Abstract:
Classification is a special general scientific method of scientific research, which allows to establish the properties of the object of study both for the purposes of own research and for the purposes of forming new scientific knowledge. The classification model allows you to approach the object of public administration in a complex and take into account all the properties in further research. Classification as a method of study has a dual meaning for the researcher: from the outside, it is a method that contributes to the study of the system and order; from the internal, it is a technique that determines the completeness and correctness of the conclusions of the study. Classification of economic crimes from the standpoint of public administration will fully assess their properties, which determine the level of threat to national security. Economic crime is not a new phenomenon in Ukraine or in the world. Accordingly, the issue of economic crime has interested scientists for quite some time. The article investigates and systematizes the classification of economic crime in scientific and educational literature. Based on the presented approaches to the classification of economic crimes in scientific, reference and educational literature, the directions of their systematization were determined: by general components of economic activity: by violation of principles of economic activity, by sphere of economic relations. by the spheres of public relations that regulate economic activity, by the content of the committed crime, by the way of committing the crime, by the subjective features. The approaches proposed by scientists to the classification of economic crime are mostly determined by criminal law in force in a country, and therefore do not fully meet the objectives of public administration in the context of combating economic crime as a threat to national security. That is why the author's classification model of economic crime was developed for the purposes of public administration. The presented classification model of economic crime allows to approach economic crime as an object of public administration in a complex and to consider all properties at formation of innovative mechanisms of counteraction.

Abstract:
Purpose Public Administration complexity derives from the dual character of the public sector, that is to be a means of delivery and an element of societal self-governance. The bureaucratic framework is a way to address this tension, while simultaneously public administration needs to focus on a more processual view of the organization to improve service quality. Training could be a key point to sustain such a transition, by focusing on customer orientation. The purpose of the study is to explore whether a training device focused on customer orientation could develop employees’ theory on organization as being process-oriented, i.e. “organizing”. Design/methodology/approach The longitudinal study is on a training case study in Italy. Participating in the training course were 34 employees belonging to 16 Public Administrations. Data on participants’ organization representations were collected at the beginning and at the end of the course through the SWOT matrix. Data analysis used a quali-quantitative approach. Findings Findings show a shift to viewing the service organization as a process implicated in uncertainties and unpredictable events rather than the realization of an ideal model. Originality/value The study contributes to highlight the need for a practical focus on the conceptualization of organization in training, as the term “organization” is often under described or treated as an end in itself.

Abstract This article presents evidence of Italian influences on the Brazilian Public Sector Accounting in the early twentieth century, using the analytically structured history approach and the institutional theory. The study presents the institutional work developed by accountant Carlos de Carvalho in employing a new accounting methodology at the time. The article proposes a new perspective on the literature on the history of accounting in Brazil, suggesting that the emergence of budgetary and financial accounting was due to the innovation of local practices in a municipality of the state of São Paulo, and then expanded to the entire state, influenced by the Italian legal doctrine. Therefore, the use of dual accounting in Brazil during the early twentieth century was first disseminated in practice and transformed into legislation afterward. The Italian roots that influenced this movement are present in the current model, which is being reviewed by the current process of convergence to international IPSAS standards.

This article focuses on multi level governance (MLG) in Turkey by examining EU pre-accession funds by developing an interdisciplinary, multidimensional approach integrating vertical and horizontal relations at different levels of governance with the main principles (concentration; programming; partnership and additionality) of EU structural funds. It analyzes the dual governance structure on the efficient utilization of EU funds allocated to 191 municipality and local authority projects executed under two calls covering seven NUTS II regions and twenty cities in Turkey and demonstrates the differences in efficiency levels by using an empirical approach. Results show that pre-accession funds promote the formation of an EU-model MLG structure by generating new forms of relations among the authorities at different levels. Abstract:
The location quotient is one of the basic quantitative tools for identifying the regional poles and the turnpikes of economic growth in spatial economy. The disadvantage of this traditional measure is the limited scope of economic information contained in it. The new measure of economic development proposed in the article encompasses a complex spectrum of phenomena in one number, as it takes into account the influence of the public administration sector, as well as top technology in the form of ICT and its practical business models. It also takes into account the digital prosumption and the platforms for participation. The participation platforms in the public administration sector are the websites of municipal public administration offices. A cluster analysis was used to distinguish four quality classes of these websites. These classes were assigned four different colours, which were then used to draw up a map of the selected province. Each municipality is marked with a colour that corresponds to the quality class of the website of the state administration office operating on its territory. The colour system resulting from the four-colour theorem and the corresponding dual graph play the role of a reference system in relation to each empirical colour distribution and another dual graph related to it. The measure of the economic development of a region is the degree of reduction of the dual graph corresponding to the empirical distribution of colours, which identifies the actual growth poles and determines the routes of growth. The presented indicator better and more precisely identifies poles and routes of economic growth than the traditional location quotient.

Abstract:
The commitment to improve energy and environmental performance in public administration is essential for the development models geared towards lasting sustainability. The Public Administration (PA) in Italy, in particular, plays a key role to affirm models oriented towards energy and environmental sustainability, thanks to a wider and more innovative approach. The PA has a dual consumer/user role, public heritage, and decision maker/planner, in promoting energy efficiency at the local level, in the light of specific problems and peculiarities. For several decades, initiatives have been launched at various levels to improve energy and environmental performance in the public administration. The aim of this study is to outline, from a critical perspective, the state of the art policy makers in Italy about energy efficiency measures in public administration. There are, however, many cultural, value-related, financial, technological, institutional, and operational issues in the PA sector that limit investments in energy efficiency. It should be noted that if, on the one hand, the PA shows a lack of knowledge and is unwilling to adopt practices and systemic tools for monitoring and control, and on the other, in terms of bureaucracy, the system appears to be far too complicated and costly. The multiple benefits linked to improved energy performance would therefore require that the PA rethink their organizational and functional models, put in place more flexible and less bureaucratic forms of management and a more dynamic, pervasive, and proactive approach towards initiatives that promote energy efficiency. The research is a contribution towards identifying the driving forces behind potential systems and tools for energy efficiency in the PA, highlighting both critical elements and opportunities, and in particular, the limits deriving from the technological, managerial, and organizational options available for energy efficiency enhancement in the sector of the Italian PA.

Full text
Abstract:
During the 1980s some remarkable public administration reforms took place in the Commonwealth primary industries portfolio statutory research and marketing authorities. These reforms implemented dual accountability arrangements which legislated the requirement for the authorities to be held accountable directly to government and Parliament, as well as to industry and community bodies which held either a financial stake in the authorities or a stake in the outcomes of their activities. This dissertation discusses the nature of the dual accountability arrangements in the broader context of administrative and accountability theory, with particular emphasis on its place in the evolution of public enterprise and of more open, participatory and socially responsive public administration. It also considers the 1980s reforms in the historical context of Australian primary industry institutionalisation and agrarian socialism. The dissertation concludes that dual accountability can strengthen an organisation's accountability while at the same time reduce the need for close administrative control. Dual accountability acknowledges that the fundamental processes of an organisation's accountability should apply in more than one direction, and that the decentralisation of these processes actually fills the voids left by removing control mechanisms. The dissertation also identifies variations in the application of dual accountability principles across primary industry authorities and suggests that there is potential for the principles to be applied to other areas of government administration.

Broderick, Pauline Martha. "A planning model for needs analysis for subacute care." FIU Digital Commons, 1995. http://digitalcommons.fiu.edu/etd/1811.

Full text
Abstract:
The purpose of this study is to produce a model to be used by state regulating agencies to assess demand for subacute care. In accomplishing this goal, the study refines the definition of subacute care, demonstrates a method for bed need assessment, and measures the effectiveness of this new level of care. This was the largest study of subacute care to date. Research focused on 19 subacute units in 16 states, each of which provides high-intensity rehabilitative and/or restorative care carried out in a high-tech unit. Each of the facilities was based in a nursing home, but utilized separate staff, equipment, and services. Because these facilities are under local control, it was possible to study regional differences in subacute care demand. Using this data, a model for predicting demand for subacute care services was created, building on earlier models submitted by John Whitman for the American Hospital Association and Robin E. MacStravic. The Broderick model uses the "bootstrapping" method and takes advantage of high technology: computers and software, databases in business and government, publicly available databases from providers or commercial vendors, professional organizations, and other information sources. Using newly available sources of information, this new model addresses the problems and needs of health care planners as they approach the challenges of the 21st century.

Abstract:

This case study explored dual enrollment program implementation and student participation at a public high school in Alabama. The study gathered current data to describe the salient actions and cultural beliefs that influence dual enrollment program participation. The findings help to better understand the institutional practices that attract students to participate in dual enrollment programs.

This study describes the process by which a high school generates student participation in dual enrollment programs and identifies its established institutional practices that lead to higher student participation. The findings described the noticeable actions and cultural beliefs that facilitated student participation. The following research questions provided the data needed to answer the overarching questions of this study: 1) What were the strategies the high school used to attract students to participate in dual enrollment programs; 2) How did the high school assist students in successfully completing dual enrollment programs; and 3) What challenges does the high school face in the implementation of dual enrollment programs?

Abstract:
There is a growing need for healthcare teams within the Veterans Administration (VA) healthcare system to effectively collaborate and communicate to improve patient outcomes. The need to improve patient care in the Patient Aligned Care Team (PACT) has been well established. The scholarly literature does not provide evidence whether using the primary care PACT model on communication and teamwork by an interdisciplinary medical team ameliorates these communication breakdowns. Bronstein's design for interdisciplinary collaboration provided the overarching framework for this study. The purpose of this qualitative case study was to investigate the use of the PACT model on communication and teamwork by an interdisciplinary medical team as well as the perceived processes and results that the interdisciplinary collaborative approach has on production data. 18 participants consisted of licensed medical professionals and other licensed and non-licensed support personnel who were part of the PACT team. There were several challenges associated with the model, such as (a) a lack of clearly defined roles, (b) lack of communication and collaboration, and (c) division between the clerical and medical staff that created a hostile work environment. Other participants felt there were benefits associated with the PACT model, included (a) improved communication between team members, (b) increased collaboration among team members, and (c) enhanced care for patients using a comprehensive team approach. These findings may help leaders create policies, improve patient care, and create perceived processes to affect successful long-term programs for the future implementation of the PACT model.

Ngcwangu, Sakiwo. "Investigating a business model for implementing pathology services within the public sector." Thesis, Nelson Mandela Metropolitan University, 2012. http://hdl.handle.net/10948/d1013368.

Full text
Abstract:
As the business evolves, organisations are faced with challenges as today’s customers have changed, and demand a value for the products and services purchased. Customer satisfaction is a key factor to business excellence. The health sector and its service providers are faced with such demands, having to ensure customer satisfaction with limited resources. The aim of the study was to investigate a business model that could be implemented within the public sector to render pathology services. Particular reference was given to the National Health Laboratory Service as a provider of choice for rendering medical laboratory services within public health institutions and related departments. The data has been collected using a self constructed questionnaire which has been distributed to the NHLS centers within the Nelson Mandela Metropolitan Municipality. 45 percent of the employees, in the region took part in the survey. The study tested the perceptions of the respondents with respect to the business model, specifically the determinants of a business model and its effects. The results of the empirical study revealed that a relationship exists between the business model, its determinants and customer satisfaction. Correlation analysis was done between the business model, customer relation management, continuous improvement, talent management, business process reengineering and customer satisfaction. Conclusions and recommendations have been drawn from the study. The NHLS needs to change its approach to business, invest in people education, training and development, improve its communication strategies with customers and realign its processes in order to maintain business excellence and provide a better service within the public sector

Dunajick, Walter L. "Variables affecting the success of older applicants for employment in a public organization: an age-cued cognitive model of administrative decision making." FIU Digital Commons, 1999. http://digitalcommons.fiu.edu/etd/3238.

Full text
Abstract:
The dissertation takes a multivariate approach to answer the question of how applicant age, after controlling for other variables, affects employment success in a public organization. In addition to applicant age, there are five other categories of variables examined: organization/applicant variables describing the relationship of the applicant to the organization; organization/position variables describing the target position as it relates to the organization; episodic variables such as applicant age relative to the ages of competing applicants; economic variables relating to the salary needs of older applicants; and cognitive variables that may affect the decision maker's evaluation of the applicant. An exploratory phase of research employs archival data from approximately 500 decisions made in the past three years to hire or promote applicants for positions in one public health administration organization. A logit regression model is employed to examine the probability that the variables modify the effect of applicant age on employment success. A confirmatory phase of the dissertation is a controlled experiment in which hiring decision makers from the same public organization perform a simulated hiring decision exercise to evaluate hypothetical applicants of similar qualifications but of different ages. The responses of the decision makers to a series of bipolar adjective scales add support to the cognitive component of the theoretical model of the hiring decision. A final section contains information gathered from interviews with key informants. Applicant age has tended to have a curvilinear relationship with employment success. For some positions, the mean age of the applicants most likely to succeed varies with the values of the five groups of moderating variables. The research contributes not only to the practice of public personnel administration, but is useful in examining larger public policy issues associated with an aging workforce.

Abstract:
AbstractThis chapter describes the most prominent public management reform trajectories in German public administration over the past decades since unification. In the 1990s, the New Steering Model emerged as a German variant of the NPM. Since the mid-2000s, local governments in Germany have been subjected to a mandatory reform of their budgeting and accounting system known as the New Municipal Financial Management reforms. Both reforms have led to a substantial change in terms of internal decentralisation, customer orientation, transparency in resource use and the financial situation of administrative bodies. But the emerging reform patterns and their impacts have not replaced the dominance of a strong legalist culture with hierarchical, centralised control. However, in the course of the reforms, a citizen-customer perspective, more participation of citizens and limited application of new management instruments have been accommodated within the persisting bureaucratic system.

Abstract:
A new dual-campus subject librarian program is being rolled out at the University of Central Florida (UCF) whereby several subject librarians divide their time between two campuses, the legacy main campus in East Orlando and the new Downtown Orlando Campus. As of Fall 2019, four UCF subject librarians regularly travel to the new Downtown Campus to provide library support for academic programs, faculty, and students who recently relocated to the new facility. Dual-campus subject librarians are also maintaining support services for their assigned academic programs that remain at the UCF Main Campus. This article provides information and reflections about how the dual-campus subject librarian model operates and how it impacts staff duties from two perspectives. The first perspective is from the UCF Social Sciences subject librarian, who supports graduate and undergraduate programs in The School of Public Administration and Public Affairs graduate programs at the Downtown Campus, as well as graduate and undergraduate programs in Politics, Security & International Affairs and Criminal Justice at the Main Campus. The second perspective is from the Main Campus Head of the Research and Information Services Department, who supervises the dual-campus subject librarians.

Peterson, Eric, Wenbin Wei, and Lydon George. A Model for Integrating Rail Services with other Transportation Modalities: Identifying the Best Practices and the Gaps for California’s Next State Rail Plan. Mineta Transportation Institute, July 2021. http://dx.doi.org/10.31979/mti.2021.1949.

Full text
Abstract:
The California State Rail Plan (CSRP) is among the best rail plan documents published by any jurisdiction in the United States to date. As such, the CSRP is used in this paper as the basis of comparison to other state rail service plans. These plans will have been submitted to the Federal Railroad Administration (FRA) on record as of June 2020—as required under Section 303 of the Passenger Rail Investment and Improvement Act (PRIIA) of 2008. The purpose of this paper is to identify the best practices and gaps that may inform California and other states in their future rail service plan development. This paper is grounded in the realization that, while the general outline of FRA requirements is uniform for all states, the actual content and inclusion of these requirements in the myriad state plans varies greatly. For example, California was granted an exception to help update FRA Rail Plan Guidance for its 2018 Rail Plan, other states have complained that FRA guidance and requirements on rail service planning have put state rail agencies in the position of constantly writing plans with little or no time to implement them. Throughout this research, the authors identify all the elements of FRA guidelines as reflected in the CSRP and rail plans of other states. This report also identifies the best features and planning strategies that may inform and improve the state rail planning process going forward, steps that will positively contribute to the public benefit of enhanced rail systems.

Rukundo, Solomon. Tax Amnesties in Africa: An Analysis of the Voluntary Disclosure Programme in Uganda. Institute of Development Studies (IDS), December 2020. http://dx.doi.org/10.19088/ictd.2020.005.

Full text
Abstract:
Tax amnesties have taken centre stage as a compliance tool in recent years. The OECD estimates that since 2009 tax amnesties in 40 jurisdictions have resulted in the collection of an additional €102 billion in tax revenue. A number of African countries have introduced tax amnesties in the last decade, including Nigeria, Namibia, South Africa and Tanzania. Despite their global popularity, the efficacy of tax amnesties as a tax compliance tool remains in doubt. The revenue is often below expectations, and it probably could have been raised through effective use of regular enforcement measures. It is also argued that tax amnesties might incentivise non-compliance – taxpayers may engage in non-compliance in the hope of benefiting from an amnesty. This paper examines the administration of tax amnesties in various jurisdictions around the world, including the United States, Australia, Canada, Kenya and South Africa. The paper makes a cost-benefit analysis of these and other tax amnesties – and from this analysis develops a model tax amnesty, whose features maximise the benefits of a tax amnesty while minimising the potential costs. The model tax amnesty: (1) is permanent, (2) is available only to taxpayers who make a voluntary disclosure, (3) relieves taxpayers of penalties, interest and the risk of prosecution, but treats intentional and unintentional non-compliance differently, (4) has clear reporting requirements for taxpayers, and (5) is communicated clearly to attract non-compliant taxpayers without appearing unfair to the compliant ones. The paper then focuses on the Ugandan tax amnesty introduced in July 2019 – a Voluntary Disclosure Programme (VDP). As at 7 November 2020, this initiative had raised USh16.8 billion (US$6.2 million) against a projection of USh45 billion (US$16.6 million). The paper examines the legal regime and administration of this VDP, scoring it against the model tax amnesty. It notes that, while the Ugandan VDP partially matches up to the model tax amnesty, because it is permanent, restricted to taxpayers who make voluntary disclosure and relieves penalties and interest only, it still falls short due to a number of limitations. These include: (1) communication of the administration of the VDP through a public notice, instead of a practice note that is binding on the tax authority; (2) uncertainty regarding situations where a VDP application is made while the tax authority has been doing a secret investigation into the taxpayer’s affairs; (3) the absence of differentiated treatment between taxpayers involved in intentional non-compliance, and those whose non-compliance may be unintentional; (4) lack of clarity on how the VDP protects the taxpayer when non-compliance involves the breach of other non-tax statutes, such as those governing financial regulation; (5)absence of clear timelines in the administration of the VDP, which creates uncertainty;(6)failure to cater for voluntary disclosures with minor errors; (7) lack of clarity on VDP applications that result in a refund position for the applicant; and (8) lack of clarity on how often a VDP application can be made. The paper offers recommendations on how the Ugandan VDP can be aligned to match the model tax amnesty, in order to gain the most from this compliance tool.
