Abstract:
<p align="LEFT">In this paper is described introduction of Polar Earth Orbits (PEO) in the function of the Satellite Distress and Safety Systems (SDSS) for all mobile applications. The results of a technical and economic study regarding the extension of the Inmarsat Geostationary Earth Orbit (GEO) satellite system to cover polar region are reviewed. In addition, also are examined the technical and practical aspects of providing an operational polar Mobile Satellite Service (MSS) for the provision of combined distress and safety communication solutions in conjunction with a commercial and defense communication systems for maritime, land and aeronautical applications. This study is considered several PEO satellite models and their probable costs for Search and Rescue (SAR) and determination MSS solutions. The practical usage of Low PEO constellation is realized by Cospas-Sarsat international project for SDSS.</p>

Abstract:
Wireless closed-loop control systems, so-called networked control systems (NCS) promise technical and economic benefits for production applications. To realize prospective benefits, the right communication technology is key. The fifth generation of mobile communication is predicted to have a significant impact on the deployment of NCS in the industrial connectivity landscape. However, there are different options for 5G deployment influencing both technical performance and economic aspects of the network. This in turn is expected to have a techno-economic influence on the production itself. Thus, a trade-off between the necessary technical performance of the 5G network and the benefits for the production must be executed. This paper, therefore, aims to analyze the techno-economic benefits of 5G deployment for closed-loop control systems in production. To reach this aim, first, the fundamentals of techno-economic analysis are introduced. Second, the results of an experimental performance analysis of a 5G-NSA-NPN at Fraunhofer IPT in Aachen are shown. Third, based on the results from the experimental study, a model-based techno-economic ex-ante evaluation of 5G-NSA-NPN for closed-loop applications is performed, and an exemplar is shown for a BLISK milling use case. Finally, the results are summarized and an outlook for further research is given. The analysis shows a difference in net present value for 5G deployment of EUR 2.6 M after 10 years and a difference of OPEX per product of around EUR −1000 per BLISK. Furthermore, analysis shows an increase in productivity (0.73%), quality (30.75%), and sustainability (2.87%). This indicates a noticeable improvement of a 5G-controlled NCS.

Abstract:
Deploying dense network is a promising technique of fifth-generation communication to meet the challenge of soaring demand from explosive growth of mobile users. However, this technique obviously increases the power consumption, thereby indirectly causing heavy financial burden on mobile network operators and CO2 emission, which is considered as a major threat to the environment. In consideration of energy storage device, self-discharge effect, and preventing repeated switch (PRS) mechanism, a comprehensive power management model for wireless communication system in smart grid is investigated in this study from the power consumption and economic cost aspects. Two base sleep mechanisms, namely, energy cost first (ECF) algorithm and power consumption first (PCF) algorithm, are proposed. The ECF algorithm focuses on the minimum cost of system operation by selecting the low-cost energy scheme. Meanwhile, the PCF algorithm considers the minimum power consumption first and then optimizes the cost. Compared with conventional scheme, simulation results show that the two proposed algorithms can decrease the energy cost of communication base system significantly. Setting an energy storage device can further stabilize the energy cost, while the switching frequency can be reduced to a large extent when combined with the PRS mechanism.

Numerous problems associated with farming are continuously affecting the actions that are happening in the country. A potential resolution for such issues to be eradicated, one should combine the technological advancements with current ongoing agricultural practices. Good agricultural practice will increase crop productivity and reduce unwanted water usage. Many authors have done research on temperature, nutrition, and pH-controlled systems. But no one concentrated on alert messages sent to the mobile phone. The main objective of the proposed system measures various natural aspects that use a global system for mobile communication (GSM) module that is connected to an Arduino to transfer the data that is obtained by the sensors to an internet of things (IoT) <a name="_Hlk93396762"></a>application programming interface (API) which is a kind of cloud computing of obtained data, this data can be analyzed if needed, and an alert short message service (SMS) is sent to the cell phone/mobile phone. The alert message can be done through conversational artificial intelligence (CAI). It is the collection of technologies behind triggering the message that will be sent automatically to the mobile as an SMS if any of the sensor values that are generating are not under already specified threshold values.</span>

In the context of Kazakhstan's railway operations, this study explores the economic advantages derived from the implementation of GPS tracking technology focused on route monitoring. Employing Extreme Programming (XP) principles, a case study within a national railway company details the process, challenges, and outcomes of integrating GPS trackers on mobile phones for workforce location tracking and geo-fencing. Results demonstrate the significant improvement in monitoring workforce activities and precise payroll calculation based on actual working hours. Emphasizing the role of the XP methodology, the study showcases enhanced stakeholder communication, iterative development, and continuous system improvement. Technical aspects of the GPS tracking system, including architecture, data flow, and integration with existing railway management systems, are examined. Moreover, the study delves into encountered challenges such as privacy concerns, data security, and user acceptance during implementation. The use of active remote monitoring of patients with AH receiving antihypertensive therapy helps to achieve target BP values with subsequent monitoring of health indicators, as well as to provide timely medical care. Remote monitoring and treatment using information and communication technologies has been proposed to improve the quality of medical care. The introduction of remote BP monitoring will significantly improve the existing model of diagnostics and treatment of patients with chronic diseases, increase the number of observed patients at each therapeutic site without increasing the time for dispensary observation, as well as attract the working-age population to primary prevention of cardiovascular diseases. Taking into account modern trends in medical care for the working population and progress in information technologies, there is currently an opportunity to build a new model, which, while maintaining the main levels and stages of medical care, should ensure compliance with uniform standards of medical care, which can be ensured through the introduction of telemedicine and mobile components. The new elements of the system include: retrofitting medical stations of enterprises with medical and telecommunication equipment, connecting them to medical information systems; application of patient-oriented personal hardware and software systems for prevention, treatment monitoring and rehabilitation; use of mobile medical and telemedicine complexes; building up the material, technical and human resource capacity of emergency medical aid and medical evacuation services; development of digital communication systems between hospitals and medical centers in remote areas; and development of a new system of medical and telemedicine services. Organizational solutions in the field of digital and mobile medicine can serve as a basis for building a promising model of medical support for the working population in remote areas, ensuring proper quality and accessibility of medical care. The article considers the main aspects of using remote blood pressure monitoring as one of the methods of telemedicine health control. The regulatory and legal framework regulating the provision of medical care with the use of remote blood pressure monitoring is presented. The main technical aspects and technological models of telemedicine monitoring of BP in patients with arterial hypertension are analyzed. The review of publications devoted to clinical and economic efficiency of remote monitoring of blood pressure is given.

The human resources mobile information system (HRMoIS) provides users with direct access to information via mobile devices, enhancing efficiency, productivity, and the user experience. It includes mobile applications, websites, SMS services, and other communication mediums. This system enhances information mobility, facilitates operational processes, and supports decision-making in the ever-evolving technological landscape, ultimately improving users’ efficiency and productivity. Al-Anbar Province is undergoing significant urban and economic development. Still, more research is needed on the impact of HRMoIS on employee performance in Anbar to enhance their skills. This study aims to provide insights for top management and decision-makers on implementing similar methods to enhance employee performance. The study employs a questionnaire to survey managers and regular employees in 20 small organizations in Al Anbar, Iraq. The data is analyzed using percentages, frequencies, Pearson correlation, and Cronbach’s alpha coefficient. This allows for a comprehensive examination of all the essential aspects of human resource dynamics. The questionnaire upholds integrity and precision by aligning with roles and responsibilities. The study found that organizations implementing HRMoIS had higher mean values despite barriers such as organizational resistance, limited resources, and inadequate training. The results underscore the importance of organizations addressing these issues and enhancing their HRMoIS adoption. The study investigates the impact of HRMoIS on HR performance in small organizations in Iraq. The results show a positive correlation between mobile information systems and HR management efficiency. The study recommends implementing mobile information systems in small organizations in Al Anbar to enhance their performance. It emphasizes the need for providing necessary hardware and software, hiring experienced consultants, ensuring employee training and development, supplying HRMoIS with relevant data, and appointing experienced employees to keep up with technological advancements.

PurposeThe Bass model is widely used in the literature to capture the diffusion of innovations and shows excellent predictive power in the context of durable goods. However, the model's efficacy fades when services are the target of analysis. Services that users adopt and subsequently utilize regularly are regarded as a continuous process that entails the possibility of dis-adoption and re-adoption. These aspects are not accounted for in the traditional Bass model. Thus, this study extends the Bass model to information system (IS)-based services by taking into account the unique nature of service adoption: the possibility of dis-adoption and re-adoption.Design/methodology/approachThe proposed hypotheses were empirically tested using a longitudinal study of mobile service usage over 18 months. The longitudinal design provides a stronger position than the typical cross-sectional survey to understand the dynamics and infer causality.FindingsResults show that the inclusion of the dis-adoption and re-adoption rates in the Bass model significantly improves the explanatory power over the traditional Bass model.Originality/valueConsumption of services delivered through IS has exponentially increased. However, understanding on the diffusion pattern of IS-based services is limited. Our study is the first to examine the effect of dis-adoption and re-adoption together in the innovation diffusion process. The study offers significant implications for researchers and practitioners. The extended Bass model can help service firms develop an accurate prediction about the number of adopters at different periods of time.

Information and Communication Technologies (ICTs) projected as a dynamic solution for socio-economic development are extensively utilized in the developing countries. Pakistan has witnessed a high growth of ICTs use in the last decade. This review addresses the question: How ICTs are potentially aiding the development process in Pakistan. While doing so, it reviews the key literature on Information and Communication Technologies 4 Development (ICT4D) and Information Systems (IS). The inclusive review of literature is undertaken for identifying different aspects and roles played by ICTs in social and economic development universally with a specific emphasis on Pakistan. The key finding of this review is that ICTs are enabling pivotal transformations in Pakistan by becoming a key element in economic and social development. ICTs are advancing society by improving access of millions of people to many amenities such as financial and health in Pakistan. A set of two case studies from the field of Mobile Money, and Telemedicine are used to reinforce these claims. Given the poor socio-economic and development indicators of Pakistan, a way forward is proposed. This study is an initial attempt to review the potentials as well as different roles played by ICT-led initiatives in the socio-economic development of Pakistan. It is expected to form the basis for the further investigations with regards to ICT4D projects in Pakistan. The study is primarily based on qualitative data to enforce its claims. Unfortunately, primary data on the topic is either non-existent or cannot be accessed when it comes to Pakistan.

Purpose The paper explores the importance of mobile technology to enable diffusion of agriculture-related knowledge among farmers in India. The purpose of the paper is to evaluate the current socio-economic factors and challenges that impact the feasibility of m-governance project. The authors intend to explore different behavioral aspects of farmers, specifically their information seeking behavior to understand their communication ecosystem. Design/methodology/approach The authors have used multiple methods to analyze the significance of m-governance in current social dynamics. To achieve in depth understanding of farmer’s attitudes and opinion, the authors have conducted semi-structured interviews with farmers. The authors have also applied experimental observations to evaluate the actual effectiveness of information dissemination and the social dynamics behind the process. The secondary/archival data was also collected from the government offices and non-governmental organizations. Findings Findings explore the pattern of mobile usage among the farmers which could lead to interesting implications for the design and implementation of future m-governance projects. The research has also drawn some interesting implication on the feasibility of m-governance project. Research limitations/implications Because the findings are co-related with the prevalent socio-cultural dynamics, testing the findings in different context might add value to the proposed theory and its implications. Originality/value Considering the need and significance of agriculture-based reforms in rural India, present study offers guidance in devising an efficient communication medium among farmers and government. The authors infer from our field observations that the communication platform is vital for successfully reaching farmers for their overall welfare. The present work is based on findings which are drawn from the ground reality which helps in explicating inferences which are useful for implementation purpose.

Abstract:
Purpose The purpose of this study is to examine the role of trust and perceived value (PV) in customer intentions to adopt mobile money application (MMA) services. Trust and PV were broken down into various dimensions. This study investigated the two-component base trusts, namely, economic and service, and also PV as an antecedent. Design/methodology/approach This study involved 402 respondents selected through the interception and online survey approach and had five hypotheses. The structural equation model was used to test the hypothesis of this study. Findings The findings showed that the PV was related to the customer’s intention to use MMA services and economy-based trust. Trust in service providers and economic-based trust were positively related to customer intentions to use MMA services. Research limitations/implications Although the concept of MMA has been explored in several literatures, the role of trust and PV in the use of MMA has not been of much concern among researchers. In addition, this study described PV as a construction with five supporting dimensions. The current literature showed that the integration of PV with construct trust was still lacking in attention from researchers especially the study of MMA. Practical implications For practitioners, these findings confirmed that MMA service providers need to convince customers of protection to money and personal information. Also, providers need to ensure that the use of MMA provides cost and time effectiveness. Besides, it is important to ensure the services provided to customers are the fastest way to carry out financial transactions, in this case, including payment and retail purchases. This finding also showed that PV related to MMA services needs to be studied from a customer perspective, focusing on four aspects of ethics, playfulness, customer return of investment and excellent service. Therefore, handling PV in these services requires specific strategies to deal with these various aspects. Originality/value This study integrated two dimensions of trust, thus economic trust and service trust, the authors also integrated dimension of PV as the antecedent of two dimensions of trust, to understand the dimension of intention use MMA.

Mobile communication systems are responsible for the significant changes that are taking place in cultural practices. The mobile phone has established itself as a portable, multi-use, interactive device that individuals use to enable them to manage important aspects of their work and leisure time. This article is based on research that aims to understand the phenomenon of mobile TV, the related trends (in terms of experiences, ideas, and models), and the type of user that operates this device. This article also analyses the values and perceptions of users as well as the benefits and drawbacks they encounter when using mobile TV. The study develops a mobile TV content test by using a viewing experience among 100 students from the universities of Malaga and Seville, in Spain. Structured questionnaires with closed questions are used with qualitative techniques that promote virtual discussion in forums that focuses on face-to-face groups. Altogether, the study has enabled the development of a theoretical model of the phenomenon of mobile TV, and has classified user preferences in terms of ergonomic technology, delivery dynamics, the economic value of services, and consumption patterns and scenarios. The main results focus on participants’ evaluations of mobile media narrative and the cross-platform experience.Una porción significativa de los cambios que en la actualidad experimentan las prácticas culturales puede encontrarse en el ecosistema de las comunicaciones móviles. En este sentido, el teléfono móvil comienza a postularse como el dispositivo multiuso, portable e interactivo que los individuos utilizan en su quehacer cotidiano, ofreciéndoles la posibilidad de gestionar importantes parcelas de su tiempo productivo y de ocio. La investigación en la que descansa este artículo tiene como objetivo comprender el fenómeno de la TV móvil, qué tendencias sigue –experiencias, reflexiones, modelos–, y qué tipo de usuario se sirve de ellas; así como sus percepciones, valoraciones, ventajas e inconvenientes que encuentran. El diseño metodológico ha contemplado el testeo de la experiencia de visionar contenidos de televisión móvil en un grupo de 100 estudiantes de las Universidades de Málaga y Sevilla mediante cuestionarios estructurados de preguntas cerradas y técnicas cualitativas que comprendían foros de discusión virtuales y grupos focales presenciales. En su conjunto, el estudio ha permitido elaborar un modelo teórico sobre la televisión móvil, pero también una tipología de uso relativa a las preferencias del usuario en cuanto a la ergonomía tecnológica, dinámica de distribución, valor económico del servicio, y patrones y escenarios de consumo. Los resultados más relevantes se centran en las valoraciones que los participantes formulan sobre narrativa propia para el medio móvil y la experiencia multiplataforma.

Abstract:
The issues of building effective marketing communications systems at the level of public administration are discussed in the article. Most marketing communications research focuses on the private sector. Marketing communications in the public sector are comprehensive and multi-functional. So, marketing communications in public administration are considered not only as a complex of information and communication mechanisms. They also include political, social, economic and cultural aspects. The marketing communications system should be formed both on the domestic market (provision of administrative services to the population and formation of a positive image of state power) and external (establishment of cooperation with international partners and conduct of international policy). According to statistics, the system of information support of public administration is considered relevant by more than 60% of the population of Ukraine. Therefore, given the relevance of this issue, it is useful to determine its practical significance. The establishment of a marketing communications system in public administration should provide the population with mobile provision of administrative services of high quality, the creation of systems of democratic civil society through the development of electronic petitions, the formation of a favorable image of the state to ensure high support for the processes of state creation among the population and at the international level to attract additional investments and ensure tourist attractiveness. Among the current directions of development of marketing communications of public administration are advertising, PR-technologies, image and brand construction, fight against “negative” and fake information, provision of electronic management and provision of administrative services online. However, providing the population with access to the Internet also remains an important issue, as it is this resource that is the main one for the introduction of digitization and digitalization processes in the country.

PurposeThe main purpose of the present study was to improve and develop previously proposed models for Iran telecommunication networks. It should be noted that the six-dimensional (6D) sustainability model used in this study will be a useful and comprehensive model for industries. Since, the new dimension of IT along with the five well-known economic, social, environmental, technical and institutional aspects of organizations is considered to have great impacts on supply chain sustainability; the proposed framework can be practical.Design/methodology/approachAccording to the related literature review, there are two research streams in supply chain management. The first stream is exploratory research, seeking out conceptual discussions in this area. The second one is associated with mathematical models and techniques, aiming to set decision-making rules in this regard (Agrell et al., 2004). In this study, evaluation was performed using the FMEA method as an analytical technique based on the principle of pre-occurrence prevention to identify potential failure factors in sensitive systems (Mohammadfam and Kianfari, 2008).FindingsAfter identifying the risks and causes of the incidence and effects and consequences of risks, preventive and risk control measures and advisory strategies were presented. Customers with 45.76% share in critical risks are threatening to maintain supply chain in these companies. During this study, it was found that 33.9% of the main source of supply chain critical risks was customers, constituting 45.76% of such risks, accompanied by organization, having a 38.88% share of critical risk generation. The study findings also revealed that 33.9% of critical risks were mainly (equally) related to economic and technical aspects of supply chain sustainability in telecommunication networks. Moreover, as a newly-introduced sixth dimension, IT represented 10.17% of critical risks threatening supply chain sustainability in such networks. Critical risks are mainly related to the economic and technical aspects (equally) with the sustainability of the telecommunication networks supply chain. Also, as a new finding and the sixth dimension, 10.17% of the critical risks that threaten the sustainability of the telecommunication networks supply chain have the information technology dimension.Originality/valueThe internet and fixed and mobile data services are provided by several private companies in Iran, which are relatively similar in terms of their supply chains. In order to manage the sustainability of Iran's telecommunication supply chain, telecommunication networks affiliated to Iran Telecommunication Company (ITC), operating in the field of data and internet services and fixed telephone were selected in 31 provinces. The intended networks were also providing an important part of the country's needs including Mobile Telecommunication Company of Iran, a subsidiary of Iran's telecommunication networks, as one of the top companies in this industry. Accordingly, all the networks studied in this study needed to be identified with regard to communication sustainability risks, since they provide management solutions to each other by segregating risks. In this study, 68 managers and 72 experts participated in different work teams of telecommunication networks.

With the current surge in information, big data is no longer a distant concept, but is closely related to and close to everyone. With the rapid development of mobile communication and the Internet, big data has gradually influenced and penetrated various fields, resulting in new service and business models. In this study, we focused on the problems in the medical supply chain through a big data background and empirically examined how technology, organization, and environment factors affect the utilization and business effect of big data-based supply chain management systems in pharmaceutical companies. Our results revealed that all three independent variables (organization, technology, and environment) positively affect both the supply chain management of pharmaceutical companies and, furthermore, the overall business effect.. Therefore, the overall business value of a company can likely be realized through dynamic adoption of big data in terms of organizational, technical, and environmental aspects, and that it can respond quickly through various surveys and systematic analysis in the rapidly changing market.

Purpose: This research aims to examine the communication management strategies employed to promote tourism in Chachoengsao Province from 2567 to 2570 and to elucidate the future perspectives of communication management within the framework of the theory of global unity, encompassing the concept of "one species, one society, one culture, one language, and one religion". Theoretical Framework: This study employs communication theory, theory of management, particularly the POSDCoRB theory, providing a comprehensive framework for contemporary management. Design/Methodology/Approach: This research employs a mixed methods design, combining qualitative insights from focus group discussions with expert opinions gathered through the Delphi Technique. The study focuses on tourism communication management in Chachoengsao Province, utilizing a sample of 91 participants for focus group discussions and engaging 14 experienced professionals in tourism and communication management for the Delphi Technique. The research employs a variety of data collection tools, including interviews, open-ended questionnaires, and closed-ended questionnaires, and utilizes content analysis, median values, and interquartile range calculations for data analysis. Finding: The study findings reveal that 1) Chachoengsao Province boasts a variety of tourist attractions spread across its 11 districts 2) Tourism promotion through integrated advertising and public relations communication management involves various channels, including: (1) Online Channel which are communication initiated by tourists, influencers, and relevant organizations through platforms such as websites, Facebook, and Instagram. (2) Offline channels encompass a variety of traditional methods for promoting tourism, including vinyl banners, billboard advertising, mobile advertising, roadside banners, word-of-mouth, and cultural and traditional heritage events and activities. Research Practical and Social Implication: In the future, tourism communication management in Chachoengsao Province should strategically embrace modern and expansive approaches. This includes implementing contemporary and wide-reaching tourism communication methods, such as: Organizing Online Events, Metaverse Technology, Artificial Intelligence (AI), Virtual Reality (VR) and Augmented Reality (AR) Technologies, Web 3.0 Technology, Customer 360º Technology, Internet of Things (IoT), 3D Printing and Blockchain Technology 3) Experts have the following consensus opinions as in projecting the future vision of tourism communication management in Chachoengsao Province (2024-2027), it is envisioned to be carried out through the concept of oneness, encompassing physical oneness, biological oneness, psychological oneness, and sociological oneness. This will leverage the province's potential across various aspects, including infrastructure, transportation, cultural heritage related to tourism, economic positioning, livability, and the residents' love for their province Originality/Value: In this process, the planning stage is crucial, requiring clarity and precision. Additionally, effective tourism communication management in Chachoengsao Province will rely on an understanding of political strategies, laws, regulations, and alignment with the opinions of the local population. As mobile communications transform, 5G technology can potentially change many industries and businesses. The change will have a great influence across many fields, such as the automotive, healthcare, and manufacturing sectors. This paper aims to review the existing applications of blockchain technology in providing 5G network security and identify new possibilities for such security solutions. We consider different aspects of blockchain in 5G, particularly data transmission, access control, and applications including vertical industry-oriented applications and specific solutions supporting such sectors of economic activity. The paper briefly describes modern technologies in 5G networks and introduces blockchain’s properties and different aspects of using such technology in practical applications. It also presents access control management with blockchain applied in 5G and related problems, reviews other blockchain-enforced network technologies, and shows how blockchain can help in services dedicated to vertical industries. Finally, it presents our vision of new blockchain applications in modern 5G networks and beyond. The new-generation networks use two fundamental technologies, slicing and virtualization, and attackers attempt to execute new types of attacks on them. In the paper, we discuss one of the possible scenarios exhibiting the shortcomings of the slicing technology architecture. We propose using blockchain technology to create new slices and to connect new or existing subscribers to slices in the 5G core network. Blockchain technology should solve these architectural shortcomings.

[Purpose] This study analyzes the trend of recent precedents regarding sales allowance and sales incentives under the Value-Added Tax Act, which have become an issue in practice due to the ambiguous distinction, and distinguishes between sales allowance and sales incentives, focusing on the Supreme Court ruling 2017Du53170, pronounced on August 31, 2022. [Methodology] According to the tax law, various systems for sales allowance and sales incentives were summarized, and related prior studies were reviewed. In addition, by analyzing existing precedents, trends and related cases of recent precedents of sales allowance and sales incentives were comprehensively analyzed. Focusing on the Supreme Court's 2017Du53170 ruling, the legal basis for the distinction between sales allowance and sales incentives was presented. [Findings] According to the Supreme Court's 2017Du53170 ruling, subsidies paid to customers had an economic effect of reducing supply prices, but highlighted the formal aspects of the transaction, such as terms and conditions, and contracts, and judged that subsidies in this case did not correspond to the amount of money excluded from the supply price of mobile communication services because they were not directly related to the service provided. In other words, the amount of sales allowance was narrowly interpreted from a formal point of view. Direct deduction, one of the requirements for acknowledging the amount of the discount, must be judged based on whether the supply price has been substantially reduced. [Implications] This study is expected to contribute to increasing legal stability and predictability by once again checking and determining whether to exclude the amount from the supply price depending on the relevance of the transaction, in a situation where interpretation problems continue to arise due to ambiguous distinction criteria for sales allowance and sales incentives.

Salah satu solusi yang dapat digunakan adalah penerapan m-Health pada sistem kesehatan. m-Health didefinisikan sebagai sebuah penggunaan mobile communications and network technologies dalam melakukan perawatan kesehatan. Pola penerapannya menggunakan mobile phone sebagai point-of-care device. Hanya saja, penerapan sebuah teknologi baru dalam suatu negara tidak dapat begitu saja dilakukan. Penelitian bertujuan untuk mengetahui sejauh mana kelayakan penerapan m-Health untuk diagnosis dan dukungan perawatan kesehatan pada negara berkembang dengan menggunakan studi kasus negara Indonesia. Penelitian ini dilakukan dengan menggunakan metodologi causal comparative terhadap penerapan m-Health di negara maju. Analisis kelayakan akan dilakukan terhadap empat aspek, yakni aspek ekonomi, teknologi, sosial, serta organisasi. Diagnosis and treatment support is one of the main factors in health care. Traditional methods of diagnosis in person between patients and physicians in order to monitor and maintain health stability is getting hard to do. This is because many of the obstacles that arise, whether financial constraints, geography, and time. Telecommunications in particular information technology can help overcome these problems, which will indirectly help the development of health systems in the country. One solution that can be used is the application of m-Health in the health system. m-Health is defined as the use of mobile communications and network technologies in the conduct of health care. Pattern application is using mobile phones as point-of-care device. Only, the application of a new technology in a country can not simply be done. There are factors that need to be taken to ensure that the application of new technologies can run optimally. The study aims to determine the extent to which the feasibility of applying the m-Health for the diagnosis and support for health care in developing countries by using a case study of Indonesia. The research was conducted using causal comparative methodology for the application of m-Health in developed countries. Feasibility analysis will be conducted on four aspects, namely the economic, technological, social, and organizational.

Received 26.01.2021. The article investigates the role of new digital technologies during a crisis period on the example of the ongoing COVID-19 pandemic. Considering the methods used by different states to prevent the spread of the virus and its consequences, the author analyzes the advantages of the impelled rapid digitalization, scrutinizes its negative aspects, and discusses perspectives. Although the digital transformation had already been taking place before the pandemic actually started (2019), the current crisis facilitates the unprecedented digitalization breakthrough in all life spheres, which will have delayed consequences. The short-run effects are already obvious: deepening of virtual communication; advancement of electronic document flow systems and online-services (including E-Government, public health service, etc.); virtualization of education, culture, sports, leisure activities; transformation of labour market towards distance employment, an outburst of electronic commerce and services, robot automation in economy; virtualization of political life (online-meetings, online-debates, online-summits, etc.), and, moreover, a transfer of power struggle and geopolitical struggle itself to digital platforms. Greater convenience and effectiveness are the most vivid advantages of digital technologies development, which plays the key role in crisis periods. Better access of disabled persons and people living in geographically remote places to medical aid, education, cultural objects, etc. also belongs to important achievements of the rapid digitalization. At the same time, there are significant negative aspects of this process, both general and specific. The violation of democratic rights and freedoms (primarily, of personal data security and individual privacy) is unavoidable in the light of the necessary “digital control” from the state to contain the spread of infection. Private IT companies participating in the process of the virus spread control due to their products (mobile applications, Internet platforms, etc.) also benefit from access to personal data. Whereas this issue is not central in authoritarian regimes like China, it becomes very challenging for democratic societies of the West. The digitalization of services gives wide room for irregularities and fraud in general. A growing “digital exclusion” is another concern: the greater dependency on technical means excludes certain parts of the population unable to use them for different reasons. An increasing individualization and solitude amid the lacking real-life communication gives rise to complicated psychological issues and mental disorders. Among specific negative side-effects of digitalization there are obstacles in personal electronic verification, worsening in the quality of remote medical assistance and online-education, unemployment growth and smashup of offline-businesses in economy, and some other. The most complicated question of the current crisis and the next “post-COVID” period is how serious the above-mentioned negative consequences of the rapid digitalization will be, to what extent they may devaluate its advantages, what sacrifice will be made by humanity to pay for comfort and effectiveness. The article is focused on the problem of degrading the signals of broadband 3G / 4G mobile radio access systems in places of subscribers clustering and in so-called “dead zones”. The analysis of the actual principles of building mobile networks has been carried out, the main disadvantages of the approaches to the development of cellular networks have been identified. The current trend of building macro cells in the urban environment has lost its effectiveness due to the increasing frequencies used; it has to be replaced by a fundamentally new way of planning mobile networks. A new principle of providing access to mobile communications “from inside to outside” is proposed, which takes into account the needs of a large number of subscribers in the premises. It is based on setting the maximum number of internal base stations fully meeting the needs of internal network users. Such a distinction will positively affect all subscribers and improve the experience from using the high-quality services of the mobile operators, which will result in increasing the economic performance

As the core technology of contemporary mobile communication, 5G technology can not only meet the transportation needs of massive data traffic but also be expanded to various industries, expanding the development field of intelligent communication and realizing further improvement of production efficiency. At present, 5G mobile communication technology is widely used in communication engineering, providing effective technical support for engineering construction and operation. However, while the progress of the times brings innovation and refinement in mobile communication technology, it also increases the complexity of market development, in this context, the practical application of 5G technology in communication engineering is limited, which limits the development of both. In order to solve this dilemma, this paper integrated the communication method of the robot controller, and based on the analysis of the characteristics and application status of mobile communication technology, the application of 5G technology in communication engineering was deeply studied. In order to prove the effect of the robot controller communication method, in this paper, simulation experiments were carried out to analyze the application effect of 5G in communication engineering from three aspects of throughput rate, energy efficiency, and signal suppression effect and to compare it with traditional communication methods. The results of the signal suppression experiment showed that the average peak value of the signal under the traditional communication method was 18.134 dB, and the average peak value of the signal under the method in this paper was 11.296 dB, which showed that the 5G technology integrating the communication method of the robot controller is more practical in communication engineering.

The development and dissemination of new technologies has brought forward a rise in flexible work arrangements, such as mobile work. In the literature, mobile work has mostly been discussed from a microergonomic perspective, considering detachment, stress, strain, and life-domain balance. However, the macroergonomic or institutional perspectives have often been neglected, although for occupational health and safety (OHS) management, as well as occupational health and safety systems, many questions remain unanswered. Therefore, in the present paper, information and communication technologies (ICT)-enabled mobile work is described taking into account institutional and regulative, as well as company-related, requirements. As the literature-based analysis was able to show, existing regulations cover many aspects of mobile work arrangements but also offer starting points for a more concrete protection of mobile workers. Furthermore, there are challenges regarding the enforcement of regulation. In this regard, new technologies might offer the chance to improve the interactions between institutional and company-related occupational health and safety systems. Additionally, 278 co-funded research projects in Germany were categorized, yielding 18 projects on new ways of work, of which another eleven projects addressed different aspects of mobile work. The project analysis revealed that current research focuses on tools and strategies for designing communication and cooperation. In conclusion, the examination of research trends can be used to generate new knowledge for better OHS management and effective OHS systems.

The scientific significance of the work lies in the possibility of using the obtained materials as a theoretical basis for further scientific research aimed at developing more efficient communication systems. As a result of the work, the main aspects and solutions for the formation of high-quality and safe data transmission in communication systems and radio access of marine robotic complexes are considered. The scientific novelty of the work lies in the proposal of a solution for the organization of technical data protection in communication systems of marine robotic complexes. The author examines the schematic diagrams of the organization of radio communications and possible ways of integrating information security systems. The scientific value of the work consists in the possibility of using the presented materials for the subsequent implementation of the presented ideas in practice. The main result of the work is the formation of a scientific and theoretical base in the aspects of the formation of data protection in cellular mobile networks on the example of marine robotic complexes. As a solution, it is proposed to use the channel reservation method based on the use of the AnCom RM/E modem. The paper presents the theoretical and algorithmic aspects of the integration of this solution in mobile cellular networks.

The need for more robust and flexible secure communication has led to the introduction of mobile non-network multicast communication systems like MANET or VANET. Multicasting is increasingly being used for group-oriented applications such as video conferencing, interactive games, TV over Internet, e-learning, etc. To address the security concerns, this paper highlighted the confidentiality, authentication, and access control for non-network multicast communication systems like MANET or VANET. For this, paper explores the group key management protocols. The paper concluded that centralized and asymmetric group key management protocol (GKMP) is most effective for designing secure, and efficient communication models for non-networks. The key findings of the paper are that in group key management protocols (GKMPs) for multicast communication systems adoption of asymmetric GKMPs provides better security, and reduces computational overhead. Therefore, this paper help to improve the robustness and security of multicast communication systems and meet the growing demands of group-oriented applications over the internet.

The object of research is the military radio communication system. One of the problems in improving the effectiveness of military radio communication systems is the correct description of the movement process in them. Efficient routing protocols are only possible if reliable information on network topology for network nodes is available. Thus, with this information, packets can be forwarded correctly between the sender and the recipient. Given that the mobility of individual nodes is insignificant in special wireless networks, nodes in the network show the mobility properties of a group of nodes. This observation is directly related to the very existence of military wireless networks with the ability to organize themselves, that is, to support group cooperation and group activities. In this work the problem of analysis (decomposition) of the mobility models of military radio communication networks with the possibility of self-organization is solved. The classification of mobility patterns, the description of individual mobility models and the analysis of various aspects currently available, as well as those properties lacking in the attempt to simulate the movement of individual nodes, have been carried out. During the research, the analysis of random, semi-deterministic and deterministic models was carried out. The advantages and disadvantages of the above models have been identified. In the course of the research, the authors of the work used the main principles of the theory of mass service, the theory of automation, the theory of complex technical systems, as well as general scientific methods of knowledge, namely analysis and synthesis. The research results will be useful in: ‒ synthesis of mathematical models of node mobility; ‒ evaluation of the effectiveness of the science-based tool for assessing the mobility of nodes; ‒ validation of recommendations to improve the efficiency of mobile radio networks; ‒ analysis of the radio-electronic situation during the conduct of military operations (operations); ‒ creating advanced technologies to improve the efficiency of mobile radio networks.

This article aims to identify and describe the specificities of the urban mobility experience of inhabitants who use transportation apps to move around the city of Buenos Aires taking into account social, economic and cultural aspects of their experiences. We seek elements to understand how the use of these apps is part of people’s daily lives and, ultimately, to what extent it contributes to social inclusion, revealing the social aspects that are at stake. Intending to mobilize communication studies, theoretically, this paper articulates the new paradigm of mobilities in the social sciences with cultural studies. We accompanied nine participants of the study, from the first event of their days to the last, during a daily journey. When accompanying them around the city, the collection instruments included interviews and video recording of travel moments from the perspective of the participants themselves, who wore glasses with a hidden video camera. Based on the narratives of participants’ life stories during commuting, we describe how imagining, adapting and belonging to a strange and at times hostile environment relates to mobile-mediated travel experiences. Therefore, we describe processes in which the narratives about the experiences of migration and the daily flows of displacement are articulated with the mediation of transportation applications.

Location-based advertising (LBA) opens up new frontiers for marketers to place their advertisements in front of consumers. LBA is a new form of marketing communication that uses location-tracking technology in mobile networks to target consumers with location-specific advertising on their cell phones. It provides more targeted communication and interaction between the marketer and its potential customers. This paper reviews different aspects of LBA advertising and investigates the drivers of consumer acceptance toward it. Achieving this, a research framework is developed to explore the factors influencing consumer intention for using LBA in Iran. Individuals’ responses to questions about intention to accept/use of LBA advertising were collected and analyzed with various factors modified from UTAUT with main constructs of utility expectancy, trust, effort expectancy, and control. While the model confirms the classical role of utility expectancy and effort expectancy as the key factors in technology acceptance, the results also show that users’ behavioral intentions are influenced by trust and their control on ads flow.

The aim of the present research is to examine the leading mobile communication service providers in Latvia by employing the theoretical findings of communication technology and telecommunications.The research used the following methods: monographic, induction and deduction, graphic, comparison, as well as competitiveness assessment based on the competitiveness index.The research described the theoretical aspects of telecommunications, examined the leading mobile communication service providers in Latvia, their most important financial performance indicators, services and tariff plans offered as well as assessed their competitiveness.Examining the mobile tariff plans and the services included therein, it was found that they were quite similar. However, an examination of each offer in more detail revealed that there were many nuances that were important to the client and that should be paid attention to.After assessing the competitiveness of the leading mobile communication providers, it was concluded that Latvijas Mobilas Telefons scored the highest number of points, Bite Latvija was in second place and Tele 2 took third place. An assessment of the key factors of competitiveness for the providers revealed that the company Latvijas Mobilais Telefons needed to improve the positions where its competitors had higher ratings: its discount system, the prices of services and the supply of services.

The energy use of wireless access networks has grown to be a significant economic and environmental problem, the potential for utilizing the conserved energy was highlighted along with techniques that may boost energy efficiency in this paper's investigation of the energy consumption of base transceivers stations (BTS). Analysis of the data reveals that by optimizing 60 BTSs, the energy consumption decreases by 36.83% with 127.4MWh of monthly reserve. This is equivalent to powering 35 additional BTSs with a demand of 3.64224MWh or 69 homes for a daily power supply of 10 hours with a demand of 1.8452MWh and 440 homes with a total demand of 289.8KWh.

This paper presents a software solution applicable to industrial production based on numerically controlled machines. It involves a distributed client - server communication system, combined with MLP neural networks for the recognition of the 2D industrial objects, viewed from any angle. The information on prismatic and rotational parts to be processed by numerically controlled machine, are stored on a database server together with the corresponding processing programs. The client applications run on the numerically controlled machines and on the robots serving groups of machines. While the machines are fixed, the robots are mobile and can move from a machine to another. As a novelty of the proposed solution, in some well defined situations, the clients are allowed to change messages among them, in order to avoid the server overload. The neural networks are used to help robots to recognize the parts before and during manipulation.</p>

Technology-augmented choice-making impacts many facets of business. The use of economic incentives under the ubiquitous mobile ecosystem for prosocial behavior has been shown to be particularly effective. We build on the previous work on this topic and study how mobile-based economic incentives and environments influence charitable giving behavior. In contrast to traditional fund-raising, we consider the use of mobile devices to generate giving in small denominations, which we term microgiving. In collaboration with a US-based mobile app provider, we incorporated a functionality that allowed users to contribute their in-app reward points to charity. To encourage donations, we used economic incentives in the form of monetary subsidies, i.e., rebates or matching grants, as well as digital nudges in the form of push notifications. We studied the effects of these factors on giving behavior across two large-scale field experiments. Focusing on the different aspects of smartphones that could differentially impact charitable giving behavior—namely the intensely private and personal nature of smartphones—we examined how the visibility of donation decisions affects giving behavior by toggling audience effects. Our results show that the effectiveness of incentives is contingent upon the magnitude of the incentive as well as the extent to which individual decisions are visible to others. To situate our results in relation to the traditional medium of charitable giving, we propose an analytical model that internalizes the subsidy rates and the audience effect. This study provides initial empirical evidence and an analytical model to advance technology-augmented charitable giving that can provide insights to organizations and service providers.

The article analyses the economic aspects of the application of antitrust legislation in the context of abuse of dominant position prohibition (primarily in the form of setting excessive prices) in industries that are characterized by a complexity of services both on the production side and on the demand side. Evidence from several recent antitrust cases against mobile network operators in Russia has shown that the analysis of prices for individual mobile services is incorrect outside the context of complex pricing under high joint fixed costs. The aim of this article is to explain the economic basis for changing the tariffs of telecommunication services in terms of antitrust legislation requirements. The article presents a direction for assessing the state of competition and the corresponding behavior of market participants (for example, attributes of determining excessive prices) taking into account the characteristics of the telecommunications industry, specially, the mobile services industry. Moreover, it is shown that mobile services exhibit the effects of active competition: a high quality of communication, high rates of innovative activity in the industry as a whole, as well as low prices.

It is essential to have deep understanding of the mobile radio channel in particular for radio communication modeling and advanced technology system design. Models for the mobile radio channel are vital for the study of smart antenna systems, both for the design of algorithms, system-testing purposes, and for network planning. This paper provides an intensive study of the spatial characteristics of the mobile channel for low antenna height cellular environments, i.e., picocells and microcells, assuming Gaussian distributed scatterers. We investigate previous work on the angle of arrival (AoA) statistics for Gaussian distributed scatterers and make appropriate comments. Further, we employ the recently proposed eccentro-scattering physical channel model, as a generalized model, to derive the probability density function (pdf) of AoA of the multipaths at base station (BS) assuming Gaussian distributed scatterers around both BS and mobile station (MS). We found that the pdf of AoA at BS is directly affected by the standard deviation of the scatterers’ density and the size of the scattering disc. The derived formulas, in closed form, can be used further for performance assessment of smart antennas and beamwidth design purposes.

Event-based system (EBS) is prevalent in various systems including mobile cyber physical systems (MCPSs), Internet of Things (IoT) applications, mobile applications, and web applications, because of its particular communication model that uses implicit invocation and concurrency between components. However, an EBS’s non-determinism in event processing can introduce inherent security vulnerabilities into the system. Multiple types of attacks can incapacitate and damage a target EBS by exploiting this event-based communication model. To minimize the risk of security threats in EBSs, security efforts are required by determining the types of security flaws in the system, the relationship between the flaws, and feasible techniques for dealing with each flaw. However, existing security flaw taxonomies do not appropriately reflect the security issues that originate from an EBS’s characteristics. In this paper, we introduce a new taxonomy that defines and classifies the particular types of inherent security flaws in an EBS, which can serve as a basis for resolving its specific security problems. We also correlate our taxonomy with security attacks that can exploit each flaw and identify existing solutions that can be applied to preventing such attacks. We demonstrate that our taxonomy handles particular aspects of EBSs not covered by existing taxonomies.
