Abstract:
Nowadays, the quality of virtual service is diminishing, in which different aspects of E-business industry is signifying, especially in the business to business (B2B). E-procurement is part of the e-business, therefore, quality factors of E-procurement originates from e-business. Much research has focused on the critical success factors of E-procurement, however, when it comes to implementation, many E-procurements fail, which can be very costly. This article attempts to increase the success rate of E-procurement, and ensures that the success of E-procurement is more sustainable. This research estimates the structural equation model by collecting data from 208 managers to employ quantitative analysis to investigate the relationship between E-procurement quality factors. The result of this research shows that the quality of the organization culture has partial mediator relationship to the success of E-procurement. Meanwhile, the quality of IT infrastructure does not have a mediator relationship with the success of E-procurement. Lastly, quality of knowledge management has a full mediator relationship with the success of E-procurement and it does not affect the dynamic capability of organization directly.

The concept of E-procurement has been widely spread with the growing use of informational technology in every field. Organizations are adopting methods of procurements that are more reliable, less time consuming and relatively stronger than the traditional methods. This quantitative study investigates factors influencing e-procurement practice in Karachi, Pakistan. A sample of 319 respondents was taken to observe the influence of internal organizational support, integration with suppliers’ electronic systems, supplier willingness, perceived improvements to purchasing tasks and supplier pressure on e-procurement intention. The results information indicates that internal organizational support, supplier willingness and perceived improvements to purchasing tasks significantly influences e-procurement intentions. However, the factors integration with suppliers’ electronic systems and supplier pressure does not have any significant impact on e-procurement intention. The result recommends the use of e-procurement system for organizations to facilitate the current practices of procurement.

Abstract:
The article seeks describing the benefits and challenges faced by auditors in assessing the effectiveness of public procurement procedures in terms of applying the methodology for calculating efficiency, economy and effectiveness, taking into account the risks of procurement in e-auctions. Quantitative risk parameters are calculated using data of probabilistic indicators of procurement risk assessment according to the ratio of the number of relevant procedures (sub-threshold and above-threshold) to the total number of procurement procedures. Statistical valuation methods are used for the cost risk assessments and calculation of the aggregate risk indicator of public procurement. The calculations are performed using the data of the open e-procurement system ProZorro for all announced procurements in 2018-2019. We analyzed the methods, indicators and the extent to which the study of the public procurement effectiveness via bibliographic and case studies is performed. As a result, the majority of methods cover four components of assessing the public procurement efficiency - targeted efficiency, cost-effectiveness, organizational efficiency, efficiency of budget expenditures for public procurement. This does not provide an assessment of the automated systems’ impact on the procurement procedures results and on possible savings due to the use of certain procurement procedures. To comprehensively assess the procurement efficiency in e-bidding, the authors propose considering four key risks: the risk of cancellation of the procurement procedure, the risk that the procurement procedure will not take place, the risk of appealing the procurement, the risk of disqualification. As a result of risks calculations under the sub-threshold and above-threshold procurement, individual values of risks and their aggregate indicator are determined. This will adjust the scope of audit procedures to verify individual procurements and identify weaknesses in the procurement management system. We believe that the methodology of auditing the procurement effectiveness, taking into account the quantitative and qualitative parameters of procurement risks, will be a useful audit tool to determine the effectiveness of the use of public funds under individual procurements and identify areas of cost-effectiveness for the state budget funds.

Despite the several benefits gained as a result of e-procurement, the actual potential of it in the public sector in Ghana has not been realized. Studies has further suggested that little is known of e-procurement in most organizations. This demonstrates that the area is under-researched and hence, there is a gap that needs to be filled in literature on the aspect of e-procurement and its impacts in the public sector in Ghana. Therefore the study was to assess the impact of e-procurement in the Ghanaian public sector. The research design was descriptive. Both primary and secondary data was used. Purposive sample method was used to select 15 public sector organisations in Ghana for the study. Multiple linear regression was used to analyze the data. Findings revealed that, e-procurement leads to an effective E-tender evaluation (ETE), improves transparency in supply selection, improve procurement record management and effective supply relationships can be made easy. Based on the finding the study recommended that, Developing countries governments must invest heavily in e-procurement infrastructure to enable its usage in all sectors. And also procurement officers must also be trained well to enable its usage. And lastly e- procurement should be mandatory in all public sector procurements in the country.

The BIM-based e-procurement prototype has been developed using distinct existing electronic solutions and an IFC server and was tested in a pilot case study, which supported further discussions of the results of the research.

Abstract:
This paper reports the results of a research project addressing governance issues in public e-procurement using social media technologies. A case study approach was adopted where Australian senior public service managers involved in public procurement were interviewed to assess the potential of using social media as a tool for enhancing efficiency, transparency, accountability, and responsiveness of the e-procurement system. In addition, a focused group discussion was held involving public officials and e-procurement experts for exploring in-depth insights into the topic. Despite acknowledging the potential benefits of using social media, most officials interviewed have expressed reservations including the security of data, the cost in managing opinions, the structure and mechanism of using social media, and the burden to handle multiple suppliers. These findings have implications for understanding the designs and potentials of using existing social media for enhancing good governance in public e-procurements.

This study aims to analyze the effect of e-purchasing implementation on the reduction of fraud in government procurements in Indonesia. This study also analyzes the role of market access in mediating the effect of e-purchasing implementation on government procurement fraud. The study was conducted in all Procurement Service Units (ULP) of cities and districts in Indonesia. The questionnaires were sent electronically to 520 ULPs, but only 120 respondents could be used in this study. In analyzing data, the Structural Equation Modelling (SEM) was used with the support of the program Partial Least Square (WarpPLS 7.0) to examine the relationship between variables studied. The results show that the implementation of e-purchasing directly reduces the level of fraud in government procurements in Indonesia. Other findings of the study also indicate that the implementation of e-purchasing expands market access. The rise of market access in implementing e-purchasing will affect the level of frauds relating to procurement practices in the Indonesian government.

Procurement is one of the particular activities in business that demands high attention. In the service industry, the procurement department plays a major role in ensuring that the supply of raw materials and goods is planned, purchased, distributed, and consumed efficiently. An influx of activities such as requisition, acquisition, and quality checks are done in this department. In estimating the total cost of acquiring goods and services, it is important for organizations to identify unit costs and other costs associated with operations and maintenance that occur during purchasing and conserving of goods. Recent studies have reported the usage of an Electronic Procurement System (EPS) that replaces the conventional procurement system typically used in the service industry. This paper aims to explore the current practice, effectiveness and efficiency of the procurement systems used in the Malaysian service industry through a systematic review of literature. Findings of this study will assist service businesses to analyze their procurement activities and develop proper strategies that can reduce costs, increase efficiency, and most importantly, improve their bottom line.

Amid the turmoil of the current economic crisis, the wild expectations for business-to-business electronic marketplaces or ‘e-hubs’ as transformative modes of exchange for all industries have subsided. However, e-hubs continue to elicit interest in industries such as car production. Yet, there is little research that investigates firms’ strategies for e-procurement in the automotive industry and the potential benefits of e-hubs to them. This research re-examines the transition from bespoke electronic data interchange to generic electronic procurement, and conflicting motivations and complex barriers at firm and industry level are revealed. The article develops a framework that examines the benefits and barriers to firms joining e-hubs, applies the framework to the car industry, and proposes an e-procurement matrix that offers alternative strategies. Six cases from vehicle manufacturers and component suppliers demonstrate a shallow industry structure that lacks supplier integration, where a particular concern is the emergence of consortium e-hubs that combine a transactional approach for reducing price, with a collaborative approach that requires sharing knowledge. While this dispels the myth of simplistic e-commerce models, the governance of e-procurement across collaborative supply chains is still uncertain.

Purpose – The purpose of this paper is to investigate the implementation of initiative e-procurement in decentralized system on Indonesia’s local government system. Design/methodology/approach – The authors combine quantitative and qualitative methods. The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. This research focusses on three local governments in Indonesia – Yogyakarta City, Tangerang City, and Kutaikartanegara Regency. Findings – The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. However, Tangerang City is going institutionalization phase in e-procurement initiative to ensure its sound local regulation. Research limitations/implications – There are several limitations to this study including the recent nature of decentralized procurement in Indonesia, limited standardized and disaggregated data on local government procurement expenditures and performance. Practical implications – The study recommends that human resources management in procurement needs to be addressed by both local and central government. Originality/value – e-Procurement is an important instrument for preventing corruption in goods and services procurement. Indonesia has been implementing an e-procurement policy since 2008 based on a Presidential Decree. The president has issued annual orders (presidential instructions), and all central ministries and local governments have been required to comply with them to obtain their budget through the e-procurement system. However, as of 2012 fiscal year, only around 10.26 percent of the central government institution procurement budget and 10 percent of the local government procurement budget in Indonesia went through the e-procurement system, with wide variations among cities.

State governments have begun to introduce various eprocurement tools to improve inefficient and ineffective procurement management; however, few empirical studies have documented the diffusion of e-procurement. This study uses data collected from state procurement agencies to examine which e-procurement tools state governments are using as well as to explore what factors affect the adoption of these tools. This study confirms that simple innovations are more rapidly diffused than those that are technically or legally complex. State governments that are more likely to adopt e-procurement tools tend to be larger, managerially innovative, and to have a strong centralized procurement office. Overall, e-procurement is promising technology, but managerial and technical challenges still remain.

The method used in this research consisted of three phases. The first stage is the study of literature that aims to deepen the knowledge about the topic of e-procurement and electronic procurement system (SPSE) on the Electronic Procurement Service (LPSE Ministry of Finance). The second stage was distributing questionnaires, which aims to obtain primary data from companies. The last step was observe the e-procurement business processes that are running on the website LPSE. The samples in this study using purposive sampling technique (judgment sampling). Questionnaires were distributed to users of e-procurement PT. VivaStor Techno Logica, then distributed questionnaires to 30 respondents. The results showed that the usage of e-procurement technology gives effect to the procurement practice at VivaStor Techno Logica; e-procurement technology usage has influences on procurement performance at PT. VivaStor Techno Logica; and procurement practices gives effect to procurement performance at PT. VivaStor Techno Logica. Abstract:
The government’s goods and services procurement are the major part in the state budget realization for its impact on performance of government’s departments. Considering the growing number of goods and services procurements, the government rules to set the procurement of goods and services electronically. This helps the government to run the state budget realization that is good in timekeeping, efficiency and accountability during procurement process. The effectiveness of electronic procurement of goods and services (e-procurement) of the government is strongly related to the government’s projects. This is presented in this study using a descriptive quantitative method on processed data output from SPSS v.23. The data was sourced from recorded government’s project in LKPP in 2019. The result shows good effectiveness level at 65,9% with supporting strong correlation value at 0,812 following consummated budget at 95,71%. Based on those statistics, this paper suggests that the run of government’s projects automatically would induce a consummated budget in which targets would be achieved and provide more benefits. Therefore, a good run of government’s projects needs better effectiveness of the government’s e-procurement of goods and services.

The huge spending on public procurement makes public procurement is very vulnerable to corruption. Many governments around the world have adopted Electronic Procurement (E-Procurement) to increase transparency, improve accountability, and reduce corruption with variable success. Government of Indonesia adopted E-Procurement in 2008, while Government of India introduced E-Procurement in 2012. Even though E-Procurement has been implemented for quite a long time in those two emerging countries, only limited research exist on the impact of E-Procurement in reducing procurement corruption. By using the combination between quantitative and qualitative methods, this study attempts to assess the extent to which the impact of E-Procurement implementation on procurement corruption cases in Indonesia and India. The findings suggest that Indonesian provinces with high capital expenditure ratio, are more vulnerable to corruption and implementation of E-Procurement was impactful on reducing the number of procurement corruption cases in such provinces. Meanwhile in India, the effect of E-Procurement was not impactful enough to reduce a notably large number of procurement corruption at the state governments because E-Procurement implementation at the state level in some degree was bothered by low competency and professionalization staff and also high political interference in state administrations. The study contributes to limited empirical research on the effect of E-Procurement on corruption.

Corruption is an extraordinary crime that occurred in every country. The United Nations Office on Drugs and Crime (UNODC) reported in 2013 that about 10-25 percent of the value of public procurement in the whole world, including Indonesia, was corrupted. Based on the data of Indonesia’s Corruption Eradication Commission (KPK), corruption cases in public procurement is in the highest rank compared to the others. Using a game theoretical approach, this study aims to analyze the procurement process of public goods and services of the Indonesian Government, which has adopted the electronic system, called e-procurement. The game is played sequentially by two representative agents, namely the organizer (government) and the provider. It is assumed that the organizer has a non-corrupt nature. This study results that e-procurement is not significantly able to reduce corrupt behavior. It happens because, although the procurement process is conducted electronically, both sides still have the possibility to meet for negotiation, which can lead to corruption. Therefore, the key to preventing corrupt practices in public procurement is to avoid the two players’ meeting.

Competing, Procurement of motorized land transportation equipment in the Inspectorate of East Java Province conducted through the e-catalog application, there is no competition between providers of goods and services. Fair, Procurement of motorized land transportation equipment is only provided by PT. ASTRA INTERNASIONAL, Tbk. –TSO as an official distributor of Toyota cars. In the past decade, electronic mechanisms have started to overtake the conventional methods of procurement for both governments and enterprises because of the cost and time saving effects of e-procurement. Economic theory suggests that the success of e-procurement depends on the number of bidders who participate in procurement auctions. In this paper, the authors investigate the cultural factors that affect the usage and perceived acceptance of e-procurement process. This study identifies cultural barriers for adoption of e-procurement, which is essential for the success of e-procurement systems. The authors analyze extensive Eurostat datasets using Panel Data regression methods. Based on the empirical findings of the paper, the authors develop the Unified E-procurement Model (UEM). This model describes the cultural perspective for a successful e-procurement system by combining cultural dimensions, the Technology Acceptance Model (TAM), and the Competition in Auctions Theory (CAT). The UEM exposes the working dynamics of cultural factors that affect participation to online procurement auctions and presents total savings achieved through higher participation of enterprises. The empirical findings of the paper have practical implications and provide a road map for an efficient e-procurement system implementation.

Due to innovations, the Industrial Revolution 4.0 has become a popular trend among the public. The Indonesian government is eager to implement e-procurement in accordance with Presidential Regulation No. 16 of 2018 on government procurement. The purpose of this study is to assess the impact of each TOE model factor on Indonesian e-procurement adopters, as well as to investigate how the diffusion of innovation theory categorizes them. This study employed a quantitative method and SmartPLS version 3.0 to examine the model, based on Teo et al. (2009), which set the major structure. In this study, state-owned firms and their subsidiaries, as well as other private enterprises that operate in the infrastructure and construction sectors and participate in Indonesia’s e-procurement system, were used as samples. The result show that top management support (β = 0.279; p < 0.05) and information sharing culture (β = 0.783; p < 0.05) have positive and significant effects on e-procurement adoption. On the other hand, perceived cost (β = 0.097; p > 0.05), firm size (β = –0.080; p > 0.05), and business partner influence (β = –0.057; p > 0.05) did not contribute any effect significantly. This study expects that the organizing committee for government goods and services procurement, as well as participants in government goods and services procurement, would pay attention to and consider significant components in the implementation of e-procurement outside of the applicable legislation.

The results found that the use of e-procurement had a positive and significant effect on procurement performance and procurement practices at PT. Semen Tonasa in Pangkep Regency. Procurement practices have a positive and significant impact on procurement performance.

E-procurement was a new model of muamalah applied in the procurement in several countries in the world. Indonesia was implemented from 2010, but the implementation was not maximal. Proven there were still doubts to use this modern muamalah model. So, this research aimed to find information on how e-procurement was implemented in Indonesia. Data were obtained from a questionnaire containing a list of structured and open questions provided to government agency procurement officers, provider staff, and secondary data from e-procurement research in several local governments in Indonesia. The results showed that the implementation of e-procurement reduced fraud. Benefit (maslahah) e-procurement was proven to be more than the risk (mafsadat). There were still doubts about sharia in the implementation of procurement due to a lack of information. The implementation of e-procurement still needs the attention to strengthening the quality of procurement officials, regulations, supervision, and internet support so that e-procurement success.

Between 2019 and 2021, the public procurement systems in Lebanon was under study as a first step to undergo a critical reform process. This process was topped with the issuance of the Public Procurement Law number 244 on July 2021. There are great hopes built on this law since it has been long waited for and the prospects on its success are high. It is based on eight principles: integration, transparency, competitiveness, efficiency, accountability, integrity, professionalism, and sustainability and local development. The law creates a regulatory agency, an independent body to handle complaints, encourages SMEs and local industry among other benefits. The objective of this paper is to define the effectiveness and validity of the new Law and e-procurement stipulated in the new Law and how is it a tool for reform that enhances transparency integrity and efficiency in the new Lebanese procurement system. This paper examines whether electronic procurement (e-procurement), which increases access to information and reduces personal interactions with potentially corrupt officials, improves procurement outcomes. We develop unique datasets from India and Indonesia and use variation in adoption of e-procurement within both countries. We find no evidence of reduced prices but do find that e-procurement leads to quality improvements. In India, where we observe quality directly, e-procurement improves road quality, and in Indonesia, e-procurement reduces delays. Regions with e-procurement are more likely to have winners come from outside the region. On net, the results suggest that e-procurement facilitates entry from higher quality contractors. The use of e-procurement is needed for business transactions, especially regarding procurement activities. However, system usersalways demand and expect to use the system without problems. Existing studies on e-procurement do not focus on user experience(UX). Only a few studies have identified dimensions for UX evaluation; however, they are for e-government online services and construction. Identifying the UX dimensions for e-procurement is important for measuring user experience to provide better services. Therefore, this study attempted to investigate and determine the dimensions of user experience for e-procurement. The method for selecting articles was adopted from the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA). The study analysed the data using thematic analysis based on the Systems and software Quality Requirements and Evaluation (SQuaRE) standards, such as ISO 25022:2016 and ISO 25023:2016, as guidance. The findings showed that among the most used UX dimensions in the e-procurement literature were satisfaction, security, transparency, efficiency, and reliability. Other UX-related dimensions identified from the review were usability, compatibility, effectiveness, performance efficiency, functional suitability, attractiveness, explainability, fairness, and visibility. The study was conducted to identify the UX dimensions for e-procurement from literature studies by organising them using ISO 25022:2016 and ISO 25023:2016 standards. This study could serve as a guideline for designers, developers, and researchers to develop an e-procurement system by referring to the proposed UX dimensions to produce a positive user experience. Moreover, the findings are beneficial to practitioners on software quality attributes.

Purpose The purpose of this paper is to analyze e-procurement in small and medium-sized enterprises (SMEs) and its relationship with top management support, IT obstacles and strategic purchasing and the effect of e-procurement on performance (procurement performance and business performance). Design/methodology/approach The hypotheses were tested using a sample of 199 managers from SMEs in manufacturing. Findings The results indicated a significant relationship between e-procurement in SMEs and top management support, IT obstacles and strategic purchasing. Similarly, the authors found a positive relationship between e-procurement and procurement process performance and business performance. Practical implications The findings stress to SME managers, the need to pay attention to top management support, IT obstacles and strategic purchasing when implementing e-procurement. Similarly, it provides evidence of the benefits of e-procurement on procurement process performance and business performance. Originality/value This study fills a gap in the literature regarding e-procurement in SMEs and its impact on performance. SMEs constitute a significant part of today’s economies and e-procurement can significantly impact the performance of these organizations.

Structural equation modelling has been used for testing conceptual model hypotheses including mediation. The phantom model approach for testing multiple mediators has deployed.FindingsThe present empirical study found that non-financial performance measure of e-procurement, namely, transparency, coordination, efficiency and effectiveness are leading indicators of the impact of e-procurement adoption on production cost. This paper suggests that managers should try to design the e-procurement platform or opt for third party platform which reduces transaction cost to a minimum for enhanced coordination, work on transparency policy with maximum disclosure of information for enhanced transparency and ask for a fast and responsive system for enhanced efficiency and effectiveness.Originality/valueThis study, first time, attempted to identify non-financial performance measures of e-procurement and tried to understand how these intermediate non-financial performance measures impact the firm financial performance. The interdependence of non-financial performance measures has also been explored, and the research model has been developed to empirically examine the interdependence of these financial measures and its impact on production cost.

Actors who do not have different interests in the field have weak interpretations so that leadership tends to be intervened by several parties, thus triggering institutions.

Against the backdrop of increasing adoption of e-Procurement in supply chain management, there is a need for adequate knowledge of the factors that influence the decision by organizations in the building industry to use e-Procurement. This study aims to fill the knowledge gap through investigating the factors influencing e-Procurement adoption based on the data sourced in a questionnaire survey involving 213 organizations in the building industry. The survey was conducted between June and November 2015 in Nigeria. Descriptive statistics, factor and categorical regression analyses were used to analyze the data. The results show that the three most important factors influencing the adoption of e-Procurement amongst the participants, in order of importance, were: the benefits of e-Procurement in enhancing efficiency in project delivery; eliminating geographic barriers and effective communication among project team members. The 29 factors were investigated in seven different dimensions - the benefits of e-Procurement use; level of awareness on e-Procurement in construction; and the availability and cost of e-Procurement applications emerged as the three most significant predictors of e-Procurement adoption in the survey. The study concludes by identifying strategies that should be engaged in increasing the uptake and maximizing the benefits of e-Procurement in the Nigerian building industry.

Public sector e-procurement fraud can be seen as one of the most common forms of economic crime and it has increased since 2012. The interest in the e-procurement fraud intention becomes more important in the Malaysian public sector to ensure that transparency in every transaction involving public money is well spent. Thus, this paper aims to examine the relationship between the attitude, subjective norms and perceived behaviour control among the e-procurement officers and their intention to engage in e-procurement fraud within the Malaysian public sector. Theory of Planned Behaviour is used to form the framework and develop the hypotheses to be examined. Regression analysis was used to determine the relationship that exists between the variables. The data were collected from the online surveys which had been answered by e-procurement officers who were involved in the procurement process. Three hypotheses were developed and tested. The result showed that there was a significant relationship between the attitude, subjective norms and perceived behaviour control of e-procurement officers and e-procurement fraud intention and all hypotheses were accepted. However, both control variables namely gender and job position have no relationship with e-procurement fraud intention.

Untuk dapat melakukan kinerja dengan baik sesuai yang diharapkan maka organisasi harus melakukan tata kelola teknologi informasi dengan baik, teknologi dalam hal ini adalah E-procurement. Dalam tata kelola teknologi informasi, perlu untuk melakukan performance measurement yang bertujuan untuk mengetahui bagaimana kinerja dari teknologi yang telah diterapkan sehingga perlu untuk melakukan performance measurement terhadap E-procurement. Untuk mengukur kinerja, Framework yang digunakan mengambil konsep dari Balanced Scorecard yaitu E-procurement Scorecard dengan enam perspektif dan KPI serta indikator lainnya.Makalah ini merangkum berbagai penelitian-penelitian yang berhubungan dengan mengukur kinerja E-procurement.
