Abstract:
DNA topoisomerases are ubiquitous, enzymes needed to control topological problems encountered during DNA replication, transcription, recombination and maintenance of genomic stability. They proved to be valuable targets for cancer chemotherapy. The seeds alkaloids extract of Rue plant (Peganum harmala L. Zygophyllaceae) were fractioned by high performance liquid chromatography as a suitable technique, HPLC waters company, gradient, Nova-Pak, C18*, 4µm, 3.9x150mm, mobile phase ACN-water pH10.7. Thirty-four separate solution depending on the retention time of eluents. The aim of this study is to investigate the trace compounds relatively and used as inhibitors for the topoisomerase II enzyme, the study the poison and suppressor model inhibitions and the synergy and antagonism activity of fractions. The visicinone, harmine, visicine and harmaline, were (2.86, 0.75, 13.14, and 16.62 mg/100mg of plant powder. The harmine ˃vicicinone˃ harmaline˃ vicicine as enzyme inhibitors. The unknown trace compounds gave the best inhibition relatively, the alkaloid fractions gave higher inhibitory units of fraction effective (FE). Results of seeds alkaloid fractions showed that the FE in state of fraction mixture was 36% inhibitory units, while summation of FE of each fraction alone gave higher level than their mixture, where sum of FE of them was 1229% inhibitory units. The suppressor inhibition model according to highest percent of the remain supercoiled DNA plasmid than production of linear and open nicked circular with high value in F8 (84%), the poisons inhibition model activity according to the highest percent of linear and nicked open circular DNA plasmid with high level in F31 (88%). There are a trace compounds within some fraction but that the effectiveness of inhibitory relatively higher than known compounds (harmine, vicisinone, harmaline, and vicisine), this can be purified and used as somewhat better inhibitors. There is antagonism activity among seed alkaloids fractions. The all fractions showed a poison and a suppressor model inhibition action in varies percentage, the suppressor inhibition appear in high value in F8 (84%), while the poisons inhibition model gave high level in F31 (88%).

Abstract:
This paper attempts to develop a mathematically rigid and unified framework for neural spatial interaction modeling. Families of classical neural network models, but also less classical ones such as product unit neural network ones are considered for the cases of unconstrained and singly constrained spatial interaction flows. Current practice appears to suffer from least squares and normality assumptions that ignore the true integer nature of the flows and approximate a discrete-valued process by an almost certainly misrepresentative continuous distribution. To overcome this deficiency we suggest a more suitable estimation approach, maximum likelihood estimation under more realistic distributional assumptions of Poisson processes, and utilize a global search procedure, called Alopex, to solve the maximum likelihood estimation problem. To identify the transition from underfitting to overfitting we split the data into training, internal validation and test sets. The bootstrapping pairs approach with replacement is adopted to combine the purity of data splitting with the power of a resampling procedure to overcome the generally neglected issue of fixed data splitting and the problem of scarce data. In addition, the approach has power to provide a better statistical picture of the prediction variability, Finally, a benchmark comparison against the classical gravity models illustrates the superiority of both, the unconstrained and the origin constrained neural network model versions in terms of generalization performance measured by Kullback and Leibler's information criterion.

The empirical evidence on their success, however, is still inconclusive. This study designs and evaluates two training programs focusing on soft skills, which are adapted to the Jamaican context. The first program provides soft-skills training on personal initiative, including the development of a proactive mindset and perseverance after setbacks. The second program combines soft-skills training on personal initiative with traditional training on hard skills aimed at changing business practices. Both programs are evaluated using a randomized controlled trial design involving 945 entrepreneurs in Jamaica. Findings indicate positive effects of the intensive soft-skills training, but not of the training combining soft and hard skills, on business outcomes (i.e., sales and profits) in the short-term (i.e., three months after the implementation of the trainings). The positive short-term effects of the soft-skills training are concentrated among men and are not significant for women. These effects, however, vanish when measured 12 months after the trainings. Nonetheless, the soft-skills training show persistent positive effects on some targeted soft skills, which are measured with both self-reported and incentivized measures.

Entre los puntos de análisis están los fuertes impactos de la pandemia sobre la participación laboral femenina, la situación de vulnerabilidad de empleos que tienen la mayoría de las mujeres, y las brechas de ingresos entre hombres y mujeres que afectan especialmente a mujeres indígenas y afrodescendientes. Un punto clave es que son las microempresas una de las principales fuentes de empleo de las mujeres. Sin embargo, su crecimiento se ve limitado por las dificultades de acceso a financiamiento y por sus bajos niveles de productividad. También identifica retos que enfrentan las mujeres para acceder a posiciones de liderazgo, sobre todo en el sector privado. Un punto para destacar en el análisis realizado es que Perú tiene una ventaja sobre otros países en términos de legislación y regulación que promueven la participación laboral de la mujer, pero este avance en lo normativo no está reflejado en las condiciones en el mercado laboral. Entrando a las recomendaciones, se plantea la incorporación de mujeres en los programas de empleo y crédito de emergencia. Adaptación de la regulación para mejorar el funcionamiento del mercado laboral para promover el empleo femenino. Asimismo, la expansión de acceso a los servicios de cuidado para incrementar la inserción laboral femenina. Promover el ingreso de mujeres a en carreras de estudio CTIM y a ocupaciones mejor remuneradas. Destaca la necesidad de cerrar las brechas de ingresos que afectan a mujeres afro e indígenas a través del financiamiento de estudios superiores y el apoyo de los emprendimientos de dichas mujeres. Si bien ya existen programas de subsidios a la contratación, capacitación laboral y de intermediación laboral, es necesario mejorarlos con foco especial en la población vulnerable. Finalmente dar solución a temas críticos como las brechas salariales, la presencia de mujeres en posiciones de liderazgo y acceso al financiamiento de las mypes lideradas por mujeres.

Abstract:
This report provides two sets of equations for estimating peak discharge quantiles at annual exceedance probabilities (AEPs) of 0.50, 0.20, 0.10, 0.04, 0.02, 0.01, 0.005, and 0.002 (recurrence intervals of 2, 5, 10, 25, 50, 100, 200, and 500 years, respectively) for watersheds in Illinois based on annual maximum peak discharge data from 117 watersheds in and near northeastern Illinois. One set of equations was developed through a temporal analysis with a two-step least squares-quantile regression technique that measures the average effect of changes in the urbanization of the watersheds used in the study. The resulting equations can be used to adjust rural peak discharge quantiles for the effect of urbanization, and in this study the equations also were used to adjust the annual maximum peak discharges from the study watersheds to 2010 urbanization conditions. The other set of equations was developed by a spatial analysis. This analysis used generalized least-squares regression to fit the peak discharge quantiles computed from the urbanization-adjusted annual maximum peak discharges from the study watersheds to drainage-basin characteristics. The peak discharge quantiles were computed by using the Expected Moments Algorithm following the removal of potentially influential low floods defined by a multiple Grubbs-Beck test. To improve the quantile estimates, regional skew coefficients were obtained from a newly developed regional skew model in which the skew increases with the urbanized land use fraction. The skew coefficient values for each streamgage were then computed as the variance-weighted average of at-site and regional skew coefficients. The drainage-basin characteristics used as explanatory variables in the spatial analysis include drainage area, the fraction of developed land, the fraction of land with poorly drained soils or likely water, and the basin slope estimated as the ratio of the basin relief to basin perimeter. This report also provides: (1) examples to illustrate the use of the spatial and urbanization-adjustment equations for estimating peak discharge quantiles at ungaged sites and to improve flood-quantile estimates at and near a gaged site; (2) the urbanization-adjusted annual maximum peak discharges and peak discharge quantile estimates at streamgages from 181 watersheds including the 117 study watersheds and 64 additional watersheds in the study region that were originally considered for use in the study but later deemed to be redundant. The urbanization-adjustment equations, spatial regression equations, and peak discharge quantile estimates developed in this study will be made available in the web-based application StreamStats, which provides automated regression-equation solutions for user-selected stream locations.
