Abstract:
AbstractThis article examines the relevant provisions of the Constitution of the Federal Republic of Nigeria 1999 (as amended) that appear to be in tune with the tenets of sustainable development, which has received much attention at both international and municipal levels. It was found that the relevant aspects of the Constitution on sustainable development are contained in Chapter Two of the Constitution under the fundamental objectives and directive principles of state policy, which include environmental, economic and social objectives. The constitution provides for their non-justifiability to the effect that the court shall not entertain any question on implementation of the objectives. Therefore, constitutional basis for sustainable development in Nigeria has been whittled down. It is contended that given the importance of sustainable development to the well-being of Nigerians and the future generations, it is expedient that the provisions of Chapter Two of the constitution relevant to sustainable development be made justiciable in Nigeria.

Abstract:
This conceptual paper provides a non-revisionist but contextual perspective on the largely controversial issue of corporate social responsibility. It expounds the dimensions of CSR by leveraging on specific global benchmarks whilst highlighting gaps applicable to Nigeria’s business environment. In furtherance of this objective, the essence of the global oil economy is noted, conceptualizations are proffered and contextual issues are discussed. The paper argues that a flexible and innovative model is plausible as a platform to elevate the essence of CSR on multiple levels. It emphasizes the importance of harmonizing the political, business, environmental and legal aspects of CSR to promote corporate sustainability, broad based economic development and community wellbeing.

<p>The purpose of this paper is to investigate the current trend of solid waste management in Nigeria and to identify the major challenges inhibiting the attainment of sustainable solid waste management in the country. The study relied on a desktop study approach; hence, data were obtained from previous publications relevant to the current study, particularly from peer reviewed publications. Sources such as waste management agencies websites, reports and documents, journal articles, environmental organizations reports and books were also used to obtain information and data.</p><p>It was found that solid waste management is a major concern in the country. Inadequate environmental policies and legislations, low level of environmental awareness, poor funding and inappropriate technology, corruption and unplanned development were some of the challenges facing solid waste management in the country. As a result, the paper concludes that for waste management to work, various aspects of Government services such as engineering, urban planning, Geography, economics, public health and law among others must be brought together under a proper policy to deliver an effective waste management system.</p>

Abstract:
Climate change adaptation is the second arm of climate change action and seeks to ensure that all countries tackle the impacts of climate change by addressing both social and geographical vulnerabilities. The article discusses adaptation and its application at national and international levels. It also examines adaptation to climate change as a developmental challenge and how the principles of sustainable development can aid climate change action. The article analyses relevant aspects of national and international instruments relating to climate change adaptation and spotlights the commitment of Nigeria and South Africa to climate change adaptation. The article finds that integrating sustainable development into governance helps adaptation and increases resilience against the impacts of climate change. The article also emphasizes the necessity of good governance, particularly protection of human rights, climate finance and effective land use governance, to ensure climate change adaptation. The article argues that climate change adaptation should be viewed more as a developmental, rather than an environmental, challenge. It further asserts that coordinated action, especially in relation to land use governance and sustainable development is required to ensure sustainable climate action. This is particularly so given that citizens of many developing countries, including Nigeria and South Africa, depend on land and its resources for social and economic development. Natural gas is a clean-burning, safe fuel that can save you money at the pump while benefitting the environment and reducing Nigeria’s dependence on petroleum. It is a naturally occurring mixture of gaseous hydrocarbon, non-gaseous non-hydrocarbons and gaseous non-hydrocarbons found in underground reservoir rocks either on its own (non-associated gas) or in association with crude oil (associated gas). Natural gas is today accepted as one of the best sources of energy for the world and for the future because of its environmentally-friendly nature compared to other kinds of fossil fuels. Nigeria is ranked as the seventh most natural gas endowed nation in the world and relaxes on number one spot in Africa as she seats on about one hundred and eighty-eight trillion cubic feet of natural gas deposits.Current opportunities to utilize gas in Nigeria include: Gas to reinjection schemes, Gas to power schemes, Gas to petrochemicals (as feedstock), LNG-Liquefied Natural Gas, LPG- Liquefied Petroleum Gas, and CNG- Compressed Natural Gas. The use of CNG as auto fuel in Nigeria presents so much benefits as have been highlighted in this paper with emphasis on the economic advantage. Compressed Natural Gas (CNG) is a product of compressing natural gas to one hundredth the volume it occupies at standard atmospheric pressure.A comprehensive economic analysis to determine the cost savings from driving a car on CNG against PMS considered the case of a motorist who covers an average of 100 km every day in the approximately thirty days that make a month was employed. Results established that running a car on CNG amounts to saving N1 143 daily and N34 284 monthly, the cost of converting the car from PMS - driven to CNG - driven is recovered before the end of the sixth month. From the sixth month to the end of the first year, savings of N211 402 is made. Savings of N411 408 is enjoyed each year after the first year.Running vehicles on CNG will greatly reduce the friction and troubles encountered in importing fuel into the country. This will also cut down largely the hardly available foreign exchange expended in bringing in PMS for fuelling vehicles. To this end, the Nigerian Government should as a matter of national development ensure legal and regulatory framework encompassing both technical and commercial aspects for natural gas utilization in Nigeria. Worthy of note is the aspect of gas gathering, gas transmission and distribution which will further encourage the planting of CNG refuelling stations that will serve the expected large fleet of natural gas vehicles. Currently, Green Gas Limited, a joint venture between Nigeria Gas Company (NGC) a Nigerian National Petroleum Corporation (NNPC) and NIPCO Plc. that has nine operational CNG refuelling stations and others under construction is the only company driving the CNG revolution in the country.

Energy supply and utilization is one of the economic indices of regional development and standard of living. Energy availability in the rural areas of Nigeria is fast becoming a great challenge with the high cost of cooking gas and kerosene and environmental problems associated with firewood. The paper demonstrated the use of a pilot model study (floating drum plant) of bio-decomposition of animal waste (cattle dung and fodder) in an anaerobic condition (single batch system) to generate methane for domestic cooking. This is a unique way of waste management with additional values of energy accessibility, reliability, quality, cost and benefits including environmental and social aspects. Method involved the pre-treatment of the substrate and its inoculation. Material compositions were batched by weight. Gas produced was monitored for 10 times at 3 days interval effective from the fifth day of retention. Efficiency increased to peak at the 11th day (32.8% of the total cumulative, TC) and reduced to 1.2% TC at the 22nd day.

The Integrated Rural Energy Planning (IREP) framework offers a unified road map for locating, planning and operating decentralized renewable hybrid off-grid energy systems for localized (rural) applications in low-income countries. This paper presents the culmination of the IREP framework and aims to illustrate the final step of the IREP framework for two communities in Nigeria. It is focused on two aspects. Firstly, the techno-economic modeling (investment and operation optimization) of a hybrid mini-grid system using HOMER Pro, a techno-economic evaluation tool; and evaluating the benefits of demand side management (DSM) based on energy efficiency on the overall system economics using a scenario-based approach. Secondly, the conceptualization of a sustainable business model using the business model canvas scheme to deliver measurable socio-economic impacts in these communities. The results provide valuable insights into rural electrification via renewable hybrid mini-grids powered primarily with solar photovoltaic technology. Transcending mere electricity access, electricity is provided for productive uses (considering disaggregated end-uses) by harnessing other dispatchable renewable energy resources such as waste biomass. Given high share of rural population in developing countries, these insights are applicable in these regions and further the realization of the United Nations’ goal of sustainable energy (SDG7) and sustainable cities and communities (SDG11).

AbstractTransportation no doubt remains a catalyst for all aspect of socio-economic and environmental development. Without its singular significance of mobility and accessibility for farmers, agricultural produce will rot on farms, while efforts in providing food would be fruitless. This paper assessed agricultural freight transportation in Saki area of Oyo State with a view of enhancing better product delivery mechanisms for farmers. It examined farmers’ socio-demographic; nature of farming and farm characteristics; and appraised the relationship between attributes of agricultural production and freight movement. Primary data employed consists of a questionnaire designed for farmers, structured interview for government officials complemented with personal field observations of agricultural freight transportation. 225 farmers were randomly selected for questionnaire administration. Major findings revealed that food crops, vegetables, fruits and poultry products are in persistent motion in the study area and that agricultural freight is a neglected sector with significant consequences on the access to cheap and affordable urban wellbeing. Findings also revealed that agricultural freight transportation within the study is very poor and uneconomical, as this depletes farmers’ profit-making. Regression analysis results show a significant relationship between attributes of agricultural freight and transport cost (F19205 11.916= P<0.05). The study recommends extensive road rehabilitation and constructions within the study area; provision of technological driven distribution and storage infrastructural facilities; creation of a databank for agricultural freight transport; reorganization and empowerment of farmers and improvement of rural infrastructure in Oyo state and Nigeria as a whole.

Recently, off-grid renewable power generation systems have become good alternatives for providing reliable electricity at a low cost in remote areas. According to the International Renewable Energy Agency, more than half the population of Nigerian rural communities are outside the electricity coverage area. This research examines the potential application of hybrid solar photovoltaic (PV)/hydro/diesel/battery systems to provide off-grid electrification to a typical Nigerian rural village. The performance of four different hybrid systems was evaluated via techno-economic and environmental analysis, and the optimized solution was selected using the HOMER analysis tool. The simulation results revealed that a hybrid PV solar/hydro/diesel with battery storage was the optimized solution and most suitable with the least net present cost (NPC) of $963,431 and a cost of energy (COE) of $0.112/kWh. The results also revealed that the optimal system prevented about 77.1% of CO2 gas emission from being released to the surrounding air as compared with the PV/diesel system (worst case). In addition, the results also showed better performance in technical aspects, making the system appropriate and ideal for rural electrification and clean energy development. Furthermore, the effects of varying some variables such as interest rate, solar radiation, water discharge, capacity shortage, and battery minimum state of charge on the system cost and operational performance were discussed via the sensitivity analysis because these parameters influence the economy and technical aspect of the power system.

The Arctic is of great importance for the development of the country’s economy. At the same time, the active entry of industry into this region brings with it environmental risks. The most difficult issues for reducing environmental stress in this zone are the elimination of accumulated environmental damage, prevention and elimination of accidents. The important decisions made in the development of the Arctic provide for the implementation of environmental protection measures based on the national project “Ecology”. Large industrial enterprises located in the Arctic will play a significant role in this. To ensure conditions for the further development of the economy in this zone, it is necessary to intensify the work on cleaning up the contaminated areas, including the completion of a project for the ecological improvement of the Franz Josef Land archipelago. The issue of assessing and eliminating the consequences of accidents is relevant for the Arctic, but in this direction it is necessary to improve the regulatory and methodological base. Based on the results of the study, specific measures are proposed to improve the environmental situation in the Arctic, including: to organize scientific research to assess the accumulated and current and environmental damage in the Arctic, to form a separate subprogram “Elimination of accumulated environmental damage in the Russian Arctic for the period 2022–2030”; to prepare proposals for the allocation of directions in the structure of the Arctic Development Fund for environmental safety and elimination of accumulated and future environmental damage; to develop a modern regulatory and methodological base for the determination of damage; to settle issues of a regulatory and methodological nature in terms of assessment and elimination of the consequences of accidents to develop proposals on the use of public-private partnership mechanisms with state funding of measures aimed at the rehabilitation of environmentally unfavorable territories, the elimination of environmental damage in the Arctic.

In this study, the authors focus on the environmental and economic aspects of sustainable development at the regional level. Theoretical aspects of sustainable development of regions have been described, the main environmental problems giving rise to the formation of proposals for sustainable development have been presented, and the main systems of indicators of environmentally sustainable development have been analyzed. The analysis of the dynamics of the main indicators of the environment state in the Republic of Kazakhstan has been carried out and problems that impede the formation of environmentally sustainable development in the region have been identified. The directions of solving the problems of environmental sustainability of regions have been developed, providing for the construction of an organizational and economic mechanism for environmentally sustainable development, as well as improving several tools for managing sustainability. In this study, the impact of the electricity crisis on the economic growth of Nigeria is presented. Unlike other existing studies that checked the effect of electricity consumption on economic development or environmental sustainability for different countries, the present study will further present a techno-economic analysis of a proffered solution to the imminent electricity crisis. Time-series regression models are used to analyze the effect of electricity consumption on economic development and environmental sustainability while RETScreen professional software is used to perform a techno-economic analysis and determine the feasibility of a 500-kW microgrid Solar Photovoltaic (PV) system integrated for electricity generation. From the analysis results, a strong positive correlation effect is evident between electricity consumption and GNI, as well as a strong negative correlation between electricity consumption and gross domestic savings. Also, strong positive correlation effects are evident in the case of carbon emissions by buildings, by the power industry, and by other combustion industries on electricity consumption in Nigeria. Considering the net present value, internal rate of return and payback periods, the use of solar PV systems for electricity generation is feasible in the 12 different locations in Nigeria studied in this research. The most feasible area for solar PV installation is the northern part of Nigeria as Gombe and Kaduna recorded a simple PBP and an equity PBP are 6.3 years and 7.4 years respectively.

Abstract:
The paper is devoted to the economic and legal aspects of environmental safety in modern conditions. It is proved that there are the necessary initial data and rationalizing materials for the introduction in accordance with the established procedure of the normative indicators of the lower threshold of environmental safety. It has been established that in the economically developed countries considerable experience in recycling household waste has been accumulated. It is determined that there are all grounds to assert that, at the present level of development of science and technology, it is technologically possible to ensure environmental safety through the rational use of natural resources, the introduction of wasteless complexes, resource and energy-saving facilities. Practice has shown that in the legislation of the Russian Federation the issues of rational use of natural resources are poorly reflected. These issues were studied in detail in the governmental plans, which in the previous period had the status of laws.

The article examines modern theories of economic development in the context of social aspects. The aim of the study is to generalize the social aspects of modern economic theories of development to determine the trajectory and possible directions of social policy. The essence and evolution of models of economic development according to the concepts of welfare are determined. Many well-known foreign researchers are interested in the causes of the wealth of some nations and the poverty and decline of others. Thus, D. Acemoglu and J. Robinson proved that the main condition for achieving the well-being of nations are economic institutions – rules that determine the social efficiency of the economy, incentives and motivations of people, rather than natural and geographical factors. Norwegian A. Reinert believes that rich countries have become rich through a combination of government intervention, strategic investment and protectionism, rather than free trade. American economist M. Olson pointed to the role of private property, taxation, public goods, collective action and contractual rights in economic development. N. Rosenberg and L. Birzdel, A. Sen, E. Duflo and A. Banerjee emphasize that the only issue they focus on is how to increase the material well-being of people, which is measured by the presence of most opportunities to choose and shape the quality of their own lives, to fight not with the consequences of poverty, but with its causes, that is, starting with public education, basic medicine and hygiene. New theoretical approaches to the interpretation of social factors of economic development and social transformations in Ukraine have also been formed in the works of Ukrainian researchers. It is established that a prerequisite for the successful development of the national economic system is to ensure the priority of man, education, health care, environmental protection, which, in turn, stimulate significant economic potential and long-term prosperity of society.

Subject. The article focuses on the need to coordinate efforts stimulating the economic growth and environmental protection so as to drive the economic development without any losses and difficulties. Objectives. In the study, we examine the mechanism for the mutual impact of the economic growth in industries and the environmental protections so as to build the empirical basis for the reasonable natural protection policy. Methods. Theoretical projects are based on the analysis of economic literature and empirical studies on resources, environment and sustainable economic development in the existing theories of economic growth. Results. We substantiate and corroborate the assumption that the gist of green development implies the sustainable economic and social development driven by a concerted and sustainable economic and environmental growth. The understanding of natural environment should be totally revised so as to convey that the natural environment is not a resource that can be consumed eternally, but does have its own limits. Conclusions and Relevance. In the future, Russia’s economy should rely upon the sustainable development model, where the green constituent will dictate a new strategy underlying the national economic growth and advancement.

Entrepreneurs usually defend their private interests and try to increase profits in every possible way, without caring about the state of the environment and the future. If in the economically developed countries of the world the government is trying hard to control compliance with environmental legislation and implement a green economy, Ukraine is hopelessly behind, and only in recent years is beginning to actively think about preserving the environment and develop mechanisms to achieve this goal. It is important to explore how the legal aspect can help address the balance between Ukraine's economic development and environmental quality, especially in terms of its impact on climate change, where air pollution, waste generation and energy security are key factors. The purpose of the study was to investigate the legal aspect of the interrelation between economic growth and environmental pressures. As a result, the world experience in finding ways of mutually beneficial activities for the economic development of countries and the preservation of the environment was analysed. The study examined the factors influencing climate change, waste generation and energy security in the projection of economic development. The main principles (strategy) of the state ecological policy of Ukraine for the period up to 2030 are analysed; regulations of Ukraine and the European Union, which regulate the preservation of the environment in terms of the legal effect on solving the problem of the interrelation between economic growth and pressure on the environment.

The current conditions of the development of socio-economic relations, the formation of a single economic space and globalization processes require Ukraine to formulate economic development strategies aimed at achieving strategic priorities, goals and objectives. The availability of effective economic strategies allows the management of socio-economic processes at the state level, taking into account external and internal environmental factors. Purpose. The purpose of the article is to formulate theoretical and methodological foundations of the strategy of economic development of the state. Methods. The methods of system analysis and synthesis, abstract-logical, monographic, generalization, were used in the study. Results. The study of strategy as a scientific category is conducted. Theoretical, methodological and practical approaches to the study of strategy as a social phenomenon are analyzed. The development of fundamental scientific approaches to the interpretation of the concept of strategy is shown. The key tasks of the strategy are considered in determining the limits of adaptation to external factors, and the creation of a concept that is sufficiently stable and flexible to achieve the set goals, regardless of the influence of external forces. The approaches to the strategy are described as a state document that defines the targets for the future, and outlines the main directions of ensuring the vital interests of the country. The boundary is drawn between the importance of strategy for establishing laws and mechanisms of public administration, processes of development and decision making, and substantiation of methodology for setting strategic goals and objectives, choosing the tools for their implementation in accordance with the existing system of industrial relations and economic processes of the state. The necessity of setting the target criterion as a result of the objective regularities of development of the subject of the strategy, as well as the integration of the strategy and economic processes of the state to create an effective economic strategy is proved. The object and the subject of the economic strategy are defined and its purpose and goals are formulated. The mechanisms and tasks of strategy and tactics are analyzed and the essence of the state economic policy is revealed. It is shown that the directions of economic policy are closely connected with the general directions of the state policy, providing adjustment of economic strategies of the subjects of lower levels while adjusting the goals, priorities and tasks of the economic strategy of the state. This is an interdisciplinary study of the role of culture in the development of Nigeria as a nation. The essay raises questions, among which are: what are the externalized and internalized aspects of Nigerian national culture? Which innate concepts of this culture do contemporary Nigerians understand and which concepts are grasped or misunderstood by foreigners? Russian and Nigerian literary works – Nikolai Gogol's and Chinua Achebe's, to mention but two – are utilized to determine similarity and dissimilarity of the pervasive nature of materialism in two different cultures. The essay finds philistine the platitude of Nigerian cultural managers inherent in such externalized cultural fiestas as FESTAC '77 and Nigerian Carnivals, while the more beneficial one, the internalized aspects which we call the fundamental culture, are merely mulled over, wholly misjudged, and mostly left unexplored. The essay finds, furthermore, that development can only be strengthened when the internalized aspects of Nigerian traditional societies are understood and synthesized with modern hybrid cultures before human development can take place. The essay makes no pretence to being a specialist study; rather, it crosses the borders of fiction, the social sciences, cultural anthropology, and history.

Abstract:
A definition of ecological modernization is given and analysis of its existing definitions is carried out. The tasks of ecological modernization, which envisage transformation of society, superindustrialization, reorientation of technologies for the restoration of ecological balance, restructuring of the economy and formation of a technological society, are outlined. The key elements of ecological modernization and its ecological imperatives are singled out. It is shown that mainly anthropocentric approaches and invariability of the priority of economic interests are traced in theoretical development of models of ecological modernization. It is highlighted that to prevent further degradation of ecosystems, a new ecocentric worldview and a high level of ecological consciousness are necessary. It is determined that the main forms of ecological modernization aimed at solving the environmental problems under conditions of limited and depleted natural resources are: environmentally directed development of industry; technological platforms of ecological development; ecologization of economic development; inplementation and development of clean production and environmental technologies. It is disclosed that in Ukraine over the past years the level of ecological modernization of the economy has increased, as evidenced by the share of capital investments in integrated technologies of the volume of capital investments for the protection and rational use of natural resources and development of the production of innovative products, including new types of machines, equipment, devices, devices. The vast majority of the integrated technology activities are not in line with the V and VI waves of innovation, not mentioning the VII, which began in highly developed countries. It is substantiated that new model of modernization of social development should include not only the change and introduction of new technologies, but also deep institutional, social and cultural transformations. It is determined that in addition to three prospects for the development of ecological modernization – eco-saving business and consumption, effective protection of the natural environment, the ecologization of society – the fourth is also possible: emancipation of nature, that is, socialization and personalization of nature. The strategic directions of ecological modernization of socio-economic development of Ukraine are proposed and its key tasks regarding the formation of a modernizing type of ecologically oriented activity of society are determined.

This article analyzes the environmental aspects of sustainable regional and macroeconomic development, as well as the impact of environmental factors and national environmental projects. The essence of the concept of sustainable development of economic entities in a broad sense is to ensure stable growth of indicators in the environmental, social and economic spheres in the long term. Based on the analysis of the list of indicators of sustainable development, the increasing role of the environmental component is shown. We have identified particularly acute environmental problems that hinder effective sustainable development both at the micro-level (of the organization) and at the macro-level in the whole country and the global community. Based on the calculation of the nature protection, socio-ecological and industrial-ecological indices, the consolidated environmental rating and the place of the Kirov region is determined in it. The analysis of the results of research and the opinions of the World Economic Forum experts on the problems of global threats showed the timeliness and relevance of the national project “Ecology” being implemented in Russia, as well as measures of environmental support and planned environmental projects in the Kirov region. The implementation of the planned measures will activate the catalysts of sustainable development and reduce the risks of negative impact on the environment.

The article deals with post-crisis development in Russian regions. Dynamics of regional output, investments and employment in 2008—2011 was determined by objective factors (economic specialization, level of development and location) and specific government policy measures. The impact of objective factors was stronger for the most regions, and competitive regions overcame the crisis easier. For a number of underdeveloped territories federal aid again turned out to be the safety cushion. Top-priority government projects played the same role for some regions. The crisis hasn't affected their development as much as it could have.

One of the key tasks for the world community is the development of energy, which is one of the fundamental components of the economy. However, one cannot deny the fact that energy is the main factor in environmental pollution, which leads to the constant search for such types of energy sources that would have a positive impact on the economic development of territories and favourably affect the environment, alternative sources to traditional ones. Currently, there is an energy transformation, the main condition of which is the development of alternative energy technologies. One of the prospects for the economic and environmental development of the territories is the efficient use of renewable energy sources, which are becoming increasingly important in the world community and the global energy balance, and are becoming a substitute resource for traditional fossil energy resources. The article aims to analyse the economic and environmental aspects of the development of renewable energy in Kazakhstan and identify the main prospects. In the framework of the study, the concept of renewable energy sources, their main types are defined, the opinion of various authors regarding the development of renewable energy sources is described, the main directions aimed at stimulating the development of renewable energy are considered. The development of renewable energy in Kazakhstan in comparison with other countries (USA, China, Germany, Russia) is considered, the main problems are identified, the prospects for the development of renewable energy are also considered. The prospects for further research are determined by the subsequent study of the development of renewable energy sources, taking into account economic and environmental aspects. The article is of practical value in the framework of generalising data on the development of renewable energy in Kazakhstan and foreign countries.

The problem of the interaction of nature and society is ontological in nature, and identifies the direction of the existence of humanity as a single planetary system. The actualization of the concept of “world” relative to the historical process falls at the end of the 19th - beginning of the twentieth century due to the leveling of economic and cultural national characteristics, the formation of a system of labour division at the interstate level, the growth of the role of the media in intercontinental communication. In the twentieth century the existence of capitalist and quasi-socialist social and economic systems affects the development of the world community as a process due to competition and interdependence. This influenced on the directions of the implementation of the scientific and technical revolution, namely on the correlation between material overproduction and the spiritual development of a person and humanity as a whole, which in turn led to a crisis in environmental consciousness. An increase in the sphere of activity and knowledge, the formation of a new system of industrial relations, technological pollution of the environment led towards a global environmental crisis at the beginning of the 21st century. Interaction, convergence, and interpenetration of social relations lead to the strengthening of integration processes of their legal mediation. This study investigates the impact of energy subsidy, energy consumption, urbanization, economic growth, foreign direct investment, and trade openness on carbon dioxide emission and other greenhouse gases in Nigeria. Based on the method of cointegration and Autoregressive Distributed Lag (ARDL), the study utilized data from 1970 to 2018 for the analysis. The study found fossil fuel consumption, economic growth, trade openness and PMS Price (a proxy for subsidy) as significantly increasing emission (Carbon dioxide) in Nigeria. The implication is that as that as the prices of PMS goes up (due to subsidy reduction), more of fuel is consumed. Our analysis demonstrated that PMS is price inelastic in Nigeria. In addition, subsidy or its removal will have no impact on carbon dioxide emission and other greenhouse gas emission in Nigeria. The study recommends the development of cleaner, renewable fuels and the development of abatement technology so as to mitigate the environmental impacts of growth. In addition, since the reduction in subsidy has no deterrent impact on fossil fuel consumption in Nigeria, then the recent removal of fossil fuel subsidy in Nigeria is a welcome development at least for the environment.

Abstract:
This study examined the effect of financial development, fossil energy use, economic progress, and FDI on environmental pollution in Nigeria from 1981 – 2014 using the ARDL technique. The outcome of the bond test reveals the presence of a long-run association on the variables of the model. The short-run estimate shows that all the variables positively influence CO2. The result of the long-run analysis further indicates that financial progress, fossil fuel, and GDP accelerates the level of CO2 discharge. However, FDI does not explain environmental pollution in Nigeria. Hence, the study suggests that government and policymakers should formulate policies to improve financial development designed to mitigate CO2 discharge by giving directives to financial institutions that all credits allocation should be toward the purchase of low emission technologies and domestic appliances. In addition, environmentalists should enlighten citizens on the danger of environmental pollution and ways to reduce it through public lectures and seminars.

Abstract:
<p><strong>English</strong><br />The challenge of sustaining agricultural development consists of three complementary and synergies dimensions, i.e. maintaining economic growth, promoting equity and protecting the environment. Price support policy is essential for enhancing technological adoption, increasing output and farmer income. In addition, dynamic institutional and vision of agricultural development, efficiency improvement and technological generation played an important role in the production strategy. Off-Java wetland rice farmers have greater opportunities to gain production through enhanced technical or economic efficiency by improving their managerial skills. In contrast, for dry land rice and secondary crops' farmers, only research and technological breakthrough can solve the low productivity problems and increase farmers' income. Poverty alleviation requires comprehensive efforts that should be conducted in a simultaneous manner. However, the monetary and economic crisis recently faced by the government, provides strong reasons to focus attention on agriculture and rural development availing the best chance to stimulate sustainable growth that address food security, poverty and income distribution concerns. The government has implemented some programs dealing with sustainable agricultural development. Some of those programs were successfully implemented such as integrated pest management (IPM) and Brantas watershed resource management. On the other hand, soil conservation technologies such as alley cropping and timber-food crops farming system (TFS) have difficulties for wider implementation. To promote the implementation of those technologies, the farmer have to be facilitated with better economic environment and land ownership rights for legal certainty on cultivated land.</p><p> </p><p><strong>Indonesian</strong><br />Tantangan pembangunan pertanian berkelanjutan mencakup tiga faktor yang bersifat sinergis dan komplementer yaitu mempertahankan laju pertumbuhan, pengurangan kemiskinan dan mencegah kerusakan lingkungan. Kebijaksanaan harga yang diterapkan selama ini dinilai telah berhasil mendorong adopsi teknologi, peningkatan produksi, dan pendapatan petani. Disamping itu pengembangan kelembagaan dan visi pembangunan pertanian secara dinamis, peningkatan efisiensi dan penciptaan teknologi baru telah memainkan peranan penting dalam strategi peningkatan produksi. Bagi petani padi sawah khususnya di luar Jawa masih terbuka peluang cukup besar untuk mendapatkan tambahan produksi melalui perbaikan efisiensi usahatani dengan memperbaiki kemampuan manajemen petani. Bagi petani lahan kering dan palawija, hanya penelitian dan terobosan teknologi baru yang dapat memecahkan masalah peningkatan produksi dan pendapatan petani. Upaya pengentasan kemiskinan membutuhkan program yang komprehensif dan perlu dilaksanakan secara simultan. Namun dalam situasi krisis moneter dan mampu mempertahankan keberlanjutan pembangunan dengan sasaran utama peningkatan ketahanan pangan, pengurangan kemiskinan, dan perbaikan distribusi pendapatan. Pemerintah telah menerapkan beberapa program yang berkaitan dengan proteksi sumberdaya alam dan lingkungan&gt; Beberapa program telah berhasil dilaksanakan secara memadai seperti pemberantasan hama terpadu (PHT) dan pengelolaan daerah aliran sungai seperti Daerah Aliran Sungai (DAS) Brantas. Di lain pihak program konservasi tanah dan air seperti teknologi tanaman lorong dan sistem usahatani tumpang sari tanaman keras dan komoditas pangan menghadapi tantangan dalam pengembangannya. Dalam mendorong implementasinya di lapangan petani perlu difasilitasi dengan kredit, ketersediaan sarana produksi, penyuluhan dan pembinaan, serta kepastian hukum dalam penguasaan lahan.</p>

Abstract:
This paper advances the scholarly position that skills development is imperative for Nigeria in an era of intense globalization. It argues that skills development is the key for Nigeria’s socio-economic development, considering the country’s political-economic history, current social, economic, cultural, environmental, and health problems it faces and the demands of a fast-globalizing world. However, its central concern is that successive Nigerian governments have been rhetorical about developing skills. The country is not lacking policy, legal and institutional frameworks on skills development; yet skills shortages abound. The paper explores the concept of skills development, its relevance in the age of globalization; the role of the State in skills development, and the contradictions which have played out in the performance of this role, using Nigeria as a case study. It also provides answers to the following critical questions: Why has the issue of skills development become problematic in Nigeria despite the country’s rich natural, material, and human resources? And what are the contradictions that could be identified in national aspirations on skills development? The paper is based on qualitative research, and the researchers undertake a critical analysis of literature on the subject matter. A connection is established between skills development and the issue of governance in Nigeria in a conceptual framework for analysis.

Abstract:
Annually, increasing volumes of industrial and municipal waste generation and disposal, leading to increasing anthropogenic environmental and sanitary-epidemiological pressure on the environment and, as a consequence, significant environmental damage and associated economic damage to natural ecosystems, represent one of the main threats to environmental safety territories, life and health of the population. At the same time, numerous valuable components extracted from processed production and consumption wastes can be an important source of reserve for the development of industries and sectors of the economy, entrepreneurial activities in the use of secondary resources for production, services, works and energy. This factor dictates the need to search for new sound management, economic, organizational and technical approaches and solutions to lawmaking, planning and forecasting the cost-effective organization of the system of separate collection, processing, disposal, disposal of production and consumption waste, the development of an appropriate industrial, scientific and technological infrastructure, increasing the share of secondary material and energy resources extracted from waste, the development of instruments of state oh support and economic incentives for this activity.

Abstract:
At the beginning of the third Millennium, humanity is forced to face a new surge of tensions and contradictions between different countries and peoples, between different parties and faiths, as well as the growth of environmental, economic and social problems both in different regions of the world and on a global scale. These phenomena are the result of the exhaustion of socio-economic forms of development of society within the existing natural resource and environmental conditions. An increasing number of people and states are experiencing an acute shortage not only in quality food, but also in quality water, clean air, energy, land, biological and other resources. After all, according to some scientists over the past hundred years, the consumption of natural resources by mankind has increased almost 100 times. For the first time in the history of mankind, resource and environmental crises have reached the biosphere borders and there is a danger to the existence of civilization. Humanity faces a global challenge, the correct solution of which will result on the lives of our descendants in the future. The common task for all is to preserve the biosphere as the habitat of mankind. Further increase of material and energy flows becomes impossible, as well as further satisfaction of the needs of new billions of people who will be added to the total population. Humanity is on the threshold of a new socio-economic formation, as neither a centrally managed economy nor a market economy has been able to solve the global environmental problems of our planet.
