Abstract:
With the daily increase in document flow, as well as the transition to paperless document management around the world, the demand for electronic document management systems is increasing. This significantly requires optimization of these systems in terms of quality document information retrieval and document management. However, research based on statistical methods cannot effectively handle large amounts of data extracted from electronic documents. In this regard, machine learning methods can effectively solve this problem. This paper presents an approach to building a model of an intelligent document management system using machine learning techniques to ensure efficient employee performance in organizations. The authors have solved a number of problems to optimize each of the document management subsystems, resulting in the development of an intelligent document management system model, which can be effectively applied to enterprises, government and corporate institutions. The feasibility and effectiveness of the proposed model of intelligent document management system based on machine learning and multi-agent modeling of information retrieval processes provides maximum reliability and reduced time of work on documents. The obtained results show that with the help of the presented model it is possible to further develop an intelligent document management system that will allow an electronic document to qualitatively go through the whole life cycle of a document, starting from the moment of document registration and finishing with its closing, i.e. execution, which will greatly facilitate the daily work of users with large volumes of documents. At the same time, the paper considers the application of topic modeling methods and algorithms of text analysis based on a multi-agent approach, which can be used to build an intelligent document management system.

Abstract:
Background: In 2013, we presented a study entitled “Multimodal document management in radiotherapy”, demonstrating the excellent routine performance of the system about four years after its initiation by evaluating a sample of n=500 documents. During this time the system saw additional developments and significant improvements: the most important innovative step being the automatic document processing. This has been completely reworked, to minimize staff-machine interaction, to increase processing speed and to further simplify the overall document handling. This improved system has been running practically without any problems for several months. Methods: While reworking the automatic document processing, we have developed algorithms that allow us to transfer documents with varying type, within a single scanning procedure, into our departmental system. The system identifies and corrects for any arbitrary order or rotation of scanned pages. Finally, after the transfer into the departmental system, all documents are in the correct order and they are automatically linked to the respective patient record. Results: According to our surveys, the error rate of the system, as in the previous version, is 0%. Compared to manual scanning and mapping of documents, we can quantify a 30-fold increase in the processing speed. In spite of these additional and elaborate processes, code optimizations yielded a processing speed increase of 20%. Pre-sorting of the documents (e.g., medical reports, or documents of informed consents) can be completely dispensed with the automated correction for jumbled documents or document rotations. In this manner 25,000 documents are automatically processed each year in the Department of Radiation Oncology at the University of Freiburg. Conclusion: With the methods presented in this study, and some additional bug fixes, and small improvements, automatic document processing of our departmental system was significantly improved without compromising the error rate. Currently, an electronic document management system has been widely implemented in the practice of tax authorities, which allows you to reduce time and labor costs for processing and preparing documents; to provide operational services to the population; to ensure the availability and openness of information to the public about the activities of tax authorities, as well as services provided by tax authorities; to reduce the cost of interaction between the population and tax authorities. However, despite the automation of office work, a number of unresolved problems remains in the field of document management of tax authorities.The relevance of this study is that the main problems of the tax authorities are a large number of routine manual operations performed by employees, as well as a large volume of incoming documents that are received by the tax authorities. The creation of documents, as well as their storage, transmission and search for such documents require significant labor, time and financial costs. That is why recently tax inspections have been working on a comprehensive automation of the inspection’s activities by introducing a system for processing and accounting documents, which will allow you after a while to abandon documents and information presented on paper.The study analyses the electronic document management systems used in the practice of public administration, describes the advantages and disadvantages of each system. The paper also analyses the features of the document management process in the tax authorities. Based on the conducted research, the authors propose the introduction of a modern domestic system built on the “Logic of SED”-platform. This system is aimed at improving the efficiency of work in various areas of joint activity of employees of the organization in terms of automation of project document flow and the possibility of collective work.

The article is based on methods of working with electronic documents, methods of searching, processing and storing information, methods of automating various office functions.Result. The potential advantages of electronic document management systems are identified, which are the improvement of documentary support for intra-organizational and external communications in order to improve the regulation and coordination of operational activities, mutual agreement and adjustment of management decisions.Conclusion. The widespread use of electronic document management systems will make it possible to distribute their functional content as an information environment for management, control and collective interaction. There are specifics of electronic documents, especially in terms of legal force, validity, storage methods, use of open forms and recording standards for the exchange of electronic documents. At the same time, the legal justification for certifying the authenticity of electronic documents using an electronic digital signature or using a system of contracts between participants in an electronic exchange is of great importance. Electronic documents have a physical and logical structure that do not coincide with previous ideas about a document as a rigid, unchanging structure of information and its carrier.

Abstract:
Manually verifying the authenticity of the physical documents (personal identity card, certificates, passports, legal documents) increases the administrative overhead and takes a lot of time. Later image processing techniques were used. But most of the image processing based forgery document detection methods are less accurate. To improve the accuracy, this paper proposes an automatic document verification model using Convolutional Neural Networks (CNN). Furthermore, we use Optical Character Recognition (OCR) and Linear Binary Pattern (LBP) to extract the textual information and regional edges from the documents. Later, Oriented fast and Rotated Brief (ORB) is used to extract the images from the scanned documents. To train the CNN, MIDV-500 dataset of 256 Azerbaijani passport images, each with the size of 1040*744 pixels is taken. The proposed CNN model uses sliding window operations layers to evaluate the authenticity. The proposed model analyzes both the textual authenticity and image (seal, stamp and hologram) authenticity of the scanned document. The experimental analysis is carried out on the TensorFlow using python programming language. The results derived from the proposed CNN based forgery detection model is compared with existing models and the results are promising to implement on the real time applications

In this paper, we construct a web-based document life-cycle management model. The model manages documents which consist of the institute library from their creation to the archive state. For an online office system, we aim at solving three issues: network delay, version storage problems and deletion strategy. To solve network delay, we propose both local and online document synchronized editing model. In addition, we combine the longest recursive chain with recursive chain time to optimize the system response time. In order to optimize documents to be deleted, we propose a two-step optimized method. In the performance test, the effectiveness of the method is confirmed to solve the issues of documents management.

Oleh karena itu, DMS mencoba mendukung proses bisnis GUP ini dengan menyediakan media koordinasi antar unit dalam mengelola berkas maupun dokumen elektronik secara online untuk meminimalisir kecelakaan ataupun hilangnya berkas. Metode pengembangan sistem yang digunakan adalah Scrum dengan Unified Modeling Language (UML) sebagai tools perancangan sistem. Sistem dibangun menggunakan PHP dan MySQL. The evolving digitization use the document structure algorithm to add value tailored its services to develop as solution that improve that document flow of one university in Manila. The electronic document has the structure that can be partitioned in an order level and hierarchy pf physical elements and use the indexing to manage the document information. Documents are the most important source of knowledge and experience for any institution. Today, universities produce and use many documents in several types. These documents are paper or digital trails generated to coordinate and cooperate. Producing, sharing, copying, and archiving documents in a specific and strict document format. These documents are also needed for future decision-making based on analytics over historic data. Document Management System is a process or activity that starts from the making, receiving, collecting, organizing, controlling, maintaining, and storing. With this research, the documents from the creation, distribution, approval, modification, accessibility, recovery, storage, the printing of copies are controlled in one place. The system was developed to manage and create a centralized repository of documents. These documents can be retrieved and can be tracked online at anytime and anywhere.

Document Management System is a concept of planning and managing a document in various activities simultaneously, which one of common activity is publication from before the conference starts to after the conference finished. Pre-conference activities include the process of registering a conference, the admin process of verifying the registered conference, until the conference has been published. In this case, user experience (UX) orientation and paradigm was investigated through the simplified RMS (Recognize, Materialize and Scrutinize) design approach by generating the prototype with the usability criteria and aspects to comply with the user demand as the critical factors and trigger for comprehensive execution. The EzDesk application is an application designed to assist users in registering conferences and verifying conference registration documents. There are 2 actors, primarily in this module, which are chair as the conference organizer and the admin plays a role in conference verification. To verify a conference to be held, the admin must check the required documents for holding a conference. After going through the verification stage, a conference can be distributed via visualization on the main page of document management system application.

Aim. The presented study aims to determine the role and place of electronic document management in the corporate system of Russian enterprises, outlining the prospects for its development.Tasks. The authors examine the legislative acts of the Russian Federation on the prospects for the implementation of electronic document management; assess the impact of the pandemic on the digitalization of document management; analyze the business costs of paper document management; identify the advantages of using electronic document management and promising technologies in document processing.Methods. This study uses theoretical and empirical research methods. The dialectic method is used to determine the role, significance, and legal status of electronic document management. Through a logical approach, the essence of such concepts as 'electronic document' and 'electronic document management' is identified.Results. The study presents directions for the development of electronic document management using blockchain technology, which will improve workflows by processing, sorting, exchanging data and documents protected from unauthorized access, and artificial intelligence, which can help organizations process documents faster by simplifying operational procedures. Obstacles that prevent companies from actively using electronic document management are identified. These include additional investment, time costs, and reorganization of management. The volume of innovative services is analyzed by the type of economic activity, and the costs of creating, storing, and processing paper documents are considered.Conclusions. Recent trends in legislation indicate the government's firm commitment to the speedy introduction of electronic document management in Russia. Its use frees up a lot of resources, including time, labor, and finances. The 2020 pandemic has emphasized the importance of digitalizing business processes to ensure their continuity in unforeseen situations. Integrated into the automation of work processes, blockchain technology will ensure the protection of information from unauthorized tampering. Artificial intelligence will open up new opportunities for processing electronic documents.

An urgent task in the implementation of electronic document management systems (EDMS) is to expand their functionality through personalization and taking into account individual characteristics of the organization. The article deals with expanding the functionality of EDMS by designing a subsystem for data mining. As part of the study, the principles of formalizing the processes of processing incoming correspondence and organizational and administrative documents, methods of collecting and analyzing data on the work of users with various types of documents through the use of artificial neural networks and a comprehensive assessment of improving the efficiency of the EDMS of an educational institution were studied. Quantitative characteristics that directly affect the process of monitoring the execution of orders have been determined. This is the time spent for creation of the document and execution completeness of the document. A mathematical model of the process of creating documents based on data from the EDMS has been developed. Regression coefficients have been calculated. Analytical dependences of the quality of the developed documents on the time of their execution and volume have been obtained. The scientific novelty of the research lies in the development of an algorithm and software for automating the collection and analysis of data through the use of neural networks in the EDMS. The main scientific results include formalized criteria for documents and stages of their development, the algorithm of the mining subsystem, the developed software for the EDMS of the Lyceum. The results obtained made it possible to identify the types of documents and the stages of their development that are most demanding on the resources necessary for their implementation, which can later be used to find ways to optimally organize work on the preparation of documents of various types.

The information system «Document management of scientific and technical product deliveries» is a set of unique resources that provides each of the participants with the opportunity to operate a single database of electronic documents and data in accordance with their respective access rights. The aim of the study was to assess the experience of practical application of the automated information system «Document management of scientific and technical product deliveries» and its role in the optimisation of the organisation’s activities. The article discusses the main results of the information system application for data storage and data management enabling the marketing of scientific and technical products. The paper provides a general assessment of how the software product helps meet the requirements for monitoring the production timeframe, automate the drafting and approval of work-related and financial documentation. It describes the process of electronic document exchange using the capabilities of CALS/PLM technologies. The paper illustrates the need to use the automated document flow for production and marketing of samples of pathogenic microorganism strains, certified reference standards for commercial enterprises, non-periodical publications. It outlines the prospects for further optimisation of channels of communication with external customers, and electronic exchange of documents. The benefits from the use of this system help reduce the time spent by managers and employees on the compilation of packages of documents and on the preparation of applications — by automating routine manipulations in processing incoming information and documents received as annexes to applications and requests. This information system was analysed to illustrate the benefits of digital technologies.

The introduction of electronic document management will significantly reduce the processing of contracts, while ensuring acceptable completeness and reliability of information. An automatically generated daily report makes it possible to control receivables and respond to overdue debts. The article considers the process of implementation of the electronic document management system and emphasizes the effectiveness and feasibility of its use in the preparation of information on debtors accounts. One of the key circumstances is that after successful completion of all stages of automation, the implemented system should be constantly refined and improved. This is a major factor in the successful use of electronic document management for receivables management.

Purpose – The purpose of this paper is to introduce a novel personal scientific document retrieval system. The most common approach taken for the storage of personal documents is to construct a hierarchical folder structure. Most users prefer searching for documents by manually traversing their organizational hierarchy until reaching the location where the target item is stored, then locating the specific documents within its directory or folder. However, this is very time-consuming, especially when the number of personal scientific documents is very large. Unfortunately, related personal information management (PIM) systems, which provide solutions for managing various types of personal information, have thus far made little progress at managing personal scientific documents. Design/methodology/approach – In this paper, we introduce the design of a personal scientific document retrieval system, namely, LocalContent. It is composed of database indexing and retrieval stages. During indexing, term feature extraction from scientific documents is performed by the natural language processing technique. The extracted terms are stored in the inverted index for later retrieval. For retrieval, a graphical user interface is provided by LocalContent, which allows users to search their personal scientific documents. Findings – The evaluation results based on 20 different personal archives taken from 20 graduate students show that LocalContent is simple to use and can facilitate the search for relevant scientific documents. Moreover, these users were willing to have a system which provides specialized search functions like LocalContent to explore their personal scientific documents in the future. Originality/value – LocalContent is a novel scientific document retrieval system and provides several particular functions of LocalContent including displaying the content summary of the query term frequency in each specific section of the retrieved documents, querying by local section specification and providing a number of recommended keywords related to the query terms.

Taking into account the current regulations in Colombia about document management and best practices, a technological solution for digitization and document management in public sector entities was designed, following the Research Applied method. The solution includes the integration of two Web systems focused on free software. The first one, called FuidXel, is a development in PHP language, original of the present project, that includes a tool next to the client for digitization, and a Web application, next to the server, for the conformation of the document, that consists on libraries of tools for the treatment of images and PDF files. The second system is an enterprise content manager for managing electronic documents, called Alfresco. FuidXel integrates with Alfresco through CMIS protocol for the sending of PDF documents, made up of the product images of the digitization and management, information and traceability metadata.
