Abstract:
Purpose Enterprise resource planning (ERP) systems are complex and comprehensive software designed to integrate business processes and functions. Despite the difficulties and risk, the adoption of ERP systems is expanding rapidly. Universities make large investments in information systems and expect positive impacts. However, universities are facing serious challenges in implementing new technology. Therefore, this research aims to evaluate the impact of ERP systems on higher education (HE) from the perspective of stakeholders’ performance. Design/methodology/approach This research paper conducted a case study of an ERP system in a Saudi university to explore the impact of ERP system on the performance of the system’s stakeholders among the university’s employees. Findings The system quality factors (flexibility, compatibility, availability of right data, availability of currency, ease of use and timeliness) were found to affect performance positively, as were service quality factors (tangibility, reliability, responsiveness and assurance). This research further found that factors from pre-implementation, implementation and post-implementation phases had a direct effect on stakeholders’ performance. Research limitations/implications Future research would be useful during the maturity phase to include all stakeholders in several Saudi universities. In addition, more research can be beneficial to test the applicability of the impact of the ERP system on stakeholders’ performance in other public sector organisations and in the private sector. Practical implications The results suggest that organisations in general and HE institutions in particular should focus on the early stages and the implementation phase if they wish to achieve high standards of stakeholder performance. Originality/value This research makes a novel contribution by attempting to evaluate the impact of service quality on stakeholder performance in the ERP environment. The contribution uses service quality as a dimension consisting of four factors – reliability, assurance, tangibility and responsiveness. All four factors were found to be significant on ERP stakeholders’ performance.

Abstract:
E-filing is a new service launched in the year 2005 by the Malaysian Inland Revenue Board. This is in line with the government’s vision to leverage on the Internet technology in extending its services to the citizens and to further embrace the cutting-edge technology of the information age. Via this system, the citizens or taxpayers are able to complete an electronic application form and the necessary payment details with a few keystrokes; therefore completing their revenue declaration within minutes. The purpose of the e-filing service is to encourage every taxpayer to submit their income tax returns through an online system, thus reducing the manual paper-based submission method. This paper examines taxpayers’ intention to use the e-filing system in Malaysia. This paper analyses the factors that contribute towards adoption of such system in Malaysia based on three models: the Technology Acceptance Model (TAM), Diffusion of Innovation (DOI), and Technology Readiness Index (TRI). The authors’ findings suggest that taxpayers have intentions to use the e-filing systems as they perceive that tax submission method via the internet is more convenient and that perceived readiness towards using this technology is paramount to their belief for using e-filing systems.

Purpose Most studies in electronic government (e-government) sustainability focus on the role of specific actors (stakeholders such as government employees or citizens) in sustaining an e-government project. However, such actors may not have sufficient resources to support e-government sustainability by themselves and must collaborate across different departments and stakeholders to sustain e-government projects. This paper aims to take a social systems theory perspective on sustainable local e-government, where actors cooperate and coordinate in a social system to leverage resources for e-government sustainability in local government contexts in developing countries. Design/methodology/approach This paper is an interpretive study of two local e-government case studies based on in-depth interviews with local government information technology (IT) managers, local leaders and staff. Data analysis based on constructivist grounded theory is used to understand the role of a social system in sustaining e-government systems in local governments in developing countries. Findings The original social system theory was developed for industry initiatives and adapted for public organisations in this paper. The unique characteristics of the public sector and e-government innovation are used to identify new components of the social system related to local e-government. Local e-government is sustained through a collaboration between actors in a social system to leverage resources and reduce challenges. Research limitations/implications While this is an exploratory study, the cases show that the use of a social system theory consisting of institutional, management, social and economic components requires multiple lenses for investigation. This is a challenging process because it requires different areas of knowledge to carry out the research. The challenges may influence the overall outcome of this study. In addition, the two cases may generate limited insight and experiences as this study was carried out within two local governments in Indonesia. The findings may not provide a strong basis for generalization to other contexts. Practical implications This study offers guidance to local government IT departments to improve collaboration in a social system between local actors (such as political, managers and staff) while implementing and using e-government systems. Social implications Sustainable local e-government requires all actors to coordinate and cooperate in a social system to reduce financial, political and technical challenges. Originality/value This paper offers new insight into how a local government collaborates in a social system to realize sustainable e-government systems. Collaborating in a social system reduces common challenges and leverages resources to support e-government sustainability.

Governments across the European Union (EU) face the challenge of responding to public demand for more responsive, efficient and effective services. E-Government based on the principle of providing services via internet to citizens and companies. The rapid growth of electronic government gave the EU the ability to correspond more effectively to the needs of citizens and provide more valuable services. In this paper the authors analyze the web based services that have been developed by EU member states. A comparative measurement of the progress of online services delivery is presented using a Multi-criteria INteractive Ordinal Regression Analysis (MINORA) system. The paper demonstrates the importance of Multicriteria Analysis and the use of reliable methods that allowed the development of a function of total utility dynamically modified depending on the evolution of e-government services.

E-Government is a set of pervasive technologies and automated processes now. The open data plays a crucial role in the successful implementation of this concept. The Open Data Platform (ODP) architecture is described here as the framework for the open data access systems implementation, including specific requirements. The proposed architecture and its components were discussed in this paper in detail for its availability, productivity, and reliability. The open data subsystem based on the architecture presented here was developed for the Jordan Government and was successfully implemented and tested. Thus, this architecture showed its viability. The focus of the paper is the detailed analysis of the proposed ODP architecture and its characteristics. The ODP is a significant system for the mature e-Government. We propose here the architecture for it with usage-proven characteristics. This fact adds the value to the e-Government framework stability, and significant characteristics and improves the overall quality of the system.

E-Government has high priority for governments worldwide, with much effort and money being invested into government digital initiatives. For such efforts to be worthy, a high rate of adoption of e-government is needed. Technology adoption is one of the most mature areas in information technology (IT) research and many adoption models have been developed for this purpose. Most studies in this field have been focused on voluntary use of systems and mainly from a business context, with minor emphasize on an e-government. A major distinction between technologies of e-government and other online technologies, is that the use of certain e-government technologies is mandatory, rather than voluntary. This paper provides a short introduction of e-government, followed by a review of the most well-known information technology (IT) adoption models at the individual level. Using previous research results, the study will identify the determinant constructs and their relationship for adoption of the digital notarial system of Albania. Finally, the paper proposes a theoretical framework for private professional adoption of mandatory e-government information systems.

Advancements in internet technology have profoundly changed communication between citizens and government authorities. Concerns management systems and smartphone applications offer new and convenient channels of interaction. In Germany, the “Mängelmelder” platform offers a nationwide service channel for local citizens' concerns. Citizens generally use this communication channel for reporting public infrastructure defects. This paper examines whether the “Mängelmelder” platform – with customized systems can facilitate further citizen participation at the local level in Germany. Analysing different customized systems shows that possibilities for further use depend on the way in which local authorities handle the citizens' input. It could not be proven that offering an open category for citizens' recommendations (in a customized concerns management system) has an impact on further citizen participation. But using digital citizen services, such as concerns management platforms, can indeed facilitate increased citizen participation.

Electronic tax (e-Tax) filing is an emerging area of e-government. Many developed countries today have initiated tax e-filing. However, such a service is yet to establish itself as an integrated system, especially in developing countries like Bangladesh. Since it has the potential to improve the overall process of tax filing, it is important to understand the factors that can influence taxpayers' acceptance and use of e-Tax filing systems. This research thus proposes a model to identify such adoption factors in the context of Bangladesh. Findings claim that facilitating conditions, trust, effort expectancy, performance expectancy, along with individual innovativeness plays an important role in capturing taxpayers' overall perceptions of e-Tax filing services. Results overall indicate that individual taxpayers may be fairly pragmatic in developing general attitudes towards using such system in Bangladesh. Limitations and implications for practice and research are also discussed for better planning and implementation of similar e-government services.

Though many countries are still just beginning to grasp the potential uses and impacts of Electronic-government (EG), advances in technologies and their applications continue. Observing the proliferation of EG, countries are increasingly turning to the Internet to market their EG system to gain a competitive advantage. However, the effectiveness and efficiency of such online government systems largely depends on the mission of implementing EG. For successful adoption and implementation of EG, it is essential that a country first identify an explicit objective and a specific strategy. We have examined implementation strategies of EG of seven diverse countries whose objectives and mission for implementing EG differ significantly. However, they have the following strategies in common: i) extensive application of information and communication technology (ICT) in the public sector; ii) overall reformation of the public sector; iii) development of a better quality service structure; and iv) more cohesive integration of citizens with government.

Abstract:
The study explores the adoption of an electronic government (e-government) system called online PAN card registration system (OPCRS) in context of India. The study validates the extended theory of reasoned action (TRA) to understand the impact of some of its factors on the citizen's intention to adopt this system. The proposed research model is extended with the variables including perceived usefulness, perceived trust, and self-efficacy as antecedents of attitude and subjective norm, which are the core constructs of the TRA. The eight hypotheses were formulated between six constructs of the proposed extended TRA. The proposed research model is validated using the usable sample of data gathered from 377 respondents. The data was analysed using AMOS 22.0. The empirical findings of the proposed research model indicated the significant relationships of all proposed hypotheses. The study also provides its limitations, future research directions, and implications for theory and practice toward the end.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

The results of this study indicate that there are many factors that require the government to prioritize more safety factors in implementing SPBE. Sub-District Government as a Public Bodies is such a state administrator in accordance to the law required to apply disclosure, either by publishing information proactively, and or providing information application services. Implementation of e-Government is one solution that can be used to improve performance in running the mandate of the law. E-Government requires collaboration from various Public Bodies, especially in data exchange, information sharing, and processes. E-Government Interoperability is the development of inter e-Government systems for sharing and integrating information using shared standards. The success of e-Government Interoperability is determined by strategies, policies, and architectures that enable data, information technology systems, business processes, and service lines to integrate precisely and efficiently. The architectural model generated from this study illustrates the structure of e-Government Interoperability, the basic organization of system components, the relationship of one component with other components and the environment. Model validation uses result approach/theory analysis for data standardization, solid platforms, easier access to information, and efficient administration and services. The architectural model can serve as a guide for design and evolution, in an effort to create a system for public information services, especially at the sub-district level. It was concluded that the model was able to realize the development of sub-district vertical database integration and single-sign-on.

This paper summarises lessons learned in relation to an ongoing study to collect feedback on e-government systems that have been implemented to e-enable several core administrative functions in the UK as part of the I-MEET project. Previous work summarises findings from surveys of users of such systems and this paper reports on the experience of surveying providers. An extensive survey was designed and administered to explore provider perspectives on the e-government application in general, system aspects, cost, implementation, prerequisites (e.g. policy support), various dimensions of effects, and the respondent's overall opinion of the system. The survey found a complex mix of internal and external contacted service providers and commissioners, each of whom has a different set of success measures for a service, and shared services (such as common web site providers) that were not obvious but could result in correlated observations. These findings provide signposts for future researchers to potential pitfalls. Nevertheless, when complete, the integration by the I-MEET project of user and provider perspectives will give policy makers the opportunity to balance the scale, complexity and expense of electronically delivered transactions on the government side with the usability and satisfaction from the user perspective, revealing linkages between aspects of both.

E-government requires the intensive use of ICTs (information and communication technologies) in public institutions to deliver services to citizens efficiently and effectively. E-government allows the transformation of the citizen service delivery system, and its implementation is conditioned by a set of critical factors. The city halls are directly connected with citizens and deliver e-services, but the importance of this level of government is sometimes underestimated. This study aims to explore the influence of critical factors on the e-services implementation in city halls. The authors used a model to assess the e-government development index of 10 city halls and to know the provision of e-services of city halls. The results reveal that the city halls in the study currently offer e-services at the levels of presence and urban information. It important that the efforts of city halls must be oriented to the levels of interaction, transaction and e-democracy.

Purpose – The purpose of this paper is to investigate the implementation of initiative e-procurement in decentralized system on Indonesia’s local government system. Design/methodology/approach – The authors combine quantitative and qualitative methods. The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. This research focusses on three local governments in Indonesia – Yogyakarta City, Tangerang City, and Kutaikartanegara Regency. Findings – The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. However, Tangerang City is going institutionalization phase in e-procurement initiative to ensure its sound local regulation. Research limitations/implications – There are several limitations to this study including the recent nature of decentralized procurement in Indonesia, limited standardized and disaggregated data on local government procurement expenditures and performance. Practical implications – The study recommends that human resources management in procurement needs to be addressed by both local and central government. Originality/value – e-Procurement is an important instrument for preventing corruption in goods and services procurement. Indonesia has been implementing an e-procurement policy since 2008 based on a Presidential Decree. The president has issued annual orders (presidential instructions), and all central ministries and local governments have been required to comply with them to obtain their budget through the e-procurement system. However, as of 2012 fiscal year, only around 10.26 percent of the central government institution procurement budget and 10 percent of the local government procurement budget in Indonesia went through the e-procurement system, with wide variations among cities.

The aim of this study is to determine and explain the most significant factors that have been utilized to overcome the difficulties in infrastructure, cultural, political, technical, and social aspects of e-government. The researcher tried to explain and compare two different e-government systems from developing countries (Iraq) and developed countries (Finland) and specified several points between these two countries that could help developing countries to develop good e-government. The reason to choose these two countries is that there is a gap in the e-government system between developing and developed countries which is helpful to specify weak points of the e-government system in Iraq and to get benefit from Finland's experience in this sphere. Then, the researcher highlights the good factors from developed countries that are applicable in developing counties that help to suggest a list of suggestions for developing the e-government system in Iraq.

This article examined the intention of Indonesian citizens to adopt and use a semi-online tax filing system service well-known as E-Form. The theoretical foundation used in this article is The unified theory of acceptance and use of technology (UTAUT) with government trust, technology anxiety, and trust of the internet. The data were obtained from questionnaires filled out by Indonesian taxpayers who are acquainted with the E-Form. The Partial Least Square method based on Structural Equation Model was applied to analyze the data supported by SmartPLS 3.0. The results of data analysis demonstrated that, except for Effort Expectancy, the main variables of UTAUT, technology anxiety, and trust of the internet have a significant effect on the Intention to use the E-Form. Surprisingly, trust of government does not affect the decision to use the E-Form. However, performance expectancy is significantly influenced by trust of government and effort expectancy. Several recommendations for system developers and the government as policymakers are offered to assist the success of citizens’ acceptance of semi-online tax filling system services in Indonesia.

The adoption and implantation of electronic government service are on the rise as government services to citizens through electronic means has increased. However, assessing the effectiveness of e-government systems is still limited in the literature. This study sort to evaluate the effectiveness and benefits of information systems (E-registrar) at the Registrar General Department (RGD) in Ghana, using the updated DeLone and McLean IS Success Model. Via the purposive sampling technique, data for the study were collected from 102 staff of RGD and analyzed following the Partial Least Squares Structural Equation Modelling (PLS-SEM) technique. The results of the study indicate that Service Quality, System Quality, and Information Quality positively influence System Usage and User Satisfaction. Also, System Usage and User Satisfaction positively influence the Net Benefits derived from the E-Registrar system. The findings provide a relevant recommendation to policymakers and management of organizations when it comes to information systems implementation.

Electronic Government (e-Government) refers to a system of information, communication and interaction between government and its citizens. E-Government adoption has been studied for more than a decade with several meta-analytic studies being produced in that time. This study is differentiated from prior meta-analyses as it splits the empirical studies into pre-adoption and post-adoption studies to allow a clearer model of e-Government. We found different determinants and distinct models for pre- and post-adoption of e-Government. In the two models (pre-adoption and post-adoption) trust is only related to pre-adoption studies. Originally, 98 studies were coded but with the focus on pre-adoption and post-adoption, 53 were used in the final models as they contained the attributes of interest.

Financial reporting is a mechanism in the delivery of financial information and a representation of the financial position of transactions carried out by local governments , as an obligation of responsibility for the allocation and use of resources that are useful for accountability and transparency purposes.The implementation of e-budgeting and the government internal control system in the preparation of financial reporting is a means to realize accountability and transparency in governance in bureaucratic reform. This is consistent with the perspective of Islam provides guidance in the embodiment of the system of good governance government in the form of three pillars, namely transparency , accountability and participation . The study population was all local governments in Indonesia with a sample that local governments in Indonesia are already implementing e-budgeting in the 2017 -2018 . This research method is a quantitative empirical research method using secondary data with data analysis performed statistical tests using multiple linear regression with Eviews 9.0. The results of hypothesis testing and multiple regression analysis with eviews 9.0 shows that e-budgeting and government internal control systems are simultaneously influenced positively to financial reporting of local governments in Indonesia in the form of unqualified opinion. In order to explore the influencing factors of the e-government responsiveness in China, the System-Competition-Interaction analysis model was proposed to reflect the ability of e-government to respond to citizens’ demands. 960 pieces of information were collected from 480 local e-government websites in China, and field experiments were conducted on how local governments responded to citizens’ demands. The results show that there are regional differences in e-government responsiveness in China. The response probability of Northeast China is the lowest, and that of western region is the slowest. The response system and neighborhood effect are the core elements that affect e-government responsiveness. The interaction demands of citizens can not significantly affect government responsiveness. According to the research results, the practical enlightenment is that the future should change from “system-driven response” and “competition-driven response” to “citizen-driven response,” which is of a certain practical significance for improving the response level of e-government of local governments in China.

Meanwhile, the government agencies keep constructing the various database, information system or application with different data sources and platform. Therefore, the interoperability has become the important requirements in electronic Government (e-Government) infrastructure that progresses towards higher levels of integration among government levels and branches. In this paper, we proposed a framework design for the development of Integrated Data System for e-Government that we call Smart e-Government, which integrates traditional information systems that is combined with an intelligent system based on big data technology. With this system, the government agencies could provide services environment with greater ease and deliver public value through open government data initiatives in a Smart e-Government context. Moreover, this would also be very useful for the government executives to monitor public services which are increasingly prestige, institutional transparency, as well as accountability. The evolution of e-Government services is fast. There is a limited time for adaptation to the new environment in terms of legislation, society, and economy. In this paper, the selected change management strategy and the corresponding knowledge management strategy and their IT support is analysed from the public administration point of view. SAKE project (FP6 IST-2005-027128 funded by the European Commission) approach and IT solution are detailed to demonstrate the strategic view and to solve the knowledge management and change management related problems and challenges in public administration.
