Abstract:
Since the city is a historically developed complex system, the development of its territory in the existing buildings requires a detailed study and consideration of all the features of the territories within the boundaries of the element of the planning structure (quarter, microdistrict) or its parts. Urban planning activity in the city is carried out in accordance with the developed and approved urban planning documentation. In the process of exercising the authority by the municipality in the field of urban development, when changing strategic directions, setting new tasks, and changing the economic situation, it becomes necessary to amend the urban planning documentation. The presence of a set of documents of territorial planning and urban planning zoning allows to increase the investment attractiveness of the city territory, ensures transparency of adopted urban planning decisions, on the basis of which, any interested person can choose the direction of development of a particular territory. Therefore, the development of the urban environment should be carried out in a comprehensive manner, taking into account all areas of development and features of the territory and take into account the changes arising in the process of urban planning, including in urban planning documentation.

Abstract:
IntroductionA zoning system is used to ensure that service users receive appropriate levels of support while they are using community mental health team (CMHT) services. Patients are split into red, amber and green zones and are discussed in a daily morning meeting to ensure management plans are in place. We identified that the meeting was an area for improvement as initial feedback indicated that the meeting was repetitive, newcomers to the team found that they did not understand why patients were in different zones and discussions were not being documented. Our three aims for the project were to improve staff-rated satisfaction by 25%, to improve weekly documentation of discussions to 100% and to improve the quality of information handed over by 25% over 4 months.MethodsWe used the Model for Improvement and "plan, do, study, act" (PDSA) cycles to test change ideas such as having someone chair the meeting, use of a ‘situation, background, assessment, recommendation, decision’ (SBARD) format to handover, introduction of a blue zone for inpatients and documentation in a specific part of the electronic notes at a specific time.ResultsWe did not find our PDSA cycles led to a consistent change in satisfaction, quality and efficiency. We found an improvement of SBARD use up to 100% although this was not always consistent and an improvement in documentation to 100% for 3 weeks however this was not sustained.ConclusionOn examining barriers to change, we found the key to sustaining improvement is in ensuring multidisciplinary team member involvement at all stages of the Quality Improvement project.

Introduction: the methods of roadside service network development implemented in Belarus were identified. Structure, architectural and spatial solutions, and general functional zoning of a service facility territory were considered for the roadside service facilities located along Belarus main motor roads. The study aims at the revelation of typological features of roadside service network elements in Belarus and their structure-based classification as well as the development of the main provisions on the formation of these facilities based on the current situation analysis and prospective lines of building up a service system in the areas of influence of national importance roads. Materials and methods: the work was carried out through systematization, structural and comparative analyses, theoretical synthesis of the data obtained from the detailed analysis of literature and statistical sources, field surveys of roadside service facilities located along the national-importance roads in Belarus. Likewise design estimation documentation for the constructed facilities was applied. During the field surveys, photo fixation and graph-analytic analysis methods were used. Results: the article suggests the classification of roadside service facilities, reveals the methods of network development, considers functional zoning and offers a concept of prospective formation of the facilities in Belarus. Conclusions: theoretical and methodological foundations of the facility formation were developed, which allows accomplishing more reasonable and objective decisions regarding the development of the roadside service network. The developed classification allows defining new approaches to the formation of the network individual elements. The suggested concept of a modular system for the prospective formation of the roadside service in Belarus can form a basis for the initial build-up and temporary transformation of the facilities and the system as a whole and can be used to develop regulatory requirements for their planning structure and architectural and spatial solution.

This study aims to study the community about Kerinci Seblat National Park in Gunung Tujuh subdistrict about activities and negative activities conducted by the community towards Kerinci Seblat National Park. The research is a qualitative descriptive study, in decision informant with snowball technique. Abstract:
This paper investigates the distribution of and motivations for zoning decisions that decreased allowed residential density or prevented denser residential development in urbanized portions of Durham, North Carolina, from 1945 through 2014. It presents quantitative evidence that prior to 1985, racial demographics offer a better explanation for the distribution of these potentially exclusionary decisions than median incomes or homeownership rates. This finding is substantiated by qualitative evidence from plans, records of public hearings, and other primary materials pertinent to zoning decisions affecting residential land use. The paper secondly presents evidence that since 1985, the city has made residential zoning decisions that have collectively entailed less dissimilar treatment of areas of different racial characteristics, and suggests reasons for this shift based on further research of primary materials. These findings inform us of the role of racial bias in zoning beyond the era of explicit racial zoning in the early 20th-century.

Abstract:
A half century before the New Jersey Supreme Court endorsed inclusionary zoning in Southern Burlington N.A.A.C.P. v. Mount Laurel Township, the state struggled to secure basic municipal zoning. While New Jersey’s political elite embraced zoning in the 1910s and 20s to weather a period of tremendous growth and change, a disapproving judiciary steadfastly maintained that the practice violated basic property rights. Hundreds of state court decisions in the 1920s held zoning ordinances unconstitutional. Finally, the people of New Jersey in 1927 overwhelmingly passed an amendment to the state constitution overruling those decisions and affirming zoning as a reasonable exercise of the state’s police power. This essay traces those uncertain early years of zoning in New Jersey. The amendment was not the result of a state monolithically coming to its senses. Instead, its passage documents a decade-long struggle played out not only in the courts and legislature but also in the press and the town meeting.

Zoning decisions related to residential lot size and density affect residential land value. Effects of size on residential parcel value in Roanoke County, VA, are estimated with fixed effects hedonic models. Parcel size; elevation; soil permeability; proximity to urban areas, malls, and roads; and location influence parcel value, but the effects vary by value of construction and development status. Parcel value per square meter declines with increasing parcel size. The estimated relationships could be used to evaluate zoning decisions in terms of land values and tax revenues if model estimation uncertainties and responses by developers to zoning strategies are considered.

To overcome the problem of education quality, the government issued a zoning system policy on New Student Admissions. This study aims to described the implementation of zoning system policies and constraints faced in implemented the new student admission zoning system policy at the junior high school level in Langkat District. This study used a qualitative approach with a case study method. The subjects of this study were the Middle School Curriculum Head, Middle School Curriculum Staff, Head of Elementary Education, Deputy Head of Student Affairs, Deputy Principal The technique of collecting data used observation, interviews, and documentation. The results of the study are as follows: (1) The implementation of the zoning system in the PPDB at the junior high school level in Langkat District has been carried out for two years aimed at equitable distribution of quality education in schools in the Langkat Regency, so far the implementation of the zoning system in Langkat has been effective because the potential of students begins to be evenly distributed in the Langkat Regency. (2) The constraints faced in the implementation of the zoning system are the lack of understanding of the zoning of the socialization of the zoning system because of the different backgrounds of parental education. Efforts are made to overcome these obstacles, namely to disseminate the zoning system early as clearly as possible.

AbstractThe extent of political fragmentation of metropolitan areas impedes effective land use planning in many countries, and thus contributes to the phenomenon of urban sprawl. For some metropolises in the United States and Europe, strategic interaction between local policymakers codetermines the implementation of local planning policies. However, previous empirical analyses of this phenomenon have usually assumed interdependence in planning decisions to be confined to neighbouring jurisdictions. This is a common simplification in research on diffusion in public policies. Proceeding on the assumption that municipal zoning decisions are subject to competition between municipal authorities trying to attract new residents, I suggest an alternative conceptualisation of location-choice competition in Tiebout-like economies: the correlations of out-commuting patterns serve as a proxy for the degree to which municipalities are competitors for mobile residents, irrespective of their contiguity. Spatial autoregressive models, estimated on the basis of a large panel of fine-grained zoning data, reveal that zoning decisions in the Canton of Zurich, Switzerland’s most dynamic metropolitan area, are indeed subject to such interdependence.

Den viktigaste lagen inom socialtjänsten på enhet ekonomiskt bistånd är ramlagen socialtjänstlagen (2001:453). Utifrån socialtjänstlagen kan socialsekreterarna på enhet ekonomiskt bistånd dokumentera, bedöma, utreda och ta ett beslut gällande rätten till olika slags bistånd för enskilda individer. För att socialsekreterarna skall kunna fatta olika beslut på ett korrekt sätt måste detta göras utifrån ett rättssäkerhetsperspektiv, då det handlar om påverkandet av andra individers ekonomiska och sociala situation. Uppsatsen syftar till att förstå hur socialsekreterarna i sin yrkesroll upplever att dokumentera, bedöma och utreda rätten till ekonomiskt bistånd, ur ett rättssäkerhetsperspektiv och vilka för och nackdelar detta i sin tur kan leda till. Uppsatsen syftar även till att förstå hur handlingsutrymmet i socialsekreterarnas yrkesroll påverkas. Vi har använt oss av en kvalitativ ansats i form av semistrukturerade intervjuer för att få en djupare inblick av intervjupersonernas egna upplevelser av arbetet som socialsekreterare. Vi har intervjuat sex socialsekreterare som arbetar på socialtjänsten inom enhet ekonomiskt bistånd. Resultatet visade bland annat att socialsekreterarna ser socialtjänstlagen (2001:453) som en trygghet. De anser att de som har erfarenhet av arbetet också har möjlighet till ett stort handlingsutrymme när de fattar beslut. Rättssäkerheten kan enligt socialsekreterarna påverkas både positivt och negativt beroende på de individuella bedömningar som handlingsutrymmet och socialtjänstlagen (2001:453) ger utrymme för.
The most important law in social services at economic assistance is the framelaw “socialtjänstlagen” (2001: 453). Based on the “socialtjänstlag”, the social workers at the economic assistance should document, assess, investigate and make decisions regarding rights to various kinds of assistance for individuals. Social workers should be able to make different decisions in a proper way. This must be done from a legal certainty perspective, when it comes to exerting influence of other individuals’ economic and social situation. The purpose of this study is to explore and understand how the professional role of social workers at economic assistance on social services experience to document, assess and investigate rights to economic assistance, from a legal certainty perspective and what advantages or disadvantages for the social workers, this can lead to. Also how the social workers experience that their discretion can be affected in their professional role. We have used a qualitative approach in the form of semi-structured interviews to gain a deeper insight of the interviewees’ own experience of working as a social worker. We interviewed six social workers working in social services within the economic assistance. The results showed that the social workers see “socialtjänstlagen” (2001:453) as a security. They believe that those social workers who have a longer experience of the work also have the opportunity for a wide discretion when making decisions. The legal certainty according to social workers affected both positively and negatively, depending on the individual assessments that discretion and the “socialtjänstlagen” (2001:453) provides space for.

Abstract:
Software architecture is considered as a set of architectural design decisions. Capturing and representing architectural design decisions during the architecting process is necessary for reducing architectural knowledge evaporation. Moreover, managing the evolution of architectural design decisions helps to maintain consistency between requirements and the deployed system. In this thesis, we create the Triple View Model (TVM) as a general architecture framework for documenting architectural design decisions. The TVM clarifies the notion of architectural design decisions in three different views and covers key features of the architecting process. Based on the TVM, we propose a scenario-based methodology (SceMethod) to manage the documentation and the evolution of architectural design decisions. We also conduct a case study on an industrial project to validate the applicability and the effectiveness of the TVM and the SceMethod. The results show they provide complete documentation on architectural design decisions for creating a system architecture, and well support architecture evolution with changing requirements.

eHealth is the use of modern information and communication technology (ICT) for trans-institutional healthcare purposes. Important subtopics of eHealth are health data sharing and telemedicine. Most of the clinical documentation to be shared is collected in patient records to support patient care. More sophisticated approaches to electronic patient records are trans-institutional or (inter-)national. Other aims for clinical documentation are quality management, reimbursement, legal issues, and medical research. Basic prerequisite for eHealth is interoperability, which can be divided into technical, semantic and process interoperability. There is a variety of international standards to support interoperability. Telemedicine is a subtopic of eHealth, which bridges spatial distance by using ICT for medical (inter-)actions. We distinguish telemedicine among healthcare professionals and telemedicine between health care professionals and patients. Both have a great potential to face the challenges of aging societies, the increasing number of chronically ill patients, multimorbidity and low number of physicians in remote areas. With ongoing digitalization more and more data are available digitally. Clinical documentation is an important source for big data analysis and artificial intelligence. The patient has an important role: Telemonitoring, wearable technologies, and smart home devices provide digital health data from daily life. These are high-quality data which can be used for medical decisions.

The examination distinguishes different textual genres and styles employed for the reporting and recording of conciliar decisions and discussions, such as ‘canons’ holding on to (for the most part disciplinary) rulings; ‘anathemas’; ‘decrees’ (horoi); ‘expositions (ektheseis)’ and ‘creeds’ that formulate the summary judgement of the assembly, frequently on matters of orthodoxy; and the conventional reporting in the form of conciliar letters. Recording not just of decisions but also of discussion in direct speech is sporadic. Significant flexibility in the recording styles can be observed both between councils and even in the same council; it represents purposeful choices by council leaders and secretaries. The chapter argues that these cannot be fully aligned or explained by the need for quasi-legal scrutiny in some disciplinary cases as opposed to doctrinal deliberation on other occasions.

This book shows how to answer questions that provide guidance to the most important decisions in real estate: Should I buy? Should I build? Will the market support the decision? Before developers or investors commit to a project, they must have answers to these questions if they are to remain profitable in the long run. No generic answers will fit all real estate decisions at all times, because the circumstances differ so much between projects. Therefore, in addition to examples of the methodology that is generally accepted in the industry, this book provides explanations for why the methodology is used. True understanding provides the versatility that is needed in ever-changing markets. May I build a residential subdivision here? May I build a class A office building there? Such questions are important, but are better dealt with by planners, zoning officials, and attorneys. Is appropriate zoning available? If not, what would be involved in changing the present zoning to accommodate the proposed development? Answering “permission” questions often involves political considerations, which reflect the taste preferences of citizens and politicians and are a byproduct of the local power structure. Therefore, real estate development involves political decisions, as well as market analysis. The market analyst addresses a different scope of issues than the permission questions address. The market analyst provides information and guidance to the investor, buyer, seller, financier, and planner (See Pyhrr et al. 1989, Vernor 1986, Fanning et al. 1995, Delisle and Sa-Aadu 1994, Brueggeman and Fisher 1996). Funding for development or purchase usually falls upon lending institutions. Lending institutions require market analysis as input for their consideration before they commit to funding. Otherwise, they are jeopardizing the financial viability of their institution. The decision to lend without appropriate market analysis is no more than gambling. Some projects may be successful, some may not. Banking regulations require due diligence in the lending decision to evaluate the exposure to risk by the lending institution. So business geographic real estate market analysis is central to the risk management of those who carry the burden of responsibility for the investment.

This chapter presents documentation of self-directed learning in health education through a series of case studies with reflections. The authors draw attention to self-directed learning in the context of one's own personal health management and propose self-directed learning as a solution to the numerous barriers to personal health education. Ideas for increasing a self-directed approach when seeking health information are offered based on the case studies reviewed. Ideas regarding future research needs are included.

A great deal of attention is given to the importance of communication in environmental remediation and radioactive waste management. However, very little attention is given to eliciting multiple perspectives so as to formulate high quality decisions. Plans that are based on a limited number of perspectives tend to be narrowly focused whereas those that are based on a wide variety of perspectives tend to be comprehensive, higher quality, and more apt to be put into application. In addition, existing methods of dialogue have built-in limitations in that they typically draw from the predominant thinking patterns which focus in some areas but ignore others. This can result in clarity but a lack of comprehensiveness. This paper presents a Perspective Awareness Model which helps groups such as partnering teams, interagency teams, steering committees, and working groups elicit a wide net of perspectives and viewpoints. The paper begins by describing five factors that makes cooperation among such groups challenging. Next, a Perspective Awareness Model that makes it possible to manage these five factors is presented. The two primary components of this model — the eight “Thinking Directions” and the “Shared Documentation” — are described in detail. Several examples are given to illustrate how the Perspective Awareness Model can be used to elicit multiple perspectives to formulate high quality decisions in the area of environmental remediation and radioactive waste management.

Abstract This paper discusses the approach and analysis of an empirical study that supports the hypothesis that concept generation and development occur most frequently in informal media where design capture tools are the weakest. This statement has strong implications for the capture and reuse of design knowledge because conceptual design generates the majority of initial ideas and directions that guide the course of the project. Many important decisions are made along with rationales that support these decisions, but since these rationales are expressed in design activities such as brainstorming sessions and conversations, the design rationale is rarely captured and the knowledge is lost. While traditional product documentation captures explicit knowledge such as requirements, specifications, and design decisions, often the contextual or tacit knowledge of the design group is lost. The paper concludes with a description of a computer-mediated system, called “Recall”, that addresses the results of our findings by providing a means of capturing and indexing informal media to facilitate design reuse.

Flooding is a major source of concern for Texas’ coastal communities. It affects the quality of infrastructure, the lives of citizens, and the ecological systems upon which coastal communities in Texas rely. To plan for and mitigate the impacts of flooding, Texas coastal communities may implement land use tools such as zoning, drainage utility systems, eminent domain, exactions, and easements. Additionally, these communities can benefit from understanding how flooding affects water quality and the tools available to restore water bodies to healthy water quality levels. Finally, implementing additional programs for education and ecotourism will help citizens develop knowledge of the impacts of flooding and ways to plan and mitigate for coastal flooding. Land use tools can help communities plan for and mitigate flooding. Section III addresses zoning, a land use tool that most municipalities already utilize to organize development. Zoning can help mitigate flooding, drainage, and water quality issues, which, Texas coastal communities continually battle. Section IV discusses municipal drainage utility systems, which are a mechanism available to municipalities to generate dedicated funds that can help offset costs associated with providing stormwater management. Section V addresses land use and revenue-building tools such as easements, eminent domain, and exactions, which are vital for maintaining existing and new developments in Texas coastal communities. Additionally, Section VI addresses conservation easements, which are a flexible tool that can enhance community resilience through increasing purchase power, establishing protected legal rights, and minimizing hazardous flood impacts. Maintaining good water quality is important for sustaining the diverse ecosystems located within and around Texas coastal communities. Water quality is regulated at the federal level through the Clean Water Act. As discussed in Section VII, the state of Texas is authorized to implement and enforce these regulations by implementing point source and nonpoint source pollutants programs, issuing permits, implementing stormwater discharge programs, collecting water quality data, and setting water quality standards. The state of Texas also assists local communities with implementing restorative programs, such as Watershed Protection Programs, to help local stakeholders restore impaired water bodies. Section VIII addresses ecotourism and how these distinct economic initiatives can help highlight the importance of ecosystem services to local communities. Section VIX discusses the role of education in improving awareness within the community and among visitors, and how making conscious decisions can allow coastal communities to protect their ecosystem and protect against flooding.

Abstract:
Since 2013, the formal structure of global corporate tax policymaking at the OECD has changed. Decisions are no longer made by 37 OECD members, but by 137 countries from all regions and levels of development through the ‘Inclusive Framework’ (IF). Official documentation emphasises that all countries participate on an ‘equal footing’, but some participants and observers have emphasised that developing countries in particular face practical obstacles that lead to unequal participation in practice. In this paper, we assess these claims, drawing primarily on 48 interviews with negotiators, policymakers and stakeholders involved in global tax discussions. We find that the explosion in formal membership has not in itself led to the step-change in developing country influence that the raw numbers imply. This is because of a combination of structural obstacles that are not unique to the IF, and some challenging aspects of the OECD’s way of working. Yet, lower-income countries have made some modest achievements to date, and there are signs of incremental progress towards a more effective presence. We develop a typology of mechanisms through which successes have been achieved: association with the efforts of more powerful states, anticipation of lower-income countries’ needs by the OECD secretariat and others, collaboration to form more powerful coalitions, and the emergence of expert negotiators with individual authority.
