As a result of the promotion of farming activity, more than 160 thousand farms will be established in our country in the next few years, and today 10 thousand farms will provide effective service in Uzbekistan. As a result of the ongoing economic reforms, our country has experienced steady economic growth.

Abstract:
The article introduces an analysis of the digital economic development in the Kemerovo Region. The study was based on statistical data obtained from The Russian Federal Statistics Service, as well as on the expert opinion of local managers. The e-commerce of the local population and organizations remains low. All social strata lack digital skills, and IT specialists are scarce. The local digital economy depends on raw materials and suffers from youth out-migration. The National Digital Economy Project presupposes developing digital skills in all age groups and industries. The authors believe that the local authorities fail to use many opportunities provided by information and communication technologies: even some of the interviewees seemed unable to comprehend the importance of digital transformation. The article presents the dynamic indicators that describe the development of the digital economy in the Kemerovo Region, the Siberian Federal District, and the Russian Federation.

Abstract:
To state that development economics is about economic development is now considered beyond debate. But opinions differ about what constitutes economic development and its proper index; in particular whether the growth of per capita income adequately captures its flavour. Thus, instead of being regarded, a La Lewis, as just a synonym for capital accumulation going above a certain critical level, development economics is now also required to respond to such challenges as raising the quality of life that people succeed in achieving by living longer; by being more literate in addition to being more prosperous; and, environmentally speaking, by making the development process sustainable. Indeed, our discipline is being asked to encompass an ever wider set of problems and venture into domains where it has not entered before: namely, the choices that people make; the economic and political freedoms they enjoy; the heavy incidence of poverty among the least privileged in the society, including the rural poor; the unjust social and economic structures that must be changed; the regulatory framework that needs to be evolved to enable the market to work-hopefully in the interest of the society. What complicates matters even more is that to be able to address many of these issues, development economics must transcend the self-imposed boundaries of strict positivism and acquire an overarching ethical vision. If mainstream economics is (rightly) regarded as a difficult science, development economics is even more so.

Abstract:
The articles deals with problems of different development of rural areas and their factors. In usual analysis of rural development, the position of agriculture is interpreted in broad range of opinions from the neglectable role to its non-substitutability in rural economics. The article follows strong sides of these concepts at simultaneous reduction of their weaknesses and is focused on problems of investigation of the mutual influence of endogenous as well as exogenous industries on rural regions. Applied approach leads to setting up model of economic base and deriving of multiplicators of rural development. It is obvious from the analysis that nonagricultural subsidy programs supporting development of the others industries in region have indirect influence upon its agriculture too. In different regions, this influence varies due to the factors investigated in the paper.

Abstract:
The purpose of the article is to determine the advantages of the circular economy and approaches to the state organizational and economic support of its development through the prism of studying the policy effectiveness of China and the EU countries on the circular economy model implementation. Research methods. The following methods were used in the research process: method of comparative analysis (assessment of state regulatory policy measures in China, Germany, and the Netherlands), abstract-logical method (problem statement, substantiation of conclusions), monographic method (analysis of the scientific works evolution by national and foreign scientists on circular economy problems, sustainable development). Research results. The key preconditions for the development of the circular economy are analyzed, the key ones being political will, social partnership, the availability of secondary resource markets, and an effective system of state regulation and support measures. Particular attention is paid to the role of stakeholders and the benefits they will gain as a result of the implementation of the concept of circular economy, as well as systematized key indicators for assessing the effectiveness of the circular economy strategy. It is substantiated that China and some EU countries have made significant progress in implementing the concept of circular economy, primarily due to organizational and economic instruments of state regulation, the analysis of which will contribute to the effective transformation of Ukraine's economic model in accordance with the principles of circularity. Scientific novelty. The concept of circular economy was further developed in terms of constructing organizational and economic instruments of state support for its development by strengthening interaction and growing interest of stakeholders, as well as assessing the effectiveness of the circular economy by adapting the balanced scorecard. Practical significance. Advantages of the transition to the principles of circularity for key stakeholders in terms of the effectiveness of its state organizational and economic support were systematized, as well as the indicators for assessing the effectiveness of the circular economy concept were identified. A comprehensive state policy of transition to a circular economy in Ukraine, taking into account the progressive experience of the EU countries and China, will promote its balanced development, realization of stakeholder interests, reduction of environmental risks, optimization of resource potential. Abstract:
The regional economic impact of the Channel Tunnel has engendered much public and private sector interest. Previous studies examining the regional implications of the Tunnel have argued that related development pressures will be largely confined to South East England, further widening the "North-South" divide. Economic Potential Analysis was earlier employed by Clark el. al. (1969) and Keeble et. al. (1982a) to model the geographical impact of the Tunnel on the relative accessibility of the UK regions. The conclusions drawn from these studies support the proposition that the South East would gain at the expense of the more peripheral regions. However, the important implications of a rail-only Tunnel have yet to be modelled. The results of the present study show that opportunities created by the Tunnel could be spread more evenly than had previously been predicted. However, following a review of the legislative and policy environment of the Tunnel and related infrastructure, it is argued that as a result of British Government inaction the more peripheral UK regions are likely to be unable to maximise any potential benefits created. Nonetheless, the overall regional economic impact of the Tunnel will depend ultimately on the reactions of the business community (Pieda 1989a&b). The findings of a questionnaire survey carried out for this thesis reveal a considerable degree of similarity in perceptions and anticipated usage of the Tunnel for companies in the South East and South West, including the "Far South West". If this similarity is apparent after the Tunnel opens, the regional economic structure of the UK might only be marginally affected.

Abstract:
The South African government implements numerous strategies with the aim of reducing poverty. The social grant system is one of these. Social grants are aimed at reducing poverty as well as income inequality. Considering the growing number of social grant beneficiaries, people often question whether these grants reduce poverty and, if they do, whether they are effective.This treatise investigates the impact of social grants in poverty reduction. In order to investigate this, the researcher used the Tshwane Metropolitan Municipality, Gauteng Province, as a study area. This study examines the different views of social grants beneficiaries, and the importance of prioritisation when using this unearned money. It alsoinvestigates the role played by the heads of household and shows how beneficiaries’ locations can influence the use of unearned income. Social grants dispense little money, but the researcher discovered that the responsibility of spending and allocating the money lies with the head of household. The descriptive statists show that social grants have created dependency and that families require exit strategies to stop depending entirely on these grants. Findings from the correlation matrix show both positive and negative correlations. Finally, the study has identified the need for an integrated strategy that will not only provide income, but that will also improve the lives of South Africans.

Background and research problem: There have been claims in academic literature that social entrepreneurs, such as non-profit organisations and hybrid organisations that pursue social outcomes are architects or innovators of community development. However to date, there is no conclusive empirical evidence to support that claim. Main purpose of the study: The main purpose of this study was to gain an understanding of the opportunities created by social entrepreneurs, as architects of community development, in communities they operate; identify the main challenges that the social entrepreneurs face and come up with recommendations of how social entrepreneurs can deal with these challenges. For the purpose of the study, the focus was on communities especially those ravaged by various social ills. Research methodology: A mixed method approach was adopted as the study was underpinned by two paradigms namely, positivist and interpretivist philosophies. The survey strategy was used in conducting the inquiry. Data was collected using semi-structured questionnaires which were self-administered to 150 community members selected randomly. Semi-structured interviews were conducted with 20 respondents. Computer aided statistical method was used to analyse quantitative data while qualitative data was analysed using noncomputer aided thematic techniques. Main findings, conclusions and recommendations: The study found that the majority of social entrepreneurs studied have been making positive contributions to various aspects of community development. However, none of them has embraced the whole range of community development aspects that are needed for a holistic approach to comprehensive contribution. Reasons for failure to embrace a holistic approach include a lack of social entrepreneurship development framework, and various operational and political challenges. It is also important to mention that the research techniques used are not adequate to measure certain types of social impacts of the social entrepreneur's efforts. For these, additional social impact measuring techniques would need to be developed and employed.

AbstractHow should we divide a resource among a group of agents who have conflicting claims for it? A typical example is the bankruptcy problem: The liquidation value of a bankrupt firm must be divided among creditors. An alternative example with the same mathematical structure is the taxation problem: The cost of some public projects must be collected by a government through taxing incomes. An awards vector determines the division of the resource among the agents. An allocation rule, or simply a rule, is a function that associates an awards vector to each problem of this kind. Our goal is to construct “good” rules. By that, we intend to learn how to achieve one of the Sustainable Development Goals (SDGs) (Goal 16: Peace, Justice and Strong Institutions). In our study of rules, we follow the axiomatic approach. That is, we (i) formulate rules (mathematically), (ii) introduce “desirable” properties of rules (called axioms), and (iii) study those implications (e.g., identify rules that satisfy those properties). We present some well-known characterization results based on the properties analyzed.

In May 2020, China has put forward a major development strategy of the Developing-mode of Economic Circulation Between Domestic and International”, China's opening to the general public or outside world will continue in the future. But the emphasis on foreign investment is no longer to open up for the sake of opening up. The ultimate purpose of expanding export and foreign investment is to meet the needs of the domestic market. Developing and upgrading the domestic market is the focus of the future. In the future, China's opening up will be at a higher level, and mutual benefit and win-win with other countries will be the core content of our new pattern. Heilongjiang Province has formed a hub of internal development and opening up in the "Domestic Cycle" of overall revitalization of Northeast China and the "International Cycle" of Northeast Asia region with deep cooperation. This paper analyzes the new direction of Heilongjiang province's economic development in the future and puts forward development suggestions, so as to promote Heilongjiang Province to cultivate new advantages of China's participation in international cooperation and competition under the new situation, and to add new impetus to China's economic development.

Like other Small Island Developing States (SIDS), Caribbean island economies have intrinsic characteristics that make them vulnerable to external shocks. The recent pandemic highlights the structural problems of small island economies. Due to their remote location and small size, islands lack economies of scale and rely on global supply chains, which are currently disrupted. Islands depend either on service-based economic activities like tourism, which are being affected during the current crisis, or on a single commodity, which makes them extremely vulnerable. Islands must rethink their approach to development, adopting one of sustainable development. The Sustainable Islands Platform aims to create a new approach that targets the needs of Caribbean islands and prescribes circular economy-inspired interventions in key areas such as sanitation, waste management, agriculture, fisheries, tourism, energy, transportation, and health. Traditional approaches have not proven successful in solving developing problems on SIDS. Therefore, a new concept that considers islands in a new way should be considered.

Globally, the bioeconomy can be defined as the domain of the economy based on products, services and processes derived from biological resources. In this regard, synthetic biology refers to the characteristics of a field derived from biology that has developed over the past thirty years thanks to advances in applied genetics and bioengineering. Some predict that the future economy will primarily be a bioeconomy based on these emerging techniques, which are consistent with the decarbonization of our economy. We first describe the international reality of the "Bio Revolution" and then aim to assess Quebec's position. Next, we present some government policies following a top-down approach from different jurisdictions. A case study of a Montreal-based company allows us to highlight the problems it faced in attracting the financial capital needed for its growth. Another critical issue in the field is the scalability of production processes. We explore this issue further in agritech, a high potential sector but whose realization faces several socio-economic challenges. This analysis serves as a backdrop to our recommendations to develop a roadmap for government support for synthetic biology.

Since the 1970s there has been a growing interest in international cooperation policies to fight against climate change and its effects on the planet, but these have not had the expected results. One of the main criticisms of these policies is that they have not addressed the issue of human development and the existing socioeconomic differences. This is why the UN 2030 Agenda has focused on the Sustainable Development Goals (SDG) that seek the protection of the environment, on a par with that of human societies. The world’s poor are ‘trapped’ in poverty. How can we unlock development so that poor countries can sustain economic growth over long periods of time? Our report considers this problem on three levels, the national economy, the private sector, and citizenship. At the core of each chapter is new research by CAGE members and associates. Chapter 1 addresses the factors underlying sustainable growth of the national economy. Chapter 2 looks for the sources of business capacity and sustainable growth of the private sector. Chapter 3 links citizenship to economic development, showing how political voice can enable women to participate more freely in society and the economy. In all three chapters we show how economic development relies on the rule of law, including a framework of laws and their enforcement that is applied to all and accessible by all. We show how, without such a framework, the sustainable growth of national economies and their businesses is threatened when laws fail to resolve conflicts. This failure is often accompanied by corruption or violence. So, we discuss what can be done to promote the rule of law; to make economic growth more stable and sustainable; to enhance the capacity of business organisations that are most likely to attract, grow and create jobs; and to enable women to play a full part in economic development as citizens, providers, and entrepreneurs.
