ENGLISH ABSTRACT: A case study in miombo woodlands was carried out in Pindanganga and MOFLOR forest concession, Gondola and Dondo Districts respectively, in the centre of Mozambique, to analyse the impact of alternative forest management regimes and sectoral and extra sectoral policies on the well being of stakeholders and conservation of the woodlands. A system dynamics model, MIOMBOSIM, based on game theory and implemented in POWERSIM was developed. The analysis is based on a simulation model of the fluctuation over time of the human population, forest dynamics, harvesting costs of the private sector, household consumption, commercial outputs and prices (timber, charcoal, non timber forest products and domestic animals), using data from field surveys and the literature. It also simulated the effects over time of changes in charcoal production efficiency, sales amount and marketing prices of NTFPs, agricultural output prices, off-miombo greater employment availability and a combination between the changes (simultaneous increase in marketing prices ofNTFPs and agricultural output prices, simultaneous increase in charcoal production efficiency and agricultural output prices, and simultaneous increase in off-miombo greater employment availability and agricultural output prices). The modelling approach chosen allows to evaluate management regimes taking into account the different stakeholder interests, which are often conflicting. This study shows that improvement in the well being of stakeholders and resource conservation can be achieved with sound forest management practices. There is no management regime capable of fully satisfying the goals of the stakeholders. The cooperative management option is potentially beneficial to local communities if properly implemented and can improve the rural livelihoods and the woodland resources condition. It also shows that regulated forest management regimes incorporating social concerns or incorporating social and environmental concerns are potentially more beneficial to the household sector than the open access regime. Results found in the study show that an increase by 10% and 30% on charcoal production efficiency can lead to an increase in the per capita benefits of the household sector by 3.0 to more than 100%, but can not reach the poverty line (one dollar per day per person). An increase by 100% in the sales amount or 100% increase in market selling prices of NTFPs can lead to an increase in the per capita benefits of the household sector. An increase in agricultural output selling prices by 25% without any other incentive leads to agricultural expansion. An increase by 100% in off-miembo employment opportunities in the study areas has an insignificant impact on resource use and conservation for the local communities due to the very low employment opportunities currently in place (0.008% in Pindanganga and 0.005% in MOFLOR area). A combination of these two policies instruments under ceteris paribus condition can improve the well being of the rural communities depending on the management regime option, but can not reach the poverty line (one dollar per day per person). The ranking of the management regime can change depending on the policy instrument applied.

Abstract:
Development projects often conceptualize target groups that are identified as – ‘the poor’, ‘the underdeveloped’, ‘the illiterate’ – with the aim to ‘help’, ‘develop’ or ‘educate’ them. The definitions of ‘problems’ are based on knowledge deriving from the same source as the ideas of development interventions, and therefore may ignore local knowledge. By analyzing one micro-level case this thesis suggests that projects aiming to promote development may in fact fail to accomplish their goals. This study is based on ethnographic material collected through fieldwork in one local neighbourhood of Dondo, which is a rural town in central Mozambique. It explores how development discourse and practice are introduced in a local setting, how they operate, and the way in which they are transformed and utilized. The encounters between outsiders and insiders in conditions of economic and material inequality, and the work relations between superiors and socially less privileged people, are characterized by reciprocal preconceptions and stereotyped images of ‘the Other’. In Dondo historically and culturally normalized social relations have come to marginalize economically less advantaged residents. The divisions between ‘insiders’ and ‘outsiders’ may legitimize and maintain the marginalization of local knowledge, as well as local people’s participation. At the same time, a lack of trust towards outsiders’ expertise exists amongst insiders, which impedes recognition of ‘outer’ knowledge that could contribute to local development. These factors obstruct the creation of inclusive work relations; a give-and-take relationship in which both sides learn and benefit from each other’s experience and knowledge. Therefore, this thesis argues for mutual learning as a precondition for development. Certain leadership approaches may enable development, if it is practiced with the aim to challenge existing power inequalities and discursively created images of self and others that operate within development contexts.

Abstract:
Family subsistence lifestyles, the use of domestic space and familiarity with nature’s ecological cycles has been updated in the medium-size cities of Mozambique, as a means of sustaining livelihoods, creating a comfortable microclimate and preserving vital kinship relationships inside the neighbourhoods surrounding the ‘cement city’. In order to resist the effects of marginalisation in the dualistic city, the external space that surrounds the house – which I call the ‘Outdoor Domestic Space’ – is strategically adapted to integrate both farming and businesses, shaping a green and ruralised pattern of urbanisation, called here the ‘Agrocity’. Rather than being marginal, due to its urban dominance and vitality, the Agrocity is actually the unacknowledged legitimate core of today’s Mozambican cityscape and the place where most cultural, ecological and economic relationships unfold. The Agrocity model that is proposed in this thesis looks at real life experiences and knowledge of people drawn from the case study – Dondo municipality, located in the Central region of Mozambique from the date of independence in 1975 onwards – rather than looking at imported utopian blueprints. Spatial and visual analysis of people’s practice in the field has demonstrated the emergence of a society with a new way of overcoming alienation from nature. The actual practice is explained through existing political ecology theories drawn from its tradition of ecodevelopment and ecosocialism, envisaging a society that is both equitable and in harmony with nature. Therefore, the thesis proposes a vision based on real spontaneous urbanisation, which materialises the ecosocialism paradigm into existence. However, a comprehensive vision of ecosocialism cannot yet be found in the case of Dondo, due to enduring exploitative relationships. Paradoxically, this coexists with a passive form of resistance which, given the current global ecological and political economy crisis, suggests that it may be fuelling the rise of a silent revolution.

The current debate on rural development focuses on the territorial approach, recognizing the multifunctional character of rural areas. Emphasize the use of endogenous forces, the need of implement policies which valorize local specificities, the participation of social actors in revitalization of rural areas. In this context tourism enters as a means to induce a new dynamic to rural areas, since the activity is regarded as a channel for the upgrading of the natural and cultural resources and the rural way of life. This study focuses on local-based tourism as a promoter of rural development, giving an analysis of the social reality and potential for this tourism in the district of Dondo. In it, is proposed to analyze the potential for development of local-based tourism in the district of Dondo, assessing the extent to which local reality enables the inclusion of the community in the management of local tourism resources. For this, was showed the inclusion of local-based tourism in the current context of rural development, was identified and organized systematically the factors that influence the implementation of local-based tourism in the study area and was verified as far as possible the study area corresponds to the constraints identified, showing how local-based tourism can best been encouraged. Was adopted a qualitative methodological approach to both the procedures and data processing, but also by critical approach, using bibliographical research, semi-structured interviews that fell on the group of public administrators who work in tourism and community leaders. The critical analysis was based on the principles of sustainability o Sachs particular ecological, social, cultural, economic, space, beyond the analysis of political and institutional aspects. The survey results show that the district of Dondo has a potential for implementing a model of tourism development on a local basis, since it is rich in natural and cultural research, benefits from good network accessibility in the context of the market in the region, the population live according to their habits and customs and value their identity. There is also a good cooperation between community members, although not in tourism, a fact which is observed through the lever of community participation in associations, cooperatives, working in areas such as agriculture, fishing, environment, civic education etc. It also has public funding sources to augment or stimulate local investment. Despite obstacles such as inexistence of policies and local plans for tourism development, lack of awareness of tourism, lack of basic infrastructure, as well as equipment and facilities to support tourism, the results shows that these problems can be solved through a public commitment from both government, and community through a joint planning and participation

Abstract:

Abstract:
