Abstract:
To state that development economics is about economic development is now considered beyond debate. But opinions differ about what constitutes economic development and its proper index; in particular whether the growth of per capita income adequately captures its flavour. Thus, instead of being regarded, a La Lewis, as just a synonym for capital accumulation going above a certain critical level, development economics is now also required to respond to such challenges as raising the quality of life that people succeed in achieving by living longer; by being more literate in addition to being more prosperous; and, environmentally speaking, by making the development process sustainable. Indeed, our discipline is being asked to encompass an ever wider set of problems and venture into domains where it has not entered before: namely, the choices that people make; the economic and political freedoms they enjoy; the heavy incidence of poverty among the least privileged in the society, including the rural poor; the unjust social and economic structures that must be changed; the regulatory framework that needs to be evolved to enable the market to work-hopefully in the interest of the society. What complicates matters even more is that to be able to address many of these issues, development economics must transcend the self-imposed boundaries of strict positivism and acquire an overarching ethical vision. If mainstream economics is (rightly) regarded as a difficult science, development economics is even more so.

Abstract:
To study the enlightenment of development economics on the economic development of urban planning, firstly, the research background and significance of the enlightenment of development economics on the economic development of urban planning are introduced. Secondly, through the main method of literature review, social investigation method, theoretical model analysis method and so on, combined with relevant theory of economics and related data analysis, it is found that economic theory can effectively explain the problems existing in the urban planning, avoid possible problems in urban planning, and provide effective theory basis for the development of the city. In this study, the theoretical value of the sub-optimal theoretical model, the supply and demand analysis model and the marginal analysis model under the pareto optimal state in the economic development of urban planning is mainly studied. A large number of theories and research results confirm that to do a good job in urban planning must be guided by relevant economic theories, which will make the progress of urban planning more rapid.

Abstract:
Strategic planning is one of the most important functions of strategic management. The state uses different strategic planning tools when developing and implementing strategies. China boasts one of the most effective best practices in strategizing, which can be expanded to other countries. This review covers the main approaches to strategic planning in China. The methodology relied on the theory of strategy and methodology of strategizing developed by Vladimir L. Kvint, Dr.Sc.(Econ.), foreign member of the Russian Academy of Sciences. The Chinese system of strategic planning takes into account the latest achievements of strategizing, including Dr. Kvint’s ideas. Its longterm, medium-term, and short-term development is compiled by the Academy of Sciences, research centers of the State Council, and the Committee for Development and Reform. Chinese regional development strategies are based on the modern global trends. However, the regions evaluate their own resources and development rates, as well as use estimates from various central and regional departments. The policy differs from region to region, depending on both objective factors, e.g., geography, and various subjective features. Large investments in R&D are a necessary part of innovation-driven strategy, but they not always ensure high innovation performance. In fact, Chinese R&D needs more attention to provide innovative development. The regional economic structure fails as a result of unbalanced regional development. Eastern China has better science and technology than the less developed Central, Western, and North-Eastern regions. However, the high population density and the close interregional collaboration compensate for the uneven development for the country, as well as provide a centralized management of economic growth and distributed research infrastructure. Conclusion. The experience of strategic planning in China can serve as a role model for other countries. The prolonged strategic interests, goals, and objectives increase the effectiveness and motivation. In addition, China is constantly developing the field of strategizing theory, methodology, and practice, thus increasing its scientific and innovative potential.

Proses penyusunan hasil penelitian ini didasarkan pada proses tanya jawab atauwawancara dengan menerapkan langkah analisis kualitatif dengan tujuan mengkritisiberbagai fenomena dalam proses pelaporan dan menjelaskan fenomena yang berkaitandengan topik penelitian. Melanjutkan proses adalah teknik analisis data yang menggunakaninterpretasi logis yang didukung oleh data yang dikumpulkan sebelumnya.Pertambahan penduduk dapat menjadi kendala dalam pengelolaan perencanaanpembangunan, tetapi juga merupakan peluang jika pemerintah mampu memanfaatkanpertumbuhan penduduk tersebut. Abstract Local Economic Development (LED) planning is a place-based approach to development planning and increasingly significant across much of the global South. One of the key challenges facing LED planning is the necessity to adjust planning in relation to the dynamic nature of both international and national framework conditions. The purpose of this article is to show this challenge by examining the dynamic nature of the national policy environment impacting upon LED planning in South Africa, a country which has a relatively long history of LED planning. Five dimensions of the changing landscape of national economic development planning in South Africa are identified. These relate to (a) LED within the context of new national economic and development plans; (b) initiatives for reindustrialising the South African economy, the associated importance of localisation and promotion of the green economy; (c) changing programmes around small business development; (d) shifts in rural development interventions; and (e) the fluid spatial context within which LED planning as a form of placebased economic development is embedded.

Urban planning is an integral part of economic planning. The concept of planning has became more popular because of answering the questions; what to produce, how to produce and to whom should be produced. If there is a proper planning in urban areas of any country, then economic development is possible in those nations. In this paper, attempts were directed to explore the relationship between dependent and affecting variables (independent variables) in the time of study of urban planning. It concluded that there is no association among urban growth and urban population, number of urban areas as well as urban population percent. The identified urban indicators are regressed with urban growth which reveals that the variables are not best fitted so that the development of our nation is still in the verge of obstacle. P value of all these independent variables are insignificant (P > 0.05, 0.87 coefficients of urban population percent, 0.72 coefficient of number of urban areas and 0.09 coefficient of national population growth > 0.05).

Electricity supply economics and electricity demand economics are the two major components of electricity economics. This paper discusses the production functions with electricity, a core principle of electricity demand economics. In this paper, production functions with electricity are introduced at the firm level, sectoral level, industrial level, and national level. This paper also discusses integrated resource strategic planning (IRSP). As a part of electricity supply economics, it is a useful tool for policy study on low-carbon electricity. During the national economic development, low-carbon electricity can be recognised as the IRSP and the implementation of smart grid. The low-carbon electricity would be a great roadmap to Pakistan’s economic development. Pakistan’s economy is in an early phase of industrialisation. China’s economy is in the late phase of industrialisation. Experiences and lessons from China’s economic development would provide references to Pakistan. Priority areas of action need to be identified and opportunities for contributing to sustainable development considered. In this way, we become part of a global partnership that is key to achieving the goals.In order for planning and implementation to be successful, significant mobilization of resources from different sources must be ensured. It is also possible to create clear public policies at national, regional and international levels through increased development cooperation, which is mainly based on development strategies that promote the fight against poverty and gender inequality. In this way, the promotion of gender equality creates the basis for prosperous and sustainable development.Another possible policy is to raise the level of economic productivity while pursuing diversification; technological development and innovation, all through the focus of work intensity. The condition for the development of these policies or strategies is achievable with the economic, social and environmental links with urban and rural areas.

Abstract:
This study examines capital expenditure and economic development: implications for economic planning in Nigeria from 1990-2020. Specifically, the study seeks to examine the effect of capital expenditure on economic growth as a prerequisite for planning, and to examine the effect of some selected sectors as a tool for planning in Nigeria. The study employs the Autoregressive distributed lag bound (ARDL) technique and descriptive statistics to address the specific objectives. The study reveals that capital expenditure significantly impact economic growth both in the short run and in the long run period. The findings of the sector also revealed that key sectors of the economy such as the manufacturing sectors, the service sector and the agricultural sector are growth enhancing sectors of the Nigerian economy. The study therefore recommends, amongst others, that Nigerian government should block all leakages through which capital expenditure is being mismanaged. Furthermore, the government should be specific in its spending and should ensure that spending plans are directed towards these sectors given that they have untapped potentials for growth stimulation and development of the Nigerian economy.

The United States' growing immersion in the global marketplace has great significance in the area of economic development. The current lack of agreement between the federal and state levels of government concerning their respective roles in attracting foreign investment could possibly have serious consequences as America becomes further integrated into the world economy. A national discussion between government officials, the private sector, and experts in academia needs to take place to determine a comprehensive course of action for the nation. Such a national plan, however, does not require the nationalization of economic development planning. Indeed, to better plot future economic development in the global environment, it is useful to examine the two competing forces driving state and federal economic development planning, states' rights and centralization, and to assess the current status of these ideologies.

Abstract:
The strategic development of modern Russian regions is acquiring more and clearer methodological content, mastering new models for analyzing the factors that determine the prospects for the development of economic entities. In relation to the analysis of the situation in terms of ensuring economic security, the results of which determine the development of a particular region, it is important to evaluate the practice of ensuring economic security, reflected in the development strategy of the region. Considering the essence of such a phenomenon as “development”, it is necessary to namesuch aspects of this process as changes that accompany development and are aimed at achieving the goal. The researchers note that the changes, as a rule, are natural and irreversible. In terms of the strategic development of regions, as well as any socio-economic systems, changes of this kind are also irreversible, since they do not allow returning to their original state. Thestrategic development of regions, as well as economic entities, provides not only an increase in internal potential, but also creates a competitive advantage when interacting with the external environment. The purpose of this study is to determine the special provisions of economic security in the regional development strategy using the example of a typical region of the Central Federal District, which allows us to assess the problems of implementing the directions of the country’s economic security strategy and determine the tasks for adjusting the regional development strategy. Among the research methods used are content analysis of documents, system analysis, methods of grouping and generalization, as well as methods of logical analysis and synthesis of information within the subject area of research. In this paper, it has been established that there are no independent sections on any aspect of economic security, and certain aspects are not presented systematically and reflect the target orientation of the strategy developers to a greater extent than contain specific projects and programs of direct action in terms of ensuring the economic security of the region. In general, in the text of a strategy of a typical region there is no emphasis on economic security, and general phrases in the form of tasks that the region needs to solve are similar to declarative statements about the need to resolve individual issues. For the future, an analysis is needed, which should be carried out from the point of view of the tasks set for each area of economic security, which are determined by the country’s economic security strategy, with the exception of issues related to the development of the national financial system due to the lack of powers of the region in this area.

Abstract:
Recent federal documents devoted to the Arctic zone economic development highlighted eight basic areas—future innovative centers of regional development. Totally 150 investment projects are planned by 2030, where 48% are designated for mineral resources extraction, 16%—for transport development, 7%—for geological survey, 2%—for environment safety protection etc. At the same time, these ambitious plans should meet green economy goals. This means that territorial planning will have to consider at least three spatially differentiated issues: Socio-economic, ecological and environmental (nature hazards, climatic changes etc.). Thus, the initial stage of territorial planning for economic development needs evaluation of different spatial combinations of these issues. This research presents an algorithm for evaluation of joint impact of basic regional components, characterizing “nature-population-economy” interrelations in order to reveal their spatial differences and demonstrate options and risks for future sustainable development of the Russian Arctic. Basic research methods included system analysis with GIS tools. Accumulated data were arranged in three blocks which included principle regional factors which control sustainable development. In order to find different patterns of sustainability provided by these factors pair assessments of ecological/economic, environmental/economic and ecological/environmental data was done. Independent variable-environmental factors offered different spatial natural patterns either promoting or hampering economic development. It was impossible to assess jointly all three blocks data because the discussed framework of regional sustainability factors attributed to spatial regional system, which demonstrated its panarchy character. Ranking results were visualized in a map where the selected pair groups were shown for each basic territory of advanced development. Visualization of proportional correlation of social, economic and ecological factors was achieved using color triangle method (RGB).

Abstract:
One of the principal objectives of planning in underdeveloped or less developed countries is to increase the rate of economic development. This can be achieving through importing capital from abroad and localized force saving to support the level of industrialization in the real sectors of the economy. The central focus of this research is to examine economic planning and real sector in Nigeria by looking at the causes, consequences, and the way forward. The paper used library science method and collected data purely from secondary materials. The paper found that amongst the challenges of the real sectors development is poor government policies and monoculture nature of the Nigerian economy. These consequently resulted into not achieving macroeconomic objectives such as increase in output growth in all the sectors as expected. The study therefore suggested articulated development plan, improved governance, and service delivery. Governments should create an enabling environment through her planning for private driven economy to thrive through realistic power and energy programmes and reforms, functional institutions. This will encourage local industries and foreign direct investments into the real sector of the economy thereby increasing the levels of economic development in the economy.

In Lithuania, like in other post communistic countries, the principles of sustainable development were used only few years ago, basically only in case, that it was “in vogue” in the whole world. Strategic plans were created usually in such a way that everyone understood, not paying attention to quality and real destination. Most of investors choosing places for their investments usually analyse strategic plans and this is one of the critical factors for choosing the place for investments or at least choosing possible variants. At present Lithuanians are starting to understand the importance of sustainable development and the principles of sustainability are being implemented realistically. During this process a lot of obscurities were observed which have conditioned the problematic of the article: misunderstandings of cities’ sustainable development strategic planning principles, in the appreciation of community's involvement importance into strategic management processes, the absence of the united methodology for sustainable development strategic planning processes. Therefore the principles of sustainable development and possibilities for their use in the development processes of cities’ communities are analyzed in this article. Summarizing the principles of sustainable development of cities it is possible to separate three basic stages of strategic planning, which are (1) creation of vision, (2) strategic planning, and (3) implementation of the plan. In every stage there is a management process which is adjusted to new conditions, changed tactics, but doesn't go far from the vision which was formulated by authorities and inhabitants.
