Abstract:
Introduction. At the present stage, the reforms being implemented in Ukraine are often accompanied by an increase in crime in the economic and financial spheres. And this poses the greatest and real threat to Ukraine's national security. In order to identify illegal economic activity and gather evidence in criminal proceedings, it is necessary to possess not only legal knowledge, but also special – economic. Therefore, forensic economic examinations can be considered as the most effective measure of gathering evidence on economic crime. The purpose of the paper is to study and analyze the main scientific and practical approaches regarding the interpretation of the content and essence of the concept of "forensic economic expertise." Results. In order to achieve this objective, the article identified and achieved the following objectives: Analysis and evaluation of approaches of domestic and foreign scientists and practitioners regarding the definition and interpretation of the concept of forensic economic expertise; Components of forensic and economic expertise have been identified. The methodological basis of the study was terminological analysis, which was used to disclose and clarify theoretical provisions that reveal the essential nature, peculiarities and nuances of scientists "views on the interpretation of the concept of forensic economic expertise; The method of scientific abstraction and concretization - with the author 's formulation of the constituent parts of forensic economic expertise and the formulation of the author 's definition of the concept of forensic economic expertise; Abstract-logical method – to formulate theoretical generalizations and conclusions of the study. Conclusion. Thus, according to the results of the study, there is no common position among scientists and practitioners on the definition of forensic economic expertise; It is noted that the definition of the essence of forensic economic expertise is divided by scientists into the following categories, such as: science, part of the study, method, process, type, procedural form; Attention was drawn to the homonymity in the interpretation of the concept of forensic economic expertise; The need for legislative consolidation of the concept of forensic economic expertise and its further elaboration is proposed and justified; Based on an analysis of the definitions of expertise and judicial economics, an author 's definition of forensic economic expertise has been proposed; The need for new theoretical developments and differentiation of existing scientific views and approaches regarding the interpretation of the content of forensic economic expertise is justified, which, in turn, will allow to expand the range of their functional purpose and increase the efficiency of practical application.

Abstract:
Introduction. Traumatic brain injuries have major socio-economic importance due to their frequency, high mortality and serious consequences. According to their nature the consequences of these injuries may be classified as neurological, psychiatric and esthetic. Various lesions of brain structures cause neurological consequences such as disturbance of motor functions, sensibility, coordination or involuntary movements, speech disturbances and other deviations, as well as epilepsy. Psychiatric consequences include cognitive deficit, emotional disturbances and behavior disturbances. Criminal-legal aspect of traumatic brain injuries and litigation. Criminal-legal aspect of traumatic brain injuries expertise understands the qualification of these injuries as mild, serious and qualified serious body injuries as well as the expertise about the mechanisms of their occurrence. Litigation expertise includes the estimation of pain, fear, diminished, i.e. lost vital activity and disability, esthetic marring, and psychological suffer based on the diminished general vital activity and esthetic marring. Competence and timing of expertise. Evaluation of consequences of traumatic brain injuries should be performed only when it can be positively confirmed that they are permanent, i.e. at least one year after the injury. Expertise of these injuries is interdisciplinary. Among clinical doctors the most competent medical expert is the one who is in charge for diagnostics and injury treatment, with the recommendation to avoid, if possible, the doctor who conducted treatment. For the estimation of general vital activity, the neurological consequences, pain and esthetic marring expertise, the most competent doctors are neurosurgeon and neurologist. Psychological psychiatric consequences and fear expertise have to be performed by the psychiatrist. Specialists of forensic medicine contribute with knowledge of criminal low and legal expertise.

Abstract:
Introduction. Economic expertise is defined as a procedural action that consists in conducting research and providing expert economist on issues, the solution of which requires special knowledge in accounting, finance, analysis, auditing. The obvious relevance of the problem, the incompleteness of theoretical developments in the field of economic expertise and the practical need for scientific substantiation of methods of its conduct, contributing to the identification of negative tendencies and the adoption of appropriate decisions for their elimination, led to the choice of the topic of proposed article. Methods. The following research methods are used in the scientific article: deduction and induction, synthesis and analysis, dialectical, historical and systematic approaches, specific methods. The information base of the scientific article is: legislative and regulatory acts, as well as articles in economic journals, monographs, scientific works of domestic and foreign scientists. Results. The main aspects, tasks, methods of economic expertise, the correct conclusion of the expert-economist on the basis of a certain study of the sources of information provided, as they are a necessary component in the formation of the evidence base of the investigated unlawful act are analyzed in the article. The main problems of theoretical and practical nature are highlighted, as well as the necessary ways of solving them, which are directed to the prospects of development and increase of efficiency of results of both the process of economic examination and the profession of economist, in particular. Discussion. The use of economic expertise as one of the sources of evidence, the detection of economic offenses, is unjustifiably one-sided and limited in nature. Insufficient development of the methodology of expert studies of the reliability of accounting and reporting information significantly narrows the scope of economic expertise, limiting it to meet the needs of judicial investigative bodies. All this leads to the search for alternative ways, identification and implementation of the necessary measures that would contribute to solving problematic issues in the field of forensic accounting. Keywords: economic expertise, expert economist, offense, evidence, methodology, sources of information, accounting.

Abstract:
Ecological expertise is considered as a factor of the capitalization of land resources. The conducted research shows that without taking into account the environmental component of the national economy, the process of involving and capitalization of land resources in the economic circulation within the framework of the land development mechanism cannot be realized. The principles of ecological expertise in the article are presented in the form of a scheme. The introduction of green standards for the construction of Olympic facilities and infrastructure in Sochi is the most relevant example of the synthesis of economic, environmental and innovative aspects. Comparative characteristics of the international green standards BREEAM and LEED* (*BREAM (British Building Research Establishment Environmental Assessment Method) are presented. Comparative analysis showed that the BREEAM standard presupposes very stringent requirements (clearly formulated, not allowing deviations, a complicated cumbersome system, the high cost of obtaining approvals), while the LEED Standard is adapted only for the social and economic realities of the United States and provides for stringent requirements for the preparation of documentation, the lack of an independent audit of the evaluation activities; hard link of functionality with architectural forms that are not always acceptable outside of the USA. The application of green standards makes it possible to significantly increase the market value of land plots and necessitates the application of these standards in the development and implementation of investment and construction projects and programs.

Abstract:
Abstract: The article considers the system of foreign policy expertise as an independent subject of research. The authors note the positive aspects of competitive analysis of the external nvironment, which allows one to level out the asymmetry of political and economic cultures within a given country, as well as to smooth out the personal interests. This ensures a variability of approaches in foreign policy decision-making, which ultimately contributes to the promotion of balanced national interests. The North American approach differs in preferences, methodological trends, forms of theoretical ethnocentrism and various forms of social construction. The European scholars and experts in foreign policy analysis use the theory of international relations much more extensively than their North American counterparts.Based on the analysis, we propose to use a comprehensive integrated method, developed in the Russian Diplomatic Academy, using an interdisciplinary approach based on elements of political psychology, sociology of management, international law, structural, functional and institutional approaches, etc. We also propose to use virtual cognitive centers and methodologies, which not only contain a specific sequence of stages of predicting the development of the international situation, but also provide an opportunity to choose methods of Foresight, taking into account the existing time, human resources and financial constraints, and the possibility of their adaptation to the applied tasks of analytical and prognostic activities of federal authorities in the field of foreign policy.

Abstract:
The reform of the judicial system in Ukraine is accompanied by the criminalization of society and the rapid growth of offenses in the economic sphere. At the same time, the implementation of the principle of inevitability of punishment involves the maximum use in court proceedings of the results of forensic economists and necessitates the appointment and conduct of forensic economic examination during the pre-trial investigation or trial of economic crimes. Based on the generalization of the interpretation of the category "forensic economic expertise» by various authors, forensic economic expertise is proposed to understand procedural research, which is carried out through the application of special scientific and practical knowledge of forensic economist and allows to solve economic issues. investigation or court in order to resolve criminal, civil-administrative, arbitration or economic disputes. The concepts of classification systems of forensic economic examination considered by scientists, forensic experts, practitioners and legislators do not take into account all the specifics of the examination, and therefore, presuppose the existence of certain problems that need to be solved. Therefore, the authors propose the division of the class of forensic economic examinations by genera and species, which will specify the tasks and limits of competence of each genus and type of such examinations, objects of forensic research and criteria for developing appropriate methods. Comparative analysis of scholars' views on the list and classification of methods of forensic economic examination that can be used in the work of forensic economist, allowed to present the most appropriate and effective, namely: philosophical, general, partial and specific methods that are closely related communication.

The article deals with issues related to the recycling of waste from cabling of electrical installations and components of automotive electronics. The recycling processes examined at the logistic angle belong to the so-called “reverse logistics” and are immensely relevant to the environmental, economic and legal aspects. The range of tasks related to management of materials obtained from cars withdrawn out of service, particularly electrical wiring and electronics has been described. Logistics at this stage of the life cycle of cars is a field of least expertise, and this constitutes the basis for conducting research regarding this area of country’s economic activity.

Abstract:
Manufacturing organisations deal with the measurement of various kinds and other types of laboratory tasks often during their production. However, employees should have learned already the laboratory preparation from schools. The legislation in the Czech Republic currently limits the possibility of teaching of laboratory tasks in schools with reference to kind of materials, to the occupational safety and to the minority or to a lack of expertise knowledge of students. It is so hard to prepare students professionally from position of teachers. The article deals with the construction of laboratory tasks in a material point and in a safety point of view. The teacher must look for necessary special materials for these tasks. Economic and ecologic aspects of materials mainly played an important role. It is important to approach tasks and an actual practice. It is necessary also to teach students to principles of the occupational safety at work with these materials. The article specifies nonconformities regarding to a used material and to security incidents. Recommendations for the improving of level of the teaching of laboratory tasks also from material point of view are presented here that are related to the practice.

Abstract:
The following is a report of a qualitative inquiry regarding a team of novices and their journey in developing shared expertise and social creativity in the domain of group facilitation and process consultation. Using the format of public reflection, the participants engaged in an intensive collaborative process of meaning making, along with the university instructor as expert, while being teaching assistants in a course about group dynamics. Using the framework of evolving systems, the methodology employed an instrumental case study approach, with the case defined as the group. Data sets included videotaped debriefing and planning sessions, individual and group interviews, and written reflection diaries, covering the entire lifespan of the team. These sets were transcribed and subjected to an examination of the unfolding cognitive and metacognitive, creative, value, and social processes embedded within the team interactions. The process patterns do demonstrate that under the conditions created within this context, novices can pool together expert thinking skills that can collectively compare favorably to those of an expert. Social creativity also emerged as a property of the system, and these processes seemed to piggyback onto the socially shared expert thinking skills. Values acted as tacit rules governing and shaping the social interactions. Ones that showed a strong association to the development of shared expertise were: supportiveness, care, listening/questioning for clarity, helpfulness, openness to disagreement/feedback, and plurality. Values that showed a strong association to the development of social creativity were: supportiveness, listening/questioning for clarity, helpfulness, and openness to disagreement/feedback. This research presents a psychological investigation of the characteristics of literary reading and the expertise associated with it. Specifically, it examines the kinds of knowledge about discourse which highly skilled readers use to generate a representation of a fictional narrative. At the same time it investigates their informal reasoning and the role that authorial intentions play in their interpretive strategies.<br>To investigate highly skilled literary readers who are trained to look at texts in multi-dimensional ways, this research applied a cognitive model of literary reading to analyze the readers' verbal protocols in terms of discursive patterns and reasoning strategies.<br>The findings suggest that as student readers gain knowledge and experience, their developing expertise is demonstrated by their ability to generate knowledge representations of the multiple components of a literary text. The construction of an explicit communicative context, however, is a hallmark of literary expertise and is instrumental in their reasoning since it frames the problem space for their text descriptions. Students, in contrast, appear ambivalent about the author-text relationship.

Abstract:
Leading theme in this master’s thesis is adaptation and preparation to ever changing requirements of skills and knowledge in the working life. These changes of requirements in the working life are implied by the changes in the occupational structure in Finland that is presented in the thesis. The data used in thesis to show the changes in the occupational structure in Finland Finnish Longitudinal Employer-Employee Data, FLEED, which is gathered by Statistics Finland and it shows changes in occupational structure of Finland between years 1995 and 2007. Education is considered in this thesis so that its object is to prepare children and future generations for working life with suitable skills and knowledge. The variety of other, equally important, objects that education has and possibly contradictions as well as problems that might arise in the course of achieving all the objects is beyond of this study. Changing occupational structure arises a question that how education prepares itself to the unknown changes? To answer the question asked, I will introduce Economics of education and Educational planning and how these two relate to each other, especially how economics of education has affected education and educational planning. Therefore I will first take historical review of the economics of education and introduce two main theories; human capital theory and screening theory. The main difference of these two will be explained and also what kind of difference it would make to education if either one could be proved right. It would also have an effect on how education should be arranged in the society. Educational planning has had, in its course, different approaches to analyze and predict future. I will review those approaches; also these approaches have been influenced by economics of education. In the last part of the thesis I bring up studies in Finland has tried to prepare and project changing work life. Also I discuss about can education bring something new to economics of education<br>Tämän Pro gradu-tutkielman johtava teema on mukautuminen ja valmistautuminen muuttuviin vaatimuksiin tiedoista ja taidoista työelämässä. Koulutussuunnittelussa on käytetty monenlaisia analysointivälineitä tulevaisuuden ennakoimiseksi. Abstract:
The purpose of this study was to identify the determinants of expertise and the contributory effect of domains to the Olympic style Taekwondo performance. Eighty-seven Taekwondo athletes with different levels of expertise, namely elite, sub-elite and practitioner were recruited. Subjects' performance in attributes within the physical domain was assessed by Queens College Step Test, running-based anaerobic sprint test, vertical jump test, side-stepping test, and sit-and-reach test. Subjects were also be surveyed with the Athletic Coping Skills Inventory-28 (ACSI-28) (Chinese version) to obtain a profile of their psychological and emotional attributes. Perceptual attributes of subjects was assessed by Stork balance test, Start Excursion Balance Test and Ruler Drop Reaction Time Test. Notational analysis of subjects' performance in the competition was conducted for determining their technical and tactical domain. Descriptive statistics were used to create a profile of attributes of Taekwondo athletes. Two-way ANOVA were used to identify the difference between female and male athletes, and athletes with different levels of expertise in different domains. Discriminant function analysis was used to determine the contributory effect of each domain to the expertise of Olympic style Taekwondo. Elite athletes obtained a significantly higher mean value than the sub-elite athletes and practitioners in the length of upper limbs (F=6.15, p=.00), the length of lower limbs (F=10.21, p=.00), and lateral agility (F=15.71, p=.00). Discriminant function analysis revealed that the contributory effect of physical domain was the highest among the five domains for determining the expertise in Olympic style Taekwondo with Wilk's Lambda as .70 (p<.05).

Abstract:
This dissertation examines how categories — groupings that are built upon social and cognitive similarities — affect the evaluation of organizations in markets. Heintz, Emelie. "Health economic aspects of diabetic retinopathy." Doctoral thesis, Linköpings universitet, Utvärdering och hälsoekonomi, 2012. http://urn.kb.se/resolve?urn=urn:nbn:se:liu:diva-76283.

Full text
Abstract:
To ensure that the resources of the health care sector are used effectively, new technologies need to be evaluated before implementation to examine if they generate health outcomes at an acceptable cost. This information can be collected by performing health economic evaluations in which the costs and health outcomes of different technologies are compared. To estimate the effect on health care budgets, there is also a need for information about the prevalence of the specific disease. Health outcomes in health economic evaluations are often measured in quality-adjusted life years (QALYs), which are calculated by multiplying the remaining life years after an intervention by a weight representing the health-related quality of life (HRQoL) during those years. This thesis aims to provide deeper knowledge of the health economic aspects of diabetic retinopathy (DR), an eye complication that affects patients with diabetes and may in the worst case lead to blindness. The focus is on three empirical and two methodological health economic research questions. The empirical research areas cover prevalence, costs, and HRQoL related to patients with DR. The methodological research questions explore the performance of different methods for estimation of QALY weights. This is of interest since it has been argued that the most common methods for estimating QALY weights may not capture all relevant vision-related aspects of quality of life. The analyses comprehend the validity of different methods for estimating QALY weights among patients with DR and if the results of one of the specific methods for estimating QALY weights, the time trade-off (TTO) exercise, are affected by patients’ subjective life expectancy (SLE). The empirical results demonstrate that DR is seen in approximately 40% and 30% of patients with type I and type II diabetes respectively, indicating that the prevalence of DR has decreased in both of these patient groups. Healthcare costs vary considerably between different severity levels of the disease, being estimated at €26, €257, €216, and €433 per patient per year for background retinopathy, proliferative diabetic retinopathy (PDR), diabetic macular oedema (DMO), and PDR combined with DMO respectively. Blindness due to DR is associated with an increased use of transportation services, caregiving services, and assistive technologies as well as productivity losses. This suggests that preventing the progression of DR may lower healthcare costs. Patients with vision impairment due to DR have lowered HRQoL in various dimensions, but the diagnosis of DR in itself has only a limited effect on HRQoL. The results on the methodological research questions show that different methods for estimating QALY weights seem to give different results. In comparison to EQ-5D, the Health Utilities Index Mark 3 (HUI-3) is the most sensitive method for detecting differences in QALY weights due to DR, and if decisions are to be made based on values from the general public, it can be recommended for use in cost-utility analyses of interventions directed at DR. Neither of the direct methods, TTO and the visual analogue scale, seems to be sensitive to differences in visual function, and more research is needed concerning the role of vision in people’s responses to the TTO exercises. In TTO exercises with time frames based on actuarial life expectancy, the patients’ SLE has an effect on their willingness to trade off years for full health. Thus, applying time frames deviating from patients’ SLE may result in biased QALY weights. Such bias may appear stronger within patient populations than within the general public. In conclusion, this thesis offers estimates for prevalence, costs, and QALY weights that can be used in economic evaluations of interventions directed at DR and as benchmarks for future DR research in order to follow up consequences of changes in diabetes care. In addition, it demonstrates that the choice of method for estimating QALY weights may have an impact on whether an intervention is considered cost-effective.

Abstract:
The article deals with the role of corpus in translation and translation studies. The paper focuses on different aspects which should be taken into consideration when compiling a representative corpus. The researchers focus on the role the corpus of professional texts plays when choosing translation equivalents for terms, including just created and not yet registered in terminological dictionaries. The aim of the research is to elaborate the approach to the use of corpus material in the course of translation in specialized and professional fields, with particular attention to some aspects of translation competence development. The analysis based on the comparative, definitional and contextual methods proved that parallel text corpora provide professional experts, as well as students of translation, with reliable knowledge of linguistic units functioning and semantic meaning actualization within certain contexts in the Language for Specific Purposes (LSP) domain. The studies have shown that a comparative statistical analysis of a corpus of professional texts might be recommended when looking for an adequate equivalent for a term. The scope of application of the methodology suggested is not confined to certain terminological systems or fields of knowledge. The translation competence development that includes compiling text corpora and making adequate choices by students dealing with appropriate instructions on the part of the teacher, as the task concerns with high level of knowledge acquisition as refers to both linguistic and translation expertise.

Abstract:
The French utility has organized the life management program of Nuclear Plants in function of several actions of expertises of knowledge on the long term experience feedback and the maintenance program for life. This program is a strategic stake based on technical point of view considering the aging assessment of the key components on reactor coolant circuit components — elbows, laterals — of the plant, combining the economic aspects, the life management of each components. The actual life evaluation is the results of prediction of life assessment from important program of expertises for the 3-loop PWR and 4-loop PWR plants in operation. For all of inlet and outlet Steam generators elbows and other elbows on coolant circuit, it was assessed the toughness characteristics and prediction to maintain components in operation for 40 years and 60 years. To optimize the strategic in order to achieve the best possible performance and to prepare the technical and economical choice and decision, the paper presents the association of life management strategy and the program of replacement of several elbows that 60 years life management will be difficult and the association with steam generators replacements to chose the right period to replace some of them. This assessment is performed considering: • the life evaluation of Steam generators on the plants and alternative maintenance actions, • the large database from cast reactor coolant component expertised after removed from nuclear power plants, • the identification of degradation for different components and prediction criteria proposed, periodic maintenance and volume of expertises.

Abstract:
The U.S. Department of Energy’s (DOE) Advanced Vehicle Technology Competition (AVTC) series is a long running collegiate vehicle design competition for North American universities. The current three year competition series, known as EcoCAR 2: Plugging In To the Future, has students design and build a hybrid electric vehicle (HEV) that also incorporates alternative fuel. Teams are donated a 2013 Chevrolet Malibu by General Motors to modify. A significant aspect of the competition series is the public outreach and education aspect that leverages the expertise of the students in advanced vehicle technologies and alternative fuels. This also highlights the systems level approach to integrating all aspects of the vehicle to build a vehicle that has the best possible fuel economy, lowest well-to-wheel greenhouse gas emissions and lowest criteria air pollutant emissions while maintaining or exceeding vehicle performance, utility and safety. This paper presents an overview of the University of Tennessee’s (Team Tennessee) EcoCAR 2 outreach program, including core program goals and measures of effectiveness of the program for Year 2 of the competition. The paper focuses on the role that such programs can have on effective science, technology, engineering and mathematics recruiting through an overview of the outreach activities and the integration of hands on activities and partnerships with local schools. The leveraging of outreach and education capabilities with the team’s outreach partners is also highlighted.

Abstract:
Higher education in Croatia, as well in the other transitional countries, is undergoing significant changes. Those reforming activities affect not only institutions directly but also their relationship to society at large. Recognizing that higher education plays also a crucial role in the various aspects of transitional transformation, many scientist and expert’s reviews place it in the current political, economic, cultural and social environment in which they operate. In this sense, and despite the specific reform start-point of each country, there is a general consensus on the need for regional cooperation. According the Bologna Declaration, the CEE countries need certain compatibility, which means certain similar structures of the educational system in order to strengthening the educational structure of the CEE region. This paper reviews different aspects of higher education challenges. Among many others, the use of IT in higher education effectively requires good tactics as well as a sensible strategy.

Abstract:
In Iraq, the two dominating surface water sources are Tigris and Euphrates Rivers in which some dams constructed on both of them forming reservoirs. Haditha Dam reservoir is one of the most essential sources of drinking, irrigation, flood control and hydropower generation in Anbar State, Western Part of Iraq. Besides, the reservoir is a unique habitat with a wide spectrum of biodiversity. The objective of this study is to investigate and monitor the water quality in Haditha Dam reservoir and introduce the Multi Criteria Analysis (MCA) to highlight the best runoff control measure depending on selected criteria and criteria weights. Experts were interviewed for the selection of criteria and for the assignment of the weight factor and scores. Four criteria from three categories such as technical, economic and environmental aspects were selected. Results from this study indicated that a distinguished difference in TSS and Turbidity between the dry and wet seasons and necessitates the installation of runoff control measures. It was found that the soil binders, sediment basin and diversion channel are the best alternatives for controlling erosion, sediment and drainage respectively. The sensitivity analysis showed very strong decision made by the experts for the technical, economic and environmental criteria.
