Theme. Institution minimum wage in Central and Eastern Europe (CEE). Objectives. Theoretical and legal aspects of the minimum wage in CEE. The purpose of the research - Overview of CEEC in the economic field/relations regarding the current demand for the minimum wage to the workplace. Methodology. The dialectical method with the methods of formal-logical, system-structural, comparative legal and statistical analysis through the study of monographs, scientific literature, analysis of existing laws and regulations, data synthesis. The methodological basis of this work is the study of professional literary sources on this topic, their analysis and generalization so that this work will use excerpts from the above sources. Theoretical basis. The scientific basis of the research is the study of monographs, scientific articles of general theoretical and sectoral nature of scientists in the world. The empirical basis is from international legal acts, laws and other regulatory legal acts. In this situation, we mean the importance of the level of payment, but not the inadmissibility of determining a payment less than the minimum wage. However, for the minimum wage to fulfil its economic, social and legal function today, it must be set at a sufficiently appropriate level.

Abstract:
The authors of this article focused on another aspect of poverty and carried out regression analysis of the data influencing the formation of the minimum wage in the labour market in the constituent entities of the Russian Federation. The authors determined the fact of leveling the importance of the federal minimum wage as a tool to influence the level of economic development of regions and reduce poverty. Also, the performed regression analysis revealed a statistically significant effect of poverty and unemployment rates on the decline in real wages in the constituent entity of the Russian Federation. Thus, the analysis showed that the main factors influencing the establishment of the minimum wage in the region are the median wages, the gross regional product of the subject and the subsistence minimum of the TN. Fixed capital investments do not directly affect the level of minimum wages.

Abstract:
The article deals with the issues of state and collective-contractual salary regulation, as the most important indicators of the sustainability of the socioeconomic development of the Russian Federation. The basic proportions in remuneration of labour in Russia and tendencies of their change in the light of their influence on the stability of the development of regions, the well-being of the population are analysed. The relationship between low size and wage imbalances and the scale of population poverty and social inequality is shown. The methods and instruments of regulation are described, the use of which would contribute to the creation of economic and organizational conditions for the formation of fair and decent wages. The territorial features of the ratio of wages and the value of the subsistence minimum are presented as an indicator of the differentiation of regions in terms of the standard of living of the population.

Abstract:
The minimum wage in Poland is relatively low. It amounts only 1,600 PLN in 2013. Therefore, it is no surprise that the trade unions have been making efforts to have it raised to the level of 50% of the average salary. However, this has been met with staunch resistance from employers. The liberal model of the economy, which dominates in Poland, favours employers. Moreover, the attitude of the government, politicians, the media, as well as many scientists towards this is not favourable. These are the objections usually raised against the increase of minimum wage: - raising the minimum wage entails unemployment growth; - an increase in the minimum wage entails an increase in the average pay, with a consequent increase in the inflation rate; - the amount of the minimum wage and its growth rate is frequently the basis for an index-linked pay increase in the budget institutions and some social benefits, which results in an increase in fixed budget spending, which is not justified economically; - the minimum wage level, regarded by employers as too high, results in the practice of paying workers outside the official payroll, thereby extending the grey area; - an increase in the minimum wage is a threat to businesses, especially to micro-enterprises, which operate on the brink of insolvency and may face bankruptcy; - an increase in the minimum wage raises the cost of labour and makes businesses less competitive. This paper, in its later part, provides arguments against the allegations. There is a one-sided view of the issue of the minimum wage in Poland. Wages are regarded exclusively as an element of the cost of labour and, as such, they should not increase as this is detrimental to entrepreneurs and to the economy. Such analyses disregard the social and economic (in a broad context) aspects of having a minimum wage.

Abstract:
The objective of the article — to analyze not only microeconomic, but macroeconomic aspects of surplus of the buyer/seller in the labor market, to research economic policy oriented on its redistribution. The concept of employer/employee surplus in the labor market is clarified. This surplus is a socio-economical phenomenon, some noneconomic factors must be taken into account in researching it. The influence of inflation, social and age characteristics, changes in the market positions of labor market subjects on their salary offers and surplus has been determined. It makes sense to differentiate between nominal and real surplus, fixed surplus and surplus that can be influenced. The article presents grouping of job advertisements based on salary formulation. Informational aspects of the identifying economic surplus are considered. The author proposes direct and indirect indicators to reveal the changes in economic surplus: wage proposals in the vacancy announcements, salary reviews, resume data, population polls, prices for services of individual entrepreneurs, dynamics of unemployment and shadow employment etc. Potential of the government policy on surplus redistribution and the regulation of employer/employee behavior is substantiated. Some instruments aimed at such redistribution through incomes of employers, employees are proposed: minimum wages regulations, changes in taxation (personal income taxation, wage taxes); indexation of personal incomes, subsidization of wages, antimonopoly and administrative regulation of prices. The government can also influence the behavior of surplus receivers through immigration policy. The influence of some instruments on surplus regulation is contradictory. Minimum wage regulations can increase and decrease the surplus at the same time.

Humans must work to maintain their survival, without working humans will not be able to maintain their lives well. Economic development is inseparable from the name of employment which covers all aspects of people's lives where labor and employers conduct a work relationship as an effort to meet the economic needs of the community. Work agreements between employers and workers cannot be separated from the discussion of the problem of the amount of wages and the method of payment. In accordance with Law No. 13 of 2003 concerning Manpower Article 88 paragraph (1), paragraph (2) and paragraph (3a), the government establishes wage policies to protect workers in order to obtain income that fulfills decent livelihoods for humanity, including through minimum wages. In this thesis the constituent focuses on releasing the right to wages made by workers / laborers with a joint agreement between the parties, which also discusses sanctions imposed on employers if the employer pays a wage under the minimum wage stipulated by the local governor. And the compilation target in this journal is whether the release of rights in a collective agreement has binding power in the implementation of Constitutional Court No 72 / PUU-XIII / 2015 decision, of course in legal corridors as stipulated in Law Number 13 of 2003 concerning Labor. Hopefully this journal can be a useful reading and add insight to its readers.

Subject. The article considers theoretical aspects of nominal, accrued, real, and disposable wages and savings in the Astrakhan Oblast in various areas of economic activity. Objectives. The study aims to review movements in wages and their level, develop methods for assessing wages, calculate and analyze real wages and savings in the Astrakhan Oblast. Methods. The study draws on the analysis of data on the number of employees and their wages and salaries in the Astrakhan Oblast, which are provided by the Office for National Statistics, and the calculation of indicators based on these data. Results. We analyzed trends in wage increase and the number of employed population in the Astrakhan Oblast. The paper systematizes theoretical aspects of wage assessment, presents calculated indicators of real wages and savings of the employed population. The indicators of savings are divided into groups reflecting the level of household wealth. We provide diagrams illustrating the demand for labor in the Astrakhan Oblast. The findings may be useful for the analysis of living standard in the said area, its socio-economic level. They are also helpful for formulating directions for the region's development. Conclusions. Despite the growth of nominal wages in most spheres of economic activity, more than half of the population of the Astrakhan Oblast do not have incomes to satisfy all their social and spiritual needs, since a large portion of income goes to the minimum needs of subsistence, payment for utilities, cellular communication services and internet, and transport.

Abstract The aim of the article is to assess – on the basis of a comparison of Czech and Slovak legislation relating to the conditions of the minimum wage indexation – whether it would be appropriate to use certain aspects of Slovak legislation in the Czech legislation and vice versa. When elaborating the article, some logical methods were used. In order to collect data, important employers were addressed in the South-Moravian Region. A carrying method used during the work was a comparison. Analyses were processed using the data of the Czech Statistical Office, the European Statistical Office and the Ministry of Labour and Social Affairs of the Czech Republic. To evaluate the research, the percentage representation of positive and negative responses and Pearson’s Chi-square test were used. The paper presents the results of research whose aim was to get the views of entrepreneurs regarding the minimum wage level and conditions of its indexation. Employers supported the idea of maintaining the institution of the minimum wage. A predominant portion of companies would welcome it if the minimum wage were derived on the basis of an average wage, and the vast majority of companies would welcome the annual indexation of the minimum wage by inflation.

Está dissertação apresenta uma análise dos mecanismos por trás do equilíbrio entre demanda e oferta por mão de obra qualificada no mercado de trabalho brasileiro. São estimados os impactos de choques exógenos ao mercado de trabalho como: (i) abertura comercial chinesa, (ii) política recente de valorização do salário mínimo e (iii) aumento da oferta de mão de obra qualificada sobre os diferenciais salariais dos trabalhadores de diferentes níveis educacionais - também conhecidos como prêmio da educação. Como estratégia metodológica, os dados dos Censos Demográficos de 2000 e 2010, foram agrupados para cada uma das 530 microrregiões brasileiras tornando possível a eliminação de possíveis vieses causados por fatores intrínsecos a cada uma das microrregiões. Além disso, também foram utilizados os dados de comércio internacional - entre Brasil/China e China/demais países - disponíveis na base da UN Comtrade. As importações e exportações foram agrupadas em setores e os respectivos choques distribuídos entre as microrregiões do país proporcionalmente à porcentagem da mão de obra de cada setor empregada no local. Os resultados encontrados mostram que, ao contrário do sendo comum, o boom comercial chinês não foi um dos principais determinantes da melhora recente da distribuição salarial no Brasil. Os modelos estimados apontaram para efeitos significativos do salário mínimo sobre o diferencial dos trabalhadores semiqualificados e do aumento da oferta de trabalhadores com ensino superior sobre os diferenciais salariais dos trabalhadores qualificados.
This thesis presents an analysis of the mechanisms behind the balance between supply and demand for skilled labor in the Brazilian labor market. Its estimated impacts of exogenous shocks to the labor market as: (i) Chinese trade boom, (ii) minimum wage valorization policy and (iii) the increase in skilled labor supply. As a methodological strategy, data from Demographic Census 2000 and 2010 were grouped for each of the 530 Brazilian micro-regions making it possible to eliminate biases caused by intrinsic factors of each of the micro-regions. Furthermore, the UN Comtrade international trade data were also used. Imports and exports were grouped into sectors and their shock distributed among the country\'s micro-regions in proportion to the percentage of the workforce employed in each sector in region. The results show that the China\'s trade boom is not a major determinant of the recent improvement of the wage distribution in Brazil. The estimated models pointed to significant effects of the minimum wage on the differential of semi-skilled workers and the increased supply of workers with higher education on the wage gap of skilled workers

Resumo: Há uma força de trabalho cuja presença, contribuição e impacto no desenvolvimento socio-econômico não pode ser negado em nenhum lugar do mundo, embora haja pouco ou nenhum reconhecimento. Em função disso, em muitos casos, esses trabalhadores sofrem negligência e condições de trabalho inaceitáveis: os trabalhadores domésticos. Vindos de um background de trabalho familiar não pago e servidão que engloba acompanhamento (de crianças a idosos) e faxina, pessoas que se encontram neste trabalho - normalmente mulheres de famílias pobres - são comumente não consideradas como trabalhadores que merecem tratamento decente e direitos básicos no trabalho como todos os outros trabalhadores. Nas décadas recentes, em países avançados, a participação das mulheres na força de trabalho aumentou em muitas economias. Este período é caracterizado por alterações nos arranjos de trabalho e intensidade de trabalho e o sempre declinante Estado de Bem Estar Social, no qual as provisões do estado considerando serviços sociais estão escassos. A importância dos trabalhadores domésticos em tais circunstâncias - ambos nativos ou migrantes - não pode ser exagerado. De fato, serve como base para muitas economias ao redor do mundo. No entanto, pouco tem sido feito para melhorar e minimizar os desafios que esses trabalhadores enfrentam, como remuneração baixa, falta de proteção social, exploração, discriminação, trabalho infantil, tráfico de seres humanos, desregulação, abuso sexual, entre outros abusos. Gana é um dos países onde o trabalho doméstico é cada vez mais comum e estabelecido, mas não sem os desafios mencionados acima, em especial o trabalho infantil. No contexto de um país em desenvolvimento como Gana, o Estado dificilmente oferece soluções para famílias que permitiria que as pessoas trabalhassem fora de suas casas com tranquilidade. Muito precisa ser feito no intuito de promover condições de trabalho decentes para os trabalhadores domésticos
Abstract: There is a workforce whose presence, contributions and impact on socio-economic development cannot be denied anywhere they are found in the world, in spite of no or little recognition accorded them in several places - domestic workers. In many cases, they suffer neglect and unacceptable working conditions due to lack of adequate recognition of their presence as well as the value of their work to societies and economies. Coming from a background of unpaid family work and servitude that entails care-giving and housekeeping, people who find themselves in this work - often women and from poorer backgrounds - are usually not considered as workers that deserve decent treatment and basic rights at work like all other workers. In recent decades, in advanced and developing countries, women's labor force participation is increasing in many economies. This very period is characterized by changes in work arrangement, intensity of work in the face of ever declining welfare state where provisions of the state concerning care as well as social services are lagging. The importance of domestic workers in such circumstances - both as nationals or migrants- cannot be overemphasized. Indeed, paid domestic work is serving as a backbone to many economies worldwide. Notwithstanding, not much have been done to improve upon challenges they face that include low remunerations, lack of social protection, exploitation, de juro and de facto discrimination, child labor, human trafficking, unregulated agencies, sexual harassment and other abuses. Ghana is one of the countries where domestic employment is increasingly prevalent - but not without challenges such as mentioned above, especially child labor. In the context of a developing country like Ghana, the state hardly provides solutions for household concerns to enable people work outside households in tranquility. This makes domestic workers important partners for development of Ghana. However, a lot needs to be done in order to promote decent working conditions for domestic workers

Poverty is a significant world wide issue. Although literature on the impact of a minimum wage in the agricultural sector is rather limited, previous empirical research shows that employment was reduced with the implementation of a minimum wage. The following questions are studied: - Does the implementation of a minimum wage have any effect on employment in the agricultural sector of the North-West province? - Is there any relation between poverty and unemployment? - Does the implementation of a minimum wage and sectoral determination have any impact on social-economic issues. The empirical study is carried out by way of a questionnaire from which responses are investigated. A random sample was used to evaluate the effect of a minimum wage on employment and social-economic factors in the North-West province. The target population includes all the affiliated members of Agri North-West. This group is negative about labour laws and experiences that the implementation of a minimum wage has a negative effect on employment. The agricultural sector provides many job opportunities in South Africa. Seeing that a minimum wage has a negative impact on employment in the North-West province, further research is recommended.

Abstract:
This study looks at the welfare implications of the minimum wage in China, and covers three topics: the minimum wage and wage inequality, the minimum wage and employment, and the minimum wage and the gender wage gap. The main finding is that the welfare implications of the minimum wage in China are mixed, with both positive and negative welfare effects. Four main conclusions are reached. Firstly, minimum wages can effectively reduce overall wage inequality at the municipal level (despite non-compliance) through raising individual wages at the lower end of the wage distribution. Secondly, minimum wages generally have significantly negative effects on urban employment with some indication of more marked effects for traditionally disadvantaged groups such as youth, older workers, and women. Thirdly, minimum wages significantly raise women’s wages relative to men’s at the lower quantiles of wage distribution, thus reducing the gender wage gap. Together with the second result, this means that the minimum raises women’s relative wages, while lowering their employment. Fourthly, these three results are especially robust during 2004-2007, when the minimum wage system was reinforced.

Abstract:
This dissertation examines whether the introduction of a national minimum wage may contribute to social justice and economic growth in South Africa. After highlighting the socio-economic environment of both countries, the dissertation analyses the minimum wage from an international law perspective. Emphasis is put on the essential elements that minimum wage frameworks must address, namely: universal coverage of the minimum wage; the periodic adjustment of the minimum wage; interaction with collective bargaining; and compliance. These elements are also considered while reviewing and setting into context the current German minimum wage legislation. Subsequently, the National Minimum Wage Bill for South Africa is illustrated and comparatively assessed. It is discussed whether the essential elements and socio economic conditions are considered adequately in the Bill. Moreover, problematic provisions are identified and the need for certain amendments is argued. Conclusively, the dissertation takes an overall positive view on the Bill and promotes a simple minimum wage legislation embedded in a collective bargaining system and supported by multiple policies.

Abstract:
With the move to a more market-oriented economy in China, there is evidence of increased inequality in the incomes earned by men and women. To explore this outcome, we turn to an aspect of Chinese society that is pervasive in both economic and social contexts, namely, the Chinese variant of social capital, guanxi. It appears that in an imperfect labour market characterised by frictions, such as restricted mobility, costly job search, and limited employment alternatives, the cultivation of guanxi is important in reducing these transaction costs. The notion that investing in social capital can enhance an individual's opportunities leads to the development of a theory of discrimination that may explain the gender inequalities accompanying marketisation in China, and might be more generally relevant. The model of earnings discrimination is premised on imperfect product and labour markets. Under these conditions, we show that differential wages for similarly productive workers is a profit maximising outcome for firms. We apply this theory in an attempt to explain the trend of increasing gender inequality in earned income in urban China during the current reform period. First, pre-labour market gender inequality is investigated through developing a model of parental investment in children's human capital to discern whether there are productive differences between men and women prior to entering employment. In 1995, household expenditure on children's education is affected by perceived future earnings differentials and support of parents in retirement. Regarding labour markets, an original survey designed to test our model of social capital was administered in urban China in early 2000 and pertained to 1999. We find that there are differences between men and women in their investment in guanxi that correspond to gender inequalities in earned income and rates of re-employment. Both empirical chapters provide evidence in accordance with the predictions of the theory.

AbstractThis chapter presents the main areas of engagement of the state of Senegal with its diaspora. In the first part, it looks at the main institutions and policies geared towards the diaspora. In the second part, the chapter focuses specifically on diaspora policies in the area of social protection (unemployment, health care, family benefits, pensions, guaranteed minimum resources). If Senegal falls in the category of pioneer countries for some aspects of emigration policies (ministerial institutions, external voting, political representation), its policy for the diaspora in the field of social protection is rather scanty. As a developing country facing many structural economic issues, scaling up social protection in the homeland remains the top priority for the Government, relegating social protection for the diaspora as a secondary policy concern for now. Recent governmental policies towards the diaspora have focused primarily on tapping the resources of the diaspora in order to increase its contribution to economic development and facilitate productive investment by Senegalese abroad in their home country.

This chapter examines the political attitudes of the Southern mass public in the wake of the Great Depression and the New Deal. Taking advantage of hundreds of public opinion polls conducted beginning in the mid-1930s, the chapter documents Southern whites' collective turn against many aspects of the New Deal as well as their persistent ideological diversity on economic issues. The chapter illustrates these developments with a focus on four policy areas: old-age pensions, minimum wages, union security agreements, and income taxation. It then summarizes these patterns using a dynamic group-level item response theory (IRT) model, which estimates the economic conservatism of demographic subpopulations in each state and year. Based on this and other evidence, the chapter argues that the South's turn to the right was driven partly by the increasingly urban and union-oriented character of New Deal liberalism, which alienated rural areas throughout the nation, and partly by white Southerners' growing sense of threat to their region's system of racial hierarchy.

The authors of the article present the results of a study on the evaluation of the remuneration and performance of teachers in general education institutions in the regions of Latvia, which is a topical issue in the implementation of education system reforms. The aim of the study was to find out the opinion of teachers working in general education institutions about the factors influencing work performance, paying special attention to the regional aspects of this problem. The study used quantitative research methods through an extensive online survey. The questionnaire identified the following factors influencing teachers' performance: financial remuneration, non-financial remuneration, organizational culture and politics. The opinion of teachers was analysed in depth by regions of Latvia. The results show that in all regions of Latvia the performance of teachers is most significantly influenced by financial remuneration, non-financial remuneration and organizational culture are also important, but political presence plays an insignificant role. The results also revealed that in all regions (least in Riga and Pieriga) the increase of the minimum monthly wage rate of teachers or the wage is not the determining factor that would increase the performance of teachers. Poverty and social exclusion are often associated with unemployment, but being employed is not always sufficient to provide decent living conditions for workers and their families. The ‘low-wage’ workers similarly as unemployed are often associated with an image of men and women struggling to support their families and living at risk of poverty and social exclusion. Dealing with the social stratification engendered from the employment status of workers in the post-transition countries represents a challenging task for the academics and policymakers. The aim of the paper is to assess the determinants of poverty in North Macedonia from the point of view of employment status, particularly the differences between low-paid and unemployed workers. We assess the factors affecting the probability of at-risk-of poverty status by estimating a logit model on cross-section data separately for employed and unemployed persons in 2015. The analysis draws from an examination of micro data from the Survey on Income and Living Conditions (SILC) whose main scope is to enable the compilation of statistics on income distribution, as well as indicators of monetary poverty. Besides other personal and household characteristics, being low-paid appears as the most important factor for at-risk-of poverty status among employed persons, while the low work intensity is the most responsible factor for at-risk-of poverty status among unemployed persons. In addition, our analysis reveals that the social transfers do not satisfactorily cover these categories, which assumes that we need a much broader arsenal of respective policy measures aiming to reduce poverty among the vulnerable labour market segments. The proposed policy recommendations cover the following areas: education and training, active labour market policies, unionisation and collective bargaining, wage subsidies and taxation and statutory minimum wage.

In the last years, the most of offshore oil and gas reserves discoveries in Brazil are placed in ultra-deep water depths. Petroleum production from these offshore fields needs developments with novel solutions in terms of necessary technologies and economical viability. The use of vertical rigid risers such as top tensioned risers (TTR) and others like combined systems as self standing hybrid risers and steel catenary risers for ultra-deep waters have shown viable from both, technical and economical aspects. However, there are needs for detailed studies on their dynamic behavior in order to improve, particularly, the understanding of influence of the environment as wave and current, and floating platform oscillations at the riser top. The present work presents studies on vertical top tensioned riser dynamic behavior through time domain simulations of its displacements and respective, bending moments and stresses. Influences of the vortex induced vibrations (VIV) and waves on the riser service life reduction are analyzed. Maximum and minimum envelops for displacements and stresses along riser length are shown.

There are a number of design challenges facing mooring systems of floating offshore wind turbine (FOWT) platforms in an offshore environment. Some unique aspects of the FOWT industry should be considered when examining applicability of established offshore mooring practices. Important among these are: economy and cost effectiveness; light weight minimal platforms; and water depths ranging from 50–300 m. A lighter displacement platform in shallow water, supported by lines with light to moderate pre-tension can result in a higher probability of slack line events and hence snap loads during re-engagement. Such loads can result in shock on the line material and considerably reduce the fatigue life. Such events have the potential to occur in various sea states, and not necessarily limited to extreme conditions. These conditions will be dependent on structure resonant motions, which are influenced by wind loads and moments, wave conditions and mooring line properties. Model tests of typical concepts for FOWT reported in literature have shown occasional slack line episodes. This paper is a review of literature on snap load occurrence in marine applications, including lifting and lowering operations, ROV and diving bell operations. This paper presents a case study of a FOWT. Special focus is on mooring systems which are affected by impact load conditions. Criteria are reviewed and consequences are documented.

Abstract Considering the deep water oil exploitation in remote fields far away from the coast, the use of shuttle tankers connected to FPSOs (Floating, Production, Storage and Offloading) for offloading and oil transporting shows to be a preferred alternative compared to constructing oil pipelines considering technic and economic matters, even if offshore offloading operation is still considered one of the riskiest operations in the offshore environment. From the concerns about hazards of an offloading operation, one is related to hose failure during oil transferring and the consequences on the environment. Different aspects of FPSO and shuttle tanker influence floating hose behavior during offloading operation as environmental condition, ships loading conditions, ships distance, heading, FPSO offloading station position and number of hose sections. The different aspects may be combined in several scenarios, in which integrity of floating hoses in terms of tension and bending strength shall be guaranteed. In the present paper, global numerical analyses of offloading operation considering a spread moored FPSO and a typical dynamic positioning shuttle tanker (DPST) moored in tandem are carried out. The analyses are based on a coupled numerical model of FPSO, DPST and floating hose [2]. Covering a wide combination of the scenarios considering the aspects listed above, full time domain simulation is used to estimate hose sections force and moments during the operation. Numerical model results are validated for a couple of scenarios against field data. With focus on floating hose integrity, the main objective is to define minimum requirements for a safe offloading operation, as environmental criteria, maximum and minimum distances between FPSO and DPST, limit operating sectors and minimum number of hose sections. The results can be used as reference to offloading procedures and manuals of owners and operators in combination with recommendations of international organizations.

Abstract:
Currently, increasing world population demands a higher cement production. Therefore atmospheric emissions and energy consumption become two of the most important environmental and economic issues. Fuel and electricity consumption for the production of cement represent 40% of the total production cost [1]. It is known that cement production is an energy-intensive process which contributes with approximately 5% of the worldwide carbon dioxide (CO2) emissions [2] [3]. By using Concentrated Solar Thermal (CST) at the calcination process in the cement production line, CO2 emissions can be reduced by 40% and savings of up to 60% through fuel substitution can be obtained if all the fuel used at the calcination step is substituted. The aim of the study is not to propose a detailed design of the solar process but to examine and quantify the various options in order to define the favorable economic conditions and the technical issues to face in a conventional cement plant aiming: substituting energy sources and achieving continuous operation of the cement plant employing a hybrid mode. Three options related with how to apply the CST technology were evaluated. The best solution is a Central Tower with Solar Reactor at the Top of the Tower since it allows energy substitution with high thermal energy efficiency. This implies, compared with the other options, the minimum changes in the process. Several energy substitution scenarios are investigated considering different energy losses and amount of energy to be replaced. It was found that the solar energy availability is not a constraint, meaning that from the technical point of view it is possible to replace up to 100% of the energy requirements for the calcination process. Economic results are promissory since the application of the proposed approach (Go Process) became attractive. The Payback Time (PBT) obtained (from 6 to 10 years) is lower when it is compared with the PBT for applications of CST for electricity production. Besides, the IRR values obtained (from 8% to 11%) are adequate in accordance with the typical values expected by most of the equity investors in renewable energy projects (between 8% and 12%) [4]. It is expected that CST technology will become more attractive and profitable due to economic aspects like increments in fossil fuels and alternative fuels cost and the current deployment of the CST technology to produce electricity. Other aspects such as more strict legislation related with CO2 emissions combined with encouraging legislation to use of renewable energy also play an important role in the economic attractiveness of the proposed application.

For the past couple of decades there has been a change of emphasis in the world nuclear power from that of building new Nuclear Power Plants (NPP) to that of taking measures to optimize the life cycle of operational plants. National approaches in many countries showed an increase of interest in Plant Life Management (PLIM), both in terms of plant service life assurance and in optimizing the service or operational life of NPP. A strong convergence of views is emerging from different National approaches, particularly in the area of the economic aspects of NPP operation and in the evolution in the scope of NPP PLIM. The latter can directly affect the cost of electricity from NPP in an increasingly competitive environment. The safety considerations of a NPP are paramount and those requirements have to be met to obtain and to extend/renew the operating license. To achieve the goal of the long term safe, economic and reliable operation of the plant an Integrated Life Cycle Management Programme (ILCMP) is necessary. Some countries already have advanced PLIM Programmes while others still have none. The ILCMP objective is to identify all that factors and requirements for the overall plant life cycle. The optimization of these requirements would allow for the minimum period of the investment return and maximum of the revenue from the sell of the produced electricity. Recognizing the importance of this issue and in response to the requests of the Member States the IAEA Division of Nuclear Power implements the Sub-programme on “Engineering and Management Support for Competitive Nuclear Power”. Four projects within this sub-programme deal with different aspects of the NPP life cycle management with the aim to increase the capabilities of interested Member States in implementing and maintenance of the competitive and sustainable nuclear power. Although all four projects contain certain issues of PLIM there is one specific project on guidance on engineering and management practices for optimization of NPP service life including decommissioning. This particular project deals with different specific issues of NPP life management including aspects of ageing phenomena and their monitoring, issues of control and instrumentation, maintenance and operation issues, economic evaluation of NPP life cycle management including guidance on its earlier shut down and decommissioning. The paper describes in detail the full scope IAEA activities on different issues of NPP life management and some of its achievements in this field during the nearest past as well as plans for the future.

Today the United States is plagued by societal issues, economic insecurity, and increasing health problems. Societal issues include lack of community inclusion, pollution, and access to healthy foods. The high unemployment coupled with the rising cost of crude oil derivatives, and the growing general gap between cost of living and minimum wage levels contribute to a crippled consumer-driven US economy. Health concerns include increasing levels of obesity, cardiovascular disease, cancer, and diabetes. These epidemics lead to staggering economic burdens costing Americans hundreds of billions of dollars each year. It is well-known that many of the health issues impacting Americans can be directly linked to the production, availability, and quality of the food. Factors contributing to the availability of food include reduction of United States farmland, an increase in food imported from overseas, and the cost of goods to the consumer. The quality of food is influenced by the method of growth as well as imposed preservation techniques to support food transportation and distribution. At the same time, it has become increasingly common to implement biotechnology in genetically modified crops for direct human food or indirectly as a livestock feed for animals consumed by humans. Crops are also routinely dosed with pesticides and hormones in an attempt to increase productivity and revenue, with little consideration or understanding of the long term health effects. Research shows that community gardens positively impact local employment, community involvement and inclusivity, and the diets of not only those involved in food production, but all members of their households. The purpose of this work is to determine the feasibility of an energy efficient large-scale aquaponic food production and distribution facility which could directly mitigate growing socioeconomic concerns in the US through applied best practices in sustainability. Aquaponics is a symbiotic relationship between aquaculture and hydroponics, where fish and plants grow harmoniously.
