Abstract:This article examines the events leading up to, surrounding, and following UNESCO’s controversial removal of Germany’s Dresden Elbe Valley from the World Heritage List in 2009. At the heart of the controversy lay the construction of a new four-lane bridge, the Waldschlößchen Bridge, that would cut through scenic meadows, destroying long-protected vistas and changing the city’s cultural landscape. Although supported by German court decisions and local public opinion polls, the bridge has been denounced by many as an eyesore and an affront to the ideals of World Heritage. Yet despite the bridge, Dresden supposedly maintains World Heritage worthiness, even if it no longer enjoys that title. The author attempts to make sense of these contradictions in order to discover lessons applicable to the World Heritage program as a whole.

Broad-billed flycatchers of East Siberia, which migrate to winter in south-east Asia south to the Greater Sunda Islands, were first described as new for science by Raffles (1822: 312) from Sumatra under the name Muscicapa latirostris. The species was known as Muscicapa latirostris Raffles (or latirostris in combination with other generic names) for over a century (e.g. Dresser 1902: 252, Hartert 1907: 477, Vaurie 1959: 331), but since the 1930s it has been called either Muscicapa latirostris Raffles or Muscicapa daurica Pallas (see below for the history). This dichotomy continues; some authors prefer latirostris (e.g. Peklo 1987; Stepanân 1990, 2003; Nakano & Murakami 2001; Popov 2004; Kwon et al. 2006; Takeuchi 2007; Kolbin 2008; Gavrilov 2011; Sonina & Durnev 2011), while others prefer daurica (e.g. Banks & Browning 1995; Clarke et al. 2009; Tojo 2009; Mohan & Kumar 2010; David 2011).

IntroductionIn Germany, emergency physicians in the prehospital rescue system ensure primary care. The rescue helicopter in Dresden covers the city of Dresden (population 517,000), surrounding areas with distances up to 70 km. Typical reasons for alerting the rescue helicopter are heart diseases or injuries during accidents. There also is a high number of patients with attempted or completed suicides. The goal of the study was to analyze cases associated with suicide.MethodsData of all emergency transports from the German Air Rescue (DRF-Luftrettung) Helicopter Base Dresden between January 2008 and December 2009 were recorded on a standardized protocol and transferred to a central computer database. Subsequently, all cases were analyzed with special regard to suicides.ResultsThere were a total of 3,051 cases during the study period. Fifty-nine cases (1.9%) were related to suicide. The helicopter was on the scene within 10.9 minutes. The mean NACA Score was 4.9. The mean age was 51.6. A total of 52.5% of patients were male. In 15.2% of the cases, the patient called for emergency help; in 37.3%, bystanders contacted authorities. The reason for attempted suicide was unknown in 57.6% of the cases. In 16.9%, it was related to partnership, in 20.3% to health problems, in 5.1% to financial problems. The main method of attempt was the use of medical pills (47.4%). Other frequent methods were strangulation (18.6%), stab wounds and gunshots (8.5%), intoxication (3.4%), or unknown (16.9%). Six patients received cardiopulmonary resuscitation, four reached a Return of Spontaneous Circulation, and 10 patients died.DiscussionHelicopters often transport suicide victims. This study demonstrates the need for better prevention as well as an improvement of education for emergency physicians working in the prehospital setting.

Abstract. The German research programme RIsk MAnagment of eXtreme flood events has accomplished the improvement of regional hazard assessment for the large rivers in Germany. Here we focused on the Elbe river at its gauge Dresden, which belongs to the oldest gauges in Europe with officially available daily discharge time series beginning on 1 January 1890. The project on the one hand aimed to extend and to revise the existing time series, and on the other hand to examine the variability of the Elbe river discharge conditions on a greater time scale. Therefore one major task were the historical searches and the examination of the retrieved documents and the contained information. After analysing this information the development of the river course and the discharge conditions were discussed. Using the provided knowledge, in an other subproject, a historical hydraulic model was established. Its results then again were used here. A further purpose was the determining of flood frequency based on all pre-processed data. The obtained knowledge about historical changes was also used to get an idea about possible future variations under climate change conditions. Especially variations in the runoff characteristic of the Elbe river over the course of the year were analysed. It succeeded to obtain a much longer discharge time series which contain fewer errors and uncertainties. Hence an optimized regional hazard assessment was realised.

Abstract:
Railway and Public Guided Transit Properties often employ large numbers of video cameras to supervise critical areas and facilitate incident management. Capabilities of Central Control Staff is, however, limited to check the increasing number of CCTV images and so far automated image processing solutions had been insufficiently reliable. TelSys GmbH (a railway telematics company in Dresden, Germany) had therefore developed over the last seven years together with the University of Technology in Dresden and some public transport providers (subway of Berlin, subway of Prague) a robust solution to supervise automatically critical areas like tunnel entrances, station tracks or station platform edges. Also qualifications with German Railways and in Finland had been performed. The automatic image processing software reliably differentiates between trains (“permitted” objects) and objects that move from the platform into the tracks or move too close to otherwise prohibited areas. Object sizes, alarm times, reliability and safety requirements had been taken from the VDV 399 standard of the German Public Transport Operators Association. After years of reliability and safety research and demonstration the system is now in regular operation (stopping automatically incoming driverless trains if an object is detected in the track) and can be considered as the first safe video image processing system according to railway standards. Experiences, system architecture and principles as well as further development plans and planned demonstration installation in North America are discussed.

Abstract:
The measurement of compressor or turbine blades is very interesting for quality control and inspection checks. Especially for mechanical wear valuation it is important to inspect the whole geometry of a blade with main focus on the airfoil. This 3D measurement task, which involves many identical components, and high accuracy, as well as high point density in the airfoil edge regions, demands detailed planning of the appropriate 3D-measuring machine, measurement planning, reproducibility as well as analysis and provision of measuring values for the user. Preliminary investigations were carried out to select an appropriate measuring method providing both a complete geometric and as automatic as possible acquisition of blade geometries. Another constraint was that the technique had to make efficient use of time and be accurate. A data processing routine using software developed at TU Dresden is used for automated analysis and provision of measuring values for the user. The approach to linking automated complete 3D data acquisition by means of strip projection with automated analysis of measuring data opens up the option of using it as an efficient 3D-measuring machine for high accuracy requirements and higher quantities. The method shown can be transferred to other objects that need to be scanned in larger quantities.

Abstract:
The conditions for the appearance of cavitation, i.e. the local vaporization of fluid under static or dynamic stresses, are closely connected with the tensile strength of the fluid (Arndt, Keller (1992)). Although the dominant effect of water quality on the cavitation interception has been known for many years (Keller (1981, 1983, 1984)), it is uncommon to measure its stress resistance. A possible reason for that could be the unique stress-resistance probe of Keller (1987, 1994) (Eickmann (1992)), which by itself represents a great engineering break-through, is rather complex and expensive. It has become clear during the ASME/JASME conference in San Francisco, 1999 (Keller, Rott, Striedinger, Awad, Ludwig, Yang, Li), and the Fourth International Symposium on Cavitation in Pasadena 2001 (Keller), that internationally standardized testing conditions are required with respect to water quality (Heller (2000)). A relatively simple method of concurrently measuring tensile strength or cavitation susceptibility in cavitation channels has been developed at the Institute of Fluid Mechanics of the Technische Universita¨t Dresden during the last months. This newly developed tensile strength measuring technique is not only efficient and cheap but can also be installed in any existing cavitation channel with comparably small effort. The presented paper represents the actual developmentstate of the Dresden measuring device. Comparison measurements at the cavitatio n-channels of the Versuchsanstalt Obernach (Dr. Keller), Schiffsbau-Versuchsanstalt Potsdam (Mr. Heinke) and the Schiffsbau-Versuchsanstalt Hamburg (Mr. Friesch) are planed for the following months.

World-wide activities focus on the remediation of radioactively contaminated sites. One common aim is to deliver a more profound chemical base for risk assessment, namely all those physico-chemical phenomena governing the contamination plume development in time and space. Coupled transport codes able to tackle this challenge have to simplify the resulting very complex reaction pattern. To do so in an adequate way requires extending the knowledge about retardation and mobilisation phenomena and the underlying basic processes and interactions (e.g. physisorption, chemisorption, surface precipitation). Interactions at the solid-liquid interface can be described by complementary approaches, the empirical Kd concept and the mechanistic Surface Complexation Models (SCM). Kd’s are used by most reactive transport and risk assessment codes due to the straightforward numerics involved. In addition, the Kd concept is often the only feasible option for complex solid phases. However, the Kd concept is a rather simplistic approach. Many very different basic physico-chemical phenomena are subsumed in just one conditional parameter. Therefore, extrapolating Kd values may yield very large uncertainties. SCM account adsorption of ions on surface sites as complexation reaction comparable to complexation in solution. The electrical charge at the surface is determined by the chemical reactions of the mineral functional groups, including acid-base reactions and formation of ion pairs and coordinative complexes. The required parameters are site-independent and applicable despite large variations in geochemical conditions. This presents a high potential to increase confidence in safety analysis and risk assessment studies (performance assessment). The mechanistic description of sorption processes with SCM allows a thermodynamically consistent calculation of the species distribution between liquid and solid phase combined with more reliable inter- and extrapolations. However, this requires that all mineral constituents of the solid phase are characterized. Another issue is the large number of required parameters combined with time-consuming iterations. Addressing both approaches, we present two sorption databases, developed mainly by or under participation of the Forschungszentrum Dresden-Rossendorf (FZD). Both databases are implemented as relational databases, assist identification of critical data gaps and the evaluation of existing parameter sets, provide web based data search and analyses and permit the comparison of SCM predictions with Kd values. RES3T (Rossendorf Expert System for Surface and Sorption Thermodynamics) is a digitized thermodynamic sorption database (see www.fzd.de/db/RES3T.login) and free of charge. It is mineral-specific and can therefore also be used for additive models of more complex solid phases. ISDA (Integrated Sorption Database System) connects SCM with the Kd concept but focuses on conventional Kd. The integrated datasets are accessible through a unified user interface. An application case, Kd values in Performance Assessment, is given.
