Abstract:
The article considers the implementation of decentralization processes in the national system of public administration. In the context of socio-economic and political problems in Ukraine, the issues of ensuring the effectiveness of regional development are becoming increasingly important. The existing system of administrative-territorial organization and hierarchy of power, distribution of powers between public administration bodies at the national and regional levels and local self-government bodies was not able to ensure balanced development of territories. The priority was to ensure equal access to social, administrative, communal and other services for the population of both large cities and rural areas. An important aspect of development is the issue of community responsibility for management decisions. Representation of the community in matters of territorial development is of increased relevance. A retrospective analysis of the development of decentralization reform in Ukraine and a system of legislative support for the functioning of amalgamated territorial communities were conducted in order to determine the prospects for further implementation of decentralization reform in Ukraine. Thus, the article considers the regulatory framework for the introduction of a system of decentralization of power in Ukraine. Certain aspects have been identified that have not been elaborated by law and hinder the further development of the system of amalgamated territorial communities. The analysis of the legal framework made it possible to identify the main normative documents regulating decentralization processes in Ukraine, outline their role in the development of decentralization processes, and determine the legal limits of capabilities and obligations of different levels of government, including local government and local government

Abstract:
The article is devoted to identification and analysis of documents of the executive committee of the Volgograd City Council of Workers’ Deputies containing decisions on naming and renaming of streets and squares of the city. As they reflect the historical process, the urbanonyms have great research potential. A comprehensive study of urbanonyms as a historical source involves disclosure of factors motivating to name and rename urban sites and consideration of decision-making process, which in its turn involves a wide range of documentary material. The source base of the study is minutes of meetings and decisions (with appendices) of the Executive Committee of the Volgograd City Council of Workers’ Deputies. In the course of the study, a representative sample collection has been formed, the object of which is the Battle of Stalingrad. Memory of the heroism of the defenders of Stalingrad is the brightest component of the social environment of modern Volgograd. The organizational and administrative documentation has allowed the authors to reconstruct the process of naming and renaming of streets and squares in Volgograd, to determine the mechanism of names selection, to point out specific features of the City Executive Committee’s work on this issue. Documents of Volgograd representative authority contain diverse historical information about the city toponymy: on causes and initiators of naming and renaming of streets and squares; on persons chosen for perpetuation in street names; on financial and technical issues of decisions implementation; on procedure for informing the executive authority bodies of names chosen for urban objects. The sources reveal the difficulties of this process, which are usually subjective in nature. Urbanonyms reflect substantive aspects of the history of city development (historical and military events), they take note of heroic guard units, role of outstanding personalities of the region and the country, population, administrative units, twin cities. In this regard, the attitude of representative authority bodies to preservation of historical memory in form of urbanonyms is important. Historical memory not only is one of the main channels for transmitting experience and information about the past, but also an important component of a person’s self-identification. The authors note that decision-making procedure for naming of streets and squares has changed under modern conditions; it now involves publicity, comprehensive discussion, and collegiality, thus eliminating errors in preparation of documents and implementation of decisions.

Abstract Territorial fragmentation is considered as one of the most problematic characteristics of the Czech municipal system, however, there are no effective ways how to encourage small units to amalgamate. This paper focuses on cases of voluntary mergers that occured in 2002 and 2003, as the number of amalgamated units had no comparison in last 20 years. Through the analysis of documents, data from statistical office, press and interviews with actors we examine the aspect of those mergers such as main causes, process of the merger itself and actors involved. The analysis reveals the amalgamation was not a result of long-term process but more likely an ad hoc solution of problematic situation caused by administrative, economic and socio-demographic factors. Abstract:
The purpose of the article is a brief description of the experience of analyzing the conceptual foun-dations of governance in education and other spheres in post-Soviet Russia in comparison with developed democracies; a description of typical approaches to the implementation (imitation) of strategic planning in management, as well as the consequences and specific traits of contextual, a-strategic management. Conceptual management in education and in the context of others is oppose to contextual management. Modern management concepts are externally presented in Russian education and in other areas of management discourse and practice. The system of professional standards developed in the country is designed to solve a number of managerial tasks. However, the non-conceptual use of professional standards leads to an imbalance in subject-object interaction and in organization in whole. This article lists two categories of workers. Non-compliance with the professional requirements is typical to the first category of workers. Failure to comply with professional standards also take part to the professional, partners and personal deformations. These deformations are illustrated by the text of management strategies. Having strategies is an incentive for development. However, the lack of an algorithm for the compilation and evaluation of such documents, the analysis of the importance of this aspect in the process of evaluating the activities of authorities leads to the fact that this strategic management remains unclaimed in the territorial and organizational management system. The authors consider two leading aspects of the problem of territorial strategization: (1) substantiation of the reasons for poor-quality strategic developments; (2) the search for errors in the conceptual management methodology. The roots of the first problem should be found in the imbalances in the formation and development of the subject of management, starting with the problem of improper selection and de-professionalization of managerial personnel. To solve the second problem, the authors propose SEO analysis tools as a methodology for evaluating strategy texts. This tool solves the problem of audit of regional strategies in the context of administrative, socio-psychological and linguistic aspects of public servants in the field of education. The data obtained can also be disseminated to non-governmental educational institutions: in particular, in additional or global education it is extremely important to know its subject, object, purpose and objectives, etc. Otherwise, as in the case of state educational institutions, imitations will arise that are more likely to harm education and society than support it.

Abstract:
In the documents reflecting the modern Russian Federal policy in the field of education, one of the main tasks is defined as the well-being of the family and the formation of trust in the family as a social institution. In the article, the social institution of the family is considered as a leading factor in the aspect of managing the social situation of a child's development. The partnership of the family with the systems of General and non-formal education of children is presented as an effective practice of social and ped-agogical interaction, focused on the social and mental development of children. The fea-tures of social and pedagogical interaction of institutions of General and non-formal education of children with the family as a subject of designing an individual educational trajectory are revealed. It is shown that in the modern conditions of modernization of Russian education, there is a tendency of alienation between the family and the school. The school implements the main directions of work with parents, which reflect its lead-ership and guiding role in this process: increase of their psychological and pedagogical knowledge; involvement in the educational process of the school; involvement in public administration of an educational institution. The family manifests itself as a social part-ner of the institution of non-formal education of children, whose activities assume a fo-cus on matching the interests, inclinations, abilities of children. The implementation of social and pedagogical partnership is based on the establishment of links between the family and the educational environment, in the creation of which it actively participates. The interaction of n-education with the family creates conditions for the motivated par-ticipation of children in the implementation of their educational routes. There is an in-crease in the importance of such educational practices, which can include the family in various types of pedagogical activities as an equal subject, along with children.

Abstract:
The aim of the study is to identify the essence of digitalization and the disclosure of its features as one of the most significant trends in world development, affecting all spheres of public life and especially culture. The study was carried out on the basis of factual data, UN analytical documents, materials from the work of Russian and foreign philosophers, economists, and high-tech specialists. In the research process, the historical genetic method, comparative analysis of scientific concepts and diachronous method were applied. The previously identified megatrends (globalization and democrati-zation) are analyzed, their general characteristics are established. This allowed us to formulate a new definition of megatrend as a global trend that arises in one area of public life, but gradually covers all other areas of social practice. Further, the authors investigated the processes of digitalization in various fields of social practice. It is noted that, historically, digitalization arose in the field of economics and brought certain benefits, which allowed it to spread to other areas of social life. It is emphasized that in the social sector, digitalization has allowed not only to create new jobs and specialties, but also helped to unite people into groups based on information networks. These groups have become active elements of social space, acting not only in the bowels of the network, but also changing the world beyond. In the field of public administration, new technologies have laid the foundation for the development of “e-democracy” and “e-government” – forms of socio-political interaction that can significantly in-crease the level of citizen involvement in government activities, as well as improve their quality of life. The development process and the activities of electronic libraries and virtual museums are analyzed; It has been established that the essence of this activity in the aspect of digitalization consists in popu-larizing the cultural heritage and expanding its integration into social practice. The possibilities of using modern tools of “augmented reality”, which allow to achieve artistic, creative and educational goals, are determined. The authors conclude that the essence of digitalization is a fundamental reorgan-ization of all spheres of public life towards optimization, acceleration, algorithmization, standardiza-tion and unification of controlled processes in these areas, leveling “manual control”, reducing the role of the “human factor” and associated errors through the use of constantly improving networking tech-nologies and devices responsible for the accumulation, processing and storage of information.

Abstract:
The article is devoted to the development of business writing as an independent style of official document flow in Russia. For centuries, documents have been compiled in a language close to the spoken language and contained the individual speech characteristics of the compiler. This continued until the 18th century, when Peter I accelerated the state centralization and reorganized the system of state administration. These changes made it necessary to systematize the document flow and unify legislative acts. Naturally, such activity has led to the ordering of language of documents. As shown in the article, two main trends in the development of business language can be observed during the 18th century: 1) active enrichment of vocabulary and speech turns due to borrowing and terminologization process, caused by the development of various aspects of social life; 2) isolation of genres, regulation of the form of documents and active formation of terminology. This process, which began in the Petrine era, continued for many decades and was not completed under Catherine II.

Abstract:
The relevance of this study is that increasing the dynamics of the social and economic development of the state is impossible without effective public administration, which is largely associated with administrative and procedural legislation. We give a number of arguments justifying the positive role of administrative regulations adopted in the course of the administrative reform in the first decade of this century for the performance of public functions and the provision of public services in improving the efficiency of the executive bodies and their officials. This study also analyzes, on the basis of prosecutorial checks, the qualitative content of administrative regulations of the executive bodies of the Tambov region administration, which enshrines provisions that are not in accordance with applicable law: assignment to the applicant of an obligation not provided by law for the provision of documents not established by federal and regional legislation, as well as to be received in the framework of interagency information interaction; areas of reason for refusing to provide services that were different from the law were introduced. Based on the scientific and theoretical studies of foreign practice, we substantiated the need for the adoption of a federal law “On Administrative Procedures and Administrative Acts”, which would enshrine universal rules for the implementation of administrative procedures, the procedure for adopting administrative acts, and the general principles of administrative procedures that will guide all administrative authorities on the territory of the Russian Federation, which would contribute to the establishment of law and order in the field of public administration.

Article was prepared within the scopes of grant funded by Shota Rustaveli National Scientific Fund of Georgia (FR 17-554 Documentary Sources (Deeds, Epigraphic Inscriptions, Colophons) in the First half of 17th c. (1600-1662) about the Kings of Kartli and Kakheti (research and publication of sources). For thorough study of Iran-Georgian relationships in 16th – 17th centuries research of Georgian-Persian historical documents is of particular interest. These historical documents provide valuable data about social, administrative and state institutes in Georgia.Georgian-Persian historical documents describe dynamically the political, social and religious processes that have taken place in Eastern Georgia due to intervention of Safavid Iran in 16th-17th centuries. Studying of the separate segments of diplomatic monuments – interrelations between Georgian and Persian texts provide precise illustration of Georgian reality and specific nature of political, social and religious relations between Iran and Georgia.Research of Georgian-Persian bilingual deeds clearly shows attempts of Iran to intervene into Georgian landholding system and its substitution with Iranian-Moslem one; Invocation of Georgian kings and the legends on their Persian seals clearly demonstrate the political and religious influence to which they were subjected as a result of Safavid censorship. Based on all these, we can imagine specific nature of operation of Georgian secretariat-chancellery, see the movement of the documents from their composition to their entry into legal force and the term of their effectiveness.Studying of the seals on Persian and Georgian texts of diplomatic monuments allowed identification of important chancellery officials participating in issuance of Georgian-Persian documents, as well as in their consideration and approval.Georgian texts of bilingual documents, with their contents and structure, were entirely based on Georgian traditions of paperwork while the Persian texts complied with Iranian requirements. Iranian diplomatic formulas were adapted to Georgian reality.Georgian-Persian historical deeds provide unbiased description of severe reality resulting from religious and political power of Iran in Eastern Georgia; and Georgians had to fight for maintaining their state, national and religious identity.

Abstract:
A number of governments, falling along a range of political pursuations, are pursuing service quality initiatives. A focus on service quality is part of the general direction of public sector management reform. Quality policies are responsive to economic progresss and social needs. Although service quality is affected by many things, citizen-publc service relationships are fundamental. The social need for a modernized Greek public administration has been posed many times. Public polices seeking to reform public administrtion in Greece have been designed with a particular emphasis on the complex policy space of the relationships between state services and the citizens. Using the New Public Management as a theoretical framework, this paper examines critically how these relationships have been organized. Methodologically, the paper is based on the content analysis of relevant official reports, documents and administrative archives. The paper reveals that the discussion of this reform, the measures adopted and the reforms themselves are often recycled.

Internet technology and mobile technology have enabled producing and diffusing massive data sets concerning almost every aspect of day-by-day life. Remarkable examples are social media and apps for volunteered information production, as well as Open Data portals on which public administrations publish authoritative and (often) geo-referenced data sets. In this context, JSON has become the most popular standard for representing and exchanging possibly geo-referenced data sets over the Internet.Analysts, wishing to manage, integrate and cross-analyze such data sets, need a framework that allows them to access possibly remote storage systems for JSON data sets, to retrieve and query data sets by means of a unique query language (independent of the specific storage technology), by exploiting possibly-remote computational resources (such as cloud servers), comfortably working on their PC in their office, more or less unaware of real location of resources. In this paper, we present the current state of the J-CO Framework, a platform-independent and analyst-oriented software framework to manipulate and cross-analyze possibly geo-tagged JSON data sets. The paper presents the general approach behind the J-CO Framework, by illustrating the query language by means of a simple, yet non-trivial, example of geographical cross-analysis. The paper also presents the novel features introduced by the re-engineered version of the execution engine and the most recent components, i.e., the storage service for large single JSON documents and the user interface that allows analysts to comfortably share data sets and computational resources with other analysts possibly working in different places of the Earth globe. Finally, the paper reports the results of an experimental campaign, which show that the execution engine actually performs in a more than satisfactory way, proving that our framework can be actually used by analysts to process JSON data sets.

The study provides an insight into administrative and legal aspects of licensing higher educational institutions, analyses changes in the licensing system of higher educational institutions and examines measures aimed at nhancing the role of this institution in addressing the problem of quality assurance of higher educational institutions. The author investigates the legal nature and administrative aspects of licensing in higher education and proves that licensing in higher education is an administrative procedure, which takes into account the specific nature and characteristics of the activities of an educational institution, that are stipulated by the corresponding regulatory documents. The paper determines licensing as a legal phenomenon, which means that licensing activity belongs to the system of state-executive relations, the core of which is the organizing the citizens and the legal entities’ activities in the spheres where steadfast adherence to definite requirements and certain legal behavior is expected. One of the key research questions of this paper was the ambiguity of the concept of licensing in scientific literature, which combines the norms of administrative and civil law. Social and legal functions of licensing higher education institutions with the aim of their effective functioning in social and legal environment are outlined. Further, the author identifies the characteristic features of licensing in education. This article also address the research questions of licensing in education and offers the conclusions regarding the features of licensing as a legal phenomenon. The role of licensing activity in the system of state-executive relations and its contents and constituents are determined.

AbstractMuch has been said on the role of judges, legal officials, and courts in the making of colonial regimes. Nevertheless, historiography lacks specific methodological reflections on lawsuits in the Iberian Empires. In order to raise some methodological issues concerning lawsuits as primary sources, I argue that historians could also engage with legal files by looking at instead of just looking through them. In this sense, I seek to establish a dialogue with discussions that anthropologists and social scientists put forward concerning the role of documents as constitutive of bureaucracies and administrative institutions. In order to do so, I will focus on specific aspects of the Benguela District Court collection of legal files.

RésumésLe pouvoir royal chrétien éthiopien a produit, entre le xie et le milieu du xxe siècle, nombre de documents écrits témoignant de donations de terre et de transferts de privilèges accordés aux institutions religieuses et aux grands du royaume. Bien que seule émettrice d’actes écrits, l’autorité royale a manifesté peu d’intérêt pour le devenir de ces documents : elle ne les a pas conservés, ne les dotait d’aucune marque externe de validation et acceptait relativement facilement qu’ils soient modifiés. Ce paradoxe se résout après une étude approfondie des pratiques qui permirent la production, puis la conservation de cette documentation. Ainsi, le pouvoir royal mettait en place des comités ad hoc qui se déplaçaient dans les provinces afin d’y faire promulguer les actes, ou émettait ceux-ci depuis le camp royal pour les dépêcher ensuite vers les institutions concernées. La mise par écrit et l’archivage étaient délégués aux institutions religieuses, qu’elles soient bénéficiaires directes des actes ou qu’elles fonctionnent comme des centres administratifs régionaux. Il est encore difficile de percevoir des scansions chronologiques dans ces processus. Néanmoins, un changement radical s’opère à partir de la décennie 1720 : les personnes privées s’arrogent le droit de faire écrire en langue vernaculaire leurs transferts de droits. La stabilité de la société gondarienne et la professionnalisation des scribes dans les églises ont permis à ces derniers de devenir les notaires de leurs communautés tout en servant les intérêts de la petite noblesse. La bureaucratie éthiopienne échappe au monopole du pouvoir souverain pour servir la communauté des propriétaires fonciers.

Abstract:
Purpose – The purpose of this paper is to conceptualize the implementation of educational reform processes by applying the concept of social innovation. The paper proposes a model of social innovation and test its applicability in the context of Estonian vocational education reform using two case studies of the school re-organization as an example. Design/methodology/approach – A case study approach has been applied in the empirical study. Different data collection methods have been used including semi-structured interviews with the various change actors, observations and analysis of written documents. Findings – The integrated model of social innovation proved to be a fruitful analytical tool. By focusing on five central aspects – the trigger of change, central change agents, social mechanisms facilitating the adoption of change, implications and social gains – it was possible to explain two school re-organization processes and the reasons behind their success or complications. Practical implications – The analysis of the cases outlined some lessons that can be learned for the future planning and implementation of school reforms. School changes are more easily adopted if actors experience it as useful and rational, school staff are involved in the process as early as possible and the adoption is facilitated by building certain social mechanisms and network structures into the policy implementation process. Originality/value – The paper makes a contribution to the literature on educational reform by applying the concept of social innovation. Up until now, the concept of social innovation has remained rather underused to explain the process of implementing and adopting reforms, and in particular, it is rarely used in the context of analyzing educational reforms.

The article contains the analysis of the policy documents that reflects the complicated demographic situation in modern Russia, in particular the Concept of the Demographic Policy up to 2025. The author shows how specifically the social welfare of women and children legislation influences the demographic development. It emphasizes the need of the simultaneous development of this brunch of legislation with the other brunches especially the labour legislation. The attention is paid to the inadmissibility of the reduction of the already achieved level of social guarantees. The provision of social security benefits as a reward fertility is criticized. The special attention is paid to the danger of depriving the women’s right to decide the issue of motherhood.

Welcome to the “Journal of Policy & Governance”! In my opinion, an editorial may reflect the general direction of the journal, values, strategy, priorities, goals and objectives, and so on. This is the first edition of the Journal of Policy & Governance where I act as the Editor-in-Chief. The title of the journal includes two key concepts, the "Policy" and the "Governance", and they are crucial for the target audience of the journal. That is, the field of "Policy Science": policy cycle, problem identification for analysis, policy environment, resources, stakeholders’ analysis, communications (strategic, multilevel, etc.), policy tools and evaluation, etc. Also, these are values, objectives and methodology of the research and policy analysis, policy as the process and reasons for state intervention, evidence-based policy, quantitative and qualitative methods of data processing and the formation of evidence in the policy process and so on. The field of governance is also valuable for research: democratic, good, sensitive, multilevel, digital, and so on: Service State, public consultation, and interaction between government, business and civil society in the policy-making process. Common decisions, power and out of power policy makers, leadership, analysts and policy actors also require semantic and empirical content in the articles of the journal. Promising areas of research would be multilevel governance and balanced social development, cohesion policy, vertical-horizontal interaction and networks in the multilevel governance, digital multilevel governance, etc. An interesting example would be benchmarking of global and multilevel governance: supranational, national, regional and local levels in their interaction. Also, the "Spiral of Success" as a follow-alternative to linear model of policy making is worth mentioning. As an applied aspect it would be desirable to show different types of policy documents in the articles. Public administration, gender aspects, microeconomics for policy analysis, finance and budgeting, local self-government, administrative behavior, policy paradoxes, urban planning, etc. are important areas of research in the articles of this journal. Special emphasis should be placed on policy and governance monitoring and evaluation, performance audit, governance forecasting and diagnosis, and policy measurement indicators. Multidisciplinarity and interdisciplinarity are the basic and main components for promising cross-researches of "Policy" and "Governance" areas. Ethics and morality as well as effectiveness, efficiency, economy, balance and publicity of policy are necessary components of research in the published articles. These are promising and urgent directions for studying in the articles of our journal. I believe that strategic public management in the context of governance would be an innovative area for research in future articles. Moreover, such threads would be important, such as strategic public management, planning, forecasting, target programming and public policy, governance and operational management, research of information and technical support for policy-making, change management and public policy and governance. Of course, the above thoughts only clarify the formulated purpose of the journal. Innovation, interdisciplinary benchmarking and a cross-cultural approach to public policy and governance will contribute to the quality of the journal. I hope that this first edition of “Journal of Policy & Governance" and subsequent editions will meet the high standards of quality articles and content of promising research. It is found that the set of documents which create the regulatory, methodological and legal support for the functioning of human resources management as a system is incorporated into the regulatory framework of human resources management. In turn, the regulatory and methodological support of the human resources management system is a set of organizational, organizational and methodological, organizational and managerial, technical, regulatory and technical, technical and economic and economic documents, as well as reference documents, which establish norms, rules, requirements, characteristics, methods and other data used in organizing workplace and human resources management and are approved in due course by the competent authority or the leadership of the company. The employee resourcing of the human resources management system is viewed as the necessary quantitative and qualitative composition of human resources employees in the company. It is specified that considerable attention should be paid to the legal support of the human resources management system, that is, the use of means and forms of legal influence on the bodies and objects of human resources management to achieve the effective functioning of the company. It is clarified that the models of social partnership in different countries differ in the organizational mechanism, norms and rules on the regulation of social and employment relations, the level of the procedure centralization and the participation of the state in social dialogue. It is concluded that the main objectives of the legal support for the human resources management system include the legal regulation of business relations which are formed between employers and employees, the protection of the rights and legitimate interests of employees arising from employment relations.

PurposeThe paper aims to reach a better understanding of accountability and social reporting in the Italian justice system, by examining the state of the art of both literature and practice. The case study highlights the critical elements in drawing up the social report of one of the most important Prosecutor Offices in Italy.Design/methodology/approachThe case study analyzes the activities of the actors involved in the report building process by detailing all the steps involved in a research diary, in order to examine such process from the inside, thus reversing its perspective.FindingsThe study shows that both the lack of guidelines for judicial administrations and a consolidated trend of transforming administrative facts into documents useful to stakeholders slow down the evolution of practices, which are stuck in a perpetual trial stage.Research limitations/implicationsThe limitations are mainly related to the adoption of a single case study, which does not include any comparison with other reporting experiences in the justice sector.Originality/valueThis paper adds evidence to the theoretical debate on social reporting in the justice sector which has so far received the attention of a limited number of scholars. Furthermore, unlike other studies focusing exclusively on the final report while overlooking the process that turns input into output, this research deals with the core of the social reporting process and practices in their development, capturing their most intimate and controversial aspects from the inside.

Patent rules matter to the structure and evolution of pharmaceutical markets. If they did not, pharmaceutical multinationals would not spend resources on their globalization and content. The role of pharmaceutical multinationals in shaping the patent provisions of the Agreement on the Trade-Related Aspects of Intellectual Property Rights (TRIPS) has been well documented. The contributions of developing country coalitions and nongovernmental organizations (NGOs) in the World Trade Organization (WTO) on TRIPS and access to medicines have also been studied.One actor, the patent office, has largely escaped detailed scrutiny in the literature that has grown around intellectual property law and access to medicines. There is an obvious explanation. Patent offices are administrative bodies. They administer patent standards that are decided and defined by others – the courts, legislatures or the executive acting in the context of treaty negotiation. For those interested in the structural reform of pharmaceutical markets, reforming patent office administration has not been a high priority.

Teacher appraisal has been widely practised in China for decades. With the introduction, in 2009, of the teacher performance pay system, however, teacher appraisal has undergone certain changes. This study explores the practice of teacher appraisal, using a qualitative approach and taking public schools in Shanghai as its research sites. The methods adopted include interviews with teachers and school administrators, observation of relevant activities and document analysis. The study reveals that teacher appraisal in schools in Shanghai is not a one-off event. Although the procedure for generating appraisal results occurs at the end of each year, data collection activities for appraisal – including lesson observation, student evaluation of teachers and checking teachers’ tasks – are conducted throughout the whole year. The current teacher appraisal system has been a success, and this study identifies four factors contributing to that success. First, administrative and developmental appraisal coexist as one single appraisal system. Second, teacher appraisal is integrated with other aspects of schools’ business. Third, teacher appraisal is perceived by teachers as credible and fair. Fourth, non-technical aspects of appraisal, such as teachers’ psychology and social dynamics, are taken into account during the appraisal process.

This article considers methods of state support of young families in Russia and Russian regions. In current socio-economic conditions, young families' support can be viewed as a useful course of state policy. Providing housing to young families allows young adults not only to solve their social, economic, and psychological issues but also creates a background for young families for active participation in societal, economic development, and demographic state policy. Logics of the research is based on that young family support is executed in Russia on federal and regional management levels as part of youth and housing policy. In the article, regulatory, administrative, and financial aspects have been reviewed as in the frame of youth and housing policies. During their studies, methods were used, such as comparison study, compilatory analysis of documents, software, and analysis and evaluation of financial and statistical data based on algebraic calculations. Judging on the results of the study conclusion was carried out on how well young families support is organised on federal and regional levels, how effective were the measures taken for society. In conclusion, suggestions were made on how to better young families' support when acquiring housing. Their usage will allow to structure of young families' aid, make it more expedient and of current interest.

Requests from different categories of users for information on sustainability have manifested the need to disclose non-financial information. The objective of this document is to analyze the level of disclosure of sustainability information from local governments of the Pacific Alliance countries, performing content analysis of the entities’ websites in the year 2018. Results show that local governments of the Pacific Alliance are interested in disclosing sustainability-related information, based on the aspects considered in the Global Reporting Initiative guidelines, but their level of disclosure is low, achieving 40% of the criteria assessed and mainly focused on general and economic information, with lower level of disclosure of social and environmental aspects. This work contributes to the literature on the characteristics of sustainability disclosure in local governments in developing countries such as from the Latin American zone.

Desse modo, realizou-se o levantamento documental disponibilizado pelas insituições escolares, observando o Projeto Político-Pedagógico (PPP), o Regimento Escolar e a Proposta Pedagógica Curricular (PPC). Além disso, foram utilizados o Levantamento Nacional de Informações Penitenciárias (INFOPEN) e os dados disponibilizados pela Coordenação de Educação, Qualificação e Profissionalização de Apenados (CEQP). Para a pesquisa de campo, foram investidas visitas para verificação dos espaços destinados à educação nos ambientes prisionais, observando as condições estruturais como salas de aulas, biblioteca, laboratórios e demais espaços administrativos da escola. Pela perspectiva crítica, foi possível perceber que os pilares fundamentais do cumprimento de pena, pautados no processo pedagógico de reeducação da pessoa privada de liberdade, muitas vezes perdem espaço para a garantia de segurança. Esse aspecto de instabilidade e ambiguidade no referencial de ações, demonstrou a fragilidade das mesmas e a necessidade de a escola instituir iniciativas que promovam a emancipação humana no ambiente prisional. Identificou-se, dessa forma, a fundamentação necessária para proposta de elaboração de um projeto político-pedagógico para educação nas prisões e, pela sua dimensão, a aproximação prática da Educação Social, fundamentada no campo teórico da Pedagogia Social.

In the article the issue of the beginning of work experience and the development of the secondary schools in the Trans-Baikal section of the Trans-Siberian Railway is observed. The Trans-Baikal railway was the most important strategic object of the cross-border territory. Its effective activity was the key to the successful development and accelerated integration of the Eastern suburbs into the General Imperial space. Historiographic analysis showed a poor degree of knowledge of the sociocultural aspect in the activities of the Trans-Siberian Railway, which determined the purpose of the study. The study was conducted on the basis of historical and archival, comparative, statistical methods. A number of archival documents are mentioned in science for the first time. According to the author, the problem of providing the railway with a stable staff and the organization of traffic safety made it necessary to implement a socially oriented program for road employees. The organization of a school network at major railway stations was recognized as a promising area. Based on archival materials, the author investigated the process of its creation. It was established that to create a school network on the Trans-Baikal section of the road, special authorities were formed ‒ the Committee, local guardianships, and the position of an auditor was established. The formation order, principles of activity and competence of government bodies are determined. It was noted that the sphere of power of the authorities were economic and administrative issues. The organization of the educational process remained the subject of the Ministry of Education. Based on the clerical materials, the author determined the sources and procedure for financing educational institutions. The author notes that the Ministry of Railways allocated most of the funds for school maintenance. We established that 21 educational institutions were organized on the Trans-Baikal section of the road. The schools were jointly run by the Ministry of Railways, the Ministry of Education, and the Orthodox Church. The author noted the unchangeable teaching staff in the Trans-Siberian schools, a higher salary in comparison with schools of other departments. Attention is drawn to the annual increase in the number of students and the invariable percentage of graduates. The author gives a generalized description of the teaching and student staff of railway schools. <p>Positive social interaction is a vital aspect of maintaining a harmonious condition, especially in Malaysia, a country which has a multiracial society. Therefore, this study was carried out to identify the patterns of social interactions among multiethnic students in national secondary schools in Malaysia. The respondents for this study comprise two school administrators, seven teachers and 20 students of various ethnicities. They were selected through purposive sampling. Data were collected through interview sessions either individually or in focus groups, observation and document analysis. The study’s findings showed that, there are five patterns of social interaction such as cooperation, exchange, competition, conflict and non-verbal communication among multiethnic students. Although there was conflict, the underlying causes of the conflict were not due to racial issues. As well as the five patterns of social interactions stated above, stereotypes were also reported among students. Despite conflicts and stereotypes, the students actively attempted to learn about other cultures and demonstrated attitudes of acceptance towards friends from other ethnic backgrounds. This indicates that the social interaction among students is still favorable and can be further improved through appropriate response. Additionally, based on these findings, a few recommendations were made regarding this issue.</p>

Abstract:
The article considers theoretical aspects for the study and understanding of contemporary educational policies with the application of the concepts of bureaucracy. It also presents the results of an interregional study of information flows in the Russian education system. The redundancy, intensity and formalization of these flows constitute one of the painful aspects of work in this sphere, along with unfairly low wages. The article analyzes the materials of extensive sample surveys and the timing of the loads of the main job groups in the education system, data on document flow in institutions of various types and levels, and expert assessments in the three regions of the country. The amount and structure of information flows and paper work lead to institutional dysfunctions, they serve as a means for administrative pressure and imitation of manageability in education system. The article considers their impact on the social and professional well-being of educators. The author concludes that the main source of paper pressure and paper genocide in the education system is a management strategy that ignores the public mission of education and its multifaceted social effectiveness. This strategy expresses distrust of educators, contains ignorance towards public-state governance and has become a dead end for the Russian education system, a major obstacle to maintaining its potential, development and progress in view of growing global competition.

The journey of economic growth and development is on an unsustainable trajectory, marked by conditions that endanger natural assets and environmental services, both of which form the basis of long-term economic growth and human well-being. Indonesia is the 6th largest emitter in the world, while East Kalimantan itself is the 6th largest emitter nationally. The fundamental question that often arises in the author's mind is "can economic prosperity be obtained by marginalizing natural factors which are then deemed insignificant? In response to this, a concept known as green growth emerged. To discuss this, the author uses qualitative methods. This method provides a form of data collection and analysis that focuses on emphasizing and understanding meaning. The data collected comes from official documents and other supporting documents. The author makes interpretations of what is seen, heard and understood. The results showed that in order to achieve Green economic growth in East Kalimantan, political, economic and social aspects must be considered.Political aspects are the most important thing because policies play a key role in realizing green growth, policy makers can build green growth strategies, with the help of their commitments. However, the political, social and economic aspects are interrelated and mutually supportive.

Individual or collective coping with stereotypes - as actors or victims - belongs to human history, and shows different expressions, such as “Black and White” in Africa and America, “Jews”, “Sinti and Roma”, and “East and West” in Europe; also prejudices concerning generation, sex/gender, and professions belong to this context. This essay emphasizes, in an exemplary way, on a particular aspect of stereotyping: For Germans, 1945 was (also) the year of flight and expulsion from the East to the West as a kind of master-narrative; filled with stereotypes and myths, this narrative formed their collective memory and identity. Many expellees chose narrations as their strategy to cope with their traumatic experiences. Authors, such as Otfried Preussler, transferred their personal narration into literary forms. There also can be found official documents, such as decrees, which encoded the experiences into neutral information, but, nevertheless, remain traces of human tragedies. Also, modern interpretations of these events show emotional fillings and balance between close and distant style. The following short evaluation of published documents explains, how people cope with traumatic situations and experiences during a particular historical situation by using stereotypes; by evaluating different kinds of social influence on these stereotypes, the research demonstrates the complexity of stereotypes and the need of con¬textualization. The primary data were collected from the Tipitaka in Thai version of Mahachulalongkornrajavidyalaya University and Commentaries. The secondary data were collected from Buddhist documents, educational administration, and interviews with 10key informants. The collected data were analyzed by content analysis. The research results indicated that: 1) the concepts and theories concerning academic affairs, teaching and learning management and evaluation by information technology, personnel management are an important part to drive the organization into effectiveness by setting job channel and description, and personnel development in virtue and knowledge. The budget is a factor to make the organization achieve its goal. The institutional environment is to support the management and work performance effectively. Furthermore, the participation in educational administration is a key factor to push the operation according to policy and plan. 2) The educational management model based on the Ministry of Education consisted of 4 aspects; Academic management, Budget management, Personnel, and General administration with stability and relevant to the 20-Year National Strategy and Thailand 4.0, by development and empowerment of potential, opportunity, equality of people, and enhancing people's quality of life with eco-friendly system, and educational system and management development. 3) The analysis of theoretical trends and educational management models into practice in 4 aspects; academic affairs, budget, personnel, and general management in practice is to strengthen the stability and reconciliation relevant to modern administration system with innovation and social network by using the educational administration in the digital age integrated with Buddhist principles to become a professional administrator in the present situation.

This paper argues that while social policy as an explicit aspect of policy discourse has relatively recent origins within the international development agenda, concerns with “the social” have featured from its very early days seeking to challenge the conflation between growth and development. The paper focuses on key international conferences and policy documents to analyse contestations over the meanings of “the social” within development policy discourse and their efforts to rethink its boundaries with “the economic”. It suggests that these contestations have helped to spell out the basic outlines of an alternative policy agenda in which concerns with “the social” have come to define both the means and ends of development.

Purpose The purpose of this paper is to explore the factors and conditions that help to explain what it takes to mount district-wide efforts to improve instruction and address inequities. Design/methodology/approach The authors examined the evolution of administrator social networks related to instruction, equity and race in three districts over a three-year period. The authors documented when and how these social networks support district-wide connections and consider the relationship between network evolution and each district’s efforts to improve outcomes for all students. Findings The authors found that administrators were most likely to be talking together about instruction, equity and race, and administrator social networks were most conducive to the sharing of information across roles, levels and initiatives when explicit efforts were made to engage administrators in common equity-related initiatives and when discussions of equity and race were part of the public conversation. Research limitations/implications Future studies of social networks among teachers and among teachers and administrators would provide a more well-rounded picture of how information and resources related to instruction, equity and race are shared throughout a district. Practical implications Results from this study can be used to help administrators reflect on key aspects of their organizational structure and the opportunities for interaction they provide. Social implications Strategic connections among those in different roles and initiatives can foster sharing of different perspectives and support the development of community cohesion and a common understanding of joint work. Originality/value This study provides an initial step in bringing together work on social networks and instructional leadership with research related to equity and race in studies of school improvement.

In Central and Eastern Europe (CEE) the interest in EBP (evidence-based policy) is new and limited, hampered in many aspects by the regional specificity of the public administration and welfare services reform.Aims and objectives: The present article aims to explore the development of evidence-based disability employment policy in Romania, in a specific area of work integration: sheltered workshops.Methods: The article draws on the findings of extensive research on sheltered workshops that included multiple research methods, such as public policy analysis, social documents analysis, and secondary data analysis of quantitative and qualitative data.Findings: A number of issues concerning the implementation of evidence-based disability policy in Romania have been identified. Some of these issues are related to the administrative and policy capacity of the government. Others are linked to the limitation of the advocacy capacity of Civil Society Organisations (CSOs) active in the disability area, or to the weak presence of the academic/research community in the disability policy forum.Discussion and conclusions: There is a limited knowledge of how evidence-based disability policy is developed in CEE countries. This article will emphasise the role of the sheltered workshops in shaping the policy solutions in the area of work integration for persons with disabilities. The article will contribute to better understanding of the disability policy reform, looking closely at how the evidence is built and used within the disability policy process.

It is comprised of a wide array of elements: professionals' notes; vital signs and other descriptive information; laboratory data and test results; demographic information; orders, charges, diagnostic and treatment codes; and other utilization data. It is well understood that many people share and need this information. Current controversies over records involve not control, but computerization, security, and accessibility. Although health professionals offer input, decisions about hospital medical records have been considered largely an administrative responsibility.

Much of the contemporary scholarship on the origins of the earliest rabbinic movement and of its literature is hampered by a problematic circularity: conceptual and methodological constructs closely derived from what the ancient evidence itself says about the origins of Rabbinism and its documents become the basis for analyses of the very same evidence. Appropriately constructed theoretical approaches and related methodologies should provide the basis for elucidating more than one body of evidence, or they have no elucidating power at all. However, since any theoretical construct will highlight some aspects of the phenomenon under study at the expense of others, the use of any one approach will necessarily provide an incomplete account of the community studied. With these limitations in mind, this article elaborates a socio-rhetorical approach to the study of the Mishnah, the earliest extant document of the nascent rabbinic guild, in an effort to elucidate the character and origins of the early rabbinic guild. The article views the literary traits of Mishnah as a socially legitimated and authoritative rhetoric, reflecting and modelling a guild expertise core to the social formation of the early rabbinic guild. In broaching the question of whence such guild expertise in second- and early third-century Judea and Galilee, the work suggests that the immediate institutional origins are in the bureaucracy of the national and cultic administration of the Jerusalem Temple and of its High Priesthood, institutions eliminated by the Romans in 70 C.E.

The article is devoted to the socially significant and debatable theme in the Russian history – collectivization in the Black Earth village. Extensive historiography is devoted to this problem; therefore, the authors draw attention to the study of the least studied aspects of the agrarian transformations carried out by the Soviet government in 1928–1930. In their opinion, analysis and study of social and institutional factors will determine the causes, identify the mechanism, and establish the consequences of the collectivization. The publication strives to identify key archival sources on the issue in the Black Earth region archives. The geographical framework is the Central Black Earth region gubernias, that is, modern Lipetsk, Belgorod, Tambov, Kursk, Oryol, and Voronezh regions. The study takes into account administrative and territorial reforms in the Central Black Earth region, as well as subsequent acquisition and reforming of archival fonds. Traditionally, Soviet historiography on collectivization focused on the creation of collective farms and struggle with against the kulaks. Contrariwise, modern historiography on the problem of the prosecutor’s office activities, the courts, the OGPU in the Black Earth village is still emergent, as many fonds were classified under the Soviet period and some remain so at least partially to this day. In preparing the article, documents have been identified in the regional archives of the Tambov, Kursk, Oryol, Belgorod, Voronezh, and Lipetsk regions, which have been previously unpublished and never introduced into scientific use. They reveal various aspects of the activities of main state institutions and social groups in the village. They detail the activities of the prosecutor’s office, MTS political departments, district control commissions, the struggle against the kulaks, and some other subjects. The study of the sources on the topic permits to assert that the fonds of these archives contain documents and materials of some interest. Introduction into scientific use of this wide range of sources enables to conduct critical analysis of the socio-political realities of 1928–30 and to construct a dynamic model of the Black Earth village development.

The purpose of the article is to analyze the political and state-administrative aspects of the institutional-constitutional development of youth policy in modern Russia. The subject of the research is the evolving state youth policy (SYP) towards greater efficiency of social development. The scientific article substantiates the significance of the "youth" amendment to the Constitution of the Russian Federation, which is an element of "social" amendments, for the sustainable social development of the country. This amendment, together with the adoption of the draft law “On Youth Policy in the Russian Federation”, ensures the consistency of institutional changes, strengthens the political and legal foundations of the state youth policy. The main documents of the empirical base are the Constitution of the Russian Federation (with the corresponding amendments in 2020 and the draft law No. 993419-7 "On youth policy in the Russian Federation" (passed the procedure for consideration in the first reading in the State Duma of the Russian Federation). The author considers ways to optimize, expand and deepen the systematic work of state and non-state actors among new generations. As a result, it is concluded that the changes under study will make it possible to remove a number of certain institutional and political and administrative problems in terms of regulatory and legal support for the effective activity of the state to create conditions for social development.

However, measurement exercises have failed to identify improvements in this process that integrates administrative knowledge with concepts of labor, social and environmental welfare. The present article is the culmination of research conducted within the framework of the project “Estudio comparativo de la administración y las repercusiones socio-ambientales en las empresas del sector de curtiembre. Case Bogotá (Barrio San Benito), Case Barranquilla and Case Villapinzón (Cundinamarca)” (Comparative study of the administration and the socio-environmental repercussions in tanning sector companies. Case Bogotá (Barrio San Benito), Case Barranquilla and Case Villapinzón (Cundinamarca)) concerning the administrative practices and the negative effects derived from the absence of management systems for negative externalities caused to the environment by companies in the tanning sector. The study was developed as follows: initially, a systematic documentary review of the laws, decrees and regulations that have a direct or indirect impact on the tanning sector was carried out, followed by field work using data collection instruments (questionnaires) in the San Benito neighborhood (Bogotá), in the town of Villapinzón (Cundinamarca) and in the city of Barranquilla (Atlántico), where there are formal and informal work clusters dedicated to the leather industry. The objective of this study was to identify the relationship between administrative styles and formal processes of strategic planning activities development with the adoption of dumping control systems and other aspects related to environmental management, oriented to the organizational level. Based on the above, the information was analyzed with emphasis on those companies with a common denominator in their control strategies in relation to those policies that were the result of administrative and business practices and that finally led to the desired effects in the social, environmental and economic spheres. Finally, the discussion section focuses on the recognition of these good practices and the possibility that they could be replicated by other actors on the global level.

Therefore, this paper analyzes the implementation approaches, priority areas, actions and instruments determined by the relevant European and international strategic documents for the Danube, and the umbrella European document for all Danube countries - European Union Strategy for the Danube Region. The implementation of an integrated approach, strategic framework, obligations and recommendations determined by the analyzed European and international strategic documents and conventions is especially important for improving the management of the spatial development of the Danube Region and Serbia as a whole. From that aspect, the paper recommends the necessary activities and facilities for harmonizing our strategic planning and management system and practice with the analyzed European documents concerning the Danube and Danube Region.

The aim of this article is to analyse the current state of legal regulation of public participation in the strategic environmental assessment (hereinafter – SEA) procedure, to study the mechanism for exercising this right and to identify its possible shortcomings. The article concludes that there are some problems that do not properly exercise the public’s right to participate in SEA. They are the follows: 1) the procedure of public discussion during the SEA needs to be improved in terms of informing the public; 2) the mechanism of guaranteeing and protecting the right to participate in SEA is imperfect and does not provide adequate protection in the event of a violation of this right. On author’s opinion the list of mandatory measures, defined in the SEA legislation of Ukraine, does not fully ensure the effective informing of the public and involving it in the discussion of state planning documents. The information that really aims to engage the general public should include not only print media but also a broad social media campaign, engaging journalists in radio and television coverage. However, there is a risk that detailed regulation at the legal level of ways of informing the public in this area would lead to unjustified costs of SEA customer’s budgets. Particular attentionin the article is paid to the study of ways of protecting the rights of the public in case of improper informing or neglect of public comments during the SEA. It is concluded that ways of protection of the investigated right may be the next: to challenge the decisions, actions or omissions of participants of the SEA process and to bring to justice for the violation of the requirements of the SEA legislation. However, The SEA Act makes no mention of such mechanisms. The Code of Administrative Offenses and the Criminal Code of Ukraine also do not contain the relevant types of offenses. The author considers this situation unacceptable and proposes to supplement the Code of Ukraine of Administrative Offenses with the relevant offenses in the field of SEA. The article concludes that mediation is an important mechanism for resolving conflicts that may arise in the conduct of SEA. This procedure may be applied at any stage of SEA. If it is obvious that conflict will not be avoided, mediation should be applied as soon as possible. At the same time, its terms should not be too long, so as not to paralyze the development of draft state planning document.

The article deals with conceptual approaches to the issue of cooperation of state authorities with international organizations; it is noted that Ukraine takes an active position on the international arena and directs its efforts to active cooperation with international organizations. The cooperation of authorities with foreign partners is portrayed as an ongoing process of communication, dialogue, comparison and mutual adaptation of unmatched and even conflicting interests and values. The authors emphasize attention to the fact that international intergovernmental and non-governmental organizations are increasingly attracting representatives of government bodies and the public from different regions of Ukraine to implement joint projects. International organizations influence the state policy during projects’ implementation. Special attention is paid to the fact that the issue of cooperation between the Ukrainian authorities and international organizations is paid special attention and a separate group of legislative and regulatory documents is devoted, in particular: the Constitution of Ukraine, the Laws of Ukraine “On the Principles of Internal and Foreign Policy”, “On International Treaties of Ukraine”, “On Transfrontier Co-operation”, “On the Principles of State Regional Policy” and others. A number of international legal acts, in particular: the European Charter of Local Self-Government, as well as certain documents of the European Union, regulating the procedure of cooperation between the EU and its neighbors, are also relevant in this direction. That is, Ukraine has a thorough regulatory framework for international cooperation. It has been proved that the intensification of the international dialogue caused a lot of questions regarding the process of management and coordination of authorities of international cooperation. Among the factors that determine the establishment of external relations at the regional level are complex internal processes of democratic transformation that influence the directions and subjects of the construction of international relations. The approaches proposed in this article to the issue of cooperation between the authorities and international organizations are based on the analysis of the accumulated international experience, namely the resolution of systemic conflicts in the sphere of regulation of international cooperation of the regions.

This research aims to find out, describe and analyze the performance of educational instructors and skills training at the youth community Development of Majar Tabela City Palangka Raya. While the research method used is qualitative. Researchers want to describe and analyze the performance of educational instructors and skill training at the Majar Tabela Youth Development Community in the six (6) Aspects of quality, quantity, timeliness, cost-effectiveness, need for supervision and Interpersonal impact. Data sources consist of primary data sources, which are interviews with 4 (four) instructors, 2 (two) Students/clients, and the head of Sub administration representing the head of Youth Development (PSBR) Majar Tabela, while the secondary data source is Official document of the Youth Development Community (PSBR) Majar Tabela. The results showed that the instructor's performance was still less than optimal. This can be seen from the quantity aspect is still a lack of instructors there are at least 6 (six) to 8 (eight) people, while the one is now only 4 (four) instructors. Then, from the need for supervision aspect, there are still less independent instructors, especially with regards to the creation of reports and learning evaluations. This is because the instructor is newly recruited so that it is still less experienced in making reports and evaluation activities. Thus causing the timeliness aspect is also impacted by delays in making activity reports. Therefore, the head of Youth Development Social Orphanage (PSBR) Majar Tabela City Palangka Raya is 1) increasing the number of instructors who are experienced in their field, both in the field of automotive and sewing, 2) provide technical guidance to the new instructor So that it can be independent (need for supervision) and timeliness in making final reports as well as evaluation of activities, and 3) reviewing the honor of the instructor to improve the instructor's commitment to improve the performance of instructors.

Background and Purpose— The reduced incidence, morbidity, and mortality of stroke among humans with strong social support have been well-documented; however, the mechanisms underlying these socially mediated phenomena remain unknown, but may involve oxytocin (OT), a hormone that modulates some aspects of social behavior in humans and other animals. Methods— In the present study, adult male mice were socially isolated (housed individually) or socially paired (housed with an ovariectomized female); social pairing increased hypothalamic OT gene expression. To determine whether a causal relationship exists between increased OT and improved stroke outcome, mice were treated with exogenous OT or OT receptor antagonist beginning 1 week before induction of experimental stroke via middle cerebral artery occlusion. Results— Relative to social isolation, social housing attenuated infarct size, neuroinflammation, and oxidative stress following experimental stroke; the neuroprotective effect of social housing was eliminated by receptor antagonist treatment. In contrast, administration of OT to socially isolated mice reproduced the neuroprotection conferred by social housing. We further report evidence for a direct suppressive action of OT on cultured microglia, which is a key instigator in the development of neuroinflammation after cerebral ischemia. Conclusions— These findings support the hypothesis that OT mediates the neuroprotective effect of social interaction on stroke outcome.

Abstract:
The article deals with possibilities of government involvement in the concept of corporate social responsibility (CSR). Some member states, such as the United Kingdom, Germany and the Netherlands, have already prepared strategic documents in the field of CSR. In the Czech Republic we are just at the beginning of the formulation of national documents and the increased state involvement in CSR concept. A positive aspect is the launch of the preparatory activities for the formulation of the National CSR Strategy and National Action Plan for CSR by the Ministry of Industry and Trade as the CSR coordinator in the Czech Republic.The government of the Czech Republic should focus their attention on the preparation of strategic documents in the CSR area and on a possible extend of the basic ideas of social responsibility among managers of small and medium-sized companies. In this way these companies will be fully engaged in this concept (especially by creating contact points, e-learning supports and the possibility of consultations with employees of the Ministry of Industry and the Ministry of Trade as CSR coordinator). In this respect, it is possible to use the examples of a good practice from selected EU member states whose governments are addressing to an issue of an involvement of small and medium-sized companies in the CSR concept (e.g. Great Britain, Germany and the Netherlands). It is also possible to use the results of surveys conducted among small and medium-sized enterprises in the Czech Republic in the years 2007–2013.

Abstract:
The article deals with the territorial aspects of the population dynamics in rural localities of Volgograd region in 1969–2010 in connection with the regulatory documents of the strategic planning of spatial development of the Russian Federation. The analysis is based on data from population Censuses and materials from the State Archive of Volgograd Region. The significance of the population index for economic development is considered. The relationship between the population size and the natural and economic-geographical conditions of the territories is shown. A typology of rural settlements of Volgograd region in terms of population is developed that meets the objectives of the study. The dynamics of the population in all 1474 villages in the context of rural administrative districts, rural councils (settlements), and individual rural localities of Volgograd region are studied. The change in this indicator in the context of the administrative districts of the region is analyzed. The structure of the villages of the region by the number of residents is studied. The spatial distribution of settlements of different population levels in time dynamics is studied. The main features of the analysis of the cartographic diagram “The structure of the population and its changes in the villages of Volgograd region for 1969–2010” constructed by the authors are described. Forecast assumptions about the territorial development of rural settlements of Volgograd region are made. The considered processes in the structure of rural settlements by population allow us to predict in the near future unfavorable socio-demographic trends, in particular, the advanced optimization of education, health, and social services at the regional and municipal levels in territories with a high proportion of small villages. First of all, this applies to villages with a population of up to 200 people and 200–700 people, which were not previously included in industrial development programs.
