Abstract:
The main goal of the agrarian reform, which is being carried out in the agricultural sector, is the development of communication, the formation of mechanisms for the effective use of the land, which will determine the real ownership of the land. In the republic, the development of public transport, the economy of the industry, and the production and mental health of workers are carried out without the supervision of the state. As a result of the promotion of farming activity, more than 160 thousand farms will be established in our country in the next few years, and today 10 thousand farms will provide effective service in Uzbekistan. As a result of the ongoing economic reforms, our country has experienced steady economic growth.

Abstract:
The article introduces an analysis of the digital economic development in the Kemerovo Region. The study was based on statistical data obtained from The Russian Federal Statistics Service, as well as on the expert opinion of local managers. The e-commerce of the local population and organizations remains low. All social strata lack digital skills, and IT specialists are scarce. The local digital economy depends on raw materials and suffers from youth out-migration. The National Digital Economy Project presupposes developing digital skills in all age groups and industries. The authors believe that the local authorities fail to use many opportunities provided by information and communication technologies: even some of the interviewees seemed unable to comprehend the importance of digital transformation. The article presents the dynamic indicators that describe the development of the digital economy in the Kemerovo Region, the Siberian Federal District, and the Russian Federation.

Abstract:
To state that development economics is about economic development is now considered beyond debate. But opinions differ about what constitutes economic development and its proper index; in particular whether the growth of per capita income adequately captures its flavour. Thus, instead of being regarded, a La Lewis, as just a synonym for capital accumulation going above a certain critical level, development economics is now also required to respond to such challenges as raising the quality of life that people succeed in achieving by living longer; by being more literate in addition to being more prosperous; and, environmentally speaking, by making the development process sustainable. Indeed, our discipline is being asked to encompass an ever wider set of problems and venture into domains where it has not entered before: namely, the choices that people make; the economic and political freedoms they enjoy; the heavy incidence of poverty among the least privileged in the society, including the rural poor; the unjust social and economic structures that must be changed; the regulatory framework that needs to be evolved to enable the market to work-hopefully in the interest of the society. What complicates matters even more is that to be able to address many of these issues, development economics must transcend the self-imposed boundaries of strict positivism and acquire an overarching ethical vision. If mainstream economics is (rightly) regarded as a difficult science, development economics is even more so.

Abstract:
The articles deals with problems of different development of rural areas and their factors. In usual analysis of rural development, the position of agriculture is interpreted in broad range of opinions from the neglectable role to its non-substitutability in rural economics. The article follows strong sides of these concepts at simultaneous reduction of their weaknesses and is focused on problems of investigation of the mutual influence of endogenous as well as exogenous industries on rural regions. Applied approach leads to setting up model of economic base and deriving of multiplicators of rural development. It is obvious from the analysis that nonagricultural subsidy programs supporting development of the others industries in region have indirect influence upon its agriculture too. In different regions, this influence varies due to the factors investigated in the paper.

Abstract:
The purpose of the article is to determine the advantages of the circular economy and approaches to the state organizational and economic support of its development through the prism of studying the policy effectiveness of China and the EU countries on the circular economy model implementation. Research methods. The following methods were used in the research process: method of comparative analysis (assessment of state regulatory policy measures in China, Germany, and the Netherlands), abstract-logical method (problem statement, substantiation of conclusions), monographic method (analysis of the scientific works evolution by national and foreign scientists on circular economy problems, sustainable development). Research results. The key preconditions for the development of the circular economy are analyzed, the key ones being political will, social partnership, the availability of secondary resource markets, and an effective system of state regulation and support measures. Particular attention is paid to the role of stakeholders and the benefits they will gain as a result of the implementation of the concept of circular economy, as well as systematized key indicators for assessing the effectiveness of the circular economy strategy. It is substantiated that China and some EU countries have made significant progress in implementing the concept of circular economy, primarily due to organizational and economic instruments of state regulation, the analysis of which will contribute to the effective transformation of Ukraine's economic model in accordance with the principles of circularity. Scientific novelty. The concept of circular economy was further developed in terms of constructing organizational and economic instruments of state support for its development by strengthening interaction and growing interest of stakeholders, as well as assessing the effectiveness of the circular economy by adapting the balanced scorecard. Practical significance. Advantages of the transition to the principles of circularity for key stakeholders in terms of the effectiveness of its state organizational and economic support were systematized, as well as the indicators for assessing the effectiveness of the circular economy concept were identified. A comprehensive state policy of transition to a circular economy in Ukraine, taking into account the progressive experience of the EU countries and China, will promote its balanced development, realization of stakeholder interests, reduction of environmental risks, optimization of resource potential. Abstract:
This article deals with the role of developing countries in strengthening the global ecological security, because the focus of environmental crisis has been shifting towards them. Taking into consideration the dynamics of their socio-economic and demographic changes, these countries will determine environmental situation in the world. Ecological crisis in developing countries is subjected to the industrial society formation that is accompanied by heavy demand on natural resources and pollution of environment. The author concludes that inevitable environmental costs of extensive economic growth are multiplied by continuing population growth and poverty increase. Today the developing countries are in extremely hard situation: they won’t overcome economic gap which is the main cause of ecological disruption without accelerating the development. But at the same time, the uncontrolled increase of economic production results in intensification of environmental crisis. It determines the urgent need to shift from the traditional model of industrial development relying on the postulate "growth first clean up later" to the model of "green" development. This economic concept is defined as eco-industrial revolution. In order to carry this task these states have to include the elements of post-industrial "green" development into the model of the industrial type development catch up. In its practical realization this model may cause further differentiation of developing countries and inequality on the global level. The emerging economics of the Asia Pacific region possess enough technological, financial resources and political will to join the "green world". But scarcely the poor countries of Africa or South Asia will demonstrate the same high interest in providing secure ecological development. Sustainable economics will probably facilitate entering the "green world".

Abstract:
THE PURPOSE. To consider the features of the socio-economic development of Russia in the context of the fourth energy transition, which is based on the use of renewable energy sources and hydrogen as an energy carrier. To carry out a comparative analysis of approaches to the development and implementation of hydrogen energy programs in developed countries and in Russia. METHODOLOGY. To solve this problem, the method of analyzing the regulatory framework, monographic, scientific and analytical literature, program documents of various levels, real steps of the authorities in the implementation of the fourth energy transition was used. DISCUSSIONS. The current economic model of energy production and consumption is based on an increase in entropy, which leads to irreversible changes in the global ecosystem. The fourth energy transition involves the delocalization of energy production and the use of dissipated energy, which leads to a decrease in entropy. The transition to the use of renewable energy sources carries economic risks associated with the loss of established markets for traditional energy sources, a reduction in the production of products and services for the oil and gas sector of the economy, as well as the introduction of a "carbon tax" on the export products of Russian companies. Russia has achieved certain results in the development of hydrogen energy technologies, which can lead to access to international markets for hydrogen and technologies for its production. It is necessary to work with the public to explain the benefits of green energy. It is important to coordinate the actions of the Government of the Russian Federation and business to reduce costs during the transition to new energy. CONCLUSION. The authors have proposed measures that must be taken into account when implementing the Action Plan ("road map") for the development of hydrogen energy in the Russian Federation until 2024. 1. To supplement the roadmap with a system of measures to inform the population of the need to introduce green energy, including programs of additional, general secondary and higher education. 2. To change the structure of the Federal State Educational Standard of general secondary education in terms of including chemistry and biology in the list of compulsory subjects in order to provide personnel with hydrogen energy. 3. Determine the priority of projects on renewable energy sources and hydrogen energy in the formation of tender documentation by the development institutes of the Russian Federation. 4. Ensure real decarbonization of the country's energy sector to maintain the export positions of raw materials, food and industrial goods of Russian manufacturers.

The development of institutionalism was not limited to the transition from the old theory to the new one: time is changing, the behavior of economic agents – ​carriers, voluntary or involuntary, of the institutions, whether formal or informal, is changing, – ​institutions that, in turn, are themselves the object of changes. This nature of the object under study poses a difficult task for researchers: to identify, with the help of changing (developing, adapting) tools, the essence of the modern institutions and the ones that can take place in the future, which is in a state of permanent development (evolution). The article describes the system logic of institutions, the reasons for institutional changes, especially caused by the current pandemic, highlights the problems and prospects for the development of the institutional economics from an ecosystem perspective. The latter circumstance presupposes going beyond the purely systemic approach to the study of the institutional system by including the features of the interaction of the system under study with the relevant metasystem, which forms a functional unity with the system and, therefore, is interpreted in aggregate as an ecosystem.

Abstract:
The economic shock caused by the COVID-19 pandemic and the war situation in certain types of economic activity due to the destruction of the usual communication channels and the stoppage of employment in traditional workplaces contributed to the identification of SD as an essential tool for regulating social and labour relations. This paper examines three groups of factors that hinder the effective development of social dialogue in Ukraine. It was revealed that they are caused by the peculiarities of the business environment, the imperfection of state regulation and the underdevelopment of institutional support. It has been proven that today the question of the formation of representative bodies of subjects of social and labour relations capable of fully representing the collective interests of individual social groups and capable of carrying out a productive civilized social dialogue to resolve the most pressing issues and resolve conflicts remains open. There are given some reasons that negatively affect the process of institutionalization of the parties to the social dialogue (employers and employees) and limit their opportunities, in particular: public disappointment in the efficiency and effectiveness of trade unions, a decrease in the level of trust in them; weak organizational activity regarding attracting new members to the trade union, including due to the lack of an effective trade union information system; centralization and significant politicization of the processes of creation and activity of employers’ associations; inconsistency of legislation, modern challenges, in particular, failure to take into account the real structure of enterprises in terms of size; unformed representation of employers at the level of individual industries and others. The article also argues the need to develop and implement a systematic and effective communication strategy based on digital technologies to expand cooperation and facilitate communications between employers, trade unions, and relevant state bodies to ensure tripartite dialogue.

Abstract:
This article is devoted to the study of the results of rapid economic growth on the example of the People's Republic of China. Forty years have passed since the beginning of the openness reforms in China. They are characterized by the rapid growth of China's economic power, the improvement of the well-being of the inhabitants of that country, as well as the strengthening of the state's place in the international arena. With the support of foreign investment in the early stages, China itself becomes an investor. Techno-intensive industries hold an important share of China's exports. Despite the rapid growth of economic indicators, China is facing new challenges for developing countries. The accelerated development of the state has serious environmental, political and economic consequences, from pollution to corruption and the lag of certain regions from the overall pace of the country's development. These problems are expected to be addressed through a number of measures taken by the Government in the coming decades: investment market reforms, reorientation of international trade to developing countries, green economies, market reform real estate, addition to the legislative framework, the creation of new controls and reform of existing ones and so on. The reform process is inevitable and is the key to the successful development of the People's Republic of China.

The modern state policy on the subject of development of the concept of "green" economy in Ukraine is analyzed. the condition for further economic development is a significant change in the current economic system, the transition to a new economic model and the implementation of the basic principles of sustainable development. One of the best options for such changes, according to many scientists around the world, is the concept of "green economy". Compliance with environmental legislation by domestic companies will have a positive impact on the economic performance of their activities. Thus, the "green economy" will accelerate the process of transition to sustainable development. The level of ecological situation and development of the national ecological system of Ukraine, its place on these indicators among other countries of the world can be estimated by means of the international index of ecological dimension. The higher this figure, the worse the results of pollution of the country's ecosystem. This index and its indicators determine a country's ability to protect its environment in the short and long term. In addition, this index can be used as a powerful tool for decision-making on an analytical basis, taking into account the social and economic dimensions of sustainable development. The transition of Ukraine's economy to market principles is impossible without reforming the economy and improving economic levers in the field of natural resources management. Thus, the study of the tools and differences of the "green" economy allowed us to draw the following conclusions: under the current model of production, world economic growth can create a state where the damage from pollution and environmental degradation will significantly outweigh the income. Thus, in order to prevent this situation, it will be necessary to introduce innovations to reproduce natural resources.

The current socio-economic situation in Russia is developing under the influence of anti-Russian sanctions, the intensification of global competition, the complication of the world political situation. Against this background, a complex problem requiring an integrated and systemic solution is to ensure sustainable parameters of economic growth. As the economy has a tendency to repeat the dynamics, it allows us to identify the cyclical nature of its development. Successful industrial development is replaced by periods of decline, accompanied by inflation and unemployment, a decline in production and consumption. The study of socio-economic dynamics in a long-term retrospective allows us to identify patterns in development and develop a set of anti-crisis measures. In this paper, we study the dynamics of socio-economic processes that accompany the development of the national economic complex in recent years. Analysis of the dynamics of the GDP of the Russian Federation made it possible to discover the cyclical nature of its development. From 2002 to 2015, two cycles were identified: the first - from 2002 to 2008; the second - from 2009 to 2015. After the global financial and economic crisis of 2008-2009, Russia noted the post-crisis economic recovery, which was interrupted in 2013-2014 by the introduction of international economic sanctions against Russia. The slowdown in economic growth since 2014 was determined by external shocks in the energy and raw materials markets, as well as by geopolitical tensions and, as a result, the closure of foreign capital markets for a number of Russian companies and banks. Analysis of investment as the main catalyst for economic growth showed a fall in investment volumes amid the effects of the crises of 2008 and 2013-2015. A decrease in investment activity in the regional structure of investments was noted. The modern tendencies in reorientation of regional investments in the branch, not subject to sanctions influence and working on realization of import substitution policy are revealed. Groups of activities aimed at stimulating capital investments and ensuring sustainable economic development in the regions have been formed.

Aim and tasks. The goal of the paper is to investigate and identify the problems of building up economic potential, their impact on the economic safety of the machine-building enterprise, in particular, and on the industry as a whole. In this regard, the task of carrying out a comprehensive analysis of the main indicators of economic capacity building at the enterprises of the machine-building industry, which will be able to identify the main problems and threats to the industry, identify the strengths and opportunities to understand the main problems of building capacity of the machine-building complex to ensure economic security. Research results. The share of industrial innovation and active enterprises according to the types of implemented innovations has been analyzed. The development of economic potential of machine-building enterprises has been researched. The main problems and threats have been outlined for ensuring economic security and development of the industry. It has been established that the investigated branch has a number of strengths and opportunities, which, taking into account the condition of limiting the impact of weaknesses and threats, gives grounds for specific strategies for the development of machine-building enterprises. In the circumstances in the industry there is practically no development potential. Leading companies are working out the development programs that include expansion of production facilities, updating of production equipment, development of scientific base, increasing of consumer properties of released products and also of the one being produced. It must be admitted that this is the only possible way out of the crisis and the transition to the development of the industry. However, the implementation of these programs is complicated by the lack of adequate funding, as most enterprises carry out technological innovations mainly at their own expense. Conclusions. The main problems of increasing the economic potential of machine-building enterprises are as follows: relative non-competitiveness of products in comparison with products of developed countries; unpopularity of products of the domestic machine-building complex in world markets and the absence of world brands; imperfection of investment activity in most enterprises: insignificant level of implementation of development of scientific and technological progress in comparison with potential opportunities in the production of innovative products; significant level of depreciation of fixed assets, a significant lag of the state of fixed assets from the technological level of developed countries; use of outdated technological developments.

In this study, the theoretical value of the sub-optimal theoretical model, the supply and demand analysis model and the marginal analysis model under the pareto optimal state in the economic development of urban planning is mainly studied. Relevance of the research. Today's rapid global development is due to the latest technological changes brought about by another (fourth) industrial revolution, which opens up a window of opportunities for many countries to realize their intellectual potential and thus enhance their competitiveness. The innovative imperative, together with the government inclusive policy, remains a key driver of socio-economic growth and sustainable development. The subject of the research is innovative processes in Ukraine and factors that influence their course in the context of implementing the state innovation policy. The purpose of this article is to identify characteristic tendencies of the innovative development of Ukraine, to justify the identified problems and factors of influence, as well as to work out recommendations concerning directions for increasing the effectiveness of innovation policy in the implementation of socio-economic objectives, approved by the authorities. Methodology of work – the principles of innovation theories and economic growth; concepts of open innovation, innovative systems, 4.0-industry; the principles of the scientific and technological paradigm. The state of some innovation indicators has been assessed with the help of statistical analysis. Based on a systematic approach the problems of innovative development of Ukraine have been identified. Structuring and synthesis methods were used to develop proposals for strengthening the role of the innovation factor in ensuring economic growth. The results of the work are the following: the state of innovation processes in Ukraine is carried out and assessed, problems are identified and paradoxes are characterized – all that which makes the realization of the set goals of the state innovation policy more complicated and requires the development of measures to create a new model of the national innovation system. Conclusions. The negative phenomena in the sphere of innovation activity pose a threat to the economic and technological security of Ukraine, which requires urgent actions by both the senior political leadership of the state and the executive authorities at all levels. The creation of the innovative system based on the use of market mechanisms and the state active scientific, technological and innovation policy should be the basis for the development of knowledge-based sectors, their long-term competitiveness within the national borders and in the world markets.

Economic development is a continuous, stochastic process considering that development depends on a multitude of historical, political, economic, cultural, ethnic and other factors. In the process of development, each country puts effort into strengthening their manufacturing potential, increasing the competitiveness of their economy by modernizing technology, and raising the level of education, culture etc. Owing to the accentuated actions of these factors, and different social, economic and other circumstances, there has been emerging polarizations in regional development, urbanization and so on. Proof of a country’s level of economic development can be found in various indicators such as capital equipment; the share of manufacturing, agriculture, and foreign trade; the share of the private sector in total ownership; the development of financial institutions and capital markets; the development and stability of the legal system; the development of transport, telecommunication and other infrastructure; the realized standard of living; the development of democracy and human rights protection; preserved environment etc. Economies of developing countries, including Montenegro, are usually characterized by a low capital equipment and low labor productivity, expensive manufacturing and insufficient share of world trade, high import dependence, uncompetitiveness, high unemployment, undeveloped entrepreneurship, and an undeveloped financial institutions. Polarized countries in an economic and development sense, are therefore those which are unevenly developed, and are constantly faced with highly pronounced problems of disparity in regional development and demographic problems. Solving these problems is a long-term process and necessitates. The design of a regional policy that is more efficient than the previous ones, as well, as building a different procedure for fulfilling the adopted regional policies.

As part of the teachings of Islam, Islamic economic law is important to be taken into account in the formation of national law. Factually Islamic economic law is a living law (the living law) in Indonesian society since the entry of Islam into the archipelago. This research was conducted analytically descriptively, that is a study that described and described the conditions and facts in detail, systematically and thoroughly about the contribution of sharia economic law in economic development in Indonesia and the approach used was juridical empirical, so that the data used in this study namely primary data and secondary data. Primary data is collected by interviewing the subjects determined by the researchers, namely the authorized institutions / agencies, while secondary data is obtained from literature, legislation and related documents. The problem in this study is how the contribution of Islamic economic law to economic development in Indonesia. The results of his research are 1. Islamic economics as a surefire solution to poverty alleviation, this is very appropriate because the poor are not seen as a lazy party, but as a party that does not get access to a better life. Here in lies the difference between the Islamic and conventional economic systems. The Islamic economic system does not aim to accumulate as much wealth as possible. But, how a better life can be achieved together, the meaning is mutual help in the good between those who have excess property against those who need these assets. 2. The efforts to positivate the Islamic economy itself have actually been going on for a long time and this needs to be supported. 3. One of the problems now faced by the Islamic finance industry in Indonesia is the availability of quality human resources. The continued development of the Islamic finance and banking industry is driving the need for quality human resources. Economics is an integral part of Islamic teachings, and therefore Islamic economics will be realized only if Islamic teachings are fully believed and implemented. Islamic economics studies the economic behavior of individuals who are consciously guided by the teachings of Islam, the Koran and the Sunnah in solving the economic problems they face.
