This article by Robert Lankester is written to provide insight for a wide range of knowledge professionals (in fact anyone curious about document automation), from those for whom it is a new concept to the experienced document automation specialist. First is a discussion of what document automation is (and is not), and the benefits for knowledge management (KM). The main focus of the article is guidance on project implementation, with a specific focus on resourcing. Specific tips for preparing a document for automation and alternative project ideas are included. The article concludes that document automation is a powerful tool for internal knowledge development, enabling deeper collaboration with clients and changing the way legal services are delivered. Abstract:
The main goal of this project is to create a corpus of documents from the «Mikhailovsky stanichny ataman» archival fund. The methods of corpus linguistics seem to be the most optimal in this case, since they involve the processing of a large number of texts in order to solve a wide variety of linguistic problems. Our group joined the team of philologists to provide the technical and software part of the project. The main task for us is to create a document corpus engine, that is, software that solves the tasks of storing a database of marked-up texts, executing queries to this database, and also providing users with a convenient interface for work that does not require special qualifications in the field of information technology. However, it is necessary to prepare documents for inclusion in the corpus: all texts must undergo special markup. There are many types of markup, and in the previous publications [6; 9] our group has already described the solution to the problem of morphological tagging. This article is about meta tagging. Meta tagging refers to the assignment of certain descriptive attributes to text. In the case of office documents, these are such parameters as the type of document (genre), author (compiler), addressee, date and place of creation. Meta tagging is necessary for the implementation of the corpus search features, so that the researchers can receive text samples with specified external parameters: for example, texts of a certain type, created at a certain period, addressed to a certain addressee, etc. The archives of the «Mikhailovsky stanichny ataman» fund mainly contain documents from the Chanceries of the Don Army from the mid-18th to the first third of the 19th century, that’s why there are not so many varieties of these documents. Moreover, these are mostly official documents, and they were written up according to certain templates, forms, the parameters of which can be relatively easily extracted from documents through preliminary analysis. This work is also carried out by the team of philologists from VolSU under the guidance of Professor O.A. Gorban. The result of their systematization of documents was the description of special speech markers of genre parameters for all document types in the archive. Thus, in our case, there is no need for heavy methods of statistical analysis or machine learning, it is enough to search for certain markers in the document. Moreover, the main marker in all reviewed documents is a direct indication of their type. Other markers are auxiliary elements of meta tagging. The paper is devoted to the description of the created application for determining the type of a document and its meta tagging by searching the text for certain regular expressions derived from the markers.

Studying firm-level adjustments is important for understanding the economic effects of workplace automation. So far, emerging firm-level evidence is focused on robotics and the manufacturing sector. In this paper, we document that the adoption of automation technologies extends beyond manufacturing firms. We identify firm-level automation events and show that automating firms experience faster employment and revenue growth than do nonautomating firms. However, around automation events themselves, employment growth slows markedly. Notably, we find that these effects are similar for manufacturing and nonmanufacturing firms, suggesting that an increasing diffusion of automation technology has important consequences for firms and their workers.

Currently, an electronic document management system has been widely implemented in the practice of tax authorities, which allows you to reduce time and labor costs for processing and preparing documents; to provide operational services to the population; to ensure the availability and openness of information to the public about the activities of tax authorities, as well as services provided by tax authorities; to reduce the cost of interaction between the population and tax authorities. However, despite the automation of office work, a number of unresolved problems remains in the field of document management of tax authorities.The relevance of this study is that the main problems of the tax authorities are a large number of routine manual operations performed by employees, as well as a large volume of incoming documents that are received by the tax authorities. The creation of documents, as well as their storage, transmission and search for such documents require significant labor, time and financial costs. That is why recently tax inspections have been working on a comprehensive automation of the inspection’s activities by introducing a system for processing and accounting documents, which will allow you after a while to abandon documents and information presented on paper.The study analyses the electronic document management systems used in the practice of public administration, describes the advantages and disadvantages of each system. The paper also analyses the features of the document management process in the tax authorities. Based on the conducted research, the authors propose the introduction of a modern domestic system built on the “Logic of SED”-platform. This system is aimed at improving the efficiency of work in various areas of joint activity of employees of the organization in terms of automation of project document flow and the possibility of collective work.

Abstract:
The paper discusses approach to automating the processes of monitoring and editing standard sections in a document of a university teacher in streaming mode. As a toolkit for solving the problem, it is proposed to use the Python programming language with the connection of the python-docx and pandas libraries. Despite the fact that the projected automation tools are focused on a specific task to control documents of a university teacher, the development of the concept of their construction is carried out with an abstraction from the type of documentation. The set of functions may vary depending on the problem being solved. As a result of work on the creation of tools for automating the control of the correctness of typical sections of a university teachers document, a framework of an open software environment for streaming verification of typical sections of documents in the Python language was designed, capable of adapting to the required verification tasks. The project is currently implemented for autonomous operation in Windows OS, it is also expected to be implemented as a web application. For active use in practice for specific tasks, the development of appropriate script packages is required. The main purpose of the development is to release human resources from the routine process of document control and direct it to the implementation of the employees creative ideas.

Abstract:
The research is carried out in line with the current problems of modern document linguistics, related to the study of formation peculiarities, design and functioning of new types of documents. It is shown that currently there is a change in the structure of the document in two directions: the unification of the document form and the creation of documents without a clear structure. The concept of "interactive document" is introduced. It refers to a form of hypertext representation, a special material structure (code, program, existing in an electronic environment) created by a person to store and transmit information in space and time, adapted for reading the text (as a logical or associative sequence of speech or non-speech signs). The types of interactive documents (business portal, business website, paper work automation and electronic document management program) are identified. The specifics of the material carrier and the information component of the interactive document are characterized. It is shown that non-rigid structure is characteristic of interactive documents. It is established that information in interactive documents is transmitted through verbal and nonverbal components. The terminological richness of the verbal component of an interactive document and the tendency to move from official to less formal communication in an electronic environment, regardless of the business situation, are revealed. The classification of nonverbal features is developed. It is stated that they are more diverse in comparison with traditional hard copies.

The methods of creating automation tools in the general and analytical process and improving their efficiency are carried out in terms of brief comments on construction and creation and improving their efficiency. Electronic record keeping systems are considered. The creation of automated electronic document management systems and a comparative analysis of these processes are presented. Methods of analysis, synthesis and study of technical documentation electronic document flow are formalized. A graphical model of the electronic document management of technical documents is synthesized. The developed model considers the division of document flows into a set of participants, processes and situations. It is recommended to use a set of matrices to determine the form of presentation of the workflow of technical documentation. Based on the apparatus of graph theory, a method of creating an electronic document management model of technical documents are developed.

<p>The optical character recognition has been used in many applications such as dictionary generation, customer billing system, banking and postal automation, and library automation etc. The bilingual OCR system to make uni-lingual script helps us to reduce the requirement of two different OCR systems into a single OCR system for recognition of two different languages. This type of globalization helps the universal users of any language can read the text documents in their self-language if the bilingual documents are converted into uni-lingual document. In this paper, the image which contains printed Tamil and European numerals has been recognized using common OCR System and the Tamil numerals are converted into European numerals to globalize the document from a bilingual script into a uni-lingual document. The main objective of the work is to bring out the single numeral (European numerals) text document from the input image with two different numerals (Tamil and European Numerals). The Kohonen’s self-organizing map (SOM) based recognition system has been used for recognizing the numerals and recognized characters in bilingual numerals (Tamil and European Numerals) form are converted into Uni-lingual form (European numerals). This paper also discusses the various approaches used for OCR.</p>

Every day thousands of forms are filled out and submitted across the world, in banks, post offices, government organizations, educational institutions etc. These include electronic forms as well as physical forms. All of these forms irrespective of their origin are at some stage made digital and stored electronically to address issues of physical storage, form degradation and data accessibility. Document layout analysis is a basic step in converting document images into electronic form. This conversion is laborious and can be made more efficient (in terms of throughput and human resource) by automating most of the conversion process using document layout analysis techniques. Document classification is an important step in Office Automation, Digital Libraries, and other document image analysis applications. Physical forms require human supervision for any operations done on the form. Digitization of these forms reduces human resources, also reduces any human redundancy involved with the operation on the physical forms. This paper addresses the initial stage of this automation, namely, bank form classification and decipherment of fields. The former recognizes the type of the bank form and the latter extracts regions of useful data from the classified bank form. The proposed work aims to provide accurate bank form classification along with noise removal, skew detection and correction, finally layout analysis is carried out to extract fields like name, address, signature from the classified forms.

A choice of a suitable document management automation system often becomes a highly complicated task. Such systems are currently available in big variety. Apart from that, each enterprise has its own specifics, while small and medium-sized scientific & engineering enterprises have also a wide range of small-scale orders. The purpose of the article is to demonstrate a reasonable approach to the choice of a document management system to be efficient for a particular enterprise. The expediency is showed for creating a uniform information space for data exchange at a scientific & engineering enterprise. The author proposes modelling methods and algorithms enabling to decrease the number of generated documents and resources consumed for generation thereof. UML diagrams of the uniform information space have been described. Modelling of local document flows of enterprises has been performed with the help of Petri net: a conclusion has been made on multiplicity and increase in the number of documents in each cycle of the production process. Introduction of the PDM system has been supported and one of the stages of creation of the uniform information space has been described: it is possible to track in real time mode the timelines for execution of documents, ready-made documents and to make the necessary managerial decisions, thereby improving efficiency of the workflow and production process. The authors has demonstrated the implementation of the developed methods and models for a medium-sized scientific & production enterprise in real practice and has provided recommendations on introduction of document management automation systems at such enterprises.

Purpose – The purpose of this paper is to describe how systems automating the local document supply process (such as integrated library systems and ILL management systems) can be integrated with systems automating regional document requesting (interlending). This is illustrated with a case study of DocFlow, an ILL management system developed in-house at Karolinska Institutet and its integration with Libris, the national interlending system in Sweden. Design/methodology/approach – The present paper describes how system integration between Libris and DocFlow was accomplished in practice. It also discusses various aspects of integration between systems offering automation of document supply. Findings – Integration between local document supply workflows and regional document request flows may involve techniques such as import of outgoing and incoming interlending requests, synchronization of status values between systems, exchange of messages between systems and quick links to the native interfaces of external systems. Practical implications – The paper brings up various aspects to consider when developing or procuring a system for the local management of ILL workflows. Originality/value – The paper may provide a deeper understanding of system integration, as it applies to the document supply process.

The production of scientific and technical products is one of the most promising areas in terms of implementation of automation systems. The information system «Document management of scientific and technical product deliveries» is a set of unique resources that provides each of the participants with the opportunity to operate a single database of electronic documents and data in accordance with their respective access rights. The aim of the study was to assess the experience of practical application of the automated information system «Document management of scientific and technical product deliveries» and its role in the optimisation of the organisation’s activities. The article discusses the main results of the information system application for data storage and data management enabling the marketing of scientific and technical products. The paper provides a general assessment of how the software product helps meet the requirements for monitoring the production timeframe, automate the drafting and approval of work-related and financial documentation. It describes the process of electronic document exchange using the capabilities of CALS/PLM technologies. The paper illustrates the need to use the automated document flow for production and marketing of samples of pathogenic microorganism strains, certified reference standards for commercial enterprises, non-periodical publications. It outlines the prospects for further optimisation of channels of communication with external customers, and electronic exchange of documents. The benefits from the use of this system help reduce the time spent by managers and employees on the compilation of packages of documents and on the preparation of applications — by automating routine manipulations in processing incoming information and documents received as annexes to applications and requests. This information system was analysed to illustrate the benefits of digital technologies.

Some ancient documents in Indonesia are written in the Javanese script. Those documents contain the knowledge of history and culture of Indonesia, especially about Java. However, only a few people understand the Javanese script. Thus, the automation system is needed to translate the document written in the Javanese script. In this study, the researchers use the classification method to recognize the Javanese script written in the document. The method used is the Multiclass Support Vector Machine (SVM) using One Against One (OAO) strategy. The researchers use seven variations of Javanese script from the different document for this study. There are 31 classes and 182 data for training and testing data. The result shows good performance in the evaluation. The recognition system successfully resolves the problem of color variation from the dataset. The accuracy of the study is 81.3%.

Background: In 2013, we presented a study entitled “Multimodal document management in radiotherapy”, demonstrating the excellent routine performance of the system about four years after its initiation by evaluating a sample of n=500 documents. During this time the system saw additional developments and significant improvements: the most important innovative step being the automatic document processing. This has been completely reworked, to minimize staff-machine interaction, to increase processing speed and to further simplify the overall document handling. This improved system has been running practically without any problems for several months. Methods: While reworking the automatic document processing, we have developed algorithms that allow us to transfer documents with varying type, within a single scanning procedure, into our departmental system. The system identifies and corrects for any arbitrary order or rotation of scanned pages. Finally, after the transfer into the departmental system, all documents are in the correct order and they are automatically linked to the respective patient record. Results: According to our surveys, the error rate of the system, as in the previous version, is 0%. Compared to manual scanning and mapping of documents, we can quantify a 30-fold increase in the processing speed. In spite of these additional and elaborate processes, code optimizations yielded a processing speed increase of 20%. Pre-sorting of the documents (e.g., medical reports, or documents of informed consents) can be completely dispensed with the automated correction for jumbled documents or document rotations. In this manner 25,000 documents are automatically processed each year in the Department of Radiation Oncology at the University of Freiburg. Conclusion: With the methods presented in this study, and some additional bug fixes, and small improvements, automatic document processing of our departmental system was significantly improved without compromising the error rate. A measurement program was designed to assess benefits derived from the pilot implementation of an office automation system at the Westinghouse Nuclear Fuel Division. The system featured IBM PROFS, graphics software, and computation software hosted on an IBM mainframe computer. Managers, engineers, and secretaries were included in the test group (N = 40) and control group (N = 30) to ensure that each group accurately represented NFD. Measurement tools included an attitude survey and document evaluation logs, which were distributed to the test and control groups before and after the system was installed. In addition, a user evaluation survey was distributed to only the test group after they had had access to the system for five months. Although usage of the system was moderate, benefits were identified for activities associated with document preparation and distribution, message sending, calendar use, and computations. These benefits encouraged management to proceed with full scale implementation of the office automation system.

With the growth of textual data, techniques are necessary for their selection and organization. The organization of textual documents belonging to specialized languages relies mainly on information reflecting the subject domain, the genre of the document and its communication level. This paper aims to distinguish different levels of specialized documents: scientific documents and popular science documents. Identifying the communication level of a document requires a modality analysis that characterizes the relationship between the author and the content. In this paper, we investigate the relevancy of two modality theories defined for general language in order to characterize texts in the medical field. Furthermore, we compare these theories with respect to their multilingual adaptation working on French and Japanese. We show that the automation of both theories using specific features is possible, but because of paucity and ambiguity problems, only one is fully operational and scales efficiently.

For testing this developed software, they derive test cases from natural language requirements and then do the testing process to find the bugs. The dynamic records management of goods import notification documents is an essential activity in storing data on goods entering Indonesia. The Main Service Office for Customs and Excise Type A Tanjung Priok as a government agency is obliged to record incoming goods as trade data. This study aimed to determine the dynamic records management of imported goods notification (PIB) documents on customs activities for the success of dwelling time at the Main Service Office for Customs and Excise Type A Tanjung Priok. The research method used a case study through a qualitative approach. Data collection techniques used were observation, interviews, and document study. The results showed the process of recording imported goods document notifications through the process of creating and receiving import documents began from the delivery of imported goods document notification (PIB) to the Customs Office. Submitting of the notifications was through the Electronic Data Exchange (PDE) system to the determination of the document path for 4 minutes. The organization process of notification documents for imported goods goes through 5 stages, namely, distribution of documents, the process of completing customs administration of imported goods documents, storing the processed documents, rediscovering documents, and maintaining imported goods documents. The process of dissemination at the Customs and Excise agency itself is inseparable from a system called Customs-Excise Integrated System and Automation (CEISA). The system is an integrated system of all Directorate General Customs and Excise services to all public service users. Their can access this system without limited space and place.

Dance is an art and when technology meets this kind of art, it is a novel attempt in itself. Many researchers have attempted to automate several aspects of dance, right from dance notation to choreography; from dance capturing to dance generation. We define and illustrate the concept of ‘Dance Automation’ in this paper. Furthermore, we have encountered several applications of dance automation like e-learning, heritage preservation, medical therapy, etc. Despite decades of continuous attempts by many researchers in various styles of dance all round the world, we found a review paper that portrays the research status in this area of ‘dance and computers’ dating to 1990 (Leonardo 1990 Computers and dance: A bibliography , pp. 87–90). Hence, we decided to compose a comprehensive review article that showcases several aspects of dance automation and document contributions of researchers in marrying creativity with logic. This paper is an attempt to review research work reported in the literature, categorize and group significant research work completed in a span of 1967–2020 in the field of automating dance. We have explicitly identified six major categories corresponding to the use of computers in dance automation, namely, dance representation, dance capturing, dance semantics, dance generation, dance processing approaches and applications of dance automation systems. We classified several research papers under these categories according to their research approach and functionality. With the help of proposed categories and subcategories, one can easily determine the state of research and the new avenues left for exploration in the field of dance automation.

Document image processing has become an increasingly important technology in the automation of office documentation tasks. Automatic document scanners such as text readers and OCR (Optical Character Recognition) systems are an essential component of systems capable of those tasks. One of the problems in this field is that the document to be read is not always placed correctly on a flat-bed scanner. This means that the document may be skewed on the scanner bed, resulting in a skewed image. This skew has a detrimental effect on document analysis, document understanding, and character segmentation and recognition. Consequently, detecting the skew of a document image and correcting it are important issues in realizing a practical document reader. This paper presents the use of analyzing the connected components extracted from the binary image of a document page. Such an analysis provides a lot of useful information, and will be used to perform skew correction, segmentation and classification of the document. Moreover, we describe two new algorithms — one for skew detection and one for skew correction. The new skew correction algorithm we propose has been shown to be fast and accurate, with run times averaging under 1.5 CPU seconds and 30 seconds real time to calculate the angle on a 5000/20 DEC workstation. Experiments on over 100 pages show that the method works well on a wide variety of layouts, including sparse textual regions, mixed fonts, multiple columns, and even for documents with a high graphical content.

This article presents an investigation of corpus-based methods for the automation of help-desk e-mail responses. Specifically, we investigate this problem along two operational dimensions: (1) information-gathering technique, and (2) granularity of the information. We consider two information-gathering techniques (retrieval and prediction) applied to information represented at two levels of granularity (document-level and sentence-level). Document-level methods correspond to the reuse of an existing response e-mail to address new requests. Sentence-level methods correspond to applying extractive multi-document summarization techniques to collate units of information from more than one e-mail. Evaluation of the performance of the different methods shows that in combination they are able to successfully automate the generation of responses for a substantial portion of e-mail requests in our corpus. We also investigate a meta-selection process that learns to choose one method to address a new inquiry e-mail, thus providing a unified response automation solution.

This study presents the general results obtained during the automation of document management (workflow of documents) in university based on a management information system of Khujand Polytechnic institute of Tajik technical university (KPITTU). It is described the functionality of the system based on the conceptual document management scheme at the university. It is given the descriptions of the proposed multi-module system architecture with a brief description of each module. The main tasks pursued by the management information system are considered: ensuring effective management and transparency of the organization activity at all levels, information storage, data management and access regulation, formalization of the activities of each employee, optimization of business processes, saving of resources by reducing the cost of managing paper records. Optimization of educational processes and decision making for university management is analysed. Determining the efficiency from embedding automation in KPITTU is given.

The paper provides the description of the add-on to the stemming tool MyStem by I. Segalovich. We designe the application to add the MyStem a convenient graphical interface that is easy to learn and intuitive for users who do not specialize in information technology. It turned out that MyStem correctly processes outdated vocabulary if it is passed into the program using modern Cyrillic. In addition to the convenient interface, our program has the option to work with the outdated Cyrillic alphabet, when turned on, for instance, the letters zelo and omega are being replaced by «ks» and «o» respectively, and only then the text is transferring for analysis to MyStem, and then the characters are being replaced back in the processed document. So our add-on intercepts the output of the MyStem tool, reformatts and analyzes it in a special way. In addition, the application has functionality for removing homonyms manually if the program was not correct with automatic tagging the morphological characteristics of a word. The main purpose of this application is to prepare the morphological tagging of documents of the archival fund «Mikhailovsky Stanichny Ataman» to create a linguistic corpus. During the work on the application, we solved the problem with the correct processing of texts containing outdated Cyrillic characters. To implement the functional and user-friendly graphical interface, we use the JavaFX platform (OpenJFX).

Since mid-2018, we have used a suite of artificial intelligence (AI) technologies to automatically generate the Association for the Advancement of Artificial Intelligence’s AI-Alert, a weekly email sent to all Association for the Advancement of Artificial Intelligence members and thousands of other subscribers. This alert contains ten news stories from around the web that focus on some aspect of AI, such as new AI inventions, AI’s use in various industries, and AI’s impacts in our daily lives. This alert was curated by-hand for a decade before we developed AI technology for automation, which we call “NewsFinder.” Recently, we redesigned this automation and ran a six-month experiment on user engagement to ensure the new approach was successful. This article documents our design considerations and requirements, our implementation (which involves web crawling, document classification, and a genetic algorithm for story selection), and our reflections after a year and a half since deploying this technology.

In this article, the subject of research is the sub-process of controlling the assignment of requisites to the electronic document of the process of registration and preparation of completed electronic documents for transfer to archival storage in the electronic document management system. The aim of the research is to develop a method for automatic control of the assignment of details to a completed electronic document. In the course of the study, the requirements of regulatory legal acts of federal executive bodies in the field of office work and archiving were analyzed, in terms of the registration of electronic files and their preparation for transfer to archival storage, scientific publications covering the issues of automation of office work in electronic office systems. A functional model was built for the process of control of registration and preparation for the delivery of electronic files for archival storage using the IDEF 0 methodology in a model for performing the sub-process of assigning details to a completed electronic document of the process of controlling registration and preparation for the delivery of electronic documents using the theory of logic (predicate logic). A method has been developed for automatic control of the assignment of requisites to a completed electronic case, which can be used in the design of advanced electronic document management systems, as well as modernization of existing ones by creating software modules that implement the functions of automatic control of the registration of completed electronic cases. This method makes it possible to increase the efficiency of the process of preparing completed electronic files for transfer to archival storage.

The best practical examples from other industries can be applied to transportation logistics service by implementing CV. The article explores the features of electronic document management of technical documentation of railway automation and telemechanics. A block diagram of an automaton model of technical documentation is developed. The proposed block diagram of a formalized model of technical documentation consists of matrices of external microoperations, internal microoperations, code creation for the following microcomponents. The number of internal states of the firmware is completely determined by the number of logic elements of the algorithms. The size of the matrices depends on the number of operators and logical conditions in the logic circuits of the algorithms. In this paper, a non-maximal group of compatible elements of logic circuits of algorithms is used as a microcommand, which led to the simplification of the matrix of the circuit of the firmware automaton. In the considered method of forming the maximum groups of compatible elements of logic schemes of algorithms, micro operations included in each micro command are performed simultaneously in one microtact. The structure of the firmware of the machine is simplified due to the transition from simple to complex micro-ops.

309 Background: The Pharmacy and Therapeutics committee at a regional cancer center is responsible to report and trend existing adverse drug reactions. The electronic health record did not have an option to document the history of an event or have an alert function if a medication was re-ordered. The frequency of documented adverse drug reactions did not correlate to what was being observed on the units with the use of a paper document. Methods: InAugust 2010 a Lean Six Sigma project was initiated to improve adverse drug reaction reporting. An adverse drug reaction document along with standard work instructions was completed by March 2011. A report was built in the electronic health record and a computer based learning module was created and rolled out to clinical staff by October 2011. Results: The turn-around time in days to document an adverse drug reaction in the patients chart decreased from 6.8 days to 0.7 days. The documented adverse drug reactions increased by 37%; verified by the use of supportive medications. Conclusions: The root cause for under-reporting was attributed to lack of knowledge, process, and automation. The history of an adverse drug reaction can now be viewed and an automatic alert is produced requiring physician acknowledgement decreasing the chance of repeated discomfort or harm to the patient. Abstract:
The authors consider the problems, trends and consequences of automation of processes in various sectors of the economy, including industry. These activities are becoming more and more relevant in the current era of digitalization and the formation of the digital economy both abroad and in Russia. Currently in the process of automation, which includes robotics and automation of technological processes (production machines); development in the field of artificial intelligence; open systems (Blockchain); big data concept; software algorithms and systems (software); neural networks – it is not possible to adequately assess the consequences and possibilities of qualitative changes in the activities of enterprises in its implementation.The purpose of this research is to study the trends and consequences of the automation introduction and of the implementation of enterprise, industry and economy digitalization processes. Accordingly, the objectives of the research are: to identify the main directions and problems of the introduction of automation, to study the current state of the labor market in the world, to consider the Blockchain technology and its advantages in various fields.Methods of research. Dialectical method of scientific knowledge was applied in the research of the role of automation, the computational and analytical methods of observation, measurement, analysis and comparison of indicators characterizing unemployment in the world.Results. At the moment, the main problems of the implementation of automation are the institutional and legal norms, including the uncertainty of responsibility in the case of the event. In the process of economy and industry digitalization Blockchain technology is actively used – as one of the areas of automation and digitization tool of economic and technological processes. Blockchain remains an experimental technology – many problems of its use have not been solved yet. The uniqueness of the Blockchain lies in the immutability or irreversibility, which is guaranteed by the cryptographic protection system. The authors show that the new ways of using the technology are being developed: banks, payments and money transfers, cyber security, education, voting, car leasing and sale, network technologies and the Internet of things; insurance, forecasting, car sharing, document flow.Summary. On the basis of the conducted research, the authors propose to use Blockchain in the document flow in the Universities, where in particular, it is possible to solve the problem of the teaching staff and students reporting. By developing the system of authorization of the teaching staff reporting at the University on the basis of the Blockchain technology, it is possible to identify and verify qualitatively and to generate scientific reports faster within the structural units and Universities as a whole.

Abstract:
In this paper, we present a system towards Indian postal automation based on pin-code and city name recognition. Here, at first, using Run Length Smoothing Approach (RLSA), non-text blocks (postal stamp, postal seal, etc.) are detected and using positional information, Destination Address Block (DAB) is identified from postal documents. Next, lines and words of the DAB are segmented. In India, the address part of a postal document may be written by a combination of two scripts: Latin (English) and a local (State/region) script. It is very difficult to identify the script by which pin-code part is written. To overcome this problem on pin-code part, we have used a two-stage artificial neural network based general scheme to recognize pin-code numbers written in any of the two scripts. To identify the script by which a word/city name is written, we propose a water reservoir concept based feature. For recognition of city names, we propose an NSHP-HMM (Non-Symmetric Half Plane-Hidden Markov Model) based technique. At present, the accuracy of the proposed digit numeral recognition module is 93.14% while that of city name recognition scheme is 86.44%.
