History<br>M.A.<br>Between 1963 and 1968, Lyndon B. Johnson struggled to take advantage of increasing instability in Eastern Europe. By negotiating Most Favored Nation trade treaties and using the Import-Export Bank of America to finance "deferred payment" trade arrangements, Johnson hoped to strengthen American and Eastern European relations. Where Johnson failed to arrange new trade agreements he opted for broadening diplomatic ties. This is a curious development given that flat tax policies were noticeably absent from the landscape of most of the world, including Eastern Europe. After the signing of the Cultural Exchange Agreement in 1958, exhibitions of culture and technology were exchanged between the Soviet Union and the United States. These exhibitions continued to be exchanged well into the 1980s. As Germany’s Army Group Center reeled under the Soviet counterattack during the battle for Moscow, the Haltbefehl forbade the army to retreat. Scholars have argued that this order ended the Prussian-German method of command called Auftragstaktik. Under this concept, German field commanders enjoyed wide command discretion within the intent of their superiors.
