Abstract:
Taro (Colocasia esculenta (L.) Schott) is an important food crop cultivated for its edible tubers in Ghana. In May 2009, outbreaks of a destructive leaf disease were observed on several taro farms in the Atiwa, East-Akim, Fanteakwa, West-Akim, and New Juaben districts of the Eastern Region of Ghana. Symptoms began on leaves as small, brown, water-soaked lesions that enlarged and coalesced into large lesions with yellow exudate, ultimately leading to the defoliation and death of plants. Symptoms were suggestive of taro leaf blight (TLB) caused by Phytophthora colocasiae Raciborski (3). By August 2010, the disease had spread to other taro-growing regions in Ghana. To identify the pathogen, leaf tissue from lesion margins were excised and plated on carrot agar and V8 selective media for Phytophthora and incubated at 27°C for 5 days (2). Growth from diseased tissue was used for morphological characterization. Sporangia were ovoid, hyaline, papillate, caducous, 30 to 60 × 17 to 28 μm, and pedicels were 3.5 to 10 μm long. Genomic DNA was isolated from pure cultures of two isolates, PCg11-2 from Oseim (6°15′N, 0°27′E) and PCg11-5 from Oyoko (6°8′N, 0°17′W). Ribosomal DNA ITS1, 5.8S and ITS2 were amplified by PCR using the ITS1 and ITS4 primers (4). The resultant 784-bp amplicons were sequenced (GenBank Accession Nos. JN662439 and JN662440). Sequences of both isolates were identical. A BLASTn search of these sequences revealed maximum homology of 99% with the sequence of P. colocasiae strains from blighted taro leaves in Nigeria (GenBank Accession No. HQ602756), Hawaii (GenBank Accession No. GU258997), and several strains in Asia and the South Pacific. On the basis of morphological characteristics and nucleotide homology, the isolates were identified as P. colocasiae. To fulfill Koch's postulates, 30 leaf discs from 3-month-old plants were inoculated with 10 μl of a suspension of 3 × 105 zoospores per ml (2). Leaf discs were incubated in the dark at 27°C on wet foam in plastic trays for 5 days. All inoculated discs developed blight symptoms similar in appearance to those observed on diseased taro in the fields. Control discs remained asymptomatic. P. colocasiae was reisolated from leaf discs and its identity confirmed by morphological characteristics. To our knowledge, this is the first report of TLB and P. colocasiae in Ghana. Occurrence of TLB was recently reported in Nigeria (1). The recent occurrence of TLB in both Nigeria and Ghana threaten the taro-growing regions of West and Central Africa. Thus, the selected strategies are how to develop backward regions base on leading sector, support primary sector development such as agricultural. Goverment policy is important to optimize natural resources management, spread out infrastructure development mainly to support rural area development. The implication of policy directed base on each region characters such as social, culture, spatial, basic sector. Furthermore regional development analysis can be set base on sub-district region.

The purpose of this paper is to study the relationship between job satisfaction and work performance of sub- district municipality administrators in the eastern region. The population used in this research is the head and sub-head of sub-district municipality, which have offices in 7 provinces of the eastern region of Thailand, totally 531 people. The sample size consisted of 400 people. Simple random sampling technique was used to collect data. The instruments used for collecting data were questionnaires. In the data analysis, pear son product moment correlation was used to analyse the relationship between job satisfaction and work performance of sub- district municipality administrators in the eastern region by setting statistical significance at the level of 0.01. The results showed that there is a relationship between job satisfaction and work performance of sub- district municipality administrators in the eastern region.

Abstract:
The analysis of macroeconomic indicators of the results of solid mineral extraction (TPI) in 11 subjects of the Far Eastern Federal district (DFO) was performed. The total value of production of all types of minerals (DPI) in terms of money at DFO is about 2.4 trillion rubles (45% of total gross regional product (GRP) of the region is equal to 5 trillion rubles.). More than 63% of the volume of DPI is achieved at the expense of fuel and energy resources of the Sakhalin region and the Republic of Sakha (Yakutia). In the dynamics of the region, there is a significant increase in GRP, production and value added for the DPI in general, and the production of fuel and energy minerals, but slower growth in the production of solid minerals. Ore (metal) raw materials of the region’s subjects in its total GRP is about 21%, in value terms-500 billion rubles. The region produces 16-18 types of ore mineral raw materials, including 12 types of raw materials as the main components of production, 4-5 types-as associated components. The main one is gold production (in 2019 more than 170 tons), silver (more than 930 tons). In the Far Eastern Federal district, reserves and resources of the main TPI for the long term have been identified. It is possible to significantly support the mining industry of the region in the case of exploration of new deposits with high-quality ores. Ore mineral raw materials of the leading geological and industrial types are currently insufficiently studied. It is necessary to develop intra-regional use and processing of raw materials to final products, create metallurgical industries, this will give new incentives to the development of the region’s resources. The analysis is of practical importance for evaluating and selecting directions in the deposits of subsurface use.

Abstract:
The objective of this paper is to characterise internal forced migrants displaced in North Eastern part of Nigeria as the result of conflicts, and natural disasters. It was estimated that nearly 1.8 million out of the total of more than 2.1 million internally displaced people in Nigeria dwell in this region. Data obtained from the United Nations International Organisation for Migration (IOM, Nigeria), was used to attain the research’s goal using Geo-Information techniques (GIS analysis) and statistical analysis. Results revealed that 55 percent of internally displaced people are female while 45 percent are male; it also revealed that 60 percent of IDPs in Northeast Nigeria are dwelling in host communities, while the remaining 40 percent are found in formal and informal camps. The study also revealed that 99.9 percent of the migrants flee because of conflicts and communal clashes, while 0.1 percent escape due to natural disaster. It further revealed that the majority of IDPs were displaced in the year 2015 due to an increase in the number of conflicts and insurgent activities in the region. Finally, this research found that Borno state has the highest number of IDPs, formal and informal camps, and host community settlements.

Thesis (MPhil)--Stellenbosch University, 2015.<br>ENGLISH ABSTRACT: The research focused on the knowledge of occupational safety by hospital managers towards HIV and other blood borne pathogens transmission in Abakaliki region in eastern Nigeria. These pathogens are easily transmissible by needle sticks and other occupational accidents. It is important to identify factors that pre-expose hospital cleaners to occupational risk exposure that can lead to the transmission of HIV, HBV and HCV. The research was conducted in 10 different hospitals. A total of 90 questionnaires were administered to the hospital cleaners that volunteered to participate in the research and 68 questionnaires were returned representing 75.6% of the total questionnaires. The mean age and standard deviation of the respondents in this study was 38.6 + or – 5.4 years. The researcher conducted a semi-structured interview with all the 10 hospital managers involved with the study and the interviews showed there was a need for an organised training on hospital work and occupational hazards, risk exposures and precautions. The questionnaires showed the knowledge of hospital cleaners on occupational safety and it was observed the majority of the hospital cleaners were not aware of post exposure prophylaxis for HIV. The workers relatively had good practices put in place to prevent HIV, HBV and HCV transmission but majority of them had not received HBV vaccine due to lack of awareness and availability. There was a significant positive correlation between the knowledge of the health workers and HIV transmission and the practice put in place by health workers to prevent HIV transmission (P<0.05). This implies as the knowledge of the health workers about HIV transmission increases, the practice put in place by health workers to prevent HIV transmission and Hepatitis B&C increases. Therefore there is need for continuous training on blood borne pathogens transmission such as HIV transmission in the hospitals and its routes of transmission. The purpose of the study was to investigate the challenges faced by high school managers in dealing with pregnant learners in their schools and also ways of dealing with such challenges in selected Senior Secondary Schools in the Idutywa Education District (IED) in the Eastern Cape Province. The study mainly focused on rural schools. Qualitative research method was used and a Case Study design was used to conduct the study. The sample constituted of 16 high School Management Team (SMT) members from the four chosen high schools. An interview schedule designed by the researcher was used to gather data. The collected data were analysed using codes, segments, categories and themes. The researcher interpreted the data and the findings of the study showed that pregnancy changed the behaviour of female learners as a result, School Management Teams (SMT) found it difficult to deal with pregnant learner behaviours in terms of punishing them or expelling them due to South African Schools Act (1996). The study showed that, the School Management Teams in the four selected high schools felt that there should be parental involvement in schools when dealing with learner behaviours. The study showed that pregnant learners dropout of school before they completed their matriculation and they returned anytime after giving birth and SMT had no choice but to accept them even if they returned in the middle of the year. The study further showed that teachers had to assist pregnant learners by organizing catch up programmes so that they produce good results at the end of the year. According to the findings of the study it was clear that pregnancy really affected school policies in terms of learner discipline, learner absenteeism, school dropout and learner overall results. The researcher recommended that, the Department of Education should formulate a policy on pregnant learners that will not allow pregnant learners to attend school while being pregnant in order to assist School Management Teams in schools. The formulated policy should allow School Management Teams to expel pregnant learners in school.

The purpose of this study was to identify the need for a training programme and to develop the training programme to meet the needs of traditional birth attendants in the management of pregnancy, labour and puerperium. The study was conducted in the Flagstaff district which is one of the districts of the north eastern region (region E) of the Eastern Cape. The target group consisted of all the traditional birth attendants who availed themselves at the residential clinics of Flagstaff district and the number is not known as not all traditional birth attendants who presented themselves are recognized by their communities as traditional birth attendants. The study was a quantitative descriptive design and the data was collected by means of structured interviews using a questionnaire that was designed by the researcher. According to the findings the traditional birth attendants are functioning without being formally trained before. They lack knowledge and skill in the management of pregnancy, labour and puerperium. Some of their practices are reason for concern, for example cephalic versions and not using protective devices. There is a need for the development of the training programme in the Flagstaff district. Within the Yarra River catchment area nestles the valley of Steels Creek, a small shallow basin in the lee of Kinglake plateau and the Great Dividing Range. The escarpment walls of the range drop in a series of ridges to the valley and form the south-eastern boundary of the Kinglake National Park. The gentle undulations that flow out from the valley stretch into the productive and picturesque landscape of Victoria’s famous wine growing district, the Yarra Valley. &#x0D; Late on the afternoon of 7 February 2009, the day that came to be known as Black Saturday, the Kinglake plateau carried a massive conflagration down the fringing ranges into the Steels Creek community. Ten people perished and 67 dwellings were razed in the firestorm. In the wake of the fires, the devastated residents of the valley began the long task of grieving, repairing, rebuilding or moving on while redefining themselves and their community. &#x0D; In Living with Fire, historians Tom Griffiths and Christine Hansen trace both the history of fire in the region and the human history of the Steels Creek valley in a series of essays which examine the relationship between people and place. These essays are interspersed with four interludes compiled from material produced by the community. In the immediate aftermath of the fire many people sought to express their grief, shock, sadness and relief in artwork. Some painted or wrote poetry, while others collected the burnt remains of past treasures from which they made new objects. This chapter presents a comparative, competitive geo-regional cross-country analysis of the North-West Federal District of Russia (NWFD) with implications for socio-economic development and perspectives for international economic relations in the Baltic sea region. Based on the analysis of the key trends of socio-economic development of the region and its perspective evaluation, the main strategies for the regional economic co-operation with EU and perspectives for competitiveness of the NWFD in the international context is analysed. Special attention is directed to the significant infrastructure development of the territory. The conditions for strategic socio-economic projects realization are further elaborated in the light of the official strategy of the socio-economic development for the NWFD for the period to 2020.

Abstract:
Floods in India is a repetitive one due to natural reasons like excessive rain and man-made mistakes like encroachments of water bodies, heavy rain-falls and so on. The chapter is based on a field study of Bahraich, a district of eastern Uttar Pradesh, India. Interestingly, the district shares its boundary to neighboring country Nepal that influences the occurrence of floods in the region. The district is also prosperous in water resources such as the great Ghaghara river and many small and big ponds and lakes are in the district that becomes a cause of sorrow in the rainy seasons. The key concern of the chapter is to understand the challenges of livelihood of the rural communities which is annually threatened by devastative floods.

Temryuk prospecting areas are situated in the Volodarskyi district of Donetsk region, in 3 km northen outside the village Starchenkov, on the right bank of the Temryuk River. Geographic coor-dinates to the center of the Temryuk prospecting areas: 37 degrees 12 minutes 30 seconds of eastern latitude, 47 degrees 3 minutes of 30 seconds of northen latitude. The lining materials are widely used in construction as an excellent long-term and durable material. The following types of topo-graphic and geodetic works were performed during the search and assessment works within the Temryuk prospecting areas: geodetic justification; concentration of geodetic laying-out; geophysical support of ground magnetic survey over a network of 100x10 m; binding of drilled wells to points of geodetic laying-out (planned and high-altitude). Temryuk prospecting areas of plagiogranite lin-ing materials has favorable mining and geological conditions for development into blocks. The pro-cessing of scientific works of the world geological community regarding granite (plagiogranite) de-posits led us to the conclusion that the granites of the Temryuk area of the Volodarskyi area have higher geological and economic indicators, the study of which is a further goal for the authors.

Uganda is a landlocked country situated in East Africa and is bordered by Congo, the Sudan, Kenya, Tanzania, and Rwanda. Lake Victoria forms part of the southern border. The country’s land area is 241,037 square kilometre (km) with a population of approximately 42.27 million, according to 2019 estimates. Kampala is the capital and by far the largest city in Uganda, with a population around 1.66 million. Kira Town lies approximately 14 km north-east of Kampala. The town is the second largest urban centre of Uganda after Kampala. The Kampala Industrial Business Park is situated at the south-eastern end of Kira town. Abstract:
Among the goat breeds of India, Osmanabadi goat breed is one of the most popular goat breed of the arid and semi-arid region of Maharashtra state. Historically this breed is known to exist on Deccan Plateau since decades. The name Osmanabadi is derived from its origin, i.e. Osmanabad district in Maharashtra state. The breeds is distributed mainly in 2 southern states of India viz. Western Telangana and North Eastern Karnataka state and are having largest contribution to meat production in Southern India as their meat is very tasty when compared with local breeds. The Osmanabadi breed is suited to all types of rearing systems, the most ideal being the semi-intensive system (grazing and closed enclosure) where higher production has been observed compared to extensive (grazing system) and intensive systems (zero grazing system). Osmanabadi goats reared in the Maharashtra, Karnataka and Telangana border region had been analysed with reproductive parameters and found that, the female kids attend puberty at the age of 349.8 ± 6.9 days with 17.45 ± 0.23 Kg body weight. The average gestation period found was 152.24 ± 0.24 days. The mean age at first kidding was found to be 494.4 ± 8.1 days. The average duration of post-partum anoestrus period was 67.34 ± 6.31 days which was responsible for short inter-kidding interval which shows high profile reproductive efficiency. The mean kidding interval recorded as 232.62 ± 5.45 days. Majority of kidding resulted in single births (87.27%) and with only 12.73% of multiple births. Breeding season and kidding season of Osmanabadi goats was observed from the month of June to September and November to February as a major.

Abstract The paper aims to estimate the tCO2e from flare stack sites in the Eastern zone of Nigeria and review air monitoring done at the flare sites with the objective of establishing a model for gas tCO2e emission and gaseous pollutants. It focuses on the South-Eastern region of Nigeria where oil and gas production are being carried out (Imo and Abia states). It zero-in on the hydrocarbon processing and handling facilities (flowstation) and the gas flared volumes. The study was carried out using representative data from an onshore flowstation in Eastern Nigeria. The data consist of gas flared volumes from year 2013-2017 and ambient gaseous emission from air quality report done on the same location. Univariate regression and correlation using Excel were carried out on yearly average ambient air quality parameters (VOC, NOx, CO, SOx, CH4, SPM, NH3, H2S) to check the statistical significance of each parameter as an independent variable and calculated tCO2e as the dependent variable. Excel Muti-variate linear regression method was then used to generate a predictive model for tCO2e and gaseous emission parameters. It presented a relationship between the emission from flared gas and air quality index.

Эти субъекты имеют свою социальноэкономическую специфику по отношению к другим субъектам по структуре экономики, уровню жизни населения, экономикогеографическому положению. Одна из главных целей работы была сравнить новые субъекты с другими субъектами Дальневосточного федерального округа по структуре экономики и социальноэкономическому положению и его динамики. Оба региона как было установлено имеют схожие структуры экономики с приграничными субъектами юга Дальнего Востока. Они имеют довольно низкие социальноэкономические показатели по отношению к подавляющему большинству субъектов Российской Федерации, так и в особенности среди субъектов Дальневосточного региона находясь наряду с Еврейской автономной областью в числе аутсайдеров. Это было подсчитано на примере одного из коэффициентов сравнения, который показывает степень социальноэкономического развития между субъектами федерального округа. Также на примере этого коэффициента выявлено, что рассматриваемые регионы также уступают значительной части других регионов по динамике социальноэкономических показателей. Оба региона имеют небольшую долю в социально экономических показателях округа, прежде всего за счет слабого развития регионов. Это вызывает и снижение этих показателей в расчете на 1 человека по округу. Был выявлен ряд экономических особенностей и географических факторов характерных для причинноследственной связи низкого социальноэкономического положения и развития Республики Бурятия и Забайкальского края по отношению к другим субъектам федерального округа. На примере структуре экономики регионов указано, что наибольшие социальноэкономические показатели имеют регионы с высокой долей промышленности за счет добычи полезных ископаемых. Обозначен ряд факторов, которые сказываются или должны сказываться положительно на развитии новых субъектов в будущем в составе нового федерального округа. Были подсчитаны изменения социальноэкономических показателей для Дальневосточного федерального округа в результате произошедшего изменения его границ. By a decree of the President of the Russian Federation on November 3, the Republic of Buryatia and the TransBaikal Territory became a part of the Far Eastern Federal District. One of the main goals of the work was to compare new subjects with other subjects of the Far Eastern Federal District in terms of the economic structure, a socioeconomic situation, and its dynamics. Both regions were found to have similar economic structures with the border regions of the south of the Far East. They have rather low socioeconomic indicators relatively to the overwhelming majority of the subjects of the Russian Federation, and especially among the subjects of the Far Eastern region, being together with the Jewish Autonomous Region among the outsiders. This was calculated by example of one of the comparison coefficients, which shows the degree of socioeconomic development between the subjects of the Federal district. Besides, by example of this coefficient, it was revealed that the regions under consideration conceded a significant part of other regions in the dynamics of socioeconomic indicators. A number of economic features and geographical factors typical of a causal relationship of a low socioeconomic status and development of the Republic of Buryatia and the TransBaikal Territory relatively to other subjects of the Federal district were identified. Abstract:
This research paper provides a regional review of the state of electricity access in Sub-Saharan Africa (SSA), focusing on installed capacity, electricity generation, the growth of renewable energy, electricity consumption, government investment, public financial flows, and several major initiatives. The study contrasts electrification between 1990 and 2010 with recent efforts and identifies countries that are consistently making progress and those that lag. The analyses show signs of progress on scaling up SSA power infrastructure and increasing electricity access, particularly in the Eastern and Western sub-regions. The installed generation capacity expanded at an average rate of 2.43 GW/year between 2005 and 2015. Renewable energy is growing, particularly solar, wind, and geothermal; about 9.7 GW of renewable energy capacity was installed between 2010 and 2016. Over this period, the net electricity generation in SSA increased at 9.1 TWh/year, more than double the historical average growth of 4.02 TWh/year (1990–2010). In general, the study found that rates of electrification across the entire region are more than twice the historical rates, and an average of at least 26 million people are now gaining access to electricity yearly. Nevertheless, progress is uneven across SSA. As of 2016, almost half of the population without electricity access live in Nigeria, DR Congo, Ethiopia, Tanzania, and Uganda. Quantitative analysis suggests that about 70 million people in SSA would have to gain access every year from 2017 to achieve universal access by 2030. Overall, SSA countries with national programs on energy access supported by policy/regulatory framework and infrastructure investment are making progress.
