Abstract:
PurposeThe purpose of this paper is to explore the importance of classification structures to efforts at holding perpetrators of human rights abuses accountable using one archival repository in Cambodia as a case study.Design/methodology/approachThe primary methodology of this paper is a textual analysis of the Documentation Center of Cambodia's classification scheme, as well as a conceptual analysis using the theoretical framework originally posited by Bowker and Star and further developed by Harris and Duff. These analyses were supplemented by interviews with key participants.FindingsThe Documentation Center of Cambodia's classification of Khmer Rouge records by ethnic identity has had a major impact on charging former officials of the regime with genocide in the ongoing human rights tribunal.Social implicationsAs this exploration of the DC‐Cam database shows, archival description can be used as a tool to promote accountability in societies coming to terms with difficult histories.Originality/valueThis paper expands and revises Harris and Duff's definition of liberatory description to include Spivak's concept of strategic essentialism, arguing that archivists’ classification choices have important ethical and legal consequences.

On October 23, 1991, representatives of nineteen states participating in the Paris Conference on Cambodia signed a set of accords aimed at ending the twenty-year-old conflict in that country. The solemn ceremony at the Kleber Center in Paris marked the conclusion of over three years of intensive negotiations at a variety of levels, including interfactional, regional and international, to end one of the world’s most tragic regional disputes. It also signaled the beginning of an unprecedented role for the United Nations in the resolution of such conflicts.

Abstract:
Following two years of heated election campaigns and post-electoral rifts, 2005 marked a period of reconciliation and ““optimistic imperative”” for Cambodia. The economy continued to center on two main sectors, textiles and tourism; the removal of worldwide textile quotas had no impact on the Cambodian industry. The country's foreign policy remained focused on establishing ““friendly borders”” and firmly integrating the nation into the ASEAN family.

Abstract:
The aim of the study was to provide more comprehensive data on the clinical characteristics of hospitalized AIDS patients in Cambodia. Chart review of 381 HIV-infected patients admitted to a public hospital in Phnom Penh, Cambodia between December 1999 and May 2000 was performed. The in-hospital mortality rate was 43.6%. Approximately 50% of patients had two or more concurrent illnesses. Very advanced HIV disease was common, with CD4 cell counts below 10 cells/mm3 in 43.2%. Only 28.3% of the patients had documentation of their HIV infection prior to hospitalization. Chronic diarrhoea was the most frequent opportunistic illness (41.2%), followed by tuberculosis (26%), cryptococcal meningitis (12.6%), Pneumocystis carinii pneumonia (8.4%), and encephalitis (4.7%). Chronic diarrhoea and tuberculosis were the most important opportunistic infections observed in HIV-infected hospitalized patients in Cambodia. These findings illustrate the need for early diagnosis of HIV-infection, effective prophylaxis for opportunistic infections and improved access to antiretroviral therapy in Cambodia.

Abstract:
Abstract Background: Cambodia boasts one of the highest incidences of TB in the world. As such, healthcare providers are experienced with types of extrapulmonary TB such as septic Mycobacterium tuberculosis arthritic infections, not seen in developed countries. Objective: Examine the incidence and distribution of TB arthritis cases at a Cambodian surgical center, explore the problems of diagnosis and current methods of treatment for this disease. Methods: The written charts, operation records, and electronic database of patients with clinically diagnosed extrapulmonary TB, confirmed with a positive biopsy between January 2001 and July 2010 were searched. While medical treatment for the TB was given at other facilities, the operations performed and the result for patients with follow-up was reviewed. Results: Between January 2001 and July 2010, 38 cases of TB arthritis at the CSC in Cambodia were histologically confirmed. Twenty-eight cases affected the lower extremity with the majority affecting the knee and ankle. All 13 patients receiving arthrodesis reported positive surgical outcomes. Discussion/Conclusion: TB arthritis persists as an ongoing problem at CSC with a significant level of incidence. Arthrodesis is a viable and cost effective mean of treating TB arthritis in Cambodia.

Abstract:
Data on the handweaving program at the Quicksand Craft Center in the Appalachian Mountains of Eastern Kentucky were compiled and analyzed. Four areas--history of the craft program, business organization and financial structure, weave patterns of goods woven and sold by the craft center, and weavers employed in the program --were examined to assess the success of the program in the local community. Factors in the four areas examined contributed to the success of the program. The benevolence, perseverance, and co-operation of the founders, directors and community members involved with the craft center have been largely responsible for the continued success of the program. The non-profit organizational structure of the craft program was financially stable and met federal guidelines for tax exemption. Weave patterns in goods produced at the craft center were basically traditional with modern adaptations in fibers and end products. Influence of the handweaving program in the lives of weavers and their families was primarily positive.

Coskun, Esatcan. "Documentation Of Architecture: Photography As An Objective Tool?" Master's thesis, METU, 2009. http://etd.lib.metu.edu.tr/upload/12611407/index.pdf.

Abstract:
Since its invention, photography has been accepted as a reliable tool for achitecture in terms of its power for creating objective documents of the built-form. The aim of this study, is to question the so-called objectivity and reliability of the photographic representations of the buildings by showing how architectural photography emerges also with an artistic and purely aesthetic character rather than being a mere tool of objective documentation. Taking this formal emphasis on architectural subject as a basis, a broader focus will be given to the photogenic character of the images used in architectural publications. Instead of reflecting real spatial experience, these idealized photographs are used in a given context to constitute a fiction that alters the viewer'
s understanding of the architectural subject. Therefore, the main question is not whether architectural photography is an objective tool of documentation which is capable to represent architecture as it really is or it is a category of purely artistic activity
it is about how photography alters our vision about architecture and constructs new ideas for architectural discourse. By taking Tabanlioglu Architects'
Dogan Media Center building in Ankara as a key study, this thesis aims to focus this alteration and question the potentials of architectural photography.

Abstract:
Introduction: The occurrence of glosses in hospital bills is a problem to obtain a satisfactory healthcare income, especially in higher revenue units as the Surgical Center (SC) requiring strategies to minimize it. Objectives: to map, describe and validate the audit process and billing accounts in a large, general, and private hospital; calculate the percentage of technical glosses generated by nurses and anesthesiologists in the SC; verify which was (were) the more glossed item (s)generated by the accounting group; identify the positive aspects and difficulties related to the registration of materials, drugs, equipment, gas, taxes, debit posting and also to propose an educational activity focusing on healthcare income for the SC team of professionals. Method: This is a quantitative, exploratory and descriptive, retrospective, documentary study, single case study mode. Visits to the Internal Audit Sector and Glosses Resources were performed to map the processes and data were described, documented and illustrated in flowcharts. Concomitantly, data collected from medical records of 383 patients treated at SC, were related to three typical months to calculate and analyze technical glosses. Further, members of the SC team were enrolled at a nonprobability sampling .They answered a questionnaire to identify the positive aspects and difficulties regarding the register of healthcare service and grants obtained for the proposed educational activities. Results: The audit and healthcare income processes, the gloss resource existing in the institution have been mapped and validated by audit specialists in the area of internal and external hospital bills. The profits related to care of 383 patients amounted to R $ 5,623,968.17 (100%), of which R $ 164,892.29 (2.93%) for technical glosses, 2.01% related to the category \"nursing professionals\" and 0.92% for the category \"anesthesiologist.\" The mean glossed value corresponded to R $ 430.53 (SD = R $ 573.07) and the mean percentage of glossed value to 3.56% (SD = 4.55). The items of the accounting group \"materials\" were the most glossed(67.7%) followed by accounting group \"drugs\" (13.2%), \"equipment\" (8.1%), \"gas\" (4.2%) and \"fees\" (6.8%). As for glossed items with a great impact on the accounting group \"material\", the \"disposable apron\" (12.7%) was pointed out; in the group \"drugs\" the item \"solution\" (38.7%); the group \"equipment\" item \"capnography\" (31.3%); in the group \"gas\" the item \"oxygen\" (75.9%) and in the group \"fees\" item \"antisepsis\" (44.1%). The highest percentage of glossed items in the accounting group \"material\", 74.0% was generated by the category \"nursing professionals\" being higher than the percentage of the category \"anesthesiologist\" (38.4%). In the accounting groups \"drugs\", \"equipment\" and \"gas\" the category \"anesthesiologist\" presented more glossed items when compared to the category \"nursing professionals\": 35.9% and 8.2%, 18% and 6.0 % and 7.8% and 3.5%, respectively. The category \"nursing professionals\" accounted for 82.15% of glossed items and the category \"anesthesiologists\" by 17.85% which, in turn, had the highest percentage of glossed items per patient (1.83%) when compared to the category \"nursing professionals\" (0.81%). Most of nurses and assistants / technicians comprehended what healthcare income was and they understand their role in this process; all the anesthesiologists said they had no knowledge of the healthcare income. To improve this process the anesthesiologists´ proposals focused on to implement an Anesthesia Record Form at the end of each surgery procedure \"and\" to develop this form.\" Among the proposals of the nurses it was highlighted the \"computerized clinical documentation system\" and registration of the materials used during the surgical procedure through \"optical scanning\". In addition to these suggestions, nursing assistants / technicians indicated the use of a printed material, created by the hospital pharmacy containing the materials available in the operating room in which only the number of materials used must be reported. The knowledge of the difficulties and positive aspects in the healthcare documentation process mentioned by the components of the surgical team, subsidized the proposition of an educational activity, with emphasis on healthcare income process to reduce the occurrence of technical glosses in hospital bills in the SC. Conclusion: The results will favor the search for alternatives to reduce the occurrence of technical glosses and consequently, improving the healthcare income process on the SC. However, professionals need to be aware and committed to the adequacy of the healthcare documentation considering that inadequacy of its records will bring financial losses to the health organization and affect them direct or indirectly.

Abstract:
The relation between the production of the records in child education and how much they are configured as pedagogical documentation providing the reflexive practice and the look at the babies is what this research intended to understand. From the conception of pedagogical documentation defended by the pedagogies of the North of Italy and the Associação Criança in Portugal, it is understood that it is a valuable tool to teachers, children and the educational community, which, by sharing the everyday processes of pedagogical actions, contributes to the reflexive attitude of teachers and the visibility of the children. The investigation of qualitative type was configured as a case study involving three teachers from a nursery group in a university childcare center at the city of São Paulo. The data involves essentially the records of pedagogical type of these teachers and the monitoring of their practices with the babies. In seeking to understand how the babies are evidenced in the reflexive practice of the teacher that is instrumented through the records and the pedagogical documentation, the intention was to answer three questions essentially: 1) How do the periodic records evince the look at the babies?; 2) How can the records become pedagogical documentation with a view in the planning and evaluation of the practices?; 3) How is the pedagogical documentation at the service of the reflexive practice of the teacher? The data confirm a qualified practice with babies, a fundamental element for the reflexive practice to happen in an exploited way by the registers, which in turn become powerful pedagogical documentation if achieving the learning processes of the babies in addition to the achievement of esthetic and visual products. The pedagogical documentation can represent a new path to the childhood education to the extent that it enables the reflexive practice of the teacher and evidences the children in the educational process, but the results denounce the scarce spaces and legitimized time in the children institutions for the team reflection, besides of proposing a more attentive look to the extensive production of registers, specially photographs, which become memory files that are little presented to the children and little used in the educational field in terms of quality.

Abstract:
The teen years is a self-construction period : inner character and physical body are transformed. For the teenagers, this metamorphosis modifies their relationship to the world, their body and also their reading choises. In the field of reading, their practices are very different, frequently in competition with others activities. Some teenagers have broken away from the book sensed as a limiting object, despite its presence in the school environment. What kind of relationship exists between the pupils and this object ? What kind of practices and behaviours do they adopt as readers ? In keeping with the biblilogic approach (Otlet, Estivals) of the mediator and that of the anthropological phenomena of behaviours (Lévi-Strauss, Monod), the production of drawings described and analyzed through the indexing language - usually used by the information professionals - is the starting point of this research which undertakes a shift from the portrait of the reader to the reading scene. Whilst bringing significant clues and details alongside interviews, we analysed the collected informative material using an observation and interpretation table that we have specifically developed. This analysis tool constructed from specific lexicon linked with the observed practice is a way to translate the graphic language into words. The drawing, considered as a visual and sensitive method, reveals some practices, postures, attitudes, behaviours, reading rituals and perceptions. Finally, showing active subjects and with our approach supplemented by other investigation methods, drawings seems to be able to reveal a self-consciousness as reader and to act as mediator between the latter and the book

Abstract:
The purpose of this research is to analyze the actions towards Cultural and Historical Heritage executed by private companies during the years of 1990 and 2000 in Brazil. More specifically, this study focused at Grupo Gerdau Enterprise in order to understand the memories and identities that its actions intended to create. The 1990s was a decade characterized by the increasing interest and investment in cultural and historical patrimony in Brazil as in many others countries in the world, creating a phenomenon called by François Hartog as “galloping patrimonialization of the 90’s”. This phenomenon is not only manifested in the public ambit of the state – the main investor in patrimony since the XIX century – but especially between social movements and private companies, which are the target of this research. Were selected the main private companies of Brazil which made significant investments, building documental and memory centers and investing in museums, exhibitions, book publishing, leaflets, website and so on, all depicting a particular version of the institutions’ past, emphasizing the case of Grupo Gerdau Documentation and Memory Center, considered as an example in this process. This research draws upon a selection of sources, such as records from the formation of documentation and memory centers and also written material published by these centers. The main concepts which guide this study are representation, identity, memory and cultural heritage.

This study analyzes the information's organization and the search mechanisms of the Journalistic Documentation Center (Cedoc) from Rede Anhang?era de Comunica??o (RAC), in Campinas. It also analyzes if Cedoc could be an instrument to perpetuate the jounalistic company?s manipulation and persuasion. By means of indirect comment, the research analyzed how Rede Anhang?era de Comunica??o (RAC)?s Cedoc works. RAC is a news group that publishes the periodical paper Correio Popular, in Campinas, S?o Paulo state. This work also analyses the texts retrieved in Documentation Center that were originally published in the Correio Popular between 2001 and 2004, about the program Or?amento Participativo, implanted by the city hall of Campinas. The sdudy was made on the basis of the rhetorical analysis and in the standards of press manipulation described from Abramo. The Documentation Center is an place where a communication's process runs, therefore it has as characteristic the information's feedback and the capacity to turn the journalistic production from ephemeral to perennial. The study identifies problems noticed in order to retrieve information from the Cedoc, caused by using several and insufficient methods on document handling. This work also demonstrates that, just like the paper itself does with its readers, Cedoc tries to convince users that the facts had happened the way they are registered. In such a way, it is concluded that the Documentation Center strengthens the press performance while private device of hegemony , as pointed for Gramsci.

Abstract:
Long the iconic transportation symbol of Seattle, the monorail system was constructed for the 1962 World’s Fair. Seattle’s monorail vehicles were the last and most technically advanced vehicles designed and built by the firm of Alweg-Forschung, GmbH (Alweg) of Cologne, Germany. The primary train operating systems and components were supplied by major US transit system equipment vendors of that era, including G.E., WABCO, and Rockwell. The two, 4-car train’s original layout and function generally conformed to US transit rail equipment standards and design practices of the early 1960s. However, during 45-years of near-continuous, revenue operation that included upgrades, piecemeal refurbishment projects and accident/incident repairs, many changes were made to the original design with varying levels of success and documentation. In 2007, a small team of Seattle Monorail staff and consultants identified the vehicle systems and components that were most urgently in need of replacement or overhaul given the limited funding and time available for completion of design work, preparation of contractor bid documentation and construction. Project funding was primarily via a grant from the Federal Transit Administration (FTA), supplemented by the City of Seattle. The historical significance of the Seattle Monorail was at the center of the refurbishment program, with great care in functional design, aesthetics and construction being exercised throughout the program until completion in 2010. The modernization included the installation and integration of: communications-based train control; programmable logic controllers (PLC’s) for auxiliary systems; redundancy and interlocking of key safety-related components; streamlined controls that lead to significant weight savings and increased reliability; modern components to address ADA compliance; and ergonomic Driver Cabs. This report discusses the Seattle Center Monorail Refurbishment Program given the unique opportunity to modernize two historic pieces of transportation rolling stock that is anticipated to run in revenue service for the next 45 years.

Abstract:
This study aimed to understand, describe, and analyze the management of public information disclosure, support and inhibiting factors, and efforts to improve the management of public information disclosure in one of the autonomous universities, Universitas Brawijaya (UB). This study uses the case study method with a qualitative approach. This study adopted a participative observation, in-depth interviews with five key informants, collecting documents, and audio-visual material to collected data. The finding of this study shows that management of public information disclosure in UB refers to Public Information Disclosure Number 14 the Year of 2008 (UU KIP). It refers to Regulation from Minister of Education and Culture Number 75 the Year of 2016 about Public Information Services in Universities that are provided through integrated service information center (PINTER) UB. UB also provided service of complaints and community satisfaction surveys. Management of Public Information Disclosure in UB influenced by the existence of supporting factors from UB manager and e-complaint system and internet network to support services activity. In contrast, the inhibiting factors are arising from lack of management in faculty or work unit and the lack of socialization from Information and Documentation Management Officer (PPID / IDMO) and Information, Documentation, and Complaints Center (PIDK / IDCC) to the academic communities. It made service yet utilized optimally. Besides, the efforts to improve the management of public information disclosure always carried out to improve service quality such as 1) establish good relations between staff, enhancing coordination between faculties and work units, 2) Increasing coordination with Manager and Quality Assurance Unit (QUA), 3) Using new regulation the Minister of Administrative and Bureaucratic Reform Number 14 of 2017, and 4) Adding three-division managers, such as Manager of information services, the Manager of user complaints and survey, and Manager of verification and data integration mapping.

In ASME 1998 International Gas Turbine and Aeroengine Congress and Exhibition. American Society of Mechanical Engineers, 1998. http://dx.doi.org/10.1115/98-gt-190.

Full text
Abstract:
To date, very little attention has been devoted to the scales and turbulence energy spectra of coolant exiting from film cooling holes. Length scale documentation and spectral measurements have primarily been concerned with the freestream flow with which the coolant interacts. Documentation of scales and energy decomposition of the coolant flow leads to more complete understanding of this important flow and the mechanisms by which it disperses and mixes with the freestream. CFD modeling of the emerging flow can use these data as verification that flow computations are accurate. To address this need, spectral measurements were taken with single-sensor, hot-wire anemometry at the exit plane of film cooling holes. Energy spectral distributions and length scales calculated from these distributions are presented for film cooling holes of different lengths and for coolant supply plenums of different geometries. Measurements are presented on the hole streamwise centerline at the center of the hole, one-half diameter upstream of center, and one-half diameter downstream of center. The data highlight some fundamental differences in energy content, dominant frequencies, and scales with changes in the hole and plenum geometries. Coolant flowing through long holes exhibits smoothly-distributed spectra as might be anticipated in fully-developed tube flows. Spectra from short-hole flows, however, show dominant frequencies.
