This chapter discusses a campaign by the New York hotel workers to ensure new hotels built in East Midtown will employ unionized labor and continue to offer decent wages and benefits. This case shows how the New York Hotel Trades Council's (HTC) intervention in East Midtown formed part of a broader campaign to block hotel development in a sector that is increasingly fragmented by service format, and most worrisome, witnessing a rapid growth of hotels providing few services and competing on price, leading to a stronger employer opposition to unionization. The outcome of this case speaks unequivocally to organized labor's strength in New York City politics and to a growing recognition in real estate and policymaking circles of labor's importance in urban land use planning.

In New York, a circle of Puerto Rican students read a Black Panther newspaper interview with Cha Cha, took a road trip to meet the Chicago gang leader turned revolutionary, and got permission to launch a chapter of the organization in New York. In search of an organizing agenda in East Harlem, they discovered who their parents were and why over 1/3 of them had left Puerto Rico. In 1947, Operation Bootstrap, A US-led industrialization project of the island displaced more farmers than it absorbed into the new economy. A contingency plan encouraged their mass migration to cities like New York, where 70% of Puerto Ricans became proletarianized as superexploited workers in the city’s garment industry. Soon, they encountered displacements in housing and due to urban industrial decline. They wrestled with medical discrimination in the public hospitals and overt racism in the classroom. In 1967, the killing of a Puerto Rican man by police led to the East Harlem riots. The early childhood experiences of the Young Lords in the streets, in the schools, and as language and cultural translators for their parents radicalized them emotionally and compelled the evangelical commitment with which they launched their activism as young adults.

This chapter charts the emergence of a sizable Black population in New York city, starting with the Black renaissance that happened in the fields and orchards surrounding the city, an agricultural belt responsible for growing a significant portion of the nation's food supply. It talks about local white agricultural workers that abandoned the fields for better-paying factory jobs in Rochester, Buffalo, and Syracuse, which created a labor shortage in the fields. It also mentions how farmers turned to places like Sanford, Florida, and to the “East Coast Migrant Stream” to employ Black agricultural migrants. The chapter recounts how the agricultural migrants eventually left the stream and opted instead to put down roots in the North, with Rochester becoming a popular destination. It discusses how the new influx of Black migrants created a demographic shift, the likes of which Rochester had never seen before.

Having been an associate member of the Workers’ Educational Association (WEA) from attending WEA courses when conducting research into the politicisation of Scottish national identity (Gilfillan, 2014), the WEA seemed an ideal public to partner with in light of Burawoy’s (2005) call for sociologists to engage with the likes of church groups, the labour movement and the working class. When going to meet with the WEA education development manager for Fife (‘Maesie’) at her Lumphinnans office in March 2017, it seemed appropriate to park in Gagarin Way opposite the WEA office as this street name indicated the previous industrial era when this former ‘pit village’ had earned the local nickname ‘Little Moscow’ thanks to a Communist tradition strong enough to have streets named after heroes of the Soviet Union.
