Abstract:
The article discusses the new provision about the degree of doctor of arts in the legislation pertaining on the third level of higher education in Ukraine. It emphasizes the importance of the new degree for training of teaching staff for art universities as well as for educating and advancing careers of practicing artists. The article also discusses history of programs leading to the attainment of the doctor of arts degree and the role of international professional organizations in setting standards for such programs. One of accepted standards is The Florence Principles recommended for arts universities that implement doctoral programs in the arts. Furthermore, the article clarifies the commonalities and differences between the degrees of doctor of philosophy and doctor of arts in the context of goals of the third level of higher education. Both degrees are terminal degrees granted on the basis of a master’s degree. Unlike a research-focused degree of doctor of philosophy, the degree of doctor of arts underscores the importance of creation of an original art product. Thus, doctor of arts programs may present an acceptable alternative for arts universities that are concerned with improving the educational process and aligning the criteria for advanced degrees for practicing artists with international standards.

The authors generalize and systematize the themes of theses on the degree of Doctor of Philosophy in the speciality 231 Social Work, protected in Ukraine in 2020-2021. To inform the scientific community about the state of training and defence of Doctors of Philosophy in Social Work theses are submitted according to the following criteria: thesis theme; supervisor; date of defence; specialized academic council, council composition; the decision of the specialized scientific council on awarding the degree of Doctor of Philosophy, approved by the order of the Ministry of Education and Science of Ukraine; thesis abstract; list of published works on the theme of the thesis. The source base for quantitative analysis of these themes in social work was: orders of the Ministry of Education and Science of Ukraine, thesis materials (theses, reviews of reviewers, official opponents, videos of the theses defence procedure), published on the official websites of higher education institutions, scientific institutions (according to the «Temporary procedure for experimenting to award the degree of Doctor of Philosophy»).

Abstract:
The process of training candidates for the degree of Doctor of Philosophy (PhD) in Ukraine, which is aimed at the formation of theoretical and applied competencies, consists of two blocks: theoretical and practical. The authors have considered the main stages of training of applicants. The purpose of this work is to analyze the peculiarities of the training of doctors of philosophy in the specialty "Law" in Ukraine. The object of research is the peculiarities of the training of doctors of philosophy in the specialty "Law". The subject of the research is the peculiarities of training doctors of philosophy in the specialty "Law" on the example of Zaporizhzhia National University. The following methods were used during the study: analysis and synthesis, extrapolation, modeling, comparison, observation, generalization, the ascent from the abstract to the concrete, induction, and deduction, morphological analysis method, information method, commission method. During the study, the features of theoretical and practical aspects of training doctors of philosophy in the specialty "Law" were analyzed, trends in training doctors of philosophy were identified, relevant areas for further study, and improvement of the process of obtaining the degree of doctor of philosophy were identified.

The ArgumentThe Doctor of Philosophy, a nonmedieval academic figure who spread throughout the globe in the Modern Era, and who emblemized the transformation of academic knowledge into the “pursuit of research,” emerged through a long and tortuous path in the early modern Germanies. The emergence and recognition of the Doctor of Philosophy would be correlative with the nineteenth-century professionalization of the arts and sciences. Throughout the Early Modern Era, the earlier Doctors and older “professional” faculties from the medieval university — Theology, Law, and Medicine — opposed recognition of the Doctor of Philosophy. In Saxony, the forces of “medievalism” were able to block recognition of the Doctor of Philosophy, and they retained the degraded Master of Arts or Philosophy as the highest degree in arts and sciences. Forces of “modernism” prevailed, however, in Austria and Prussia in the late eighteenth and early nineteenth centuries. In Austria, the Doctor of Philosophy arrived as a wholly modern figure, the creation of a nice dossier and a civil service examination: the medieval “juridical” persona became a modern “bureaucratic” persona. Between this bureaucratic modernism of the Austrians and corporatist medievalism of the Saxons, the Prussians pursued a via media. Unlike the Saxons, they recognized the Doctor of Philosophy; but unlike the Austrians, they did not completely bureaucratize the candidate's persona. The Prussians demanded from the candidate a “work of research,” a doctoral dissertation, which exhibited the aesthetic qualities of the Romantic artist: originality and personality.

Abstract:
The purpose of the article is to study approaches to the formation of a network and composition of one-time specialized scientific councils in Ukraine according to the Resolution of the Cabinet of Ministers «Procedure for conducting an experiment for awarding the degree of Doctor of Philosophy» dated March 6, 2019, No. 167. An analysis was made of the existing extensive network of specialized scientific councils in Ukraine and the procedure for conducting an experiment for awarding the degree of Doctor of Philosophy by specialized scientific councils of the institutions of higher education and scientific institutions. The main objects of the study are institutions of higher education and scientific institutions which have received the right for performing educational activities in higher education at the third educational and scientific level in the field of knowledge and specialties for which Doctors of Philosophy are trained. During 2016–2019, 251 institutions of higher education in 118 specialties and 189 scientific institutions in 64 specialties received a license to train Doctors of Philosophy. As of January 1, 2020, there were 25,245 postgraduate students in 226 institutions of higher education and 191 scientific institutions (excluding postgraduate students from foreign countries), including 15,447 full-time postgraduate students, which is 61,2 % of the total number of postgraduate students, 9,798 postgraduate students attend evening and correspondence courses (38,8 %). The statutory period for the preparation of a Doctor of Philosophy in postgraduate studies, regardless of the form of study, is four years, and a Doctor of Science in doctoral studies is two years. Doctors of Philosophy training began in 2016, with the first graduation of Doctors of Philosophy in 2020, respectively. According to the data of the State Statistics Service of Ukraine, the number of persons enrolled in graduate studies was 6 609 in 2016, 7 274 persons – in 2017, 7 172 persons – in 2018, 7 381 persons – in 2019. To conduct an experiment on the Doctors of Philosophy certification, the structure of the application for the opening of one-time Specialized Scientific Councils for institutions of higher education and scientific institutions, as well as the mechanism of database filling was developed. Further research on the development of information and analytical system for the training of scientific and scientific-pedagogical staff should be focused on the development of information and analytical system for the automated accounting and monitoring of the establishment of one-time specialized scientific councils, the procedure of the Doctors of Philosophy certification and records of diplomas issued.

Abstract:
The Armed Forces of Ukraine are interested in highly professional subjects of scientific and scientific-technical activities, namely in highly qualified scientific and scientific-pedagogical workers, whose training is carried out through an adjunct course for obtaining the scientific degree of Doctor of philosophy. The problem of ensuring the quality of higher education for applicants for the degree of Doctor of philosophy for the needs of the Armed Forces of Ukraine is not solved at present and is relevant. The aim of the study is to substantiate the mechanism of Adaptive Quality Management of training applicants for higher education with a doctor of Philosophy degree for the needs of the Armed Forces of Ukraine. The article analyzes the key experience of recent publications, which showed the interest of a wide scientific circle in the problems of applying adaptive management in the field of education and science. Along with this, researchers have different opinions about the vision of what adaptive management should be. As a result, there is no mechanism of adaptive management in the field of education and science, and even more so in the system of training applicants for higher education with the degree of Doctor of philosophy through adjunct and postgraduate studies. Based on the analysis, it is proposed to choose the basic mechanism of Adaptive Quality Management of training of applicants for higher education of the degree of Doctor of philosophy, which is implemented by a complex methodology for building an individual adaptive learning trajectory and developing the methodological culture of applicants for higher education of the degree of Doctor of philosophy, which includes a set of design methods: 1) a variable component of educational and scientific characteristics of applicants for a Scientific School; 2) a variable component of an optional educational and scientific program of a Scientific School; 3) monitoring and diagnostics of the methodological culture of applicants in the context of the general certification procedure. The listed methods of complex methodology are implemented in a scientific school, provided that the supervisor applies an improved model of scientific and methodological support for applicants for higher education with the degree of Doctor of philosophy. Thus, a scientific novelty is obtained, which consists in the fact that for the first time a mechanism for managing the quality of training applicants for higher education for the degree of Doctor of philosophy is proposed on the basis of adaptive management according to the PDCA scheme. The practical significance of the obtained scientific result made it possible to find out the mechanism of Adaptive Quality Management of methodological training of adjuncts and postgraduates. The presented study does not exhaust all aspects of this problem. The theoretical and practical results obtained in the course of scientific research form the basis for its further study in various aspects.

Abstract:
The subject of this research is the current state of the system of traditional medical system in China, Mongolia and Russia. The object of this research is the role of a doctor in development of the traditional medicine (Tibetan) in China, Mongolia and Russia. The authors conduct comparative analysis between the degree of integratedness of the doctor of traditional medicine into the general medical and scientific-educational environment of one or another country, and degree of their demand in practical health care. Special attention is given to the sources of biographical records on the doctors of Tibetan medicine in Old Mongolian and Chinese languages, as well as to the problem of the impact of sociocultural and normative legal environment upon personal becoming of the doctor of traditional medicine. The main conclusions consist in determination of commonality of religious beliefs and the method of acquisition of knowledge on Tibetan medicine in the context of Buddhist philosophy, as well as the fact that traditional Tibetan medicine is interrelated with Buddhism, in which the system of the so-called “direct transfer” of knowledge from the teacher to a student has sacred and fundamental meaning in becoming of the healer monk. The authors' special contribution to the research is defined by introduction into the scientific discourse of previously unpublished records on the doctors of Tibetan medicine in China, Mongolia and Russia. The novelty consists in conducting the analysis of factors that unite the doctors of Tibetan medicine in China, Mongolia and Russia, as well as in reveling the commonality of religious beliefs and method of acquisition of knowledge of Tibetan medicine in the context of Buddhist philosophy.

Divergenza 2013 - for large orchestra 33.12 Total time 91.03 Other musical examples (not part of the portfolio) Sette archi spezzati 2013 - for small ensemble 5.28 This portfolio has three principal themes. The first, explored with the discussion of Ubi Caritas and the (2010) String Quartet, concerns the interpretation of harmony; that is harmony, plainly being the vertical component in music but having an inbuilt propensity for horizontal movement, including line and counterpoint. In echoes of Poems & Prose, there is a disregard for any horizontal reasoning, harmony is constrained to the point of isolation and focus fundamentally shifts to the chord as 'object'. I consider this 'objective' sense in detail, in subsequent music in this portfolio. A second theme hinges on a discussion of 'musical material' (the term devised by Theodor Adorno); this considered alongside Samuel Beckett's description of a relationship, between 'mess and confusion' (Beckett's terms for material) and the 'form' that contains it. In Echoes of Poems & Prose, I consider material explicitly, in particular the singular sound. With Fountains and Stato di Cambiamento control of the sounds and their overall architecture become increasingly obscure, with issues around form, substantively re-defining the compositional process. A third theme is the consideration of aspects of structure, which become of particular significance in the final pieces Triptych and Divergenza (the term 'structure' being as defined by John Cage). In Triptych, exploration is made of a confining form into which structural material grows; material that yields intensely colourful musical moments. In the final piece Divergenza, the Fibonacci sequence applies a vice-like grip on the material, but as I remove the conceptual dependence on this sequence, the music's intrinsic characteristics of rhythm and character grow to become of central importance.

This article analyzes research and teaching quality of the faculty members of the Department of Business Economics of “Universitat de les Illes Balears” (UIB) depending on the origin of their Doctor degree (local or external). This department changed the recruitment policy, from the traditional policy of hiring the own doctorate students to the policy of hiring doctorate students from other universities. Faculty members with an external Doctor degree were recruited mainly in the Spanish Job Market, most of them obtained the Doctor degree in a high-quality doctorate program, and were focused on research. Taking into account several control variables, such as age and specialization area, we obtain that faculty members with external Doctor degree show statistically significant better research quality indicators, and present no significant differences in teaching quality indicators than faculty members with a UIB Doctor degree. Therefore, we conclude that the recruitment policy of the department increased research quality without hurting teaching quality. This represents an indirect analysis of the relationship between research and teaching quality, showing a strategy to improve one without hurting the other. However, when we analyze the direct relationship between research and teaching quality we obtain some weak evidence of a negative relationship.

Current seismic design philosophy used worldwide tolerates a degree of damage at locations predefined by the designer, as long as a complete structural collapse is precluded. By accepting plastic deformations, the maximum acceptable forces can be controlled and construction costs can be reduced. Major earthquakes, e.g. the Canterbury earthquakes, showed that well-designed structures behave as anticipated. The joints suffered plastic deformation as the designer intended, while the occupants remained alive. Repair costs, however, were often high. Costs also accrue because, post-earthquake, the infrastructure is no longer fit for purpose. These costs are very difficult to predict. Low-damage seismic design, in contrast, can be achieved by activating rigid-like body movement of structural members. Development of forces resulting from structural local deformation can then be prevented. Consequently, associated damage to structural members can be avoided. Recent research outcomes at the University of Auckland Centre for Earthquake Engineering Research will be presented.

Abstract Recently, cyclorotors, utilizing lift rather than buoyancy forces for energy extraction, have been proposed and inherit many of the appealing features characteristic of modern wind turbines. In particular, the ability to spill energy though foil pitching allows the device to remain at rated power despite significant variations in input power level, while additional cyclorotor features, including variable submergence depth and rotor radius, also permit a significant degree of modulation of the device structure, and energy absorption characteristics, offering considerable flexibility. These configuration flexibilities, in addition to torque control of the rotor/generator shaft (also characteristic of wind turbines) offers the control engineer considerable freedom in adjusting the device characteristics to maximise the effectiveness of the device in capturing wave power, while maintaining structural integrity and minimizing harmful stresses on system components. However, such flexibility also provides a significant challenge in the form of a multivariable control problem for a system described by significantly nonlinear hydrodynamics. This paper describes a proposed hierarchical control system for a cyclorotor wave energy device, utilizing submergence depth, rotor radius, foil pitch angles, and shaft torque as control inputs. The hierarchy involves the separation of the control actuators into two classes: structural (or slow) control effectors, and wave-by-wave (or fast) control effectors. In particular, the paper will examine the interaction between the two levels of the control hierarchy and the need, if any, for simultaneous optimisation of the control parameters at both levels.

The article is an overview of the journalism – PR – advertising relationship at the terminological, empirical-analytical and practical levels. It traces the state of the discussion of these correlations in the post-soviet media such as Ukraine. The study describes that domesticating the importance of the appropriate partnership between the three communication technologies. The thesis is that journalism, advertising and PR create a mutual connection that takes place in an atmosphere of PR and advertising permissiveness and deepens with the development of digitalization, Social network development. The present research is based on a comprehensive approach. The inductive and deductive methods are adopted to discuss theoretical materials, and the interdisciplinary research method is used to detect PR-specific features as a philosophy of a new journalism project. The interpretive approach, usually employed to analyze media text as a complex synthetic structure, was also taken into consideration. The analytical method application identified the modern means of substantiating the ideological, esthetical and informative value of brand journalism and spin doctor. The innovative character of modern media as a behavioral strategy in the advertising and PR industry consists in the fact that it is a form of creative production and behavior rather than adapting a specific communication situation. The article examines the main directions of contemporary interactions between PR, advertising and journalism as a media content creation. In this context, it is asserted that advertising, journalism and PR activities can contribute to the creation of media content. At some point, good media content is achieved not only as a result of this competition but also from the correlation between PR, advertising and journalism.

It is most unlikely that adjusting to a 1.5 to 2 degree hotter world is possible within the prevailing political and economic norms of our times. In our post-capitalist times we need to modify modern technological market “liberalism” (which has become, actually, techno-feudalism). If we do not modify our present norms, the collapse of the natural means of power and privilege native to our present world order makes it almost inevitable that democratic liberalism will devolve further into a distinctly anti-liberal species of techno-tyranny. To avoid such a dystopian future, this paper explores how we might re-imagine our global politico-economic norms without embracing techno-tyranny. The argument put forward is that modern liberalism makes the means of personal wealth accumulation and private freedom, the end of public life. This confusion of means with ends implies, ironically, that if our means become unviable, we have no way of aiming at valuable human ends by different means. We have a culturally assumed faulty teleology in political economics and in our philosophy of technology. A revised form of Aristotle’s teleology is proposed whereby an understanding of common human flourishing defines human ends, and where a range of new means could then be pursued to achieve that end, respecting the natural limitations on means that are now upon us.

As a student undertaking a Longitudinal Integrated Clerkship (LIC)1 based in a GP practice in a rural community in the North of Scotland, I have been lucky to be given responsibility and my own clinic lists. Every day I conduct consultations that change my practice: the challenge of clinically applying the theory I have studied, controlling a consultation and efficiently exploring a patient's problems, empathising with and empowering them to play a part in their own care2 – and most difficult I feel – dealing with the vast amount of uncertainty that medicine, and particularly primary care, presents to both clinician and patient. I initially consulted with a lady in her 60s who attended with her husband, complaining of severe lower back pain who was very difficult to assess due to her pain level. Her husband was understandably concerned about the degree of pain she was in. After assessment and discussion with one of the GPs, we agreed some pain relief and a physio assessment in the next few days would be a practical plan. The patient had one red flag, some leg weakness and numbness, which was her ‘normal’ on account of her multiple sclerosis. At the physio assessment a few days later, the physio felt things were worse and some urgent bloods were ordered, unfortunately finding raised cancer and inflammatory markers. A CT scan of the lung found widespread cancer, a later CT of the head after some developing some acute confusion found brain metastases, and a week and a half after presenting to me, the patient sadly died in hospital. While that was all impactful enough on me, it was the follow-up appointment with the husband who attended on the last triage slot of the evening two weeks later that I found completely altered my understanding of grief and the mourning of a loved one. The husband had asked to speak to a Andrew MacFarlane Year 3 ScotGEM Medical Student 2 doctor just to talk about what had happened to his wife. The GP decided that it would be better if he came into the practice - strictly he probably should have been consulted with over the phone due to coronavirus restrictions - but he was asked what he would prefer and he opted to come in. I sat in on the consultation, I had been helping with any examinations the triage doctor needed and I recognised that this was the husband of the lady I had seen a few weeks earlier. He came in and sat down, head lowered, hands fiddling with the zip on his jacket, trying to find what to say. The GP sat, turned so that they were opposite each other with no desk between them - I was seated off to the side, an onlooker, but acknowledged by the patient with a kind nod when he entered the room. The GP asked gently, “How are you doing?” and roughly 30 seconds passed (a long time in a conversation) before the patient spoke. “I just really miss her…” he whispered with great effort, “I don’t understand how this all happened.” Over the next 45 minutes, he spoke about his wife, how much pain she had been in, the rapid deterioration he witnessed, the cancer being found, and cruelly how she had passed away after he had gone home to get some rest after being by her bedside all day in the hospital. He talked about how they had met, how much he missed her, how empty the house felt without her, and asking himself and us how he was meant to move forward with his life. He had a lot of questions for us, and for himself. Had we missed anything – had he missed anything? The GP really just listened for almost the whole consultation, speaking to him gently, reassuring him that this wasn’t his or anyone’s fault. She stated that this was an awful time for him and that what he was feeling was entirely normal and something we will all universally go through. She emphasised that while it wasn’t helpful at the moment, that things would get better over time.3 He was really glad I was there – having shared a consultation with his wife and I – he thanked me emphatically even though I felt like I hadn’t really helped at all. After some tears, frequent moments of silence and a lot of questions, he left having gotten a lot off his chest. “You just have to listen to people, be there for them as they go through things, and answer their questions as best you can” urged my GP as we discussed the case when the patient left. Almost all family caregivers contact their GP with regards to grief and this consultation really made me realise how important an aspect of my practice it will be in the future.4 It has also made me reflect on the emphasis on undergraduate teaching around ‘breaking bad news’ to patients, but nothing taught about when patients are in the process of grieving further down the line.5 The skill Andrew MacFarlane Year 3 ScotGEM Medical Student 3 required to manage a grieving patient is not one limited to general practice. Patients may grieve the loss of function from acute trauma through to chronic illness in all specialties of medicine - in addition to ‘traditional’ grief from loss of family or friends.6 There wasn’t anything ‘medical’ in the consultation, but I came away from it with a real sense of purpose as to why this career is such a privilege. We look after patients so they can spend as much quality time as they are given with their loved ones, and their loved ones are the ones we care for after they are gone. We as doctors are the constant, and we have to meet patients with compassion at their most difficult times – because it is as much a part of the job as the knowledge and the science – and it is the part of us that patients will remember long after they leave our clinic room.
