Abstract:
The government has carried out infrastructure development in various regions of Indonesia to encourage regional growth and address development inequalities. In Presidential Decree No. 48 In 2014, the Province of South Sulawesi (Sulsel), which is in the Eastern Region of Indonesia (KTI), received an infrastructure investment value of IDR 39.47 trillion consisting of 33 projects. This paper analyzes the impact of infrastructure investment in South Sulawesi using the IRIO 2015 table to see how much impact it has on output, added value, and income for South Sulawesi, other provinces in Sulawesi Island, the KTI region, and the West Region of Indonesia (KBI). From the results, it can be seen that the total impact of infrastructure development is mostly received by South Sulawesi itself, but the rest of the impact flows are more received by provinces in the KBI region than KTI. To increase the flow of impact to KTI areas, local governments must strengthen economic cooperation between regions in KTI areas so that the economic sector in other regions can be lifted

AbstractThis study aims at analyzing the dynamics of food security and the factors that influence food security in Eastern Indonesia. The methodology used is panel data tobit model of 190 districts/municipalities in the Eastern Indonesia from 2008 to 2010. Based on the classication of the food security degree, the majority of households in Eastern Indonesia are categorized as the vulnerable. Food security is affected by percentage of poor people, GRDP per capita, female illiteracy rate and average years of schooling. Based on the elasticity, education has the highest contribution in improving food security in the Eastern Indonesia.Keywords: Food Security, Eastern Indonesia, Panel Data Tobit Model AbstrakStudi ini bertujuan untuk menganalisis dinamika ketahanan pangan, serta faktor-faktor yang memengaruhi ketahanan pangan di Kawasan Timur Indonesia (KTI). Ketahanan pangan dibagi tiga pilar, yaitu ketersediaan, aksesibilitas, dan pemanfaatan pangan. Metode yang digunakan adalah model tobit dengan data panel dari 190 kabupaten/kota di KTI Tahun 2008-2010. Berdasarkan klasikasi derajat ketahanan pangan, sebagian besar rumah tangga di KTI termasuk kategori rentan terhadap kerawanan pangan. Ketahanan pangan dipengaruhi oleh persentase penduduk miskin, PDRB per kapita, angka buta huruf perempuan, dan rata-rata lama sekolah. Abstract:
Indonesia’s rapid urbanization has become one of the indicators of development that also continues to increase. It is undeniable, improving stage of development is often have an impact on environmental degradation such as excessive fossil energy consumption and CO2 emissions. However, not all regions in Indonesia are at the same stage of development. There are high economic and socio-demographic inequalities and differences between western Indonesia (KBI) and eastern Indonesia (KTI). This study aims to provide empirical evidence and analyze impact of urbanization on energy consumption and CO2 emissions in the country that has different stage of developments across the region. Taking regional heterogeneity in Indonesia, panel data estimation method was applied at the provincial level during the 2011-2015 period. The results of the study show that urbanization in KBI and KTI has different effects on per capita fossil energy consumption. Urbanization in KBI has a positive relationship to per capita energy consumption, whereas urbanization in the KTI has a negative correlation. Urbanization in KBI has a negative correlation with CO2 emissions. However, there was no difference effect of urbanization on CO2 emissions in both of region because the estimation results in KTI showed values that were not statistically significant. These findings not only help advance the existing literature, but also add insight to policy makers in the urban and regional planning.

Abstract:
Government policy to prioritize infrastructure development is not only to increase competitiveness, but also to reduce disparities between regions in Indonesia. The success of infrastructure development requires the role of the central government, regional government, and the private sector. The role of the regional government is realized in the form of capital expenditure allocations in the regional budget. The 2014-2019 RPJMN has set a capital expenditure allocation target in the APBD of 30 percen of total regional expenditure. But in its implementation, not all regions have fulfilled this mandate. This study discusses factors that influence the allocation of capital expenditure in the provinces of the western (KBI) and eastern regions of Indonesia (KTI). The data used is accumulated data on Local Budget (APBD) and Regional GDP for the 2010-2017 period in the provinces in the western and eastern regions of Indonesia. The methodology used is data panel regression using fixed effect model. The aim of the study is to formulate a policy of allocating budget transfers to regions that is more effective in narrowing the gap between the western and eastern regions of Indonesia. The results of Fixed Effect Model show that all variables have a positive effect on government capital expenditure allocation at KBI and KTI. General Allocation Fund (DAU) and Gross fixed capital formation (PMTB) have a positive relationship but do not significantly affect capital expenditure allocation in the KTI and KBI regions.

Abstract:
Improving human resource quality in Eastern Indonesia has become a primary concern in many development programs enacted in Indonesia. The KTI regions needed to catch up and often experienced development problems. Several challenges, such as the significant disparity in education and health facilities compared to the western part of Indonesia, have hindered the development process of KTI. This research aims to find the determinants of human development in KTI. We analyze the regional fiscal dependency ratio, employment level, allocation of DAU (general allocation fund) by the central government, and poverty gap level as determinants of the Human Development Index in KTI. Using the Fixed Effect panel data analysis, we found that the general allocation fund, employment, and fiscal dependency ratio are positively associated with HDI in KTI regions. In contrast, the poverty gap is negatively associated with HDI in KTI regions. Our empirical finding implies that central government transfers play an essential role in the human development process, while the poverty problem is one of the main obstacles to improving the human resources quality in KTI regions.JEL Classification: H80, L38, O15How to Cite:Khairina, N., & Wijaya, A. Abstract:
Inequality of income distribution and its determinants still leaves mixed debate and empirical findings. The source of inequality in population income distribution is in Eastern Indonesia (KTI) in line with the economic development performance that is still low compared to Western Indonesia (KBI). This study aims to examine the socio-economic factors that influence the income distribution gap in KTI, with a focus on economic growth, employment opportunities, farmer exchange rates, regional minimum wages, and education. Quantitative analysis tools used are panel data regression models with fixed effect model estimation techniques. The data used is panel data of 12 provinces in Eastern Indonesia, for the period 2010-2017. The results showed that both partially and simultaneously economic growth, employment opportunities, farmer exchange rates, and education levels contributed significantly to reducing the income distribution gap. The recommendation for regional governments is to accelerate economic growth accompanied by the expansion of employment opportunities and education development equally, and also the optimization of agricultural sector development.

Abstract:
Urbanization is a phenomenon in developing countries that needs to be studied in depth because it has various impacts, including an increase in energy consumption. Energy consumption needs to be controlled to balance energy supply and demand in each province. In this study, energy intensity will be used to measure energy consumption, and regional elements are used to capture the diversity of characteristics in each province. The purpose of this study is to 1) Is there a spatial correlation in energy intensity in Indonesia; and 2) What is the spatial (direct, indirect, and total) impact of urbanization on energy intensity in the Indonesian region, Eastern Indonesia Region (KTI), and Western Indonesia Region (KBI). The research method used is a spatial analysis using Moran Test, Spatial Durbin Model, and advanced decomposition analysis on the spatial spillover effect. The result is a spatial correlation to the energy intensity that occurs in each province. Urbanization shows a significant negative impact on energy intensity on the direct effect on KTI and KBI and also on the indirect effect and the total effect in the territory of Indonesia and KBI.

Abstract:
This paper examines how government expenditure affects the education and health sectors, economic growth, and labor force on HDI in 13 provinces in the Eastern Region of Indonesia (KTI) for 2015-2022. Using panel data regression, this paper studies whether the human development index correlates to government expenditure on the education and health sectors, economic growth, and the labor force in the province of KTI. The study's findings revealed that all exogenous variables in this paper were important factors that influenced human development in KTI during the 8-year observation period. This shows that the government has succeeded in improving the welfare of its people, which is reflected in the value of HDI in each KTI province which has increased in recent years. However, the government still has to continue striving for human development to improve its people's quality of life and standard of living.

This study aims to determine the occurrence of convergence in inclusive economic growth at both the national and regional levels, as well as the factors that drive the increase in inclusive economic growth to reduce regional disparities. The analysis used is sigma convergence, absolute beta convergence, and conditional beta convergence. The data used is a panel consisting of 21 provinces in the Western Region of Indonesia (KBI), including Sumatra, Java and Kalimantan, 13 provinces in the Eastern Region of Indonesia (KTI), namely Sulawesi, Nusa Tenggara and Bali, Maluku and Papua, as well as national level consisting of 34 provinces in Indonesia from 2017 to 2021. This study shows that at the national level, KBI and KTI, there has been both sigma convergence and absolute beta convergence. Conditional beta convergence only occurs at the national level and KBI. Meanwhile, in KTI, there is no process of conditional beta convergence or what can be called divergence occurring. Variables that significantly affect the convergence process at the national level include government expenditure in the economic, health, and social protection sectors, domestic investment, and the open unemployment rate. At the KBI, significant factors include government expenditure in social protection sectors domestic investment and the unemployment rate. At the KTI, significant factors include government expenditures on the economic, health, and social protection sectors, foreign investment, and the unemployment rate.

The development gap between The Western Indonesia (TWI) and The Eastern Indonesia (TEI) is still quite visible, this gap can be seen from infrastructure development consisting of the Special Allocation Fund (DAK), Long Road Infrastructure (IPJ) and Construction Workforce (TKK). This study aims to determine the effect of infrastructure development on economic growth. The data used is secondary data using panel data regression analysis. This study uses a combination of data between time series data, namely 2015-2019 and cross section data consisting of 34 provinces in Indonesia. The dependent variable used is economic growth, while the independent variables in this study are the Special Allocation Fund (DAK), Long Road Infrastructure (IPJ), Construction Workers (TKK) and the dummy variable, namely the difference between KBI and KTI. The results of the study indicate that DAK has a positive but not significant effect on economic growth. Meanwhile, IPJ and TKK have a positive and significant impact on economic growth. There is also a difference between KBI and KTI that the economic growth is greater in KBI.
 Kesenjangan pembangunan Kawasan Barat Indonesia (KBI) dan Kawasan Timur Indonesia (KTI) masih cukup terlihat. Kesenjangan tersebut dapat dilihat dari pembangunan infrastruktur yang terdiri dari Dana Alokasi Khusus (DAK), Infrastruktur Panjang Jalan (IPJ) dan Tenaga Kerja Konstruksi (TKK). Data yang digunakan yaitu data sekunder dengan menggunakan analisis regresi data panel. Penelitian ini menggunakan gabungan data antara data time series tahun 2015-2019 dan data cross section dari 34 provinsi di Indonesia. Variabel dependen yang digunakan adalah pertumbuhan ekonomi, sedangkan variabel independen dalam penelitian ini adalah Dana Alokasi Khusus (DAK), Infrastruktur Panjang Jalan (IPJ), Tenaga Kerja Konstruksi (TKK) dan variabel dummy yaitu perbedaan KBI dan KTI. Hasil dari penelitian menunjukkan bahwa DAK memiliki pengaruh positif tetapi tidak signifikan terhadap pertumbuhan ekonomi. Sementara IPJ dan TKK memiliki pengaruh positif dan signifikan terhadap pertumbuhan ekonomi. Terdapat juga perbedaan antara KBI dan KTI lebih besar pertumbuhan ekonominya di KBI.

Abstract:
Indonesia ranks second in the world for nickel resources. The location of laterite resources in Indonesia is in the Eastern Region of Indonesia (KTI), especially in Sulawesi and small islands in the North Maluku and Southeast Sulawesi islands so that many mining companies are engaged in the nickel mining industry. Nickel mining activities require large capital and investment and have high risks. This study aims to analyze the economics of one pit in a nickel mining company in Sulawesi in terms of investment feasibility plan using the discounted cash flow method. The resulting investment criteria are net present value (NPV) of $114,448,962.84, internal rate of return (IRR) of 153%, and payback period (PBP) of 1 year and 3 months which indicates that mining activities are feasible.
