Abstract:
This work analyses the relationship between the European Union and the Eastern Partnership countries which includes Azerbaijan, Armenia, Georgia, Belarus, Moldova, and Ukraine. We propose to move beyond the center-periphery and external governance models which presume the hierarchical, power-based relations. The specific conditions of the region require us also consider Russia’s role in the region as well as local factors of the Eastern Partnership countries which can challenge EU integration. The theory of linkage and leverage is used to analyze the complex interactions between the EU, Eastern Partnership countries, and Russia. The Eastern Partnership Index demonstrates that Eastern Partnership countries have rather intensive linkages with the EU, especially Ukraine, Moldova, and Georgia. The resource revenues allow Azerbaijan to be less dependent on both Russia and the EU, but its trade relations are closer to the EU. While Belarus and Armenia have more intensive linkages with Russia and Russia’s leverage for these two states is more powerful.

Abstract:
The entry into force of the Association Agreements concluded by the European Union with Georgia, Moldova and Ukraine has become a key moment in the Eastern Partnership evolution resulting in the widened gap between the partnership countries. The article emphasizes that these agreements created the legal basis for enhancing the EU law impact on the associated countries resulting in the Europeanisation of the legislation of the latter. It notes that due to implementation of these agreements the associated countries have already started large-scale internal reforms. The article shows that against the apparent success in the implementation by the EaP associated countries there emerge initiatives to implement a separate advanced format of EU cooperation with the associated countries – the Eastern Partnership Plus. The completion in 2020 of the implementation period of the Eastern Partnership's main working document 20 Priorities for 2020 together with the perspective of holding of the next sixth summit of all partnership countries give a chance to renew the partnership based on the more for more principle and to develop new mechanisms of work that can meet the associated countries’ intentions to deepen the EU integration. The article points out that the announcement by the European Union of broad strategic consultations on the updates of the Eastern Partnership is a positive element that should be used by the associated countries to convince the EU of the need for a new strategy that will complement the Eastern Partnership and make it more focused on the integration objectives of the three countries. It gives arguments that Association Agreements updating efforts may be an efficient way to make such aspirations come true, analyses the grounds and directions for such update. The article underlines that the associated countries need to use the time remaining to deciding on the further evolution of the EaP for the definite implementation of the current operation programme and demonstration of significant progress in the Association Agreements implementation.

Abstract:
In the Eastern Partnership (EaP) countries, the subject of geographical indications is particularly important. Although the approach to the subject of GIs in the EaP countries is uneven and differs from country to country, the attention that each of these states pays at the national level to the field of geographical indications cannot be neglect. In countries such as Georgia and Moldova, the development of the GI system is one of the national strategic objectives. This interest is largely due to those economic benefits offered by the implementation of the geographical indications system, especially in countries where the share of the agri-food sector in GDP is significant. Despite the fact that challenges regarding the implementation of the association agreement in the part concerning geographical indications in the EaP countries are quite similar, there are no complex studies regarding the implementation of the geographical indications systems in the Eastern Partnership Countries. The main purpose of this paper is to fulfill the existing gap and to analyze the current situation in the field of GI highlighting best practices but also the vulnerabilities of the GI system in the EaP countries.

The EU, NATO and the Eastern Partnership countries are facing a range of security challenges and risks. Hybrid threats are a permanent feature of today’s security environment and a part of the current EU, NATO, and the Eastern Partnership countries security landscape. In a period of rapid changes in the security environment and external pressures, it is important to intensify cooperation between the EU, NATO, and the Eastern Partnership countries and to make further progress on common collaborative approaches against hybrid threats. The paper focuses on different areas of the EU-NATO cooperation against hybrid threats and argues that shared resilience against shared threats can lead to a better synchronization of efforts in countering hybrid threats. A case study on the Eastern Partnership countries is introduced in this research and is examined in the paper.

Abstract:
After 12 years of isolation, the relations between Brussels and Minsk have been thawing starting in the last year. One of the components of the policy of re-engagement is the new initiative adopted by the EU called Eastern Partnership (EaP). This thesis sought to answer following question: what were the main reasons for the change in the EU policy towards Belarus after 2008? In order to answer the research question I formulated two hypotheses. The first hypothesis argues that while the EU has acted according to the normative power expectations up until 2008, after that date a more pragmatic approach in the foreign policy has been at work. The second hypothesis explains this change by the increasing influence of Eastern European countries in realm of decision-making processes within the EU, which resulted in a reformed EU foreign policy towards Belarus.These hypotheses are tested in a qualitative case study of the launching of the Eastern Partnership initiative, seen as the most important instrument that defines the new policy of EU. I will focus on the process of decision–making in regards to the adoption of the new initiative towards the Eastern European countries, using the rational actor model and the theory of formal leadership. The results of the paper point out that the main reason for changing the EU foreign policy towards Belarus were connected to pragmatic interests in the economic and energy areas, which weakened the EU normative claims. However, EU values are still counted as political conditionality has recently re-entered the agenda. Thus, the current foreign policy is two-fold: based on rational model of acting and normative power. Moreover, the EaP is the result of the strengthened position of Eastern European countries in terms of the power hierarchy among EU members, with Poland, and the Baltic States playing an increasingly larger role.

У дисертації розв’язано актуальне наукове завдання, що полягає у розробці механізмів реформування державного управління на основі європейських принципів державного управління, досвіду країн СхП та напрямів їх імплементації у теорію і практику вітчизняного державного управління. В межах дослідження вперше визначено дефініцію “механізми реформування державного управління”, запропоновано їх класифікацію відповідно до європейських принципів державного управління, критеріїв та міжнародних індексів ефективності. Розроблено періодизацію становлення та розвитку державного управління України, розкрито еволюцію і тенденції механізмів реформування на кожному з етапів. Виокремлено принципи імплементації європейських стандартів у політику країн СхП; розкрито специфіку реформування державного управління країн геополітичної альтернативи (Республіка Вірменія, Азербайджанська Республіка, Республіка Білорусь) та європейську перспективу країн напівконсолідованої демократії (Грузія, Республіка Молдова, Україна). Окреслено стратегічні напрями реформування державного управління у контексті реалізації положень Угоди про асоціацію та основі засадничих нормативно-правових актів. Здійснено аналіз ефективності реалізації реформи державного управління в Україні та надано прогнозні припущення щодо його забезпечення. Розроблено та запропоновано інноваційні механізми реалізації реформи державного управління в Україні (з урахуванням європейських принципів державного управління та досвіду країн СхП) – “регулярний моніторинг та оцінка реалізації реформ” та “інформаційно-комунікаційний супровід реформ”. Доведено, що їх використання сприятиме комплексному підходу здійснення реформи.
В диссертации решена актуальная научная задача, которая заключается в разработке механизмов реформирования государственного управления на основе европейских принципов государственного управления, опыта стран Восточного партнерства и направлений их имплементации в теорию и практику отечественного государственного управления. В рамках исследования впервые определено дефиницию «механизмы реформирования государственного управления», предложена их классификация в соответствии с европейскими принципами государственного управления, критериев и международных индексов эффективности. Разработана периодизация становления и развития государственного управления Украины, раскрыто эволюцию и тенденции механизмов реформирования на каждом из этапов. Выделены принципы имплементации европейских стандартов в политику стран Восточного партнерства; раскрыта специфика реформирования государственного управления стран геополитической альтернативы (Республика Армения, Азербайджанская Республика, Республика Беларусь) и европейскую перспективу стран полуконсолидированной демократии (Грузия, Республика Молдова, Украина). Определены стратегические направления реформирования государственного управления в контексте реализации положений Соглашения об ассоциации между Украиной и ЕС на основе нормативно-правовых актов. Осуществлен анализ эффективности реализации реформы государственного управления в Украине и разработаны прогнозные показатели её обеспечения. The thesis solved a new scientific task which is to determine the mechanisms of public administration reform taking into account the experience of the Eastern Partnership countries and areas of implementation of these mechanisms in state managerial practice. Within the research defined definitions for the first time “Public Administration Reform”, “Public Administration Reform mechanisms”, classification of these mechanisms was proposed according to the European principles of public administration, criteria and International Performance Indices. Based on international indices and rating assessments and rating assessments the main challenges were outlined, facing the system of governance of Ukraine. According to this approach, periods of formation and development of public administration of Ukraine was developed based on separation criteria and evolution and trends of reforming mechanisms was depicted at each stage. European standards of public administration were considered, based on a set of principles, rules and regulations of formation and implementation of state policy, requirements for functioning of government system. Principles of implementation of European standards in the policy of the Eastern Partnership countries were defined; the specific public administration reform of geopolitical alternative countries was disclosed (The Republic of Armenia – optimization of the system through the functional optimization of management administration, The Republic of Azerbaijan – expansion of electronic services, The Republic of Belarus – strengthening and expanding existing governance system governance) and the European perspective semiconsolidated democracy countries (Georgia – providing services electronically, The Republic of Moldova– modernization and improvement of executive functions o provide quality services to citizens, Ukraine – comprehensive public administration reform). The strategic directions of public administration reform were outlined (according to the European principles of public administration and determined areas of reform) in the context of realization of the Provisions of Association Agreement and on basic regulations. Analyze of the effectiveness of public administration reform in Ukraine was done and provided forecast assumptions for its support in terms of improving the quality and role in the implementation of new functions and tasks of the state and the provision of public services based on the European principles of public administration. The ways and directions for implementation of the specific experience of the Eastern Partnership countries to reform public administration taking into account peculiarities of implementation of the European Principles of public administration were defined. In this regard innovative mechanisms of implementation of public administration reform in Ukraine were developed and offered (taking into account the European principles and the experience of Eastern Partnership countries) – “regular monitoring and evaluation of the implementation of reforms” and “information and communication support of reforms”. Was proved, that their using will promote an integrated approach for conducting reforms. Practical recommendations for the efficiency of public administration reform realization реформи, ensuring of coherence of government authorities during the realization of public administration reform were submitted

Abstract:
This assessment of European Union foreign policy towards the South Caucasus shows that while the EU has developed a coherent transport policy since 1992, paradoxically, it has had no corresponding coherent conflict resolution policy for this region. The fact that the EU deepened transport cooperation without a mediation policy in an area with a multiplicity of protracted conflicts is a puzzle. Although the EU eventually added mediation to its policy during the Russia-Georgia armed conflict in 2008, it was unable to facilitate a political solution. The research examines what has been the nature of EU foreign policy towards the South Caucasus. The dissertation argues that incoherence in conflict resolution policy has been consequent upon two causal factors: (i) preferences of the EU member states conditioned by their historical experience with Russia, and (ii) institutional framework of the Common Foreign and Security Policy (CFSP). By contrast, with functional approach, the three dominant factors that have enabled coherence in transport cooperation are (i) legislative alignment, (ii) common transport area, including technical assistance for transit development, and (iii) restrictive measures. Examination of these two areas of EU foreign policy, shows a discrepancy, demonstrating its inconsistent nature. The theoretical framework of realism and liberal intergovernmentalism, is applied to empirically grounded EU foreign policy analysis. Adopting a case study methodology, this work examines the EU's policy towards Armenia and Azerbaijan, with special focus on Georgia between 1992 and 2014. The research combines social science methods of literature review, document analysis and expert interviews.

Abstract:
This study seeks to examine and assess the effectiveness of the Eastern Partnership Policy (EaP) of the European Union. Beside introduction of positive novelties of the Eastern Partnership, this paper gives a premium attention to scrutinize the possible limitations and shortfalls of EaP. Hence, the study aims to analyze some internal and external factors that complicate the effective functioning of the EaP. The inconsistency of the EU policy structure, the role of Russia and its Eurasian Economic Union (EaEU) in EAP, the ambivalent policy of some Member States (Germany and Italy are examined) toward the EaP, unconsidered discrepancy of eastern partners are analyzed and considered as prime reasons of ineffectiveness. In addition, examined case studies of Ukraine and Azerbaijan reveal that the EU's commitment to their "shared values" are controversial. This paper presents that the EU should find a balance between its economic/energy interests and normative values vis-a-vis Eastern Partners in order to fill the gap between its goals and achievements.

Abstract:
A number of recent studies suggest that EU conditionality is a weak mechanism for democracy promotion to third countries if EU does not offer the reward of membership. EU democratic conditionality has been criticized for many shortcomings even in the context of enlargement, especially for unclear demands, vague benchmarking, moving targets, and politicized decision-making. Present thesis discusses whether the view that conditionality has exhausted its potential for democracy promotion still holds true in one country of Eastern Partnership, Moldova. The EU explicitly offers only carrots short of membership. I find that, among these, visa free regime is the most rewarding. But while visa liberalization coupled with tactics of "half opened, half closed doors" seems potent enough to drive democratic change and consolidation, it is evident that EU did little to address the shortcomings of democratic conditionality of 2004-2007 enlargement. The pattern of ill specified demands and unclear benchmarking perpetuates and is a major source of disappointment.

Abstract:
The EU is engaged in managing territorial conflicts in the five Eastern Partnership countries at various levels and capacity. Based on this very difference the author sets out to find the reason behind the difference in EU’s efforts in managing conflicts in these countries, and what lie behind EU’s choice to act or otherwise. The author also focuses on exploring the EU’s approach in managing the conflicts and attempts to examine why EU’s engagement becomes salient in some cases while not in others.The author’s central aim in the research is to explore, understand, and explain the variation in the efforts of EU and motivations that lie behind its efforts in managing territorial conflicts in the EaP countries. In order to explain the variation the author proposes a framework based on two competing concepts – the normative and the interest based considerations, which helps observe the application of EU instruments in the conflicts. The author finds that pursuance of norms and values lie at the heart of EU’s efforts. Normative considerations such as promotion and protection of norms and values primarily human rights and pursuit of multilateralism better relate with the likelihood of EU engagement in managing the conflicts. Further, the EU’s concern for its internal security, although very limited, also explains the likelihood of EU actions in managing the conflicts. The author observes that the EU prefers implementing instruments that can be termed as non-invasive and refrains from using stricter measures such as sanctions. Furthermore, EU efforts are aimed at managing the conflict situation rather than attempting the resolution of the conflict. The EU follows a reactive need based approach to managing the conflicts and is inconsistent. This the author argues may be an informed decision from EU considering the lack of support among the conflicting parties for its active role in the conflict or a result of the persisting circumstances whereby EU does not have ample political or economic clout over the conflicting parties.Based on the discussions of the analysis the author argues that in some of the cases EU’s efforts are salient because it is creating conditions for eventual settlement by de-isolating the secessionist entities with their parent state and, preventing incidences from escalating to violence by bridging communication between conflicting parties. While reasons such as EU’s limited leverage against some of the conflicting parties, parallelism among EU institutions, ambiguity in EU’s policy towards some conflict cases and, lack of enough expertise of the region have reduced the effectiveness and salience of EU’s efforts. Finally, the author asserts that unless EU is able to offer the secessionist entities something equivalent or better than what these entities stand to gain from their current state, the efforts from EU regardless of the motivations will not have desired result. Hence, the author suggests that the EU needs to continue its policy of engagement with the secessionist entities furthering opportunities for the secessionist entities of economic engagement with EU single market. By further deliberate action to change its’ own and the parent states’ linkages with secessionist authorities, EU will be creating conditions that may have considerable impact in facilitating an eventual settlement. Furthermore, this linkage will generate more leverage hence making it possible for the EU to draw upon harsher measures, if the need arises.
UE zaangażowana jest w zarządzanie konfliktami terytorialnymi na obszarach pięciu krajów Partnerstwa Wschodniego na różnych poziomach i w różnym zakresie. W oparciu o te różnice autor dąży do znalezienia przyczyn występowania nierówności w działaniach UE obejmujących zarządzanie konfliktami w tych krajach oraz powodów, dla których Unia decyduje się na podejmowanie określonych działań lub na zastosowanie innych rozwiązań. Skupia się także na zgłębieniu postawy Unii w zarządzaniu konfliktami oraz próbuje zbadać, dlaczego w niektórych przypadkach zaangażowanie UE odgrywa istotną rolę, a w innych nie.Celem pracy jest zgłębienie, zrozumienie i wyjaśnienie różnic w działaniach podejmowanych przez UE oraz w motywach, którymi się kieruje w podejmowaniu działań w zakresie zarządzania konfliktami terytorialnymi w krajach Partnerstwa Wschodniego. Autor proponuje uczynienie tego w ramach opartych na dwóch konkurujących ujęciach – ujęciu normatywnym oraz rozważaniach bazujących na dbałości o interesy wspólnoty i państw członkowskich, które pomogą w przestrzeganiu stosowania właściwych instrumentów unijnych w zarządzaniu konfliktami.Autor twierdzi, że u podstaw podejmowanych przez Unię działań leży zachowanie zgodności z ustalonymi normami i wyznawanymi wartościami. Względy normatywne, takie jak promowanie oraz ochrona norm i wartości, w tym przede wszystkim praw człowieka, oraz dążenie do multilateralizmu w większym zakresie odnoszą się do prawdopodobieństwa zaangażowania UE w zarządzanie konfliktami. Troska Unii o bezpieczeństwo wewnętrzne, choć bardzo ograniczona, również tłumaczy prawdopodobieństwo prowadzenia przez UE działań w zakresie zarządzania konfliktami. Zdaniem autora Unia preferuje implementację instrumentów, które mogą być określone jako nieinwazyjne, oraz powstrzymuje się od wdrażania bardziej rygorystycznych środków, takich jak sankcje. Jej działania mają raczej na celu zarządzanie sytuacją konfliktową, a nie rozwiązanie samego konfliktu. W zarządzaniu konfliktami Unia stosuje strategię reaktywną i podejmuje kroki doraźne, co jest działaniem niekonsekwentnym. Stosowanie takich rozwiązań może być świadomą decyzją UE, biorąc pod uwagę brak poparcia ze strony uczestników konfliktu dla aktywnej roli Unii w sporze lub skutkiem sytuacji, w której Unia nie ma wystarczającego znaczenia politycznego ani gospodarczego dla stron konfliktu.Zdaniem autora w niektórych przypadkach działania Unii mają istotne znaczenie, ponieważ tworzą warunki dla osiągnięcia możliwego porozumienia poprzez ponowne przyłączenie regionów przejawiających tendencje separatystyczne do ich rodzimego kraju oraz zapobiegają eskalacji napięć i przekształceniu się incydentów w potencjalne konflikty zbrojne poprzez usprawnienie komunikacji pomiędzy stronami sporu. Jednak czynniki takie jak ograniczony wpływ Unii na niektóre ze stron konfliktu, paralelizm działania instytucji unijnych, niejednoznaczna polityka UE w odniesieniu do niektórych konfliktów oraz niewystarczająca wiedza specjalistyczna w zakresie danego obszaru zmniejszyły skuteczność i znaczenie działań podejmowanych przez Unię.Autor stwierdza, że dopóki Unia nie będzie mogła zaoferować jednostkom przejawiającym tendencje separatystyczne rozwiązania równie dobrego – lub lepszego – niż to, co terytoria te chcą same uzyskać od swoich państw, działania podejmowane przez UE nie przyniosą oczekiwanych rezultatów, niezależnie od towarzyszącej im motywacji. Autor sugeruje, że Unia powinna w dalszym ciągu realizować politykę angażowania się w regulowanie konfliktów na obszarach dążących do odrębności i umożliwiać i aktywny udział w jednolitym rynku UE. Poprzez dalsze celowe działania zmierzające do zmiany charakteru relacji między władzami rejonów wykazujących tendencje separatystyczne a ich rodzimymi państwami oraz samą Unią, UE będzie stwarzać warunki, które mogą mieć istotny wpływ na osiągnięcie porozumienia.

Восточная Арктика России представляет собой удалённый и сильно изолированный в территориальном отношении регион страны. В последнее время её значение существенно возросло благодаря уникальному, имеющему стратегическое значение природно-ресурсному потенциалу и новых транзитно-транспортных перспектив её географического положения. Однако эти обстоятельства поспособствовали формированию вокруг Восточной Арктики достаточно широкого круга международных проблем. Их основой являются неразрешённые вопросы российско-американского акваториального разграничения и заинтересованность ряда стран АТР в получении свободного доступа к арктическому минеральному сырью и судоходству по Северному морскому пути. Наиболее конструктивный подход к их решению демонстрирует Китай, реализующий в Восточной Арктике подход стратегического партнёрства с Россией. The Eastern Arctic of Russia is a remote and highly isolated region of the country. Recently, its importance has increased significantly due to the unique, strategically important natural resource potential and new transit and transport prospects of its geographical location. However, these circumstances contributed to the formation of a fairly wide range of international problems around the Eastern Arctic. They are based on the unresolved issues of the Russian-American aquatorial delimitation and the interest of a number of APR countries in gaining free access to Arctic mineral raw materials and shipping along the Northern Sea Route. The most constructive approach to their solution is demonstrated by China, which is implementing an approach of strategic partnership with Russia in the Eastern Arctic.

The second stage (mid-90s of the XX century – the beginning of the XXI century) comprises the distribution of GIS-educational programs in European and Australian schools with the involvement of leading developers of GIS-packages (ESRI, Intergraph, MapInfo Corp., etc.). The third stage (2005–2012) marks the spread of the GIS school education in Eastern Europe, Asia, Africa and Latin America; on the fourth stage (from 2012 to the present) geographic information systems emerge in school curricula in most countries. The characteristics of the GIS-technologies development stages are given considering the GIS didactic possibilities for the study of school geography, as well as highlighting their advantages and disadvantages.
