Abstract:
Purpose The purpose of this paper is to examine the relationship between electronic journal downloads and citations and whether online electronic resource usage can be adopted as an alternative to citation for evaluation of scholarly discourse. Design/methodology/approach A consolidated 16 publishers’ COUNTER usage data of UGC-Infonet members was collected from INFLIBNET Centre. The usage was meticulously filtered from UGC-subscribed journals and institutional subscriptions. The quantitative data were analysed to establish the relationship between download, impact factor (IF) and price. Multiple regression analysis was used to assess the influence of price and IF on usage and to predict the usage when they are known and the threshold for significance was set at p < 0.05. Findings There exists a relationship between IF and downloads of journals in UGC-Infonet. Journal IF and price significantly influence usage, where journal IF plays an important role in the intensity of the use. Also, the top 25 hottest downloaded papers were journals with IF; hence, no journal without IF featured in the top 25 most downloaded journals in the consortia. The relationship between the top 25 IF journals in the consortia and download is strong (r = 0.368537). Originality/value The only account that reports on the relationship between journal IFs and downloads for UGC-Infonet consortia. Also, the influence of usage behaviour with respect to citation and price of a journal.

Abstract:
As universities cut library funding and forego expensive journal subscriptions, many academic organizations and researchers, including the American Educational Research Association (AERA), are moving toward open-access publications that are freely downloadable by anyone with a working internet connection. However, the impact of paywalls on the consumption of academic articles is unclear. We provide novel evidence on this question by exploiting a natural experiment in which six high-impact, usually gated AERA journals became open access for a 2-month period in 2017. Using monthly download data and an always-open-access journal as a comparison group, we show that making journals open access likely increased article downloads in those journals by 55% to 95% per month. Given a per-article download price of $36, this suggests a relatively elastic response: The average price elasticity of demand for downloads is 1.2, with individual journal elasticities ranging from 0.6 to 2.

Abstract:
Abstract Objectives We previously reported that random assignment of scientific articles to a social media exposure intervention did not have an effect on article downloads and citations. In this paper, we investigate whether longer observation time after exposure to a social media intervention has altered the previously reported results. Methods For articles published in the International Journal of Public Health between December 2012 and December 2014, we updated article download and citation data for a minimum of 24-month follow-up. We re-analysed the effect of social media exposure on article downloads and citations. Results There was no difference between intervention and control group in terms of downloads (p = 0.72) and citations (p= 0.30) for all papers and when we stratified by open access status. Conclusions Longer observation time did not increase the relative differences in the numbers of downloads and citations between papers in the social media intervention group and papers in the control group. Traditional impact metrics based on citations, such as impact factor, may not capture the added value of social media for scientific publications.

Abstract:
Abstract Objective Scientific journals and authors are frequently judged on ‘impact’. Commonly used traditional metrics are the Impact Factor and H-index. However, both take several years to formulate and have many limitations. Recently, Altmetric—a metric that measures impact in a non-traditional way—has gained popularity. This project aims to describe the relationships between subject matter, citations, downloads and Altmetric within rheumatology. Methods Data from publications in Rheumatology were used. Articles published from 2010 to 2015 were reviewed. Data were analysed using Stata 14.2 (StataCorp, College Station, TX, USA). Correlation between citations, downloads and Altmetric were quantified using linear regression, comparing across disease topics. Relationship between downloads and months since publications were described using negative binomial regression, clustering on individual articles. Results A total of 1460 Basic Science and Clinical Science articles were identified, with the number of citations, downloads and Altmetric scores. There were no correlations between disease topic and downloads (R2 = 0.016, P = 0.03), citations (R2 = 0.011, P = 0.29) or Altmetric (R2 = 0.025, P = 0.02). A statistically significant positive association was seen between the number of citations and downloads (R2 = 0.29, P &lt; 0.001). No correlations were seen between Altmetric and downloads (R2 = 0.028, P &lt; 0.001) or citations (R2 = 0.004, P = 0.445). Conclusion Disease area did not correlate with any of the metrics compared. Correlations were apparent with clear links between downloads and citations. Altmetric identified different articles as high impact compared with citation or download metrics. In conclusion: tweeting about your research does not appear to influence citations.

Abstract:
Download ash and emission dust samples were collected from sintering, coking, ironmaking and steelmaking processes of iron and steel enterprises in Laiwu. Sixteen kinds of polycyclic aromatic hydrocarbons (PAHs) in the United States Environmental Protection Agency (USEPA) priority controlled lists were quantitatively analyzed using Gas Chromatography-Mass Spectrometer (GC-MS). Laser particle size analyzer was used to obtain the distribution pattern of download ash. It was found that the diameter distribution pattern from four production processes was quite different. The proportion of fine particulate (0–2.5 μm) was the highest (72.62%) in the steelmaking refining process, and was 28.962% in the ironmaking process. Moreover, the particle size in download ash from steelmaking refining is all less than 10 μm and that from the ironmaking process was 52.92%. The medium-sized particles (10–100 μm) were dominant in sinter and coking download ashes. The total PAHs (∑16PAHs) mass concentration ranged from 0.49 ± 0.06 to 69.63 ± 5.57 μg·g−1 in download ash samples, and varied from 2.815 ± 0.253 to 19.429 ± 2.545 μg·m−3 in emission dust samples. The ∑16PAHs values were both largest in download ash and dust emission from the coking process (69.63 ± 5.57 μg·g−1 and 19.429 ± 2.545 μg·m−3, respectively). The most abundant individual PAHs were benzo[b]fluoranthene, benzo[k]fluoranthene, phenanthrene, benzo[a]anthracene in ash samples, and benzo[a]anthracene, benzo[k]fluoranthene, benzo[b]fluoranthene and indeno[1,2,3-cd]pyrene in emission dust samples. Dominant compounds were high-molecular weight (four- to six-ring) PAHs in both ash and dust samples. The concentration order of individual compounds in PM10 and PM2.5 in ambient air around the steel plant was completely consistent with each other, and the concentration of ∑16PAHs was the highest in the steel plant and lowest in Daqin village because of upwind of the steel plant. The concentrations of benzo[b]fluoranthene and fluoranthene in ambient air were comparatively high, and were in accordance with the higher concentration of the two monomers in the download ash samples, which suggested that the effect of the emission flue gas from the steel plant on ambient air was necessary to concern.

Abstract:
With the extensive growth of the Internet and electronic commerce, the issue of how users behave when confronted with long download times is important. This paper investigates Web switching behavior. The paper describes experiments where users were subjected to artificially delayed Web page download times to study the impact of Web site wait times on switching behavior. Two hypotheses were tested. First, that longer wait times will result in increased switching behavior. The implication being that users become frustrated with long waiting times and choose to go elsewhere. Second, that users who switch will benefit, in terms of decreased download times, from their decision to switch.

Abstract:
The existence of innovative learning allows dynamism in learning. The presence of technology in the world of education is to help teachers and students to obtain the speed of information, create innovative learning, and facilitate all teaching and learning activities. One result of technology that can be utilized in learning is the presence of a smartphone. On the smartphone, there is a QR Code media that can be downloaded via Google Play. One of the sociological materials, namely social conflict is the choice to be presented with QR Code media. The implementation is that students from one of the groups download the QR Code on their smartphone so that they can scan the assignments given by the teacher in the form of barcodes. Previously the teacher had prepared questions about the subject of social conflict in the form of barcodes. Gurupun also download a barcode generator on a smartphone to be able to write the problem, then the final result in the form of a barcode. The results in the form of barcodes are then printed. Then students do the scanning on the printed barcode and the task or problem to appear will appear. Completion of tasks is done in groups so as to accelerate the process. Learning with QR Code media also includes 21st century educational abilities, including literacy, strengthening character education, and 4C (critical, communicative, collaborative, and creative). By using the QR Code media it turns out to be very effective in fostering students' interest in studying sociology. Abstract:
A Review of: Bollen, J., Van de Sompel, H., Smith, J.A., & Luce, R. (2005). Toward alternative metrics of journal impact: A comparison of download and citation data. Information Processing and Management, 41:1419-1440. Abstract Objective – To test a new model for measuring journal impact by using principles of social networking. Research questions are as follows: 1. Can valid networks of journal relationships be derived from reader article download patterns registered in a digital library’s server logs? 2. Can social network metrics of journal impact validly be calculated from the structure of such networks? 3. If so, how do the resulting journal impact rankings relate to the ISI impact factor (IF)? Design – Bibliometric, social network centrality analysis Setting – Los Alamos National Laboratory (LANL), New Mexico Subjects – 40,847 full-text articles downloaded from a large digital library by 1,858 unique users over a 6 month period. Methods – Full-text article downloads from a large digital library for a six-month period were examined using social networking analysis methods. ISSNs for journals in which the retrieved articles were published were paired based upon the proximity of use by the same user, based on the supposition that proximal downloads are related in some way. Reader-Generated Networks (RGNs) were then tested for small-world characteristics. The resulting RGN data were then compared with Author-Generated Networks (AGNs) for the same journals indexed in the Institute of Scientific Information (ISI) annual impact factor (IF) rankings, in the Journal Citation Reports (JCR) database. Next, a sample of the AGN-derived pairings was examined by a team of 22 scientists, who were asked to rate the strength of relationships between journals on a five-point scale. Centrality ratings were calculated for the AGN and RGN sets of journals, as well as for the ISI IF. Main results – Closeness and centrality rankings for the ISI IF and the AGN metrics were low, but significant, suggesting that centrality metrics are an acceptable impact metric. Comparison between the RGN and ISI IF data found marked differences, with RGN mirroring local population needs to a much higher degree, and with a non-significant correlation between the ISI IF and RGN ranking, while AGN and RGN centrality rankings show significant centrality and closeness and betweenness correlations. RGN network ranking identified highly localized foci of interest for the LANL, as well as “interest-bridging” subject areas pointing to possible emerging interests among the scientists. Conclusion – The study results appear to successfully demonstrate an alternative to existing journal impact ranking that can more validly and accurately reflect the practices of a local community. The authors suggest that the social network-derived methodology for identification of impact rankings avoids biases intrinsic to ISI IF as a result of frequentist metrics collected from a global user group. Although the authors resist the idea of generalizability due to the local nature of their data, they suggest that the methodology can be successfully used in other settings, and for a more global community. Finally, the authors propose the automated creation of an open-source RGN whose data could be localized for smaller communities, with potentially large implications for the existing publishing industry.

Abstract:
With the spread of internet usage over the past decades, access characteristics of electronic scientific publica-tions, especially the number of document downloads, are of increasing interest to the authors, publishers, technical providers and users of such publications. These download data of publications are usually obtained from the protocols of the IT systems of the provider. A data set is then created by filtering all accesses and subsequent summarizing over a certain time unit. Download data are the subject of scientific investigations, in which the concept of the Citation Impact is applied to the rate of use of a publication and the so-called Download Impact is formed. Special attention is paid to the relation between Citation Impact and Download Impact. In the case of Open Access publications, two types of access need to be distinguished. Human access and machine access are both captured and a reliable distinction is not possible yet. As a result, the data obtained for single publications are unreliable and subject to strong fluctuations. Nevertheless, they contain valuable information that can be made useful with the help of mathematical statistics. Analyzed with nonparametric methods, download data give information about the visibility of electronic publications on the Internet. These methods form the core of NoRA (Non-parametric Repository Analysis). With the help of NoRA, the operators of Open Access Repositories are able to analyze the download data of their electronic publications, to identify and correct deficiencies of visibility and to increase the quality of their online platform. The analytical method NoRA was successfully applied to data from Institutional Repositories of four universities. In each case, groups of publications were identified that differed significantly in their usage. Similarities in the results reveal factors that influence the usage data, which have not been taken into account previously. The presented results imply further applications of NoRA but also raise doubts about the value of download data of single publications.

Abstract:
Tissue regeneration is a process of replacing lost or damaged cells upon injury. Cellular senescence is a physiological response to stress characterized by a stable cell cycle arrest and is associated with various biological and pathological processes. My Ph.D. project aims to investigate in vivo senescence during muscle regeneration, including its identities, functions, and dynamics. It has been demonstrated that cellular senescence could facilitate optimal wound healing. We previously demonstrated that injury-induced senescence promotes reprogramming in the skeletal muscle, notably through IL-6 (Chiche et al., 2017). Firstly, I showed that senescence was peaking at day 3 post-injury and terminated by day 15 post injury. Then, I found that FAPs is the primary cell type that becomes senescent by RNA sequencing (both bulk population and single-cell). Besides, senescent FAPs enhance myogenesis in vitro in a paracrine manner. Of note, P57 is the major CKI which mediates the FAPs-associated senescence. Importantly, there is a significant reduction of the injury-induced senescence in the P57 null mice. Lastly, we found Mcl-1 is overexpressed in the senescent FAPs, suggesting the potential usage of MCL-1 inhibitors as senolytic drugs.Taken together, my ph.D show that FAPs are senescent upon muscle injury, which is P57-dependent and might be important to muscle regeneration by enhancing myogenesis. These findings strongly support a beneficial role of senescence during muscle regeneration, which has direct implications in muscular degenerative diseases and muscle aging

Abstract:
With the ageing of the population there is an increase of chronic pathologies, leading to functional limitations. Cognitive decline and dementia are the main causes of these limitations, preventing healthy ageing. Visual impairment, frequent in the elderly population and insufficiently managed, could represent a pathway for the prevention of these pathologies. The main objective of this work was to analyze the impact of visual impairment on activity limitations and cognitive impairment and to evaluate to what extent the improvement of vision could improve cognitive and functional health. This work was based on the analysis of 9294 participants from the Three City (3C) cohort and 963 participants from the Alienor ophthalmological study, nested in the 3C study. Detailed data on cognition, activity limitations and vision are available in these cohorts. In our study, we estimated that 38.8% of older adults had refractive errors (myopia, astigmatism, and hyperopia) which were poorly or not corrected by lenses or glasses. An effect of visual impairment on activity limitations has been found from a visual acuity less than 20/25 and nearly 1/5 of limitations could be avoided by best-achieved optical correction. Visual impairment was also associated with an increased risk of dementia over a 12-year follow-up period, with a higher risk in participants with both visual impairment and depressive symptoms. Nevertheless, no longitudinal associations were found with cognitive decline. This thesis provides supplementary arguments to promote a better management of visual impairment in prevention of functional limitations; however, further studies are needed to study the impact of visual impairment on cognitive decline and dementia

The objective of this project will contribute to the market study of mobile applications in Portugal. By understanding and interpreting feedback from Portuguese users the developers, designers, commercials and everyone involved in releasing applications will be able to investigate and invest more in aspects, configurations and features that users find to be most important and relevant, thus leading to both team's success and user satisfaction. To this end, a study was carried out through the formulation of a survey, where variables were based on the general preferences of users analysis and also based on the international standards created by the ISO organization, specifically ISO / IEC 9126-1: 2000 and ISO / IEC 25012. Subsequently, a statistical analysis was performed using two softwares, the Microsoft Office Excel and the IBM SPSS Statistcs 25, which allowed the information to be organized, as well as find the results of the tests and statistical analyzes. It was possible to conclude that for the Portuguese users, detailed comments are more impactful than emotional comments, that the overall evaluation of an application has more value than comments, and that ISO / IEC 9126-1: 2000 is most important for the evaluation of an application.

Abstract:
Antibiotic resistance is a growing and global threat to human health that has led to an acute need for the development of new antibiotics. Elucidating the mechanism of inhibition of antibiotic targets is crucial for the development of more potent drugs. The essentiality of peptidoglycan and more than seventy years of successful use of β-lactams have made polymerization of this major cell wall component an attractive and validated target for drug development. Active-site serine Penicillin-Binding Proteins (PBPs) have long been considered as the only enzymes catalyzing the essential cross-linking step of peptidoglycan polymerization. The thesis explores inhibition of a distinct family of enzymes, the active-site cysteine L,D-transpeptidases (LDTs), that have a preponderant role in peptidoglycan synthesis in Mycobacterium tuberculosis. We show that the efficacy of LDT inhibition by β-lactams is primarily governed by the reactivity of the four-membered ring. We propose that acylation of LDTs by β-lactams proceeds through formation of an amine anion intermediate, followed by a subsequent irreversible step that is essential for the antibacterial activity of the drugs. A fluorescence spectroscopy approach enabling kinetic analyses of the acylation steps was developed to explore inactivation mechanisms and to evaluate the efficacy of new synthetic drugs. We also identify diazabicyclooctanes (DBOs) as new pharmacophores that inactivate LDTs by formation of a thio-carbamoyl-enzyme. We discuss several mechanism-based strategies for rational optimization of LDT inhibitors belonging to the β-lactam and DBO families

Abstract:
Autism spectrum disorders (ASD) are neurodevelopmental disorders characterised by deficits in social communication and repetitive behaviours. Alterations in brain connectivity are the most replicated findings in ASD patients. The CNTNAP2 gene, coding Caspr2, has been associated to ASD, with a large number of missense heterozygous variants identified in patients. However, some missense variants have also been found in the control population, questioning their pathogenicity. Here, using in vitro and in vivo approaches we identify new functions for Caspr2 in axonal development and provided proof of principle that some variants could impact these functions. We report that Caspr2 is involved in axon growth of cortical neurons in culture in a dose-dependent manner, with Cntnap2+/- neurons presenting an intermediate phenotype between wild type and Cntnap2-/- neurons. We also show that Caspr2 is required in vivo for the development of axons projecting into two major interhemispheric myelinated tracts, the corpus callosum and the anterior commissure. Performing morphometric and electron microscopy analyses we detect morphological modifications of these structures and alterations in axo-axonal contacts and axonal diameter in both Cntnap2+/- and Cntnap2-/- mice throughout development. Using in vitro assays and axon growth as read-out, we further show that some of the variants display either a dominant-negative effect or a loss-of-function in a Cntnap2+/- genetic background, suggesting that they could alter brain connectivity and thus contribute to the manifestations of ASD

Abstract:
<p>Society expects that buildings and other structures are safe for the people who use them or who are near them. The failure of a building or structure is expected to be an extremely rare event. Thus, society implicitly relies on the expertise of the professionals involved in the planning, design, construction, operation and maintenance of the structures it uses.<p>Structural engineers devote all their effort to meeting society’s expectations effi ciently. Engineers and scientists work together to develop solutions to structural problems. Given that nothing is absolutely and eternally safe, the goal is to attain an acceptably small probability of failure for a structure, a facility, or a situation. Reliability analysis is part of the science and practice of engineering today, not only with respect to the safety of structures, but also for questions of serviceability and other requirements of technical systems that might be impacted by some probability.<p>The present volume takes a rather broad approach to safety and reliability in Structural Engineering. It treats the underlying concepts of safety, reliability and risk and introduces the reader in a fi rst chapter to the main concepts and strategies for dealing with hazards. The next chapter is devoted to the processing of data into information that is relevant for applying reliability theory. Two following chapters deal with the modelling of structures and with methods of reliability analysis. Another chapter focuses on problems related to establishing target reliabilities, assessing existing structures, and on effective strategies against human error. The last chapter presents an outlook to more advanced applications. The Appendix supports the application of the methods proposed and refers readers to a number of related computer programs.<p>This book is aimed at both students and practicing engineers. It presents the concepts and procedures of reliability analysis in a straightforward, understandable way, making use of simple examples, rather than extended theoretical discussion. It is hoped that this approach serves to advance the application of safety and reliability analysis in engineering practice.<p>The book is amended with a free access to an educational version of a Variables Processor computer program. FreeVaP can be downloaded free of charge and supports the understanding of the subjects treated in this book.

The empirical evidence on their success, however, is still inconclusive. This study designs and evaluates two training programs focusing on soft skills, which are adapted to the Jamaican context. The first program provides soft-skills training on personal initiative, including the development of a proactive mindset and perseverance after setbacks. The second program combines soft-skills training on personal initiative with traditional training on hard skills aimed at changing business practices. Both programs are evaluated using a randomized controlled trial design involving 945 entrepreneurs in Jamaica. Findings indicate positive effects of the intensive soft-skills training, but not of the training combining soft and hard skills, on business outcomes (i.e., sales and profits) in the short-term (i.e., three months after the implementation of the trainings). The positive short-term effects of the soft-skills training are concentrated among men and are not significant for women. These effects, however, vanish when measured 12 months after the trainings. Nonetheless, the soft-skills training show persistent positive effects on some targeted soft skills, which are measured with both self-reported and incentivized measures.

This chapter 7 examines differences in phone use, especially in the way people use smartphones and access the internet. The availability of internet-ready phones in Janta has not turned all people into direct internet users. College-educated men and women are able to browse the textual content of the internet with the help of their smartphones, whereas the majority of people find smartphones useful for listening to music and watching films. They buy downloaded content on phone memory chips instead of browsing the internet independently. When the benefits of phones are assessed on the basis of their educational impact, they do not appear particularly transforming. However, accessing entertainment using phones can also be transformative because sharing of entertainment content contributes to social interaction and the capacity to aspire.

Abstract:
Students often complain of overload in online learning environments. Discussions here consider online design and organization factors that might contribute to students’ reports of overload. This study explored predictions that 1) students’ past online experience, 2) the organization of online environments and relevance of online material with which students work, and 3) the level of task difficulty impact (a) student learning outcomes, (b) students’ reports of overload, and (c) students’ perceptions of having enough time to complete assigned course work. A total of 346 participants were tested in two experiments that manipulated the organization of the online environment and the material that students had to learn. Experiment 1 tested how the organization of the online environment impacted learning outcomes. Findings suggested that online environments that are overly busy and that contain irrelevant information (i.e., stimulus-rich or “stimulus-noisy” online environments) had a negative impact on experienced, savvy online learners, but no impact on students less experienced with online learning environments. Surprisingly, results here suggest that overload affected only experienced students. Experiment 2 tested how the organization of the online material (that students had to learn) impacted learning outcomes. Findings suggested that online learning environments that used hypertext to organize material had a negative impact on student learning outcomes, misconceptions of information, and perceived overload. This chapter examines literature that considers design and organization factors that can impact online learning, and considers design strategies for online teaching environments and strategies for avoiding factors that can leave students feeling overloaded.

Abstract:
5G has the potential to become the future communication technology as it has the capability to provide faster download speeds, extremely low latency, and higher capacity. The deployment of 5G will be as a wi-fi that will cover the entire globe. It will serve an elevated number of devices than the previous technology; therefore, the distribution of radiofrequency electromagnetic fields (RF-EMF) will grow rapidly. Although no direct adverse effect has been reported by the service providers, the real health impact of this advanced technology is still under investigation. It is expected that the mm-wave frequency range (30-300 GHz) is ideal for 5G technology, and the devices, in this operating range, will work at very low power due to which small penetration is supposed to occur, but it will require a high density of small cells. It will increase the chances of human exposure to RF-EMF. In this chapter, a theoretical framework is used to describe the effect of 5G technology on humans and animals and also the rumors related to the adaptation of 5G technology.

Abstract:
Modern travelers prefer an easy and enjoyable experience upon travelling. According to several surveys, over 25% of respondents have installed mobile travel apps on their smartphone. Basically, the travel app is used to search and book flights or accommodation, while download and install the app is mainly to receive notification on the updated trip status and also for accessing app offline. Therefore, it's essential for tourism organization to emphasize on traveler preferences and new innovated technology could offer for competitive advantages in tourism industry. Generation Y grew up with technology and it constitutes 44% of population in Malaysia. Therefore, this research is focus on Generation Y in Malaysia, based on the UTAUT2 (Consumer Acceptance and Use of Information Technology) model to explore and predict the factors influencing the intention to use mobile travel apps. A total of 245 questionnaires were distributed to all states in Malaysia. Quantitative data were analyzed using IBM SPSS 22.0 and Smart PLS 3.0 software. The results findings show that performance expectancy has the highest significant relationship on behavioral to use mobile travel apps. It was followed by facilitating conditions and habit. Factors of effort expectancy, social influence, hedonic motivation and price value don't have much effect on individual's behavioral intention to use mobile travel apps. The theoretical, managerial and practical implications of these results are discussed.

Abstract:
Developing an open-source alternative to the UNIX operating system in the early 1980s, the master hacker Richard Stallman faced a dilemma: if he put his new GNU software in the public domain, people could copyright their improved versions, undermining the open-source cycle by taking away the freedoms he’d granted. So Stallman copyrighted GNU himself, and distributed it, at no cost, under a license that arguably was to have greater impact on the future of computing than even the software he was striving to protect. The GNU Emacs General Public License was the founding document of the copyleft. The word copyleft predated Stallman’s innovation by at least a couple of decades. It had been used jestingly, together with the phrase “All Rights Reversed,” in lieu of the standard copyright notice on the Principia Discordia, an absurdist countercultural religious doctrine published in the 1960s. And in the 1970s the People’s Computer Company provocatively designated Tiny BASIC, an early experiment in open-source software, “Copyleft—All Wrongs Reserved.” Either of these may have indirectly inspired Stallman’s phrasing. (He first encountered the word copyleft as a humorous slogan stamped on a letter from his fellow hacker Don Hopkins.) Stallman’s genius was to realize this vague countercultural ideal in a way that was legally enforceable. That Stallman was the one to do so, and the Discordians weren’t, makes sense when one considers his method. His license stipulated that GNU software was free to distribute, and that any aspect of it could be freely modified except the license, which would mandatorily carry over to any future version, ad infinitum, ensuring that GNU software would always be free to download and improve. “The license agreements of most software companies keep you at the mercy of those companies,” Stallman wrote in the didactic preamble to his contract. “By contrast, our general public license is intended to give everyone the right to share GNU Emacs. To make sure that you get the rights we want you to have, we need to make restrictions that forbid anyone to deny you these rights or to ask you to surrender the rights.” Freedom was paradoxically made compulsory.

Recordings have progressed from wax to shellac, vinyl, tapes, and CDs with recent variants of downloads or streaming. In every case the sound and type of distortion are different. Nevertheless, they all have impact on every type of music and the quality of reproduction with different challenges for each genre. This chapter details many examples. There is no ideal answer because all systems produce music that is distorted from the original performance. It is a matter of personal preference as to which is favoured. Of considerable concern to the music industry—and to audiences interested in listening to classical or jazz—is the trend of the mass market pop music to be heard via streaming. This produces very poor financial returns for the industry, and to most performers. A discussion of future scenarios is timely and is included in this overview.

Abstract:
Web site usability is concerned with how easy and intuitive it is for individuals to learn to use and interact with a Web site. It is a measure of the quality of a Web site’s presence, as perceived by users. The usability of Web sites is important, because high usability is associated with a positive attitude toward the Web site and results in higher online transactions. Poorly designed Web sites with low usability, on the other hand, lead to negative financial impacts. Existing approaches to Web site usability include measurement and tracking of parameters, such as response time and task completion time, and software engineering approaches that specify general usability guidelines and common practices during software development. This paper analyzes usability from the point of view of Web site design parameters. An analysis of usability and other design characteristics of 200 Web sites of different kinds revealed that design aspects, such as information content, ease of navigation, download delay, and Web site availability positively influence usability. Web site security and customization were not found to influence usability. The paper explains these results and suggests design strategies for increasing Web site usability.

Abstract:
While we haven’t yet reached the age of true interactive Internet, there are many video, audio and multimedia formats you will encounter that can enrich your computing experience. The big three are Windows Media Player, Quicktime, and RealPlayer. All three are compatible with Macintosh and Windows, although you may have to download them. Each handles streaming audio and video, and downloadable formats such as MP3 and MPEG. All three programs will automatically download software, if available, when they need it to play a file, and each has plugins which are automatically installed for use by your web browser, so you can play multimedia content directly from a web page. Be aware that the three programs will battle for control over which program plays which files. All three have preference settings which will allow you to make that program the default player for your chosen formats. However, each also handles a couple of proprietary formats which the others do not, so it’s good to have all three. Besides playing audio and video, the latest versions of Windows Media Player (http://windowsmedia.com/) can help you make audio CDs or import music from CDs to your hard drive. Be aware that if you rip music from your CD collection to certain Windows Media formats, those files might not be playable on other computers. WMP plays files ending in the suffixes .wmv and .wma, among others. Quicktime (http://www.apple.com/quicktime/) and iTunes (http://www.apple.com/itunes/) together handle audio and video playing, as well as advanced functions of CD-burning and music-importing. iTunes also offers the ability to share song lists over your local network—even between Macs and PCs—to convert music to MP3s, and to interface with an iPod. Quicktime plays files ending in the suffix .mov, among others. RealOne (http://www.real.com/) is the latest version of RealPlayer, which plays its own proprietary streaming formats, as well as many of the standard formats. It comes in free and pay versions, although you may have to dig for the free version. RealOne plays files ending with the suffixes .rm and .ram, among others.

Abstract:
Canada’s 1990s Program Review under Jean Chrétien and Paul Martin has been seen by many as the gold standard for how to conduct fiscal squeeze. The review had a profound impact on both government programmes and government organisation, with numerous agencies eliminated and some 45,000 positions cut in the federal public service. But the review took place in special political circumstances—a kind of perfect storm in reverse. Both the media and the opposition parties either supported spending cuts or had no interest in budget issues, and some of the most politically sensitive cuts were downloaded to provincial governments. Moreover, the effort was essentially ad hoc and once the fiscal objective was met, the machinery quickly reverted to its old ways. The exercise therefore tells us more about how to develop an ad hoc approach to programme review than about how to develop a more sustained approach to fiscal squeeze.

Abstract:
Aim/Purpose: Labeling a journal as “predatory” can do great damage to the journal and the individuals that have contributed to it. This paper considers whether the predatory classification has outlived its usefulness and what might replace it. Background: With the advent of open access publishing, the term “predatory” has increasingly been used to identify academic journals, conferences, and publishers whose practices are driven by profit or self-interest rather than the advancement of science. Absent clear standards for determining what is predatory and what is not, concerns have been raised about the misuse of the label. Methodology: Mixed methods: A brief review of the literature, some illustrative case studies, and conceptual analysis. Contribution: The paper provides recommendations for reducing the impact of illegitimate journals. Findings: Current predatory classifications are being assigned with little or no systematic research and virtually no accountability. The predatory/not predatory distinction does not accommodate alternative journal missions. Recommendations for Researchers: The distinction between legitimate and illegitimate journals requires consideration of each journal’s mission. To serve as a useful guide, a process akin to that used for accrediting institutions needs to be put in place. Impact on Society: Avoiding unnecessary damage to the careers of researchers starting out. Future Research: Refining the initial classification scheme proposed in the paper. Background: Last year, educators were forced to move their instruction online almost overnight. Many were not prepared to teach effectively in a virtual environment. Contribution: This paper serves as a resource to educators who are unfamiliar with teaching online as well as for those who would like to enhance their current practice. Recommendations for Practitioners: Be flexible when teaching in a virtual environment. Remain open to using new and unfamiliar technologies. Be consistent in providing feedback to students and communicate frequently with them. Impact on Society: The abrupt transition for educators, as well as for most workplaces, to an exclusively online environment in response to COVID has long-lasting effects in how business as usual will be conducted. Being proficient and comfortable in navigating a virtual environment is essential. Future Research: As we continue to work virtually, ongoing research that informs our practice is critical for remaining effective educators. Additionally, it is important to remain knowledgeable about current and new technologies available to us. *** NOTE: This Proceedings paper was revised and published in the journal Issues in Informing Science and Information Technology, 18, 31-30. Abstract:
Aim/Purpose: The COVID-19 pandemic demanded an immediate and massive adaptation of higher education to distance learning. Teachers had to transform from face-to-face to distance teaching, with insufficient pedagogical and technological knowledge and resources. This study aims to capture higher education faculty experiences in the very early stages of the crisis-prompted transition into synchronous distance education in order to obtain a broader view on the faculty’s perspectives (benefits, challenges and insights) on distance teaching through synchronous online environments. Background: Although online teaching and learning have been part of higher education teaching for more than two decades, many instructors found themselves teaching remotely for the first time and facing new and unpredicted challenges. Methodology: This study explored and analyzed an e-mail thread discourse between teachers in a higher education institute, two months after “going online” due to the COVID-19 pandemic. A singular case study was conducted, and a retrospective and snapshot case study approach was used. Data analysis was an iterative exploratory process of going back and forth the empirical material, resulting in the construction of categories, then themes, and finally a conceptual framework was developed. Contribution: The findings contribute the knowledge domain of implementation of immediate and massive online teaching and learning from the faculty perspective. Findings: Two main focal points, students and teachers, were encountered. Three main recurring themes were identified associated with both students and teachers: Convenience, Ethical Issues, and Insights for the future. Two themes were identified associated with faculty: Pedagogy and Tools, and Resources. In addition, two themes were identified for students: Attendance and Responses. Each of the themes was decomposed into several aspects. Recommendations for Practitioners: Higher education institutions and stakeholders should build a campus wide e-learning agenda including appropriate infrastructure and professional development for the future. Recommendations for Researchers: The study presented a conceptual model based on qualitative case study methodology. The impact and influence of each of the components of the model should be further researched and measured using quantitative methodologies. Impact on Society: Understanding the benefits and challenges of distance learning from the faculty perspectives in order to implement better distance learning strategies. Future Research: The impact and influence of each of the components of the model should be further researched and measured using quantitative methodologies. *** NOTE: This Proceedings paper was revised and published in the journal Issues in Informing Science and Information Technology, 16, 121-140. Feyt, Tana, and Gwamaka Mwalemba. "The Role of Service-Learning in Information Systems Education." In InSITE 2021: Informing Science + IT Education Conferences. Informing Science Institute, 2021. http://dx.doi.org/10.28945/4747.

Full text
Abstract:
Aim/Purpose: The aim of this study is to explore the role of service-learning in Information Systems (IS) education. Background: While the use of modern technologies presents many operational benefits, such as the lowering of the costs, it may also aggravate social-economic is-sues. IS professionals should account for these issues as well as exhibit the skills demanded by modern-day employers. Hence, why there is a need for IS educators to adopt a new pedagogy that supports the development of more holistic and socially responsible IS graduates. Methodology: In this qualitative exploratory case study, two IS service-learning courses at a South African university were studied. Interviews, course evaluations, and reflection essays were analyzed to gain insight into the implications that service-learning may have for students. Contribution: This study contributes to IS education research by advancing discussions on the role of service-learning in providing learning outcomes such as the development of important skills in IS, civic-mindedness, and active participation in society. Findings: The findings showed that the courses had different implications for students developing skills that are important in IS and becoming civic-minded due to the variation in their design and implementation. Recommendations for Practitioners: It is recommended that IS educators present their courses in the form of service-learning with a careful selection of readings, projects, and reflection activities. Recommendations for Researchers: IS education researchers are advised to conduct longitudinal studies to gain more insight into the long-term implications that service-learning may have for IS students. Impact on Society: This paper provides insight into how IS students may gain social agency and a better understanding of their role in society. Future Research: It is recommended that future research focus on mediating factors and the implications that service-learning may have for IS students in the long-term. Abstract:
By analyzing a novel dataset on publications by the Inter-American Development Bank (IDB), we shed light on the extent to which the knowledge production of a multilateral development bank can reach its beneficiaries. We find that IDB publications are downloaded mostly in the American continent, with Colombia, Peru, Mexico and the United States leading the ranking. Moreover, during the COVID-19 pandemic downloads of IDB publications increased, both in the world and in Latin America and the Caribbean. Some characteristics of publications are significantly associated with higher numbers of downloads, such as the language of publications: documents in at least two languages or in Spanish only are downloaded more often than documents in English only, suggesting that it is important to disseminate research in the language of the targeted audience. As for the online discussion on the IDB, we find that mentions of the IDB touch different sectors important for development (especially modernization of the state, health, labor markets and financial markets), they increase when a document is published, and also when a loan is approved.

Abstract:
Any research must follow ethical principles, particularly when it involves people as participants and is likely to impact them. This is standard practice in academic research and a legal requirement in medical trials, but also applies to research carried out by Oxfam. Oxfam’s work focuses on vulnerable populations, and takes place under difficult circumstances. When research takes place in such vulnerable and fragile contexts, high ethical standards need to be met and tailored to the specific characteristics of each situation. Oxfam welcomes the adaptation of this guideline by other NGOs, community organizations and researchers working in fragile contexts and with vulnerable communities. The guideline should be read together with other relevant Oxfam and Oxfam GB policies and protocols, including the guidelines on Writing Terms of Reference for Research, Integrating Gender in Research Planning and Doing Research with Enumerators. A flowchart summarizing the guideline is also available to download on this page.

Abstract:
As 2020 draws to a close, the economic devastation caused by the COVID-19 pandemic shows no sign of abating. Without urgent action, global poverty and inequality will deepen dramatically. Hundreds of millions of people have already lost their jobs, gone further into debt or skipped meals for months. Research by Oxfam and Development Pathways shows that over 2 billion people have had no support from their governments in their time of need. Our analysis shows that none of the social protection support to those who are unemployed, elderly people, children and families provided in low- and middle-income countries has been adequate to meet basic needs. 41% of that government support was only a one-off payment and almost all government support has now stopped. Decades of social policy focused on tiny levels of means-tested support have left most countries completely unprepared for the COVID-19 economic crisis. Yet, countries such as South Africa and Bolivia have shown that a universal approach to social protection is affordable, and that it has a profound impact on reducing inequality and protecting those who need it most. In addition to the full paper and executive summary, an Excel file with the data analysed by Oxfam and Development Pathways is available to download on this page, along with an annex on the crisis in Latin America and the Caribbean.
