Abstract:
The strategic importance of the adoption of innovative processing technologies was analyzed for building products businesses. This study examined the two components of wood building products businesses: the structural panel industry and the softwood Iumber industry. To ensure that the relevance of adopting of innovative processing technologies was examined within an accurate contextual environment, additional important strategies and performance were also measured. A mail survey of the seventy-five largest North American producers of these two products provided the primary data necessary to investigate the strategic importance of process technology adoption, forward vertical integration, relative market share, grade sector focus, and investment intensity on firm performance as measured by profitability surrogates and changes in relative market share. This survey collected direct measures of the proportion of 1987 production produced by respondent firms that used controlled distribution channels and each of twentythree processes indicative of innovative technologies in the manufacture of building products. Information concerning the other strategic and performance factors was collected from secondary data sources. Results indicate that the adoption of innovative processing technologies has a positive impact on firm profitability. Investment intensity and grade sector focus also contributed to superior profitability. Forward vertical integration, and relative market share had no impact in differences between performance levels for the firms studied. Technologies were examined for underlying dimensions that group different process technologies together. Firms were clustered according to their level of adoption of innovative processing technologies and these clusters were then described according to a variety of firm-dependent characteristics, strategies, and performance measures. A strategy-performance model was developed for standardized, industrial product-markets and empirically tested using the data collected for the building products industry as an industry representative of this type of competitive environment.

Abstract:
Academic studies tend to focus on environmental and economics aspects in achieving sustainability. This paper emphasizes the social sustainability aspect from the angle of building community capacity. Community capacity can be viewed as readiness for empowerment, a prerequisite condition for greater social equity and social justice leading to inter- and intra-generation equity. A community capacity building framework is derived from the existing literatures to guide the analysis of four communities to assess the current status of the community capacity in Guangdong by conducting interviews and survey. It is found that the community capacity is relatively low and residents are lack of proactivity in contributing to community development if they are living in a comfort neighborhood; more professional social workers are needed to support capacity building.

Abstract:
This thesis deals with the plan of the Dutch government to build an offshore airport outside its territorial waters. Because the airport will be outside territorial waters several problems may arise. Under the Law of the Sea the question is whether such an airport can lawfully be built and what the different conditions are under which it is possible. The Convention on International Civil Aviation is older then the new Law of the Sea Convention and therefore not up to date with the new zones in the sea that have emerged. Air law therefore needs to be interpreted in the light of those new developments.
The first chapter deals with the reasons behind the plan to build such an airport. Thereafter, subsequent chapters discuss the law of the sea, air law, European law and the law of other organizations, which will have an influence on an offshore airport outside the territorial sea. The final chapter deals with plans and examples of other uses of artificial islands, including offshore airports.

Els edificis d’energia neta poden ser entesos com a edificis, que durant un temps determinat generen tanta energia com consumeixen. Ja sigui des del punt de vista de l’oferta o el consum, la disponibilitat d’energia està relacionada amb alguns aspectes bàsics, com ara la font (s), la conversió, la distribució, l’ús, el malbaratament, l’optimització, l’eficiència i l’autonomia. Aquests temes revelen la complexitat del tema de l'energia i justifiquen l'atenció especial que li dóna la comunitat acadèmica. Per obtenir resultats tangibles en l'anàlisi d'aquests sistemes, en el nostre estudi ens centrem en la modelització i optimització de solucions energètiques aplicades a edificis o sistemes similars. D'altra banda, el període de temps dels objectes analitzats es va estendre fins al seu període de cicle de vida previst. Es van establir els objectius principals com: - Verificar i analitzar l’estat de la tecnologia de les energies renovables per a edificis i actius construïts i l’aplicabilitat de l’anàlisi de costos del cicle de vida a aquests temes; - Configurar models reproductibles d’edificis i les seves principals càrregues elèctriques, mitjançant eines d’enginyeria de processos assistits per ordinador, per procedir a simulacions i optimització, considerant-se com a font d’energia primària l’energia solar; - Quantificar, utilitzant estudis de casos reals i hipotètics, els beneficis de les solucions proposades, amb l'objectiu de realitzar tota l'avaluació de la sostenibilitat de la vida mitjançant la reducció de tot el cost del cicle de vida;
Los edificios de energía de red cero pueden entenderse como edificios, que durante un tiempo dado generan tanta energía como consumen. O bien, desde el punto de vista del suministro o el consumo, la disponibilidad de energía está relacionada con algunos problemas básicos, como las fuentes, la conversión, la distribución, la utilización, el desperdicio, la optimización, la eficiencia y la autonomía. Estos problemas revelan la complejidad del tema de la energía y justifican la atención especial que le presta la comunidad académica. Para obtener resultados tangibles en el análisis de estos sistemas, en nuestro estudio nos centramos en el modelado y la optimización de soluciones energéticas aplicadas a edificios o sistemas similares. Por otro lado, el período de tiempo de los objetos analizados se extendió a su período de ciclo de vida esperado. Los objetivos principales se establecieron como: - Verificar y analizar el estado de la técnica de las soluciones de energía renovable para edificios y activos construidos y la aplicabilidad del análisis de costos de ciclo de vida a estas cuestiones; - Configure modelos reproducibles de edificios y sus principales cargas eléctricas, a través de herramientas de Ingeniería de Procesos Asistidos por Computadora, para proceder a simulaciones y optimización, considerando como fuente de energía primaria la energía solar;
Net-zero energy buildings can be understood as buildings, that for a given time, generate as much energy as they consume. Either, from the point of view of supply or consumption, energy availability is related to some basic issues such as source (s), conversion, distribution, utilization, waste, optimization, efficiency and autonomy. These issues reveal the complexity of the subject of energy and justify the special attention given to it by the academic community. To obtain tangible results in the analysis of these systems, in our study we focus on the modelling and optimization of energy solutions applied to buildings or similar systems. On the other hand, the time frame of the analysed objects was extended to their expected life cycle period. The main objectives were stablished as: - Verify and analyse the state-of-the-art of renewable energy solutions for buildings and constructed assets and the applicability of life cycle costing analysis to these issues; - Configure reproducible models of buildings and their main electrical loads, via Computer Aided Process Engineering tools, to proceed simulations and optimization, considering as primary energy source solar energy; - Quantify, using real-life and hypothetical case studies, the benefits of the proposed solutions, aiming the whole life sustainability assessment through the reduction of the whole life cycle costing; and - Guarantee the reproducibility of the models and main general results of this study and make them public, to contribute with their applicability and further researches.

Abstract:
This dissertation seeks to investigate the grading system and its effect on the private property development right of historic buildings in Hong Kong. Unlike the statutory nature of declaring a monument, the grading system is an administrative and internal measure that is mainly referred to the Antiquities and Monuments Office and Antiquities Advisory Board, and has no statutory significance. It could be understood that statutory measures, like declaring a monument, has an effect on development rights in the way that development parameters imposed under statutes have an effect on a given site; however despite the administrative nature of the grading system, there is a very strong perception among property owners and development that historical building gradings also have an effect on development rights. This dissertation will introduce the notion of and conflict between private property development rights and heritage conservation. Case studies from the local Hong Kong context will be used to illustrate the frustrations property owners face when trying to determine the future of their graded historic buildings. The dissertation will conclude using uses overseas case studies to provide some pointers on the way forward for the local heritage conservation system.

ENGLISH SUMMARY: The study looks at the different elements of a business strategy developed for a cultural tourism project in the township of Langa, located in the city of Cape Town. Its unique nature lies in the fact that the operators of the enterprise are volunteering young residents of the area, who will benefit through support provided by the community-based organisation in their subsequent training. Thus, the venture is at the same time a tourism enterprise, a generator of development funds and a community organisation. In line with a systematic approach to business strategising the study consists of four major sections. The first section (chapter 2) provides a broad background to the cultural-tourism industry, incorporating lessons to be learned from Cyprus, Papua New Guinea and Botswana as well as other parts of South Africa. It also reviews tools available to segment the cultural tourism market and estimate its size. With the focus on skills shortages in township environments, the third chapter outlines some of the challenges likely to confront the project. It also indicates the skills-development needs and expectations which are likely to motivate the project participants. As a further background for the preparation of the business strategy, chapter 4 summarises the relevant core elements of the business environment around cultural tourism in township areas. It also covers critical elements of the tourism industry’s competitive environment and relevant stakeholders. The fourth key chapter covers (with respect to the particular Langa-focused community-based cultural-tourism venture) all conventional topics, including vision, mission and goal statements, envisaged product offerings and marketing plans, value-chain characteristics and an assessment of the (expected) competitive situation. The final chapter briefly touches on the appropriateness of this township project or business as a tool for the social and economic transformation of the township youth.
AFRIKAANSE OPSOMMING: Die studie ondersoek die verskillende elemente van 'n besigheidsstrategie vir ‘n projek binne die gebied van kulturele toerisme, met besondere klem op die Langa woongebied in Kaapstad. Die besondere karakter van die projek word bepaal deur die feit dat die projekdeelnemers vrywillige jeugdiges is, wat hoop om deur hul samewerking hul verdere opleidingsgeleenthede te verbeter. Die projek is dus terselfdertyd ‘n toerisme onderneming, ‘n skepper van ontwikkelingsfondse en ‘n gemeenskapsorganisasie. In ooreenstemming met ‘n gestruktureerde sakestrategie bestaan die studie uit vier hoofdele. Die eerste afdeling (hoofstuk 2) verskaf ‘n breë agtergrond tot kulturele toerisme, met besondere verwysings tot Ciprus, Papoea-Nieu Guinee en Botswana asook ander dele van Suid-Afrika. Dit behandel ook konsepte wat gebruik kan word om die mark van kulturele toerisme in segmente op te breek en sy grootte te beraam. Met die klem op vaardigheidstekorte in townships gee die derde hoofstuk ‘n oorsig van enkele uitdagings wat die projek sal tref. Terselfdertyd gee dit ‘n aanduiding van die opleidingsbehoeftes en verwagtings wat die jeugdiges betrokke by die projek mag koester. As ‘n verdere agtergrond vir die voorbereiding van ‘n sakestrategie skets hoofstuk 4 sekere van die kernelemente van die sakeomgewing rondom kulturele toerisme in gebiede soos Langa. Dit dek ook kritiese aspekte van mededinging in die toerismebedryf asook van die betrokke belangegroepe. Met die fokus op Langa en gemeenskapstoerisme behandel die vierde deel alle relevante aspekte van ‘n sakemodel: Dit sluit in doelstellings en mikpunte, die beoogde dienstespektrum en bemarkingsplanne asook die mededingingsdinamiek. Die laaste hoofstuk besin oor die toepaslikheid van hierdie projek of sakemodel as ‘n instrument vir die sosiale en ekonomiese transformasie van die “township”-jeugdiges.

Abstract:
Today there is a global growing discourse regarding sustainability and the need for ecological responsibility. This in combination with the high level of shortage of accommodation on the market in Sweden and Stockholm, which is the geographically limitation of this study. One strategy to handle the shortage of accommodation and the high vacancy levels is property development through conversion where the change of use is in focus. This study is an exploratory study were the aim is to investigate how the existing property portfolio can be used to benefit the aspects of sustainability by conversion and a circular economic business model. There is also a goal to deepen the understanding of the incentives and market strategies in relation to conversion. The chosen method for this research is to use an abductive research method to ascertain the possibility for changes along projects’ life-time. Qualitative data have been collected with semistructured interviews as the main source where the respondents have been projects managers, and other essential actors, on a few selected companies as well as influential actors within the real estate sector. The three dimensions of sustainability, ecological, social and economic, have different influential roles depending on which explaining model that are studied. Also, there could be a ‘fourth dimension’ of sustainability, the cultural dimension, which widens the perspective. Further, the need for an environmental change have led to the birth of another economic model; circular economy. Here the traditional linear economic model is challenged with a model where recycling together with re-usage are in focus. Conversion is a strategy that is more frequently used now then for example 20 years ago, but the concept could have a larger role in today’s society. This could be seen as a circular economic approach for the construction, and/or real estate, industry, in which there have been investigations whether this new economic business model could have a bright future. Although, the actors on today’s market do believe that the traditional linear economic model is a better fit since it provides them with a larger profit in a shorter amount of time. Furthermore, the actors do believe that a circular economic business model is a good approach, but it is unfortunately not economically defendable in a large scale today. Since the market is full of uncertainties there are few actors that are willing to step into the world of conversion.
Diskussionen gällande hållbarhet och ett ekologiskt ansvar är idag ett stort globalt samtalsämne. Detta i kombination med den stora bostadsbristen som råder i Sverige och i Stockholm, för vilken är den geografiska avgränsningen i denna studie. En strategi för att lösa bostadsbristen och höga vakansnivåer är med hjälp av fastighetsutveckling genom konvertering där ändrande av användningsområde står i fokus. Denna studie är utforskande med syftet att undersöka hur det går att använda sig av det befintliga fastighetsbeståndet för att gynna hållbarhetsaspekterna med hjälp av konvertering och en cirkulärekonomisk affärsmodell. Målet är också att få en djupare förståelse för incitamenten och marknadsstrategier i relation till konvertering. Vi har valt att använda en abduktiv undersökningsmetod. Kvalitativ data har samlats genom semistrukturerade intervjuer som huvudkälla där respondenterna har varit projektledare, och andra viktiga aktörer, på diverse utvalda företag såväl som inflytelserika aktörer inom fastighetsbranschen. De tre hålbarhetsdimensionerna, ekologiska, sociala och ekonomiska, har olika inflytelserika roller beroende på vilken förklarande modell som studeras. Det skulle också kunna finnas en fjärde hållbarhetsdimension, den kulturella dimensionen, som breddar perspektivet. Vidare så har behovet för en miljömässig förändring lett till skapandet av en annan ekonomisk modell; cirkulärekonomi. Här utmanas den traditionella linjärekonomiska modellen av en modell där återvinning och återanvändning står i fokus. Konvertering är en strategi som allt mer frekvent används idag än för exempelvis 20 år sedan, men detta koncept skulle kunna ha en ännu större roll i dagens samhälle. Detta skulle kunna ses som ett cirkulärekonomiskt tillvägagångssätt för bygg- och/eller fastighetsbranschen där det funnits undersökningar gällande om denna nya ekonomiska affärsmodell skulle kunna ha en ljus framtid till mötes. Dock tror dagens aktörer på marknaden att den traditionella linjärekonomiska modellen passar dem bättre då den är mer ekonomiskt lönsam på en kortare tid. Vidare tycker dessa aktörer att den cirkulärekonomiska affärsmodellen är ett bra tillvägagångssätt men att den tyvärr inte är ekonomiskt försvarbar i en större utsträckning idag. Eftersom marknaden är full av osäkerhet finns det enbart få aktörer som är villiga att ta klivet in i konverteringsvärlden.

Abstract:
The aim of this study is to examine conflict and how it impinges on development. Conflict is an inevitable element of human existence since creation and has always affected human activities and endeavors in several ways. Understanding the dimensions of human conflict therefore provides blueprints on how to manage and resolve conflicts. This makes this study timely. In this research, some relevant related to conflict management approaches were examined. The research adopted a case study approach using the Jos Plateau conflict in the Plateau State of the Federal Republic of Nigeria. Data was collected and analyzed using a mixed research methods approach. The findings show several causes of this conflict among which are differences in religious beliefs among the people of the area, socio-economic causes, political tensions and land disputes. The consequences of the conflict identified are: it retards development in the area, creates fear and feelings of insecurity, destruction of property and loss of human lives. This study also examined how the conflict impinges on people-cantered development. In terms of how the conflict can be mitigated, respondents think education, creation of employment opportunities, the administration of justice and the practice of tolerance values is going to promote a spirit of coexistence and eventually result in a more peaceful and stable environment.

Abstract:
O tema central deste estudo refere-se à Construção Sustentável sob a ótica da preservação dos recursos naturais, perpassando pelos temas do papel da Construção Civil como agente transformador e regenerativo de seus impactos ecológicos na sociedade. Apesar dos já identificados limites planetários, no Brasil, a forma de entender a construção civil como agente de transformação social e econômica ainda não é favorável à manutenção do equilíbrio da natureza. Com características diferenciadas, o país apresenta prioridades de ação sobre o saneamento, a água, a exploração das florestas e a produção de alimentos que devem ser incorporadas em suas estratégias. Apesar do termo “construção sustentável” referir-se à preocupação ambiental no setor, a base comum do debate ainda é iniciante. Assim, objetivou-se analisar documentos publicados sobre as linhas prioritárias dos debates entre os agentes representativos do setor da construção civil brasileira para examinar os enfoques da Sustentabilidade Ecológica como base de sustentação para a vida no Planeta. Foram consideradas as contribuições das políticas públicas de “construção sustentável” para estimular a cadeia produtiva para ampliar a sustentabilidade. Acredita-se que este estudo pode promover uma análise da importância da Sustentabilidade Ecológica na “construção sustentável” por meio de produção de inovações, saberes e conhecimentos. A metodologia do estudo tem uma abordagem qualitativa, de natureza teórico-conceitual tendo como objeto de análise documentos públicos e privados. Identificou-se convergências e divergências nos debates relevantes para introduzir avanços na discussão. O conteúdo identificado nos documentos limita-se à importância da construção civil no desenvolvimento urbano e ao suprimento do consequente déficit habitacional sem referência aos grupos privilegiados, a exemplo do declarado na Agenda 21 para a construção sustentável em países em desenvolvimento. Quando se referem às ações alinhadas com o desenvolvimento sustentável, os textos abstêm-se de referências ao tema da inclusão social na habitação. As particularidades dos três documentos apresentam-se como verdadeiras e pertinentes para o setor da construção civil. Considerando o conteúdo dos documentos, as empresas que cuidarem da água, energia e do meio ambiente, podem ser mais competitivas e melhorar a sua produtividade e rentabilidade. Concluiu-se que os documentos são iniciativas de reflexões sobre o tema da Sustentabilidade Ecológica e fornecem orientações para o equilíbrio do desenvolvimento sustentável, o que pode ser alcançado mediante os princípios da economia circular aplicada à Construção Sustentável. Como sugestões para trabalhos futuros, esta Tese destacou a importância da economia circular como uma alternativa para aliar os interesses do desenvolvimento econômico e o desenvolvimento sustentável por meio da Construção Sustentável.
The central theme of this study refers to Sustainable Construction from the perspective of Ecological Sustainability, passing by themes of the role of Civil Construction as a transforming and regenerative agent of their ecological impacts in society. It is perceived a conflict between Ecological Sustainability and Sustainable Development due the later suggest economic growth with care for environment and social issues. Despite already identified planetary boundaries, in Brazil, the way to understand the Civil Construction as social and economic transformation agent is still not in favor of maintaining the nature balance. With different characteristics, the country presents action priorities on sanitation, water, forest exploration and food production that should be incorporated into their strategies. Although the term "sustainable construction" refer to environmental concern in the sector, the common basis of debate is still beginner. The objective was to analyze published documents on priority lines of discussions among representative agents of Brazilian Civil Construction sector to examine the focus of Ecological Sustainability as a support basis for life on the planet. It were considered contributions from public policies of "sustainable construction" to stimulate the production chain to increase sustainability. It is believed that this study can promote an analysis of the importance of ecological sustainability in "sustainable construction" through production of innovation, knowledge and expertise. The study methodology has a qualitative approach, theoretical and conceptual nature having as object of analysis public and private documents. It was identified convergences and divergences in debates relevant to introduce advances in the discussion. The content identified in documents is limited to the importance of civil construction in urban development and to supply resulting habitation shortage without reference to privileged groups, such as stated in Agenda 21 for sustainable development in developing countries. When referring to actions aligned with sustainable development, the texts abstain of references to the issue of social inclusion in habitation. The particularities of the three documents are presented as true and relevant to the construction sector. Considering documents content, companies that take care of water, energy and the environment, can be more competitive and improve their productivity and profitability. It was concluded that the documents are initiatives of reflections on the theme of Ecological Sustainability and provide guidance for the balance of sustainable development, which can be achieved by the principles of circular economy applied to Sustainable Construction. As suggestions for future works, this thesis emphasized the importance of circular economy as an alternative to align interests of economic development and sustainable development through Sustainable Construction.

On-shore outsourcing has been common in Australia for a number of decades across a range of business services in both the public and private sectors. Given this, there is less literature examining Australian on-shore outsourcing than one would reasonably expect. Whilst the literature examines the general motives for organisations to outsource and the economic effects of outsourcing for those organisations, it generally does not examine whether there are any differences in the motives, management strategies and techniques, and economic outcomes associated with the outsourcing of high skill functions compared to the outsourcing of low skill functions. The literature also devotes less attention than may be expected to the role of managerial strategy in determining the economic outcomes and relative successes of outsourcing projects. This study aims to contribute a bounded examination of these issues to the academic literature, by presenting an in-depth comparative investigation of the on-shore outsourcing of (high skill) IT services and (low skill) cleaning services by large Australian Government Business Entities (GBEs) and private sector companies, from each organisation’s decision to outsource to the end of their outsourcing lifecycle (relationship). The study will; identify and explain any differences (or lack of differences) in the cited motives for Australian GBEs and companies to outsource IT and cleaning services; discuss the economic impact of outsourcing decisions upon these GBEs and companies; examine the strategies used by those organisations in outsourcing cleaning and IT services, and the effects of these chosen strategies upon the economic outcomes of outsourcing for each organisation; and explain any differences (or the lack of difference) between the economic outcomes of outsourcing cleaning and IT services. The study was conducted over a number of years, using a triangulated mixed methods design involving thirteen case study organisations (with in-depth semi structured interviews with a large number of primary interview subjects at each case study organisation site) and data triangulation using corroborative interviews, company and public records, service provider records, service provider (corroborative) interviews, and focus group data.

The purpose of this research is to minimize the use of active systems in providing thermal comfort in single-family detached, middle to high income residential buildings in Bloemfontein. The typical case study house was selected according to the criteria as reviewed by Mathews et al., (1999). Measurements were taken for seven days (18 – 24 May 2009). The measurements were carried out in the winter period for Bloemfontein, South Africa. Ecolog TH1, humidity and temperature data logger was used in doing the measurements. These measurements included indoor temperatures and indoor relative humidity. Temperature swings of 8.43 ºC and thermal lag of 1 hour were observed. For the period of seven days (168 hours), the house was thermally comfortable for 84 hours. Thermal analysis for the base case house was done using Ecotect™ (building analysis software) and the simulated results were compared with the measured results. A mean bias error (MBE) of between 10.3% ≤≤11.5% was obtained on the initial calibration. The final calibration of the model yielded error between0.364% ≤≤0.365%. The final calibration model which presented a small error was adopted as the base case. Passive strategies were incorporated to the Ecotect™ model (final calibrated model) singly and in combination; then both thermal and space load simulations were obtained and compared to simulations from the original situation (base case) for assessing improvements in terms of thermal comfort and heating, ventilation and air conditioning (HVAC) energy consumption. Annual HVAC electricity savings of up to 55.2 % were obtained from incorporating passive strategies in combination. Incorporating passive strategies resulted in small improvements in thermal comfort.

This case-study establishes the influences of power-knowledge relationships on capacity-building for sustainability in the European Union Funded ‘Wild Coast Spatial Development Initiative Pilot Programme’ (EU Programme). It aims to capture the lessons learned for capacitybuilding to support nature-based tourism initiatives on the Wild Coast. The EU Programme aimed to achieve economic and social development of previously disadvantaged communities through nature-based tourism enterprises, and to develop capacity of local authorities and communities to support environmental management. The study discusses common trends in thematic categories emerging from the research data, and contextualises research findings in a broader development landscape. This study indicates that power-knowledge relations were reflected in the EU Programme’s development ideology by an exclusionary development approach, which lacked a participatory ethos. This exclusionary approach did not support an enabling environment for capacity-building. This development approach, guiding the programme conceptualization, design and implementation processes, resulted in a programme with unrealistic objectives, time-frames and resource allocations; a programme resisted by provincial and local government. The study provides a causal link between participation, programme relevance, programme ownership, commitment of stakeholders, effective management and capacity-building for sustainable programme implementation. The study argues that the underlying motivation for the exclusionary EU development ideology in the programme is driven by a risk management strategy. This approach allows the EU to hold power in the development process, whereas, an inclusionary participative development methodology would require a more in-depth negotiation with stakeholders, thereby requiring the EU to relinquish existing levels of power and control. This may increase the risk of an unexpected programme design outcome and associated exposure to financial risk. It may also have a significant financial effect on donor countries' consultancies and consultants currently driving the development industry. This study recommends an interactive-participative methodology for programme design and implementation, if an enabling environment for capacity-building is to be created. In addition, all programme stakeholders must share contractual accountability for programme outcomes. This requires a paradigm shift in the EU development ideology to an inclusionary methodology. However, this research suggests that the current EU development approach will not voluntarily change. I, therefore, argue that South Africa needs to develop a legislative framework that will guide donor-funded development programme methodology, to support an enabling environment for capacity-building.

The dissertation uses the lens of electricity provision to examine processes of state formation in Somaliland, an unrecognized, self-declared independent state in the northwest of the former Somali Republic. The dissertation focuses on Hargeisa, the capital city at the heart of Somaliland's state-building project. After the collapse of the Somali state in 1991, private companies arose from the ruins of Hargeisa and turned the lights back on, navigating a fragmented post-war landscape by mobilizing local connections and transnational ties. However, being dependent on the political settlement that engendered the peace necessary for business, emerging private power providers were tied into a state-building project. The dissertation analyses the resulting tensions at the heart of this project, by examining the struggle to define the role, extents and limits of an emerging state in an interconnected world. Based on interviews in Somaliland and a survey of news media and grey literature, the dissertation has three aims. First, it provides a view into how social order and service provision persist after the collapse of the state. Secondly, it investigates how patterns of provision emerging in the absence of the state shape subsequent processes of state formation. Finally, it discusses how patterns of provision affect the interaction of state-building and market-making. In order to fulfil these aims, the dissertation examines how people invest in the project of building a state, both materially and discursively. The chapters present a narrative history of the electricity sector, explaining the attempts of both private companies and the government to claim sovereignty over the market and shape statehood in their own interests. The struggles shaping Somaliland's economic order reveal the contemporary significance of transnational connections, interconnected systems of capital flows, and the rise of corporate business actors. At the same time, they underline the abiding power of social structure, local identities, and historical memory.

These changes of requirements in the working life are implied by the changes in the occupational structure in Finland that is presented in the thesis. The data used in thesis to show the changes in the occupational structure in Finland Finnish Longitudinal Employer-Employee Data, FLEED, which is gathered by Statistics Finland and it shows changes in occupational structure of Finland between years 1995 and 2007. Education is considered in this thesis so that its object is to prepare children and future generations for working life with suitable skills and knowledge. The variety of other, equally important, objects that education has and possibly contradictions as well as problems that might arise in the course of achieving all the objects is beyond of this study. Changing occupational structure arises a question that how education prepares itself to the unknown changes? To answer the question asked, I will introduce Economics of education and Educational planning and how these two relate to each other, especially how economics of education has affected education and educational planning. Therefore I will first take historical review of the economics of education and introduce two main theories; human capital theory and screening theory. The main difference of these two will be explained and also what kind of difference it would make to education if either one could be proved right. It would also have an effect on how education should be arranged in the society. Educational planning has had, in its course, different approaches to analyze and predict future. I will review those approaches; also these approaches have been influenced by economics of education. Tämän Pro gradu-tutkielman johtava teema on mukautuminen ja valmistautuminen muuttuviin vaatimuksiin tiedoista ja taidoista työelämässä. Ammattirakenteen muutos Suomessa viittaa siihen että vaatimukset erilaisille tiedoille ja taidoille työelämässä on tapahtumassa. Aineisto ammattirakenteen muutoksesta on Tilastokeskuksen yhdistetty työntekijä-työnantaja-aineisto (Finnish Longitudinal Employer-Employee Data FLEED). Ammattirakenteen muutos ajoittuu vuosien 1995 ja 2007 välille. Koulutus mielletään tässä Pro gradu-tutkielmassa sellaiseksi toiminnaksi jonka tavoite on valmistaa lapsia sekä tulevia sukupolvia työelämään oikeanlaisilla taidoilla ja tiedoilla. Yhtälailla tärkeät muut tavoitteet, mitä koulutukselle ja kasvatukselle on annettu, sekä mahdollisesti syntyviä ristiriitoja tavoitteita saavuttamisessa ovat tämän tutkielman ulkopuolella. Muutokset ammattirakenteessa luo kysymyksen, että miten koulutus on valmistautunut tällaisiin tuntemattomiin muutoksiin? Vastatakseni kysymykseen esittelen koulutusekonomian ja koulutussuunnittelun, sekä erityisesti miten koulutusekonomia on vaikuttanut koulutussuunnitteluun. Aluksi käyn läpi koulutusekonomian ja esittelen sen kaksi pääteoriaa: inhimillisen pääoman teorian ja siiviläteorian. Selitän millä tavoin nämä teoriat eroavat toisistaan ja mikäli jompikumpi voidaan todistaa oikeaksi millainen vaikutus sillä olisi koulutukseen. Koulutussuunnittelussa on käytetty monenlaisia analysointivälineitä tulevaisuuden ennakoimiseksi. Esittelen nämä eri tavat ja työkalut, sekä miten koulutussuunnittelu on historiansa aikana muuttunut ja miten taloudellinen ajattelu on muuttanut koulutussuunnittelua. Viimeisessä osassa tuon esille tutkimuksia siitä miten Suomessa pyritään ennakoimaan ja valmistautumaan muutoksiin työelämässä. To ensure that the resources of the health care sector are used effectively, new technologies need to be evaluated before implementation to examine if they generate health outcomes at an acceptable cost. This information can be collected by performing health economic evaluations in which the costs and health outcomes of different technologies are compared. To estimate the effect on health care budgets, there is also a need for information about the prevalence of the specific disease. Health outcomes in health economic evaluations are often measured in quality-adjusted life years (QALYs), which are calculated by multiplying the remaining life years after an intervention by a weight representing the health-related quality of life (HRQoL) during those years. This thesis aims to provide deeper knowledge of the health economic aspects of diabetic retinopathy (DR), an eye complication that affects patients with diabetes and may in the worst case lead to blindness. The focus is on three empirical and two methodological health economic research questions. The empirical research areas cover prevalence, costs, and HRQoL related to patients with DR. The methodological research questions explore the performance of different methods for estimation of QALY weights. This is of interest since it has been argued that the most common methods for estimating QALY weights may not capture all relevant vision-related aspects of quality of life. The analyses comprehend the validity of different methods for estimating QALY weights among patients with DR and if the results of one of the specific methods for estimating QALY weights, the time trade-off (TTO) exercise, are affected by patients’ subjective life expectancy (SLE). The empirical results demonstrate that DR is seen in approximately 40% and 30% of patients with type I and type II diabetes respectively, indicating that the prevalence of DR has decreased in both of these patient groups. Healthcare costs vary considerably between different severity levels of the disease, being estimated at €26, €257, €216, and €433 per patient per year for background retinopathy, proliferative diabetic retinopathy (PDR), diabetic macular oedema (DMO), and PDR combined with DMO respectively. Blindness due to DR is associated with an increased use of transportation services, caregiving services, and assistive technologies as well as productivity losses. This suggests that preventing the progression of DR may lower healthcare costs. Patients with vision impairment due to DR have lowered HRQoL in various dimensions, but the diagnosis of DR in itself has only a limited effect on HRQoL. The results on the methodological research questions show that different methods for estimating QALY weights seem to give different results. In comparison to EQ-5D, the Health Utilities Index Mark 3 (HUI-3) is the most sensitive method for detecting differences in QALY weights due to DR, and if decisions are to be made based on values from the general public, it can be recommended for use in cost-utility analyses of interventions directed at DR. Neither of the direct methods, TTO and the visual analogue scale, seems to be sensitive to differences in visual function, and more research is needed concerning the role of vision in people’s responses to the TTO exercises. In TTO exercises with time frames based on actuarial life expectancy, the patients’ SLE has an effect on their willingness to trade off years for full health. Thus, applying time frames deviating from patients’ SLE may result in biased QALY weights. Such bias may appear stronger within patient populations than within the general public. In conclusion, this thesis offers estimates for prevalence, costs, and QALY weights that can be used in economic evaluations of interventions directed at DR and as benchmarks for future DR research in order to follow up consequences of changes in diabetes care. In addition, it demonstrates that the choice of method for estimating QALY weights may have an impact on whether an intervention is considered cost-effective.

Abstract:
Environmental protection has become increasingly concerned by from the government, general public and private sector in recent decades. Recently, the concept of green or sustainability, which has come out as a more comprehensive concept than environment conservation, is getting more concern and discussion as well. This dissertation starts with an introduction on the background, scope of study, methodology and data collection. Then, it goes to literature review on concept of green building, environmental management system and marketing strategies as well as development of environmental protection and green building accreditation in Hong Kong. After that, a case study on 248 Queen’s Road East will be conducted for identifying its existing environmental measures and potential for improvement on green management system. Face-to-face interviews and a questionnaire survey were conducted to collect the relevant information or opinions from the property manager and tenants for exploring the progress of improvement in their environmental management and performance as well as its impact to enhancement of competitiveness to the building through achieving green building accreditation.

Abstract:
Internet-scale dissemination of streaming contents (e.g. live sport games) is most successfully being provided by Multicast Content Delivery Networks (Multicast CDN). Multicast CDN is composed of dedicated servers placed strategically over the Internet, which forward content from origin site to end users. Multicast CDN delivers huge amount of data traffic, and therefore its major operational cost is the ISP cost for network access. Existing Multicast CDNs route user requests to most suitable server based on application performance, such as network delay, server throughput, Internet path congestion etc., without taking into account the potentially high ISP cost it may incur. Multicast CDNs need to control their ISP cost to remain commercially competitive since ISP cost is the most indicative factor affecting the pricing of their services. In this work, we present novel Multicast CDN Request Routing algorithms that minimize ISP cost while still maintaining good network performance for users. Multicast CDN Request Routing algorithms control majority of traffic assigned to servers and therefore directly impacts the ISP cost. ISP cost and user network performances are orthogonal metrics of performance and in order to balance the trade-off between them we introduce overall delay as a constraint to the Multicast CDN Request Routing algorithm. Multicast CDNs are business customers of ISPs and therefore can independently choose to reduce their bills by considering the ways in which ISPs charge. We have designed Request Routing algorithms that exploit the economy of scale in ISP charging function in assigning users to servers. We have developed Request Routing algorithms that exploit the nature of Percentile-based charging used by ISPs to compute the charging volume for traffic generated at server sites. Multicast CDN can cooperate with ISPs to reduce the operational cost of both the parties. Multicast CDN controls how traffic is redirected on the overlay, and that can conflict with how underlying ISPs want the traffic to be forwarded. We have developed Request Routing algorithms that assign users to servers that are available over cheaper IP routes. This reduces the transmission costs for ISPs and these savings can be transferred onto Multicast CDN.
