Full textDenna studies syfte är att synliggöra vilket förändringsarbete som sker inom den kommunala verksamheten när organisationer går från en hieraktiskt organisationsstruktur till en processinriktidad organisation. Studien genomfördes i en svensk kommun och fallstudie användes som metod. Den data som samlades in bestod av intervjuer av individer involverade i projektet, dokumentation och egna observationer. Analysen som gjordes på fallstudien utgick från fyra olika förändringsperspektiv. Genom perspektiven kan djupare förståelse skapas för det som händer i en organisation i förändring. Enligt studien ses förändringen som någonting positivt, men nya organisatoriska hinder uppstod till följd av det nya samarbetet. Bland annat strukturella problem på hur de olika organisationerna ska vara fristående men ändå samarbetande. Studien visar på att betrakta orgranisationen ur flera perspektiv kan ge djupare förståelse av vilka effekter det får på organisationen. Bland annat kan samma situation uttrycka sig annorlunda beroende från vilket perspektiv som betraktras. Vår slutsats är att kommunal verksamhet är komplex och mycket svår att förstå. Avtal mellan kundtjänst och förvalting kan ses som enkla instruktioner till kundtjänstpersonalen. Genom flerperspektivanalys kan dessa instruktioner få en ny innebörd och visa på oförutsedda effekter för hela organisationen.

Full textWhen a person makes the decision to start a company, they will be required to contact one or several government services. This study tries to explain how expectations on that first contact and the new role as an entrepreneur will affect the users attitude towards government. In the digital society of today, the swedish government have decided to use a large amount of resources on digitalisation. Most citizens have a view about how their contact with the government should work. These expectations and prejudices affects their initial attitude towards government services. This study seeks to answer how the initial contact between citizen and official can affect the future attitudes of users. This is studies by conducting semi-structured interviews with seven citizens that have registered a limited liability company within the last six months. The interviewees have differing amounts of experience of running a company. The interviews relates to how the interviewees have experiences the act of starta a company. The stories are then analysed and coded with help from a number of theories. Most salient is the Expectation-confirmation theory (ECT), which is used to study how confirmation of expectations affect continuance intention. This is then combined with the Unified theory of acceptance and use of technology (UTAUT), a composite theory use for studying how a number of factors affect acceptance and continuance intention, by combining these the the study gains a stronger connection to the informations systems field. Lastly, concepts from the g-Quality evaluation model are added. This is done to strengthen the connection to the e-government context, in which the case study will be carried out. The result implies that beginner have a increased need to have information clearly presented. To help beginners with this, you should offer additional support aimed towards information gathering. Other than this it appears that people with low experience does not differ greatly from the general needs that have been presented in earlier theories of acceptance and use of technology.

Full textThis thesis explores the development of an electronic government from a legitimacy perspective. The overarching aim is to analyse the actual and potential processes of change and impacts of e-government on bases of legitimacy within public administration – both with regards to how the ideas behind e-government have been formulated as well as how e-government in practise has been realised. The thesis consists of five articles that examine different aspects of the overarching aim; from the ideas behind e-government on an international level, to the practical implementation process in local government. The overarching analysis uses an institutional perspective and perspectives on the creation and maintenance of legitimacy in public administration. An in-depth case study of a Swedish municipality provides the main empirical material for the analysis. In turn, the material is supplemented with a smaller case study of another Swedish municipality, as well as document studies of the e-government policy of the European Union. The analysis arrives at four overarching conclusions: (1) egovernment reforms contribute to new practises, in which the development and application of IT is becoming increasingly central for the local organisation and the provision of public services, (2) this contributes to a reorganisation of actor roles and relationships. Leading public officials shoulder the strategic steering usually confined to local politicians, whilst street-level bureaucrats are circumvented by citizens since citizens are expected to shoulder greater individual responsibility in their interaction with administrations, (3) in turn, certain bases for legitimacy are placed in the foreground, in particular user influence and customer adaptation, whilst political steering and evaluation are downplayed, (4) these developments point at the emergence of a do-it-yourself-logic, in which legitimacy is mainly based on creating sufficient preconditions for individual selfservices and self-government through the electronic channels of administrations.

Full textIn recent years, many of the services run by governments around the world have begun to become more and more digitilized. This means that many processes that required manual / physical handling have become possible to do in the comfort of your home without having to face the company/organization directly. Many of these services include healthcare, the tax office and the school. These systems aim to serve the residents, but also to streamline the work for the internal users within the municipality or government. During these developments and implementation processes, there are usually factors that developers or organizations should try to achieve if the system or service being developed is to succeed. There are many of these factors that have been documented in previous studies. Napitupulu (2014) is one of these researchers who collected and documented these factors. Examples of these factors are Training, top managers support, User participation and strong leadership. These factors, however, have never been centered on the internal end-users of these systems and it has often not been emphasized in previous research on factors for e-government about which of these factors have the most significant impact if these were to be achieved. This study therefore focused on finding the most important factors when implementing internal end users. The work has focused on interviewing internal users of E-administration whom have been implemented in schools around the local municipality of Skövde and other neighboring municipalities. Where they recently had a new E-administration system implemented. The responses will then be compared to previous focuses that have been found to see which of these factors are most important when a system is to be implemented. The results that come from this study hope that municipalities and companies can learn which areas should be focused on when implementing new systems in the school. The study also hopes to provide a good basis for future research to continue on the future. This study was conducted at a municipal level, but more data and factors can be assured if this study is done at national level. Keywords: eGovernment, Factors, Implementation

Full textSverige har under många år varit ledande i e-förvaltningsarbetet och har utformat ett flertal handlingsplaner för införandet. E-förvaltningsarbetet har drabbats av svårigheter och problem under åren och år 2008 startades e-förvaltningsarbetet om med en ny handlingsplan. Även denna handlingsplan har utsatts för kritik såsom att det bara en vision som saknar riktlinjer hur e-förvaltningsarbetet skall realiseras. Ledande personer inom forskningsämnet anser att handlingsplanen inte är tillräcklig för att stödja och leda kommunerna i e-förvaltningsarbetet. Studien syftar till att undersöka hur handlingsplanen omvandlas till styrning och strategier i offentliga förvaltningar. Vi gick ut med en kvalitativ ansats och intervjuade respondenter på kommunal nivå. Empirin och analysen lyfter fram att förvaltningarna vill införa e-tjänster och till viss del arbetar mot e-förvaltning. Däremot är inte handlingsplanen förankrad i verksamheterna. Resultatet av studien visar sig att det inte sker någon omvandling av handlingsplanen till styrning och strategier på förvaltningarna. Däremot visar resultatet att förvaltningarna indirekt arbetar mot e-förvaltning men har inga egna riktlinjer för arbetet. Studien avslutas med riktlinjer som regeringen och förvaltningarna bör beakta för att e-förvaltningsarbetet skall ta fart.
Sweden has for many years been a leader in e-government work and has developed several action plans for the implementation. E-Government efforts have suffered from difficulties and problems over the years and in year 2008 the swedish government launched a new action plan for the e-government work. Although this action plan has been criticized as it is only a vision with no guidance of how e-government work should be realized. Leading researchers also criticized that the action plan is not sufficient enough to support and encourage municipalities in the work to become e-governments. The study aims to examine how the action plan translates into management and strategies in public administrations. We had a qualitative approach and interviewed respondents at the municipal level. Empirical data and analysis highlights that the municipalities want to implement e-services and they are working towards e-government. However, the action plan is not rooted in the municipalities. The results of this study show that there is no transformation or translation of the action plan to management and strategies in the public administration. However, the results show that public administrations indirect work towards becoming e-government but has no proper guidelines for that work. The study concludes with guidelines for the government and the municipalities which they should take in account so that e-government work picks up pace.

Full textWe live in a society where the importance of digitalisation grows in every day life as well as in the workplace. In this dissertation the development of the digitalisation of public administration is studied – this development is usually referred to as egovernment. The main focus of the analysis in this dissertation is to gain a better understanding of the meanings of values in these digitalisation processes in public organisations. Three qualitative, interpretative case studies make up the foundation for this analysis. The first case is an analysis of Swedish e-government policies. The two other cases focus on organisational practices in public administration; the County Council of Östergötland and the Swedish Social Insurance Agency. These case studies have been based on interviews, document studies and observations. Theoretically the analyses of the dissertation build on theories of public values, legitimacy and the interplay between organisation and technology. The analyses show which values are given importance in digitalisation processes and how digitalisation can affect basic democratic values in public organisations. The results of the dissertation can be summarised in three comprehensive conclusions: 1) The digitalisation of the public administration is context dependent and takes place in an interplay between technology, policy and administration and the specific values which constitute these different domains. 2) The development towards e-government comprises a multitude of values, and is inspired and shaped by different sets of values. 3) The digitalisation can influence the role of the democratic values in public organisations, and therefore affect the legitimacy of the public administration. The main contribution of this dissertation is a deeper understanding of what implications e-government reforms can have for the administrations democratic values and its legitimacy. Processes of digitalisation are not value neutral, but are booth shaped by and shape values in the interplay between technology, political goals and the administrations particular organisational forms. Hereby, awareness of the values of digitalisation becomes crucial when e-government reforms are initiated and carried out. Further research on how technology and public organisations shape each other can contribute to uphold the legitimacy of public administration in a digitalised world.

Full textThe digitalization of the public sector is a new phenomenon that has been introduced during the early 70's. The public organizations can with digitalized systems reforms themselves to a more effective, and complete government that can perform its tasks to a higher standard and shorter time periods. The purpose of the work is to study the effects that digitalization has brought on three different dimensions: From a business perspective, a management perspective and a citizens' perspective where we can evaluate how these have changed due to digital systems. Based on previous research, there has been a qualitative study that studies the effects of digitalization within Försäkringskassan and its units in Borås. Four semi-structured interviews were conducted on four different unit managers within Försäkringskassan, and 51 out of 70 administrators answered a survey on the subject of digitalization. Based on collected empirical data and the theoretical framework, we have designed an analysis of the effects brought about by the digital systems. This analysis is later used to answer the study's questions and achieve the purpose of the study. The result shows that digitalization has affected the organization by simplifying everyday work in both positive and negative form, through less physical document management and structuring, which is done through digital systems. Administrators can thus make more decisions in cases for a shorter period and that the decision becomes more correct by the digital systems helping with the regulatory framework set for specific cases. As the time frame for each case decreases, citizens gain access to compensation faster. However, less human contact takes place between citizens and administrators, and thus some citizens can be excluded from the services because of not being knowledgeable in technology.

Full textEn mängd myndighetstjänster, såsom ansökan om föräldrapenning, finns nu tillgängliga via Internet i form av offentliga e-tjänster. Dessa e-tjänster är tänkta att uppfylla tre generella mål: (1) att förbättra medborgares interaktioner med offentliga organisationer, (2) att effektivisera och förbättra administrativa processer inom den offentliga förvaltningen, samt (3) att öka den offentliga förvaltningens transparens och i förlängningen leda till ett mer demokratiskt samhälle. Arbetet som presenteras i avhandlingen syftar till att identifiera vilka intressenter som påverkar, och/eller påverkas av, utveckling och implementering av offentliga e-tjänster. Avhandlingen presenterar forskning som genomförts enligt en kvalitativ och tolkande forskningstradition. Baserat på teoretiskt och empiriskt arbete, genomfört och analyserat med en hermeneutisk ansats, presenterar avhandlingen ett konceptuellt ramverk. Ramverket är uppbyggt av extraherade, strukturerade och interrelaterade koncept, modeller och metoder angående offentliga e-tjänster, intressenter, och användarmedverkan. Det empiriska arbetet utgörs av en fallstudie av utveckling och införande av en offentlig e-tjänst vid en svensk offentlig organisation. De datainsamlingsmetoder som använts inkluderar intervjuer, deltagande observationer, en kvalitativ enkät, samt dokumentstudier. Avhandlingen presenterar två huvudsakliga kunskapsbidrag: (1) lärdomar från ett utvecklings- och implementeringsprojekt av en offentlig e-tjänst som involverar många olika intressenter, samt (2) ett konceptuellt ramverk för att identifiera, karaktärisera och involvera intressenter vid utveckling och implementering av offentliga e-tjänster.

Full textWhy is there no kind of platform that compiles the available e-services in municipalities? What are the obstacles to the development of this platform? Is there a demand? By examining these issues, we highlight the lack of digital services on the web since it would make every day easier for the citizens. It already exists a few similar concepts, mostly with another focus. Take the Tax Agency, health care, and CSN as example, they all provide a vast amount of e-services. By gathering these e-services on a e-government, several difficulties arises i.e the digital divide. A survey was put together to examine if there was any requests for this digital platform. To illustrate how the digital platform could look, we developed a prototype along with three personas to visualize the concept. As a complement we interviewed a project manager in e-development. He was interviewed mainly because of his expertise on the subject. The surveys shows clearly that there is a demand among the citizens regarding a platform containing e-services.

Full textThe Swedish public employment service is under an extensive process of digitalization as well as a big organizational change called ”förnyelseresan”, which purpose is to modernize the authority. Previous research has found different factors affecting the implementation process and also illustrates the special features of public administration employees. The main theory of this study is based upon implementation steering and three employee characteristics, which a Swedish professor of political science, Lennart Lundquist, highlights: understand, will and can. They are said to determine whether or not the implementation will lead to desired outcome. The purpose of this study is to reach an understanding of how the employees at the Swedish public employment service experience the implementation process regarding the ongoing organizational change, and how these changes are handled, with a main focus on digitalization. Qualitative interviews with the employees have been constructed in order to reach an understanding of their experiences. The study shows extensive problems with technology and many of the employees also experience a great lack of resources, such as time and staff. But still their motivation seems to be high and they seem to have a positive attitude regarding changes in general. The received information from management has been clear and sufficient but the confidence towards management, and perceived understanding from them, varies greatly. The study also shows that the employees seem to have their clients best interests in mind. The conclusion is that the employees understand and are willing to implement the changes but that they not quite can, due to technical problems and lack of resources.

Full textNew advanced IT-systems that offer better possibilities for organisations, are constantly being developed around us. The line between Man and Technology has become more unclear, to the extent that humans can identify themselves with resourceful IT. If a system is going to be useful for a larger amount of people within organisations - A first-hand knowledge of the context is needed, to then be able to successfully implement, or develop a system that is suitable for the users’ needs. When a traditional workplace is to be digitalised for a more efficient way of working, implementation is very important if the system is to be a resource for the users. The aim of this study is therefore to get firsthand knowledge about the context, where the traditional way of working is to be complemented or partially replaced by a digital version. Through surveys, interviews and workshops, patterns of behavior were identified and therefore 5 clarified the users’ attitude and relationship to technology- both individually and in groups. From the user research, two IT-identities were compiled. These IT-identities contributed to a better understanding of the staff attitudes towards the digital workplace, and possible development to suit many different employees and organisations.

Full textBackground and problem: The public sector is facing great internal and external challenges, putting pressure on internal and external efficiency within public organisations. Hope has been given to digitalisation to solve the problems different societies are faced with. The public sector in Sweden has nevertheless been halting in relation to e-government development in other countries. The Swedish government has initiated a renewal of the public sector within the program “Digitalt först” in order for Sweden to become the country which is the most prominent in utilising the potentials of digitalisation. Among other things, the program calls for a more open government which supports innovation and participation. Reports are nevertheless indicating that authorities within the public sector have not achieved the yearly goals stated by the Swedish government. Furthermore, additional research is called for regarding the different aspects of the goal. This evokes the query concerning the challenges of the digitalisation process within authorities relating to the goals set by the Swedish government. Purpose: The purpose of this study is to develop an understanding of how the public sector work towards the government goal, a more open government which supports innovation and participation. As a part of this, the study aims to illustrate the barriers and perspectives within the Public sector’s work with digitalisation, with a focus on innovation, co-creation and open data. The is carried in order for the public sector to accomplish digitalisation projects successfully in the future. Method: To fulfil the purpose of this study, a case study was carried out. In the case study, empirical information has been collected through semi-structured interviews and public documents. Conclusion: The digitalisation of the Swedish Public sector is in progress and there is still work that needs to be done in order for the public sector to fulfil the Swedish government’s goal of becoming world-leading in digitalisation within the public sector before 2025. The process of digitalising the public sector has not been easy and has come with barriers which needs to be addressed in order to fulfil the target of a more open government which support innovation and participation. The study concludes that each tool (innovation, co-creation and open data) above all are associated with legal, mental and technical barriers. The main contribution of this study is to highlight that additional aspects needs to be considered in order for authorities to digitalise successfully. In addition to this, the study has contributed to research regarding the perspectives of authorities on digitalisation and its challenges.

Full textThe Swedish e-commerce is growing rapidly each year. During 2017 the growth was equal to 17 percent and the percentage of the total retail industry is now 8.7 percent. How the retail industry develops very much affects the real estate owners who provide the physical retail spaces. The goal of this master thesis is to examine how the development and expansion of e-commerce affects the real estate companies in their choices of how to manage their retail space. The study is based on a qualitative research method where a literature study has been performed alongside interviews with real estate owners. In total, six real estate companies have been interviewed, as well as two retail consultants who provide an external view of the topics and contribute their thoughts of the future retail environment. What has been observed is that most of the retail companies work actively with the upcoming changes and have strategies, or at least some sort of goal, to be able to follow the development of the retail industry. Also discussed in the results are some topics related to the management of the retail space that are believed to have to change or evolve in the future, such as leases, tenant mixture and cooperation. The consultants, on the other hand, don’t fully agree that the real estate owners have as much control over the situation and work with as clear strategies as they claim. What can also be seen is that the real estate companies work in somewhat similar ways even though they have different types of real estate, some have city locations and some have shopping centres. They all seem to agree that in the future, they have to create shopping areas where people will want to go to socialize and hang out, places that give them something that they cannot buy online.

Full textGovernments struggle with inefficiencies and an inability to achieve interoperable information communication technology (ICT) systems. Apparent issues include a failure of local government to realize the benefits of electronic government (eGov) initiatives, high project failure rates, administrations hampered with inefficiencies, and a lack of interoperability between systems within the local government. Thus, local governments need to address their eGov initiatives in a structured way to improve their chances of providing the benefits that are sought after. Sweden’s eGov model is decentralized, following a strict new public management (NPM) model. Whilst eGov ought to bring benefits to local government, Sweden is still hampered by inefficiencies and an inability to achieve interoperable ICT systems. This has been the case for quite some time. One reason why systemic gains from adopting eGov have not reached the levels sought after could be that, in many cases, ICT implementations are not enough. The transformation needed for eGov is not instantaneous; it requires various new ways of working. Enterprise Architecture (EA) has come to be seen as a possible solution to the apparent issues of developing, adopting and managing eGov successfully. By utilizing EA, it is argued that it is possible to bridge ICT systems and business processes, thus making the organization more efficient. However EA’s usefulness for eGov development and adoption is the subject of debate. Some researchers argue that EA lacks clearly defined scopes and concepts, which makes the use of EA in government difficult. Whereas other argues that although EA frameworks are comprehensive logical frameworks, they lack content that is related specifically to government organizations. The thesis posits the following research questions: What is the role of EA in eGov adoption in Swedish local government? together with three sub questions: What are the prerequisites for using EA in Swedish local eGov adoption? What has the Swedish local government in Örebro achieved with its use of EA in eGov adoption? And What problems have the Swedish local government in Örebro experienced in its use of EA when adopting eGov? To explore the role of EA in eGov adoption a longitudinal case study is carried out on the municipality of Örebro’s eGov project MovIT, a project launched in 2007 that ended in 2009. I study the prerequisites, results and problems associated with using EA in Swedish local government as part of eGov adoption. A comparative study is conducted of the goals of eGov, as stated in official eGov documents at EU and Swedish governmental levels will attest as to the supposed benefits of EA in contemporary EA-literature. From the study, it can be concluded that EA, as a phenomenon, is thought to be, if not a silverbullet, then at least a prerequisite to eGov success. In term of prerequisites, EA use cannot assist Swedish local government where there are more politicized objectives; in this situation, local government is required to look elsewhere to find support for its work. The study identify several critical issues from the empirical study of the prerequisites: distinction between administrative and political responsibilities; political mandate; political timing; resource allocation; coordination under NPM; dependence on providers; and choosing among standards and best practices. These issues need to be acknowledged and handled appropriately by Swedish local government in order to improve the chances for success in eGov adoption. The study also showed that NPM as governance model becomes a hindrance in eGov adoption, preventing the project from a more explicit use of an EA-framework and negatively affecting the projects possibility to adopt eGov. However, despite this structural problem, it is still possible – as observed – for a project that is based on EA-thinking to begin working. EGov, NPM and EA-thinking form a triad, with structural properties that, in some instances, correlate. In such cases, this can lead to positive changes. However, in other situations, they are contradictory, resulting in Swedish local government having a difficult time in adhering to the suggestions endorsed by the eGov project. This lead to incoherent progressions towards requested results. The existing structures hindered effective cooperation, both internally between different departments and externally with other local governments. This licentiate thesis has shown that the initial use of EA in local government eGov adoption is complex. Given the contradictory nature of NPM and eGov, local government has to acknowledge the negative impacts of NPM on eGov adoption. As well as acknowledging the issues that arise from EA use, a key area is a lack of support of local government in an area that is most likely to be endorsed by politicians. Politicians do not get re-elected based on efficient internal processes with a highly integrated ICT; rather, changes must be visible to citizens and businesses. This licentiate thesis has also shown that ‘EA-thinking’, as a means for local government, can move towards an EA without the explicit use of an EA framework or EA method. However, ‘EA-thinking’ may give rise to other issues that need to be acknowledged and dealt with. This licentiate thesis contributes to research by improving our understanding of the nature and importance of promoting and inhibiting different factors. Including critical issues for succeeding with eGov adoption, the negative effects of NPM and how EA-thinking can lead to positive changes, even though it cannot assist local government in all aspects deemed important to eGov adoption. In terms of practice, this thesis contributes by highlighting the problematic nature of institutionalized structures and the effect that this has on eGov adoption. It also contributes by enabling local governments to acknowledge the problems identified. This allows them to better understand their own development and possibly avoid similar problems or at least have a better understanding of how to handle the issues that arise.

Full textSamhällets digitalisering påverkar tydligt den offentliga förvaltningen. Svensk förvaltning har länge arbetat med datorer för effektivisering och förbättrad administration. Men idag ställs nya krav då digitala verktyg för informationshantering och kommunikation används allt mer i samhället och på nya sätt. Kraven på säker informationshantering ökar, samtidigt som tillgänglighet och transparens är viktiga ledord i policyer kring digitaliserad förvaltning. I Sverige är det tydligt att regeringens ambitioner med digitaliseringen av förvaltning inte går i linje med vad som sker och implementeras i kommunerna. Skillnaderna ligger i hur e-förvaltning prioriteras, förankras i lokala behov och implementeras. Därför krävs både förbättrad styrning och tydligare möjligheter att lokalt översätta nationella policyer och internationell teknikutveckling för en effektivare och mer legitim digital förvaltning. Syftet med avhandlingen är att analysera implementering av digitalisering i kommunala förvaltningar utifrån nätverksstyrning (governance) och översätts av olika aktörsgrupper.Studiens konstruktivistiska och tolkande ansats baseras på två empiriska studier. Den första handlar om kommunal utbildningsadministration och den andra om den regionala digitala agendan i Östergötland. Studierna presenteras i fyra artiklar. De övergripande slutsatserna pekar på spänningar som uppstår när digitaliseringen blir en del av den kommunala förvaltningspraktiken. Spänningarna har identifierats i relation till medarbetarnas varierande kompetenser, informationssäkerhet samt kommunernas olika resurser och kompetenser vilka betingas av dess storlek och förutsättnignar. Bidraget visar att etablerade managementmodell och evolutionära perspektiv är otillräckliga för att tolka och förklara hur digitaliseringen förändrar kommunal förvaltning. Istället framhålls betydelsen av att skapa förståelsen för hur digtalisering översätts i olika sammanhang. Analyserna pekar på behovet av att öppna för nya sätt att styra och organisera digital offentlig förvaltning.

Full textE-tjänster förekommer i allt större utsträckning inom olika sammanhang. Offentliga organisationer har också anammat utvecklingen och tillhandahåller idag e-tjänster av olika slag, exempelvis diverse e-hälsotjänster. I teorin beskrivs e-tjänster kunna bidra med effektiviseringar inom verksamheten, något som även framhålls som ett mål med e-hälsa. Även om det finns fördelar med e-tjänster jämfört med traditionella kanaler, är bilden inte helt problemfri; tidigare forskning visar att en offentlig organisation bland annat måste tillhandahålla en tillgänglighet som privata organisationer inte behöver. Detta innebär i sin tur att verksamheten behöver anpassa interna IT-system för att kunna hantera inkommande ärenden, vilket påverkar både organisationens verksamhet och dess medarbetare. Då behoven idag överstiger resurserna, samt att befolkningen i Sverige blir allt äldre ställs ökade krav på vårdverksamheten. Invånare måste ta ett större ansvar för den egna vården, vilket bland annat innebär förändrade arbetssätt genom ändamålsenliga e-tjänster. Därför har vi undersökt vilka konsekvenser e-tjänster medför inom verksamheten, samt hur användningen av dessa påverkar medarbetarnas arbetsrutiner och administrativa arbete. Syftet med studien är att identifiera och analysera konsekvenser, möjligheter och hinder med e-hälsa och e-tjänster inom en offentlig vårdorganisation. På så sätt ser vi att studien kan bidra med möjliga förklaringar till de utmaningar som uppstår vid tillämpning av e-tjänster inom den offentliga vården. Avsikten är även att identifiera och beskriva eventuella gap mellan förväntade effekter av strategier och utfall i verksamheten, vilket vi ser kan bidra till ökad förståelse för skillnaderna samt hur de skulle kunna hanteras. Undersökningen är baserad på en kvalitativ fallstudie på Region Östergötland, där vi har samlat in empirisk data genom intervjuer. Intervjuerna har sedan tolkats och analyserats för ge en bild av hur regionen arbetar strategiskt kring e-tjänster inom vården, samt hur detta tar sig i uttryck i verksamheten. Studiens resultat och slutsatser visar att det finns både positiva och mindre önskvärda effekter av e-tjänster inom den operationella vårdverksamheten. Detsamma gäller även för vissa strategiska beslut, inte minst beslutet om att tillgängliggöra patientjournalen via e-tjänsten Mina vårdkontakter. Ett viktigt bidrag med studien är i vår mening att belysa de behov uttrycks från den operationella vårdverksamheten, samt vikten av att ta hänsyn till dessa vid utformning av strategier relaterat till e-hälsa och e-tjänster. Vi anser att ett annat bidrag med studien är vikten av att reflektera över verksamhetsmässiga konsekvenser som kan uppstå till följd av e-tjänster.

Full textDigitization is currently considered to be the most important factor of change affecting all parts of society, including the public sector. E-government is used to create more open public administration that supports innovation and participation, facilitates people's daily lives, providing higher quality and efficiency in the activities. In addition, e-government is expected to lower cost and maximize benefits for both citizens and companies as well as society at large. The goal of the Government has since 2012 been to make Sweden the leading country in the world in terms of utilizing the potential of digitization. Sweden has also been at the forefront in comparison with other countries in terms of internet use and citizens' use of e-government services. International comparisons show, for example, that Sweden is in sixth place, see the UN's latest compilation of e-government development in the world (UN-E Government survey 2016). However, in the same year, the Swedish National Audit Office (NAO) in its report (RIR 2016: 14) also found that public actors do not pursue this work according to Government objectives and that more can be done to develop e-government. According to the NAO, work on e-government has been short-term, overly delegated and characterized by a lack of overall responsibility and not managed in a cost-effective way. This case study sets out to investigate these conditions more closely, with a view to provide new knowledge about what is needed for a more successful introduction of e-services. A medium-sized municipality that introduced an e-service for the application for building permission, called "MittBygge", in 2015 was chosen as case study. Like previous research, this study identifies a number of crucial success factors that need to be taken into account when planning, introducing and following up the benefits of e-services. These success factors are: internal and external customer focus, education, leadership, communication, stakeholder response, the importance of measuring and defining success, sufficient resource allocation, employee involvement and commitment. The study's results also show the obstacles and challenges that may appear along the way towards more efficient and high-quality e-services. These are the absence of effective metrics, time constraints, low priority, insufficient educational efforts, difficulties with finding and understanding information, and the overall experience of e-service accessibility by the residents of the municipality. The results also show that the values behind offensive quality development, i.e. putting the customer at the heart of the process, basing decisions on facts, working with processes, continuously working on improvements and creating conditions for stakeholder involvement, not only offers a good theoretical base for development and continuous improvement of activities but it is also an essential prerequisite for successful work.

Full textBackground: Digitalization is one of the most discussed topics in today’s society and it has come to change organisations like no earlier innovation. Changes are not always easy to handle and can create problems regardless of how well structured the process is. One of the biggest challenges when it comes to change management is to involve the employees. To see the employees as a driver of innovation has become more common. Research show that change management in the operational business when it comes to digitalization is still yet an unexplored topic. Purpose: The purpose of the study is to investigate how the Swedish Police include digitalization in their operational business. The work is made possible through a mapping of the authority’s work with digitalization, which also aims to investigate how the goals from the Swedish Government’s digitalization strategy is taken care of. Further, the study aims to contribute with knowledge about how employees can be part of the work with changes within the authority but also in other organizations, that are faced with the same challenges. Method: In order to fulfill the purpose of the study, a case study is applied as research strategy. When compiling the theoretical material and gathering the empirical material an iterative approach was used. The empirical material was gathered through qualitative interviews with employees at the Swedish Police. Conclusions: Digitalization as a subject are represented in many of the authority’s documents, but only in general. The five goals from the digitalization strategy presented by the Swedish government are handled but only indirectly. The authority is managing their changes caused by the digitalization through their control model. This way of working is more used by the people working in the external environment. The resistance to use digitalized tools is greater from the people working in the internal environment. With a clearer management accounting system, the culture can change which will make digitalization a bigger part in the authority.

Full textThe Swedish government has decided on a digitalization strategy, which aims to how Sweden can be the best in the world to take advantage of the possibilities of digitalization. Through the establishment of Myndigheten för digital förvaltning (DIGG), the digitalization strategy will be realized and support the digital transformation that characterizes the Swedish authorities' transition from e-government to digital management. Digitalization of real estate information is part of this transformation and an important tool for achieving more efficient property management. Sweden's political regions are one of the country's largest property owners and manage millions of square meters, yet the use of digitized real estate systems is unusually low in the public sector. Much indicates that the public sector suffers from a low digital maturity and has difficulties in taking advantage of the possibilities of digitalization and succeed in its projects. The purpose of this study is to investigate the challenges that can be identified in the implementation of an IWMS system in public property management, and what role the system has as a platform in such implementation. The study consists of a case study with five semi-structured interviews that study a specific region in depth. Based on this, nine categories of challenges have been identified and analyzed along four specific themes. The results of the study demonstrate the importance of understanding the meaning of standardized platforms and the consequences it may have. But also, the importance of securing data is central to the implementation of standardized property systems.

This regards to the sixteenth sustainable goal developed by the UN which purpose is to promote peaceful, equitable and inclusive societies for a sustainable development. E-governance and its effect on the society is being studied to achieve the vision of a sustainable development. Collection of data has included primary data in the form of semi-structured interviews. Further on, secondary data have been applied in form of statistics for varying contexts. Based on the study’s findings it can be confirmed that the digital transformation within the examined authorities partially has contributed to replace professional tasks and partially to change the working tools used in the operation. The new professional tasks and their applied processes have contributed to higher demands of new competencies within the operation. It is mainly about an increased digital competency of employees. Depending on the digital maturity and the implementation of new technologies, the demand of digital competence varies between the authorities.

Full textAs more and more local governments begin to understand that the great promises of e-service delivery are harder than expected to realize, efficient use of ICT-resources have become increasingly important. Since simply providing more e-services is not the solution, the need to understand what constitutes a suitable e-service has arisen. Public services reach beyond the market domain; therefore, the complexities of public value must be dealt with when services are appraised. Furthermore, due to the heterogeneous nature of local government services it is impossible to evaluate all the options in depth; thus, there is a clear need for early-stage appraisal. However, existing methods of appraisal are burdened by intricacy, and associated with high costs. In response, this paper presents a model capable of reducing this intricacy. The model was developed through a participatory design process involving members on both operational and strategic level in the municipality of Skellefteå. The model implements state of the art into the workspace context while taking measures to reduce intricacy such as: incremental filtering, moving high intricacy elements to the end of the process, and exploitation of available data. As a result the organization is enabled to capture not only the low hanging fruit, but also the long tail of services. Furthermore, the improved understanding of e-service delivery has the potential to open up opportunities for new ways of business development and private-public partnerships. Finally, whereas the model presented is highly context-dependent, the implications outlined in this paper are not limited to this narrow scope.

Full textInternet has been transformed. The new Internet, Web 2.0, is all about interactivity, communication and conversations. Citizens and stakeholders demand transparency and influence. The individuals that contribute their knowledge and views demand insight into how their contribution is used to develop the organization, or they leave the conversation. At the same time the Swedish parliament requires improved efficiency, availability and access to government services. Previous research shows there is a trend towards issue arenas where issues and topics, not organizations, are at the center of communication. The emergence of e-government represents a paradigm shift, from emphasizing standardization and cost-efficiency, to an emphasis on coordinated network building, external collaboration, and customer services. This transformation from bureaucracy to networked governance requires new strategies. To explore these trends and phenomena research interviews have been conducted with representatives for three Swedish government agencies. The empirical findings have then been illuminated with neo-institutional theory and analyzed with governance and communication strategy concepts and theories. The findings show that the three agencies have taken some small steps toward the virtual issue arenas. Some employees participate in social media, but the participation isn’t formalized and knowledge isn’t aggregated within the organizations. The general knowledge of social media is low and there seems to be institutionalized myths affecting the decision environment. Management consists of members of similar age. Top management from different agencies in the sector frequently meets, and the agencies await and follow the other agencies examples. The new e-logic challenges existing power structures, as well as the myth of authority, since external actors gain power over business development. In order to fully participate in the conversation in virtual issue arenas, a change in organizational culture is likely needed, and potentially generational change might be necessary to facilitate the change in culture. Engaging in a few, carefully selected e-projects will enable the agencies to learn and expand the engagement gradually. The accumulated experience may lead to a change in the institutionalized myths, thus enabling the predicted paradigm shift.

Full textOAIS är en etablerad referensmodell och ISO-standard för hur ett trovärdigt arkivsystem ska vara uppbyggt. Modellen tar dock inte, som standarder sällan gör, någon hänsyn till de kulturella aspekterna av människors sätt att förstå och förhålla sig till information. Den här uppsatsen ämnar att undersöka huruvida sådana aspekter får effekter för efterlevnad av OAIS-modellen i det praktiska arbetet med ett e-arkiv. Uppsatsen baseras på en fallstudie av den regionge- mensamma e-arkivlösningen R7 e-arkiv. Materialet utgörs dels av R7s interna dokumentation, och dels av djupintervjuer med åtta informanter med olika rol- ler inom R7 e-arkiv. För att analysera det empiriska materialet används Oliver och Foscarinis informationskulturramverk, vilket definierar ett antal kulturella faktorer som återspeglas i människors sätt att förstå och förhålla sig till infor- mation. Studien visar att informationskultur får konsekvenser för det praktiska arbetet vid drift och förvaltning av ett e-arkiv. Kulturella faktorer påverkar människors attityder till den information som finns i e-arkivet, vilket i sin tur formar olika drivkrafter bakom e-arkivet. OAIS-modellen, som utgår från ett arkivperspek- tiv med fokus på bevarande, balanseras mot andra sätt att förstå och förhålla sig till information. En dynamik uppstår med förhandlingar om vad e-arkivet ska vara – där OAIS-modellen ibland måste vägas mot andra drivkrafter och intressen.
