Full textPlans for two possible water supply systems designed to provide 180 mm a year of irrigation water for the subsurface irrigation of 1,250 ha in Richelieu County were considered. An economic analysis indicates that subsurface irrigation using groundwater has the greatest net benefits with an internal rate of return of 22.92 % and benefit to cost ratios of 1.90, 1.72 and 1.56 for discount rates of 8 %, 10 % and 12 % respectively. However, much of the groundwater in this region is saline and its use for irrigation may need to be restricted. Subsurface Irrigation using surface water from the Yamaska River was also profitable with an internal rate of return of 17.31 % and benefit to cost ratios of 1.66, 1.46 and 1.30 for the same discount rates.

Full textThis research study investigates how environmental tools such as Resource Efficiency and Cleaner Production (RECP) can contribute to sustaining and supporting economic growth in South Africa. Resource optimisation is crucial when considering the concept of sustainable development. It also contributes to addressing the challenges of global warming and climate change, which in turn threaten industrial growth and sustainability in the long term. The study places emphasis on the barriers that prevent industry from implementing RECP recommendations, and identifies opportunities that could potentially reposition businesses should they consider implementation. It also promotes other sustainability tools that are available through collaboration with international entities, and this could be of great benefit to the South African industry. Factors of unemployment and urbanisation restricts national growth to some degree, hence the study explores how RECP can contribute to job retention by introducing new resource optimisation methodologies for the manufacturing sector, Moreover, it examines the imbalance between the demand as well as limitations of these resources. Through the compilation of data collated from questionnaires completed by industry, government and civil society participants, this study looks at achieving a balance between environmental sustainability and growth. It also looks at aligning this balance with the integration of specific economic and environmental policies, which also includes social aspects. What comes through significantly in this research is the lack of awareness within industry in terms of RECP, as well as the importance of prioritising the uptake of environmental initiatives to ensure that industry is compliant with the stringent policies and legislation designed by government to drive the sustainability process. Consequently the study shows that communication between public and private sector, as well as the awareness raising and marketing of sustainability to consumers need to be improved. An analysis of the various government support mechanisms is conducted, in respect of how industry could potentially leverage growth and drive positive change within their businesses. In addition to RECP, emphasis is placed on other Sustainable Consumption and Production (SCP) initiatives and tools that could possibly entrench sustainable practices and help with their incorporation into their business strategies.

Full textThe productivity of individual dairy farms were estimated using data envelopment analysis. The average annual growth rate of productivity was 0.70% with a standard deviation of 2.44% for the 1987--93 period. The Spearman's rank correlation coefficient did not show any significant relationship between farm size and growth rate.
The Artificial Neural Networks (ANN) approach, used for the first time to estimate technical efficiency, performed equally as good as the regression models in modeling the technology especially at the higher levels of output. The efficiency values estimated using ANN were higher than that estimated by ordinary least squares method. The results indicate the existence of significant potential for improving the efficiency of resources on Quebec dairy farms.

Full textENGLISH ABSTRACT: It is generally accepted that feed intake and growth (gain) are the most important economic components when calculating profitability in a growth test or feedlot. Feeding cost of animals is a major determinant of profitability in livestock production enterprises. Genetic selection to improve feed efficiency aims to reduce the cost of feeding in beef cattle production and thereby improve profitability. The objective of this study was to define a clear selection objective to enable South African beef breeders and especially the feedlot industry to select for post-weaning growth or feedlot performance and to identify factors influencing profitability in a feedlot environment. Because of the recording of individual feed intake and weight gain values in the South African Agricultural Research Councils' centralized growth tests, it was also possible to calculate a phenotypic value for feedlot profitability (R-value) for each bull tested in a centralized growth test. (Co)variances, using multitrait as well as random regression models, for and between feedlot profitability, weaning weight and other production, reproduction and efficiency traits were estimated. Residual feed intake (RFI) and feed conversion ratio (FCR) as efficiency traits were also compared to growth (average daily gain (ADG), weaning weight (WW) and shoulder height (SHD)), reproductive (scrotum circumference (SCR)) and profitability (feedlot profitability) traits measured in growth tests of young Bonsmara bulls. Consequently, a single post-weaning growth selection index value based on the economic and breeding values of different selection criteria related to feedlot profitability was composed. (Co)variance components, heritabilities and genetic correlations for and between initial weight (lW), final weight (FW), total feed intake (FI) and shoulder height (SHD) were estimated through the use of multitrait restricted maximum likelihood (REML) procedures. These breeding values (EBV s) were then used in a selection index to calculate a single economical value for each animal. This economical value is an indication of the gross profitability value or gross test value (GTV) of the animal in a post-weaning growth test. The heritability estimate of 0.36 for R-value, obtained from the multitrait analysis, shows that this trait is genetically inherited and that it can be selected for. The heritability for R-value obtained from the single trait random regression model varied between 0.57 and 0.62. The genetic correlations between the R-value and the other traits, obtained from the multitrait analysis, varied from negligible to high. The heritability estimated for FCR was 0.34 and for RFl 0.31 with a genetic correlation estimate of 0.75 between the traits. The estimated genetic correlation between profitability (R-value) and FCR and RFl were -0.92 and -0.59, respectively. The genetic correlation estimate of -0.92 between FCR and R-value is largely due to the part-whole relationship between these two traits. This is also shown in their genetic trends. The genetic correlations and expected correlated responses between RFl and FCR with R-value suggest that indirect selection for R-value through the direct selection for FCR and/or RFl will result in slower genetic progress in Rvalue than direct selection for R-value. However, where the R-value cannot be calculated and/or where direct selection for R-value is not possible, it would be better to select indirectly for R-value through the use of FCR rather than RF!. Consequently, a regression equation was developed (with an R2 of 0.82) to estimate a feed intake value for all performance-tested Bonsmara bulls which were group fed and whose feed intakes were unknown. These predicted feed intake values made it possible to calculate a feedlot or post-weaning growth profitability value (R-value) for all tested bulls even where individual feed intakes were unknown. Subsequently, an R-value for each bull was calculated in a favourable economic environment (FEE), an average economic environment (AEE) and in an unfavourable economic environment (VEE). The high Pearson and Spearman correlations between the EBV s based on AEE and the other two environments suggested that the average economic environment could be used to calculate EBVs for R-value or feedlot growth profitability. It is therefore not necessary to change the carcass, weaner or feed price on a regular basis to account for possible re-rankings based on R-value EBVs. Heritabilities for lW, FW, Fl and SHD were 0.41, 0.40, 0.33 and 0.51, respectively. The highest genetic correlations between these traits were the 0.78 (between lW and FW) and 0.70 (between Fl and FW). GTV values varied between -R192.l7 and R231.38, with an average of R9.31. The Pearson correlations between EBVs (for production and efficiency traits) and GTV range from -0.51 to 0.68. The lowest correlation (closest to zero) was 0.26 between the Kleiber ratio (KLB) and GTV. Correlations of 0.68 and -0.51 were estimated between average daily gain (ADG) and GTV and feed conversion ratio (FCR) and GTV, respectively. The heritabilities of the different traits included in the selection index suggest that it is possible to select for a GTV. The selection index can benefit feedlotting In selecting offspring of bulls with high GTV values to maximize profitability. The Pearson and Spearman correlations between the R-value EBVs and the index values (GTV) were very high (0.97). This high correlation of 97% indicates that it is not important which method is used to calculate a genetic post-weaning growth of feedlot profitability value. The selection index value is, however, more simplified than the feedlot profitability with less assumption. Therefore, it is recommended that the post-weaning selection index value be used as a selection objective in breeding programmes to improve post-weaning growth profitability rather than the more complex feedlot profitability value.

As gevolg van die aantekening en rekordhouding van weeklikse individuele voennnames en gewigstoenames van alle prestasiegetoetsde bulle, in 'n gesentraliseerde groeitoets deur die Suid- Afrikaanse Landbou Navorsingsraad getoets, was dit moontlik om vir elk van hierdie bulle 'n fenotipiese voerkraalwinsgewindheidswaarde (R-waarde) te kon bereken. (Ko)variansies is vir en tussen voerkraalwinsgewindheid, speengewig en ander produksie-, reproduksie- en doeltreffendheidseienskappe bereken deur van meereienskap en ewekansige regressie modelle gebruik te maak. Die korrelasie naaste aan zero, van 0.26, was die korrelasie tussen GTV en die Kleiber-verhouding. Die korrelasies tussen GTV en ADG, en GTV en FeR was onderskeidelik 0.68 en -0.51. Die oorerflikhede van die verskillende eienskappe wat in die seleksie-indeks ingesluit is, dui daarop dat die indekswaarde weloorerflik is en dat seleksie hiervoor wel moontlik is. Die seleksie-indeks metode is egter minder gekompliseerd met minder aannames as in die geval van die rekeningkundige fenotipiese benadering (R-waarde). As gevolg hiervan, word die naspeense seleksie-indeks waardes (GTV) aanbeveel om te gebruik as 'n teeldoelwit in telingsprogramme om naspeense groei- of voerkraaiwins geneties te verbeter, eerder as die meer gekompliseerde fenotipiese voerkraaiwins (R-waardes) metode.

Full textENGLISH ABSTRACT: In the study, six irrigation schemes based in the Eastern Cape have been considered and evaluated, according to two levels of supply (LOS) of irrigation water. The two levels of supply are that of a commercial irrigator and that of a smallholder irrigator. The irrigation infrastructure for each of the six schemes was designed, and the associated costs determined, for each level of supply. The primary objective of the study is to determine the impact of infrastructure costs and irrigation areas on the target user, either the commercial or the smallholder irrigator. This is related directly to the assumption that lower water volumes are used by the smallholder irrigator. The study addresses the impact of different designs on the amount of water used, land utilised and resultant costs of the infrastructure. The initial capital costs and the on-going operational and maintenance costs (O&M) for each level of supply for each of the schemes have been calculated. The evaluation of the two LOS has shown that the capital cost for the commercial LOS is approximately 18 % higher than for the smallholder LOS and the O&M costs 6 % to 36 % higher. The schemes that were investigated can be grouped into five general scheme types. The first type is gravity schemes, which need rehabilitation, while the bulk supply is in place with no augmentation or rehabilitation required. The second is pumped scheme which is in need of rehabilitation, while the bulk supply is in place with no augmentation or rehabilitation required. The third type includes run-of-river schemes where water is abstracted and pumped directly to the lands. The fourth type includes run-of-river schemes where water is abstracted and pumped to storage. The fifth type is the gravity scheme where the bulk supply needs to be installed as part of the scheme. These types are then grouped and can be used to give guidance on the anticipated costs dependant on the scheme type and the required level of service. A further objective of the research is to determine the impact on the smallholder irrigators who find themselves on a commercial LOS system. This can be either on a scheme that has already been designed, or on a new system. The evaluation of the commercial under-utilised LOS and the smallholder LOS has shown that the commercial capital cost is 18 % higher and the O&M costs 5 % to 29 % higher. The study further aligns the estimated costs with the farmer typology providing a broader understanding of the design to be adopted for different levels of supply. This provides the linkage between farmer types, the design to be implemented and the anticipated costs thereof.

Full textENGLISH ABSTRACT: The financial decision-making environment within which wine-grape producers function is challenging because of the complex interrelationships between yield, product price and input requirements. The complexity of farm systems is increased because production and financial decisions are necessarily made under uncertainty. Various issues influence the resilience of the wine industry. The goal of this study is to determine the financial implications of irrigation, integrated with canopy management practices on red wine cultivars in the Robertson area. Canopy management and irrigation cost play an important role within the multi-faceted farm system regarding yield, quality and input cost. This necessitates that research be carried out within the context of a systems approach. In this manner the interdependence among the various components of the farm system, and the associated synergies can be captured. Farm management, as a field of research, is dependent on other disciplines that present an alternative perspective to the research problem. Viticulture trials specifically focused on the impact of various irrigation and canopy management activities is being done on Wansbek farm. Nine treatments were tested at various combinations of soil water depletion levels and canopy management strategies. The farm is situated in Agterkliphoogte, an area in the Robertson valley. A multi-disciplinary group discussion was held to firstly obtain insight in the complex working of a farm. Secondly the group discussion was used to gain insight into the application of the Wansbek trial data and the setting of guidelines as to its application to determine the expected farm level financial implications of the treatments. Dealing with complexity necessitates insight form various areas of expertise, which is achieved time efficiently within expert group discussions. A quantitative method is required to reflect the interrelatedness and dynamics of a whole farm system in a user-friendly manner. Multi-period budget models present the ability to accommodate the complexity associated with a farm through a sequence of mathematical and accounting equations. The physical/biological interrelations and structure of the farm can be modelled while the financial performance of various irrigation and canopy management strategies can be determined. Farm-level profitability is especially sensitive to yield and price of farm products. The treatments that showed the highest expected profitability, return relatively high yields and prices at relatively low production costs. The sprawling canopy management treatment at c. 60% and c. 30% plant available water depletion levels returned the highest and second highest profitability at both gross margin per hectare and whole farm level. Scenarios were incorporated to illustrate the expected impact of key variables and the capability of the model. Key factors associated with the success of specific treatments could be identified. Results showed throughout that the balance between yield, price and input cost are the determining factor to profitability, rather than a focus on any particular one of these factors.
AFRIKAANSE OPSOMMING: Die finansiële besluitnemingsomgewing waarbinne wyndruifprodusente funksioneer, is uitdagend weens die komplekse verwantskappe tussen oesopbrengs en -kwaliteit en gepaardgaande insetbehoeftes. Die kompleksiteit van die boerderystelsels word verhoog deurdat produksie- en finansiële besluite noodwendig op grond van onvolmaakte inligting geneem word. Verskeie kwessies beïnvloed die voortbestaan van die wynbedryf. Die doel van hierdie studie is om die finansiële implikasies te bepaal van besproeiing, geïntegreer met lowerbestuur, vir rooi wyndruifverbouing in die Robertson-wynvallei. Lowerbestuur- en besproeiingkoste speel ʼn belangrike rol binne die multifasettigheid van ʼn boerderystelsel ten opsigte van opbrengs, kwaliteit en produksiekoste. Dit vereis dat die navorsing binne die konteks van die stelselsbenadering aangespreek word. Sodoende word die interafhanklikheid tussen die onderskeie boerderystelselkomponente, gekoppel aan die sinergistiese effek wat daarmee gepaardgaan, in ag geneem. Boerderybestuur as navorsingsveld, is gevolglik afhanklik van ander vakdissiplines wat ‘n alternatiewe perspektief verleen aan die navorsingsprobleem. Wingerdbouproewe wat spesifiek fokus op die impak van verskillende besproeiing- en lowerbestuursaksies word uitgevoer op die Wansbek-plaas. Die plaas is geleë te Agterkliphoogte, ʼn area in die Robertson-vallei. Nege behandelings is getoets teen verskillende kombinasies van plant beskikbare water (PBW)-onttrekkingspeile en lowerbestuurstrategieë. ʼn Groepsbespreking met multidissiplinêre deskundiges is gehou om eerstens, insig in die kompleksiteit van die werking van ʼn plaas te verkry. Tweedens, is die groep van multidissiplinêre deskundiges gebruik om insig te verwerf aangaande die hantering van die Wansbek-proefdata. Die behandelings wat die beste verwagte winsgewendheid getoon het, produseer teen ʼn relatiewe hoë produksie en prys en ’n relatiewe lae produksiekoste. Die oophanglowerbestuurbehandeling teen c. 60% en c. 30% plant beskikbare water-onttrekkingspeile is die mees en tweede mees winsgewende strategieë op per hektaar bruto marge en geheelplaasvlak. Full textIn South Africa, wheat ranks first among the winter cereal crops produced and plays an important role in the country’s economy. The study was conducted to evaluate different South African wheat cultivars under irrigation for quality and yield parameters in Limpopo province. A field experiment was conducted during 2011 winter growing season under irrigation at the University of Limpopo experimental farm (Syferkuil). Eight wheat cultivars namely: Olifants, CNR 826, SST 347, Baviaans, Duzi, Steenbrass, SST 356 and Krokodil were laid out in a randomized complete block design with four replications for evaluation of yield and quality. The results showed that the highest grain yield obtained was 2372 kg/ha by CNR 826, and the lowest 311 kg/ha by SST 347. Flour yield, break flour yield, flour protein and mixogram development time and water absorption were not significantly different among cultivars. The highest hectolitre mass was 75.13 kghl-1for CNR 826 and the lowest 72.20 kghl-1 for Olifants. The highest falling number obtained was 187.00 sec for SST 347 and the lowest was 81.50 sec for Steenbrass. Cultivars CNR 826, SST 347, Steenbrass and SST 356 showed a good potential on protein content but Krokodil, Olifants and Baviaans had poor protein contents at 9.63%, 9.73% and 10.24% respectively. These results showed that wheat cultivars evaluated were within the requirements of the grading systems of South Africa as regards hectolitre mass and protein content. All these cultivars did not reach the required grade of 220 seconds in falling numbers with Olifants (97.50 sec), CNR 826 (103.50 sec), SST 347 (187.00 sec), Baviaans (146.75 sec), Krokodil (139.50 sec), Steenbrass (81.50 sec) and Duzi (50.25 sec), but only SST 356 met the requirement for utility grade with164.50 seconds. Olifants, CNR 826, Krokodil and Steenbrass yielded above 1500 kgha-1thus showing good potential under Limpopo conditions. These cultivars could be included in future performance evaluations in Limpopo.

Full textThe optimization of water use is a challenge for managers, because the planning of irrigation requires special care to reconcile the water balance with demand, both in terms of quantity as spatial and temporal distribution. Optimization technique have been employed in recent decades to address problems of planning and management of water resources systems. The aim of this study was to propose optimal crop plans, using linear programming models, providing the maximization of net return on Formoso Irrigation District, regarding the area of farming family. The models used in this study were based on data of the Reports Agricultural year 2008 and 2009 of the 2th Regional Superintendent of CODEVASF and additional information submitted by that government department. The studied model is a traditional linear programming formulation, in which the objective function consisted into maximizing the net income of the project using the most cultivated crops in the area, under irrigation conditions. Based on the crops considered and their response functions to water restrictions on acreage, prices and production costs, the results allow the following conclusions: the maximization of net revenue in Formoso Irrigation District was obtained with the model of alternative irrigation depths, with a payback of R $ 68,384,956.53, using the following crop pattern: 30 ha of squash, 30 ha of Phaseolus beans. 977 ha of watermelon, 1868 ha of banana, 1200 ha of papaya and 300 ha of Tahiti lime, for the annual volume of 79,649,300 m3. At any level of available water the irrigation depths in the model fixed was higher than the irrigation depths in the model alternatives.

Full textENGLISH ABSTRACT: The rising demand of fish due to population growth coupled by stagnation of fish supply from natural capture has led the world to turn to aquaculture to fill in the gap between fish supply and demand. Aquaculture has emerged as the only sustainable way of supplying the rising population with fish. However the rapid expansion of aquaculture has been met with growing concerns over its environmental effects especially waste produced from aquaculture. The net cage system that is currently being used by small scale trout farmers in the Western Cape is an open water based system where release of waste into the water bodies is inevitable and this put into question the long term sustainability of trout farming using net cages in irrigation dams in the Western Cape. This study sought to compare identified production techniques that can be used by aquaculture farmers to reduce accumulation of organic waste in irrigation dams. The proposed ‘clean’ production techniques include use of net cages fitted with Lift-up system, semi intensive floating tank system (SIFTS) and intergrated aquaculture systems. The study revealed that the intergrated aquaculture system is the most effective way of recovering waste that shows great potential of moving aquaculture towards long term sustainability as it fullfills sustainability dimensions such as ‘zero emission’, nutrient recycling and integrated production. Mechanical methods of recovering waste such as Lift-up system and SIFTS are also effective in recovering particulate waste but however dissolved nutrients are lost into the environment. The study went on further to investigate if economic, environmental and social benefits of recovering waste from irrigation dams outweigh the costs of recovering waste using different production techniques. Models of small scale aquaculture farms using the three identified production techniques were developed and compared with a modelled small scale net cage farm where there was no waste recovery. A comparative financial analysis of the modelled small scale trout farms using alternative production techniques carried out showed that trout production using any of the three alternative ‘clean’ production techniques is financially viable with the SIFTS production technique giving the farmer the highest returns, followed by the intergrated system, then the net cage with a Lift-up system and lastly the net cage system without waste recovery. The second part of the study used the contingent valuation method to estimate the environmental and social benefits of removing waste from dams. Households revealed that they were willing to pay (WTP) R40 on average annually to improve water quality from a state where eutrophication had occurred to a state suitable for irrigation and aquaculture. To improve water quality from a state suitable for irrigation to a state suitable for swimming, households were willing to pay R16.67 annually. If water was to be improved from a state suitable for irrigation to a level suitable for domestic purposes, average willingness to pay (WTP) was R26.17 annually. WTP indicate that besides financial benefits associated with using ‘clean’ production techniques there are environmental and social benefits that will arise to the farm community using water from the irrigation dams.
AFRIKAANSE OPSOMMING: Die stygende vraag na vis as gevolg van bevolkingsgroei, tesame met die stagnering van die aanbod van vis vanaf natuurlike vangste het daartoe aanleiding gegee dat die oë van die wêreld op akwakultuur gerig is om die gaping in die voorsiening van vis te vul. Akwakultuur het ontwikkel as die enigste volhoubare manier om aan die groeiende vraag na vis te voldoen. Die vinnige uitbreiding van akwakultuur het egter toenemende besorgdheid in die nadelige omgewingsimpak, veral ten opsigte van akwakultuurafval, tot gevolg gehad. Die nethokstelsel wat tans deur kleinskaalse forelboere in die Wes-Kaap in oop watergebaseerde sisteme gebruik word en die vrystelling van afval in die wateromgewings wat onafwendbaar is, plaas ’n vraagteken oor die langtermyn volhoubaarheid van die nethokstelsel forelboerdery in besproeiingsdamme in die Wes- Kaap. Die studie het ten doel gehad om geïdentifiseerde produksiestelsels wat deur akwakultuurboere gebruik kan word om die akkummulasie van organiese afval in besproeiingsdamme te verminder, te vergelyk. Die voorgestelde “skoon” produksietegnieke sluit in nethokke wat aan ’n opligstelsel gekoppel word, ‘n semi-intensiewe drywende tenk- stelsel (“SIFTS system” in Engels) en ‘n geïntegreerde akwakultuurstelsel. Met hierdie studie is bevind dat die geïntegreerde stelsel die mees effektiewe manier is om afval te herwin en toon potensiaal om akwakultuur op ’n vohoubare pad te plaas aangesien dit aan die volhoubaarheidsdimensies van geen emissie, voedingstofherwinning en geïntegreerde produksie voldoen. Meganiese metodes van afvalherwinning soos die nethokopligstelsel en die SIFTS-stelsel is effektief in die herwinning van vastestofdeeltjies, maar opgeloste voedingstowwe word steeds in die omgewing vrygestel. Die studie het voorts ten doel gehad om te bepaal of die ekonomiese, omgewings- en sosiale voordele om afval uit besproeiingsdamme te herwin, groter is as die herwinningskoste van die verskillende produksietegnieke. Modelle van kleinskaalse akwakultuurplase wat die drie geïdentifiseerde produksiestelsels gebruik, is ontwikkel en aangewend om te vergelyk met ’n nethokstelsel waar geen afvalherwinning gedoen word nie. ’n Vergelykende finansiële ontleding van die gemodelleerde kleinskaalse forelboerderye met die verskillende produksietegnieke is gedoen en daar is bevind dat enige een van die drie “skoon” stelsels finansieel lewensvatbaar is, met die SIFTS-stelsel wat die hoogste vergoeding aan die boer bied, gevolg deur die geïntegreerde stelsel, dan die nethokke aan ’n opligstelsel en dan die nethokstelsel sonder afvalherwinning. Die tweede deel van die studie het van die voorwaardelike (“contingent”) waardasiemetode gebruik gemaak om die omgewings- en sosiale voordele om afval uit besproeiingsdamme te verwyder, te bepaal. Huishoudings het aangetoon dat hulle bereid sou wees om tot R40 per jaar te betaal om die waterkwaliteit te verbeter vanaf ’n toestand waar eutrifikasie plaasgevind het na ’n toestand waar die water vir besproeiing en akwakultuur geskik sou wees. Full textENGLISH ABSTRACT: The many and varied links between student socioeconomic status and educational outcomes have been well documented in the South African economics of education literature. The strong legacy of apartheid and the consequent correlation between education and wealth have meant that, generally speaking, poorer learners perform worse academically. The links between affluence and educational quality in South Africa can partially explain this outcome since the poor receive a far inferior quality of education when compared to their wealthier counterparts. This disadvantages them in the labourmarket and entrenches their poverty. This thesis uses the recent Southern and Eastern African Consortium for Monitoring Educational Quality (SACMEQ III) dataset for South Africa to answer three important questions: (1) Is South African primary education efficient? (2) Is South African primary education equitable? and (3) What are the main factors that have a significant effect on student mathematics and reading performance in Grade 6. The thesis shows that a high proportion of the country’s learners are functionally illiterate and functionally innumerate. The research confirms previous findings that socio-economic status, and particularly school socioeconomic status, is important when understanding student success or failure. Other factors which significantly affect student performance are homework frequency, grade repetition, and the availability of reading textbooks. In contrast, teacher-subject knowledge was found to have only a modest impact on Grade 6 performance. Policy interventions associated with the findings are also highlighted. The study concludes that South Africa is still a tale of two school sub-systems: one which is wealthy, functional and able to educate students, while the other is poor, dysfunctional, and unable to equip students with the necessary numeracy and literacy skills they should be acquiring in primary school. Finally, the thesis suggests that there are some options available to policy-makers which are expected to have a positive effect on learner performance.
AFRIKAANSE OPSOMMING: Die vele en diverse verbande tussen studente se sosio-ekonomiese status en onderwysuitkomste is goed gedokumenteer in die Suid-Afrikaanse literatuur oor die ekonomie van onderwys. Die sterk nalatenskap van apartheid en die gevolglike korrelasie tussen onderwys en rykdom beteken dat armer leerlinge in die algemeen akademies swakker vaar. Die verband tussen welvaart en onderwysgehalte in Suid-Afrika kan hierdie uitkoms gedeeltelik verklaar, omdat arm mense ʼn veel swakker gehalte van onderwys ontvang as rykes. Dit plaas hulle in ʼn swakker posisie in die arbeidsmark en bevestig daarmee hulle armoede. Die tesis gebruik die onlangse SACMEQ III datastel vir Suid-Afrika (SACMEQ is die akroniem vir die Southern and Eastern African Consortium for Monitoring Educational Quality) om drie belangrike vrae te beantwoord: (1) Is Suid-Afrikaanse primêre skole doeltreffend? Ander faktore wat studente se prestasie beduidend beïnvloed is hoe gereeld hulle huiswerk doen, of hulle die graad herhaal, en die beskikbaarheid van handboeke. In teenstelling daarmee is bevind dat onderwysers se vakkennis net ʼn beskeie impak op Graad 6 prestasie het. Daar is ook klem op beleidsingrypings wat uit die bevindinge spruit. Full textThe purpose of this research is to minimize the use of active systems in providing thermal comfort in single-family detached, middle to high income residential buildings in Bloemfontein. The typical case study house was selected according to the criteria as reviewed by Mathews et al., (1999). Measurements were taken for seven days (18 – 24 May 2009). The measurements were carried out in the winter period for Bloemfontein, South Africa. Ecolog TH1, humidity and temperature data logger was used in doing the measurements. These measurements included indoor temperatures and indoor relative humidity. Temperature swings of 8.43 ºC and thermal lag of 1 hour were observed. For the period of seven days (168 hours), the house was thermally comfortable for 84 hours. Thermal analysis for the base case house was done using Ecotect™ (building analysis software) and the simulated results were compared with the measured results. A mean bias error (MBE) of between 10.3% ≤≤11.5% was obtained on the initial calibration. The final calibration of the model yielded error between0.364% ≤≤0.365%. The final calibration model which presented a small error was adopted as the base case. Passive strategies were incorporated to the Ecotect™ model (final calibrated model) singly and in combination; then both thermal and space load simulations were obtained and compared to simulations from the original situation (base case) for assessing improvements in terms of thermal comfort and heating, ventilation and air conditioning (HVAC) energy consumption. Annual HVAC electricity savings of up to 55.2 % were obtained from incorporating passive strategies in combination. Incorporating passive strategies resulted in small improvements in thermal comfort.

Full textThe availability of water supplied to agriculture is reduced by the effects of the changes in the hydrological cycle and population growth. This fact puts at risk the sustainability of the community irrigation systems. Therefore, irrigation users stablish strategies that allow overcome new realities. However, the policies, management and operation of irrigation are done considering the hydrology, hydraulics, sociology, and economics separately. In this sense, the purpose of this work was to study the social, environmental, economic, and cultural interrelationships that occur in the community irrigation systems. In addition, this research analyses the community\'s water management approach established in Ecuador`s Constitution of 2008 focusing in the Good Living framework, which conceptually tries to reach sustainability and improve the use of water in agriculture. The study was conducted in 13 community irrigation systems at the Pisque river basin, located in the highlands in Ecuador. The methodology consisted in the systems dynamics which allows to evaluate complex systems in a qualitative and quantitative way. The participation of the community was a key element and different tools were applied such as field observations, interviews, ethnography, focus groups, and assessments of water flow and volume used in agricultural production. This study shows that community irrigation is conceived as an integrated system composed by nature, the community, and infrastructure. Within this system, the irrigation users form resilient organizations and the modernization of irrigation is a strategy to reduce water losses and increase agricultural productivity. The indicators technical efficiency and economic productivity of water were evaluated in three production systems: milk, flower production in protected environments, and family\'s diversified agriculture. The results demonstrate that flower production is the most efficient. The technification of the irrigation systems improves agriculture but also causes changes in the socio-cultural behavior, the environment, and the socio-economic relationships within the community. Thus, the model for the operation and a sustainable management of the community irrigation systems considers these local realities, and it is formed by three subsystems: nature, land use and community. Each subsystem has exogenous and endogenous variables that intervene in the sustainability of the irrigation systems. Social variables inherent to community were incorporated in the model structure which allowed identifying and understanding the behavior of the causalities in nature and water and land productivity. Therefore, solutions to problems are addressed in an integral way considering the principles of sustainability and Good Living, as fundamentals of the community\'s water management approach.

Full textENGLISH ABSTRACT: This study evaluates the use of information technology as a method to reduce production risk for irrigated potatoes. Risk in agriculture is discussed under climatic, market or price and production related risk. Production related risk covers the disciplines of planting, irrigation, fertilisation, disease and pest control as well as harvesting. It is in the above mentioned disciplines that information technology could possible be applied to reduce production risk in irrigated potatoes. The nature of this study can therefor be described as the investigation of the economic justification of information technology as a method to reduce production risk in irrigated potatoes. A brief introduction to put potato production in world and South African context into perspective, is provided. In South African context the importance and position of potato production relative to other crops is discussed. To better understand the economic conditions, under which potatoes are produced in South Africa, a financial breakdown of production cost for irrigated potatoes over regions is given. It is important to understand the economics of potato production before a proper assessment of thepossible benefits of information technology can be made. Various principles and instruments involved with information technology, as it applies to potato production under irrigation are also discussed. Irrigation scheduling as a discipline in which information technology can be applied, is also discussed. It is important to understand that irrigation scheduling can be based on two underlying principles, i.e. atmospheric modelling and soil moisture measurement. Various examples of measurement instruments are discussed. Climatic based disease modelling and petiole sampling as a method to determine nutritional status in the potato plant, was also discussed. A brief discussion of computerised agriculture management software was included to conclude the discussion on the principles and instruments available for information technology in irrigated potato production. The use of fertiliser scheduling, irrigation scheduling and climatic modelling to reduce fungal diseases in potatoes, as information technology methods, are explained in greater detail. It is shown that recommended levels for various nutrients do exist and that petiole analysis as a method to determine these levels at various growth stages, can be applied successfully. It is further argued that with various methods of irrigation scheduling, proper decision making about the amount and timing of irrigation needed, can be possible. The Plant-Plus system as a method to better control Late Blight on potatoes, is discussed. The results obtained through a commercial trial proves the validity of climatic modelling as a method of information technology to reduce production risk on potatoes, specifically the risk associated with Late Blight. The existence of and results obtained through the equipment and methods previuosly mentioned, raises the question of the economic viability of information technology at farm level. To investigate the perception of growers with regard to the applicability of information technology to reduce production risk and their readiness to adopt such . -- technology, a questionnaire was sent to 40 commercial potato growers throughout South Africa. Growers were tested on their perception with regard to the use of information technology on aspects such as financial management, irrigation scheduling, fertilisation, climatic measurement for fungal modelling as well as a profile analysis of the grower. The results of the survey are tabulated and analysed. Growers were on average positive about the value of information technology and indicated that under certain conditions, they were prepared to implement such technology. Margins in commercial potato production are under severe pressure and are in fact shrinking. Case studies presented in this investigation and results from the pilot survey indicate that the use of information technology is not only important for the reduction of risk in potato production but also imperative for sustainable and profitable potato production. It can therefore be concluded that, based on the results obtained in the pilot questionnaire, a statistical valid sample would probably support the findings in the pilot study. The pilot study indicated that reliable, affordable and practical information technology, as it has been presented in this investigation, does have a place in modern day irrigated potato production.
AFRIKAANSE OPSOMMING: Hierdie studie evalueer die gebruik van informasie tegnologie as 'n metode om produksie risiko in die verbouing van aartappels onder besproeiing, te verminder. Risiko in landbou word onder klimatologiese, mark of prys en produksie verwante risiko bespreek. Produksie verwante risiko kan weer onderverdeel word in risiko wat verband hou met plant of vestiging, besproeiing, bemesting, plaag en pes beheer asook oes. Dit is dan in die bogenoemde dissiplines waar informasie tegnologie moontlik aangewend kan word om produksie verwante risiko te verminder. Die kern van hierdie ondersoek kan gevolglik saamgevat word as 'n ondersoek na die ekonomiese regverdigbaarheid van informasie tegnologie as 'n metode om produksierisiko in die verbouing van aartappels onder besproeiing, te verminder. Daar word kortliks verwys na aartappel verbouing in wêreld en Suid Afrikaanse konteks. In Suid Afrikaanse konteks is die relatiewe belangrikheid van aartappelverbouing in vergelyking met ander gewasse uitgelig. Ten einde 'n beter begrip vir die ekonomiese omstandighede waaronder aartappels in Suid Afrika verbou word, word 'n afbraak van produksiekoste oor streke verskaf Dit is belangrik om die ekonomie van aartappelproduksie te verstaan voordat 'n deeglike evaluering van die moontlike voordele wat informasie tegnologie kan inhou, onderneem kan word. Verskeie beginsels en instrumente in die aanwending van informasie tegnologie, soos van toepassing in die verbouing van aartappels onder besproeiing, word ook toegelig. Hieronder word besproeiingskedulering as 'n metode bespreek. Dit is verder belangrik om te besef dat besproeiingskedulering op hoofsaaklik twee beginsels berus naamlik atmosferiese modellering en fisiese grondvog meting. Verskeie voorbeelde van meetinstrumente word bespreek. Klimatologiese siektemodellering en petioolontledings as 'n metode om die voedingstatus van aartappelplante te bepaal, word ook bespreek. Die gebruik van bemestingskedulering, besproeiingskedulering en klimatologiese modellering vir die beheer van laatroes op aartappels, as metodes van informasie tegnologie, word in groter besonderhede toegelig. Daar is aangetoon dat aanbevole peile vir verskeie nutriënte bestaan. Deur die neem van gereelde petiool ontledings kan hierdie peile suksesvol gedurende die opeenvolgende fenologiese stadia van die aartappelplant, gehandhaaf word. Daar is verder aangevoer dat deur die gebruik van verskeie metodes van besproeiingskedulering, deeglike besluitneming rakende die hoeveelheid en tydsberekening van 'n besproeiing, moontlik is. Die Plant-Plus sisteem as 'n metode om laatroes op aartappels te beheer, is toegelig. Resultate behaal in 'n kommersiële aanplanting het die geldigheid van klimatologiese modellering as 'n metode om produksierisiko - veral die risiko geassosieer met laatroes - te verminder, onderskryf. Die bestaan van resultate en instrumente soos voorgehou in Hoofstukke 3 en 4, onderskryf of bevestig die vermoede dat informasie tegnologie wel aangewend kan word om produksierisiko in aartappelverbouing te verminder. Die vraag is egter of dit ekonomies op plaasvlak aangewend kan word. Ten einde die persepsie met betrekking tot - die toepaslikheid en gereedheid van produsente in dié verband te evalueer, is 'n loodsvraelys na 40 respondente, wat die kommersiële aartappelprodusente regdeur Suid Afrika verteenwoordig, gestuur. Respondente is ge-evalueer met betrekking tot hul persepsie rakende die gebruik van informasie tegnologie in die dissiplines van finansiële bestuur, besproeiingskedulering, nutriëntskedulering en klimatologiese modellering vir die beheer van laatroes. Respondente was oor die algemeen positief met betrekking tot die nut van informasie tegnologie en dat onder seker voorwaardes, hulle dit sal gebruik. Marges in kommersiële aartappelverbouing is onder ernstige druk en is inderdaad besig om te krimp. Gevallestudies wat in hierdie ondersoek voorgehou is, asook resultate verkry uit die vraelys, dui aan dat informasie tegnologie nie alleen belangrik is vir die vermindering van risiko in aartappelverbouing me, maar ook noodsaaklik IS vir volhoubare en winsgewende aartappelproduksie. Dit kan gevolglik gestel word dat resultate verkry uit die loodsvraelys, daarop mag dui dat 'n statisties verifieerbare steekproef moontlik kan uitwys dat betroubare, bekostigbare en praktiese informasie tegnologie, soos voorgehou in hierdie ondersoek, wel 'n bestaansreg in die moderne verbouing van aartappels onder besproeiing het.

Full textDuring the 1990s, governments, managements and unions have been focused upon improving the cost efficiency of firms. This focus has been strongest for firms in the public sector where improved outcomes can be expected to significantly improve the Gross Domestic Products of whole economies. This case study looks at the cost efficiency of NSW rail passenger services over a 41 year period to 1991/92, long suspected (but hitherto only tentatively demonstrated) as a paradigm of cost inefficiency. The case study focuses upon the use of the total factor productivity (TFP) index, as a datum point for measuring change in productivity in four markets: suburban, internrban, country and interstate passenger services since 1951/52. From this datum, changes over the years in management, technology and other external factors can be identified and assessed. The thesis identifies management quality (the organising element in the firm) as the preeminent factor in determining productivity change, and the role that new technology plays in its impact on failures in management. We establish the linkages between management and innovation, with TFP, pricing efficiency and economic resource use efficiency, to present a rich paradigm for assessing the economic performance of any business firm. Borrowing from systems theory and other management practices such as total quality management, we disaggregated the case firm into its component systems, sub-systems and processes, for separate study in relation to impact on TFP. The database for 41 years of rail behaviour is the richest ever compiled for any railway in Australia, and with enhanced modelling, enables a systematic treatment of the performance through time of State Rail's passenger services.

Full textENGLISH ABSTRACT: This study examined the relationship between economic structure and energy intensity in selected developed and developing countries of the world. A methodological and systematic approach was adopted to select the thirty-one countries explored in the study. Therefore, to answer the research questions posed in the study, the Granger Causality Technique and the Augmented Dickey-Fuller (ADF) method were used. This study discovered that the variables examined in the study showed variations. The variations emerged because of differences in methodologies and analytical frameworks adopted. Errorcorrection models were estimated and used to test for the direction of Granger causality. In the model, a high R2 was observed among the six variables (i.e. energy efficiency, per capita income, manufacturing, average energy prices, energy imports, technological developments), which invariably account for 60.8 percent of the variance in the energy intensity. Based on this, the unidirectional Granger causality runs from efficiency, per capita income and manufacturing to energy intensity. Hence, the price effects are relatively less significant in the causal chain. The result is at variance with the hypothesis that the structure of the economy does not determine its energy intensity. Nevertheless, a unidirectional Granger causality running from economic structure to energy intensity indicates that improvement in the economic structure would encourage a decline in energy intensity.

Full textENGLISH ABSTRACT: This research study has examined the impact of contract farming on enhancing efficiencies with the agricultural value chain for smallholder tobacco farmers in Mashonaland Central Province in Zimbabwe. The major challenges facing smallholder farmers in Africa in general and Zimbabwe in particular relate to financial constraints, technical expertise and market access. Contract farming as a transactions-cost-focussed-model is considered more effectively responsive to those challenges than the pure market approach which insufficiently addresses the impact of information asymmetries, bounded rationality, uncertainty, governance challenges and infrastructure challenges, among others. It allows for closely monitored smallholder financing by agribusiness entities which reduces or eliminates the probability of loan default. Contract farming is seen as an important mechanism in transforming the fragmented, subsistence agriculture in rural Africa into high commercialised and viable business undertakings. In this study, extensive reference is made to literature on agriculture financing; empirical research data on smallholder productivity and loan recoverability is drawn and analysed using the quantitative research methodology. The analysis sought to test for relationships among a set of variables and in the process examined the impact of contract farming. A comparative analysis of national data on the contract and auction system of tobacco marketing was done with emphasis on production and sales volumes, crop quality, price stability and market access. The results from the quantitative analysis of farmer-level and country-level data indicated a strong correlation between smallholder farmer production, productivity and loan recoverability and contract farming value chain intervention mechanisms.

Full textEducation production function analysis is widely recognised as one important area of research that needs to inform education policymaking, specifically policy relating to the mix of funded inputs in a schooling system. Arriving at production functions is a complex task, and is fraught with methodological pitfalls. This thesis sets out to establish a framework for undertaking education production function analysis, and in discussing its various elements, including its pitfalls, recommendations for good practice are arrived at. The material analysed is of four types: texts on econometric theory; existing production function analyses; documentation relating to three dataintensive school monitoring programmes, namely Brazil’s SAEB, South Africa’s Systemic Evaluation and the international SACMEQ programme; and lastly data, relating mainly to South Africa, from the 2000 run of SACMEQ. The thesis is organised according what can be regarded as seven key analysis steps. These steps include a focus on the importance of a ‘mental model’, the relative benefits of the one-level regression model and the hierarchical linear model (HLM), and the formulation of actual production functions for South Africa based on the SACMEQ data, using both one-level and HLM models. Key conclusions are, firstly, that the HLM, though still under-developed, offers great analysis potential and, secondly, that production function analyses ought to be translated into budgetary terms in order for them to become fully meaningful to the policymaker.
