Abstract:This article examines the events leading up to, surrounding, and following UNESCO’s controversial removal of Germany’s Dresden Elbe Valley from the World Heritage List in 2009. At the heart of the controversy lay the construction of a new four-lane bridge, the Waldschlößchen Bridge, that would cut through scenic meadows, destroying long-protected vistas and changing the city’s cultural landscape. Although supported by German court decisions and local public opinion polls, the bridge has been denounced by many as an eyesore and an affront to the ideals of World Heritage. Yet despite the bridge, Dresden supposedly maintains World Heritage worthiness, even if it no longer enjoys that title. The author attempts to make sense of these contradictions in order to discover lessons applicable to the World Heritage program as a whole.

Broad-billed flycatchers of East Siberia, which migrate to winter in south-east Asia south to the Greater Sunda Islands, were first described as new for science by Raffles (1822: 312) from Sumatra under the name Muscicapa latirostris. The species was known as Muscicapa latirostris Raffles (or latirostris in combination with other generic names) for over a century (e.g. Dresser 1902: 252, Hartert 1907: 477, Vaurie 1959: 331), but since the 1930s it has been called either Muscicapa latirostris Raffles or Muscicapa daurica Pallas (see below for the history). This dichotomy continues; some authors prefer latirostris (e.g. Peklo 1987; Stepanân 1990, 2003; Nakano & Murakami 2001; Popov 2004; Kwon et al. 2006; Takeuchi 2007; Kolbin 2008; Gavrilov 2011; Sonina & Durnev 2011), while others prefer daurica (e.g. Banks & Browning 1995; Clarke et al. 2009; Tojo 2009; Mohan & Kumar 2010; David 2011).

IntroductionIn Germany, emergency physicians in the prehospital rescue system ensure primary care. The rescue helicopter in Dresden covers the city of Dresden (population 517,000), surrounding areas with distances up to 70 km. Typical reasons for alerting the rescue helicopter are heart diseases or injuries during accidents. There also is a high number of patients with attempted or completed suicides. The goal of the study was to analyze cases associated with suicide.MethodsData of all emergency transports from the German Air Rescue (DRF-Luftrettung) Helicopter Base Dresden between January 2008 and December 2009 were recorded on a standardized protocol and transferred to a central computer database. Subsequently, all cases were analyzed with special regard to suicides.ResultsThere were a total of 3,051 cases during the study period. Fifty-nine cases (1.9%) were related to suicide. The helicopter was on the scene within 10.9 minutes. The mean NACA Score was 4.9. The mean age was 51.6. A total of 52.5% of patients were male. In 15.2% of the cases, the patient called for emergency help; in 37.3%, bystanders contacted authorities. The reason for attempted suicide was unknown in 57.6% of the cases. In 16.9%, it was related to partnership, in 20.3% to health problems, in 5.1% to financial problems. The main method of attempt was the use of medical pills (47.4%). Other frequent methods were strangulation (18.6%), stab wounds and gunshots (8.5%), intoxication (3.4%), or unknown (16.9%). Six patients received cardiopulmonary resuscitation, four reached a Return of Spontaneous Circulation, and 10 patients died.DiscussionHelicopters often transport suicide victims. This study demonstrates the need for better prevention as well as an improvement of education for emergency physicians working in the prehospital setting.

Abstract. The German research programme RIsk MAnagment of eXtreme flood events has accomplished the improvement of regional hazard assessment for the large rivers in Germany. Here we focused on the Elbe river at its gauge Dresden, which belongs to the oldest gauges in Europe with officially available daily discharge time series beginning on 1 January 1890. The project on the one hand aimed to extend and to revise the existing time series, and on the other hand to examine the variability of the Elbe river discharge conditions on a greater time scale. Therefore one major task were the historical searches and the examination of the retrieved documents and the contained information. After analysing this information the development of the river course and the discharge conditions were discussed. Using the provided knowledge, in an other subproject, a historical hydraulic model was established. Its results then again were used here. A further purpose was the determining of flood frequency based on all pre-processed data. The obtained knowledge about historical changes was also used to get an idea about possible future variations under climate change conditions. Especially variations in the runoff characteristic of the Elbe river over the course of the year were analysed. It succeeded to obtain a much longer discharge time series which contain fewer errors and uncertainties. Hence an optimized regional hazard assessment was realised.

Which term should be selected, “green chemistry” or “sustainable chemistry”? Perhaps consensus can be achieved if different purposes and interests of chemists are reconciled. If we are involved in fundamental research devoted to the discovery of new reaction pathways and reagents, “green” is the best word because it defines these intents, thus the term “green chemistry” would be the best name for this field of research. If we are interested in exploitation of a process or a product that must be profitable, then such chemical manufacture must be sustainable by many criteria (price, competition, profit, environment, etc.), and, accordingly, “sustainable chemistry” is the term that best defines this objective.This Special Topic issue has been designed with the intent to explore the restriction, or preferably prevention, of the use of halogenated compounds, whenever feasible, through the assembly and reporting of already identified information. This intent has been pursued through innovative synthetic pathways using clearly identified production drivers (e.g., energy consumption, environmental impact, economical feasibility, etc.). In past decades, scientific knowledge and feasible technologies were unavailable, but we now have enough expertise to pursue discontinuation of hazardous and toxic reagents. Abstract. Flood risk analysis and management plans mostly neglect groundwater flooding, i.e. high groundwater levels. However, rising groundwater may cause considerable damage to buildings and infrastructure. To improve the knowledge about groundwater flooding and support risk management, a survey was undertaken in the city of Dresden (Saxony, Germany), resulting in 605 completed interviews with private households endangered by high groundwater levels. The reported relatively low flood impact and damage of groundwater floods in comparison with mixed floods was reflected by its scarce perception: Hardly anybody thinks about the risk of groundwater flooding. The interviewees thought that public authorities and not themselves, should be mainly responsible for preparedness and emergency response. Up to now, people do not include groundwater risk in their decision processes on self protection. The implementation of precautionary measures does not differ between households with groundwater or with mixed flood experience. However, less households undertake emergency measures when expecting a groundwater flood only. The state of preparedness should be further improved via an intensified risk communication about groundwater flooding by the authorities. Conditions to reach the endangered population are good, since 70% of the interviewed people are willing to inform themselves about groundwater floods. Recommendations for an improved risk communication are given.

AbstractThis study describes, illustrates, and applies an “eclipse family” representation for the cyclic timing of eclipses in Mesoamerica. This theoretical construct is based on daykeepers’ approach to divination, anchored in the divinatory calendar (DC); empirically, it emerges from data on the timing of eclipses in Lowland Mayan1territory between 100b.c.e.and 1500c.e.drawn from Espenak and Meuss's (2007, 2009) eclipse canons.An eclipse family consists of a sequence of stations on which an eclipse might be visible in Mesoamerica – one every 88 new or full moons for 170 to 200 years, restricted to one of three DC zones. Cyclic and linear time relationships among dates of eclipses follow from this representation: intervals between successive stations in concurrent families in the same zone, and between successive stations across zones; between successive families in a zone; and among the first or last stations of families, within and across zones.One and only one eclipse-family representation fits the lunar stations of the Dresden Codex; its properties show that it is a solar eclipse table. In real time, the table pertains to a 405-month interval sometime between 1076 and 1148c.e., most likely from April 19, 1083c.e.to January 16, 1116c.e.

Die Gesellschaft für Historische Tonträger (GHT) ist im November 2002 als eingetragener Verein gegründet worden, der einerseits aus der Arbeitsgemeinschaft Diskografie, die sich aus Vertretern der Österreichischen Mediathek, dem Wiener Phonogrammarchiv und dem Wiener Phonomuseum und privaten Diskografen gebildet hatte, und andererseits aus den MitarbeiterInnen eines aus Mitteln der Europäischen Union geförderten Projektes, entstanden ist. Ziel dieser internationalen Gesellschaft ist es, Tondokumente aus der frühen Tonaufnahmeepoche (Daten und Inhalte) zu erhalten, die Erkenntnisse synergetisch unter wissenschaftlichen Standards zu dokumentieren, zu archivieren und zugänglich zu machen. Grundsätzlich auch das allgemeine Bewusstsein für dieses Thema zu heben. Schallplatten sind, auch verständlich aus der Eigenheit des Mediums, das Ende des 19.Jahrhunderts erfunden wurde, unter speziellen Voraussetzungen zu dokumentieren und zu archivieren. Nach Übernahme privater Archive von Schellackplatten und Wachszylindern (insgesamt etwa 30 000 Daten deren bedeutendste die Sammlung Alfred Seiser ist) wurden diese Schallplatten- Daten mit einem dafür geeigneten Archivierungssystem, das im Rahmen eines internationalen Projektes entwickelt wurde, digitalisiert. Label und Spiegel einer Schellackplatte geben uns Informationen, die weit über den eigentlichen Inhalt der Platte hinausgehen. Durch den Aufbau eines Netzwerkes von Schallackplatten-Sammlern und Kooperation in verschiedenen internationalen Projekten (seit 2008 „The Lindström Project“, seit 2014 BEKA-Reise um die Welt), kann auf das Know-how von mehr als 200000 Daten zurückgegriffen werden. Die Kooperation mit dismarc – EUROPEANA seit 2009 und dem Projekt „Archiv der Stimmen“ der SLUB Dresden sichern die gewonnenen Daten und bieten offenen Zugang für die interessierte Öffentlichkeit.

Abstract. Flood events cause significant damage not only on the surface but also underground. Infiltration of surface water into soil, flooding through the urban sewer system and, in consequence, rising groundwater are the main causes of subsurface damage. The modelling of flooding events is an important part of flood risk assessment. The processes of subsurface discharge of infiltrated water necessitate coupled modelling tools of both, surface and subsurface water fluxes. Therefore, codes for surface flooding, for discharge in the sewerage system and for groundwater flow were coupled with each other. A coupling software was used to amalgamate the individual programs in terms of mapping between the different model geometries, time synchronization and data exchange. The coupling of the models was realized on two scales in the Saxon capital of Dresden (Germany). As a result of the coupled modelling it could be shown that surface flooding dominates processes of any flood event. Compared to flood simulations without coupled modelling no substantial changes of the surface inundation area could be determined. Regarding sewerage, the comparison between the influx of groundwater into sewerage and the loading due to infiltration by flood water showed infiltration of surface flood water to be the main reason for sewerage overloading. Concurrent rainfalls can intensify the problem. The infiltration of the sewerage system by rising groundwater contributes only marginally to the loading of the sewerage and the distribution of water by sewerage has only local impacts on groundwater rise. However, the localization of risk areas due to rising groundwater requires the consideration of all components of the subsurface water fluxes. The coupled modelling has shown that high groundwater levels are the result of a multi-causal process that occurs before and during the flood event.

RESUMO De acordo com a Teoria da Hierarquia Contrastiva de Traços (DRESHER, 2003; 2009), a representação lexical dos segmentos deve ser hierarquicamente disposta com base nos contrastes e nos processos fonológicos que afetam os segmentos da língua. Com base nessa teoria, (Lee, 2008) propõe que as vogais do português brasileiro sejam representadas a partir da seguinte hierarquia de traços: [baixo] > [recuado] > [alto] > [ATR]. Vemos, entretanto, que tal hierarquia não consegue explicar um processo fonológico tal como ocorre no dialeto paulista: a elisão vocálica que, nesse dialeto, afeta as vogais átonas finais /a/ e [u] (cf. NOGUEIRA, 2007 e SANTOS, 2007). O presente artigo apresenta uma proposta de representação lexical que agrupa essas vogais sob um mesmo contraste fonológico, capturando o fato de elas serem alvo de um mesmo processo fonológico no dialeto paulista.

L’analyse porte sur la (non)représentativité des dirigeants politiques, leur hétérogénéité en fonction des clivages partisans et sur l’accentuation de la sélection sociale au Conseil exécutif. Il en ressort que les députés québécois ne sont pas représentatifs de la population du point de vue de leurs caractéristiques sociodémographiques, que le profil des députés de l’Action démocratique du Québec (ADQ) se démarque nettement de celui de leurs adversaires et que le processus de sélection ministériel a bénéficié à certains groupes, soit les femmes et les jeunes.

Este trabalho discute as novas relações com o espaço que resultam das experiências dos deslocamentos e suas consequências para as personagens femininas que configuram a chamada segunda geração do exílio – filhos de pais exilados das ditaduras latino-americanas. Tem também como objetivo verificar de que maneira a perda dos referentes espaciais modificam esses sujeitos femininos desenraizados. Para tanto, analisam-se as personagens femininas principais dos romances Apenas diez (2006), da escritora uruguaia Marisa Silva Schultze e Pasajeros en tránsito (2013), da escritora chilena Rossana Dresdner. Verifica-se que os romances problematizam o contínuo “estar em trânsito” das personagens e suas ambiguidades culturais que permitem, com base nas experiências do deslocamento, a construção de uma subjetividade nômade produtora de sujeitos híbridos e traduzidos. Para a análise proposta, utilizam-se os textos de Norandi (2015) e Espina Bocic; Sanhueza Comte (2014) sobre a segunda geração do exílio; de Brah (2011) e García Canclini (2009) para as noções de espaço e deslocamento; de Said (2003) para as questões de exílio; Benedetti (1983) para o conceito de desexílio e Hall (2005) e Braidotti (2002) para as questões das identidades na contemporaneidade.

Abstract. Glaciar San Rafael in the Northern Patagonian Icefield, with a length of 46 km and an ice area of 722 km2, is the lowest latitude tidewater outlet glacier in the world and one of the fastest and most productive glaciers in southern South America in terms of iceberg flux. In a joint project of the TU Dresden and CECS, spatio-temporal velocity fields in the region of the glacier front were determined in a campaign in austral spring of 2009. Monoscopic terrestrial image sequences were recorded with an intervallometer mode high resolution digital camera over several days. In these image sequences, a large number of glacier surface points were tracked by subpixel accuracy feature tracking techniques. Scaling and georeferencing of the trajectories obtained from image space tracking was performed via a multi-station GPS-supported photogrammetric network. The technique allows for tracking hundreds of glacier surface points at a measurement accuracy in the order of one decimeter and an almost arbitrarily high temporary resolution. The results show velocities of up to 16 m per day. No significant tidal signals could be observed. Our velocities are in agreement with earlier measurements from theodolite and satellite interferometry performed in 1986–1994, suggesting that the current thinning of 3.5 m/y at the front is not due to dynamic thinning but rather by enhanced melting.

Fully aware of this paradoxical aim as he walks through its martyred cityscape ‘vers la Dresde du XVIIIe siècle en sachant qu'elle n'existait plus’, he reflects on images present and past: sun-drenched spires remembered from eighteenth-century paintings that stand as witness to what no longer exists, the brutal bombings by American and British forces during the Second World War, and the commercialized aftermath of German reunification. As Réda moves beyond assessing tragedy through a historical lens, his poetic prose commemorates trauma by accentuating chromatic, lexical and aural textures and intensities in order to open avenues towards shared subjectivity. He establishes an ethical and aesthetic trajectory that responds creatively to war's destruction, and concludes by reframing the city's heraldic colours, black and gold, within sunset's unifying transit across a poetically reconstructed skyline

The Xiphias gladius (Linnaeus, 1758) data used in the present study were obtained from commercial fishing cruises of the pelagic longline fleet based in Itajaí, operating in the Southwest Atlantic. For the Covariance models, fishing effort (number of hooks) and catches (kg) were pooled and categorized into the following groups: (1) year (1997, 1998, 2001, 2002 and 2007); (2) lunar phase; and (3) seasons, fishing effort being the covariate. The highest mean swordfish catch (kg) occurred during the waxing crescent moon and during wintertime. The Mantel-Haenszel procedure was applied to compare the efficiency of the two hooks tested, and showed that the "J" hook type (J 9/0 10º offset), traditionally used by the fleet, catches 1.2-fold more Xiphias gladius than the circle hook (18/0 10º offset), used as an optional device to reduce sea turtle bycatch. The conversion of individual dressed weight (kg) into total length (cm) from 2000 to 2002, showed that sub-adults represented 66% of the total catch.

Im Allgemeinen folgt die Zufriedenheit den Veränderungen in den objektiven Rahmenbedingungen. Sie wird durch sie jedoch allein nicht bestimmt, kognitive Generalisierungstendenzen wirken ebenso ein wie Erfahrungen und Erwartungen auf Seiten der Befragten. Unterschiedliche Erfahrungen und Erwartungen dürften in erster Linie dafür verantwortlich sein, dass die Befragten, die vor der Wende in Westdeutschland lebten, sich in ihrem Urteil von dem der alteingesessenen Dresdner unterscheiden: indem sie die Einkaufsmöglichkeiten schlechter, die Kriminalitätslage jedoch besser beurteilen.

Arbeiten zu Gestaltungs- und Bepflanzungskonzepten der Friedhofsanlagen finden sich dagegen eher selten. In den Jahren 2002 bis 2004 wurde schließlich mit der systematischen gartendenkmalpflegerischen Erfassung der historischen Friedhöfe der Stadt Dresden begonnen. Der Beitrag erläutert Grundlegendes zur Friedhofserfassung und wie diese in den letzten Jahren in Sachsen vorangetrieben wurde.

We present a probabilistic model of phonotactics, the set of well-formed phoneme sequences in a language. Unlike most computational models of phonotactics (Hayes and Wilson, 2008; Goldsmith and Riggle, 2012), we take a fully generative approach, modeling a process where forms are built up out of subparts by phonologically-informed structure building operations. We learn an inventory of subparts by applying stochastic memoization (Johnson et al., 2007; Goodman et al., 2008) to a generative process for phonemes structured as an and-or graph, based on concepts of feature hierarchy from generative phonology (Clements, 1985; Dresher, 2009). Subparts are combined in a way that allows tier-based feature interactions. We evaluate our models’ ability to capture phonotactic distributions in the lexicons of 14 languages drawn from the WOLEX corpus (Graff, 2012). Our full model robustly assigns higher probabilities to held-out forms than a sophisticated N-gram model for all languages. We also present novel analyses that probe model behavior in more detail.
