Fluctuations in the national economy buffeted the Salisbury iron industry, but choices Salisbury’s own ironmakers made about metallurgical technique determined both its course and its demands on the environment. A year-by-year count of the number of Salisbury forges and furnaces shows the rise and decline of the district’s ironmaking, modulated by fluctuations in the national (or, earlier, colonial) economy. The district’s bloomery forges made the wrought-iron products most wanted in the early eighteenth century. Because of the limited demand for castings (as well as the large investment required), a single blast furnace sufficed in the district until 1810. By then, the Salisbury ironmakers had entered the market for high-quality wrought iron made by the indirect process and needed to enlarge the supply of pig iron for the new finery forges that began to supplant the old bloomeries. Local entrepreneurs added two new furnaces. By 1848, sixteen furnaces met the demand for pig from the additional finery forges built from 1825 through 1833, together with the requirements of the new puddling works. The smaller furnaces that specialized in making forge pig lost their market as the fineries, followed by the puddling works, closed in the 1850s. The remaining furnaces, making pig iron for foundries that specialized in chilled-iron railroad wheels, carried on until the railroads’ adoption of steel wheels curtailed this market in the twentieth century. The national ebb and flow of business, along with disruptions caused by war, modulated the trends established by the techniques the Salisbury ironmasters chose and the types of products they sold. Investment in bloomeries accelerated during the colonial prosperity of the 1740s and slowed during the wars with the French and the Revolution. Return of settled times in the early Republic led many individuals and partnerships to build bloomery forges in the years up to 1807 and to invest in furnaces and finery forges. Hard times after the War of 1812 suspended new investment. The period of the district’s greatest growth fell in the economic expansion from 1824 through 1837, when New England entrepreneurs made rapid progress in developing the American system of manufactures based on interchangeable parts and power-driven machine tools.

Twenty-five years after embarking on what was to become one of the major Iron Age excavations of the twentieth century, Barry Cunliffe was also reflecting on the endless cycle from Beltain, through Lughnasadh, to Samhain and Imbolc, and back to Beltain (Cunliffe 1995). While the journey to which Cuchulainn aspired was across the bosom of his bride to be, Cunliffe’s journey took him to a deeper understanding of the culmination of European Prehistory. The campaign he so impressively led at Danebury hillfort formed a critical leg of that journey; it remains a keystone to everyone’s understanding of Iron Age society. He was not alone among his research group in reflecting upon that annual cycle of seasons and feasts, which is preserved in various subsequent Celtic and Gaelic accounts; the principal archaeobotanist and archaeozoologist on the Danebury Environs Project incorporated them into their resumé of seasonal economic activities (Campbell and Hamilton 2000). Cunliffe had previously inferred, on the basis of an analysis he conducted with Poole (1995) of different patterns of erosion and infilling in the thousands of pits within the hillfort of Danebury, that Beltain and Samhain were the times of their ritual opening and infilling. These same pits provided the present author with one of the richest archaeobotanical data-sets I have had the opportunity to examine, and formed a cornerstone of my arguments about Iron Age agricultural production (Jones 1981, 1984a and b, 1985, 1991, 1995, 1996). The discussion and critique those analyses have generated are at least as valuable as the original publications themselves, and the most recent of them draws the debate in an interesting direction. In a meticulous and critical study, Van der Veen and Jones (2006) question a number of aspects of my original argument, and shift the emphasis from my own, which was upon relations of production, to a new emphasis upon relations of consumption. Whereas I had connected the plant remains within the pits to the toil of farmers, they speculated upon the celebrations of the feast.

This chapter considers the arguments behind the expansion in welfare-to-work programmes that occurred over the last decade, and reviews the effectiveness of alternative approaches to enhancing labour-market attachment and earnings among the low skilled. It concerns the ‘iron triangle’ of welfare reform — that is the three, often conflicting, goals: raising the living standards of those on low incomes; encouraging work and economic self-sufficiency; and keeping government costs low. Section 2 considers the labour-market trends that stimulated the New Deal and Working Families Tax Credit (WFTC) reforms in the UK. Section 3 considers a number of central design features, focusing on time limits, means testing and implicit tax rates, minimum hours requirements, welfare receipt eligibility, and wage progression. This is done in the context of the design of the New Deal and of the WFTC. Section 4 moves on to evaluate specific aspects of the New Deal and WFTC reforms. Section 5 concludes with an overview of these schemes and their effectiveness, and an assessment of the appropriate design of welfare-to-work and make-work-pay programmes.

In the 1970s and 1980s festivals in Eastern Europe were rare but important meeting places for young people and the youth culture movement. However, following the fall of the Iron Curtain in 1989, cultural festivals in ‘countries in transition’ began to play a more visible role in social and economic affairs. Although the largest summer festivals (e.g. Exit in Serbia, Sziget in Hungary) are for-profit festivals driven by economic/commercial factors and attract several hundred thousand people, the majority of festivals are not-for-profit events which fulfil important societal functions. The main aim of this chapter is to present a social science perspective on festivals. The research methodology employed in this research was developed during international meetings of the European Festival Research Project and the monitoring practice (registration and audit – a joint project of five festival unions) of festivals in Hungary 1 . The principal sources were i) a literature review and ii) field research based on a survey of festival organisers 2 and interviews. The interviews were completed with 16 directors of cultural festivals in Hungary, Czech Republic, Slovakia and Slovenia during 2010-2012. This chapter reports on two aspects of the research project. One part examined the socialisation processes that audiences can experience at cultural festivals, where the features selected for examination were: cultural conformism, community and social networks and learning. The other part focused on the social functions of cultural festivals and their economic efficiency.

The Isle of Sheppey lies in the mouth of the Thames tucked up along the northern coastline of Kent, south-eastern England. Known to the Romans as insula orivum, and accessible for centuries only by ferry, the small Isle waited until 1860 for the construction of its first permanent bridge, over the River Swale to the mainland. It contains an uneasy mixture of lowland agricultural farmland, tourism, and commercial shipping activities, all divided by a diagonal east-to-west line of low hills. Elmley Marshes, situated on the southern side of the Isle, attract thousands of ducks, geese, and wading birds in the winter. Further to the east lies the Swale National Nature Reserve, a mosaic of grazing land and salt marshes that is home to short-eared owls and hen harriers. Fine beaches dotted along the northern coastline near to the traditional seaside town of Leysdown-on-Sea draw tourists whose spending boosts the local economy. Discovery of a deep-water channel off the north-west coast saw the construction of a Royal Navy dockyard at Sheerness in 1669. The new dockyard was replaced 290 years later by the commercially successful Port of Sheerness, which benefits from the capacity to accommodate large modern ships regardless of the tides. Geology and the sea have combined to shape the cultural and economic aspects of the Isle from its earliest days. In the early part of the nineteenth century, pyrite—iron sulfide—collected from the beaches and foreshore provided a source of green vitriol dye for the tanning and textiles industries. At around the same time, a small industry flourished excavating cement stones (septaria) for the manufacture of Parker’s (or Roman) cement. But the supply of septarian nodules on the beaches was soon exhausted and, with the emergence of more economic means of producing cement, the industry collapsed. The fleeting septaria industry mirrors the fleeting existence of Sheppey, for the Isle is shrinking fast as wave action erodes metres of its cliffs each year. Ultimately, in no more than a geological instant, the Isle of Sheppey and its inhabitants will be gone.
