In a rebuttal of Ames's critique of his conception of universal human rights, Donnelly asserts that Ames has misrepresented his arguments, creating a straw man from Ames's own preconceived notion of the Western liberal tradition while ignoring the substantive debates. In response to Ames's cultural approach to human rights, Donnelly argues that culture cannot be viewed as static. Structural, political, and economic factors have significant effects upon culture and the rights of each citizen. Donnelly concludes that the more significant cause of China's failure to recognize the Universal Declaration of Human Rights is not Confucian culture but rather China's own corrupt and dictatorial regime; thus the international community must continue to condemn China's violations of the Universal Declaration of Human Rights.

A new genus, Drepanoneura (type species Drepanoneura loutoni sp. nov.), is described to include Epipleoneura letitia Donnelly, Protoneura peruviensis Fraser, and six new congeneric species from South America: D. donnellyi, D. flinti, D. janirae, D. loutoni, D. muzoni, and D. tennesseni. Drepanoneura is similar to Epipleoneura and Epipotoneura in venational characters, but differs from them in morphology of male cercus, genital ligula, female pronotum, and epiproct. A new species of Epipleoneura from Venezuela, E. demarmelsi, and a new species of Epipotoneura from Brazil, E. machadoi, are described, and diagnostic illustrations for the poorly known Epipotoneura nehalennia Williamson are also presented. A generic characterization, diagnoses, and keys for species of Drepanoneura are provided, as well as diagnostic illustrations and distribution maps for all involved species.

Abstract The travel cost model of recreation demand analysis was applied to seven USDA Forest Service Ranger Districts in Utah. The objectives were to (1) estimate consumers' surplus and total willingness to pay values for the recreational component of personal use Christmas tree gathering, and (2) compare these Utah results with each other and with the Markstrom and Donnelly (1988) results from Colorado, the only other travel cost analysis of Christmas tree gathering from public lands. The results were that per-trip consumer' s surplus estimates ranged from $6.71 to $31.17, compared to Markstrom and Donnelly's (1988) estimate of $10.05. Elnik Systems keeps costs under control by importing expensive molybdenum and tungsten furnace metals from China. It also outsources predrilled molybdenum furnace tray preforms, but must bend them into shape in the United States to achieve the quality it requires. Irwin Industrial Tool Co. sets aggressive cost goals each year, relying on employee teams and ongoing investment to drive down unit costs. It has reduced headcount, sought better deals from suppliers, and even outsourced its warehouse. Reducing costs cuts the premium Irwin needs to charge to profit from making Vise-Grips in DeWitt. As long as ‘Made in America’ means a better product, it can continue to do that. In many ways, the engineering plastic injection molding business of Donnelly Custom Manufacturing Co. in Alexandria, Minn. resembles the short-run, fast-turnaround model of New York's Liberty Brass Turning. Despite his success, Donnelly worries about America's manufacturing future. Donnelly exited the business before it all went to China. Now he questions whether other start-ups would go to a local source or deal directly with China.

In this paper we extend the technique to the neutral coalescent model with recombination, thus obtaining novel sampling distributions for the two-locus model. We consider the case with subdivided population structure, as well as the classic case with only a single population. In the latter case we also consider the importance-sampling proposal distributions suggested by Fearnhead and Donnelly (2001), and show that their two-locus distributions generally differ from ours. In the case of the infinitely-many-alleles model, our approximate sampling distributions are shown to be generally closer to the true distributions than are Fearnhead and Donnelly's.

AbstractWe present 10Be exposure ages from moraines in the Delta River Valley, a reference locality for Pleistocene glaciation in the northern Alaska Range. The ages are from material deposited during the Delta and Donnelly glaciations, which have been correlated with MIS 6 and 2, respectively. 10Be chronology indicates that at least part of the Delta moraine stabilized during MIS 4/3, and that the Donnelly moraine stabilized ∼ 17 ka. These ages correlate with other dates from the Alaska Range and other regions in Alaska, suggesting synchronicity across Beringia during pulses of late Pleistocene glaciation. Several sample types were collected: boulders, single clasts, and gravel samples (amalgamated small clasts) from around boulders as well as from surfaces devoid of boulders. Comparing 10Be ages of these sample types reveals the influence of pre/post-depositional processes, including boulder erosion, boulder exhumation, and moraine surface lowering. These processes occur continuously but seem to accelerate during and immediately after successive glacial episodes. The result is a multi-peak age distribution indicating that once a moraine persists through subsequent glaciations the chronological significance of cosmogenic ages derived from samples collected on that moraine diminishes significantly. The absence of Holocene ages implies relatively minor exhumation and/or weathering since 12 ka.

Abstract Population delineation throughout the annual life cycle for migratory birds is needed to formulate regional and national management and conservation strategies. Despite being well studied continentally, connectivity of sandhill crane Grus canadensis populations throughout the western portion of their North American range remains poorly described. Our objectives were to 1) use global positioning system satellite transmitter terminals to identify summer distributions for the Lower Colorado River Valley Population of greater sandhill cranes Grus canadensis tabida and 2) determine whether intermingling occurs among any of the western greater sandhill crane populations: Rocky Mountain Population, Lower Colorado River Valley Population, and Central Valley Population. Capture and marking occurred during winter and summer on private lands in California and Idaho as well as on two National Wildlife Refuges: Cibola and Sonny Bono Salton Sea National Wildlife Refuges. A majority of marked greater sandhill cranes summered in what is established Lower Colorado River Valley Population breeding areas in northeastern Nevada and southwestern Idaho. A handful of greater sandhill cranes summered outside of traditional breeding areas in west-central Idaho around Cascade Reservoir near Donnelly and Cascade, Idaho. For example, a greater sandhill crane colt captured near Donnelly in July 2014 survived to winter migration and moved south to areas associated with the Rocky Mountain Population. The integration of the greater sandhill crane colt captured near Donnelly provides the first evidence of potential intermingling between the Lower Colorado River Population and Rocky Mountain Population. We suggest continued marking and banding efforts of all three western populations of greater sandhill cranes will accurately delineate population boundaries and connectivity and inform management decisions for the three populations.
