Abstract:
The scientific field of Document Management within companies and organizations is very important and in this paper is delivered a systemic approach in both theoretical and empirical level. The study consists of two stages; first is the theoretical analysis of document management and systems and second is the empirical approach by developing and implementing specific strategic and operational planning in a real document management project. In the first stage the definitions of Administration (Management) and Document and the approach the Document Management theories are analyzed. Subsequently, the concept of document management, highlighting the benefits and other elements which made it historically significant and operationally necessary are presented. In the second stage a specific document management project is presented aiming to create an electronic library using document management systems (DMS). Examples of working libraries are illustrated, using DMS in a national and international level. The strategic planning, SWOT & PESTEL analysis and the operational planning of the project is explained. Additionally, the project management plan follows, showing its four stages, study, design, implementation and delivery. Specifically in step two, the stakeholders of the project and their relationships with the using the Design and Control Systemic Methodology (DCSYM) are depicted and the implementation of the project through the development of dynamic simulation of an intelligible model using VENSIM software, representing the main production process followed by a detailed model presentation. The alternative design is projected, given that the project could not be completed with the characteristics given, followed by the development and implementation of the research. The aim here is the assumption of the projects’problems by the stakeholders contribution and the determination of them in the management structure level.

Abstract:
Purpose The purpose of this paper is to identify the benefits of an approach in which document management systems (DMSs) are based on a formal and explicit document model, primarily in terms of facilitating domain-specific customization. Design/methodology/approach Within this paper, a generic document model is proposed. The model consists of two layers. A general purpose layer, which represents common features of the documents, and a domain-specific layer, modeling properties particular to application domain. The general purpose layer is based on ISO 82045, providing high degree of interoperability with other systems developed with respect to this set of standard. Findings Splitting document model into the layers enables DMSs to be tailored for each particular domain of application, depending on the general purpose layer. The existence of domain-specific layer allows documents to be interpreted differently in different domains of application. Practical implications In order to enable customization of DMS for a particular domain, the implementation of domain-specific document layer is required. Also, the proposed model does not explicitly deal with document dynamics. Originality/value The proposed document ontology is general enough to provide the representation of documents not depending on a specific scope of application, yet flexible enough to enable extensions through which domain-specific document features can be expressed. The separation of document model enables development of core DMS offering services relying explicitly on the general purpose layer on one hand, as well as domain-specific customization of DMS on the other.

In order to recognize the text on the scanned image, the technology of optical character recognition and its implementation — Tesseract library were chosen. The Myers algorithm is applied to compare received texts. The software implementation of the text document comparison module was implemented using the solutions described above.

Abstract:
The methods of creating automation tools in the general and analytical process and improving their efficiency are carried out in terms of brief comments on construction and creation and improving their efficiency. Electronic record keeping systems are considered. The creation of automated electronic document management systems and a comparative analysis of these processes are presented. Methods of analysis, synthesis and study of technical documentation electronic document flow are formalized. A graphical model of the electronic document management of technical documents is synthesized. The developed model considers the division of document flows into a set of participants, processes and situations. It is recommended to use a set of matrices to determine the form of presentation of the workflow of technical documentation. Based on the apparatus of graph theory, a method of creating an electronic document management model of technical documents are developed.

The main advantage of using information technologies in education, which consists in speeding up and simplifying of information exchange, is also its drawback, because it raises the problem of plagiarism. The purpose of this paper is to develop testing text software for uniqueness in learning management systems. To achieve this goal, it is necessary to solve a range of problems related to the choice of a method for determining plagiarism, its algorithmization and software implementation. The work deals with the methods of shingles, super-shingles, signature methods, vector models of text representation, as well as cluster analysis of text information. The authors suggest a modification of the vector model to improve the accuracy of determining similar documents by creating an N-list of each document separately. As a result, a pairwise comparison of the documents and the formation of the image of one document relative to the N-list of the other will occur. Thus, in the i-th row of the similarity matrix, the coefficients of similarity of all the documents considered relative to the i-th document will be recorded. The proposed modification will also speed up the calculation process, since there is no need to search for common terms for all documents. To analyze a large number of student’s works in order to test them for plagiarism, the authors propose using a cluster approach. Its application showed that the time for determining duplicates for one document and for all documents included in the sample is the same. For the same time it is possible to get all the options for the same works of students. Thus, the use of cluster analysis of text information in determining plagiarism significantly saves both the teacher’s time and computing resources. The software implementation of the proposed algorithms is implemented as a web service in the Java language.

When considering the issue of drawing up an electronic document in electronic document management systems, it is clear that the issue of certifying an electronic document with a seal in the necessary cases has not been settled. For a document to be considered signed and certified with a seal, it is necessary that such a signature and seal be included in the electronic document. Today there is a formal obstacle to the electronic document flow of documents, the creation of which is carried out on special paper forms with coats of arms or emblems. This requirement applies to certain types of statutory, financial documents, notarized documents, etc. In connection with the widespread use of information communications, the problem of information security, the existing systems for storing, transferring and processing information, becomes very important for society. Currently, the prevailing epidemiological situation in the country and in the world has significantly accelerated the exchange of data in electronic form in all spheres of society. Almost all activities of the society have switched to the electronic format of information exchange, including entrepreneurship. We hope that in the Republic of Kazakhstan and in the Republic of Uzbekistan, the development of the digital economy model will have a productive effect on the development of entrepreneurship and help overcome the problems existing in business.

Purpose This research studied the current document management (DM) practices in small and medium-sized enterprises (SMEs) of a road freight transport sector in a South American city with the aim to determine strengths and challenges for improving information management. Design/methodology/approach The study was conducted using a survey approach based on measuring information management capabilities (IMC) through the following main dimensions: perception about DM practices, DM policies and tools, IT usage, organizational climate, and problems related to document management. Findings The main results from the work stated the challenges for these companies in adopting electronic document management systems (EDMS) and handling information effectively even though the business experience. Also, the study highlighted the top management commitment in terms of investments for IMC development. Nevertheless, this economic support tends to be not enough to afford the EDMS implementation. Originality/value Regarding the importance of information in road freight transport sector, this paper explored DM practices in a field in which no previous studies related to DM had been conducted and set the basis to make decisions to improve information management performance.

CV Citra Dragon is a small and medium-sized industry that produces agricultural machine tools wich is located in Padang Pariaman, West Sumatra. CV Citra Dragon has been active in production since 1976 and has the potential to increase the production of alsintan in order to compete in and outside the country. Therefore, CV Citra Dragon needs to improve the quality of the products produced. The best way to recognize the product quality is by implementing the Quality Management System (QMS). QMS of CV Citra Dragon is necessary to expand to other products which is thresher machine. The research based on ISO 9001-2015 standards. The design of QMS on CV Citra Dragon was done through field survey. Documents made on thresher production units are two compulsory and mandatory records, working procedures on thresher production, as well as working instructions and recording forms required. Once a quality document has been created, the analysis was performed by comparing the pre-existing QMS with the most recent QMS tailored to ISO 9001-2015. Therefore, some documents must be obtained by ISO 9001-2015 in accordance with the QMS used CV Citra Dragon was based on the main process approach. The results of documents that have been verified by the company are the scope of the QMS, quality policy, quality objectives, criteria for evaluation and selection of suppliers, product realization planning records, design and development records, product review, and monitoring records and measurement results. A number of recent studies have showed that early and specialized pre-hospital patient management contributes significantly to emergency case survival. Along with the deployment and availability of appropriate emergency care resources, this also requires the availability of timely and relevant patient information to emergency medical service professionals. However, current healthcare information systems are characterized by heterogeneity and fragmentation, hindering emergency care professionals to have access to holistic or integrated patient information from the various organizations that participate in emergency care processes where and when needed. At the same time, many e-health programs have been undertaken worldwide in the area of emergency and unscheduled care with the objective to facilitate sharing of electronic patient information that may be considered important for the delivery of high quality emergency care and, hence, need to be readily available. In this vein, this paper takes a holistic view of the information needed in emergency healthcare and focuses on developing an appropriate tool for providing timely access to holistic care information by authorized users while retaining existing investments. Thus, a special purpose document management mechanism (DMM) is proposed that facilitates creating standardized XML documents from existing healthcare systems and that enables access to such documents at the point of care. For illustrative purposes, the mechanism has been incorporated into a prototype, cloud-based holistic EMS system.

This paper proposes a comprehensive set of characteristics of integrated security systems of electronic document management. We give a classification description and data analysis for modeling decision-making processes in integrated security systems by the example of responding to the threats of information leakage through parametric channels. The optimal set of measures to respond to an attacker’s operations of illegal interception of information via parametric channels by using the appropriate modes of operation of the TCP protocol, which reduces the decision-making time, optimizes the performance of the system as a whole and significantly contributes to the optimization of its energy efficiency is given.

Abstract:
Purpose Document management is growing in importance proportionate to the growth of unstructured data, and its applications are increasing from process benchmarking to customer relationship management and so on. The purpose of this paper is to improve important components of document management that is keyword extraction and document clustering. It is achieved through knowledge extraction by updating the phrase document matrix. The objective is to manage documents by extending the phrase document matrix and achieve refined clusters. The study achieves consistency in cluster quality in spite of the increasing size of data set. Domain independence of the proposed method is tested and compared with other methods. Design/methodology/approach In this paper, a synset-based phrase document matrix construction method is proposed where semantically similar phrases are grouped to reduce the dimension curse. When a large collection of documents is to be processed, it includes some documents that are very much related to the topic of interest known as model documents and also the documents that deviate from the topic of interest. These non-relevant documents may affect the cluster quality. The first step in knowledge extraction from the unstructured textual data is converting it into structured form either as term frequency-inverse document frequency matrix or as phrase document matrix. Once in structured form, a range of mining algorithms from classification to clustering can be applied. Findings In the enhanced approach, the model documents are used to extract key phrases with synset groups, whereas the other documents participate in the construction of the feature matrix. It gives a better feature vector representation and improved cluster quality. Research limitations/implications Various applications that require managing of unstructured documents can use this approach by specifically incorporating the domain knowledge with a thesaurus. Practical implications Experiment pertaining to the academic domain is presented that categorizes research papers according to the context and topic, and this will help academicians to organize and build knowledge in a better way. The grouping and feature extraction for resume data can facilitate the candidate selection process. Social implications Applications like knowledge management, clustering of search engine results, different recommender systems like hotel recommender, task recommender, and so on, will benefit from this study. Hence, the study contributes to improving document management in business domains or areas of interest of its users from various strata’s of society. Originality/value The study proposed an improvement to document management approach that can be applied in various domains. The efficacy of the proposed approach and its enhancement is validated on three different data sets of well-articulated documents from data sets such as biography, resume and research papers. These results can be used for benchmarking further work carried out in these areas.

This model allows you to evaluate the multivariate integration of devices of electronic document management systems (EDMS), contributes to the formation of statistical data on document processing, provides with minimal time costs the formation of information flows in electronic document management systems, has a convenient user interface for object interaction programs. This model, based on the definition of a set of options for data transmission channels, a set of options for data collection equipment EDMS, a set of options for data processing equipment, a set of end devices of the EDMS communication environment, allows you to analyse the functionality of electronic document management systems.The proposed EDMS model shows that a number of functions of complex document management in an organization can be automated and optimized based on mathematical methods, which will reduce the time of document preparation, its routing and processing. Document management of the organization, using this EDMS, ensures optimization of information flows in the organization, contributes to the formation of important management decisions, taking into account all risk factors.

Both for healthcare and crisis management, the usage of Information Systems (IS) has become routine. In fact, they are unthinkable without sophisticated IT support. Virtually all IS rely on data storage. Despite the document-oriented nature of medical datasets, relational databases (RDBMS) prevail. The authors evaluate a document-based database to assess its feasibility for the domain of healthcare and crisis support. To foster the understanding of this technology, the authors present the background of form-originated data storage, introduce document-based databases, and describe a use case relying on document-based databases. Based on their findings, the authors generalize the results with a focus on crisis management. The authors investigated good indications that document-based databases such as CouchDB are well-suited for IS in medical contexts. They might be a feasible option for the future development of systems in various fields of healthcare, crisis response, and medical research.

However, despite the automation of office work, a number of unresolved problems remains in the field of document management of tax authorities.The relevance of this study is that the main problems of the tax authorities are a large number of routine manual operations performed by employees, as well as a large volume of incoming documents that are received by the tax authorities. The creation of documents, as well as their storage, transmission and search for such documents require significant labor, time and financial costs. That is why recently tax inspections have been working on a comprehensive automation of the inspection’s activities by introducing a system for processing and accounting documents, which will allow you after a while to abandon documents and information presented on paper.The study analyses the electronic document management systems used in the practice of public administration, describes the advantages and disadvantages of each system. The paper also analyses the features of the document management process in the tax authorities. Based on the conducted research, the authors propose the introduction of a modern domestic system built on the “Logic of SED”-platform. This system is aimed at improving the efficiency of work in various areas of joint activity of employees of the organization in terms of automation of project document flow and the possibility of collective work.

The entry, processing, and flow of information are important in avoiding problems, delays, and claims on construction projects. This paper describes a study of the extent and nature of project documentation and project information flows within the construction industry. The study mapped various types of project information against the documents that typically provide the information and the construction management functions that provide and access the information. From this analysis, a computer system to support the task of project information management was designed. The problem analysis, requirements specification, system design, and system implementation are described. The system allows construction managers to enter information for a wide variety of project events, cross-reference the various bodies of information, and use the information to monitor and control various aspects of a construction project. Therefore, CV Citra Dragon needs to improve the quality of the products produced. The best way to meet product quality is implementing Quality Management System (QMS). QMS of CV Citra Dragon necessary to expand to other products which is thresher machine. The research based on ISO 9001-2015 standards. The design of QMS on CV Citra Dragon was done through field survey. Documents made on thresher production units are two compulsory and mandatory records, working procedures on thresher production, as well as work instructions and recording forms required. Once a quality document has been created, the analysis was performed by comparing the pre-existing QMS with the most recent QMS tailored to ISO 9001-2015. Therefore, some documents must be obtained by ISO 9001-2015 in accordance with the QMS used CV Citra Dragon was based on the main process approach. The results of documents that have been verified by the company are the scope of the QMS, quality policy, quality objectives, criteria for evaluation and selection of suppliers, product realization planning records, design and development records, product review, and monitoring records and measurement results. The existence of a good quality document is very important for companies to implement QMS.

Purpose The purpose of this paper is to share the experience of the document discovery process, during the implementation of an asset management system for a rail company. This system will deliver comprehensive enterprise asset management information from a single source, with information provided to mobile devices, for use by field workers. This case study presents the challenges encountered in the search, retrieval and management of documentation for use on a daily basis for civil standard maintenance tasks. Design/methodology/approach Evidence gathered for this paper was a result of direct and participant observation over a period of 18 months from 2014 to 2016. As a member of the project team, certain privileges were accorded to the researcher who was placed in a unique position to act as the main research instrument, able to collect data on the systems used as well as the everyday practices on information capture and document production. Findings Document quality and standards can be overlooked or deemed as not crucial; the value, significance and importance of documentation are lost when no one takes ownership; the understanding and application of standards, quality management and governance can have a direct bearing on the effective management and control of documents and subsequent records produced. Research limitations/implications Research is limited, as this is a single case study. Practical implications By highlighting the challenges faced and the resolutions used, this paper hopes to offer a level of practical guidance with the detection process for maintenance tasks for the civil assets discipline for a rail network. Originality/value This case study contributes to the understanding of quality management and the role it plays in document management and in turn the search and retrieval process. It provides evidence that documents must be systematically managed and controlled to limit risk both internally and externally.

The solution includes the integration of two Web systems focused on free software. The first one, called FuidXel, is a development in PHP language, original of the present project, that includes a tool next to the client for digitization, and a Web application, next to the server, for the conformation of the document, that consists on libraries of tools for the treatment of images and PDF files. The second system is an enterprise content manager for managing electronic documents, called Alfresco. FuidXel integrates with Alfresco through CMIS protocol for the sending of PDF documents, made up of the product images of the digitization and management, information and traceability metadata.
