This paper specifically addresses the e-government initiatives that have a direct impact on the citizens and in which the citizens derive benefit through direct transactions with the governmental services.

Abstract:
Advances in Information and Communications Technology (ICT) have impacted the society in many ways. Be it education, healthcare, media or governance, the transformation is visible. As individual entities like education or healthcare systems have already implemented ICT to certain extent, e-governance is yet to make a significant progress even though several initiatives are undertaken. E-governance means activities like voting, administration, financial transaction etc., are enabled using automation systems. This paper discusses one part of the e-governance; e-voting. As evoting empowers government, there are lot of challenges in implementing the e-voting system considering security threats and confidentiality involved in it. Online voting (e-voting) needs to be deployed as more convenient, relatively secure and less resource consuming system. E-voting system should ensure convenience for people to be able to access the system from personal or public computer with security and confidentiality. The presence of e-voting system with all the necessary security measures and convenience can be a potential solution for low voter turnout at the polls. The presented work demonstrates an online e-voting prototype system called SecureV. The proposed model achieves specific tasks namely, maintaining the anonymity of the voter, encryption of the vote, integrity check and avoids second time voting.

Abstract:
Nagaland has been the first state in North Eastern states of India to introduce E-Governance. This incorporates the use of ICT tools in order to translate the government services effectively to the citizens of the state. E-Governance is a very significant and innovative approach to transform the operations and services that are conducted by the government. This paper discussed the E-Governance in references to its development in the State of Nagaland. This state has a very long history of struggle and violence and required the effective efforts through, which it could be established again as a developing state in the country. The main target of this action plan in Nagaland was to emphasis on the effective and efficient delivery of the government services to the society, to improve the productivity, culture, IT sectors, financial management of the companies, as well as to focus on the web portals that are used for the departments, districts/directories. Therefore, this essay presents the study of the E-Governance policy in Nagaland and also discussed the challenges, opportunities, standards and protocols associated with E-governance. Some major challenges identified are the lack of strength of the IT department, resistance to change by employees, shortage of the staff, lack of capacity of stakeholders etc. However, the evidences from the comprehensive research also explained that E-governance displays many significant opportunities for the infrastructure development of the state, development of citizens of the state and for driving the economy of state. Paper discussed some important protocols and standards associated with E-Governance that further supported in understanding the implementation and outcomes of the policy.

Information obtained from</em> <em>newspapers, journal articles, corporate &amp; government websites, is used to provide in-depth analyses.</em> <strong>Findings:</strong> <em>According to the study,</em> the <em>National e-Governance Plan (NeGP) of India intends to make government services more available to the general public. Governments across the globe are adopting the e-governance approach to run the daily affairs of the country. The use of information communication technology has facilitated efficient delivery of public services. Digitization of public services has helped in establishing the trust towards the government. Improving the public administration and governance has become the topmost priority for the socio-economic development of the country. Internet has changed the traditional way of business working. The communication between the government, citizens and business is transformed with the use of ICT tools. E-governance is a step towards making the administration citizen-centric and revamping the delivery of public services. E-governance in financial sector helps in bringing economic prosperity by curbing the practice of giving bribe and remove corruption. E-governance has significantly impacted the communication between the citizens and administration. This paper explores the concept, meaning, challenges of e-governance. The article points out the importance of e-governance and suggests various steps to make e-governance successful. Qualitative research method is followed in writing this article.

Abstract:
<em>Low e-governance deployment and penetration in Ibarapa East Local Government, Eruwa have negative impact on the ability of the local government to deliver public service in an effective and efficient way. Limited financial capacity of the local government and low ICT literacy level of the grassroots dwellers were among the factors responsible for this situation. This study deployed a descriptive empirical approach through the use of questionnaire to elicit responses from 300 residents of the three major communities making-up the local government. The study revealed that though there exists basic Global System Mobile-Communication (GSM) infrastructure in the area, yet the local government has not adequately deployed its e-governance capabilities to drive the local government public service delivery. The conclusion drawn from this research was that though finance infusion needed for deployment and penetration of e-governance platforms remained insufficient yet respondents believed that prudent financial management and proper utilization of available personnel could go a long way to setting the pace for improved e-governance public service delivery in Ibarapa East Local Government, Eruwa.</em>

Questa tesi si propone di dibattere il significato e l’applicazione della governance alla luce dei processi di globalizzazione che, soprattutto negli ultimi decenni, hanno cambiato il volto del pianeta. Per poter analizzare questo nuova paradigma, si prendono in esame alcuni fenomeni che caratterizzano, a nostro avviso, la società attuale: prima di tutto quello dell’anarchia nelle relazioni internazionali, e il successivo disordine che continua a generare; il processo della globalizzazione con le sue conseguenze non solo sulle economie ma anche nella società e sugli individui; la “crisi dello Stato” e i nuovi attori che emergono sia “dall’alto che “dal basso” ; infine il funzionamento delle istituzioni internazionale, in primis le Nazioni Unite, a livello globale. Lo scopo è di capire, soprattutto dopo la fase di disorientamento che si è creata dopo la caduta del muro di Berlino nel 1989, se al giorno d’oggi esiste un modello che può porsi come forma nuova di fare politica al fine di generare un “ordine nel disordine”, soprattutto alla luce della crisi del sistema democratico tradizionale. Senza dubbio, è innegabile che il mondo e i problemi globali che lo caratterizzano hanno bisogno di un diverso modello che richiede una partecipazione maggiore e promuova nuove forme di intervento nei confronti di queste problematiche globali. Può la governance, tenute presenti tutte le riserve e le ambiguità che suscita la parola e le sue applicazioni, rappresentare questo modello? In che modo può esser migliorato tanto il suo meccanismo come quello di chi (a livello istituzionale) deve farsene portavoce? A queste domande si cerca di dare delle risposte al fine di tenere vivo il dibattito su questioni di importanza e intersse globale: temi che hanno bisogno di un intervento oggi più che mai urgente.<br>This thesis aims to discuss the meaning and application of governance in the light of globalization processes that have changed the face of the planet, especially in recent decades. In order to analyse this new paradigm, we examine some of the phenomena that characterize, in our view, society today: first of all the anarchy in international relations, and the subsequent disorder that continues to generate; the process of globalization and its consequences not only on economies but also on society and individuals; the "crisis of the State" and new actors that emerge "from above" and “from below "; finally how international institutions, and above all United Nations, works at the global level.

A pesquisa analisa, de forma geral, as implicações do processo de descentralização entre as esferas de governo decorrentes do Plano Diretor da Reforma do Aparelho do Estado (PDRAE). Essa análise tem como foco evidenciar, com base no Levantamento de Necessidades de Treinamento (LNT), os níveis de conhecimento da média gerência da Prefeitura Municipal de Foz do Iguaçu. Para a elaboração do trabalho construiu-se um instrumento teórico-metodológico de LNT, ancorado nos CGC, e uma matriz de análise para mensurar a qualificação da média gerência. Essa matriz permite descrever e analisar as dimensões da competência gerencial, identificando-se, com base no instrumento teórico-metodológico de LNT, ancorado nos Core Governance Competences (CGC), o conhecimento gerencial dos médios gerentes. Esse nível de conhecimento da gerência municipal é verificado por meio de análise paramétrica. O trabalho indicou que a totalidade dos pesquisados, em termos de capacitação gerencial, enquadra-se como treinando. Ressalta-se que 37,50% dos pesquisados estão muito próximos de se tornarem multiplicadores de capacitação gerencial e pessoal. Ressalta-se, ainda, que o instrumento de LNT e a matriz, para medir a performance da média gerência, são válidos e permitem a aplicação em outras esferas de governo. Pode-se dizer, também, que a metodologia desenvolvida nesta pesquisa poderá medir a performance de outros níveis gerenciais em qualquer esfera governamental.

Nel secondo capitolo ho invece trattato l'organo di Internal Auditing, la sua evoluzione storica, il ruolo svolto all'interno dell'organizzazione, le sue funzioni, sia per quanto concerne le imprese industriali, che le imprese bancarie ed assicurative.

La popolarità del termine “governance” è facilmente riscontrabile in numerosi campi accademici, in particolare modo in quello delle scienze economiche e sociali. Pochi termini sono così frequenti nel vocabolario di numerose discipline quanto quello in questione. La forte attrattiva esercitata da questo concetto deriva dalla sua facilità di applicazione ad una molteplicità di contesti. Tuttavia, ciò fa sorgere una problematica: gli ambiti applicativi divengono sempre più numerosi, le accezioni del concetto si moltiplicano e, inevitabilmente, la comprensione del termine diviene sempre più vaga, sfuggente e indeterminata. L’individuazione di una singola definizione di governance non solo risulta di difficile attuazione ma rischia addirittura di non avere una valida ragion d’essere. Ciononostante, si è ritenuto quantomeno interessante intraprendere una ricerca dei significati e delle interpretazioni più rilevanti del termine. Il lavoro costituisce pertanto una dissertazione sul tema della governance analizzato da una pluralità di filoni di studio riconducibili a diversi campi delle discipline economiche e sociali - Transaction Cost Economics, Agency Theory, Resource Dependence Theory, Organizational Control Theory, Supply Chain Management, Network, Marketing, Information Technology. Questi rappresentano l’impalcatura teorica che ha consentito la costruzione concettuale della letteratura di sourcing, ovverosia quell’ampio insieme di pratiche volto alla ricerca, alla selezione e alla valutazione dei fornitori nonché alla gestione e allo sviluppo delle relazioni con questi ultimi. In aggiunta, taluni filoni sono stati analizzati alla luce di una loro potenziale influenza nello sviluppo concettuale e pratico delle attività, dei processi e delle relazioni appartenenti alla sfera del sourcing.

A incontrolável dinâmica das organizações é um fator desafiante dos agentes que as compõem. Assiste-se a uma permanente otimização dos processos de negócio que se traduz numa incomparável competitividade entre organizações. No sentido de garantir que é realizada uma correta e eficiente aplicação dos recursos, determinam-se métodos e modelos que pretendem alinhar as decisões com os objetivos organizacionais. Contudo, a complexidade inerente à tomada de decisão no plano estratégico implica uma elevada ponderação na sua elaboração. A Engenharia Organizacional e o estudo do Processo de Decisão detêm alguns conceitos que proporcionam uma análise concisa das linhas de ação que traçam o caminho da organização. Deste modo, estrutura-se o processo de decisão em fases de um ciclo, que pressupõem uma preocupação direcionada à otimização de cada fase. Na ótica de melhorar as etapas de um ciclo de decisão sugere-se a inserção de diversas ferramentas de apoio. Estas auxiliam o utilizador, na medida em que reduzem a quantidade de tarefas e preocupações do mesmo, através das mais diversas sistematizações. O presente trabalho contextualiza o processo de decisão protagonizado pelo Estado-Maior da Força Aérea através do ciclo de Harrison (1995), categoriza este ciclo entre situações programadas e não-programadas (SIMON, 1977), e sugere a inserção de um novo método decorrente da análise individualizada de cada fase. Este método não é mais do que uma forma de análise multicritério, denominado Analytic Hierarchy Process, que pode contribuir para a coerência na escolha de uma linha de ação, na elaboração de um Estudo de Estado-Maior. Neste seguimento, considera-se que a estruturação decorrente desta investigação pode potenciar a qualidade da decisão no plano estratégico da Força Aérea

Come si evince dal titolo della tesi, temi della mia tesi sono democrazia e governance nella Cina contemporanea. Nella parte iniziale del primo capitolo ho vluto presentare i contenuti del saggio di Li Cunshan The Development of Democratic Concepts in China, dove l’autore, mettendo a confronto i concetti di minzhu 民主 e minben 民本, mostra come un concetto simile a quello di democrazia (della tradizione occidentale) esistesse già in Cina già in epoca Xia夏, Shang商e Zhou周. Nella seconda parte del primo capitolo ho sinteticamente indicato quali avvenimenti, verificatisi in Cina nel corso del diciannovesimo secolo, hanno portato la Cina dell’ultima dinastia ad interrogarsi sulla necessità di far proprie non solo tecniche e tecnologie occidentali, ma anche alcuni aspetti della tradizione filosofico-politica occidentale. Nell’ultima parte del primo capitolo ho brevemente fatto riferimento agli intellettuali cinesi, di fine ottocento e inizio novecento, che più di altri hanno, guardando all’occidente senza passivamente accettarne idee e pratiche, immaginato progetti di riforma che permettessero di rispondere alla sfida lanciata dall’occidente. Nel secondo capitolo ho voluto illustrare il pensiero di Yu Keping俞可平, docente, ricercatore e ufficiale governativo (fino al novembre 2015), famoso per il saggio Democracy is a good thing. Alcuni dei temi trattati sono: democrazia e sua realizzazione politica, democrazia e socialismo con caratteristiche cinesi, democrazia e diritti umani, modello democratico proposto dal PCC, democrazia e meritocrazia, democrazia incrementale. Il terzo ed ultimo capitolo è invece dedicato al pensiero politico di Wang Hui王晖, professore presso il Dipartimento di lingua e letteratura cinese alla Tsinghua University di Pechino e esponente di spicco della corrente di pensiero detta New Leftism (Xin Zuopai新左派). Alcuni dei temi affrontati sono: crisi della rappresentanza, uguaglianza, democratizzazione dell’economia, democrazia sociale, nuovi poveri, condizioni dei lavoratori, depoliticizzazione, tolleranza inter-etnica.

Nella ricostruzione del rapporto tra rappresentanza degli interessi e politica si è circoscritto il campo alle relazioni commerciali internazionali dell’UE, data la forza delle disposizioni degli accordi internazionali nel sistema delle fonti dell’Unione e dal momento che il procedimento di formazione di tali accordi riflette, amplificandole, le caratteristiche del procedimento decisionale europeo (centralità della Commissione, marginalità del Parlamento, ruolo dei rappresentanti di interesse e opacità del processo). Il caso di studio scelto riguarda la vicenda dei negoziati tra UE e USA per la conclusione del Trasatlantic Trade and Investment Partnership (TTIP). Il TTIP dovrebbe prevedere un sistema arbitrale per la risoluzione delle controversie tra investitore e Stato (Investor-State Dispute Settlement, ISDS), la cui applicazione presenta profili problematici di rilevanza costituzionale, prevedendo la tutela di alcuni interessi privati specifici con ricadute sui principî di eguaglianza e di separazione tra i poteri dello Stato, tanto da aver determinato la Commissione a elaborare l’Investment Court System (ICS), inserito nell’accordo con il Canada. La questione della trasparenza nelle trattative è risultata centrale per il contenuto dell’accordo che dovrebbe definire standard comuni, attraverso la riduzione delle barriere non tariffarie, costituite anche da provvedimenti, leggi e sentenze che a livello nazionale rappresentano strumenti di garanzia dell’interesse generale e a livello internazionale vengono intese come ostacoli al libero commercio. Il TTIP toccherebbe temi sociali, ambientali e di protezione dei diritti fondamentali, che mal si conciliano con la riservatezza che informa le relazioni internazionali. La trasparenza rileva nella fase di formazione delle proposte negoziali, in cui emerge l’assenza di una disciplina organica e vincolante del rapporto tra portatori di interessi e istituzioni, e nell’esercizio del diritto di accesso ai documenti negoziali con riguardo al ruolo del Parlamento, organo del controllo democratico sulle istituzioni. Nell’ambito delle relazioni commerciali internazionali europee al sistema istituzionale che ruota attorno alla Commissione, alla centralità degli interessi privati, alla mancanza di criteri per definire chi sia legittimato a partecipare e alla carenza di regole vincolanti per garantire la trasparenza corrispondono la marginalità del Parlamento (e quindi della rappresentanza politica rispetto alla rappresentanza degli interessi), l’emarginazione dell’interesse generale, la discrezionalità delle istituzioni nella scelta dell’interesse rilevante e dei propri interlocutori nella relazione con i rappresentanti di interessi con effetti sul principio di eguaglianza e sulla tutela dei diritti fondamentali. Tali problematiche si riflettono nel processo d’integrazione europea nel quale emergono istanze di maggiore democraticità: si rendono necessarie una chiara differenziazione dei ruoli delle istituzioni e l’affermazione di maggiore centralità del Parlamento in tutte le politiche, diventando sempre più urgenti il riconoscimento e la tutela dei diritti fondamentali, affermati e difesi dalle Costituzioni nazionali.<br>Alongside political representation, which manifests itself within Parliament, in European governance a role is played by the representation of interests, which comes into operation when private subjects sharing specific interests take action in order to condition public statements. The increase in such dynamics is not only facilitated by the structure of EU organization, but is also demanded by the institutions themselves so as to legitimate their action and improve the quality of legislative production. In reconstructing the problems related to the relationship between political representation and the representation of interests, we have limited the research field to the international commercial relationships of the EU, in view of the strength of international agreements within the EU’s hierarchy of laws, and because the development of those agreements reflects and amplifies features of the European decision-making process (the centrality of the Commission, the marginalization of Parliament, the role of lobbyists and the opacity of the process). The case study chosen is the story of negotiations between the European Union and the United States for the conclusion of the Transatlantic Trade and Investment Partnership (TTIP), because of the content of that agreement and the operating methods of the negotiations. The TTIP should provide an arbitration system for the resolution of disputes between investor and state (Investor-state dispute settlement, ISDS), the application of which has problematic aspects of constitutional significance, as it is aimed at the protection of certain specific private interests with consequences on the principles of equality and separation of state powers, so much so as to have caused the Commission to develop the Investment Court System (ICS), incorporated into the CETA (the agreement with Canada). Transparency is the main issue in the negotiations process, in particular as regards the content of the agreement, which aims to establish common standards through the reduction of non-tariff barriers, also made up of provisions, laws and judgments. At a national level these represent instruments for the protection of general interests, while at an international level they are instead deemed to be obstacles to free trade. The TTIP would thus touch on social and environmental issues and the protection of fundamental rights, which are difficult to reconcile with the strict confidence that informs international relations. Transparency is relevant in the creation of negotiating proposals, because of the lack of an organic and binding regulation of the relationship between stakeholders and institutions, and in the exercise of the right of access to negotiation documents with regard to the role of Parliament, the organ of democratic control over the institutions’ actions. Within European international trade relations, the marginality of Parliament (and thus the marginality of political representation as compared with the representation of interests), the marginalization of general interests and the institutions’ latitude in their choice of relevant interests correspond to the institutional system that revolves around the Commission, the centrality of private interests, the lack of criteria for determining who is entitled to attend and to the lack of binding rules to ensure transparency, with effects on the principle of equality and the protection of fundamental rights. These issues are reflected in the European integration process, in which there emerge instances of greater democracy, on a level of both form and content: this requires a clear differentiation of roles between institutions, and the establishment of greater centrality of Parliament in all policies. The recognition and the protection of fundamental rights, affirmed and defended by national Constitutions, is thus becoming more urgent.

India and Africa have a long history of cooperation in different domains and areas. Given the shared areas of concern and challenges, it has been a natural trajectory of partnership. There is increasing impetus for stronger cooperation between the US, EU and UK on digital technology governance. Drivers of this trend include the economic incentives arising from opportunities for digital trade; the ambition for digital technology governance to be underpinned by shared values, including support for a democratic, open and global internet; and the need to respond to geopolitical competition, especially from China. Two specific areas of governance in which there is concrete potential to collaborate, and in which policymakers have indicated significant ambitions to do so, are digital trade and digital technical standards. - To leverage strategic opportunities for digital trade, the US, EU and UK need to continue identifying and promoting principles based on shared values and agendas, and demonstrate joint leadership at the global level, including in the World Trade Organization (WTO) on e-commerce. - Policy actors in the US, EU and UK should work individually and collectively to build on the latest generation of digital trade agreements. This will help to promote closer alignment on digital rules and standards, and support the establishment of more up-to-date models for innovation and governance. - Collaborating on digital technical standards, particularly those underlying internet governance and emerging technologies, offers the US, EU and UK strategic opportunities to build a vision of digital technology governance rooted in multi-stakeholder participation and democratic values. This can provide a strong alternative to standards proposals such as China’s ‘New IP’ system. - Policy actors should seek to expand strategic cooperation on standards development among the US, EU and UK, among like-minded countries, and among states that are undecided on the direction of their technology governance, including in the Global South. They should also take practical steps to incorporate the views and expertise of the technology industry, the broader private sector, academia and civil society. By promoting best-practice governance models that are anticipatory, dynamic and flexible, transatlantic efforts for cooperation on digital regulation can better account for the rapid pace of technological change. Early evidence of this more forward-looking approach is emerging through the EU’s proposed regulation of digital services and artificial intelligence (AI), and in the UK’s proposed legislation to tackle online harms. The recently launched EU-US Trade and Technology Council is a particularly valuable platform for strengthening cooperation in this arena. But transatlantic efforts to promote a model of digital governance predicated on democratic values would stand an even greater chance of success if the council’s work were more connected to efforts by the UK and other leading democracies

This IDB technical note seeks to highlight the relationship that exists between a country's level of governance, the success of digital government strategies, and the identification policies that government implements, as well as the interdependence between them. Belgium, Chile, and Mexico were chosen as case studies, because they share characteristics making them in some ways comparable. Moreover, amongst other reasons, they are all OECD-member countries, they have well-defined digital government strategies, and they are in the process of implementing (with differing degrees of progress) a state-of-the-art electronic identification (e-Id) card.
