AbstractMore than ever before, trade and regional integration have become two important arguments in the development equation of most modern states and, probably, explains the current rise in regional integration around the world. However, regional integration will not produce optimal benefits in the absence of favourable macroeconomic conditions and substantial internal trade among the integrating members. This paper employs descriptive statistics and econometric techniques to analyze the competitiveness of the continent by studying the impact of relevant intra-African trade indices on the competitiveness of Africa, based on a panel dataset spanning 2000 to 2016. The results show considerable variations in both inter- and intra-regional trade performance and competitiveness among African regional groupings and nations. Intra-African trade, especially in exports, over the study period, was consistently low. While the South Africa region had the highest intra-regional trade in imports, East Africa region had the highest level of inter-regional imports. West Africa, with Nigeria’s dominance, had the highest level of intra-regional exports, while South Africa had the highest inter-regional exports at country level. For the Regional Economic Communities (RECs), SADC reported the highest intra-African import trades, while SACU reported the highest inter-regional imports. SADC has the highest intra-African exports, while COMESA has the highest inter-regional exports. African Competitiveness Index (ACI) ranking puts the East Africa Region on top, and South Africa as the most competitive African economy. Using panel data covering 2012 to 2016 for 20 African economies, ACI was regressed on a 7-variable model, including intra-regional imports and exports, inflation rate, nominal exchange rate, gross capital formation, and the growth rate of GDP. The results were mixed but plausible. All the variables were correctly signed and significant in different regions, reflecting the huge structural and policy disparities among the regions. Continued transformation of African economies with emphasis on both physical and financial infrastructure, and human capital development will enhance intra-African trade and regional competitiveness.

The economic activities of South Sudan (East-Central Africa) are predominantly agricultural. However, food insecurity due to low agricultural production, connected with weather conditions and lack of water infrastructure and knowledge, is a huge problem. This study reports the results of a qualitative and quantitative investigation of underground and surface water in the area of Gumbo (east of Juba town) that aims to assure sustainable water management, reducing diseases and mortality and guaranteeing access to irrigation and drinking water. The results of the study demonstrate the peculiarity of surface and groundwater and the critical aspects to take into account for the water use, particularly due to the exceeding of limits suggested by the WHO and national regulation. The outcomes provide a contribution to the scientific overview on lithostratigraphic, hydrochemical and hydrogeological setting of a less-studied area, characterized by sociopolitical instability and water scarcity. This represents a first step for the improvement of water knowledge and management, for sustainable economic development and for social progress in this African region.

ANY INVESTIGATION OF POLITICAL OPPOSITIONS IN THE ASIA-PACIFIC must necessarily begin, if not end, with the obvious. First of all, there is the evident weakness of political oppositions in much of this part of the world today — whether we focus on the commonly capitalized ‘Opposition’ denoting ‘a political party opposing, and serving as a check on, the party in power’ (Webster's, italics added), or on the more variegated lower case ‘alternative oppositions’ often associated with so-called ‘non-governmental organizations’ of some sort or another. To a considerable extent, therefore, this question involves the compounded difficulty of not merely explaining the careers and conditions of manifest political groupings and their respective trajectories but also, significantly, of retrieving the historical traces, lived experiences and collective memories of oppositions displaced — whether by means of incorporation or of exclusion. Secondly, despite its remarkable recent rise in political, financial and academic discourse, ‘the Asia-Pacific’ remains a highly elusive — and eminently elastic — conception in terms of historical, economic and cultural content. Significantly, for the present discussion, no ‘wave’ of regime transitions comparable to those witnessed in other regions — Southern Europe, Latin America, Eastern Europe and Tropical Africa — can be discerned across the countries encompassed within ‘the Asia-Pacific’.

AbstractObjectiveThe aim was to contribute to the nutritional well-being of young children living in Duncan Village by investigating factors that influence clinic attendance of mothers and to formulate recommendations for optimisation of accessibility of primary health care (PHC) clinics in the area.DesignPHC clinic accessibility was evaluated by assessing the experiences of mothers who attended clinics in the area as well as the experiences of health care workers (HCWs) in these clinics of service delivery and its recipients (mothers/children), using the focus group technique. The ATLAS/ti program was used to analyse the data in the following steps: preparation and importing of the data, getting to know and coding the data, retrieval and examination of codes and quotations, creation of families and creation of networks.SettingDuncan Village, a low socio-economic urban settlement in East London, South Africa.SubjectsFocus group discussions (four to seven participants per group) were conducted with four groups of mothers who do not attend PHC clinics, six with mothers who do attend the clinics (including pregnant women) and four groups of HCWs.ResultsFour networks that provide a summary of all the major trends in the data were created. The results clearly indicate that mothers in Duncan Village perceive and/or experience serious problems that make it difficult for them to attend clinic and even prevent them from doing so. These problems include both the way they are treated at the clinics (especially the problem of verbal abuse) as well as the actual services delivered (no medicines, no help, disorganised, long waiting periods, being turned away). The main problem experienced by the HCWs with service delivery seems to be a heavy workload, as well as the fact that many mothers do not come for follow-up visits.ConclusionEfforts to increase the accessibility of PHC clinics in Duncan Village should focus on improving the relationship between mothers and HCWs and the heavy workload experienced by these workers.

The climatic modifications lead to global warming; favouring the risk of the appearance and development of diseases are considered until now tropical diseases. Another important factor is the workers’ immigration, the economic crisis favouring the passive transmission of new species of culicidae from different areas. Malaria is the disease with the widest distribution in the globe. Millions of people are infected every year in Africa, India, South-East Asia, Middle East, and Central and South America, with more than 41% of the global population under the risk of infestation with malaria. The increase of the number of local cases reported in 2007–2011 indicates that the conditions can favour the high local transmission in the affected areas. In the situation presented, the establishment of the level of risk concerning the reemergence of malaria in Romania becomes a priority.

The peach fruit fly Bactrocera zonata (Saunders) (Diptera: Tephritidae) is an important invasive species causing substantial losses to the horticulture industry worldwide. Despite the severe economic impact caused by this pest in its native and invaded range, information on its potential range expansion under changing climate remains largely unknown. In this study, we employed maximum entropy (MaxEnt) modeling approach to predict the global potential climatic suitability of B. zonata under current climate and four Representative Concentration Pathways (RCPs) for the year 2050. Outputs from MaxEnt were merged with Spatial Production Allocation Model. A natural dispersal model using Gaussian dispersal kernel was developed. The Areas Under Curves generated by MaxEnt were greater than 0.92 for both current and future climate change scenarios, indicating satisfactory performances of the models. Mean temperature of the coldest quarter, precipitation of driest month and temperature seasonality significantly influenced the potential establishment of B. zonata. The models indicated high climatic suitability in tropical and subtropical areas in Asia and Africa, where the species has already been recorded. Suitable areas were predicted in West, East and Central Africa and to a lesser extent in Central and South America. Future climatic scenarios models, RCP 4.5 and 8.5 show significant potential range expansion of B. zonata in Western Sahara, while RCP 4.5 highlighted expansion in Southern Africa. Contrarily, RCP 2.6 showed considerable decrease in B. zonata range expansion in Central, East and West Africa. There was increased climatic suitability of B. zonata in Egypt and Middle East under RCP 6.0. The dispersal model revealed that B. zonata could spread widely within its vicinity with decreasing infestation rates away from the source points. Our findings can help to guide biosecurity agencies in decision-making and serve as an early warning tool to safeguard against the pest invasion into unaffected areas.

The London Economist of June 14, 1997, carried an article by Jeffrey Sachs (1997) entitled “The Limits of Convergence: Nature, Nurture and Growth,” which explores the relationship between geography, economic policies and institutions, and economic growth on the basis of recent econometric work. Four principal groups of factors were found to account for the sizable difference in per capita income growth between the South-East Asian countries and other less successful developing countries: initial economic conditions (such as the income gap separating poor countries from rich ones), policy variables, demographic factors, and resources and geography. One of the most significant conclusions (Sachs, 1997, p. 20) is that “openness was decisive for rapid growth. Open economies grew 1.2 percentage points per year faster than closed economies, controlling for everything else.”

Rising demand for medicinal plants has led to increased pressure on wild plant populations. This, combined with shrinking habitats, means that many species in South Africa are now facing local extinction. In 1997, a study was initiated to determine the extent of trade in medicinal plants in the South African Lowveld (the low lying plains to the east of the Drakensberg escarpment), and to investigate socio-economic factors influencing trade and resource management. Trade was not as extensive in the Lowveld as in major urban markets such as Durban or the Witwatersrand (Johannesburg and surrounding towns), either in terms of the quantity, number or range of species sold, or the numbers of people relying on the trade for an income. In markets assessed in Mpumalanga Province, 176 species were identified (71% of the vernacular names encountered in the market place), representing 69 plant families. In Limpopo, 70 different species were identified (84% of the vernacular names encountered in the market place), representing 40 families. Imports were significant in Mpumalanga (33% of the plants on offer), mainly from Mozambique. A detrended correspondence analysis showed substantial differences between species traded in Mpumalanga and those sold in Limpopo. There was little variation in the species stocked by vendors in Mpumalanga, regardless of the season, the attributes of the seller, or whether business was carried out in urban or rural areas. In contrast, there was considerable variation in the stock inventories of the Limpopo traders. Despite the lower levels of local trade, increased harvesting pressure is being experienced regionally, to meet demand in metropolitan centres such as the Witwatersrand. This study showed considerable local variation and complexities in the harvesting and marketing of medicinal plants, with both a national and an international dimension. This dual spatial scale presents both opportunities and challenges in the management of these plants, which need to be addressed simultaneously, particularly with respect to research requirements and development of predictive models and capacity. Cooperation in conservation strategies and policies is required at regional, national and international levels, while ensuring that management initiatives take into account local market conditions and the socio-economic realities facing both consumers and those who depend on the trade for their livelihoods.

The aim of this article was to assess the financial and socio-economic impact of the two Industrial Development Zones (IDZs) emanating from the public-private partnerships (PPPs) arrangement in the Buffalo City and Nelson Mandela Metropolitan Municipalities, located in the Eastern Cape of South Africa. The metropolitan municipalities, despite the introduction of PPPs, are still faced with serious socio-economic challenges such as slow economic growth, increased poverty levels, unemployment and mostly stagnant infrastructure development as a result of underfunding. In addition, metropolitan municipalities remain obliged to deliver on their constitutional mandate, which is the provision of services to communities consistent with the Municipal Financed Management Act (MFMA) and Municipal Systems Act (MSA). Municipal financial planning and management leads to the development of methods to achieve sound financial performance in municipalities in line with service delivery demands. Sound municipal financial performance enables the municipalities to provide goods and services to all citizens. The study adopted a quantitative research approach, where a structured questionnaire was administered to 50 purposely selected participants. A core finding of the study suggested that the metropolitan municipalities benefited from the IDZs PPP arrangements where project planning, development and management skills were transferred to government officials, impacting on improved service delivery. A key recommendation forwarded suggests that both the national government and metropolitan municipalities need to champion PPP procurement through the enhancement of the Municipal Public Private Partnership Implementation Framework. The study concluded that a regulation, such as the aforementioned, without a structured implementation plan, eminently jeopardizes an investor’s interest in PPP arrangements, with negative financial consequences for the state.

This thesis is a study in Urban History which explores the development of East London, a port in the Border region of the Eastern Cape, South Africa, through four decades of municipal control from 1873 to 1914. The town had been established in 1847 as a supply route for the British forces during the War of the Axe (7th Frontier War) but the frontier nature of the port led to economic and physical stagnation during its initial 25 years of existence. Indeed, by the time that the municipality was established in 1873, there were still no streets beyond cart tracks, no established water supply, and sanitary conditions were medieval. The Town Council therefore had much to occupy its attention but lack of positive leadership resulted in failure to capitalise on prosperous economic conditions, while a depression in the 1880's led to a further truncation of growth. It was only in the 1890's that a combination of economic growth and vibrant leadership brought about rapid civic advance, with large-scale expenditure on street construction, as well as the establishment of electricity and a tramway system. The outbreak of the Anglo-Boer War in 1899 slowed progress, however, and a post-war depression placed renewed stress on the municipality. The thesis examines the progress of the town on a broad front, dealing with the issues of economic fluctuations, the growth of the harbour as the heart of the trading sector, the physical advance of the municipality, the search for a viable water supply, the evolution of public health and sanitation, and the establishment of the port as a coastal resort. In addition, it studies the conflict of social attitudes among the townspeople, the evolution of racial segregation, and the effects of the Anglo-Boer War on the town, with the influx of some 5 000 Uitlander refugees and the establishment of a Boer concentration camp. A final chapter attempts an analysis of the reasons behind the Town Council's inability to make the best use of its opportunities to foster the development of East London.

The national framework of local economic development (LED) in South Africa (2006 – 2011) has the goal to support the growth of sustainable local economies through integrated government action. Municipalities as custodians of integrated development programs and local economic development strategies work with different stakeholders such as private industry, other government departments, non-government organizations and relevant community sectors in attaining envisioned developmental goals; thus are avoiding wasteful duplication of effort and resources. LED in the context of this study is defined as development of infrastructure within the BCMM for sustainability of small medium and micro enterprises in alleviating poverty in the area. This report presents an evaluation of the impact of local economic development in terms of basic infrastructure availability on the sustainability of small medium and micro enterprise development in the Buffalo City Metro Municipality (BCMM). This refers to amongst others accessibility of electricity and telecommunication in the operations of a business. The overall approach followed by the researcher throughout this research is the mixed methods or pragmatic approach. The research method followed is that one of a descriptive approach. The results of this study indicate that local economic development is still a new notion which is still unclear. There is evidence that there is a lack of basic services in some areas in the Buffalo City Metropolitan Municipal, this including access to electricity. The respondents also saw the local municipality as not doing much in support of new and small business and creating job opportunities for them. The study recommends that factors such as skills development, accessibility to basic service, development and promotion of SMMEs, are also major contributors to the effective impact of LED in BCMM.

Many cities and towns in the Global South continue to experience the growth of the informal sector. There are a number of reasons which explain the growth of the informal sector. These include formal sector retrenchments, shortage of jobs in the formal sector and lack of skills. Street vendors are the most visible traders in the informal sector as compared to other kind of traders. In many cities, the spaces in which vendors conduct their trading is not allocated to them legally as they are seen as a nuisance or obstruction to commerce and the free flow of traffic. Against this background, this study examines the contestation for vending in the East London Central Business District (CBD) Eastern Cape, South Africa. It specifically explores social processes and vendor decision making when it comes to choosing (or claiming) a particular vending space, the legal instruments (by-laws) that either promote or constrain informal trading activities. Furthermore, it investigates the extent to which street vending contributes to the traders‟ income generation and sustainable livelihoods. This study uses a qualitative research design. Purposive sampling was used to select thirty informal traders. In-depth semi structured interviews were conducted with all thirty respondents In addition to the thirty respondents, five key informants were interviewed. The study found that street vending plays a major role in providing BCMM people with livelihood opportunities. Trading space in the CBD is strictly competitive and the spaces they acquire are too small for their businesses to expand to another level. Vendors face a lot of challenges but at the epitome of their challenges is the vending by- laws which the vendors view as a major constraint when it comes to operating smoothly in the streets. The study suggested that vending polices and by- laws be reviewed in order to derive a better socio- economic and functional environment for vendors.

This is a case study of East London from 1870 to 1914 with gender as the critical analytical category. The focus is on change in the structure of gender relations, evaluated in terms of the recognition of the rights of women and their status in society and women of all race groups are dealt with. A feature of the source material has been the use made of oral history where interviews were conducted with the descendants of women who lived during the study period. There were many indirect factors which had a retrogressive influence on progressive change in the rights and position of women. The initial small size of the population and unbalanced gender ratios, the few natural resources, a small and limited port and periodic unpredictable natural disasters gave rise to a 'boom and burst' economy with very little industry. The result was that initially the women were very conservative and unwilling to make social changes. The military occupation and the outbreak of hostilities in the late 1870s affected social and racial attitudes detrimentally. The entrenched patriarchal system, under which both black and white women lived, and the legal controls, particularly in the marital situation, reinforced the subordination of women, making the system difficult to break. Further conservative forces were at work with the European class system being well entrenched, with most women working for upward mobility, gentrification and respectability. Wealth was critical in determining status and those women from the working class, who had achieved some degree of wealth and status, were not prepared to challenge the system. Religion was important for nearly all white women and converted black women, but was a retarding influence in the growth of feminist consciousness. Little progress was made in improving the condition of women who transgressed the law, the non-respectable women, and ethnicity made no difference. Progress was made in gender relations for women in some fields. The reduction in family size and the improvement in health, gave women more time and energy for public affairs. Participation in sport helped women discard the image of being weak and frail and also improved health. Educational opportunities allowed some to get tertiary training and obtain proper qualifications to earn a living for themselves. Xhosa women who came into the town, made a major break with traditional society and many became independent. The major impetus for change came through women's associations, where women actively worked together and achieved some positive results. Middle class white women could earn an independent living without losing respectability, although it was accepted that women should give up paid employment on marriage. Black women broke traditional ties and many urban women became independent. Conditions for working class and non-respectable women changed very little. A deduction is that many women, both white and black, had sympathy for one another and they created a fund of goodwill on both sides of the colour line.

Talent in the field of attraction of Foreign Direct Investment (FDI) is scarce in South Africa, especially in the Eastern Cape, due to the history of exclusion of South Africa from world economic participation, prior to 1994. In order for the ELIDZ to achieve its mandate of FDI attraction, job creation and economic growth, talent management has to be a key aspect in the boardroom discussions and strategic planning sessions. The purpose of this study is to investigate the effective use of talent management by the East London IDZ to leverage the competitive edge of the ELIDZ in the business of attracting Foreign Direct Investment into South Africa, and also of competing against the world’s Economic Processing Zones (EPZ’s) and Free Trade Zones (FTZ’s). According to Holbeche (2009:166), talent consists of those individuals who can make a difference to organisational performance, either through their immediate contribution, or, in the longer term, by demonstrating the highest level of potential. For the purpose of this study, talent management is defined as the systematic attraction, identification, development, engagement / retention and deployment of those individuals with high potential who are of particular value to an organisation. The literature reviewed pointed out very clearly that organisations that have properly developed, implemented and managed talent management strategies enjoy high levels of motivation, innovation and creativity, lesser levels of staff turn-over, high employee performance, superior productivity and mostly a competitive advantage in their league. The East London IDZ study response enjoyed a rate of 40 out of 54 employees who received questionnaires and returned them by the due date. The responses represented a total of 74.1 percent, and this level of response is attributed to the fact that by the end of May 2011, the ELIDZ had just undergone an Organisational Re-structuring. The current status quo of the ELIDZ, based on the views as reflected in this study ,is very compromising for an organisation that aims to compete in the global space for the attraction and retention of foreign direct investment (FDI’s), and the global competitiveness based on the talent available. The overall picture depicted by the empirical results suggests that there are critical gaps for which the ELIDZ Executive Management and Board need to craft solutions, if competitiveness is going to be taken seriously in the near and long-term future.

The small, medium and micro enterprises sector in South Africa is critical in addressing poverty, job creation and social instability inherited by the democratic government. The transformation of the economy has seen various pieces of legislation being enacted in order to promote a favourable environment for the growth of the SMME sector. As such, instruments such as the Industrial Development Zones were put in place to facilitate investment, create jobs and promote exports with one of the main objectives to grow the SMME sector. In this study, the case of the East London Industrial Development Zone (ELIDZ) in supporting the growth of the SMME sector in economic growth and addressing socio-economic challenges was analysed. The exploratory qualitative research methodology was used in the study. Structured questionnaires and a semi-structured interview guide were used to collect data from the 49 identified participants and an Executive Management representative from the ELIDZ in order to present the data obtained precisely. The study recommends that an integrated model of SMME growth by the private and public sector be developed in ensuring that there are clear expectations on the determinants of growth for the sector. In addition, the Buffalo City Metropolitan Municipality must have in place a consolidated database of SMMEs in order for the private and public institutions to elect the SMMEs which can be participants in their SMME development programmes.

Climate change is a human development challenge. Its negative impacts have the potential to reverse the human development gains made in Africa. South Africa, just like many other countries in the Global South, is being negatively affected by climate change. The country`s economy is largely dependent on agriculture, extractive industries and manufacturing, all of which are vulnerable to climate change in different ways. This vulnerability means different public and private stakeholders must institute sustainable climate change mitigation and adaptation measures so as to ameliorate climate change impacts. Gradually transforming to an environmentally friendly ‘green economy’ and the reduction of greenhouse gas emissions are some of South Africa’s climate change mitigation priorities. Just like the public sector, the private sector has a major role to play in this transition to a low carbon economy through minimising its carbon emissions in their operations. Against this background, this qualitative research examines the role played by four major supermarkets (Shoprite, Spar, Pick n Pay and Woolworths), in climate change mitigation and resilience building. It does so through an appraisal of their mitigation and resilience programs. The four supermarkets were purposively selected in East London, Eastern Cape. Data collection combined heavy reliance on desktop discourse analysis with field interviews in the form of purposively sampled key informant interviews. The results show that the four major supermarkets are implementing a variety of climate change mitigation and resilience strategies. These include reduction of greenhouse gas emissions, prioritisation of renewable energy, recycling and environmentally friendly packaging, promotion of sustainable ways of farming and improved fuel efficiency in their transport systems. In terms of policy improvement, the study recommends that there is need for supermarkets to learn from each other’s’ climate change mitigation initiatives so as to advance South Africa’s ‘green economy’ agenda.

The study investigates whether government-sponsored community development projects in the township of Mdantsane, Buffalo City Metropolitan Municipality, South Africa, have achieved the intended goal of alleviating poverty among the beneficiaries. The specific outcomes of poverty alleviation are: improved income, acquisition of new skills, reduced dependence on welfare grants. Four urban farming projects were selected, namely: Buffalo City Organic Producers, Sakhisizwe Nursery, Lusindiso Farmer’s Trading Co-operative and Mbombela Co-operative. Focus group discussions and a mini survey were conducted with project beneficiaries, while relevant government officials were interviewed. Conceptual insights were drawn from community development theory. The findings showed that the broader context within which the projects occurred was characterised by a pro-poor social policy, relative availability of resources with which to translate it into action, and a measure of entrepreneurial potential amongst community members. However, while one of the projects showed some promise (in the sense that beneficiaries acquired new skills and had a generally positive attitude despite not enjoying any improved income status), all the others appeared doomed and trapped in dynamics such as: excessive government control of the management of the initiatives, ineffective project monitoring, and the mischaracterisation of the initiatives by both the government and the beneficiaries. A distorted sense of ownership and perverse community participation seemed to prevail, which in turn robbed the initiatives of their poverty alleviation potential. The study thus concluded that specific benefactor-beneficiary dynamics are crucial for the success of a given anti-poverty intervention. A robust pro-poor social policy, availability of resources with which to translate it into action, and local entrepreneurial potential do not in themselves bring about success; they must operate in a certain way and be undergirded by certain principles for them to become a powerful mechanism for alleviating poverty. It is against this background that the researcher offers some recommendations.

The issue of “teacher loss” has been reported widely as one of the biggest challenges facing schools around the globe. The international concern is that education departments have more teachers leaving than entering their systems. Evidence shows that this situation is also synonymous in South Africa and remains one of the ongoing phenomena, also noted in the provinces, including the Eastern Cape. As previous research focused on the reasons for “teacher loss”, as well as the strategies for the retention of teachers, the purpose of this study was to investigate how the selected schools adapt in times of “teacher loss”. The implications for leadership and management in this regard were also explored. In exploring this issue, a qualitative research approach was adopted in the form of a case study, which involved two (2) rural schools, one (1) primary and one (1) secondary school. This qualitative approach entailed semi-structured interviews involving eight (8) participants and document analysis as data collection methods for the study. The findings reveal that there is little support that schools receive from the Department of Education in order to cope with “teacher loss”. Teachers‟ limited knowledge in terms of strategies to cope with “teacher loss” results in de-motivated and stressed teachers. Several implications for leadership and management were also drawn out, including equipping school management teams with skills that can enable them to assist teachers to cope with “teacher loss”.Goven Mbeki Reaserch and Development Centre

The ruins of modernity are inevitably the ruins of the North. Actual or imagined ruined cities (the real Detroit or a post-apocalyptic London) are always Euro-American industrial or post-industrial metropolises (Vergara 1999; Woodward 2002; Edensor 2005; Jorgensen and Keenan 2012). These ruins are receiving growing attention by researchers, who often see them as metaphors of a diverse kind—including of our cultural anxieties and fears, of colonialism, capitalism, of the end of master narratives (Hell and Schönle 2010; Dillon 2011; Stoler 2013). They are also scrutinized by cultural heritage managers and politicians who try to transform them into spaces of memory, of leisure and consumption, or both. The post-industrial ruins of the South have received much less attention in recent debates on ruination, decay, recovery, and gentrification, although there are a few significant exceptions, most notably the work of Gordillo (2009, 2014) in Argentina and also Rodríguez Torrent et al. (2011, 2012) and Vilches (et al. 2008, 2011) in Chile. This is due to several reasons: one of them is the fact that southern urbanization and industrialization are usually perceived as a recent process. They are too young to have generated ruins: after all, none of the diverse southern ‘miracles’ of which economists speak (South-east Asian, Brazilian, African, and so on) dates from before the 1960s. It is well known that when companies do outsourcing, it is the so-called emerging economies that benefit from it: new factories for the South, new ruins for the North. Another reason is that the long-term process of modernity is still very much associated with Euro-American history. The rest of the globe is seen as having a later, incomplete, or surrogate modernity, as post-colonial historians have abundantly criticized (Chakrabarty 2000). In addition, the cultural and political conditions of the North have enabled the emergence of popular engagements with ruins, such as urban exploring or video games, that have made their processes of metropolitan ruination more conspicuous at a global level (Garrett 2013; Pétursdóttir and Olsen 2014: 4).

This chapter challenges typical interpretations of the Dust Bowl and puts the disaster into a global frame, linking the past to the present. In so doing, the common roots of contemporary and past developments and struggles are revealed. The Dust Bowl was one spectacular instance of a global problem of soil erosion associated with capitalist colonial expansion. While the official interpretation suggests that agriculture suited for a humid region was imported to an arid region, precipitating the crisis, contemporaneous accounts illustrate how much larger the crisis was, tied up with specific social and economic developments that imposed new socio-ecological relations upon peoples of the world and upon the land irrespective of local climatic conditions. Ultimately, the common denominators across the world—from North to South America, Australia to Africa, and Southeast to East Asia—were not climate and geography, but capitalism and colonialism.

<p>The story of the Msikaba and Mtentu River Bridges is a story about the Transkei Region in South Africa. The area’s unfenced rural landscape is considered unique and is characterised by steep gorges and rivers that run down to the Wild Coast. The civil engineers of the past avoided the area and the main highway connecting the ports of Durban and East London runs 200 km inland. This is now changing with the South African National Roads Agency’s SOC Ltd (SANRAL’s) procurement of the new N2 Wild Coast Road that will realign the highway within 30 km of the coast. The project includes two new crossings, one a 580 m span cable-stayed bridge, the other a 1.1 km long viaduct with a 260 m central balanced cantilever span, across the deepest gorges on the route. Their design and procurement is however driven not only by their physical environment but the need to create jobs, business opportunities for small local enterprises and community development projects that will leave a legacy and a long term economic benefit.</p>
