Abstract:
Abstract A well-balanced relationship between economic and social progress is the main prerequisite of rural community stability. Economic development is influenced by many factors. Some of these are statistically discoverable and quantifiable, while others, which fall within the sphere of social relations and their identification, are more difficult to measure and interpret. Czech rural areas face many problems which arise from their specific features – socio-demographic structure, job possibility of various social groups, provision of the proper level of public services, transport accessibility, etc. However, there is no direct connection between economic factors and mutual relations within the rural community. Values, opinions and the behavioural patterns of people are immediately displayed in a locality, but their character is shaped by the regional and national assumptions of every stage of development. Contributions are drawn from the accessible literature and secondary data of empirical research projects.

Abstract:
The Indonesian government has implemented a border development policy. Still, it has not been able to answer the complexity of the problems that occur in border areas, especially in North Kalimantan. The development of border areas is closely related to the mission of national development, defence and state security to improve the Welfare of the people in the border areas, especially to ensure the integrity and sovereignty of the state. However, the condition of border communities in North Kalimantan is increasingly marginalized, where poverty and regional isolation trigger the high demands of local people to become border crossers to Malaysia. This study will examine the factors causing the economic backwardness of border communities in North Kalimantan, poverty and isolation of border communities, and security issues at the border. The results show that the border area needs to be closely monitored because it is a security-prone area. This makes the border development paradigm in Kaltara prioritize a security approach rather than Welfare. This causes the border areas in North Kalimantan to be scarcely touched by the dynamics of development. Therefore, border development needs to be placed in a people centre of development-oriented to people's economic development for sustainable communities through accelerating economic growth, improving the quality of human resources, and strengthening institutional capacity for border area development. Thus, border communities can enjoy prosperity by protecting and maintaining state sovereignty at the border.

Abstract:
Community development is an issue of continuing interest not only because of the need for more successful economic development within our cities, but because the survival of a significant portion of African-American poor is at stake. Community development planning seeks to improve all aspects of community life, including health, education, crime prevention, employment and training, business development, family stability, and housing. Community economic development must arise from our black churches, historically black colleges and universities, African-American officials, business leaders, teachers, and health and welfare professionals. In the real world, where group welfare functions are interdependent, only two possible long-term outcomes are both just and stable: win-win or lose-lose. Consequently, there is a need for significant Pareto improvements in all social programs. There are roles for both race-specific and race-neutral policies because long-term Pareto improvements can result both from programs such as targeted minority employment and training as well as color-blind policies that encourage legislators to forgo the coffers of the gun lobby and control the sale and use of guns. The paper will focus on the historical logic of public policy as reflected in housing policy, financing mechanisms under community development corporations, and the issue of an urban underclass. By reestablishing its commitment to the inner cities, the government can redress the onerous impact of two and a half decades of social and economic neglect and private investment retrenchment.

Then tourist attractions on the socio-cultural aspects of the study area for local products or community handicrafts have not been implemented, thus hampering the income of the surrounding community or craft activists. Amenity to the economic aspect, managers who are assisted by the local government can improve services and facilities and innovation of tourism activities to attract tourists to visit beach attractions. Amenity to the socio-cultural aspect, culture owned by the community is the coastal Malay culture which has great potential as an attraction for tourists to come to tourist objects as well as develop regional economic growth. Abstract:
This paper examines how the local community of Chitlang village perceives the tourism impact on their community and how their socio-economic characteristics influence their perception towards tourism. Self-administered questionnaires were interviewed to the local people. For this, a 5-point Likert-type response scale was used. Data from 54 completed questionnaires were analyzed quantitatively by various statistical techniques, including factor analysis and cluster analysis. The impacts on the local community were condensed into eight factors: community development, economic impacts, local production, local environment, youths’ consumption pattern, social impacts, occupational pattern, and land prices. Simultaneously, all respondents were segmented into six groups according to the socio-demographic factors (gender, age, education level, and occupation) by cluster analysis. The relationship between eight factors concerning tourism’s impacts and those six clusters groups with different socio-demographics were established. Educated youth were paying great attention to economic benefits and were concerned with the positive and negative impact of tourism on the local environment. Senior citizens with lower education levels perceived development of the locality from tourism, and other adult groups saw changes in occupational pattern changes.

Abstract:
The paper deals with a topic relating to the economic growth, development and general welfare of a national economy, a wider region, or even the entire world, through indicators that differentiate growth from development. It is a complex subject that contains numerous aspects of the life of a community in a certain space, which, because of its complexity, cannot be limited exclusively to economic aspects, so because of that cannot be limited exclusively to economic or monetary indicators. Life in a community besides the economic includes also legal, sociological, philosophical, psychological and other aspects, from which it logically results that measuring the development and welfare is a complex process that can hardly be limited to one indicator. In that sense, the paper addresses issues relating to production, distribution, fairness and equality, employment, unemployment, poverty, productivity, economic stability, sustainable development, human development, a sense of well-being and happiness, etc., in the direction of the thesis for the use of complementary development indicators. The complexity of the process of harmonizing the numerous indicators is further complicated by the need to calculate the degree of their mutual correlation, especially if it concerns divergent indicators or indicators that are mutually exclusive or have a negative correlation. The issue of welfare has been the subject of economic science interest since its very beginnings, even from the time of the first ancient thinkers when it was not singled out as an independent science, through the utopians, to contemporary economic thought. The economic operation and the rational use of limited resources in order to meet unlimited human needs is the heart of the economy. The basic indicator used to measure economic growth is undoubtedly the GDP and GDP per capita. But one has to take into account the distinction between quantitative growth and qualitative development, whereby GDP is an indicator of growth. Development is a broader concept that covers growth, but also technological and any other kind of advancement of the social community. Development as a qualitative feature means the advancement of the qualitative characteristics of society and the well-being of individuals, and the well-being is not only the increase of GDP, but the subjective sense of the people in the community that they live better, a sense of improving the quality of life. Growth and development together make the progress of the community. In this sense the paper elaborates just a few indicators of growth and development that are used parallel, such as GDP, Human Development Index, and the World Happiness index, that do not exclude each other and whose interwoven use gives a fuller picture of growth and development although the ranking of countries around the world according to one of these indicators may be quite different with respect to the ranking according to the other indicator. This only confirms the thesis of the need for a more comprehensive analysis of the analyzed issues and suggestions for a more comprehensive indicator that would be a complementary set of several alternative and complementary ones that would eliminate the shortcomings of its constituent parts, thereby obtaining a relevant indicator of economic development and welfare, without any intention to propose a concrete solution.

Abstract:
One of the most relevant issues causing concern of the world community is the ensurance of sustainable development. The problem was raised in the second half of the 20th century and has not been solved up to the present yet. The main idea of the article is to consider the spatial factor of sustainable development. The author shows that there is a high level of territories’ socio-economic differentiation in the Russian Federation. The problem of increasing polarization both between the center and periphery, and between the town and countryside has become particularly urgent. Rural areas are significantly lagging behind in terms of the population’s level and quality of life, and the rates of socio-economic development. The trends of rural extinction are intensifying and, as a result, there emerge the sparsity of economic space, and the decrease in stability of the national settlement system and development of countries as a whole. The increase of socio-economic problems in rural areas requires strengthening of the state regulation concerning the territories’ spatial development

Abstract:
Perceptions and expectations are integral aspects which affect people's decision making to support community-based development programs. Few studies have explored the perceptions-behaviour relationship and more so the stakeholders' perceptions towards the sustainability of community-based agricultural projects especially aquaculture. An understanding of perceptions for different stakeholder groups in community-based projects can clear misconceptions, and identify factors that can unleash the full potential of the community-based projects, so as to achieve sustainable societal development. In Namibia, four out of six community-based fish farm projects have failed. Hence, there is a need to explore stakeholder perceptions for improvement. Adopting a qualitative research method with interview guide to collect primary data, the aim of the article is to understand the status quo, re-define stakeholders' roles, expectations, and perceptions about consultation, participation, empowerment, ownership, etc., of community-based aquaculture project improvement and sustainability in Namibia.

Abstract:
Investment Risk Management and Economic Aspects of Transport Infrastructure Development The major causes of investment riskiness into transport infrastructure relate to international economy instability, lack of clearly defined and accurate information on the overall processes of international intermodal transportation, absence of objective information due to inconsequent market research as regards interpretation of economic, political and other aspects. Assessment of objective integrated investments into public transport sector as a very specific branch of economy should necessarily be evaluated as multiple indicators affecting different spheres of community, and the final solution should be drawn when all multi-criteria indicators are well appraised. Economy based grounding of the optimal choice from all possible variants when solving specific tasks of the transport sector, depends on the economic expediency of the constructed subject. The main factors of effective usage of investments become apparent in the process of solving the task of road or railway network development optimisation.

Abstract:
Both movable and immovable cultural monuments provide opportunities to meet interests of many stakeholders – their owners and managers, local community, researchers, tourists, businesses, mass media, heritage institutions, etc., as well as so- ciety as a whole. Along with aesthetic, symbolic, educational, research, etc., interests, no less important are the economic ones induced by these monuments’ development potential. It is nevertheless widely acknowledged that investment in cultural heritage sites (including conservation, restoration, maintenance, marketing, etc.) may outweigh their direct economic benefits due to inevitable payments and obligations. Thus, the question arises: what are those factors that restrict and those that facilitate socio-eco- nomic development of the immovable cultural monument? Immovable monuments are divided into several typological groups, and the most numerous in Latvia are architectural monuments. Assuming that the effective- ness of development may depend on the type of the monument within one group, this article focuses primarily on manors as relatively numerous architectural monu- ments characteristic for Latvian regions (parishes) and valuable cultural-historical objects, representing large tourism potential. The article, analyzing the situation in Latvia and making international compari- sons, uses integrated socio-economic and legal approach to the researched issue. It provides both theoretical and practical insight into the actualities of manors’ devel- opment potential and possible solutions thereto.

Abstract:
The purpose of this article is a theoretical and methodological analysis of strategic planning of the united territorial community in conditions of decentralization of power and local self-government reform. The methodological basis is the general aspects of the economic theory and theory of public administration. Methods of research are based on general scientific and special methods of cognition. System, structural and evolutionary approaches are used to identify the essence of the categories "territorial community", "the capacity of the territorial community" and "strategy of development of the territorial community"; the methods of analysis and synthesis allowed to reveal the peculiarities of strategic planning of the development of the united territorial communities, the abstract-logical method was used for theoretical generalization and formation of conclusions. The main aspects and results of the research are applied in the educational process in the development and teaching of normative and special courses "Economics and Governance", "Decentralization and development of territorial communities", "Public-private partnership" at the V.I. Vernadsky Taurida National University for the master's students Public Administration program. The scientific novelty is as follows: 1. With the addition of systemic, structural and evolutionary approaches, it is found that the definition of the term "territorial community" should take into account historical, territorial, ecological, sociological, selfgoverning, economic and political aspects. The concept of "capacity of a territorial community" is defined as the ability to perform the functions entrusted by the legislation directly to the community and local self-government authorities to ensure its life and development. The configuration of the capacity of the territorial community was substantiated, its components (internal and external capacity) were clarified. 2. The principles and stages of strategic planning of the development of a united territorial community under conditions of decentralization of power and local self-government reform, which are important for the success of the strategic planning of territorial development are considered. It is proved that the principles should be considered in close connection with a certain stage of the strategy of the development of the united territorial communities. The algorithm of strategic planning of the development of a united territorial community based on the principles of strategic planning of sustainable development of territories is proposed. 3. It is grounded that the effectiveness of the strategy of the development of united territorial communities depends to a large extent on the way of its development. Practical experience in creating strategies in Ukraine has identified five methods for developing strategic plans for the development of territories, of which the long-term partnership method (three partnerships between government, community and business) with the participation of experts is most effective. This description of each method is given, their strengths and weaknesses are determined. 4. It is grounded that in the conditions of the reform of local self-government the issue of formation of updated (project) competencies of local self-government employees becomes relevant. At the present stage, the demand for a new style of thinking of managers is being formed, the continuation of which is an updated organizational culture of management, the traditional qualifications of today's local government officials are not enough to work in new environments where the project becomes a leading tool for change, achievement of goals, funding unit and one the main means of attracting additional resources to the united territorial communities. The main results can be used by public authorities and authorities, local government authorities, research centres and institutes, and higher educational institutions (proposals for the organization of strategic planning of the development of united territorial communities through institutions of mediation of power, business and community).

Abstract:
Economic regions are fuzzy spaces. A taxonomic method of fuzzy regionalization is presented to describe regions which maintain their imprecise characteristics and frontiers. All fuzzy aspects of elementary spatial units, from which regionalization is carried out, can thus be integrated at every stage of the classification process. This method is then applied to the member States of the European Economic Community. The results are original because they lead to interesting conclusions about the regional structures of the European Community.

Asian American and Pacific Islander (AAPI) community-based organizations (CBO’s) are key players in providing many services such as job training programs and civic education. The focus of community development has changed due to the increased technical and professional industry. Today’s AAPI CBO groups are heterogeneous as many groups focus in different services whether it is ethnic specific or age group specific. However, the CBOs are unevenly spread across the country. AAPI need to work on expanding its system-wide support on the local, state, and federal levels. The article discusses a social networks approach to aid in CBOs goals and the social capital approach, remarking that social ties are crucial for the well-being of the community. The term ‘community’ is explored as it means different things to different people, and the problem of lumping diverse ethnicities within the Asian American group because it homogenizes them and fails to distinguish a particular group’s concern. The vital aspect is to create community development infrastructure ensuring the inclusion of AAPI CBOs to foster strong AAPI communities, as an essential program in the broader plan of reviving US neighborhoods.

The article is devoted to highlighting the author’s views on the theoretical aspects of the application of a synergetic approach to the formation of the economic potential of the modern territorial community. It is established that the potential of the territorial community characterizes many opportunities for its development in terms of using the full range of its resources, features of the past, current and planned structure of its economy, geographical location and other factors. Systematic, reproductive and resource approaches to determining the content of economic potential are described. Particular attention is paid to the system approach, which allows to reveal such aspects to the interpretation of the content of economic potential as elemental, structural, functional, integral and historical. The content and elements of the economic potential of the territorial community are proposed to be considered from the point of view of its resource provision; ability to structure and readiness to carry out socio-economic transformations; formation of the market environment; level and quality of community life; areas of implementation. It is established that since the economic potential of a territorial community is a complex heterogeneous system, synergetics should be applied to its study, which allows to explain the complexity and diversity of social relations and processes occurring in the territorial community, as well as to substantiate the content and logic of its economic potential. The formation of the economic potential of the territory should take into account the systemic principles of the synergetic concept, namely: self-organization; self-reproduction; subordination; openness; resonant influence; instability; constant fluctuations; bifurcation of development; multivariate development; dynamic hierarchy; nonlinearity; interconnection, interaction and interchangeability of system elements.

Abstract This study aimed to determine the patterns of development and implementation of community-based ecotourism management and identify the impact of the community-based ecotourism in Gasan Gadang Village on the economic, social, and environmental aspects of the surrounding community. The methodology used was descriptive analysis with a new institutional economics approach and the Kruskal-Wallis Test analysis. The patterns of development and implementation of community-based ecotourism management with all levels of social change analysis, including formal and informal rules such as culture, customs, habits of Gasan Gadang villagers, institutional and governance management, and even the economy, are considered good. The Community-based ecotourism management has adopted the theory of resource allocation among stakeholders of Gasan Gadang Village. The findings of this study showed that community-based ecotourism institutions and management bring positive impacts on economic, social, and culture. There was no significant difference among economic, social, and environmental impacts between the non-authorities and community-based ecotourism authorities of Gasan Gadang Village. Thus, it could be said that the benefits of community-based ecotourism received by the community were all the same. Everyone got positive benefits. However, based on the findings, it could be seen that the biggest difference was the economic impacts followed by the social impacts, while the smallest difference is the environmental impacts. From this situation, it could be concluded that the performance of community-based ecotourism authorities in Gasan Gadang Village was good and positively impacted the economic, social, and environmental aspects of the Gasan Gadang Village fishermen community.

Abstract:
Villages around Kerinci Seblat National Park (Taman Nasional Kerinci Seblat, TNKS) have experienced population pressure. This condition which if not addressed immediately will encourage the community around the TNKS to enter and encroach the forest to meet their household needs. This is getting worse along with the finding that the community around TNKS also does not have many alternative sources of income. For this reason, designing strategies for optimizing household economic to lessen population pressures are noteworthy. Focus group discussion (FGD) and analysis hierarchy process (AHP) was applied to design and to determine development strategy for household economic empowerment and twenty-five key informants including fifteen farmer households were interviewed. The AHP results conclude that the production aspect is the most important that needs to be given priority in the development of plantation production. This conclusion is based on its highest relative priorities (weights), i.e., 0.298. Of the three programs identified and using weight result of AHP, community seed assistance is the most important program in the development of plantation production (weight of 0.494). The seed assistance program is the most important compared to providing soft loans (weight of 0.29) and expanding to production inputs accessibility (weight of 0.216). Meanwhile, human resource development aspects are the most attractive strategy for food crop production development, especially rice, with a weight of 0.325. Aspects of human resource development are more focused on improving farmer knowledge in cultivation than marketing and post-harvest handling aspects. Optimization of pekarangan resources is directed to the development of the chicken farm (weight = 0.274) focused on improving the production aspect (weight = 0.328). Among three priority programs, day-old chicken assistance (weight = 0.512) is more needed than access to soft loans (weight = 0.242) and feed programs (weight = 0.246).

Abstract:
The article analyzes the problems of the evolution of Eurasian integration in the post-Soviet space, the characteristic features of the process. Based on the consideration of international documents that form the basis of Eurasian economic integration, and the main organizational and legal forms of interaction between the states of the Eurasian region, the authors propose the periodization of the Eurasian integration process. Four stages are substantiated in the paper: I. Formation of integration processes within the Commonwealth of Independent States with the creation of various mechanisms of interaction between the states. II. Creation of the Eurasian Economic Community and continued integration on the basis of this international organization. III. Creation of the Customs Union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation. IV. The creation of the Eurasian Economic Union – to date. The authors conclude that the integration of the former Soviet republics was carried out at various levels of cooperation, the logical result of which was the formation of the Eurasian Economic Union as the highest form of integration of the post-Soviet states at the moment. Further development of this international organization requires both a well-developed legal framework and the creation of appropriate economic, political and other objective prerequisites.

Abstract:
Poverty and welfare are concrete problems that do not end, especially in developing and poor countries. The East Kalimantan Province, which contributes the most to Indonesia’s natural wealth, has actually experienced economic and social degradation. This study has the ambition to identify the causality between regional economic independence, decentralization, and regional economic development on poverty alleviation and community welfare in East Kalimantan Province during the 2013-2018 period. Panel data collected from nine objects, then interpreted with Structural Equation Modeling (SEM) technique as an empirical approach to test ten hypotheses. WarpPLS software applied to interpret the data. There are eight findings that are in line with the hypothesis, where regional economic independence has a positive-significant effect on regional economic development, but in fact it has a negative-significant effect on poverty alleviation. Regional economic development has a negative-significant effect on poverty alleviation, but it has a positive-significant effect on community welfare. Regional economic development has mediated the relationship between regional economic independence and decentralization on poverty alleviation and community welfare. In addition, poverty alleviation has a significant negative effect on community welfare, but has mediated the relationship between regional economic development and community welfare. Two conclusions in the new findings are in sharp focus because they contradict the hypothesis, namely that decentralization has a significant negative effect on regional economic development and community welfare. Practical and theoretical contributions apply to reveal the linkages between economic aspects of local development to support sustainability. The refinement of methods, data, variables, and analytical techniques is an important note for the follow-up agenda.
