous professional development training of staff of specialized methodical units. The author studied participation of methodologists in the activities of the professional development system, as well as the topics of these activities. There were almost no training events organized specifically for methodologists, and their participation in the numerous training events was not systematic. The analysis of educational needs of methodologists showed the greatest deficiency of events on legal subjects and organization of methodical activities. The results of the study are important for the subsequent development of the professional training strategy and system of professional development training of the personnel of methodical services.

ABSTRACT Proteins of the kinesin superfamily define a class of microtubule-dependent motors that play crucial roles in cell division and intracellular transport. To study the molecular mechanism of intracellular transport involving microtubule-dependent motors, a cDNA encoding a new kinesin-like protein called KifC3 was cloned from a mouse brain cDNA library. Sequence and secondary structure analysis revealed that KifC3 is a member of the C-terminal motor family. In contrast to other mouse C-terminal motors, KifC3 is apparently ubiquitous and may have a general role in intracellular transport. To understand the in vivo function of the KifC3 gene, we used homologous recombination in embryonic stem cells to construct knockout mouse strains for the KifC3 gene. Homozygous mutants of theKifC3 gene are viable, reproduce normally, and apparently develop normally. These results suggest that KifC3 is dispensable for normal development and reproduction in the mouse.

The Russian State Library has made significant contribution to the development of Russian bibliographic thought, starting from the period of the Great Patriotic War (holding scientific conferences, defending PhD theses on bibliography topics by library employees). The major achievement is the development of problems of recommendatory bibliography: the works by B.A. Smirnova of the 1940s through 1960s, major collective studies conducted in 1967—1989 under supervision of the V.I. Lenin State Library of the USSR on the problems of “Effectiveness of recommendatory bibliography in reading guidance” and “Recommendatory bibliography as means of promoting books and reading guidance”. In 1976—1989, the sector of bibliography theory played the significant role in the development of Russian bibliography (since 1983 — the sector of general problems of theory, methodology and organization of bibliography). The release of the serial collection of scientific works “Voprosy bibliografovedeniya” [Questions of bibliography science] (1976—1990) was of great theoretical and organizing value. In the 1990s, when there were no divisions on bibliography science, a number of monographs and dissertations on bibliographic topics were created by individual Library employees. In the Scientific research department of bibliography, established in 1999, there was organized the bibliography science sector (existed until 2015), where famous bibliographic scholars V.A. Fokeev and B.A. Semenovker worked. Within the framework of the sector, G.L. Levin researched on the problems of the national bibliography of Russia. Studies in bibliography science were also created by the other employees of the Department (S.P. Bavin, A.V. Teplitskaya). In 2001, there were resumed publication of the collection “Voprosy bibliografovedeniya” and the activity of the Dissertation Council, where seven dissertations on bibliographic topics were defended by the RSL employees. At present, both researchers and bibliographers of the Scientific Research Department of Bibliography carry out scientific research in parallel with the compilation activities. The authors of bibliographic publications are also employees of other scientific and library divisions of the Russian State Library. Of great importance is the activity of the Scientific Research Department of Bibliography on the information support of bibliographic science, such as creation of indexes of bibliographic literature and bibliographic production of libraries.

This paper aims to investigate the roles of information professionals in local information departments. These roles were identified by interviewing the members of the Local Information Working Group of the Provincial University Library Network (PULINET) in Thailand. This study applied qualitative research methods, including the 23 interviews of the Local Information Working Group members and a qualitative observation. The need for investigation of the roles as perceived by local information professionals was prompted by the placement of local information departments in the provincial university libraries, which is different from the Western countries where similar work is carried out in public libraries. The activity theory was applied to understand the roles of these professionals as emerging within their community through the division of labor, norms as expressed in responsibilities, and actions as expressed in functions of local information professionals. The study has revealed eight professional roles including manager, curator, service provider, promoter, researcher, collaborator, learner, and educator that overlap with the roles identified in the library research of other countries. The study included a specific group of respondents – the members of a working group of the Thai provincial university library network. This group consists of the representatives of all Thai provincial university libraries and is producing the recommendations and standards for local information work, works with competence development and develops common local information resources. Thus, the results of interviews with its members are both limited to this group, but also can be generalized to a wider professional community of provincial university librarians.

Abstract WEE2 oocyte meiosis inhibiting kinase is a well-conserved oocyte specific kinase with a dual regulatory role during meiosis. Active WEE2 maintains immature, germinal vesicle stage oocytes in prophase I arrest prior to the luteinizing hormone surge and facilitates exit from metaphase II arrest at fertilization. Spontaneous mutations at the WEE2 gene locus in women have been linked to total fertilization failure indicating that selective inhibitors to this kinase could function as non-hormonal contraceptives. Employing co-crystallization with WEE1 G2 checkpoint kinase inhibitors, we revealed the structural basis of action across WEE kinases and determined type I inhibitors were not selective to WEE2 over WEE1. In response, we performed in silico screening by FTMap/FTSite and Schrodinger SiteMap analysis to identify potential allosteric sites, then used an allosterically biased activity assay to conduct high-throughput screening of a 26 000 compound library containing scaffolds of known allosteric inhibitors. Resulting hits were validated and a selective inhibitor that binds full-length WEE2 was identified, designated GPHR-00336382, along with a fragment-like inhibitor that binds the kinase domain, GPHR-00355672. Additionally, we present an in vitro testing workflow to evaluate biological activity of candidate WEE2 inhibitors including; (1) enzyme-linked immunosorbent assays measuring WEE2 phosphorylation activity of cyclin dependent kinase 1 (CDK1; also known as cell division cycle 2 kinase, CDC2), (2) in vitro fertilization of bovine ova to determine inhibition of metaphase II exit, and (3) cell-proliferation assays to look for off-target effects against WEE1 in somatic (mitotic) cells.

Abstract:
Purpose – The aim of this paper is to report on the development and assessment of a government document information literacy curriculum by librarians at Washington State University. The pedagogical and assessment goals are described, and the learning outcomes by participating sophomore and junior English composition students are explored. Design/methodology/approach – Instruction librarians adopted ACRL standards to government information in order to address difficulties undergraduates have in identifying and evaluating common federal government resources. Learning outcomes are measured with a mixed-methods approach including pre- and post-tests, in-class worksheets, and student bibliographies. Findings – Overall, the project improved government document information literacy in the student groups that participated. Research limitations/implications – There are many questions the project raises that the authors cannot address. Does the curriculum have any long-term impact on the students? Will it make students who participated more likely to use government information when job seeking, or when making important decisions? Originality/value – The project uniquely targets a population for which there has been little research on regarding government information literacy – undergraduates who have already received introductory library instruction, but who are not yet researching upper-division, discipline-specific topics.
