Abstract:
A seleção de cultivares de algodoeiro com maior tolerância ao estresse salino pode melhorar a emergência das plantas e garantir a adequada uniformidade de estande. Este estudo teve como objetivo comparar a tolerância à salinidade de cultivares de algodoeiro (Gossypium hirsutum L.) durante a fase inicial de crescimento das plântulas. Os tratamentos foram constituídos por seis cultivares de algodão (FM 910, FM 980 GLT, TMG 42 WS, TMG 82 WS, DP 1240 B2RR e DP 1228 B2R) e por cinco níveis de condutividade elétrica da água de irrigação [0,0; 2,5; 5,0, 10,0 e 20,0 dS m–1]. Os cultivares de algodão DP 1228 B2RF e DP 1240 B2RR apresentaram os melhores índices de emergência das plântulas até o nível de salinidade de 10,0 dS m–1, sugerindo que estes cultivares são moderadamente tolerantes ao estresse salino durante a fase de germinação das sementes; todavia, o crescimento inicial desses cultivares foram afetados negativamente a partir da condutividade elétrica de 2,5 e 5,0 dS m–1, respectivamente. Os cultivares de algodão FM 910, FM 980 GLT e TMG 42 WS são mais susceptíveis aos efeitos negativos do estresse salino por apresentarem os menores índices de emergência e menor taxa de crescimento das plântulas. Altas concentrações de salinidade (20,0 dS m–1) inibem completamente o processo de germinação de todos os cultivares estudados.

Abstract:
Dual phase (DP) steels are widely applied in today’s automotive body design. The favorable combination of strength and ductility in such steels is in first place related to the share of ferrite and martensite. The pronounced work hardening behavior prevents localized thinning and allows excellent stretch forming. Niobium microalloying was originally introduced to dual phase steel for improving bendability by refining the microstructure. More recently developed “high ductility” (HD) DP steel variants provide increased drawability aided by a small share of austenite retained in the microstructure. In this variant niobium microalloying produces grain refinement and produces a dispersion of nanometer-sized carbide precipitates in the steel matrix which additionally contributes to strength. This study investigates the microstructural evolution and progress of niobium precipitation during industrial processing of high-ductility DP 980. The observations are interpreted considering the solubility and precipitation kinetics of niobium. The influences of niobium on microstructural characteristics and its contributions to strength and formability are discussed.

Abstract:
Friction stir processing is a novel solid-state process to modify microstructures and their properties by intense, localized plastic deformation. However, little research has been reported for microstructure evolutions of advanced high-strength steels during the process. The present work focuses on the study of transient microstructure changes and local mechanical properties for friction stir spot processed dual-phase (DP) 980 MPa grade steel (DP980) under different peak temperatures. A pinless silicon nitride ceramic tool was used to produce relatively simple material deformation and flow near the tool. Friction stir spot processed steel samples were characterized by optical and electron microscopies. Furthermore, Vickers microhardness and nano-indentation measurements were used to study local mechanical properties for correlation with microstructures. A swallow layer of refined grains (<0.6 µm) was obtained with a low peak temperature (under 400 °C), whereas higher peak temperatures (>Ac1) led to a change in grain size with different microstructures (fine-grained DP or martensite). Electron back-scattered diffraction characterizations revealed a large deformation in the as-received microstructures (mixture of ferrite and tempered martensite) induced by friction stir spot processing, leading to recrystallization and grain refinement around the stirred zone. Also, nano-indentation measurements showed a higher hardness than the hardness of the as-received DP980. Friction stir processing with different process conditions effectively changed microstructures and local mechanical properties.

Abstract:
Friction Bit Joining (FBJ) is a new technology that allows lightweight metals to be joined to advanced high-strength steels (AHSS). Joining of dissimilar metals is especially beneficial to the automotive industry because of the desire to use materials such as aluminum and AHSS in order to reduce weight and increase fuel efficiency. In this study, FBJ was used to join 7075 aluminum and DP980 ultra-high-strength steel. FBJ is a two-stage process using a consumable bit. In the first stage, the bit cuts through the top material (aluminum), and in the second stage the bit is friction welded to the base material (steel). The purpose of the research was to examine the impact a solid head bit design would have on joint strength, manufacturability, and ease of automation. The solid head design was driven externally. This design was compared to a previous internally driven head design. Joint strength was assessed according to an automotive standard established by Honda. Joints were mechanically tested in lap-shear tension, cross-tension, and peel configurations. Joints were also fatigue tested, cycling between loads of 100 N and 750 N. The failure modes that joints could experience during testing include: head, nugget, material, or interfacial failure. All tested specimens in this research experienced interfacial failure. Welds were also created and examined under a microscope in order to validate a simulation model of the FBJ process. The simulation model predicted a similar weld shape and bond length with 5 percent accuracy. Joints made with external bits demonstrated comparable joint strength to internal bits in lap-shear tension and cross-tension testing. Only external bits were tested after lap-shear tension, because it was determined that external bits would perform comparably to internal bits. Joints made with external bits also exceeded the standard for failure during fatigue testing. Peel tested specimens did not meet the required strength for the automotive standard. Examining specimens under a microscope revealed micro-cracks in the weld. These defects have been shown to decrease joint strength. Joint strength, especially during peel testing, could be increased by reducing the presence of micro-cracks. The external bit design is an improvement from the internal bits for manufacturability and ability to be automated, because of the less-expensive processes used to form the bit heads and the design that lends to ease of alignment.

Abstract:
With the desire to improve passenger safety and fuel efficiency, Ultra High Strength Steels (UHSS) have been developed for use in the automotive industry. UHSS are high strength steels with high ductility and strength. DP 980 is one of these UHSS being applied in automobile manufacturing. DP 980 is difficult to join with Resistance Spot Welding (RSW) because of the high carbon content and alloying in this material. The weld becomes brittle when it solidifies during the welding process. With the desire and motivation of widely using UHSS, new welding processes are needed to be developed in order to effectively join DP 980. Friction Stir Spot Welding (FSSW) is a developing welding process aimed to replace RSW in the automotive industry because of its ability to join materials at a lower temperature. Currently the welding loads of the tools are higher than 2000 pounds, ranging from 3,000 to 5,000 pounds, which exceeds the limit of the welding robots in the automotive factories. It is proposed that the welding loads can be reduced by increasing the spindle speed of the FSSW tool. Other focuses in the research include increasing the life of the tool and developing acceptable welding parameters for High Speed FSSW. The experimental work done for this thesis provided support that weld strength can be obtained at levels above the acceptable standard for DP 980 material (greater than 2400 pound lap shear fracture load for 1.2 mm material) while keeping the vertical load on the welding machine spindle below 2000 lbs.

Abstract:
With the desire to lighten the frame while keeping or increasing the strength, Advanced High-Strength Steels (AHSS) have been developed for use in the automotive industry. AHSS meet many vehicle functional requirements because of their excellent strength and acceptable ductility. But joining AHSS is a challenge, because weldability is lower than that of mild steels. Friction stir spot welding (FSSW) is a solid state joining process that can provide a solution to the weldability issues in AHSS, but FSSW has not been studied in great detail for this application. In this work, Si3N4 tools were used for FSSW experiments on DP 980 steel with 1.2mm thickness. Joint strength was measured by lap shear tension testing, while thermocouples were used for the temperature measurements. A finite element model was developed in order to predict material flow and temperatures associated with FSSW. Since a 3D model of the process is very time consuming, a novel 2D model was developed for this study. An updated Lagrangian scheme was employed to predict the flow of sheet material, subjected to the boundary conditions of the fixed backing plate and descending rotating tool. Heat generation by friction was computed by including the rotational velocity component from the tool in the thermal boundary conditions. Material flow was calculated from a velocity field while an isotropic, viscoplastic Norton-Hoff law was used to compute the material flow stress as a function of temperature, strain and strain rate. Shear stress at the tool/sheet interface was computed using the viscoplastic friction law. The model predicted welding temperatures to within 4% of the experiments. The welding loads were significantly over predicted. Comparison with a 3D model of FSSW showed that frictional heating and the proportion of total heat generated by friction were similar. The position of the joint interface was reasonably well predicted compared to experiment.

La presente Tesis Doctoral La Exposicion Iberoamericana (EIA) de Sevilla en contexto tiene como hilo conductor la arquitectura como manifestacion cultural de su epoca. De esta manera, el analisis arquitectonico de la EIA pondra de manifiesto, en primer lugar, la influencia de las Exposiciones Universales ensayadas durante el siglo XIX. Estos certamenes demostraron su capacidad de sintesis al encapsular los avances de cada paí­s, sin olvidar la plasmacion de la identidad nacional a traves de la arquitectura de sus pabellones. La EIA se basara en este modelo para sintetizar no ya los avances tecnologicos o coloniales de Espana y Latinoamerica, sino, por el contrario, las relaciones existentes entre ambas tras las independencias. En segundo lugar, y a traves del analisis de los pabellones de las distintas naciones sera posible discernir que imagen querian mostrar al otro, a Espana, a las otras republicas latinoamericanas, con su participacion en la EIA. La Plaza de America a traves de los estilos Neogotico, Neomudejar y Neoplateresco pondra de manifiesto la influencia de la corriente conservadora panhispanista, que proponia restablecer una suerte de neoimperialismo sobre las excolonias espanolas. Frente a este afan de superioridad cabe destacar como la mayoria de las republicas latinoamericanas prefirieron condensar su identidad en pabellones neobarrocos, en los que la arquitectura se relaciona con la corriente liberal del Panhispanoamericanismo. El mejor ejemplo de esta corriente esta representado en el pabellon de Argentina. Mexico, por su parte, pondra la nota discordante al establecer, con la arquitectura de su pabellon Neoindigena, la independencia total de Espana, y la relevancia de las culturas indigenas a la hora de conformar su identidad nacional. Disenado por Amabilis durante el gobierno de Calles, este pabellon esta inmerso en la corriente del Indigenismo que, a pesar de haberse desarrollado en toda America Latina, tuvo especial pujanza en Mexico. Por ultimo, en la arquitectura de la Plaza de Espana sera posible descubrir, en la eleccion de los estilos arquitectonicos, la necesidad de repensar una nueva identidad para Espana, que habia dejado de ser un imperio para convertirse en una nacion europea de segunda fila. De esta manera, en tercer y ultimo lugar, al analizar los pabellones de la EIA, sera posible comprender las distintas motivaciones que llevaron a los paises participantes a erigir un pabellon permanente en la capital hispalense: bien para fomentar las relaciones entre las naciones hispanas en aras de ser mas fuertes frente al imperialismo de los Estados Unidos; para redescubrir una identidad comun basada en la raza o en la lengua; para fortalecer las relaciones comerciales; o simplemente con la intencion de utilizar la arquitectura como propaganda politica, economica, o incluso turí­stica.

Abstract:
This thesis covers the Norman and Anglo-Norman contribution to the Iberian Reconquista from the early eleventh to the mid-thirteenth centuries. It explores the involvement of these groups as part of the changing ideas of Holy War and their transformation as result of the First Crusade. It shows that although the Reconquista was the result of important political and economic factors within the Iberian realms, the theological aura that the papacy started placing on this conflict was a powerful motivator increasing the interest of the Normans and later Anglo-Normans, especially when coincidental with the general call for crusade in western Europe that resulted in the large expeditions that are known to us as the crusades. To cover these areas, this work is divided in four main sections: the first, Chapter II, pursues chronologically the careers of individual members of the Norman nobility such as Roger of Tosny, Robert Crispin and Robert Burdet as they became involved. It also addresses the influence that institutions like Cluny and the papacy might have had in the creation of the idea of the Reconquista in the minds of those involved. The second section, Chapter III explores the brief decline of the Norman interest in the peninsula as a result of the Norman conquest of England and the First Crusade. It also explores the revitalization of the Norman interest in the peninsular conflict with the careers of Rotrou of Perche and Robert Burdet. Chapter IV, addresses the large contribution of the Anglo-Normans as part of the Second Crusade and their motivations and the impact of their arrival on the Iberian realms. Chapter V explores the participation of the lower aristocracy and merchants from the mid-twelfth century onwards in the coastal actions on both the Atlantic and Mediterranean coasts of Iberia, showing the impact that these actions had in the Reconquista. Finally, Chapter VI explores how the changing political circumstances in Iberia and the Anglo-Norman domains helped to increase awareness during the rise of the Angevin empire and the newly found diplomatic relations between the two regions. However, it also shows that although by the thirteenth century the Reconquista was perceived as a legitimate area of crusading, the political and economic circumstances on the peninsula as well as of the English Crown had important repercussions for the drastic decline in the number of participants.

Six lots of Deltapine (DP) 90 of different seed densities were planted at three planting rates in four tests in Arizona in 1985. The lowest density seed lot had significantly lower standard germination, cold test germination, field emergence, and lint yield than other seed lots. The highest density seed lot had slightly higher lint yield and field emergence than other lots on an average.

Abstract:
This thesis explores the changes introduced in the Spanish system of viceregal rule, both in Peninsular Spain and the Spanish America, during the reigns of Philip V (1700-1724 and 1724-1746). It argues that these changes reflect broader transformations in Spain's politics and political culture accelerated by the arrival of the Bourbon dynasty. In particular, the thesis documents the gradual emergence of three characteristics associated with the transition from a judicial to an administrative monarchy: the introduction of new decision making and implementation procedures which prioritise executive government and limited consultation; the consolidation of a new understanding of the role of monarchical government which places less emphasis on the provision of justice and more on the king's responsibilty for matters of economic government and development; and a reshuffling of the elites which make up governmental institutions in favour of individuals with direct connections to the new royal household, distinguished more for their loyalty, administrative efficiency or military merit than for their social status and distinctions. The thesis studies the suppression of viceregal rule in the Crown of Aragon, the initially failed but later successful attempts to establish a third viceroyalty in Spanish America, and the changing social origins, and career paths of the men appointed as viceroys through the period as well as the changing expectations placed on them. The thesis highlights important parallels between the reforms introduced in Peninsular Spain and Spanish America, both in their aims and the personnel chosen to implement them. It thus suggests that Spanish ministers during the first half of the eighteenth century often espoused the opinion that the Crown should look at the Indies, in the words of José del Campillo, 'as a sizeable portion of the Monarchy in which it is possible to implement the same improvements as in Spain'.

Acephate treatments increased the number of fruit in early fruiting positions at three of four locations. Two of these same locations also received sidedressed aldicarb applications, but no significant response to aldicarb was observed.

Abstract:
At the moment of the founding of the Second Republic in April 1931, the labour movement in Spain was dominated by two organizations, namely the anarcho-syndicalist Confederación Nacional del Trabajo (CNT) and the socialist Unión General de Trabajadores (UGT). The Second Republic marked the first period in which the two organizations had concurrently operated openly since the Primo de Rivera dictatorship had made the CNT illegal at the same time as the UGT had agreed to cooperate with the General’s corporatist project. With the founding of the Republic, a long-standing organizational and ideological hostility between the two organizations was exacerbated by the fact of the UGT actively participating in the reform project of the Republican-socialist government and the CNT increasingly opposing that project. However, the Republic progressively became polarized between left and right; as fascist regimes came to the fore across Europe, increasingly large sectors of the Spanish left called for a unity of their forces to prevent a similar occurrence in Spain. The outbreak of the Civil War in July 1936 made this unity even more imperative. This thesis focuses on interactions between the CNT and the UGT between 1931 and 1936 within this socio-political context, primarily from the perspective of the CNT. The thesis traces and analyses the evolution of CNT as a national actor’s overall position on the UGT from one of outright hostility to a stance of proposing a revolutionary alliance with it in 1936. The thesis also examines interactions between the two organizations in Catalonia, which was both the CNT's birthplace and stronghold and a region in which the UGT had historically garnered little support. In addition to highlighting the pivotal role that the Catalan CNT had in determining the CNT's national-level stance on the UGT throughout this period, the thesis explores how the anarcho-syndicalist movement in the region presented its socialist counterpart as the embodiment of a socialist- and state-sponsored project to destroy the CNT, and also examines the largely hostile encounters between CNT and UGT unions in workplaces and localities across the region.

Abstract:
The Women's Section (Seccion Femenina) of the Franco regime's bureaucratic framework was founded in 1934 as an offshoot of the small fascist party, the Falange. Its leader, Pilar Primo de Rivera, was the sister of the Falange's founder, Jose Antonio Primo de Rivera and remained in post throughout the regime. The present study is of Seccion Femenina (SF) as it developed following the death of Jose Antonio during the Spanish Civil War, becoming part of the regime's bureaucracy while retaining its original ideological base. The thesis examines the emerging role of SF in the Spanish Civil War as a supporter of the Nationalist cause and its mandate in 1939 to train and prepare the women and girls in Spain for life under the new regime. SF's influence on government legislation and its contribution to the nation's economic and social stability up to 1959 are examined in relation to the political events of the period as well as the compromises made as SF faced opposition from other sectors of the regime. The second focus of the thesis is SF's ideological base and inner identity, and particularly the degree to which it exhibited features of fascism. This is examined in relation to its elite members, whose belief system was so enduring that it survived the decline of Falangism in the regime. In the face of political realities, SF always saw its 1939 mandate as its own 'Falangist Revolution' and its elite members as capable of transforming society. The origins of these beliefs, the contribution of foreign influences and the transmission of SF ideology in SF's elite academy are analysed in relation to the work and self-image of the elites. The paradox of SF as a loyal supporter of Francoism while challenging the class and social base of the regime is also examined, and religion is shown as the most significant area where SF differed from mainstream opinion and practice. SF's programmes have been studied via primary sources, journals and archive materials. The major primary source, however, is the set of forty-five interviews, conducted principally in Madrid but also in Salamanca, Santiago de Compostela, Palencia, Medina del Campo, Zaragoza, Toledo, the province of Leon and Britain between 1994 and 1999. Interviewees are mainly former elite members of SF together with unaffiliated women, male Falangists and others with experience of SF's programmes.

Stamping of dual phase (DP) 980 steel creates higher deformation heat, contact pressure and friction force between the tooling and sheet steel. These, in turn, cause higher die wear and galling. Although various countermeasures have been adopted in production to prevent excessive wear associated with forming DP980 steel, the stamping die tryout process has not been revised accordingly to ensure that the die surfaces in contact with sheet metal have been hardened and coated. The effects of die hardness and lubrication conditions on die wear and galling in stamping DP980 steel during the die tryout process were evaluated at different contact pressures using the bending under tension (BUT) tester. A reciprocal cyclic bend test system (CBTS) of modifying bending under tension test was used to investigate wear and galling between a die in the tryout phase and in a production condition. The results indicate that the hardness of the die material dominates the galling and wear behavior in the die tryout phase. A better surface treated die material and an anti-galling strategy was also identified to decrease galling and wear in both die tryout and production.

Advanced high strength steels (AHSS) have been widely used in vehicle structural components due to their high strength properties balanced with good formability. In many applications, a zinc coating is often applied to AHSS for the corrosion protection. Due to the high strength properties of AHSS, higher forming forces and binder pressures are also required in stamping AHSS, which often results in coating powdering/flaking or galling around the draw bead and die radius areas. The degree of coating powdering/flaking depends upon forming process variables such as draw bead force, forming speed, lubrication, and die temperatures. This study was designed to develop a lab-based coating adhesion test to quickly characterize the coating adhesion behavior of AHSS. In this study, both the bending under tension test and the modified draw bead test were used. A typical substrate of AHSS is coated with either a hot-dip Galvannealed (GA) or a Galvanized (GI) coating. In this study, dual phase (DP) steels with tensile strength levels of 600, 780 and 980 MPa were investigated at two different thicknesses and with two different coating types, GI and GA. The results reveal that GA tends to have worse coating adhesion than GI coatings under normal forming conditions. However, GI coatings are more sensitive to the lubrication condition and have worse coating adhesion than GA coatings under a larger draw bead penetration and smaller draw bead corner radius condition.

This paper presents a three-dimensional (3D) multi-physics finite element model (FEM) to predict the fatigue life of a laser welded lap joint of dual phase (DP) 980 steel sheets based upon the level of residual stress. A FEM-based thermal analysis is first performed to numerically predict the welding-induced temperature field combined with the corresponding experimental verification. The temperature histories are then loaded into the mechanical model as thermal loading to numerically calculate the evolution curves of thermally induced stress in order to calculate the level of residual stresses after cooling to room temperature. In order to calculate the equivalent fatigue strength in the laser-welded lap joint, the resultant multi-axial stress (including the induced residual stress (RS) result) is loaded into the equivalent uni-axial stress equation via the Sine Method (SM) in order to achieve the stress curve as a function of the loading cycles. A series of fatigue tests of lap joints are also performed in order to achieve the S-N curves, from which an empirical function between the alternating stress and loading cycle is derived in order to predict the fatigue life of the DP980 lap joint. Finally, the maximum fatigue strength can be predicted numerically through the proposed FEM instead of using experimental trials. The numerical results show that a greater temperature gradient and residual stress are mainly located within the fusion zone (FZ) and close to the heat affected zone (HAZ). The residual stress plays an important role in deciding the final fatigue strength and failure of the DP980 lap joint. An X-ray diffraction technique is used to experimentally measure the residual stress distribution within the weld, for which the numerically predicted results exhibit a good agreement. Also, the numerical simulation and experimental measurements of the fatigue life versus the applied load show a good correlation of results.

Constrained optimization control techniques with preview are designed in this paper to derive optimal velocity trajectories in longitudinal vehicle following mode, while ensuring that the gap from the lead vehicle is both safe and short enough to prevent cut-ins from other lanes. The lead vehicle associated with the Federal Test Procedures (FTP) [1] is used as an example of the achieved benefits with such controlled velocity trajectories of the following vehicle. Fuel Consumption (FC) is indirectly minimized by minimizing the accelerations and decelerations as the autonomous vehicle follows the hypothetical lead. Implementing the cost function in offline Dynamic Programming (DP) with full drive cycle preview showed up to a 17% increase in Fuel Economy (FE). Real time implementation with Model Predictive Control (MPC) showed improvements in FE, proportional to the prediction horizon. Specifically, 20s preview MPC was able to match the DP results. A minimum of 1.5s preview of the lead vehicle velocity with velocity tracking of the lead was required to obtain an increase in FE. The optimal velocity trajectory found from these algorithms exceeded the presently allowable error from standard drive cycles for FC testing. However, the trajectory was still safe and acceptable from the perspective of traffic flow. Based on our results, regulators need to consider relaxing the constant velocity error margins around the standard velocity trajectories dictated by the FTP to encourage FE increase in autonomous driving.

We have previously reported on the antithromboticaction of a chemically synthesized heparin pentasaccharide which exhibits high affinity to anti thrombinIII and sole anti-factor Xa activity. In order to investigate the relative importance of the 3-0 sulfo group of this pentasaccharide, we evaluated the in vitro and in vivo antithrombotic activity of a synthetic pentasccharide devoid of the sulfo group at the third position of the glucosamine residue. In amidolytic and clot-based assays the 3-0 de- sulfated pentasaccharide (3-0-DP) failed to exhibit any antifactor Xa actions at concentrations <100 ug/ml in humanor rabbit plasmas, whereas pentasaccharide showed strong factor Xa inhibition at 1.0 ug/ml IK-=3.2x10 M)and at 10.0 ug/ml in rabbit plasma (K.=9.0×10™7 M). Using a rabbit stasis thrombosis model in which thrombosis was induce by human serum or an activated pro-thrombin complex concentrate, 3-0-DP failed to produce any antithrombotic action in acute intravenous regimens at dosages up to 200 ug/kg. In these two models, pentasaccharide produced >80% inhibition of induced thrombosis. These studies demonstrate the critical importance of the 3-0 sulfo group in this heparin pentasaccharide for the determination of antithrombotic activity, and that in this type of oligosaccharide, anti-factor Xa activity is responsible for producing the antithrombotic effect.

1.1 Resumen macroeconómico En el segundo trimestre la economía enfrentó varios choques, principalmente de oferta y de costos, la mayoría de los cuales no fueron anticipados, o los previstos fueron más persistentes de lo esperado, y que en conjunto interrumpieron la recuperación de la actividad económica observada a comienzos de año y llevaron la inflación total a niveles superiores a la meta. La inflación básica (sin alimentos ni regulados: SAR) aumentó, pero se mantuvo baja y acorde con lo esperado por el equipo técnico. A comienzos de abril se inició una tercera ola de pandemia, más acentuada y prolongada que la anterior, con un elevado costo en vidas humanas y algún impacto negativo en la recuperación económica. Entre mayo y mediados de junio los bloqueos de las carreteras y los problemas de orden público tuvieron un fuerte efecto negativo sobre la actividad económica y la inflación. Se estima que la magnitud de estos dos choques combinados habría generado una caída en niveles en el producto interno bruto (PIB) con respecto al primer trimestre del año. Adicionalmente, los bloqueos causaron un aumento significativo de los precios de los alimentos. A estos choques se sumaron los efectos acumulados de la disrupción global en algunas cadenas de valor y el incremento en los fletes internacionales que desde finales de 2020 vienen generando restricciones de oferta y aumentos de costos. Todos estos factores, que afectaron principalmente el índice de precios al consumidor (IPC) de bienes y de alimentos, explicaron la mayor parte del error de pronóstico del equipo técnico y el aumento de la inflación total a niveles superiores a la meta del 3 %. El incremento en la inflación básica y de los precios de los regulados fue acorde con lo esperado por el equipo técnico, y se explica principalmente por la eliminación de varios alivios de precios otorgados un año atrás. A todo esto se suma la mayor percepción de riesgo soberano y las presiones al alza que esto implica sobre el costo de financiamiento externo y la tasa de cambio. A pesar de los fuertes choques negativos, el crecimiento económico esperado para la primera mitad del año (9,1%), es significativamente mayor que lo proyectado en el informe de abril (7,1%), signo de una economía más dinámica que se recuperaría más rápido de lo previsto. Desde finales de 2020 las diferentes cifras de actividad económica han mostrado un crecimiento mayor que el esperado. Esto sugiere que los efectos negativos sobre el producto de las recurrentes olas de contagio estarían siendo cada vez menos fuertes y duraderos. No obstante, la tercera ola de contagio del Covid-19, y en mayor medida los bloqueos a las vías y los problemas de orden público, habrían generado una caída del PIB durante el segundo trimestre, frente al primero. Pese a lo anterior, los datos del índice de seguimiento a la economía (ISE) de abril y mayo han resultado mayores que lo esperado, y las nuevas cifras de actividad económica sectoriales sugieren que el impacto negativo de la pandemia sobre el producto se sigue moderando, en un entorno de menores restricciones a la movilidad y de mayor avance en el ritmo de vacunación. Los registros de transporte de carga (junio) y la demanda de energía no regulada (julio), entre otros, indican una recuperación importante después de los bloqueos en mayo. Con todo lo anterior, el incremento anual del PIB del segundo trimestre se habría situado alrededor del 17,3 % (antes 15,8 %), explicado en gran parte por una base baja de comparación. Para todo 2021 el equipo técnico incrementó su proyección de crecimiento desde un 6 % hasta el 7,5 %. Este pronóstico, que está rodeado de una incertidumbre inusualmente elevada, supone que no se presentarán problemas de orden público y que posibles nuevas olas de contagio del Covid-19 no tendrán efectos negativos adicionales sobre la actividad económica. Frente al pronóstico del informe pasado, la recuperación de la demanda externa, los niveles de precios de algunos bienes básicos que exporta el país y la dinámica de las remesas de trabajadores han sido mejores que las esperadas y seguirían impulsando la recuperación del ingreso nacional en lo que resta del año. A esto se sumaría la aún amplia liquidez internacional, la aceleración en el proceso de vacunación y las bajas tasas de interés, factores que continuarían favoreciendo la actividad económica. La mejor dinámica del primer semestre, que llevó a una revisión al alza en el crecimiento de todos los componentes del gasto, continuaría hacia adelante y, antes de lo esperado en abril, la economía recuperaría los niveles de producción de 2019 a finales de 2021. El pronóstico continúa incluyendo efectos de corto plazo sobre la demanda agregada de una reforma tributaria de magnitud similar a la proyectada por el Gobierno. Con todo eso, en el escenario central de este informe, el pronóstico de crecimiento para 2021 es del 7,5 % y para 2022 del 3,1 %. A pesar de esto, el nivel de la actividad económica seguiría siendo inferior a su potencial. La mejora en estas proyecciones, sin embargo, está rodeada de una alta incertidumbre. En junio la inflación anual (3,63 %) aumentó más de lo esperado debido al comportamiento del grupo de alimentos, mientras que la inflación básica (1,87 %) fue similar a la proyectada. En lo que resta del año el mayor nivel del IPC de alimentos persistiría y contribuiría a mantener la inflación por encima de la meta. A finales de 2022 la inflación total y básica retornarían a tasas cercanas al 3 %, en un entorno de desaceleración del IPC de alimentos y de menores excesos de capacidad productiva. En los meses recientes el aumento en los precios internacionales de los fletes y de los bienes agrícolas, y las mayores exportaciones de carne y el ciclo ganadero han ejercido presiones al alza sobre el precio de los alimentos, principalmente de los procesados. A estas fuerzas persistentes se sumaron los bloqueos de las vías nacionales y los problemas de orden público en varias ciudades registrados en mayo y parte de junio, los cuales se reflejaron en una fuerte restricción en la oferta y en un aumento anual no esperado del IPC de alimentos (8,52 %). El grupo de regulados (5,93 %) también se aceleró, debido a la baja base de comparación en los precios de la gasolina y a la disolución de parte de los alivios a las tarifas de servicios públicos otorgados en 2020. Como se proyectaba, la inflación SAR repuntó al 1,87 %, debido a la reactivación de los impuestos indirectos de algunos bienes y servicios eliminados un año atrás, y por las presiones al alza que ejercieron los alimentos sobre las comidas fuera del hogar (CFH), entre otros. En lo que resta del año se espera que el aumento en los alimentos perecederos se revierta, siempre y cuando no se registren nuevos bloqueos duraderos a las vías nacionales. El mayor nivel de precios de los alimentos procesados persistiría y contribuiría a mantener la inflación por encima de la meta a finales de año. La inflación SAR continuaría con una tendencia creciente, en la medida en que los excesos de capacidad productiva se sigan cerrando y registraría un aumento transitorio en marzo de 2022, debido principalmente al restablecimiento del impuesto al consumo en las CFH. Con todo esto, para finales de 2021 y 2022 se estima una inflación total del 4,1 % y 3,1 %, y una inflación básica del 2,6 % y 3,2 %, respectivamente. El comportamiento conjunto de los precios del IPC SAR, junto con continuas sorpresas al alza en la actividad económica, son interpretados por el equipo técnico como señales de amplios excesos de capacidad productiva de la economía. Estos persistirían en los siguientes dos años, al final de los cuales la brecha del producto se cerraría. El mayor crecimiento económico sugiere una brecha del producto menos negativa que la estimada hace un trimestre. Sin embargo, el comportamiento de la inflación básica, especialmente en servicios, indica que el PIB potencial se ha recuperado de forma sorpresiva y que los excesos de capacidad siguen siendo amplios, con una demanda agregada afectada de forma persistente. Esta interpretación encuentra soporte en el mercado laboral, en donde persiste un desempleo alto y la recuperación de los empleos perdidos se estancó. Adicionalmente, los aumentos en la inflación en buena medida están explicados por choques de oferta y de costos y por la disolución de algunos alivios de precios otorgados un año atrás. Los pronósticos de crecimiento y de inflación descritos son coherentes con una brecha del producto que se cierra más rápido y es menos negativa en todo el horizonte de pronóstico con respecto al informe de abril. No obstante, la incertidumbre sobre los excesos de capacidad es muy alta y es un riesgo sobre el pronóstico. Las perspectivas de las cuentas fiscales de Colombia se deterioraron, Standard & Poor’s Global Ratings (S&P) y Fitch Ratings (Fitch) redujeron su calificación crediticia, los bloqueos y problemas de orden público afectaron el producto y el país enfrentó una nueva ola de contagios de Covid-19 más acentuada y prolongada que las pasadas. Todo lo anterior se ha reflejado en un aumento de las primas de riesgo y en una depreciación del peso frente al dólar. Esto ha ocurrido en un entorno favorable de ingresos externos. Los precios internacionales del petróleo, del café y de otros bienes básicos que exporta el país aumentaron y han contribuido a la recuperación de los términos de intercambio y del ingreso nacional, y han mitigado las presiones al alza sobre las primas de riesgo y la tasa de cambio. En el presente informe se incrementó el precio esperado del petróleo para 2021 a USD 68 por barril (antes USD 61 bl) y para 2022 a USD 66 bl (antes USD 60 bl). Esta mayor senda presenta una convergencia hacia precios menores que los observados recientemente, como resultado de una mayor oferta mundial esperada de petróleo, la cual más que compensaría el incremento en la demanda de este bien básico. Por ende, se supone que el aumento reciente de los precios tiene un carácter transitorio. En el escenario macroeconómico actual se espera que las condiciones financieras internacionales sean algo menos favorables, a pesar de la mejora en los ingresos externos por cuenta de una mayor demanda y unos precios del petróleo y de otros productos de exportación más altos. Frente al informe de abril el crecimiento de la demanda externa fue mejor que el esperado, y las proyecciones para 2021 y 2022 aumentaron del 5,2 % al 6,0 % y del 3,4 % al 3,5 %, respectivamente. En lo corrido del año las cifras de actividad económica muestran una demanda externa más dinámica de la esperada. En los Estados Unidos y China la recuperación del producto ha sido más rápida que la registrada en los países de la región. En estos últimos la reactivación económica ha estado limitada por los rebrotes del Covid-19, las limitaciones en la oferta de vacunas y el poco espacio fiscal para enfrentar la pandemia, entre otros factores. La buena dinámica en el comercio externo de bienes se ha dado en un entorno de deterioro en las cadenas de valor y de un aumento importante en los precios de las materias primas y en el costo de los fletes. En los Estados Unidos la inflación sorprendió al alza y su valor observado y esperado se mantiene por encima de la meta, al tiempo que se incrementó la proyección de crecimiento económico. Con esto, el inicio de la normalización de la política monetaria en ese país se daría antes de lo proyectado. En este informe se estima que el primer incremento en la tasa de interés de la Reserva Federal de los Estados Unidos se dé a finales de 2022 (antes del primer trimestre de 2023). Para Colombia se supone una mayor prima de riesgo frente al informe de abril y se sigue esperando que presente una tendencia creciente, dada la acumulación de deuda pública y externa del país. Todo esto contribuiría a un incremento en el costo del financiamiento externo en el horizonte de pronóstico. La postura expansiva de la política monetaria sigue soportando unas condiciones financieras internas favorables. En el segundo trimestre la tasa de interés interbancaria y el índice bancario de referencia (IBR) se han mantenido acordes con la tasa de interés de política. Las tasas de interés promedio de captación y crédito continuaron históricamente bajas, a pesar de algunos incrementos observados a finales de junio. La cartera en moneda nacional detuvo su desaceleración anual y, entre marzo y junio, el crédito a los hogares se aceleró, principalmente para compra de vivienda. La recuperación de la cartera comercial y de los desembolsos a ese sector fue importante, y se alcanzó de nuevo el elevado saldo observado un año atrás, cuando las empresas requirieron niveles significativos de liquidez para enfrentar los efectos económicos de la pandemia. El riesgo de crédito aumentó, las provisiones se mantienes altas y algunos bancos han retirado de su balance una parte de su cartera vencida. No obstante, las utilidades del sistema financiero se han recuperado y sus niveles de liquidez y solvencia se mantienen por encima del mínimo regulatorio. A partir de este informe se implementará una nueva metodología para cuantificar y comunicar la incertidumbre que rodea los pronósticos del escenario macroeconómico central, en un entorno de política monetaria activa. Esta metodología se conoce como densidades predictivas (DP) y se explica en detalle en el Recuadro 1. Partiendo del balance de riesgos que contiene los principales factores que, de acuerdo con el juicio del equipo técnico, podrían afectar a la economía en el horizonte de pronóstico, la metodología DP produce distribuciones de probabilidad sobre el pronóstico de las principales variables (v. g.: crecimiento, inflación). Estas distribuciones reflejan el resultado de los posibles choques (a variables externas, precios y actividad económica) que podría recibir la economía y su transmisión, considerando la estructura económica y la respuesta de política monetaria en el futuro. En este sentido, permiten cuantificar la incertidumbre alrededor del pronóstico y su sesgo. El ejercicio DP muestra un sesgo a la baja en el crecimiento económico y en la brecha del producto, y al alza en la inflación. El balance de riesgos indica que las disyuntivas para la política monetaria serán potencialmente más complejas que lo contemplado en el pasado. Por el lado de las condiciones de financiamiento externo, se considera que el mayor riesgo es que se tornen un poco menos favorables, en un escenario en el cual la Reserva Federal de los Estados Unidos incremente con mayor prontitud su tasa de interés. Esto último, ante un crecimiento económico y del empleo mayor que el esperado en los Estados Unidos que genere presiones significativas sobre la inflación de ese país. A esto se suma la incertidumbre sobre el panorama fiscal en Colombia y sus efectos sobre la prima de riesgo y el costo del financiamiento externo. En el caso del crecimiento, la mayoría de los riesgos son a la baja, destacándose los efectos de la incertidumbre política y fiscal sobre las decisiones de consumo e inversión, la aparición de nuevas olas de contagio de la pandemia del Covid-19 y sus impactos sobre la actividad económica. En el caso de la inflación, se incorporó el riesgo de una mayor persistencia de los choques asociados con la disrupción de las cadenas de valor, mayores precios internacionales de las materias primas y de los alimentos, y una recuperación más lenta que la esperada de la cadena agrícola nacional afectada por los pasados bloqueos a las vías. Estos riesgos presionarían al alza principalmente los precios de los alimentos y de los bienes. Como principal riesgo a la baja se incluyó un alza de los arriendos menor que el esperado en el escenario central, explicada por una demanda débil y por una mayor oferta en 2022 dadas las altas ventas de vivienda observadas en el presente año. Con todo, el crecimiento económico presenta un sesgo a la baja y, con el 90 % de confianza, se encontraría entre un 6,1 % y 9,1 % para 2021 y entre el 0,5 % y 4,1 % para 2022. La brecha del producto tendría un sesgo a la baja, principalmente en 2022. El sesgo de la inflación es al alza, y se encontraría entre el 3,7 % y 4,9 % en 2021, y el 2,2 % y 4,7 % en 2022, con un 90 % de probabilidad. 1.2 Decisión de política monetaria En las reuniones de junio y julio la JDBR decidió mantener la tasa de política monetaria inalterada en 1,75 %.
