Abstract:
This study set out to examine whether the Eastern Cape Tourism Board (ECTB) had the capability to cope with change. The tourism industry is very dynamic and for the organization to survive, it must be able to adapt itself in a constantly changing environment. The research question was derived from a study done by Human and Horwitz (1992), in which they examined how South African companies cope with change. They developed a model and a questionnaire to measure the capabilities of coping with change. Their model and questionnaire were based on the following four dimensions: strategic orientation, control orientation, social focus and institutional focus. This model classified organizations into four types, namely: the Boardroom organization, the Technocracy organization, the Hardhat organization as well as the Missionary organization. These typologies are discussed in Chapter 2. A modified version of the Human and Horwitz questionnaire was used to conduct this research. The original questionnaire has 32 items, and the questionnaire used in this study has the same number of items. The modification was done to nine questions, to ensure that they were of specific relevance to the organization being researched. The questions were slightly modified taking care to ensure that they still fit within the original dimensions measured by Human and Horwitz (1992). The questionnaires were distributed within the organization, particularly to those employees in the Tourism section, as the organization also had a Conservation section. The Conservation section was excluded due to the fact that a policy decision had already been taken to separate the two sections, thereby creating two organizations. When the questionnaires were returned, they were analyzed using 'Statistica' , a computerized statistics program. The results showed that the ECTB does not have the capability to cope with change as it lacked the critical strategic orientation that Human and Horwitz (1992) suggest is a key requirement for coping. The profile of the organization showed that the ECTB could be classified as primarily being a Technocracy organization, and secondarily a 'Hardhat' organization. (See details in Chapter 4). Human and Horwitz (1992) suggest that an organization to be able to cope with change, must be a 'hybrid' of these four types. The implications of these results suggest that the organization is lacking in the dynamism brought about by having a strategic orientation. Human and Horwitz argue that the profile of an organization coping well with change should show a 'balance' in terms of orientation (strategic orientation and control orientation). The ECTB's profile does not show this balance, and can therefore be said not to have the capability to cope with change. The results of the profile are discussed in Chapter 4.

A growing number of studies concerning cultural villages have in most instances tended to focus on the cultural village as almost legitimately self-explanatory and have not been particularly concerned with either how a particular history is produced in and through these villages, or with the ways that particular discourses and practices associated with heritage, tourism, community and development intersect in the production of these meanings. As such Mgwali Cultural Village seemed to promise something different in the form of cultural villages. The thesis argues that Mgwali Cultural Village is unique in the history of cultural villages in that it moves away from presenting a cultural village in Africa as tribal and primitive. It does this by opening up spaces for other aspects such as Christianity and resistance politics, story of Tiyo Soga rather than focusing and confining itself only to aspects cultural portraying Africans and traditional. It is imperative that cultural villages ought to be understood within a broader framework and context where its definition and presentation is not trapped into an anthropological paradigm thinking of exploring and discovering something new by tourists which they are not familiar with. However, the thesis also argues that much as Mgwali Cultural Village promised something new from the known through depiction of other aspects, those histories seem to be absent or marginal at the Cultural Village. The only aspects that are fore grounded are traditions and culture thus freezing Mgwali as a village and its people in time as if they have not evolved and its cultures are static and not dynamic. The thesis therefore explores all those contradictions, silences, or absence thereof of other stories and histories.

Abstract:
The former Transkei region of the Eastern Cape of South Africa, in common with many of the other former Bantustans, is currently facing a developmental backlog. It is one of the poorest regions of the country and is a direct product of South Africa’s history of colonisation and geopolitical nature of apartheid in which people were forcibly located onto former tribal lands, called Bantustans. Tourism is one of the few business opportunities providing employment along the former Transkei coast. The tourism industry has been identified by many worldwide as a key strategy that can lead to economic upliftment, community development and poverty relief in the developing world. The predicament however, lies in the challenge of accepting or managing the negative consequences of tourism for the potential long term benefits offered by tourism-led development. Tourism development theory reflects development theory from traditional, top-down economic-growth based models to a more wide based approach with an emphasis on bottom-up planning, meeting of basic human need and a focus on sustainable development. Consequentially new and alternative forms of tourism have emerged and can be viewed as a response to some of the negative consequences of the mass tourism-led model of economic development. Backpacker tourism is one niche of the tourism market that is providing positive local socioeconomic benefits. This thesis is presented as a case study of Mdumbi Backpackers on the former Transkei coast. Mdumbi Backpackers is a unique example of a model of tourism that is providing meaningful benefits to the people who live in this community. By going one step further with the creation of the non-profit organisation Transcape, their involvement in the community has grown significantly, encouraging positive and sustainable development in the areas of social development, education and health. Mdumbi Backpackers goes beyond the notions of locally owned and sustainable approaches and actively encourages development by setting up community organisations and initiatives in a sustainable and equitable way. This approach to tourism-led development is well suited for the needs and objectives of the community as well preserving the natural environment. This thesis presents an exemplary example from which lessons can be learned and applied to developing tourism in a sustainable and equitable way in other rural communities.

Abstract:
Good governance is the most important factor in exterminating poverty and stimulating development. South African heritage has the potential to contribute significantly towards the country’s economic development. Cultural Villages were introduced in the South African tourism industry as a contribution to the objective of rural development in order to improve African curio shops and township experiences and to advance diversification. This study was undertaken to investigate Good Governance Principle that can be employed in the Chris Hani District Municipality (CHDM) to enhance optimise development brought about by the Cultural Villages (CV) in the area. The study is qualitative in nature. The literature reviewed in this study shows that there is a general poor implementation of good governance principles in the governance and management of the cultural villages. The researcher attempted to achieve high validity and reliability by ensuring that the views and arguments advanced by respondents are accurate in that the chosen respondents consisted of operational workers within the municipality and members of the community. The study establishes that there are several challenges that hinder the effective implementation of good governance principles in the local and district municipalities. Other findings of the study include that there is a challenge of poor management of the CVs, lack of public participation and inadequate funding for the CVs. The main finding of the study is that, although good governance plays a significant role in the improvement of development, it has not contributed to the improvement of the development of the CHDM communities. The main recommendation based on this finding is that there should be regular and thorough public participation within the local municipalities about all the developments relating to the cultural villages. Additional recommendations include, inter alia, strong partnerships between the municipality and the communities and accountability.

Abstract:
This research investigates the impact of the Blue Crane Development Agency (BCDA) on tourism development by comparing the implementation of the Responsible Tourism Sector Plan of the Blue Crane Route Municipality (BCRM) with the Responsible Tourism Sector Plan of the Sundays River Valley Municipality (SRVM). In the latter instance, there is no development agency involved. A qualitative approach to research is applied with a specific focus on in-depth interviews. The literature review focuses on responsible tourism, local economic development (LED) and development agencies. The research is grounded in the Endogenous Growth Theory. The research notes the phenomenal success of the development agency model for delivery of LED projects. There is a notable growth in the tourism sector within the BCRM. With 45 permanent jobs created, the BCRM is a better place as compared to what it was in the era prior to the establishment of the BCDA. This surpasses by far the number of jobs created in the SRVM where the development agency model does not exist. The South African Local Government Association (SALGA) prefers a district-wide development agency as opposed to a local development agency. The establishment of Cacadu Development Agency (CDA) follows this suggestion. The findings of this research are thus very significant for the SALGA in their pursuit for best practices in LED. Both the BCRM and the SRVM are under-marketed, a negative factor on their tourism growth and development. Placing of billboards at the Ncanara interchange to advertise them would ideally enhance their tourism marketing campaigns. The research also finds that both local municipalities have inadequate monitoring and evaluation systems for projects. In this respect, the research suggests that the Eastern Cape Parks and Tourism Agency (ECPTA) should consider conducting a provincial research covering all the districts, on the contribution of tourism to the local economies. As a provincial entity, the ECPTA would be better placed to undertake that task. They would have less legal restrictions imposed by jurisdictional issues than would a local municipality. The research recommends the relocation of the CDA and the CDM from the metropolitan city of Port Elizabeth to one of the local municipalities. That would most likely increase business tourism, thereby boosting the local economy in the relevant small municipality. In conclusion, this research proposes that the presence of a development agency enhances tourism growth and development in the BCRM.

Abstract:
This study investigates the livelihoods impacts of eco-tourism in Hogsback, the extent to which local community members are effectively participating in eco-tourism activities as well as the negative implications of ecotourism in Hogsback. A qualitative research methodology was employed in order to have a deeper understanding of the issues under study. Simple random sampling and purposive sampling techniques were used to select respondents. In-depth semi structured interviews were used to collect data from 40 respondents and 6 key informants. The study established that eco-tourism activities help mainly individuals rather than the whole community at large and those who benefit; it improves their lives as well as benefiting the economy of the country. This study also found out that the government plays a role to promote development of ecotourism in the community, this is through infrastructure development and providing services for tourism. Lastly the study found out that there are conflicts over ownership of eco-tourism activities, limited funds in promotion of eco-tourism activities and that there is no eco-tourism development strategy. The study recommends that the government of South Africa should design and implement a comprehensive eco-tourism development strategy that puts people at the core.

Abstract:
This research considers the relationship between tourism and development, and how tourism can be used as a means of promoting development. In order to explore this relationship, two districts in the Eastern Cape province of South Africa, the Albany and Peddie Districts have been selected as case study areas. Both the Albany and Peddie Districts are in need of development which can meet the economic and social development of the districts. One such option for the two districts is tourism-based development. This research examines the current status of tourism in both districts through the use of secondary data analysis and primary data gathered from questionnaires and interviews undertaken with tourists and representatives of key stakeholders in the tourism industry. This data was used to establish the current and future potential of tourism in the districts in terms of the availability and diversity of attractions and the tourism assets and facilities in the districts. It was also used to determine whether or not tourism, by promoting infrastructural and economic development, may lead to the socio-economic upliftment of the Albany and Peddie Districts. The results obtained from this research highlight the significant lack of tourism infrastructure in the Peddie District, and the reality that the tourism potential of the district remains untapped. With the marketing and promotion of tourism to the district, and the associated tourist requirements such as accommodation, and other facilities, tourism does hold a potential key to the socio-economic development of the district. The Albany District, however, has a well-established tourism industry, but the development spin-ofts are minimal, and the potential for further tourism-based development in the future would therefore appear to be somewhat limited. A GIS (Geographic Information System) was use to determine and detail possible tourism routes, a final outcome of the investigation being the proposal of two tourism routes to draw people into and through the study area, based on the current assets and attractions of the two districts. These routes highlight one of the options available in the districts to promote much needed development in the two districts through the use of the tourism industry.

Research indicates that community-based tourism (CBT) has economic relevance and is often viewed as an alternative source of income for rural communities that are endowed with rich cultural and natural tourism resources, yet the success of CBT projects is negligible. This research was designed to explore the importance of considering pre-conditions for CBT before proceeding with the actual implementation of the project with a sample of CBT project members directly involved in CBT. Ignoring this fundamental step often led to failure of CBT projects. The research sought to establish whether the CBT projects in Mpondoland were either faced with challenges or presented with opportunities and to propose a CBT Pre-condition Management and Evaluation Model (PEM). The participants were selected because of their relevant knowledge and experience in relation to the case. All seventeen members who were operating a CBT business at the time of the study in the village of Noqhekwane and all five members from the village of Ndengane were approached to participate in the study. This study employed a mixed-methods approach for data collection, more specifically, the qualitative approach was used to gather more in-depth information from respondents, based on their CBT project in the context of their specific socio-economic status, their local environment, education levels, management and background of their project, and infrastructures of the area. Interpretive analysis was used to analyse the qualitative data using thematic categories from the analysis as sub-headings. Other data collected from the responses was analysed using the Statistical Package for the Social Sciences (SPSS) version 21.0.

This research study aims to investigate what is there on offer for tourists in Mnquma Local Municipality, such as products (arts and craft, accommodation establishments and places of interests), their readiness for tourist consumption (state, accessibility), tourism routes and the understanding of communities on tourism and what can be derived from it to improve their livelihoods. This in turn will establish whether the tourism sector can be used as a tool for local economic development in the municipality. In the end, this study will make recommendations on what needs to be done in the municipality for the tourism sector to be more effective for the local communities and the municipality. The researcher has conducted a qualitative research study through the use of structured questionnaires as the data collection tool, in order to obtain information from specific population members of the concerned local municipality on tourism and LED issues. The study has been conducted from twenty three accommodation establishments in Mnquma Local Municipality. During the data collection period, the researcher discovered that these accommodation establishments are facing a number of challenges ranging from poor accessibility and signage for which the study is expected to address these in the recommendations. The study will include a purposive sample of tourism businesses in the hospitality sector in Mnquma Local Municipality. From the purposive sample, the researcher opted for total population sampling which is a type of purposive sampling technique where the researcher chooses to examine the entire population. At the end, researcher recommends that the municipality needs to address the infrastructural challenges such as roads (for accessibility to tourist sites), electricity and health centers to be able to support tourism economic activities. It also needs to ensure on the continuous hosting of events to address the seasonal nature of tourism and to market the municipality as an event destination. The researcher also recommended the establishment of partnerships with sector departments and parastatals such as SEDA, DTI, ECPTA, TEP etc. Lastly, being such a rural municipality with a rich history, culture and heritage, it is recommended that the municipality must prioritise tourism as a tool for Local Economic Development to better the lives of its population and to improve its economy.

This dissertation deals with an audit of community tourism projects that were invested in, in the Eastern Cape as part of government intervention to create job opportunities and contribute to the growth of the Eastern Cape economy through the tourism industry. The focus is on projects that received capital allocations for infrastructural development rather than operational costs. The study sought to achieve the following objectives: • Determine the status quo of publicly funded capital tourism projects developed since 2004. • Determine the modus operandi followed with regard to capital tourism projects. • Determine the reasons for the successes or failures of these projects. • Provide recommendations to address gaps and failures in tourism projects. The key informants to the study were steering committees that were established to implement community tourism projects. The steering committees are represented by government officials (local, provincial and national), consultants and community trusts or any community structure that represents the broader community. The study revealed three types of community projects, namely: • Projects that are operational – although there are projects operating, the number is insignificant and it is unlikely that they would achieve the objectives that they were built for. The overall operational status does not warrant the R500m that was invested by government. • Projects that operated before but closed hence, referred to as ‘white elephants’ – there are a number of projects that were in business but currently closed due to poor management and lack of skills. • Projects that were under planning during the survey – these are projects that have been under planning for a very long time.

Abstract:
The role of entrepreneurship in small to medium tourism enterprises is well recognised and acknowledged as a significant contributor to economic development and employment opportunities. Worldwide, small to medium tourism enterprises play a dominant role in the tourism industry. These businesses are often vulnerable to external economic forces and find it increasingly difficult to transform their strategic and operational management to face the challenges placed upon them. This study focuses on small to medium tourism enterprises in the Eastern Cape Province, which is economically the poorest province of South Africa. To ensure the growth and sustainability of small to medium tourism enterprises, owners need to make efficient and effective business decisions regarding the challenges their businesses face. The study examines the factors impacting customer relationship management in the context of small to medium tourism enterprises in the Eastern Cape. Customer relationship management, that is, building relationships with customers, has become of pivotal importance to many organisations as businesses strive to be competitive and profitable. While large organisations practice customer relationship management to enable them to better target profitable customers, improve customer services, enhance customer retention and ultimately improve business performance, small businesses often need assistance in understanding and effecting this complex relationship. The factors that could impact customer relationship management in the organisations are the focus of this study. Three major factors were identified, namely, strategic, operational, and organisational factors. The study furthermore examined the extent to which these factors are present in the tourism and hospitality sector of the Eastern Cape and investigated the relationships between these factors. Quantitative research was deemed appropriate for this study. Systematic random sampling was employed to select a sample of 332 respondent organisations from the 2012 database of the Eastern Cape Parks and Tourism Agency consisting of formally registered small to medium tourism enterprises. A total of 310 usable questionnaires were finally obtained. Both descriptive and inferential statistics were used in the study. Descriptive statistics were computed to reflect the organisations‟ and respondent managers‟ general characteristics and to summarise their measurement scores. Using inferential statistics, the study further investigated relationships between customer relationship management factors, as well as demographic factors. Data were subjected to exploratory factor analysis and both the validity (refer to section 2.10.1) and reliability (refer to section 2.10.2) of the research instrument was assessed. The relationships between customer relationship management variables were also investigated (refer to section 2.11.4). The research results support an overall significant association between customer relationship management readiness and business strategy, customer strategy, touch points and competencies, skills and technology. Relationships were also explored among customer relationship management factors and demographic characteristics. Significant results were found between perceived business performance and the gender of managers, family businesses and gross annual turnover. The most salient contributions of this research can be summarised as follows. The overview of the importance of tourism and the role of small to medium enterprises in the tourism and hospitality industry of the Eastern Cape will benefit researchers and potential owners who have an interest in this sector. The study contributes to an improved understanding of the factors that should precede customer relationship management. The study established a profile of the small to medium tourism enterprises in the Eastern Cape which can serve as a basis for future research. A measuring instrument for assessing respondents‟ views on the existence of the strategic, operational and organisational factors in their organisations was developed. This instrument showed good internal validity and reliability and can serve as a basis for the same purpose in contexts other than the tourism and hospitality sector. This research has made a contribution toward a largely under-researched area concerning customer relationship management in small to medium enterprises. Recommendations for managers and consideration of future research included the following. Managers need to have a strategic vision and a strong customer-centric focus. Through understanding customers and their needs, offerings can be tailored to maximize the overall value of customers, thereby, improving business performance. Through efficient operational processes in place, enhanced customer service levels can be attained in the organisations. Managers need to effectively manage customer information through data warehousing and technology. Top management commitment is a crucial element for ensuring improved customer services. Managers need to train staff with respect to customer services, thus enhancing CRM. Future researchers can conduct a longitudinal study and investigate the same factors which could impact customer relationship management. A verification of the usefulness of the measuring instrument in examining the determinants of customer relationship management and the level of development regarding other small businesses is suggested. It is recommended that this study be replicated abroad in an effort to verify to what extent the determinants of customer relationship management are evident in small businesses of other countries.

This study researched team building as a tourism offering. Team building has particular potential to benefit tourism in the Western Region of the Eastern Cape. Team building has grown in popularity and is offered by several tourism operators in the Western Region of the Eastern Cape. Team building can be practiced throughout the year by the use of numerous indoor and outdoor activities thereby attracting participants and tourists. The activity involves a wide range of tourism-related services and facilities which shows its potential value as tourism resource. The research methodology for this study aimed to identify the link between team building and tourism. Additionally, the study draws attention to team buildings possible socio-economic value which is added to a tourism business’s offering range and its effect on the host destination. A survey was conducted among a randomly selected target population representing role-players involved in team building and tourism activities, for which a questionnaire was developed by adapting the SERVPERF model. This enabled the researcher to identify the team building participants’ level of satisfaction with the team building operator, activity and host destination. Emerging from the gained insight into the dynamics between team building offerings and tourism businesses, recommendations have been formulated as to the relevance of team building for a tourism businesses’ offering range and the impact on the host destination. The research study identified numerous beneficial spin-off effects for the Western Region of the Eastern Cape driven from team building activities. These benefits were an increase in awareness of the destination, improved image of the Western Region of the Eastern Cape, and tourist engagement in other tourism offerings during their stay at the destination, among others.

ENGLISH ABSTRACT: The purpose of this research project has been to investigate support provision for tourism-focused micro-enterprise development in the Eastern Cape Province of South Africa, and to evaluate the effectiveness of available support in assisting emerging micro-entrepreneurs to break into the tourism industry. General trends in the tourism sector are discussed, in relation to the province as a whole and more specifically concerning the areas in which research was undertaken, highlighting prospects for potential growth of the sector and its contribution to the local economy. Results of a survey undertaken among Eastem Cape tourism micro-enterprises are presented, and findings further explored through in-depth case studies and a sector sub-survey of crafters. Currently available support programmes are then assessed in terms of their relevance for the microenterprise sector and constraints identified. The research reveals that although the volume of assistance available may appear to be great, little of real significance is currently reaching emerging micro-entrepreneurs. Recommendations for future programmes to more effectively address the needs of tourism-focused micro-entrepreneurs are made.
AFRIKAANSE OPSOMMING: Die projek ondersoek ondersteunjngsmaatre~ls vir kleinsake in die toerismebedryf van die Ooskaap en evalueer die doeltreffendheid van bestaande ondersteunings ten voordele van opkomende mikro-ondernemings. Teen die agtergrond van die toerismebedryf in die Ooskaap val die klem van die studie op die sogenaamde Wild Coast asook op Mdantsane/Ooos-London. Algemene tendense in die toerismesector word bespreek, sowel wat die provinsie betref asook, meer spesifiek, die ondersoekgebiede. Die uitslae van 'n opname onder Ooskaapse mikroondernemers word uitgespel en bespreek, aangevul deur enkele gevallestudies en 'n sektoropname onder 'n groep kunsflyt-ondernemers. In die lig van die insette word bestaande hulpprogramme evalueer vir hulle toepaslikheid met betrekking tot mikro-ondernemers en die struikelblokke wat deur hulle ondervind word. Uit die evaluasies blyk dit dat, nieteenstaande die groot diversiteit van programme, min ondersteuning werklik die beoogde groep -beginners" bereik. Aanbevelings word gemaak met die oog op die teikengroep in die Ooskaap, maar word ook gemik op die wyer debat oor toerismebevordeirng by die opkomende kleinskaalbedrywe dwarsoor Afrika. Terwyl Suid-Afrika staan voor 'n deurbraak van (swart) kleinsake ondernemings in die toerisme sektor sal so 'n deurbraak in ander Afrikalande heelwat langer neem en inisi~el heel selektief ptaasvind.

Abstract:
Research studies have reported that many organisations implement a performance management and development system. However, it is often not as effective as it is intended. Against this background, the purpose of this study was to evaluate the effectiveness of the performance management and development in the Eastern Cape Liquor Board (ECLB). The study emphasised the importance of an organisational culture that supports management of performance in order for the system to be effective. The study further highlighted that alignment between the performance of individuals and the organisation is critical as all efforts have to focus on the achievement of the organisational vision. The study also emphasised the importance of a process of determining key performance areas that is transparent and involves participation by all employees. The study further argued that the development and rewarding of employees for performance is crucial in ensuring an effective performance management system. The target population for this study consisted of ECLB employees including the district offices. The findings suggested that when the performance management and development system is not implemented in its entirety it cannot be effective. Furthermore, the findings revealed that ECLB implements some of the elements of the system correctly whilst other areas still require more attention.

The application of internet marketing techniques has been widespread in the hospitality sector worldwide, with many hotels crafting websites for marketing purposes. However, there is still a debate and speculation on the impact of internet marketing on business performance and profitability. Given the well-recognised value of internet marketing in the hospitality and tourism industry, this study sought to examine the impact of internet marketing on the profitability of the hospitality sector in South Africa and to establish factors which influence internet marketing usage. In order to achieve these objectives, a perceptual survey was conducted in graded hotels and lodges in the Eastern Cape province of South Africa. Multiple linear regression analysis and hierarchical regression analysis were used to determine the relationship between internet marketing and business profitability as well as the relationship between organisational and environmental factors and internet marketing usage. Based on the findings of this study, it is concluded that the use of internet marketing can positively influence business profitability. It is also concluded that internet marketing experience moderates the relationship between internet marketing usage and business profitability. The results also indicate that factors such as technological competence, managerial support, level of star grading and alliances significantly influence internet marketing usage. Thus, from the findings of this study, it was concluded that hotels and lodges can enhance their profitability through internet marketing usage.

Abstract:
With the advent of democracy in South Africa in the early 1990s, the new government had to introduce major social, economic and political changes in order to undo the damages inflicted by many years of both colonialism and apartheid. These changes included the scrapping of discriminatory legislations and drafting of new laws to regulate employment practices. Amongst the pieces of legislation that the new South African government put in place, the Employment Equity Act, (Act 55 of 1998) was a major turning point in the elimination of discrimination at the workplace and redressing the injustices of the previous regimes. The Act is aimed at regulating the employment practices in an attempt to make the workplace a true reflection of the South African demographics. As a result, the promulgation of the Act had a major impact on the organisations in South Africa and has affected the way they now do business. Although the Act has been in existence for 14 years, progress in the implementation of employment equity and affirmative action in organisations in South Africa has been far less significant, particularly in the representation of women in managerial positions. In South Africa, an overwhelming majority of managerial positions are still occupied by men, with marginal women occupying management positions. Thus, women are still experiencing discrimination and under-representation at the workplace. Noting this trend at Amatola Water Board, the researcher decided to investigate the extent of progress the organisation has achieved in the implementation of its Employment Equity Plan 2009-2014. The objectives of the study were to identify factors that could assist the organisation to effectively implement the Plan, identify the impediments that pose challenges to effective implementation of the Plan in the organisation, and establish the perceptions of employees on the implementation of the Plan in the organisation. To collect data for the study, the researcher used a qualitative research approach. In this regard, the researcher used questionnaires and interviews to collect qualitative data. A sample of fifty employees was selected for the administration of questionnaires and four additional employees were selected for interviews. Both samples were selected by purposive sampling. The study has established that employment equity is still a challenge that South African organisations are struggling to implement. The study has revealed that, at Amatola Water Board, there are indeed various factors that contribute to the low representation of women in managerial positions. These factors include the lack of management support for the implementation of the Employment Equity Plan, recruitment processes that fail to recruit sufficient numbers of qualified applicants, training and development practices that fail to produce the required number of qualified employees, unconducive organisational culture, veiled racial and gender stereotypes, and inadequate communication. Suggestions and recommendations to address these challenges have been espoused.

Tourism has been acknowledged for the past decade as one of the leading driving forces for economic development in post-apartheid South Africa (Nel & Binns, 2002:189). The objective of this study was to investigate the determinants of corporate entrepreneurship for firms in adventure tourism sector in the Eastern Cape Province; South Africa. The population for the study were firms registered with the Nelson Mandela Bay Tourism Portal (NMBT) and the Dirty Boot Adventure South Africa. Convenience sampling method was used. Data was collected through the use of a self-administered questionnaire. For the purpose of data collection, one hundred and fourteen questions were identified through a thorough review of the literature. Principal component analysis was used to reduce the one hundred and fourteen questions to twelve factors namely: flat organisational structure, management support for intrapreneurship, vision and strategic intent, rewards / reinforcement and sponsorship, innovativeness and creativity, multi-disciplined teamwork and diversity, entrepreneurial leadership, resources and time, strong customer orientation, continuous cross-functional learning, tolerance of risk, mistakes and failure and work discretion and discretionary time. Data was analysed using descriptive statistics, Pearson’s correlation, T-test and ANOVA. Cohen`s (d-value) was used to measure the effect size of differences for t-statistics. The Cronbach’s alpha was used to test the reliability of the scales. The results showed significant positive relationships between the twelve factors and corporate entrepreneurship. Recommendations included an integrated framework that could assist adventure tour operator to establish and sustain corporate entrepreneurship within this sector.

Abstract:
This study investigates the impact of school governing bodies (SGBs) empowerment on school governance in King William’s Town. The study focuses on SGBs challenges and plights, highlights the effects of their lack of empowerment and suggests the review of the election criteria used to elect SGBs who have the potential to be empowered. Furthermore, it explores the elements and methods of empowerment that can be utilised to empower SGBs and examines the difficulties SGBs experience in accounting for finances and formulating and implementing policies. The researcher makes recommendations on the empowerment of SGBs based on the findings of the study. It was necessary to review literature on empowerment and school governance to attain the research goals. Conflicts and the mismanagement of finances indicate a noticeable gap between South African Schools Act policy intention and policy practice. The majority of SGBs, particularly the parent component in rural and semi-urban areas, have low levels of education. As a result, it is difficult to empower members because they have little or no basic knowledge, skills and expertise with regard to school governance. The manner in which SGBs function and carry out their duties, roles and responsibilities indicates that SGBs received inadequate training. SGBs lack awareness of the regulations governing the appointment of educators, hence a number of disputes arise. The increasing number of disputes (both formal and informal) in respect of appointments and promotions results from misinterpretations of or variations in legislation governing appointments in schools as well as the competency or capacity of SGBs. To investigate this problem, interviews were used as the research instrument to gather data from eight participants from selected schools. The main finding is that the majority of the SGBs studied are incapable of being empowered due to low illiteracy levels of some members. Low levels of or no education, a lack of basic knowledge and skills and other factors, such as a lack of educational insight and the inaccessibility of information and resources due to the use of English as the medium in which SGBs are serviced, compound the problem. The quality of the empowerment workshops, which are 'one size fits all', have a marked effect on their efficiency.

The move towards greater democracy and participation in our education system is legislated quite succinctly in our South African Schools Act. The Act furthermore, and more importantly for this case study, posits that decision-making should be democratic in nature and our schools should eventually become governed in a collaborative and co-operative manner. Other policy texts such as the Labour Relations Act and the South African Constitution canonise the demand for a democratic South African society. This study investigates how democratic decision-making practices are taking place in an East London Secondary School namely Ebenezer Majombozi High. Even though distinct links exist between management and governance arms of schools, this study concentrates predominantly on decision-making within the school governing body and touches briefly on management thinking trends as a theoretical background to the kind of management at the school. What makes the school interesting as a case study is its rich history and its location in a deprived and impoverished township environment. The school was also part of the ex-Department of Education and Training, the black educational department of the past apartheid state. The kind of research undertaken was in the form of unstructured personal :interviews with influential stakeholders at the school. Some of these stakeholders fonn part of the school governing body and the questions asked probed forms of governance at the school and how decision-making impacted on the overall school governance. The research fmdings acknowledges that decision-making does occur democratically at the school but that the practical implementation of positive consensual decisions are rarely realized. The school governing body only meets to deal with crises underpinned by a lack of learning and teaching and has not even debated the policies within the South African Schools Act. The study also argues that only by building capacity within the school and empowering the stakeholders, can constructive participation by all become a reality.

Abstract:
This case-study establishes the influences of power-knowledge relationships on capacity-building for sustainability in the European Union Funded ‘Wild Coast Spatial Development Initiative Pilot Programme’ (EU Programme). It aims to capture the lessons learned for capacitybuilding to support nature-based tourism initiatives on the Wild Coast. The EU Programme aimed to achieve economic and social development of previously disadvantaged communities through nature-based tourism enterprises, and to develop capacity of local authorities and communities to support environmental management. The study discusses common trends in thematic categories emerging from the research data, and contextualises research findings in a broader development landscape. This study indicates that power-knowledge relations were reflected in the EU Programme’s development ideology by an exclusionary development approach, which lacked a participatory ethos. This exclusionary approach did not support an enabling environment for capacity-building. This development approach, guiding the programme conceptualization, design and implementation processes, resulted in a programme with unrealistic objectives, time-frames and resource allocations; a programme resisted by provincial and local government. The study provides a causal link between participation, programme relevance, programme ownership, commitment of stakeholders, effective management and capacity-building for sustainable programme implementation. The study argues that the underlying motivation for the exclusionary EU development ideology in the programme is driven by a risk management strategy. This approach allows the EU to hold power in the development process, whereas, an inclusionary participative development methodology would require a more in-depth negotiation with stakeholders, thereby requiring the EU to relinquish existing levels of power and control. This may increase the risk of an unexpected programme design outcome and associated exposure to financial risk. It may also have a significant financial effect on donor countries' consultancies and consultants currently driving the development industry. This study recommends an interactive-participative methodology for programme design and implementation, if an enabling environment for capacity-building is to be created. In addition, all programme stakeholders must share contractual accountability for programme outcomes. This requires a paradigm shift in the EU development ideology to an inclusionary methodology. However, this research suggests that the current EU development approach will not voluntarily change. I, therefore, argue that South Africa needs to develop a legislative framework that will guide donor-funded development programme methodology, to support an enabling environment for capacity-building.

A distinctive destination image is required in order to compete with other destinations for tourists and investors alike. This main objective of this study is to develop a model for destination image formation for Nelson Mandela Bay as a secondary economy to boost its global competitiveness. Several researchers have studied destination image and based on the fact that tourists and investors usually have a limited knowledge of destinations they have not previously visited, destination image fulfils an important function insofar as destinations with strong, positive, discriminatory and recognisable images. A literature study was conducted to identify the key influencers on destination image as well as to identify which forces are likely to influence the destination image of Nelson Mandela Bay. The different factors of destination image were identified from the literature sources and these factors provided a basis for an empirical study that was conducted amongst external stakeholders. The primary research objective was to create a model of destination image for Nelson Mandela Bay and to explain the cause and effect relationship between the dependent and independent variables. Added to the primary research objective, eight secondary research objectives were identified. The primary research question for this study was to identify what influences the destination image of Nelson Mandela Bay. Added to the primary research question, the researcher also identified eight research questions as part of the study. The empirical analysis was used to test the hypotheses and ultimately develop a model for destination image formation for Nelson Mandela Bay. This study was exploratory in nature and thus used a limited sample to gain insights for further research. Data were obtained through questionnaires that were distributed electronically to 120 respondents. This study concluded with the development of a destination image model for Nelson Mandela Bay that can be expanded upon with further research. The results indicate that general infrastructure and social environment; leisure and recreation; and culture influence the Affective component of Nelson Mandela Bay. Information sources and Political stability and risk influence the Cognitive component of Nelson Mandela Bay. Together the Affective and Cognitive component makes up the overall image of Nelson Mandela Bay.

The study investigated tourism as a catalyst to local economic development of the Transkei Wild Coast. The Transkei Wild Coast is an area which stretches from the Kei River mouth south of East London, to Durban South Coast, with seven local municipalities located in the area. These local municipalities are Mquma, Mbhashe, King Sabata Dalindyebo, Nyandeni, Port St Johns, Ngquza Hill and Mbizana. Infrastructure and partnership models were identified as key to the development and growth of the tourism industry in the Transkei Wild Coast. It was found that the status of infrastructure and partnerships is lacking and delivers little or no economic benefits and advances in the Transkei Wild Coast. Factors contributing to the poor performance of tourism-led local economic development by the local municipalities in the Transkei Wild Coast include poor roads, poor communication, lack of infrastructure, erratic electricity supply, and poor quality of water supply. Partnerships both at strategic and implementation levels lack commitment, role clarification and acceptable beneficiation metrics to all involved stakeholders. Infrastructure and partnerships are explained as basic and key necessities in developing a successful tourism industry in the Transkei Wild Coast. The study argues that local municipalities need support to grow the tourism industry to become a key contributor to the local economic development strategy. The Transkei Wild Coast has a wealth of natural resources, culture and history to offer tourists to this area. Local economic viability of the Transkei Wild Coast will improve, which inevitably will lead to an improved standard of living of the host communities. Growth of the tourism industry will lead to growth and development of related industries/businesses. The findings revealed that the majority of Transkei Wild Coast inhabitants support investment in the tourism industry. Prioritisation of tourism as a catalyst to local economic development in the Transkei Wild Coast will unlock other potential economic sectors in the area. For this to succeed, it is imperative that capital infrastructure is improved and credible and beneficial partnerships are created and maintained. Recommendations are proposed to fulfil the State-led mandate for socioeconomic development and advancement at local municipal level in South Africa generally and the Transkei Wild Coast in particular.

The government established school Governing Bodies through the South African Schools ACTS NO 84 OF 1996. The aim of this Act was to inter alia ensure greater parental involvement in school management. The good relationship between the school and the community at large is important for the growth and development of a child. It was for that reason that the national department of education introduced a three legged body called SGB, which is composed of Parents, Teachers and Learners to govern the schools. In this study the researcher investigated the nature of relationship among the SGB components in rural schools. A case study was conducted at rural senior secondary school in the Libode Mega District‟. The purpose of this study was to investigate the relationship among SGB components that are parents, teachers and learners in research school. This study would help in creating an understanding of the importance of good relationship among SGB components. The one broad research question was: What is the nature of relationships among the SGB components (parents, learners, and teachers) of the research school towards attainment of school goals? This was a case study using interviews, documents such as SGB minutes, notices of SGB meetings as an instrument for research. The sample represented all parents, learners and teachers who were SGB members in the research school. For purposes of validation the questionnaire was piloted to different schools with a similar situation to the research school. The data gathered were analysed qualitatively and findings and recommendations formed the most vital component of the dissertation. Findings were as follows: The SGB of the research school knew about their roles and responsibilities. SGB meetings were Organized and run properly. There were good Relationships among SGB components. Management of school finances was good and transparent. There were standing meetings for reporting to constituency.

Social media has become one of the defining features of the technological advances known as Web 2.0. As social media has increased in popularity, so businesses are expected to participate. Social media platforms enable businesses to widely broadcast a message as well as interact directly with individual customers. Customers are also able to interact directly with one another and share information and reviews about products and services offered. This suits the tourism industry particularly well. Internationally, research has shown that individuals use social media and other online tools to research potential holiday destinations. In addition social media is used during travel to share snapshots and commentary as well as after travel, through reviews and recommendations on platforms such as TripAdvisor. However, few studies have investigated how tourism destinations use social media to attract new clients and retain existing clients. Very little research has been done on tourism and social media in South Africa despite the importance of this industry to Gross Domestic Product (GDP). This study focused on four-star establishments within the photographic wildlife tourism industry in the Eastern Cape of South Africa. An initial survey of social media participation was carried out within the framework set out by Chan and Guillet (2011); this was then followed up with interviews with selected managers. Results showed that, in general, Private Game Reserves (PGRs) had embraced social media as a communication and marketing platform; despite concerns raised about the lack of control over content as well as poor understanding of the influence social media might have on the bottom line. TripAdvisor, Facebook and Twitter were the most commonly used platforms due to management familiarity with the platform and their ease of use. Few lodges utilised blogs or content sites such as YouTube and management cited time commitments associated with this type of platform as a reason for non-participation. However, although most PGRs or lodges had a profile on social media, this did not always mean active participation. Frequently, lodges began updating but gradually stopped after a few months. It was noted however that only one of the lodges interviewed retained an individual whose sole responsibility was social media; generally lodges did not feel that a dedicated person was necessary. This may result in a lack of time available on the part of the individual responsible or simply be a case of not understanding the platform or how to use it effectively. However, none of the PGRs with poor social media participation responded to interview requests and therefore it was not possible to determine the reasons for their poor participation. Among those lodges that actively participated, most succeed in retaining fans and followers through consistent posting of relevant and interesting content as well as customised responses that encouraged fans or followers’ interaction. However, there did not appear to be any evidence of using social media to learn about fans and followers in order to better customise the lodge offerings. This may not be necessary in this type of industry as PGRs sell a specific product and have a limited ability to customise offerings. In addition, there may be other sources of market information which lodges prefer to use. Special offers, competitions and promotions had limited success on social media. Generally, lodges used social media to promote links to a dedicated competition or promotions page. In conclusion, the managers interviewed felt strongly that social media had made a measureable impact on the tourism industry and was a channel that was here to stay. Further research around the best practice and most effective use will enable PGRs to develop and maintain effective strategies for social media participation.

The world has seen unparalleled pressure put on the public sector to improve the speed and quality of service delivery, whilst simultaneously employing measures to cut the costs. South Africa and the Eastern Cape have not been immune to this as there have been complaints and demonstrations from various national and provincial stakeholders demanding more and improved services. The Department of Economic Development, Environmental Affairs and Tourism (DEDEAT) in particular has employed the services of public entities in its quest to realise government’s socio-economic developmental objectives and ease some of the service delivery pressures. These agencies are unfortunately struggling to deliver and the Department is unable to play the oversight role it is legislatively mandated to carry out. The main reason for this seem to be the lack of the capacity to objectively track and measure the performance of these agencies. As they say “you cannot manage what you cannot measure”. This is despite the fact that there is a shareholders’ compact and many other measures in place to enable performance monitoring. Also, the public sector is known to have inherent and unique performance management challenges like broad and vague objectives which lead to too many measurements, a propensity to focus on the “easy to measure” but often irrelevant indicators at the expense of critical outcomes and a short-term orientation that is usually fuelled by political expediency. Against this background, this study sought to make use of a comprehensive and dynamic performance monitoring framework, namely the Balanced Scorecard (BSC), to explore its potential use in assisting government to monitor the performance of public agencies, in particular the Development Finance Institutions (DFI) in South Africa. The proposed framework helps government to focus on the performance drivers of future value, and what decisions and actions are necessary to achieve critical outcomes. The aim of the study therefore is to develop an adjusted BSC framework to monitor the activities of a public sector agency and thus demonstrate how a BSC framework could be used to monitor a public agency by the government department. The study is evaluative in nature and is divided into three sections. Section one is presented as an Evaluation Report. It sets the scene, discusses briefly the key theoretical concepts, outlines the research methods used and presents the findings followed by a discussion and recommendations. Section two delves into the literature in more detail, providing a more extensive review of the literature that informed the investigation, whilst section three provides a more extensive description of the research methodology employed in the study. To achieve the aims of the study, the research drew from the work of various authors in the field including that of Bigliardi, Dormio and Galati, 2011; Bititci, Garengo, Dörfler, and Nudurupati, 2012; Julyan, 2011; Kaplan and Norton, 1992, 1993, 1996, 2001, 2004 and 2006; Niven, 2003 and 2008 and Northcott and Taulapapa, 2012. Also, five BSC perspectives - including the programme specific “equity” perspective - were used to develop an interview schedule. These were used to formulate the key performance objectives and indicators, based on the stakeholder’s responses. These respondents have experience within the programme as administrators, beneficiaries and funders. The research employed purposive sampling with semi-structured in-depth interviews and document analysis as primary and secondary instruments for data collection. In essence, five officials from the agency, one from DEDEAT and two co-operatives participated in the research. The results indicate a general appreciation of and gravitation towards outcome based measures, even though the government culture of focusing on outputs is still prevalent. The results of the study indicated that, generally, a government - public agency BSC based performance monitoring framework would have the following features:  Customer objectives and programme mission as the main goal and this will provides clarity at all levels on who the customers are and what are their primary requirements.  Clear, visible and stringent financial controls as the agency is administering public resources.  Few carefully selected processes and systems that have a direct and positive impact on the customer objectives. Deliberate and consistent efforts to promote the participation of designated groups in the economy of the country.  Comprehensive indicators on capacity building as “mission based-organisations rely heavily on skills, dedication and alignment of staff”. Overall, the study concludes that the make-up of the BSC is beneficial to the public sector and in monitoring the public sector agencies for the following reasons:  It helps the agency to focus on customers and their needs.  It forces the agency to engage and communicate strategic intention with both internal and external stakeholders and thus synchronize competing stakeholder needs.  It forces the agency to limit the number of indicators and therefore select the few value adding measures that are aligned to customer outcomes.  Through its cause and effect relationship, the agency is compelled to align all the resources, activities and processes to the main goal of the entity. All these help to minimize the principal agent problem, as the use of the BSC can bring clarity on strategy and expectations, provided it is supported with regular communication.

Tourism is widely perceived as an easy access, low-impact means to achieving economic growth and development. In South Africa, community-based tourism has been promoted as a way of delivering resources and services to historically marginalised areas, and as a means by which rural communities can begin to exercise more control over the decisions and resources that directly affect the quality of their lives. A history of deliberate underdevelopment during apartheid, has left the Wild Coast region with high unemployment, widespread socio-economic poverty, limited infrastructure; and a pristine coastline of 'untapped' tourism potential. Given its incompatibility to other forms of development, tourism has been identified by government as a key sector for driving economic development and poverty alleviation along the Wild Coast. This study reviews four tourism enterprises in operation along the Pondoland Wild Coast in terms of their 'pro-poor' credentials (net benefits to local communities), socio-economic impact, participation and ownership by local communities, institutional establishment, and environmental sustainability. The selected operations exemplify different models of community and private sector involvement in tourism development on communal land. A wide range of investigative methodologies from primary and secondary data analysis, interviews, structured questionnaires, surveys, and quantitative assessment criteria, were employed in this study. The key findings and recommendations from the case studies are then considered in light of the developmental opportunities and constraints pertaining to the region. This study revealed that the Pondoland Wild Coast is faced with numerous socio-economic and environmental challenges. The principal limitations to sustainable tourism development include lack of basic infrastructure and services, prevailing tenure insecurity, unclear legislation and overlapping jurisdictional mandates, direct environmental threats such as a proposed toll road and mining, haphazard/illegal developments, and a poorly defined spatial planning framework. Whilst all four tourism enterprises appeared to be underpinned by sustainable development principles, they differed widely in the nature and size of benefits they provided, and their degree of institutional, economic and environmental sustainability. The findings and conclusions drawn from this study are intended to contribute towards the theory, practice and sustainability of 'pro-poor,' 'community-based', and 'responsible' tourism development, and assist future tourism development planning in the region.

Most rural communities, such as Nsikeni area under the Mabandla Tribal Authority (MTA) in the Eastern Cape (former Transkei), are located in apartheid-created 'homelands'. These rural areas have large human populations that depend on natural resources, but, they do not derive full benefits from natural resource use. This research study examines the socio-economic status and the Nsikeni community people's perceptions on developing the potential for fly fishing under the concept of community-based resource management (CBRM) strategies. The research attempts to assess the Nsikeni community's resource assets in the form of rivers and related infrastructure together with their human resource and to obtain knowledge and perceptions of available potential in relation to fly fishing. Attention is drawn to socio-economic needs which could challenge the sustainability of a community-based project, land use activities and associated impacts for the Ngwagwane River catchment area, and lastly, based on the Nsikeni community's opinion, a proposed model for a community-based strategy.

Climate change literature is growing rapidly, with increasing literature being produced on the relationship between climate change and tourism. Globally, tourism is very dependent on the climate and the impacts of climate change may alter tourism flow and demand. Developing countries are likely to be the most affected by climate change and its effects on tourism which is worrying as this sector is a huge contributor to their economy. South African tourism relies heavily on its environment to attract tourists and give a satisfactory travel experience; climate change is a threat to the environment and thus a major concern for South Africa. This thesis investigates the perceptions of climate change threats within the tourism sector by exploring how perceptions may influence behaviour and how the tourism sector will respond to a changing climate. Research was carried out in two coastal towns, St Francis Bay and Cape St Francis in the Eastern Cape Province. These towns are dependent on their tourism sectors to drive their economies. These towns are dependent on their local tourism sector to drive their economy. The results indicate that while both the tourists and tourist accommodation establishments are aware of the threat of climate change and are concerned about its impacts, there is very little adaptation being implemented. While the level of concern varies among the accommodation establishments, there appears to be no perceived significant relationship between the threat of sea level rise and their distance from the coastline. Tourism Climate Index calculations for the two towns suggest that the climate is worsening in terms of tourist comfort, and project that the towns will become less attractive for tourism based on their climate. A Digital Elevation Model developed for the towns however shows that the projected sea level rise for 2050 and 2100 will result in parts of the beaches and a protective artificial spit being washed away. The lack of climate change planning to deal with these impacts is directly linked to their perception. The tourist accommodation establishments do not believe they need to take major action and rather feel the government should respond to climate change. Overall, the results indicate that there is a need for further research into bottom-up approaches to climate change, to better plan and implement successful climate change mitigation and adaptation which can be done through educating individuals and businesses within the tourism sector.

Despite the fact that the Wild Coast area is well endowed with natural resources, the area is severely underdeveloped and experiencing high levels of unemployment. It is against this background that the South African government has chosen tourism as an appropriate development instrument for Port St. Johns. The empirical evidence shows that coastal tourism development has produced benefits such as employment and income generation in countries like Kenya, which share the same development trends with the Eastern Cape. Thus, the Wild Coast Spatial Development Initiative (WCSDI) has been proposed as a vehicle to promote tourism development. The WCSDI aims at unlocking the inherent and under-utilised economic potential of certain specific spatial locations, like Port St. Johns. In this study a critical analysis of the tourism-related projects proposed for Port St. Johns is undertaken, making use of cost-benefit analysis techniques and drawing on projections made in the course of the WCSDI planning process. The study shows that these projects can lead to economic growth through attracting investment and creating employment opportunities. However, this study does not show the exact number of jobs created by this development, as most of these projects are still in the planning stage. Lessons should be drawn from the Kenyan Coastal Development Corridor case study, in order to ensure that the WCSDI is a success.

This study on the relations between tourism policies and the tourism development conditions in the Eastern Cape of South Africa is a contribution to the on-going research projects on the transformation that has taken place in the post-1994 development process of South Africa. One theme associated with these studies relates to the important roles that have been played by public bodies in influencing the nature of the transformation in the development of South Africa. The study is based on the expectation that the current policies can open up more investments and other opportunities in the tourism sector to the benefit of the provincial economy. To find out the concrete nature of the changes associated with the current tourism development policies, data collection was organized from six groups of stakeholders in the tourism sector of the 39 local municipalities of the Eastern Cape Province. The use of factor analysis led to the identification of five hierarchies or clusters indicating the levels of inequalities in the tourism development of the province. To obtain an understanding of the processes behind the observed inequalities, the stakeholders were given the opportunity to disclose their concrete activities as they related to the policies. The findings indicate that generally, much has changed since 1994, as a result of the levelling of the playing field in the tourism sector for both the producers and consumers in the industry. It is recommended, however, that measured in terms of the maximum benefits that could be derived from the provincial tourism sector, the government officials associated with the tourism sector in particular need to provide more effective leadership in the implementation of the current tourism development policies. The thrust of the study is that the tourism policies in the Eastern vii Cape can only generate the maximum positive benefits if, inter alia, all the stakeholders in the tourism industry are empowered to produce at their maximum.

Contemporary globalisation in developing countries is circumscribed by neo-liberal development approaches, while community-based development seeks to create alternative development strategies. This thesis brings together research in tourism with theoretical perspectives from Gramscian social analysis in order to explore contemporary conflict between these two strategies in the tourism sector. The purpose is to investigate the influence the hegemonic global milieu has exerted on an alternative community-based tourism (CBT) strategy that was initially formally/institutionally supported. Concepts of hegemony, globalisation and divergence/convergence, together with development theories, are explored and applied to the international tourism sector and CBT in particular. A theoretical structure is proposed in which the relationships between hegemony, globalisation, and processes of divergence/convergence are explicated in relation to the tourism sector, and CBT in particular. Global-local linkages, conceptualised in terms of the theoretical framework, are explored in a particular geographical context, namely the Pondoland coast of South Africa. South Africa has recently rejoined the global socio-economic milieu after the isolation of the apartheid period and a European Union-supported tourism project in the Pondoland region is studied in detail. The case study serves to empirically substantiate the proposed theoretical framework. The investigation contributes to ‘initiate’ a global – local oriented paradigm in tourism study that focuses on the relationship between globalisation processes and a CBT development approach by exploiting and conjoining the correlation of the concepts of the proposed theoretical framework. Globalisation processes are set against a specific and local form of tourism, i.e. community-based tourism. The proposition is a ‘new’ double level of interlinkage. General and global policies are interlinked and cross each other with specific and local policies to evaluate a CBT project outcome. The study intends to go beyond existing literature of CBT management and project development. This is achieved by providing an investigation on the ‘unseen’ working mechanisms and influence of globalisation processes in relation to a specific CBT local project supported by a global actor in international cooperation, thus verifying interpretations and commitment on CBT development approaches. The case study findings elucidate and highlight the final effects of the theoretical proposition at a practical level by clarifying and showing the level of influence on, and re-adjustment of, the case study end result in comparison with its initial plan. A shift in the case study project development is individuated and commented on in relation to the proposed theoretical framework. The investigation results allow validating the proposed conceptual basis of the study. Based on the findings, this thesis a proposal is made to construct the interrelationship between development and CBT understanding. A typology and specific nomenclature of CBT approaches is advanced together with their correlation to development concepts. The conclusion also gives further general and specific recommendations by providing possible strategies to permit proper development and better exploitation of CBT possibilities.

After many years of being overlooked as a game ranching area and tourist destination in favour of more established areas, the Eastern Cape, in terms of game ranching and tourism has ‘come of age’. It has become a huge industry in the Eastern Cape. Income was initially generated from commercial hunting, followed by non-consumptive eco tourism. As the industry expanded, the true value of game was discovered coupled with games inherent ability to survive with limited human interference has made it an attractive business. These factors and others have encouraged more and more farmers to convert from other forms of farming to game ranching. With this came the desire to restore their properties back to or as close as possible to its original state. Resulting in ‘emergence’ in the form of ‘resistance to power lines’, because they were seen as hideous and an unnecessary visual intrusion which impacted negatively on tourism and property values etc. The purpose of this dissertation was to surface the underlying causes for the resistance to power lines. A systems thinking approach was used, which emphasised multiple causes, and by means of systems diagrams gained an understanding of the various issues and arguments that relate to the placing and managing of power lines in rural areas. Key focus areas were motivational theories, mental constructs and factors that contribute to people’s perspectives and worldviews that ultimately influence their behaviour.

This research study investigates the current staffing processes at the former South African Model C schools in the Eastern Cape Department of Education and aims to identify critical issues regarding staffing processes employed by SGBs of former South African Model C schools. It suggests guidelines in support of a more transformative staffing process to address the gap between the staffing needs of SGBs and departmental policy for transformative staffing, and recommends strategies that can be applied by SGBs to address challenges concerning transformative staffing. An in-depth investigation of the literature revealed that much of governance depends on partnerships among different institutions and the great need to teach SGBs and other stakeholders how to collaborate—not just how to monitor or adhere to contracts. The literature revealed that school governance, although complex, is an important part of the education systems around the world (especially in South Africa). A qualitative research design and methodology were employed to investigate the phenomenon of staff transformation at former Model C schools in the Eastern Cape Department of Education by means of interviews with participants. A complete and strict process for ethical clearance was followed to validate the study. The empirical investigation revealed that there are no clear transformational guidelines from the Department of Education (DoE), which creates the notion that former Model C schools are not compelled to transform their staff to be representative of the demographics of their learners. In addition, the data revealed that some SGBs are particularly resistant to staff transformation at their schools because (as some have put it) their schools are for white people in the same way as township schools are for black and coloured people. They do not see the need for the transformation of staff at their schools, because even black parents choose to send their children to former Model C schools for the quality of education offered by these schools. The study further revealed that most of the principals are concerned about the lack of role models for the overwhelming number of learners of colour at their schools; they acknowledge the need for urgent staff transformation at their schools. Based on the findings of the study, a transformative framework for staffing former Model C schools was developed. This framework requires the collaborative cooperation of all the stakeholders to transform the staff of the former Model C schools in the Eastern Cape Department of Education successfully and efficiently.

The primary objective of this study was to explore the effect of financial management training on task performance of selected School Governing Bodies (SGBs) in the JS Skenjana Circuit, Dutywa District in the Eastern Cape Province. The study looked at the extent to which financial management training assisted the SGBs in performing their roles and responsibilities effectively. A qualitative research was employed to gain a deeper understanding of the experiences of the members of the SGBs regarding the effects of financial management training on their task performance. Data were collected through in-depth interviews, focus group discussions and secondary documents. Respondents were members of the finance committee of the SGBs. The findings of the study show that training offered by the Department of Education (DoE) was inadequate and did not equip the SGBs adequately to manage school funds efficiently and effectively. Members of the SGB did not clearly understand their roles and responsibilities, including the legal framework regulating the management of school finances. This study recommends that the content of training offered to the SGBs should be reviewed to ensure its alignment with the context, roles and responsibilities of this important body. The DoE should use qualified trainers/facilitators and should also provide constant monitoring and support to SGBs. Further, the DoE should provide schools with mentors to support them on the management of finances. The DoE should develop a procurement management system that is evaluated at the level of a circuit and further ensure that all schools have functional procurement committees. Twinning of schools should also be considered to promote partnership and collaboration among schools. This should be done to increase financial prudence and overall school performance. The DoE should develop a financial assessment plan and remedial programmes, to assist schools that are not performing well in the management of finances.

Protected areas in South Africa are often surrounded by impoverished communities. Biodiversity must be conserved while improving community wellbeing. An increased understanding of key influences on pro-conservation attitudes and behaviour is essential for the future of successful conservation and the creation of realistic solutions for poor communities. Knowledge gaps exist regarding intangible benefits and losses, as well as the relationship between benefits, losses and pro-conservation attitudes and behaviour. Furthermore, there are less qualitative studies in this field than quantitative, nor are there many that include the perspective of park staff. This research followed a novel comparative multiple-method qualitative approach, using contrasting case studies and borrowing from grounded theory. Three nature reserves were selected, each involving two constituencies – (i) the local community and (ii) protected area staff. Individual interviews, focus group interviews, mapping, and adapted nominal grouping technique were used to collect data. The data were first analysed question-by-question for each case study, followed by cross-case analysis which resulted in meta-themes for each research objective. In each case study, benefits and losses were ranked to indicate their level of importance. Key tangible benefits were employment, access to natural resources and support for schools. Intangible benefits drew less focus, but comprise key influences, such as visiting the park, environmental education, information dissemination, and involvement. These benefits emerged again as aspects that would drew less focus, but comprise key influences, such as visiting the park, environmental education, information dissemination, and involvement. These benefits emerged again as aspects that would improve future positivity if more of each could be provided. Key losses were lack of/limited access to the reserve as visitors, insufficient employment, fear of wild animals and lack of involvement/interaction. Findings indicate that communities have a range of responsibilities towards the reserve (some of which are self-imposed), and a strong sense of custodianship. Exclusion from responsibility led to negative attitudes. Good relationships resulted in fewer poaching incidents, although locals are hesitant to report subsistence poaching. Areas of non-alignment between the perceptions of both constituencies highlight areas for rectification, such as parks acknowledging the losses perceived by communities; knowing which benefits are most important to communities; and highlighting benefits not mentioned by communities. The meta-themes were used to construct a data-derived ‘Theory of Influences on Pro-conservation Attitudes and Behaviour’, which indicates how relationship is shaped by benefits, losses, detractors and facilitators; and includes solutions to increase positive attitudes. To drive practical application of the theory, recommendations for park managers and local communities are provided. Finally, this study was integrated with existing literature to develop the ‘People-Parks Win-Win Framework’ – a comprehensive representation of the influences on people-park relationships – which has not been done before. The study makes methodological, theoretical and practical contributions. Its findings can facilitate people-park win-wins, aiding both biodiversity conservation and community wellbeing.
