Abstract:
In The New Biography, Virginia Woolf notes that there is a paradox inherent to the genre of biography, i. e. that of »truth« and »personality«. »[P]ersonality«, she argues further, can only be truly conveyed through aesthetic selection and manipulation of the facts of a life, through fiction. Animal biography challenges both of these categories: what is a true dog character and how close can an author come to a life-like depiction of it? Virginia Woolf’s Flush: A Biography (1933) as well as the earliest English example of animal biography, Francis Coventry’s The History of Pompey the Little or The Life and Adventures of a Lap Dog (1751), are, in their own way, concerned with this issue. Influenced by their generic predecessors, the texts explore the narratological possibilities which an animal biography can offer, from satirical purposes to aesthetic objectives, from mere functionalisation to sentient animals. Woolf is essentially affected by contemporary discussions of biography and the challenges imposed by creating a dog »personality«. This is fundamental for the depiction of Flush as having an individual (anthropomorphised) character, rather than being depicted as a mere, and changeable type. Pompey the Little, in contrast, serves as a mostly silent and apparently objective observer of society, who, by watching and imitating his masters’ manners, offers eighteenth-century society a ruthlessly unembellished look into the mirror. Consequently, his animal character is, for satirical purposes, reduced to a mere type rather than a complex, not to mention »truth[ful]«, depiction of a nonhuman character. In this paper, we argue that genre expectations interact with two further aspects, i.e. literary history and historical as well as philosophical developments, and all three decisively influence how the two texts understand and relate human as well as non-human experience.

EMPEROR WILHELM II AS DOG OWNER Instrumentalisation of the monarchy in dog breeding debates Nineteenth century European rulers could not consider hunting or dog ownership a private choice. Regarding the role dog breeding had started to play in society, every decision made by the vips of that time was perceived as a political indication; the contemporary public discussed the choices and commented on them. Various groups and individuals even used them as argument to support their own claims. The article shows on two cases – firstly, the exploitation of Wilhelm II to the advantage of the dachshund lobby and secondly, a conflict between a hunting dog club and the ministry of agriculture – that the Emperor, long before 1918, was losing credit among influential parts of the society, based on new views on nature and animal treatment. Wilhelm’s hunting behaviour was perceived as obsolete and neither the use of the imperial authority as argument aimed at substantiating one’s claims could persuade the state bureaucracy that already oriented itself on scientific and transparent dog breeding policy.

Every day, 25–30 new cases of dog bites are treated at the civil hospital in Karachi. In absence of accurate number of rabiesdeaths, Infectious Disease Society of Pakistan suggests there are around 2000–5000 rabies deaths per year2. The estimated prevalence ofdog bites in Punjab is 0.03%, but no such estimate is available for Lahore3. Objective & Method: A community-based survey was carried out toassess the burden, determinants and public services available for dog bites in Lahore district, Pakistan. Results & Discussion: Theprevalence of dog bites in the study population was 21.3%. The most common site of bites was the legs (68.4%), followed by the abdomen ortrunk (12.1%), and hands or arms (5.6%). Among respondents to an exit interview administered to clients seeking care from an antirabiescentre, the most frequent age group of victims of dog bites was 16–60 years (53.4%). The majority of respondents had been bitten by stray dogs(63), while 47 respondents were bitten by their own or others’ pet dogs. Six respondents reported bites from rabid dogs. One hundred andseven (107) respondents said they had received vaccination at dog-bite centres; 89% of respondents confirmed the availability of vaccine,while 74.1% respondents said that they did not pay fees for services. Conclusions: The life-time prevalence of dog bites among respondentswas 21.3%. The most frequent age group of victims of dog bites was 16–60 years. Both stray and pet dogs had bitten the victims.

Companion dogs are increasingly trained for sports using varying pedagogical ideas considering the human-dog interaction. We focused on the human-dog interaction by examining the characteristics constructed for dogs within the training methods, and on the definitions of ideal dogs as described by the caregivers. The data consisted of 85 thematic essays written by Finnish dog caregivers actively engaging in dog sports. Dog training was analyzed as a junction for the humanizing, animalizing, and instrumentalizing of dogs. Dog-centered and human-centered training categories were found. The first category depicts the dog and the human as equal partners enjoying the cooperation, and the second category constructs a hierarchical relationship between the human and the dog. While the dog-centered approach is prone to humanizing, the human-centered approach is inclined toward instrumentalization. The training approaches are interpreted as drawing boundaries: dogs are part of human society or of nature

AbstractThe consumption of dog “meat” is dividing the Chinese society into two camps. Is dog eating part of the mainstream food culture or is it a declining practice? With the help of a survey of 1,265 respondents in Yanji and Dalian, the study confirms different rates of acceptance regarding dog eating among the respondents by age, ethnicity, education, rural-urban residence status, and profession. Contrary to the belief that urbanization weakens traditional behaviors, our study found that Yanji, with its high urbanization rate, considers dog “meat” consumption to be acceptable. The local subculture appeared to be a strong intervening factor. Unlike Korean vegetable side dishes, dog “meat” is not a mainstream food choice in Yanji. The eating habit may continue for a long time if it is not banned. However, the decline of the eating habit seems irreversible.

“America's house of cards is crumbling,” sings one of the inhabitants of the homestead at the center of Dog Days, a new chamber opera featured at the 2016 Prototype Festival. “Well, you can only be on top for so long, I guess,” he shrugs. Set in the middle of a total war of unknown origins, Dog Days places a small cross-section of society under the microscope, and we watch as it dissolves before our eyes. A seemingly typical nuclear family, complete with mother, father, daughter, two sons, and a dog makes up the heart of the work. It is the kind of traditional middle-class family unit exemplary of what politicians refer to as the “real America,” save for the fact that the pet dog is actually a homeless man in a dog costume.

Abstract:
This study conducted an evaluation of farmer and shepherd perceptions on Anatolian Shepherd dogs, used as livestock guarding dogs to mitigate farmer–wildlife conflict and meet conservation ends. The case study involved Anatolian Shepherd dogs bred at the Anatolian Shepherd Dog Breeding Project in the Namaqua National Park, and placed mostly on farms and at stock posts near the Namaqua National Park in the Northern Cape. The data were collected during structured and semi-structured interviews with livestock farmers and shepherds that received Anatolian Shepherd dogs from the Breeding Project. Anatolian Shepherd dogs were evaluated in terms of their contribution to reduce livestock losses and conservation of wildlife species. In terms of effectiveness in preventing or reducing livestock losses, 84% of the dogs eliminated or reduced livestock losses. Respondent satisfaction with the dogs was high, with 95% of respondents willing to recommend the Breeding Project and the use of Anatolian Shepherd dogs. Of the respondents, 95% perceived their dogs to be economically beneficial. Another 48% of respondents reported some form of behavioural problems at least once during the placement of the dogs. The most common reported problem was resting in the shade rather than accompanying the livestock. However, corrective training was effective in all cases where training was undertaken immediately. In terms of conservation, fewer respondents used lethal predator control methods in the years after placement of the dogs than before their placement. The overall perception regarding the use of lethal control methods (e.g. gin traps, shooting and poison) was that such control is cruel and that it is better to use non-lethal control methods only. However, a few respondents reported that lethal control measures were occasionally necessary to make a living when no other control measures were available, especially when the herd was relatively large. The effects of Anatolian Shepherd dogs on non-predator species in this study were minimal. The presence of the dogs therefore aided predator conservation and improved farmer tolerance of predators, especially by effectively reducing livestock losses.

La présente recherche constitue une interrogation sur l'évolution du statut de la communication et de l'information dans la société technicienne et plus particulièrement dans les organisations. L'accroissement considérable des moyens techniques de communication, a entrainé une croissance inévitable du volume d'informations. Cette accumulation d'informations disponibles induit inévitablement une transformation des rapports sociaux aussi bien à partir de l'individu qu'à partir des structures organisées comme les entreprises. Si la communication est un phénomène de société, elle est cependant plus qu'une simple technique. La réponse à une interrogation concernant la fonction véritable de la communication ne peut être trouvée dans la seule analyse théorique de la communication. Nous nous sommes alors limites à quelques cas précis de la communication au sein de l'entreprise. En prenant le cas de la culture d'entreprise, nous avons pu constater que si celle-ci était un outil précieux de mobilisation des énergies individuelles et d'orientation des comportements, elle ne constituait pas cependant un outil de management à part entière, ni même un mode de contrôle suffisant du système social. La communication serait avant tout un instrument de pouvoir et de dissimulation.

Studiens syfte är att undersöka internetanvändares medvetenhet och åsikter om filterbubblor på sökmotorn Google. Undersökningens frågeställning är: Vad har internetanvändare för tankar och förhållningssätt till filterbubblor som skapas på Google? Studien är avgränsad till studenter vid Uppsala Universitet. Det är en population som kan förmodas vara storkonsumenter av information via sökmotorer. En stor majoritet av respondenterna menade också att Google var ett viktigt hjälpmedel i studier och vardag. För genomförandet av undersökningen användes en kvalitativ metod med fokusgrupper. 17 respondenter i fyra grupper fick diskutera medvetenhet, åsikter och uppfattningar om filterbubblor och informationsinhämtning som sker via Google. Som teoretisk vägledning användes sex olika samhällsvetenskapliga teorier mot vilka det empiriska materialet prövades. Resultatet från undersökningen visar att en majoritet av respondenterna inte var medvetna om den filtrering av informationen som sker på Google och därmed skapar filterbubblor. När respondenterna vid intervjuerna blev informerade om filterbubblor och dess effekter framkom olika uppfattningar och åsikter. Många respondenter uttryckte oro för effekterna av avskärmningen från information och utbyte med andra användare som bubblorna medför. Andra respondenter ansåg att så länge det inte medförde några negativa effekter i användandet av söktjänsten var det inget problem. Avskärmningen som filterbubblor skapar kan begränsa internetanvändares exponering för ”ny” information. Detta kan innebära en risk att människors tillgång till fri och icke styrd information manipuleras av kommersiella intressen. Detta lyfts fram i studiens analys med en teoretisk anknytning till Habermas inflytelserika arbeten om den publika sfären. Ett problem i det sammanhanget, som lyfts fram i forskning, är att filterbubblor kan komma att motsäga fundamentala demokratiska informationsprinciper. Resultatet visar därmed att filterbubblor fungerar som en slags grindvakt för internetanvändarens tillgång till information på Google. Med andra ord har en förändring skett där de “nya” nätbaserade grindvakterna saknar den mänskliga faktor som traditionella mediers grindvakter hade och som styrdes av transparanta värderingar. Respondenterna menade slutligen att Google bör vara mer transparant om problematiken med filterbubblor för att stärka sitt förtroende bland användarna.

Qu'est-ce qui est l'enjeu majeur de la crise actuelle du capitalisme? Bien que la dynamique du capitalisme se trouve dans les innovations réalisées par des capitaux individuels dans la concurrence, le mode de production capitaliste se développe en structurant son processus de reproduction sociale et son régime d'accumulation. Son développement est rythmé par les cycles de Juglar et ceux de Kondratieff, et donc par les crises cycliques et celles structurelles. La crise actuelle se définit comme la crise du régime d'accumulation du quatrième cycle de Kondratieff, dont les grands traits sont l'internationalisation, la multinationalisation, la disparition de l'hégémonie américaine. Mais pour l'essentiel, elle signifie la crise du fordisme. Apres son réussite, la norme fordienne de production a provoqué la crise du travail d'un côté, et ne correspond plus à la logique de différenciation de la consommation de l'autre côté. Ainsi le capital nécessite dans cette crise la réorganisation radicale de la production et du travail en même temps que la flexibilité du système productif. Cet enjeu peut être qualifié de l'innovation informationnelle, mais il ne s'agit pas d'une simple introduction de l'informatique. Le système de production de Toyota, en tant qu'une organisation non taylo-fordienne de la production et du travail, et les réseaux télématiques de services à valeur ajoutée, en tant qu'appareil cybernétisant le processus de circulation, sont deux composantes majeures de cette innovation informationnelle<br>What is at stake in the actual crisis of capitalism? Although the dynamics of the capitalism lies in the innovation by individual capital, the capitalistic mode of production develops by restructuring its process of social reproduction and its accumulation system. The capitalistic development accompanies Juglar cycles with cyclical crisis as well as Kondratieff cycles with structural crisis. The actual crisis is determinate as the crisis of the accumulation system of the fourth Kondratieff cycle, which main character is internationalization, multinationalization and disappearance of American hegemony. But it signifies in essence the crisis of the ford production system. This latter falls into a crisis, because its production system not only causes a crisis of labor, thus results in lowering productivity, but also is no more appropriate to the highly diversified needs of consumers. Therefore, the capitalistic production system needs the radical reorganization of production and labor, and at the same time, a flexibility of production system. Although information innovation is important, it does not mean a simple computerization. It seems obvious that Toyota production system and network of value added services constitute two essential elements of this information innovation. And the cybernetization of our society by capital will follow as a result of such a development

Abstract:
This study investigates the symbolic role of the domestic dog in Iron Age and Roman Britain through contextual analysis of their faunal remains and interpretation of their representations in iconography. Previous studies have highlighted linkages between the species and ideas about death, healing and regeneration (Jenkins 1957, Ross 1967, Toynbee 1973, Henig 1984, Green 1992). Although these connections clearly did exist in the cosmologies of Britain and the Western provinces of Rome, this detailed examination of the evidence seeks to identify reasons why this might have been so. The enquiry was also designed to highlight any previously unnoticed patterns in the dataset that might add a further dimension to our understanding of how the domestic dog was perceived at a symbolic level. It has been established for some time that dogs appear in statistically significant numbers, compared to other species, in the special animal deposits that are a feature of certain Iron Age pits (Grant 1984, Wait 1985, Hill 1995). Dramatic evidence for ritual practice involving animals found at a Romano-British temple complex in Springhead, Kent, and comparable finds from both sacred and secular sites, suggest that domestic dogs were also a favoured sacrifice during this period. Cette etude ethnologique porte sur la recomposition des rapports de pouvoir dans l'ouzbekistan post-sovietique. Les procedures d'accession et de son exercice, dans un nouveau contexte socio-politique, sont ici mises en lumiere. Une place importante est d'abord accordee a l'histoire car le rapport au passe determine en partie la redefinition des rapports sociaux. La deuxieme partie presente la construction de l'imaginaire social qui structure le rapport au temps et a l'espace. Il donne lieu a la mise en place d'une hierarchie differenciant citoyens et espaces sociaux (quartier, localite) dans le nouvel ordre social la troisieme partie s'elargit aux pratiques sociales. Les echanges sociaux s'operent dans un univers restreint qu'il s'agisse de la circulation des femmes ou des biens (don). A partir d'un materiau ethnographique, jusque-la inexploite, (cahiers de don), on se propose de comprendre la logique de l'echange. L'analyse des moments sociaux ritualises du don met en lumiere un decalage entre la construction d'un imaginaire social et la realite des pratiques. Ces pratiques de solidarite organisent aussi la differenciation sociale. L'individu doit necessairement appartenir a un groupe pour avoir acces au marche matrimonial ou professionnel. Les echanges restreints structurent les rapports sociaux et certaines populations devenues citoyennes du nouvel etat n'y participant pas se voient ainsi refuser enfin, ce travail determine l'implication des rapports sociaux sur les modes d'acces au pouvoir et son exercice de nos jours. L'etat demeure l'institution sociale d'integrationfondamentale et les detenteurs du pouvoir entretiennent des rapports clientelistes avec des individus souhaitant y avoir acces. La selection s'opere sur le principe du don, donnant au pouvoir un caractere merite et precaire. Peace is made at home, in the streets, in our communities – and on the world stage. In all these spaces, women in all their diversity work to forge the conditions that make peace possible. Perhaps nowhere is this clearer than in conflict-affected countries, where diverse women’s organizations draw attention to human rights violations happening in wars, and offer alternative paths to peace. While women in civil society often lead the way in preventing and bringing an end to violence, they are not included meaningfully in peace and security decision-making, even at the UN Security Council (UNSC) – the guardian of the Women, Peace and Security agenda. This report, jointly published by Oxfam and the NGOWG, explores the practice of inviting women civil society representatives to brief the UNSC. It intends to push beyond the idea of participation as a checkbox exercise and analyzes the extent to which women’s voices form part of UNSC deliberations, and which conditions mean their participation has the most impact.

Abstract:
There is increasingly strong evidence that taxation can contribute to expanded government responsiveness and accountability. However, such positive connections are not guaranteed. Rather, they are shaped by the political and economic context and specific policies adopted by governments and civil society actors. Without an environment that enables tax bargaining, there is a risk that taxation will amount to little more than forceful extraction. We consider how such enabling environments may be fostered through two mixed methods case studies of tax transparency and taxpayer engagement in Sierra Leone and Ghana. We highlight two key sets of findings. First, tax transparency is only meaningful if it is accessible and easily understood by taxpayers and relates to their everyday experiences and priorities. In particular, we find that taxpayers do not just want basic information about tax obligations or aggregate revenue collected, but information about how much revenue should have been collected and how revenues were spent. At the same time, taxpayers do not want information to be shared with them through a one-way form of communication, but rather want to have spaces for dialogue and interaction with tax and government officials, including through public meetings and radio call-in programmes. Second, strategies to encourage taxpayer engagement are more likely to be effective where forums for engagement are perceived by taxpayers to be safe, secure, and sincere means through which to engage with government officials. This has been most successful where governments have visibly demonstrated responsiveness to citizen concerns, even on a small scale, while partnering with civil society to foster trust, dialogue and expanded knowledge. These findings have significant implications for how governments design taxpayer education and engagement programmes and how civil society actors and development partners can support more equitable and accountable tax systems. Our findings provide concrete lessons for how governments can ensure that information shared with taxpayers is meaningful and accessible. Moreover, we show that civil society actors can play important roles as translators of tax information, enablers of public forums and dialogues around tax issues, and trainers of taxpayers, supporting greater tax literacy and sustained citizen engagement.

The summit assembled 40 international subject matter experts in forensic radiology, to include researchers, practitioners, government employees, and professional staff from 14 countries. The goal of this 2-day summit was to identify gaps, challenges, and research needs to produce a road map to success regarding the state of forensic radiology, including formulating a plan to address the obstacles to implementation of advanced imaging technologies in medicolegal investigations. These proceedings summarize the meeting’s important exchange of technical and operational information, ideas, and solutions for the community and other stakeholders of forensic radiology.

This essay aims to utilize the concept of conviviality for connecting the coexistence of seemingly contradictory phenomena in Colombia. It argues that while conviviality implies a normative content – a society in which members do not slaughter each other is better than one in which members resort to violence – the meekness of that normative claim suggests that it is better used as an analytical tool that seeks to connect the contradictions that coexist in the real lifeworld. Colombia’s history of violence and democracy is such a contradictory case. Comparativists have situated Colombia’s deficits on the “extra-institutional playing field”, lamenting that it is a “besieged” or “threatened democracy”. Conviviality helps us to specify these “extra-institutional” defects by suggesting impediments exogenous and endogenous to the state-building logic of the Colombian nation-state.

The lack of motivation and sense of community within schools have proven to be the two most relevant factors behind the decision to drop out. Despite the notable progress made in school access in countries in Latin America and the Caribbean, dropping out of school has still been a problem. This paper explores Scholas Occurrentes pedagogical approach to address these dropouts. Scholas focuses on the voice of students. It seeks to act positively on their motivation by listening to them, creating spaces for discussion, and strengthening soft skills and civic engagement. Scholas aims to enhance the sense of community within schools by gathering students from different social and economic backgrounds and involving teachers, families, and societal actors. This will break down the walls between schools and the whole community. This paper presents Scholas work with three examples from Paraguay, Haiti, and Argentina. It analyzes the positive impacts that Scholas' intervention had on the participants. Then, it focuses on future challenges regarding the scalability and involvement of the institutions in the formulation of new public policies. The approach highlights the participatory nature of education and the importance of all actors engagement.

This paper traces the origins of today’s campaigns for school vouchers and other modes of public funding for private education to efforts by Milton Friedman beginning in 1955. It reveals that the endgame of the “school choice” enterprise for libertarians was not then—and is not now--to enhance education for all children; it was a strategy, ultimately, to offload the full cost of schooling onto parents as part of a larger quest to privatize public services and resources. Based on extensive original archival research, this paper shows how Friedman’s case for vouchers to promote “educational freedom” buttressed the case of Southern advocates of the policy of massive resistance to Brown v. Board of Education. His approach—supported by many other Mont Pelerin Society members and leading libertarians of the day --taught white supremacists a more sophisticated, and for more than a decade, court-proof way to preserve Jim Crow. All they had to do was cease overt focus on race and instead deploy a neoliberal language of personal liberty, government failure and the need for market competition in the provision of public education.

The current COVID-19 epidemic is both a health and societal issue; therefore, groups historically excluded and marginalised in terms of healthcare will suffer if COVID-19 vaccines, tests, and treatments are to be delivered equitably. This rapid review is exploring the social and cultural challenges related to the roll-out, distribution, and access of COVID-19 vaccines, tests, and treatments. It highlights how these challenges impact certain marginalised groups. Case studies are taken from sub-Saharan Africa (the Democratic Republic of Congo, South Africa), with some focus on South East Asia (Indonesia, India) as they have different at-risk groups. Lessons on this issue can be learned from previous pandemics and vaccine roll-out in low- and mid-income countries (LMICs). Key points to highlight include successful COVID-19 vaccine roll-out will only be achieved by ensuring effective community engagement, building local vaccine acceptability and confidence, and overcoming cultural, socio-economic, and political barriers that lead to mistrust and hinder uptake of vaccines. However, the literature notes that a lot of lessons learned about roll-out involve communication - including that the government should under-promise what it can do and then over-deliver. Any campaign must aim to create trust, and involve local communities in planning processes.
