Abstract:
Youthful driving while intoxicated (DWI) is a leading cause of death among teenagers and young adults. In spite of great social concern about teenagers and DWI, definitive studies are lacking which characterize youth who are at a high risk for this problem behavior. The present study uses a large representative sample of over 11,000 New York State secondary school students aged 16 years and older. The relationships between DWI, alcohol use, other drug use and numerous social factors are explored using multivariate analysis. Driving while intoxicated is found to be a prevalent problem, occurring among almost a quarter of the high school students in the past year. DWI is strongly related to various sociodemographic factors such as age, sex, ethnicity and geographic region. Furthermore, DWI is found to be part of a complex network of adolescent problem behaviors including other alcohol-related problems, illicit drug abuse and school misconduct.

Abstract:
Objective: This study examines the prevalence of self-reported driving while intoxicated (DWI) among drivers aged 65 and older. Method: This cross-sectional study was based on baseline data from the AAA Longitudinal Research on Aging Drivers (LongROAD) study, a multisite prospective cohort study of 2,990 older adult drivers. Alcohol-related variables from the baseline questionnaire were examined in relation to demographics, health status, and driving behaviors. A logistic regression model assessed variables associated with DWI. Results: Of the 2,990 participants, 72.7% reported consuming alcohol, 15.0% reported high-risk drinking, and 3.3% reported DWI. High-risk drinking (OR = 12.01) and risky driving behaviors (OR = 13.34) were significantly associated with at least occasional DWI. Avoidance of hazardous driving conditions (OR = 0.71) and higher level of comfort during challenging driving scenarios (OR = 0.65) were less likely to be associated with DWI. Conclusion: A large number of older adults engage in high-risk drinking and DWI. Public health education and DWI-related interventions should include older adults.

Abstract:
Drinking and driving has been the focus of research since the 1960s, but researchers have not defined the meaning of punishment for offenders who continue to drink and drive. The purpose of this study was to explore the impact of punishment on driving while intoxicated (DWI) and driving under the influence (DUI) defendants to assess the likelihood of preventing subsequent offenses. This study also sought to describe the behaviors of defendants who are perpetrating multiple offenses. The protection motivation theory was the theoretical foundation of this qualitative case study. The sample included a diverse group of 16 men between the ages of 21 and 35 who were recruited via a flyer in traffic court. Participants were interviewed, and interview data were transcribed verbatim and then coded for themes relating to punishments and DWI/DUIs. Initial interpretations were subjected to member checking for greater trustworthiness of the final report. The results of this study showed that the participants accepted responsibility for the frequent behaviors of drinking and driving and for being too intoxicated to make the decision to drive prior to their arrest. The results of the analyses indicated that the participants responded well to the punishment and opted to change their behaviors. Allowing offenders to describe and own their behaviors could positively create social change in these individuals, thus preventing them from incurring future DWI and DUI arrest.

Driving while intoxicated (DWI) is the major cause of motor vehicle traffic accidents. In order to reduce DWI deaths and injuries, government increased the penalties for DWI since June 1999. In this study, we analysis the effectiveness of the policies in June 2001 and September 2002 to discuss the impact on probability, length of stay in hospital and medical cost of motor vehicle traffic accidents. The data used in this study were selected from the National Health Insurance Research Database, January 2001 to May 2001 and January 2003 to May 2003. External code E810-E819 was used to identify patients of motor vehicle traffic accidents. Logistic regression model was used to analyze probability of motor vehicle traffic accidents, Poisson regression model was used to analyze the length of stay in hospital and ordinary least squares regression model was used to analyze the medical cost of motor vehicle traffic accidents before and after the traffic safety policies. The results show that after implementation of the traffic safety policies, the number of hospitalized patients reduced by 18. The probability of motor vehicle traffic accidents reduced 0.01 percent, length of stay in hospital increased 0.99 days and medical cost increased 9,747.92 dollars. Moreover, probability and medical cost were not statistically significant different before and after the traffic safety policies. Since the number of motor vehicle traffic accidents fatalities and casualty rate decreased while patient length of stay in hospital and medical cost increased after implementation of the traffic safety policies, this indicates the effectiveness of the traffic safety policies. Nevertheless, there was no reduction in the use of medical resources which counteract the effectiveness of the traffic safety policies.

DWI poses a major threat to the traffic order and public safety. It not only endangers the drivers, but also put innocent pedestrians’ lives at risk. It will seriously imperil social stability and destroy numbers of families. According to statistics from the National Police Agency (NPA), drunk driving accidents has been one of the leading causes for fatality traffic accidents in Taiwan over the past ten years. The study analyzes the behavior and crucial points of DWI by comparing penalties imposed among different countries, and by evaluating drunk driving violations and drunk driving accidents statistics released by the NPA. It provides the assessment about the Driving While Intoxicated Prevention measures as a job performance evaluation indicator and verify the variety. The research will recommend some suggestions of drunk driving prevention and control for law enforcement issues for future progress. This thesis analyzes the relevant literature and verify the existing factors of drunk driving prevention performance assessment. It uses the “consistent fuzzy preference relations (CFPR) method to decreases a large number of comparisons and increases the efficiency and definition of decision-making. This method can solve the problem of consistency and find out the difference of each indicator. Through the questionnaire to experienced police officers, the study would discuss and verify subject consciousness, recognition, and practical experience from different levels.
