Abstract:
Purpose This paper aims to add to the existing body of literature on this subject by advocating how waqf-based entrepreneurship can be practiced in Malaysia. Design/methodology/approach The paper begins by presenting an overview of waqf and its role in entrepreneurship and proceeds by proposing a model of waqf-based entrepreneurship which is synthesized from various models existing in the Islamic world. Findings The paper concludes by recommending waqf-based entrepreneurship as an alternative socio-economic framework of society’s wellbeing. Research limitations/implications The research is limited to the preliminary aspects of waqf entrepreneurship. Practical implications Waqf organization may be able to finance its own businesses through crowdfunding and other methods and also disburse waqf funds to small and large ventures. Social implications The waqf system is a social tool that not only finances social development projects but also has social economic alternatives to assist poor and underprivileged groups in the society. This paper is toward such a socio-economic direction. Originality/value This paper might be considered the first attempt to detail the practical aspect of waqf entrepreneurship, in terms of enterprises to be financed, and how the funds to be accumulated.

The emergence of the Covid-19 pandemic in Wuhan has made economies in various parts of the world experience instability. The real form that can be seen from the Covid-19 impact on the economy today is the Termination of Employment Relationship (PHK). Many employees have been dismissed, and various companies are even threatened with bankruptcy. Other aspects affected include casual daily laborers, MSME actors, restaurant businesses, and other businesses that involve large numbers of people. The type of study was qualitative. The researcher would explore an object to find the potential that existed in the object. This study used a library research method using secondary data obtained from articles, research results, and reference books that discussed the same topic as research. Cash waqf as Islamic financial philanthropy required the strengthening during the current pandemic to assist in the establishment of a Waqf Hospital (RSW), especially for COVID-19 victims, waqf Personal Protective Equipment (PPE), waqf masks, waqf polyclinic, Waqf Isolation House (RIW) and vaccine funding. Additionally, it could help micro business actors in funding for the sustainability of their businesses affected by the pandemic. If there were beneficiaries of cash waqf (al-mauquf alaih) who were not limited to religious provisions, there would equal distribution of aid to help slow economic recovery

Abstract:
<p><em>The issue of land ownership has become a fundamental problem in Indonesia. One of the conflicts is a dispute of waqf land, both property and customary rights. The lack of assertiveness of the waqf rules on the natural land right in West Sumatera also triggered conflict, because the natural right is not accommodated as an object of land registration, so the deed of customary land does not guarantee legal certainty in accordance with the waqf rule in Indonesia. The dispute of Waqaf land in the district of Bayang appear because of many aspects such as customary land as the object of Waqaf, the economic value of the property, the increasing of the population, the need of land, Wakif giving all the customary land as Waqaf, Nazhir’s ineffective land use, the land given without the knowledge of the members of community, the regulation of Waqaf land not accommodated well in law number 41 of 2004. The method used is descriptive, which describes the facts and the real condition of land waqf of property right and customary right in the district of Bayang, with an analysis of a normative legal approach. This study uses an empirical juridical approach by researching with emphasis on the application of the waqf legal in the form of law. The collected data are in the way of primary data obtained from related parties in Waqaf land in the research location, secondary data obtained from secondary, primary, and linear legal materials. From the research it customary land waqf is the leading cause of waqf disputes in the district of Bayang, because many waqf lands are given with unwritten document (verbally) and not registered. The solution to waqf land disputes in Bayang District uses non-ligitation and ligitation settlement efforts. The conflict of waqf of customary land was solved by a non-ligitation manner, through mediation of the adat institution, Gurun Panjang KAN, while the dispute over property rights at the village of Taratak Teleng Puluik Puluik was complete by ligitation in Painan Religious Court.</em></p>

Waqf money in indonesia is very potential, if maximized by all aspects including legal instruments and technological advances in socializing the urgency and benefits of waqf for the economic, social and religious progress of the community. The method used is a normative juridical method through primary, secondary and tertiary legal data relating to fintech and endowments of money. The findings of this study are that the development of legal related to waqf fintech can be done from both national law and islamic law in finding endowments for benefit as long as they maintain harmony and waqf requirements, and maintain the core of waqf assets collected to be developed in other more useful forms.

Waqf land is a recommended implementation of Islamic worship, which has social and economic aspects for the community. Waqf paradigm of land in the community becomes one of the obstacles in advancing Waqf in Indonesia. The development of paradigms such as Waqf should be in writing, professional management appointments, more productive, the development of object types and their allocation, the exchange of waqf objects, the pattern of selection of waqf objects, and pledges of endowments aimed at the general public. Therefore, the development of land paradigm of Waqf should always refer to the principles of Islam. Such management in the community is a strategic step for the development and development of Waqf, in order to achieve and improve the welfare of the community.

Abstract:
Waqf is one of the important economic instruments in Islam. Waqf is known as an endowment consist of donating a building, a sum of money or plot of land for charitable purposes. Various relevant aspects with the field of waqf have been studied and debated by scholars in the area of socio-political studies, economic, accounting as well as waqf information management system development. Current research findings have shown few glaring issues in terms of the difficulty to distribute waqf benefits caused by incomplete file information, transparency of waqf documentation, lack of detailed information about waqf assets and the requirements to provide timely and sufficient information to the related stakeholders. Thus, this study explores conceptual model of integrated success factors of Waqf information management system from few literature analysis. The conceptual success model that consists of activities, relationships, relative advantage, compatability, triability, image, visibility, result demonstrability, voluntariness, complexity and trust have been used to demonstrate the Islamic and technology concepts of waqf information system. Thorough review from several research works will help to understand the gaps in the information system management related to the state waqf agencies in Malaysia. The findings of the above issues prove on the need to identify the success factors of waqf information system management thus, helps to ensure the success development of the system. The findings should be of great interest to both researchers and practitioners.

The role of Waqf is synonym with the purpose of developing the economics as well as social well-being by means of a charity-based system. Revitalization of cash Waqf gives advantage to Muslims countries to further enhance this charity system. However, the efficiency of cash Waqf management is still questionable due to several internal management issues. This research is conducted to explore current practices of Waqf institutions in managing cash Waqf concerning human resource, documentation and reporting aspect; to investigate challenges faced by Waqf institutions in managing cash Waqf in terms of human resource, documentation and reporting aspects; and to suggest a few ways that can enhance the efficiency of cash Waqf management focusing in the three aspects. To achieve these objectives, qualitative methodology has been adopted where the data of this research was collected through semi-structured interview and review of past literatures as well as relevant documents. The finding of the research shows that majority of Waqf institutions have made efforts in promoting cash Waqf based on its regulation, financial sources, collaboration, duration of cash Waqf implementation and its strategic planning. However, the current practices of human resource, documentation and reporting are not suitable with the current pace of evolution to fully realize the benefit of cash Waqf. This research revealed the loopholes in the management of cash Waqf and suggested several ways for improvement as a reference for Waqf institutions in order to improve their cash Waqf implementation. It is a significant endeavor for Waqf institutions in Malaysia to develop knowledge on cash Waqf management as well as provoking speedy development progress of cash Waqf implementation in Malaysia.

Abstract: Islamic banking (further referred to as the Bank) faces two significant problems: excessive concentration in Murabaha financing contracts and high cost of funds. These two classic problems directly impact the development of the Bank and give rise to the stigma of a less innovative and unprofitable industry. This research aims to make a new product breakthrough that can help stakeholders overcome the two problems above. Term Deposit Waqf Linked Isthisna (TDWLI) has 4 variants: TDWLI Perpetual Principal, TDWLI Perpetual Principal + Profit Sharing, TDWLI Periodic Principal, TDWLI Periodic Principal, and + Profit Sharing. The TDWLI Periodic Principal is the variant that is most ready to be applied because, in accounting terms, it has been regulated in PSAK 112. In general, this TDWLI product will provide several advantages for banks to reduce the cost of funds (especially in the main variant of Waqf only). It will increase Isthisna financing, referring to OJK data in 2019, only 0.3% of total financing. In terms of accounting treatment, PSAK 112 must be adjusted especially if the Bank will release a Perpetual-based product variant. The main problem with perpetual-based products is the uncommon features. In perpetual, cash waqf cannot be withdrawn or, in other words, eternal. This research recommends that OJK is expected to study this product more deeply to develop healthy and innovative Islamic banking.Abstrak: Perbankan syariah (selanjutnya disebut Bank) saat ini sedang menghadapi 2 masalah besar yaitu konsentrasi berlebihan di akad pembiayaan Murabaha serta tingginya Cost of Fund. Kedua masalah klasik ini berdampak langsung kepada perkembangan Bank dan memunculkan stigma industry yang kurang inovatif dan tidak menguntungkan. Penelitian ini bertujuan untuk membuat terobosan produk baru yang dapat membantu stakeholders dalam mengatasi kedua masalah diatas. Produk Deposito Waqf Linked Isthisna (DWLI) dengan 4 varian nya baik itu DWLI Perpetual Pokok, DWLI Perpetual Pokok + Bagi Hasil, DWLI Periodic Pokok dan DWLI Periodic Pokok + Bagi Hasil. DWLI Periodic Pokok menjadi varian yang paling siap untuk diaplikasikan karena secara akuntansi sudah diatur dalam PSAK 112. Secara umum produk DWLI ini akan memberikan beberapa keuntungan bagi bank dalam rangka menurunkan cost of fund (terutama pada varian Wakaf pokok saja) serta akan menaikkan pembiayaan Isthisna yang merujuk kepada data OJK tahun 2019 hanya 0,3% dari total pembiayaan. Secara perlakuan akuntansi, PSAK 112 harus disesuaikan terutama apabila Bank akan merelaisasikan varian produk berbasis Perpetual. Alkhairaat is one of institutions of education that possesses waqf institution. Nevertheless, the waqf institution is still managed traditionally, the lack of attention to the aspect of the development of the waqf institution, to that of standardization of its managers, to that aspect of the benefits and to that of the development of waqf property. As a result, the waqf institution administered do not possess driving force towards the economic development, the attractiveness of public trust, determinant force of economic management system as well as the competitiveness of the institution, both internally and externally. Abstract:
Waqf is a philanthropy with the highest position in Islam. Apart from being of worship value, waqf is also related to legal, social and economic aspects. The times demand waqf not only in the form of immovable objects such as land and buildings, but also in the form of money. Cash waqf in its development can have a wider impact that can be felt by the community. To optimize the collection of waqf funds, the role of e-payment as a resulting technological innovation needs to be studied more deeply. This study uses a qualitative research type with a literature study model in answering these problems. Data is obtained from various reading sources such as books, previous studies, journals and trusted websites. This research shows that e-payment is proven to help optimize the collection of waqf funds. E-payment can facilitate wāqif in waqf both in terms of mobilization and the amount of funds to be donated. In addition, e-payments are proven to be safer, more convenient and efficient.

Waqf has an economic value where waqf is a potential source of funds for people who need to be developed, utilized, and managed professionally to obtain optimal results. In order to mobilize the potential of waqf, a partnership should be made of the endowments established by the community and the representative bodies established by the Government. The purpose of waqf regulation from the economic aspect is to improve the welfare of Muslims and the Indonesian nation. In addition, to accommodate the growing potential of waqf that is increasingly diverse in line with modern <br />economy such as cash waqf. There are several obstacles that impede the implementation of cash waqf in accordance with the provisions of Law no. 41 of 2004, among which are; first, the Indonesian Waqf Board (BWI) does not have the operational power in the area of sufficient money waqf. Second, the principle used in the implementation of waqf money is too rigid, ie the bank is purely as a bank. Thus, the Wakifwho performs cash waqf is treated the same with other customers.

Abstract:
Purpose The purpose of this paper is to contribute to the literature on management of waqf institutions by developing a contingency framework and outlining approaches that can be followed to instigate a comprehensive performance measurement system (PMS). Design/methodology/approach It conducts a thorough and critical review of the literature on relevant performance measurement literature of third sector organizations and waqf institutions. Findings The findings suggest that an effective PMS is undoubtedly significant in promoting good governance and ethical management of waqf institutions. However, the current practice of performance measurement in waqf institutions is less standardized and does not cover its entire aspects of performance as a religious as well as a voluntary organization. It is also found that most waqf institutions’ management and researchers primarily rely on financial reporting and economic indicators to report to the stakeholders about the performance of waqf institutions. Practical implications The contributions of this paper are twofold. First, the authors develop a contingency framework for assessing performance of waqf institutions. Second, the authors outline eight necessary steps that can serve as guidelines for waqf institutions in designing their own comprehensive PMS. Originality/value The novelty of this paper lies in highlighting the feasibility of adopting qualitative approaches by waqf institutions. This study hopes to shed light on a standard measurement system that can be adopted by the waqf institutions to ensure efficiency and sustainability of the waqf institutions, not just in Malaysia but in the Muslim world.

The purpose of this paper is to discuss the potential role of the institution of Waqf in poverty alleviation. Poverty is a complex, multi-dimensional phenomenon that has captured the attention of numerous scholars and agencies globally. The social role of the Islamic financial sector can be best exemplified by providing finance to the poor to increase their income and wealth. This paper will explore on how microfinance can be provided on Shariah compliant basis through Waqf model. This research also reviewing the development of the integrated Waqf based Islamic microfinance which aimed to provide solutions to reduce poverty. An integration of Waqf-based Islamic microfinance (IWIM) model is proposed to address all the practical challenges of microfinance faced in Muslim communities. In this model, microfinance is practised in compliance with Shari’ah to address the multi-dimensional aspects of poverty and empowering the poor in order to enhance the socio-economic development and hence the well- being of the Ummah. With this aspiration, the IWIM model aims to tackle the challenges related to the scarcity of capital, inadequate human resources, absence of proper Takaful programs and project financing in an integrated approach. However, Waqf based microfinance still may be facing some problems should be addressed which related to credit risk, moral hazard, and economic viability.

Abstract: Before enacting the law No. 41, 2004 about Islamic pious endowment (waqf), endowment in Indonesia was only meant for immovable properties. This endowment, then, tended to emphasize more on the aspect of preservation of endowment objects rather than the productivity aspects. What was called the productive endowments at that time, then, became a analytical discourse but had not gained the legal endorcment yet. This paper describes the implementation of productive endowment in Indonesia after post enactment the Law No. 41 of 2004 on Waqf. Productive endowment in Indonesia has grown up into two models: endowment in the form of money through Islamic banks and in the form of grant money used as the venture capital of productive endowment development programs from Ministry of Religious Affairs aimed at developing endowment in various sectors of the real economy throughout Indonesia. However, two models of the productive endowment have not gotten enthusiastically reception from the public at least due to two factors. First, the public perception of waqf are understood as mere worship which has nothing to do with the matter of economic development. Second, professionalism in managing Nazhir waqf is so low that make many endowments in Indonesia unproductiveconomically.

Purpose The purpose of this paper is to explore two main aspects of waqf: the characteristics of waqf property and the management of waqf. This paper also discusses the governance of waqf management as a source of funds for Islamic microfinance institutions (MFIs). Design/methodology/approach This research uses content analysis method to examine various literatures that discuss the concept and management of waqf. Findings The characteristics of cash waqf such as permanence, irrevocability and perpetuity differentiate waqf from other type of donations. Therefore, cash waqf-based Islamic microfinance needs to be sustainable. Good corporate governance is vital to ensure the sustainability. As the donors of cash waqf do not aim to make financial profit, waqf-based Islamic MFIs will be able to provide low-cost capital to the poor entrepreneurs. Furthermore, to ensure the perpetuity of the waqf, it is suggested that only revenue from the waqf property should be used for microfinance fund. Social implications The cash waqf-based Islamic microfinance will help the micro entrepreneurs to get low-cost capital without collateral. At the same time, public can donate any amount they afford to contribute to cash waqf. Originality/value The creation of a cash waqf-based Islamic MFI must observe the issues of agency conflicts and the right of stakeholders to a transparent management. This paper emphasizes the importance of good governance in managing the waqf property as a source of fund for Islamic MFIs.

<p>This article focuses on the meanings of hadîth on <em>waqf</em> according to traditionalist and modern ‘ulama in Gresik, East Java. The signification of hadîth related to religious benefaction (<em>waqf</em>) certainly has various aspects in terms of the social and cultural contexts of the Prophetic traditions. Hadîth on <em>waqf</em> has been subject of different meanings reconstruction among Muslim jurists in contemporary context. According to tradisionalist ‘ulama, <em>waqf</em> can be meant as <em>sadaqah j</em><em>â</em><em>riyah</em>. They maintain that <em>waqf</em> is turning over properties which have the value of benefit to administrators of <em>waqf</em> who are responsible to maintain the original form of properties. Meanwhile, modern ‘ulama argue that waqf is turning over the ‘existing’ property either eternally or temporally to be used directly and its benefit can be taken continously for the sake of common good or public interest. Waqf is <em>sadaqah j</em><em>â</em><em>riyah</em>, the reward of which flows continously. The meaning of ‘existing’ is that the age of submitted property is determined by its economic value, or as it is written in the statement of <em>waqf</em>. Different meanings of <em>waqf</em> according to traditionalist and modern ‘ulama are influenced by their educational backgrounds.</p>

Waqf has an important role in one aspect of Islamic in the economic sector. For document and evidence, waqf noted by nazir (receiver, guard, who maintains waqf) with paper and receipt. That is very vulnerable to losing waqf data which is because it is only documented by paper which is easy to lose or damaged. Based on that problem, then the waqf application based blockchain technology was developed which Aims to securing record data of waqf transaction so as not to be lost or hacked by irresponsible people, other than that for increase effectiveness in executing waqf transaction from wakif (a person who donates his property) side and nazhir (receiver, guard, who maintains waqf) side. The data collection methods used in this article are questionnaires and also interviews. This article confirms that waqf could be stored even better in security effort and saving data which is done digitally via website and android application. The results of the research which got a total result 95% with very feasible criteria, therefore the result of this research from this application have a very feasible score to be implemented for available waqf transaction because it has given more secure and effectiveness for the user.

Purpose This study aims to explore a sustainable and responsible investment (SRI) sukuk model based on Musharakah that could be implemented to develop waqf properties and assets under the SRI sukuk framework in Malaysia. This includes proposing and designing a potential SRI sukuk model and seeking the opinion of subject-matter experts and industry practitioners on the model, its attractiveness to investors and its feasibility to implement in Malaysia. Design/methodology/approach The study adopts desk research and semi-structured interview as its methodology. A desk research is where a detailed critical review and analysis of past literature from reports, journals, framework, books and practices are undertaken. To establish a SRI sukuk model, the paper also studies the cases of the first SRI sukuk issued in Malaysia and other waqf-related sukuks that have been structured for the development of waqf property/asset in the past. Following that, the opinion of subject-matter experts and industry practitioners on the proposed SRI sukuk model is sought in a semi-structured interview. Findings Based on the interviewees’ response, the study proposes the most feasible SRI sukuk model that could be implemented in the Malaysian context for the development of waqf properties/assets, which is a Musharakah-based sukuk model. The model will be elaborated based on the purpose of development, functionality, choice of Shari’ah contract, obligor and return mechanism. Research limitations/implications This paper is exploratory in nature. While it explores the structural point of view only, future research could analyse and identify the legal, regulatory, financial and Shari’ah aspects of the proposed model. Further empirical studies can be done to provide more comprehensive idea and knowledge regarding the subject matter. Practical implications The study serves great benefit to the government, waqf administrators, regulators, policymakers, foundations, corporations and interested investors to explore SRI sukuk as one of the feasible financial instruments to develop waqf in Malaysia. Originality/value This study proposes the use of an innovative financial instrument called SRI sukuk and structures a feasible SRI sukuk model to help realise the true roles of waqf as not only a religious tool but also one of the instruments for human, economic and social developments.

In the Islamic scheme of values, the economic enterprise is premised on the organization of livelihood for sufficiency rather than perpetual growth so as to ensure overall socio-economic equilibrium. In this respect, there are discernibly close conceptual, structural and functional connections between the socio-economic objectives of ITL and those of the civil economy (CE). By making intelligent use of these substantive connections between ITL and CE, one can then devise effective legal strategies to substantively revive the former by taking strategic advantage of the already existing legal framework governing the latter. The initial goal of this community was to help increase of the level of education in this area. Then the activity continues on the aspect of economic empowerment of the community by conducting Mushroom cultivation. This study aims to describe the activities of the RBC community in improving the social welfare of the Sungai Pedado village community. The research methodology uses a mix of used method with descriptive analysis and the data analysis with the CIBEST models to measure the level of effectiveness of activities on community economic empowerment in the Macmur program. The results showed that the existence of the RBC mushroom livestock program could improve people's welfare and reduce the index of material poverty. The household classification is based on the CIBEST Model roomates is categorized as prosperous (quadrant I) as many as 28 Households, material poor (quadrant II) as many as 2 poor, spiritual Households are absent, and reviews those that fall into absolute poor category are none.

Agriculture sector becomes important sector in many developing countries including in Nigeria. The contribution of agricultural sector to the development of Nigeria is considerable. This important sector was the economic backbone upon which the government of the Federal Republic of Nigeria relied for its foreign exchange and revenue. A country was once a net exporter of agricultural products. However, since the discovery of oil in the early 1960, agricultural productivity has continually decreased due to many problems, especially related to financial aspect. Several programmes and policies have been adopted by various administrations to find solution to the dwindling agricultural productivity but to no avail. These solutions have mainly focused on alleviating the financial problems the farmers face. Usually financial intermediaries including banks would provide micro-financing to the farmers but with high interest rates coupled with collateral requirements. Hence, this mode of financing has not produced any significant result. This study will therefore examine problems facing agricultural sector in Nigeria with special emphasis on its financial aspect and propose a Waqf-MuzaraahSupply Chain model (WMSCM). Under this model, Waqf fund will be used for providing financial facility of the farmers. The relationship between farmers and financial institutions is based on partnership where profit and loss will be shared by both parties. This will enhance commitment by and cooperation among both parties to ensure the success of the business. Furthermore, the issues of collateral and high interest rate that constrain the financial ability of the farmers and their agricultural output are inherently solved by the model. Moreover, the model has features of investment and risk diversification for both the financial institutions and the farmers that will lead to high agricultural productivity and employment generation in the economy.

Collective action in a curative manner, namely by providing social assistance, working on the waqf land and fish ponds, then the visiting neighbor program. Collective action in a promotive manner, namely by disseminating information related to Covid-19 to the public and also by making a handbag made by a cariu student forum from betel leaf. Collective action fosters empathic norms and attitudes in society. Collective action works best when free riding is avoided. The large number of illegal riders made the collective action not maximal. Collective action will also run well if data data and information are well available. Collective action can work well if social capital in the form of a sense of belonging, human values, and empathy grows in individuals.

This study explained the progressivity of waqf law in Indonesia, especially cash waqf development. The progressivity of waqf law is good enough to respond to global challenges or field needs. The progressivity of waqf law in Indonesia can be observed from the development of waqf’s act regulations from pre-independence era until the post-reformation era. In cash waqf, there is fundamental law progressivity. It marked by act No. 44 year 2004 about waqf. Those act described new paradigm must be built on waqf management in Indonesia. Furthermore, those act also gave a space for cash waqf as a part of waqf development in Indonesia. Another progressivity which appeared in those act is waqf treasure object. Act No. 44 year 2004 confirmed that waqf treasure object is not only immovable object, as public understanding, but also applied on the movable object. Furthermore, the progressivity of waqf law has reached on waqf management and its institutional aspect. At least, this progressivity described collective awareness on the strategic role of waqf in Indonesia’s economics.

In this case Law No.41 of 2014 concerning Waqf seeks to be coherent with productive economic theory. And the theory used as an analysis tool is the productive economic theory of Qutub Abdul Salam, in terms of the dimensions of productive economic goals and the main factors needed. Thus, this research actually aims to find the coherence of the articles in the Waqf Law with the Productive Economic Theory developed by Qutub Abdul Salam. From the results of data collection and analysis, it can be concluded that the Waqf Law is kohern with productive economic theory. The purpose of productive economic activities is to increase the benefit that can be realized in various forms, including: Meeting human needs at a moderate level, finding community needs and their fulfillment, providing supplies of goods / services in the future and fulfilling the means for social activities and worship of Allah. Among the articles in the Waqf Law which are coherent with productive economic objectives is article 5 of the Waqf Law, which explains that waqf functions to realize the economic potential and benefits of waqf assets for the benefit of worship and to promote public welfare. In productive economic theory, the productivity factors of a business include four things: natural resources, managers / workers, skills and capital. The natural resource factor as one of the factors in the development of the productive economy is coherent with the Waqf Law, namely waqf objects in the form of land, buildings or other immovable objects. The productivity factor in the form of managers or workers managing and carrying out waqf assets is nazir which includes; individual, organization, or legal entity. Skill is a very important productivity factor in managing waqf assets. Nazir as the manager of the waqf will receive guidance from the Minister of Religion and the Indonesian Waqf Board (BWI) both in terms of skills and managerial. And the capital factor in the context of the management of waqf assets is the object of waqf. In the Law on Waqf the objects of waqf include movable and immovable objects. With the issuance of the Waqf Law No. 41 of 2014, immovable objects have become important assets in the development of productive waqf. Movable property that cannot be used up due to consumption includes: money, precious metals, securities, vehicles, intellectual property rights, lease rights and other movable objects in accordance with the provisions of sharia and applicable laws and regulations.</em><strong><em></em></strong></p>

The role of waqf in economic development is evident in how waqf instruments enable various economic activities. In Perak, Majlis Agama Islam dan Adat Melayu Perak (MAIPk) manages the development of waqf assets by acting as sole trustee in the development of waqf property in that state. This study analyzes the role of waqf in the economic development of Perak. The primary method used to obtain data was through interviews with MAIPk about the management and development of waqf projects. Secondary data was collected through various references such as books, theses and journals. The data thus collected was analyzed using thematic analysis according to the focus of the study. The study found that waqf played a role in the economic development of Perak’s health, education, and the improvement of income and its community’s standard of living. The outstanding development in the health sector was the construction of a waqf hemodialysis center. In the educational sector, waqf funds and instruments, contributed to the construction of the Islamic University Sultan Azlan Shah Dormitory (UISAS) and Maahad Tahfiz. Waqf also contributed to improving the income and living standards of the community in Perak through various projects such as the Wakaf Business Centre (WBC) project, waqf housing, and waqf boats to develop the economy of the community in Perak.

This research examines Nadzir's professionalism in managing cash waqf, to map the quality of waqf institutions in the management of cash waqf in transparency and accountability in accountability to stakeholders and Allah SWT. This research uses qualitative methods through observation, interviews, and document review. The results obtained show that several Nadzir waqf, such as the Pesantren Islam Al-Azhar Foundation, the Dompet Dhafa Foundation, the Daaruttauhid Foundation, and the Semai Sinergi Ummat Foundation (Waqf Pro99), have demonstrated the management of cash waqf in a professional, transparent and accountable manner. The financial management system uses the zakat accounting standard PSAK 109. The results of an independent public accountant audit show an unqualified opinion (SWO). On average, 90% of the business results are used by social activities and community empowerment through the Wakaf Integrated Farming (WIF) program, which is focused on the field of sheep farming using the mudhorobah system. Theoretically, this research contributes to the scientific development of Islamic Institutional Management at the Faculty of Da'wah, and can be used as a reference for Nadzir waqf in managing cash waqf and waqf assets in general.

Purpose This paper aims to compare and contrast the concept, mechanism and functions of the two socio-economic institutions, i.e. waqf (Islamic trust) and English trust. It endeavours to juxtapose the salient features of waqf and trust with an objective to examine the nature of similarities and dissimilarities between the two institutions. Design/methodology/approach This paper applies the socio-legal research methodology and uses qualitative paradigm to analyse the literature. The paper is based on a desk-based research. Findings This paper finds that there is nothing intrinsically rigid in the jurisprudential paradigm of waqf which might impinge upon either the efficiency or effectiveness of the waqf vis-à-vis trust. The main findings of the paper are encapsulated in underlining certain Shariah principles which essentially hold waqf from transforming into a trust-like secular institution. Research limitations/implications This paper compares the jurisprudential underpinnings and conceptual frameworks of waqf and trust, and it does not evaluate their efficiency or effectiveness in empirical terms. The underlying socio-economic efficiency and impacts of the two institutions can be examined empirically in separate comparative case studies. Practical implications This paper examines and critically analyses the different socio-economic implications that waqf and trust entail for the societies in which they function. This analysis is important for the policy recommendations towards protecting the religious identity of waqf while re-structuring its models. Originality/value The main contribution of the paper is encapsulated in the critical analysis of how the paradigms of the two institutions, i.e. waqf and trust, which appear similar in form but differ in the substance, are shaped and governed.

Data retrieval techniques with documentation and in-depth interviews on the management of waqf assets in Bangkalan using component analysis on waqf core principles standards.</em></p><p><em>The results of the research showed that waqf assets managed by kyai were transferred to posterity without going through the changing nazhir process, which impacted on the unfulfilled aspects of waqf development, which is based on aspects of knowledge, training recruitment, rewards, and aspects of coaching and supervision.</em></p>

It is interesting to study the implementation of economic justice through waqf and how its regulation in Indonesia. This article employed normative juridical method. Based on the Article 22 of the Law Number 41 of 2004 on Waqf, the purpose of waqf is not solely for the purpose of ritual. It can also be used to realize economic prosperity. Based on these provisions, waqf can be managed for the economic empowerment of the people. This is related to the efforts of the improvement of the economic welfare of the people, especially for the weak economic class. According to Islamic teachings, distributive justice is economic justice based on the Holy Quran, Chapter al-Hasyr (59): 7. Waqf has the potential to create the economic balance of society. Because the principle of ownership, according to Islam, regulates that individuals or certain community members are not the only party who control the management of assets. The weak economic class also have the right. It is to avoid economic inequality. Thus, waqf is a solution to actualize economic justice in order to realize public welfare, which is one of Indonesia’s national goals as stated in the Preamble of the 1945 Constitution of the Republic of Indonesia.

Some communities and governments in Indonesia have taken the initiative to develop waqf forests to solve forest conservation problems. However, research on waqf forest development is still rarely studied. This study aims to improve the strategy of waqf forest development in Indonesia. SWOT method is used to identify the strengths, weaknesses, opportunities, and threats and the possible development strategies of the Bogor Waqf Forest as a manager of Waqf Forest. The ANP method prioritizes these four aspects and the best strategy in developing the waqf forest. An aggressive strategy needs to be carried out by optimizing the existing legal organization and the well-educated human resources to inform the public about the waqf concept in Islam and its application in the waqf forest. Thus, the vast potential of cash waqf and waqif can be obtained. This paper is one of the pioneering articles that discuss waqf forest development strategies, especially in Indonesia. From this research, we recommend the Bogor Waqf Forest to resolve the legal aspects as an official waqf manager, and the government and Indonesian Ulema Council to issue regulation and fatwa regarding waqf forest.

West Sumatra owns a very prospective waqf asset. Yet, in general it has been managed traditionally. Only some counties have already implemented productive waqf management. This study examines the productive waqf management roles in empowering the ummah economy in West Sumatra including the supporting and inhibiting factors in implementing the productive waqf management in this province. This work is a qualitative descriptive study which verbalizes and analyzes the data holistically. The data of this research are collected from interviews and written documents. The purpose of this research is to analyze the role of productive waqf in empowering the ummah’s economy in West Sumatra as well as to elaborate the supporting and inhibiting factors in developing the waqf productive in West Sumatra. Business facilities provided by the waqf management institutions give communities more chances to get employed or to expand their businesses and gain more profits so increase their living standards as well. As a whole the waqf management in West Sumatra has gone well and got supported from most community members. The only obstacle is limited cash waqf so make it rather difficult to expand the waqf assets. Therefore in order to make the ummah economic empowerment on the basis of productive waqf becomes more effective, it is suggested that the waqf management institutions introduce a money waqf movement.

This paper investigates the socio-economic role of waqf in Bosnia and Herzegovina from the 20th century to date. Bosnia and Herzegovina waqf endured through various political fortunes and improved the social and economic circumstances of Muslims. A contemporary challenge is to reconstruct this waqf. A new development is the emergence of Islamic Economics. Since 1995, the Waqf Directorate of the Islamic Community of Bosnia and Herzegovina (WD-ICBIH), the main authority over waqf, initiated reforms to revive the socio-economic role of waqf and integrate it into Bosnia and Herzegovina development. The study identifies the challenges facing the Waqf Directorate and the development of Islamic Economics in Bosnia and Herzegovina. The emergence of Islamic Economics and Islamic Banking and Finance, in cooperation with the Bosnia Bank International, presents opportunities to the Waqf Directorate to achieve its vision and mission. Some avenues for waqf integration into Bosnia and Herzegovina development qualify as commendable efforts of reform, indicate a feasible future for the Waqf Directorate, and gradually address various challenges. The paper concludes with actionable policy recommendations.

This study aims to examine the role of CWLS in the economy and society based on an Islamic economic perspective. This research is a type of library research (literature study) with a qualitative approach. The implementation of Cash Waqf Linked Sukuk management has been carried out in accordance with an Islamic economic perspective which is based on sharia principles and has been determined in accordance with the DSN-MUI Fatwa on Sukuk Waqf. The results of the study reveal that the implementation of CWLS has also met the required pillars and in managing the waqf funds it is allocated for halal activities and according to sharia principles. Purpose of the study: This article aims to elaborate on the practice of cash waqf management in a higher educational institution in Indonesia and Malaysia. In further explanation, it will elaborate on the effectiveness of regulation application on cash waqf management by applying Friedman's legal system theory. This paper also explores some obstacle factors towards the implementation of cash waqf regulation in higher education. Methodology: This study applies a qualitative approach by using two main data resources, primary and secondary data. The data collection method applied in this research is by conducting documentation and interviews with stakeholders of cash waqf managers in higher educations in Indonesia and Malaysia. The collected data were analyzed by the legal system theory. Main Findings: In the level of legal substance, both Indonesia and Malaysia have been sufficiently rigid and representative. The regulation of waqf in Malaysia gives discretion to waqf administrators to improve waqf management. Meanwhile in Indonesia, the implementation of the regulation on waqf management is still plagued by social norms and religious norms that are believed by communities. Applications of this study: The result of the study aims to contribute to cash waqf management and its development in Indonesia, particularly in higher education. The study is expected to be a platform and foundation in the implementation of cash waqf regulation and its management model. Furthermore, the results of this study are expected to be considered in strengthening the development of legitimacy and regulation in the education sector. Novelty/Originality of this study: This study focuses on the implementation of waqf regulations in the higher education institution in Malaysia and Indonesia based on the perspective of legal system theory. The results of this study indicate that the management of waqf assets is managed directly by the village, and administration of the waqf pledge deed is carried out at KUA Angkona District. However, the role of waqf as a socio-economic development has not been optimal due to the lack of public knowledge and a lack of qualified human resources in the field of waqf. Therefore, it is necessary to revitalize the management of waqf so that the function of waqf as an instrument of economic development can be achieved. Wakaf menjadi salah satu sumber dana yang memiliki potensi dalam pengembangan ekonomi umat. Namun peran wakaf sebagai pembangunan sosial ekonomi belum optimal karena minimnya pengetahuan masyarakat dan kurangnya sumber daya manusia yang mumpuni di bidang wakaf. Oleh karena itu revitalisasi pengelolaan wakaf perlu dilakukan agar fungsi wakaf sebagai instrumen pembangunan ekonomi dapat tercapai.

The research method used quantitative research, and the data collection used a closed-ended questionnaire. The sampling was selected based on the purposive sampling technique by determining certain criteria and objectives. The data analysis technique used Partial Least Square (PLS) with the PLS 3 smart application. The results of this study concluded that productive waqf management had a positive and significant effect on public welfare with economic empowerment as an intervening variable. The better the management of productive waqf carried out by the waqf institution, the more indirectly it would improve the public welfare with good economic empowerment. The good of productive waqf management can be used as a benchmark for waqf institutions in managing waqf. This was because past experience and history have proven that well-managed waqf improved public welfare through economic empowerment carried out consistently. However, not only through the cultivation of worship and Islamic character but also supported by skills and training in business improvement, mentoring, and monitoring of business operations, as well as providing business and marketing capital.
